Innovative Emergency Services Training at NSA Naples By NSA Naples Public Affairs

The Naval Support Activity (NSA) Naples Fire and Emergency Services Department nears completion with a new form of training, translated into Italian, to standardize firefighting practices and increase operational readiness across NSA Naples, Jan. 22. The training consisted of a Fire and Life Safety certification course conducted and evaluated by the Bucks County Community College and was held onboard Support Site. Certifying and refreshing the skills already in practice by the NSA Naples Fire and Emergency Services Department (NSA FES) improves mission readiness and safety for the base. This course gives NSA FES a foundation to build upon with future advanced courses, and the ability to widen the scope of responsibilities to better serve the installation and local communities. Esper, Italian Counterpart Reaffirm Shared Goals By Terri Moon Cronk

The United States and Italy honored and deepened their long-standing defense relationship during talks between Defense Secretary Dr. Mark T. Esper and Italian Defense Minister Lorenzo Guerini. The secretary welcomed his Italian counterpart to the Pentagon today, and after their discussions, the two defense leaders met with reporters from U.S. and Italian media. “As a steadfast NATO ally, Italy hosts roughly 34,000 U.S. service members, civilians and dependents across

five major bases,” Esper said. “In doing so, Italy provides a vital role in our force projection into Europe, the Mediterranean and North Africa.” The United States is grateful for Italy’s leadership and contributions to coalition operations around the world, especially in the Middle East, the secretary said. Through the defeat-ISIS coalition, the United States and Italy continue to work together to ensure a stable and sovereign Iraq and the lasting defeat of ISIS, he said. ESPER

Rota was selected to host the Triple C by Foggo to showcase U.S. Navy platforms and capabilities to other U.S. service commanders in the European theater. Foggo emphasized the importance of bringing our joint leaders to Rota, “…this conference is important to sync leadership on important issues, as we discuss the challenges and opportunities we face and look at ways that we can support each other and to support our NATO allies and partners with collective defense.

In the 15th episode of “On the Horizon: Navigating the European and African Theaters,” Adm. James G. Foggo III, Commander, U.S. Naval Forces Europe-Africa (CNECNA), discussed naval activities in the European theater, and the strategic significance of Naval Station (NAVSTA) Rota, Spain. This episode included two major differences from past podcast. The podcast featured its second-ever guest and was recorded for the first time while Foggo was on travel. Foggo invited Cmdr. Kelley Jones, commanding officer of the guided missile destroyer USS Donald Cook (DDG 75) to discuss the importance of forward-deployed naval forces (FDNF) to Europe and the special relationship the U.S. Navy has with the Spanish Armada. The episode was recorded aboard Donald Cook, while pierside in Rota.

There’s a change coming in how we publish information! The time has come to say arrivederci to the print edition of The Panorama, our local newspaper. Originating in the 1950s, this weekly base newspaper serves the NATO, Naples and Gaeta military community in Italy. As we update our processes with the ever-changing communication environment, we will move to a more streamlined digital platform in the near future. For now, the final newspaper issue of The Panorama is scheduled to be published on Feb. 21. I’d like to thank our publishing company for their services over the years, our contributors for their hard work, and the community for reading our paper. We value our base’s history and heritage and appreciate what the base paper did for the Navy. Moving forward, NSA Naples’ digital platforms should be the medium of choice for getting news about the base. I have a few things for you to jot down on your calendars: Coffee with the Captain and CYP Spring Sports Registration! Coffee with the Captain will be held on Feb. 24 at 0830 in Spinz on Support Site. Bring some coffee, your questions, and feedback directly to command leadership in an informal setting. The CYP Spring Sports Registration for baseball, softball, and start smart baseball is March 17-19 at the Youth Center on Support Site. Parent training and registration information can be found at www.navymwrnaples.com. What we really need, however, is volunteers. The Youth Sports and Fitness Program is seeking volunteer baseball and softball coaches for the spring sports season. Community volunteers are vital to the success of the program, which requires 30-40 coaches each season. Participation in sports plays an integral role in the development of a child's character, confidence, and social skills. Interested volunteers can sign-up to coach at the Youth Center. The background check process can take 46 weeks. CYP is also seeking volunteer coaches for summer clinics in running, tennis, basketball, volleyball, yoga, football, cheer, baseball, and soccer. USO Naples will host its annual “Naples Got Talent” show tomorrow evening! The night will feature musical performances by the Naval Forces Europe Band and 10 local talents who will compete for the chance to win a pretty spectacular prize! Join us for an evening of amazing entertainment and support your favorite contestant by voting during the show. Food vendors will be present for cash purchases, and there’s no registration required to enjoy the show. HISTORY: ‘RITCHIE BOYS’ AIDED ARMY’S EFFORTS TO DEFEAT GERMANY DURING WWII By David Vergun

