U.S. Naval Hospital (USNH) Naples will transition to an outpatient clinic October 1, 2018, maintaining same-day surgical services. Maternal care and birthing capabilities will be available for women who are low risk and are expected to have uncomplicated births, consistent with what is offered at other Navy Medicine clinic commands. Emergency, outpatient and ancillary services will also remain unchanged. The shift to outpatient services, preventive care and wellness better aligns

with the health care needs of the service members in the region who are generally healthy and is part of the Department of Defense’s (DoD) ongoing efforts to ensure the readiness of our service members and their families by optimizing military health care facilities across the globe, including those in Europe. The ongoing optimization of U.S. military treatment facilities ensures quality care is available to all beneficiaries, whether care is provided at an outpatient clinic or at a TRICARE network facility. Throughout National Cybersecurity Awareness Month this October, and in subsequent articles, the Office of the Deputy Chief of Naval Operations for Information Warfare (N2N6) will describe the things you can do, at home and at work, to protect yourself and the Navy from cyber threats. Few people today need to be convinced that our networks, computers and smart phones are at risk of compromise. We’ve grown accustomed to the news of computer hacks. The confidential information of 143 million Americans was potentially compromised in the recent Equifax breech. In May 2017, the WannaCry ransomware attack infected 150,000-plus computers in over 150 countries within the first 24 hours. If you keep up with the news, you know of Russia’s election-focused data thefts and disclosures. More distant high profile attacks, such as the 2015 Office of Personnel Management hack that resulted in the theft of 21.5 million personnel records, are memorable because they affected many of us in the Navy. From these example hacks, you can safely assume anything connected to the internet is at risk. In fact, any electronic device for storing and processing data – a computer – is at risk, regardless of whether it’s connected to the internet or whether it looks like the desktop or laptop computers we use at home and at work. Disconnected systems are also vulnerable as attackers have employed innovative tactics to reach systems not connected to the internet. CYBER THREAT IS REAL Page 13

With the first week of October here, we’ve kicked off several programs and monthly observances that are very important. I signed a proclamation last Friday marking the beginning of domestic violence awareness month. I’d like to reiterate how important family is to our military community, and how important it is to say something if you identify a problem in your home or a friend’s. Our Fleet and Family team is a wealth of resources. October is also energy action month. Help us conserve resources by closing windows, turning lights and electronics off, and being conscious of water usage. We will be sharing tips and tricks from Region NAVFAC all month on how to help save fuel for the fleet. Remember, every little bit that you save helps us support our deployed ships, aircraft, and most importantly, Sailors. Thank you very much to all who participated in last weekend’s Ombudsman dinner. As I mentioned Saturday evening, the work that ombudsmen do here keeps our families and subsequently our entire community at a very high level of readiness. Congratulations also to Mrs. Jennifer Ringwald-Pulley, CNECNA-C6F Ombudsman, for earning the 2017 Mrs. Sybil Stockdale Ombudsman of the Year Award. The award was presented to her last week by Chief of Naval Operations Adm. John Richardson on Joint Base Anacostia-Bolling in Washington, D.C. I’d also like to thank and offer a hearty round of applause for the Navy Ball Committee and everyone who helped them plan, promote, and execute last night’s Navy Birthday Ball. It was an honor to be able to host the event and to hear remarks from Adm. Michelle Howard, Commander, U.S. Naval Forces Europe. I was glad to see our Sailors and their families having fun and getting the chance to share our Navy pride with members of other service branches and nations. And of course this Columbus Day weekend is our first holiday of October. Please be safe and enjoy the time spent with your families. Also think about getting ready for Halloween! We’ve posted Trick-Or-Treat times on Facebook and Twitter, and MWR is still looking for volunteers to offer their trunks for Spooktrunkular. Activities on base like this are great opportunities to enjoy a little slice of home and interact with other members of our base community. World Health Organization: Italy Becoming Second Oldest County in World The World Health Organization (WHO) said Italy will be the second oldest country in world after Japan in 2050. Italy will have 21.4 percent of people over 60 and 6.4 percent over 80 by 2050, according to WHO. Colosseum Opening Upper Levels to Tourists The fourth and fifth levels of the Colosseum will open to tourists, following a major restoration project, and allowing them to pass through a connecting hallway that has never before been available to visitors. Visitors will be able to visit the top part during the month of October and these areas will be included in the ordinary underground guided tours, while after November 1 it will be possible to book a visit only to the top levels. The price of the visit will be €9 on top of the cost of entrance to the site, and reservation is required. Access to the uppermost floors will only be possible in groups of up to 25 and in the company of a guide, for safety reasons. The top two levels are 52-meters (171-foot) high offer priceless view of the nearby Roman Forum, Palatine Hill and the rest of Rome. During ancient Roman times these two levels were the cheap seats for the lower classes, as they were too far from the arena. The Colosseum is in the middle of a multi-million-euro restoration funded by Italian shoemaker

