James Foggo is no stranger to NATO and is excited to be back to his NATO roots at Allied Joint Force Command Naples as he brought his thoughts and ideas to his first All Hands Call on November 27, 2017. Foggo relished in the fact that he was able to share his story with his new audience and begin the process of getting to know those under his command. Defense Secretary James N. Mattis said he was pleased with the results of the Aqaba Conference in Jordan, adding that the effort shows nations can work together to address shared threats. Mattis told reporters traveling with him to Pakistan on December 3, 2017, that the conference, focused on West Africa and sponsored by Jordan’s King Abdullah II, is “a reminder that when there’s the political will … countries with different domestic agendas [and] different foreign policies can certainly work together.” The conference was about undercutting or preventing the conditions that breed violent extremist organizations. A total of 44 senior officials and military leaders from concerned nations and international organizations attended. This year, the focus was on West Africa. Past conferences focused on East Africa, Southeast Asia and the Balkans. The officials looked for ways to promote West African stability and regional security. Terror groups abound in the region, from Boko Haram and the Islamic State of Iraq and Syria to al-Qaida. Opportunity to Listen “Overall, for me, it was on opportunity to listen to them, because each area we operate is different from others,” Mattis said. AQABA CONFERENCE Page 7

The holiday season is upon us here in Bella Napoli, and I think we did a great job ushering it in last Friday during the annual tree lighting ceremony. I want to thank everyone involved for making the event such a success and for bringing our community together. Today you might notice a lot of our Italian colleagues missing due to a winter holiday that’s been celebrated here since 1854. December 8th is the Immacolata Concezione, an important Roman Catholic holiday and national holiday in Italy. While many government offices and schools may be closed, a lot of shops will be open, selling Christmas goods. This also marks the time when most Italians begin putting up their Christmas decorations. And of course, this week brings us that time-honored, annual American classic, the Army-Navy football game! Although I’m a UCLA NROTC graduate, I’ll definitely be rooting for our nation’s greatest service academy tomorrow and celebrating the camaraderie and dedication it takes to compete. Even if you’re rooting for the United States Military Academy, I highly encourage everyone to take part in the festivities on base. At 5 p.m. on the Support Site north field, there will be a football game between the Army and Navy personnel in our community. At 7 p.m. outside Striker’s Bowling Center, there’s an Army-Navy singles cornhole tournament. Finally at 9 p.m., the game will be displayed on the big screen inside Striker’s. Get together for some friendly rivalry this weekend but remember, it’s hard to take on the kind of power that’s Forged by the Sea! Planning beyond the holidays is a great idea right now as well. While not as large as the summer PCS season, we do have groups of newcomers arriving in January and February. Sponsors please don’t forget to prepare for your sponsorees’ arrivals. Getting here in winter time can have its own unique challenges. Make sure people are prepared with the clothing and gear they need, especially if they’re coming with children. It’s also a good time to start preparing for post-holiday employment opportunities. We’ve gotten a lot of questions from dependents recently about how they can do so. Our Fleet and Family team offers a host of resources aimed at educating you about the hiring process and giving you the tools you need to find a job. Italy Suffers Driest, Hottest Weather Since 1800 According to the National Research Council (CNR), 2017 has been the driest year since 1800 with rains more than 30 percent under the average, and the hottest year on record followed by the year 2001, 2007 and 2016. Some regions have declared drought emergencies and have rationed water supplies causing countless millions of euros in agricultural damage. Experiencing Christmas in Naples Christmas is coming and Italy prepares by setting up nativity scenes in every city, church and town. The nativity scene for Neapolitans is not just a religious symbol but a tradition and an artistic expression of handicrafts that continue after the Christmas time. The famous street in Naples where Nativity handicrafts are sold is Via San Gregorio Armeno also known as Christmas Alley. This street was a commercial hub in the Greek-Roman era and close by there was the center of Naples’ political and administrative life. It was also the city’s artistic heart where workshops of painters, sculptors and goldsmiths worked and embellished churches and palaces. The street can be visited throughout the year; it is a must for tourists and visitors. Incredible handicrafts are on display: from cardboard and cork houses to windmills and waterfalls powered by electricity, to hand-painted terracotta statues of shepherds with tailor-made real clothes. There are fruit sellers, fishmongers, butchers, even pizza makers; and then the Holy Family, with the ox and donkey, in all sizes and prices. There are statuettes depicting local celebrities but also funny caricatures of national and international politicians. In the same street, there is one of the most important Baroque complexes in Naples: the San Gregorio church and monastery. It was built in the 10th century over the remains of a Roman temple by a