As the world observes International Holocaust Remembrance Day, some may remember the so-called “Ritchie Boys,” who greatly aided allied forces in their fight against Germany and other Axis nations in World War II. Early on in the war, the Army realized it needed German- and Italian-speaking U.S. soldiers for a variety of duties, including psychological warfare, interrogation, espionage and intercepting enemy communications. Besides their language ability, these soldiers were familiar with the culture and thinking of enemy soldiers, which would aid them in their efforts. Many of the 15,200 selected were Jewish soldiers who fled Nazicontrolled Germany, which was systematically killing Jews. The soldiers were sent for training to Camp Ritchie, Maryland, beginning June 19, 1942, where they trained at the Military Intelligence Training Center — thus their nickname, the Ritchie Boys. Many of these soldiers landed at Normandy, France, on D-Day, June 6, 1944, and others followed to perform their specialized tasks, which provided advanced intelligence to allied forces regarding German war plans and tactics. Following the war, some of the Ritchie Boys were used as interrogators during the Nuremberg trials of Nazi war criminals. Many of the Ritchie Boys went on to have successful civilian careers, including J.D. Salinger, author of the classic book “The Catcher in the Rye.” In 2011, the Holocaust Memorial Center, in Farmington Hills, Michigan, hosted an exhibit of the Ritchie Boys’ exploits. Surviving soldiers were among the attendees. Walter Midener, an attendee, was awarded the Silver Star. In civilian life, he became a noted sculpture and fine arts teacher and rose to the presidency for the Center for Creative Studies at Detroit’s College of Art and Design. attendee, was ordered, shortly after the war, to become the American control officer to Klaus Barbie, the notorious war criminal. Dabringhaus went on to write a book about the experience, called “Klaus Barbie: The Shocking Story of How the U.S. Used this Nazi War Criminal as an Intelligence Agent.” Dr. Guy Stern, a Bronze Star Medal recipient who attended, said: “It was an emotional reunion, definitely a once-in-a-lifetime experience. It was wonderful to see these people again. This was our kind of war. We worked harder than anyone could have driven us. We were crusaders.” It’s important for people everywhere to remember those who perished and those who survived the Holocaust and, in a world increasingly faced with sectarian strife and intolerance, to set forth the lessons of the Holocaust as a model for teaching ethical conduct and responsible decision-making, Stern said. “By highlighting those individuals

who, in the midst of evil, stood for the best, rather than the worst of human nature, the Holocaust Memorial Center seeks to contribute to

maintaining an open and free society,” he added. Fort Ritchie, as it later became known, closed in 1998.