Tod’s. Initial phases of the project have included spray-cleaning to get rid of centuries’ worth of grime, strengthening of the northern and southern facades, and replacement of metal gates and barriers in the arches at ground level. There are also plans for a new visitor center and the renovation of the underground vaults where wild animals and prisoners destined for public execution were held ahead of their appearances before the Roman crowds. 31st Hot Air Balloon International Festival in Fragneto Monforte The 31st Hot Air Balloon International Festival will take place October 13 through 15 in Fragneto Monforte, in the Benevento province, just 73 kilometers (45 miles) northeast of Gricignano di Aversa. Twenty-five hot balloons – some from foreign countries – will take to the air throughout the weekend. The balloons will launch from the municipal sport field from 7:15 to 7:45 a.m. and then again from 5 to 6 p.m. The flight schedule will be dictated by weather conditions. Visitors will be entertained by street artists, food and wine stands and music. HISTORY: FIRST WOMEN ATTEND THE U.S. NAVAL ACADEMY

On October 7, 1975, President Gerald Ford signed into law, a bill required that women be allowed into the service academies. The new bill, Public Law 94-106, mandated that the United States’ military academies – including the U.S. Naval Academy at Annapolis, Maryland – had to begin admitting women in the fall of 1976 (for the class of 1980). “The secretaries of the military departments concerned shall take such action as may be necessary and appropriate to insure that (1) female individuals shall be eligible for appointment and admission to the service academy concerned, beginning with appointment to such academy for the class beginning in the calendar year 1976, and (2)

the academic and other relevant standards required for appointment, admissions, training, graduation, commissioning of female individuals shall be the same as those required for male individuals, except for those minimum essential adjustments in such standards required because of physiological differences between male and female individuals.” Founded in 1845 by Secretary of the Navy, George Bancroft, the Academy started as the Naval School on 10 acres of old Fort Severn in Annapolis. Throughout its history, the Navy has seen dramatic changes: It has moved from a small fleet of sail and steam-powered ships to a high-tech fleet with nuclear-powered submarines and surface ships and supersonic aircraft. The academy has changed, too, giving midshipmen the up-to-date academic and professional training they need to be effective naval officers in their assignments after graduation. Among the most dramatic of these changes took place 131 years after the Naval Academy was founded – in the summer of 1976, our country’s bicentennial – when that first group of 81 women marched through the doors at the academy to become plebes or first year cadets. Two days after Ford signed the bill, Naval Academy Superintendent Rear Adm. Kinnaird R. McKee announced that eligible women could enter Annapolis that summer to graduate in the

Class of 1980. For some months academy officials had been aware of the law, and they had been closely following the progress of the bill as it made its way through Congress. Meanwhile they had been – over several months – quietly developing plans for the admission of women to the academy. McKee said that the admission of women would not change the academy’s overall training mission. Women would be required to attend the same curriculum and meet the same standards as their male counterparts. For example, he said classroom and dress blue uniforms would be identical to the men’s uniforms, with the exception of the hats. The women would also be addressed as “midshipman,” since that term is a Navy rank vs. a physical description. In addition to taking the same curriculum as the men, women would be required to compete in intramural and varsity sports with the exception of contact sports such as football, lacrosse, wrestling, rugby and boxing. In place of boxing and wrestling women would be required to have personal defense course that included judo, karate and physical conditioning. Eighty-one women entered the academy the summer of 1976. By the end of four years, 55 had made it through the rigorous academic and physical program at the academy and were commissioned as ensigns in the Navy.