group of nuns escaping from the Byzantine Empire with the relics of Saint Gregory, bishop of Armenia. The church is divided into 20 sections, with gilded engraving and decorations, small landscapes painted on wood and a painting on canvas telling the story of the martyrdoms of the saint. In 1684, the famous Neapolitan painter Luca Giordano decorated the dome and the nave, with the Stories of Saint Gregory. He also decorated the choir stalls and the far wall with the story of the monastery. Alterations in the Rococo style were made during the second half of the eighteenth century, to the nave, chancels, chapels and the choir stalls. There is also the famous Baroque cloister. Parmacotto Donates 30,000 Euro to Restore San Gennaro Frescoes Latest Private Company to Donate Much-Needed Funds to Restore Famed Italian Treasures The Italian company Parmacotto, which produces air-dried ham from Parma in Northern Italy donated 30,000 euros for the restoration and cleaning of frescoes in the Catacomb of San Gennaro, a labyrinth of tunnels and galleries beneath the streets of Naples. It is decorated with frescoes that date back to the second century, many of which are in a dilapidated state as a result of high humidity. They owe their name to San Gennaro, or St Januarius in English, who was buried there in the fifth century, making the catacomb an important point of pilgrimage. He became the patron saint of Naples and is still revered by many Neapolitans, with a ceremony held three times a year in which a vial of his congealed blood “miraculously” liquefies. The restoration project will start in January and is estimated to last two years. The investment is the latest example of the private sector coming to the rescue of Italy’s vast but underfunded cultural heritage sector. In the past few years, Fendi has restored the Trevi Fountain in Rome, Bulgari paid for the cleaning of the Spanish Steps and the shoemakers Tod’s financed the sprucing up of the Colosseum.

HISTORY: FIRST SHIP-BASED RADAR INSTALLED From the Navy Research Laboratory

On December 9, 1938, a prototype shipboard radar, XAF, designed and built by the Naval Research Laboratory (NRL), was installed on the battleship USS New York (BB 34). The term “RADAR” was coined in 1940 by the NRL as an acronym for RAdio Detection And Ranging. Under the greatest secrecy, installation on other Navy vessels began in 1940. The new radar proved its worth in detecting the enemy ships and aircraft throughout World War II. NRL’s XAF radar, fondly known as the “flying bedspring,” due to its squareish shape, was the prototype that showed the Navy what this new radio detecting and ranging system was capable of doing. The XAF radar was installed aboard USS New York (BB 34) in preparation for fleet exercises in the Caribbean in early 1939. During the at-sea exercises, the 200 MHz XAF system successfully spotted aircraft at distances up to 48 miles and ships at 10 miles, and could even follow 14-inch shells in flight. It also detected and pinpointed destroyers making nighttime simulated torpedo attacks. NRL physicist Robert M. Page, one of the developers of the XAF system and inventor of many other radar technologies, was aboard New York and later described the reaction after the mock attacks. “These performances were at night, with no possibility of seeing the destroyers. Their lights were out,” Page said. “That really impressed the officers.

From then on they were sold on the stuff and they would give us anything we wanted.” Commander, Atlantic Squadron Adm. A.W. Johnson was greatly impressed with the new technology and urged the Navy to use and develop RADAR. “The equipment is one of the most important military developments since the advent of radio itself,” Johnson said. “Its value as a defensive instrument of war and as an instrument for avoidance of collisions at sea justifies the Navy’s unlimited development of the equipment.” XAF’s capabilities resulted

in the recommendation for immediate procurement of “10 to 20 of the devices in their present form” for installation on Fleet vessels. The NRL system went rapidly to production by RCA as the CXAM and CXAM-1 models, and by the time the United States entered World War II, these radar units were installed on 20 Navy vessels, mainly heavy cruisers, carriers and battleships. Radar surged in importance, and NRL, which had a wide-ranging program of radio research, developed prototypes of air and submarine radars that were also used during the war. Today, NRL continues to be a leading center for research and development of radar systems.

SPOTLIGHT: TIM LITTLETON If you walk into the American Red Cross office on a Thursday afternoon, you’re likely to run in to Tim Littleton, our Red Cross Client Services lead. His role here is important – ensuring that Emergency Communication Messages (what many often call “Amcross” or Red Cross messages) are delivered and families are followed up with following an emergency or critical need. He has also recently taken charge of the Veterans’ History Project, an initiative with the Library of Congress to capture the stories of our nation’s veterans on camera, to be accessible to the public now and in the future. Though this project has just taken off, he hopes to capture the stories of veterans across the community and speak to whoever is willing to share about their time in the military. Littleton is originally from Grand Rapids, Michigan, but has spent 20 years of his life in Colorado. Before moving to Naples in June of 2016, he was the owner of a company out of Colorado Springs. It is extraordinarily evident that he has diverse experience and a plethora of knowledge to bring to the team, something the Red Cross is always grateful for. One of his goals while living in Italy is to travel to all 20 regions of Italy with his partner, Julie. Already they have visited 14 regions and plan to knock out the rest within the next year. Littleton notes that they “really enjoy trying all of the different foods from all of the different regions. I like to cook so I also really like to try and recreate some of our favorite dishes at home.” We just think he has to bring more of those dishes into the office!