The Defense Department is standing by to provide assistance to the Department of Health and Human Services to combat the coronavirus, Pentagon spokesman Jonathan Rath Hoffman said today. Hoffman said DOD is housing 198 people at March Air Reserve Base, California, and has identified housing support for up to 1,000 people at four bases who may need to be quarantined upon arrival from overseas travel, he said during a Pentagon news conference. The department is not involved with treatment or observation of those at the facility; Health and Human Services is doing that. ''DOD personnel will not be in direct contact with these individuals nor will these individuals have direct access to the bases beyond the housing,'' Hoffman said. Defense Secretary Dr. Mark T. The four bases where people could be housed if they are quarantined are: the 168th Regiment, Regional Training Institute in Fort Carson, Colorado; Travis Air Force Base, California; Lackland Air Force Base, Texas; and Marine Corps Air Station Miramar, California. The World Health Organization has declared the coronavirus outbreak in China a public health emergency of international concern, and U.S. officials are closely monitoring the situation.

“Elsewhere in the region, our two nations recognize the importance of restoring stability with Iran as we encourage them to behave like a normal country,” Esper said. “And we will continue to discuss requirements of core missions in Afghanistan while we review the United States’ force posture in that country.” The secretary thanked the defense minister for bolstering Italy’s role as a critical, industrial defense partner to the United States, and for his strong advocacy of the F35 joint strike fighter program. “As a level-2 partner in the program, your country has made important investments in research and development in the aircraft,” he added. Ahead of next month’s NATO’s defense ministers meeting, Esper encouraged U.S. allies and partners to increase their contributions to alliance readiness, burdensharing and to meet the pledge by NATO members to spend at least 2% of gross domestic product on defense, which he said will be crucial for a stronger NATO to be prepared for tomorrow’s threats.

Heating your home accounts for over 70% of household energy consumption during the winter months. The cost of keeping your home cozy can quickly add up. Below are some things you can do to heat your homes more efficiently, keeping the high price tag at bay. Solar heat is free so make use of it. Open your curtains as mid-day approaches and let the heat in. Then close them before evening begins to settle and the temperatures begin dropping. Additionally, thermal curtains that are thick and insulated can make a more than substantial difference in both the summer and winter seasons and can be purchased at a resonable price. Windows often have small drafts or draughts that make a much bigger impact than your would think, nor are they considered great thermal insulators. If you have double-paned windows you’re at less of a disadvantage but should still consider thermal curtains regardless. If your home is made up of concrete and tile, as is the cultural style in Italy, then you’ll know that they don’t hold heat very well. Thick rugs, and plush pillows are great at holding onto heat, and also give your home a cozy environment. If you have rooms that don’t get used frequently, close the door and keep the heat off in those rooms. There’s no reason to spend resources keeping those rooms warm when that heat isn’t often used. Y ou can also create or purchase a draught excluder, which is simply a long insulated pillow that gets placed at the base of the door to prevent air flow. Navy Announces New Funding Opportunities for Innovative Small Businesses By Warren Duffie Jr. Office of Naval Research

The Department of the Navy (DoN) wants to collaborate with innovative small businesses to deliver advanced technology that will sustain and modernize existing ships, aircraft and ground vehicles. To solicit a wide variety of small business partners, the DoN Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) programs— both located at the Office of Naval Research (ONR)— have announced expanded funding opportunities through a Broad Agency Announcement (BAA). BAAs are requests for scientific or research proposals. The new BAA, titled 20.1/20.A, closes on Feb. 12, 2020. It offers more than $250 million in funding opportunities and spans 112 research topic areas where the Navy wants to focus more resources. “The Navy is seeking new tools, solutions and processes to address a variety of naval challenges,” said Navy SBIR/STTR Director Bob Smith. “Through this BAA,

we can identify groundbreaking technological advances, develop them further and integrate them to advance our warfighting capabilities.” BAA 20.1/20.A is part of a broader effort by the SBIR/STTR programs to make it easier for small businesses to work with the Navy and Marine Corps. This includes streamlined proposal requirements, evaluation, selection and payment processes that are 60 percent faster than before. Topics in BAA 20.1/20.A span four main categories: —SBIR/STTR: SBIR provides the Navy and Marine Corps with innovative advances in technology created by small businesses—while STTR transitions products developed by both small businesses and research institutions. BAA 20.1/20.A provides entry points for both innovative start-ups and mature small businesses to deliver defined new capabilities. —Accelerated Delivery and Acquisition of Prototype Technologies (ADAPT): The purpose of ADAPT is to engage small business to quickly address DoN highpriority challenges in high-