SPOTLIGHT: MELISSA RENÈ OCH Melissa Renè Och was born and raised in Wheeling, West Virginia. Affectionately known as “Missy” she is easy to talk to and can put a smile on most anyone’s face. Bright and caring, Och wanted to go into nursing because it was an honorable profession passed down from her relatives. “My Great Aunt Barbara was a nurse for NASA, my Aunt Donna was a nurse and my mother was a nurse … In fact she was a nursing instructor,” Och said. “It’s in my blood.” Och studied at the B.M. Spur School of Practical Nursing as well as the West Virginia Northern Community College. She is a licensed Registered Nurse in both West Virginia and Ohio, and began her career as a prison nurse at the West Virginia Department of Corrections. After becoming a field supervisor for a home health agency, she had the opportunity to go to Medical Examiner school. Of 200 people to take the course, only 40 passed. Och was then singled out and appointed as the Medical Examiner (M.E.) for Ohio County in West Virginia. Melissa Och first laid eyes on Senior Chief Charles “Chuck” Och on New Year’s Eve of 1999 in their hometown of Wheeling, West Virginia. They became best friends, and after visiting him while he was stationed in Florida the two realized they were in love. “He wanted to date but was afraid it would ruin our friendship,” Melissa said. “When I cried all the way home I knew we were meant to be together.” The two were married on December 15, 2001. Throughout the years he was stationed in Florida and West Virginia, and then the couple endured two geo-bachelor tours to Japan. She faithfully raised their children, Chelsea and Dylan, while Senior Chief Och braved countless deployments with the USS Vicksburg (CG 69), USS McCampbell (DDG 85), the USS Shiloh (CG 67), before finally moving their family to Naples in 2013. Upon arrival, Och knew she wanted to be more involved in the Navy scene and volunteered to become the Ombudsman for the Forward Deployed Regional Maintenance Center (FDRMC) that provides all ship’s maintenance for C5F and C6F. “Missy has a unique personality,” FDRMC Senior Enlisted Leader (SEL) Jay Schimke said. “She is always bubbly, happy and super outgoing; all qualities that make is easy for an Ombudsman to welcome new family members and help them feel at ease in their new command. She has no problem inserting herself into any conversation and always looks for the positive aspects of a situation.” As her husband will be retiring today, their time in Naples has come to an end, and the couple will be moving on to their next big adventure. “We are going to miss Missy,” Schimke added. “I don’t think anyone will be able to replace her.” On behalf of the command families and the Naples Ombudsman Force, thank you Missy for your service. We won’t say goodbye, but as the saying goes, “We’ll see you later.”

Monte Berico, a steep hill situated in the heart of Vicenza, houses an elegant historic church that attracts numerous local residents and tourists because of the grand cityscape view it offers. For 173rd Airborne Brigade soldiers, the hill signifies the destination for a refreshing, yet arduous, run through scenic Vicenza during physical training. But after Army Sgt. Kyle Martin Rogers, an unmanned aircraft systems repairer from Delta Company, 54th Brigade Engineer Battalion, 173rd Airborne Brigade Combat Team, completed that run August 31, he went above and beyond the call of duty by saving a local Italian woman’s life. Rogers prepared for the 5.5-mile run as usual, stretching his limbs and joints and priming his brain for endurance. The task was called the “Danger Run,” after the company moniker – an event akin to a scavenger hunt in which the participants run to various locations and complete specific tasks at each one. Once given the nod that they completed the mission, they continued to the next destination. After Rogers and his team successfully completed all the events, they reached the city’s train station, which functions as one of the route’s pivotal milestones because it precedes the challenging incline. He ascended until he surmounted the hill, where his vehicle was staged for his return to base. Once he finished congratulating his fellow soldiers for their hard work, he hopped into his car and started down the hill. It was near the same train station he passed moments before that he stopped at a crosswalk, letting an Italian lady cross the street. She took a few steps into the crosswalk, then unexpectedly collapsed on the unforgiving asphalt in what later proved to be an epileptic seizure. Foam collected on both sides of her

mouth, and her body convulsed violently as onlookers watched the scene unfold. “No one reacted,” Rogers said. “They moved slowly, and everyone looked confused.” Providing First Aid Rogers got out of his vehicle to administer first aid. He sprinted to the woman and shifted her purse up to her head to act as a pillow. He rolled her onto her side in the recovery position to clear her airway, allowing the woman to breathe. “I cleared her throat because she was convulsing at the mouth,” Rogers said. “I used the purse because her head was bouncing on the ground, and I stabilized her until the Italian police showed up as well as a San Bortolo nurse. Within 10 to 15 minutes, the paramedics showed up.” Emergency medical services took over from there. They gathered blood samples, inserted an intravenous line and placed the woman on a stretcher. She regained consciousness as she was being transferred to the ambulance that transported her to the hospital. Lifesaving Experience This was not the first or second, or even third time Rogers had helped to save someone’s life. His service in his prior unit, 3rd Special Forces Group, included extensive medical training that has proven to be valuable ever since. “I’ve saved someone’s life downrange,” Rogers said. “I’ve helped with a couple motorcycle accidents back in Fayetteville [North Carolina], so I’ve just been able to react to stuff before.” Rogers’ platoon leader, Army 1st Lt. Carlos Omar Flores, said Rogers’ ability to react properly should come as no surprise. “Our soldiers are all trained, and when put in that scenario, the training will kick in and their quick reaction will save lives,” Flores said.