impact areas for the naval community. Such technologies often have dual-use applications in the commercial sector. ADAPT currently seeks concepts involving unmanned systems and sustainment and modernization of existing naval assets. Selected companies will be able to participate in H4XLabs Business Accelerators, which are incubation laboratories centered on particular naval interests. —Direct to Phase II: Phase II is the technology-demonstration stage, during which prototypes are built and tested. This is an opportunity for small businesses with already-developed concepts for workable prototypes—or designs that demonstrate feasibility. Specifically, the Navy is seeking development of compact, engine-driven power-generation systems for vehicles. —Navy-Air Force Joint Special Topic: To ensure greater opportunities for small businesses, the Navy is working with the Air Force in an open topic call for “innovative, defense-related, dual-use technology” to improve warfighter mental health

This enables naval organizations like ONR and SBIR/STTR to better connect warfighters with experts and small businesses to cultivate good ideas. One product of this partnership is onsite SBIR/STTR expertise at NavalX’s six Tech Bridges. At these regional innovation hubs, warfare centers, government, academia and industry can work together on technology research, evaluation and commercialization—as well as economic and workforce development.

“Fire and Life Safety is a priority for us,” said NSA FES Training Officer Aviation Boatswain’s Mate (Handling) 1st Class Petty Officer Stephen Andujar. “The services we provide enable everyone on our base, from 6th Fleet to Helicopter Sea Combat Squadron (HSC) 28, to carry out their mission 24/7.” A unique challenge to being stationed in an overseas location is the language barrier. Most certifications and regulations are normally taught and written in English. NSA FES, in their dedication to excellence, came up with the creative solution to translate as much as possible to ensure maximum comprehension. “We had to implement some ‘outside the box’ thinking to accomplish what we wanted to: 100% mission accomplishment and maximum readiness,” said Andujar. “We were able to have licensed translators come in to help alleviate some of the confusion with fire theory and practice, and had all lectures and testable material translated to Italian.” Part of the training and evaluation consisted of testing overall comprehension and performance of required operational skills in order to meet U.S. industry standards set forth by the National Fire Protection Association.

The initial courses are validated by testing and skills. After the initial validation, NSA FES will follow-up on their goal of continuous improvement through proficiency checks in annual training plans, installation exercises, and audits from higher level agencies. “Our Italian firefighters have done a phenomenal job in the course, and every objective was completed and passed above and beyond standards,” said NSA Naples Installation Fire Chief Nicholas Panzica. “Our diverse organization strives for continuous improvement and excellence in the services that we provide for our community.” The certification course is the first of its kind for NSA Naples. The robust training program has involved over one year of planning and is being conducted fully over the course of three months. The course began in November of 2019 and will continue through February of 2020. NSA Naples is an operational ashore base that enables U.S., allied, and partner nation forces to be where they are needed, when they are needed to ensure security and stability in Europe, Africa, and Southwest Asia. For each of the leaders in Europe, it's critical that we all know and understand the strengths and weaknesses of each of the services.” At the Triple C, U.S. military leaders toured the FDNF ship Arleigh Burke-class guided missile destroyer USS Porter (DDG 78), Virginiaclass attack submarine USS Washington (SSN 787), P-8A Poseidon of Patrol Squadron VP-4, and the U.S. 6th Fleet (C6F) Blue Ridge-class command ship USS Mount Whitney (LCC 20). In addition, they toured the Spanish navy’s multi-purpose amphibious assault ship-aircraft carrier ESPS Juan Carlos and met with senior Spanish maritime leaders. Spanish-American Relationship over the centuries In 2018, Foggo wrote a blog highlighting the history of our relationship with the Spanish navy and how that relationship started back during the American War of Independence. “During the war, a young

immigrant and mariner from Menorca, Spain arrived on our shores and joined our cause as a naval officer,” said Foggo. “He was injured, captured, exchanged, and volunteered again to fight alongside General George Washington. His name was Jordi Farragut.” The Farragut family provided war heroes during the Revolutionary War and the Civil War including the son of Jordi Farragut, The U.S. Navy’s first admiral, David Glasgow Farragut. In addition to war heroes, Foggo points out, “The Spanish not only gave us a Revolutionary War hero, our first naval flag officer and Civil War hero, but also our first overseas operating base at Port Mahon in Menorca. It was the Mediterranean Squadron that preceded the U.S. 6th Fleet.” Over the last 200 years, the Navy’s relationship with the Spanish Armanda has only grown stronger and continues to expand, particularly after the NATO alliance was formed, which then officially aligned our strategic national security goals.

Relationship Today “Our partnership with Spain could not be stronger today… The Spanish people are gracious hosts to more than 5,700 U.S. service members, support staff, and families based in Spain, including Naval Station Rota, home to our forward-deployed naval forces,” said Foggo. For the maintenance of those naval forces, Foggo said, “We also have one of the best shipyards for forwarddeployed naval forces over here that do incredible work. And as I walk around the USS Porter and USS Donald Cook, I see the quality of that care and I'm very pleased on the return on our investment of U.S. dollars into the Spanish economy.” Foggo highlighted his top three exercises in which U.S. and Spanish forces participated in: 1) Trident Juncture, which is a NATO exercise mobilizing 50,000 troops in the defense of Norway; 2) Formidable Shield, testing NATO's response to a ballistic missile attack; and 3) BALTOPS where Spain sent its flagship, am-

It's a winwin for our two countries because together we provide stability across the globe, and we're an integral part of NATO's collective defense.” Guest Commander Kelley Jones Foggo’s guest for the podcast was Jones, a commanding officer of one of the four destroyers forward deployed to Rota. Right off the bat, Foggo and Jones realized they went to the same school separated by a few decades. Through the years they have crossed paths more than once. After graduating from Virginia Tech, Jones served on the Sacramento-class fast combat support ship USS Seattle (AOE 3), the Ticonderoga-class guided-missile cruiser USS Gettysburg (CG 64), the Arleigh Burke-class guided missile destroyer USS Mustin (DDG 89), and the

Cyclone-class patrol ship USS Typhoon (PC 5). She completed many shore commands, most notable serving as the aide-de-camp to the Secretary of the Navy, followed by executive officer and now commanding officer of Donald Cook. Jones described the role that Donald Cook plays in U.S. 6th Fleet, “We fight below the sea, on the surface, in the air, and in space,” she said. “We provide our nation's leaders with powerful options in times of crises. And being forward-deployed in Spain means we play a significant role in the great power competition.” Having just finished their 9th patrol supporting three continents – Europe, Africa, and Asia, Jones reflected on the destroyer’s missions above the Arctic Circle, in the Baltic and Black Seas, and throughout the Mediterranean conducting numerous port visits and exercises with European and African allies and partners. “I've been fortunate to deploy, or be stationed in 5th Fleet, 6th Fleet, 7th Fleet,” said Jones. “What distinguishes 6th Fleet from other areas of the world is that it's relatively small geographical space, where we encounter both diverse operations, operational environments, and regional actors.” Her examples included working with Black Sea partners, being shadowed by Russian forces, and conducting port visits in areas the Navy has never been like Faroe Islands. Foggo ended the segment with an encouraging note for Jones and her crew. “Thanks very much for your leadership. I am extremely proud of you and every one of the sailors on USS Donald Cook,” Foggo concluded. “You're doing a heck of a job. I know you're getting ready to go do it again, so fair winds and following seas, we're looking forward to seeing you the next time we're in Rota.”