Water Conservation – Numbers Don’t Lie Water is a crucial necessity for living organisms regardless of the species. It is available in large quantities but only a small percentage is consumable. Because it is rare, water conservation is essential to our survival. Water conservation does not seem to get as much publicity as energy conservation but the two sources tie in together and are as equally important. Water pumping, delivery and waste water treatment facilities consume a significant amount of energy. In some regions of the world over 15 percent of total electricity consumption is devoted to water management. Reality Check ● 70% of the world’s surface is covered by water. 97.5% of that is salt water. ● Only 2.5% of that is freshwater. Almost 68.7% is frozen in ice caps and glaciers. ● Only 1% of the total water resources on earth are available for human use. Water Conservation Tips ● Repair leaky faucets promptly. One faucet leaking, one drop per second can waste 2,400 gallons of water a year. That’s 13 years’ worth of drinking water for one person. ● Install low-flow shower heads, toilets, and aerators on kitchen and bathroom sink faucets to save water. They will cut water usage by as much as 280 gallons a month for a typical family of four. ● Shorten your showers. Each minute less you run the shower you could save from 2.5 to 5 gallons, depending on the type of showerhead you have. ● Fill a basin when you wash the dishes by hand instead of letting the water run. You could save up to 25 gallons of water each time you wash dishes. ● Don’t leave the water running when brushing your teeth. You could save as much as 9 gallons each time you brush. ● Repair “silent leaks” in the toilet. If food coloring put in the tank ends up in the bowl without flushing, it leaks. Repairing the leak will save up to 200 gallons of water a day.

Examples of nonmailable items are: alcohol, switchblade knives, pornography, controlled substances, and explosive or incendiary devices. All network providers are required to meet accreditation standards specific to the host nation, and are required to have certification and recertification programs to ensure the delivery of quality care. CYBER THREAT IS REAL From page 1 For example, thumb drives loaded with damaging software were picked up by unsuspecting technicians and used to spread the Stuxnet virus to centrifuges in an underground Iranian nuclear research facility. Although the compromise of Iran’s nuclear facility was well publicized, less well known are other news reports that also demonstrate physical systems controlled by computers (control systems) are at risk. In 2016, hackers who were thought to be from Russia compromised a Ukrainian power company, knocking out power to part of Kiev for over an hour. A 2015 breech of a Ukrainian energy company, which resulted in a power outage to 80,000 customers, may have been related to the 2016 attack. Closer to home, in 2016 “...the Justice Department claimed Iran had attacked U.S. infrastructure online, by infiltrating the computerized controls of a small dam 25 miles north of New York City.” The control systems that manage the Navy’s critical infrastructure and other services at Navy bases and facilities are commercial products that have known weaknesses. Like the Ukrainian control systems and the systems controlling the New York dam, Navy control systems and networks used by

During June 2017, a commercial ship off the Russian coast discovered its GPS navigation system erroneously located the ship at an airport 32 kilometers inland. At least 20 other ships in the area had similar problems with their Automatic Identification System, which U.S. Navy ships also use. “Experts think this is the first documented use of GPS misdirection - a spoofing attack that has long been warned of but never seen in the wild.” Chief of Naval Operations (CNO) Admiral John Richardson sums up the current cyber threat environment, “The threats reach well beyond what you would consider a traditional computer or information technology network into the control systems and indeed almost every aspect of our lives and of our Navy mission.” These cyber threats can come from nations with highly sophisticated cyber programs, countries with lesser technical capabilities but possibly more disruptive intent, ideologically motivated hackers or extremists and/or insiders within our organizations, with a variety of motivations. Even cyber criminals threaten the Navy because they sell malicious software to state and non-state actors, thereby increasing the number of potential threat actors. Vigilance and ensuring a ro-

bust defense-in-depth framework that incorporates people, processes and technology to assure our networks are safe is key. The threat will continue to increase as adversaries look for potential vulnerabilities and increase their level of sophistication for cyber-attacks. In Congressional testimony, former Director of National Intelligence James Clapper described the threat saying, “Cyber threats to US national and economic security are increasing in frequency, scale, sophistication and severity of impact. The ranges of cyber threat actors, methods of attack, targeted systems and victims are also expanding.” But you can make a difference. By adhering to cybersecurity policies, directives and best practices you can help keep the Navy secure and also protect yourself and your families while online, outside of work. It’s an all hands effort, like damage control on a ship. Knowing adversaries are actively seeking to penetrate our systems, steal our data and disrupt operations should help you understand the CNO’s perspective: “Wherever you are, whatever system you’re operating, every time you log in, you are in the cyber battlespace.” Be vigilant.