ENERGY CONSERVATION Cook the Food, Not the Utility Bill From NSA Naples Energy Management Team

Whether you are whipping up a few of your favorite holiday treats or preparing a sumptuous feast, there are a few things you can do to help conserve energy this holiday season and cook your food, not the utility bill. Reduce the heat Begin cooking on a higher heat setting until liquid begins to boil. Then, lower the temperature and simmer the food until fully cooked. A fast boil doesn’t cook faster than a slow boil, but it does use more energy. Don’t peek in the oven Resist the urge to open the oven door while baking. Every time you peek, the temperature drops 25° F and requires additional energy to bring the temperature back up. Use retained heat Turn off cook tops or ovens a few minutes before food has completed cooking. Retained heat finishes the job using less energy. Consider a natural gas range or oven Natural gas appliances cost less to operate than electric appliances and offer better temperature control. When available. Put a lid on it Cook food and boil water in a covered container whenever possible. This traps the heat inside and requires less energy. Make sure the oven seals tightly Make sure the seal on the oven door is tight. Even a small gap allows heat to escape and wastes energy. If you can move a dollar bill through the closed door, the seal is not tight enough and should be replaced. Check the oven temperature Test the oven temperature to be sure that the setting matches the actual temperature. If the actual temperature is too high, you will use more energy than needed. Also, your food may not turn out how you anticipate

Neapolitan Pizza-Making Receives Coveted UNESCO Intangible Status From Naval Support Activity Naples Public Affairs

The United Nations Educational, Scientific and Cultural Organization (UNESCO) placed one of Naples’ most recognized and beloved products – the Neapolitan pizza – on its coveted intangible cultural heritage list. Making pizza has long been considered a high art by Neapolitans, passed down from generation to generation for hundreds of years. This ancient craft is not only one of the world’s most beloved foods, it is now officially recognized as an intangible heritage of humanity. UNESCO, which gathered on the South Korean island of Jeju this past week made the announcement Thursday. “Congratulations Italy,” UNESCO said. “The culinary know-how tied to the production of pizza, which includes gestures, songs, visual expressions, local jargon, ability to handle the pizza dough, perform and share is an indisputable cultural heritage.” Throughout Naples the pizza chef, or Pizzaiuoli, engages in a

revered and time-honored combination of culinary skills and congenial social ritual during the pizza-making process with the guests. The counter and oven act as a “stage” while the guests are the “audience.” The Pizzaiuolo’s spectacular handling of the dough by hurling it into the air in order to oxygenate it, along with the art of adding fresh Italian-based ingredients, is typically accompanied with songs, stories and lively exchanges with the guests. The Pizza Margherita, with fresh tomato sauce, mozzarella cheese and basil leaves is considered the classic Italian pizza and is a Naples specialty. The Margherita, created by local chef Rafaelle Esposito in 1889, for Bourbon Queen Regina Margherita of Savoy, represents the colors of the Italian flag – green (basil), white (mozzarella) and red (tomatoes). Naples made news in 2016, when Italian pizza makers shattered the Guinness Record for the world’s longest pizza. Make the Holidays Sweeter With Naples’ Dolci Natalizi Paste di mandorle: (PAHS-toy dee MAN-der-lay)

During this festive time of year, every pastry shop in the Naples area has stocked its shelves with the region’s typical Christmas sweets, called dolci natalizi. If you’re unfamiliar with traditional Neapolitan pastries, the array of options can be confusing, especially since the offerings at your local pasticceria will change from season to season. Here’s a guide to the most common Neapolitan Christmas pastries and biscotti that you will see when you walk into virtually any pastry shop this time of year.

Panettone: (pah-nay-TON-ay)

This type of sweet bread loaf originated in Milan, not Naples, but it has become a common Christmas dessert throughout all of Italy. Typically, the tall, domed loaf contains candied citrus fruits and raisins, but some versions include chocolate and other flavorings. It is usually cut into vertical slices and served with a sparkling wine like spumante during Christmas or New Year's celebrations. Another type of sweet yeast bread, pandoro, is similar to panettone, but lacks the candied fruits and raisins. Pandoro is also eaten during the winter holidays, but originated in Verona and has a base shaped like an eightpointed star.

These sweets, made of almond paste and sugar glaze, are carefully shaped and painted to look like real fruit. They also are known as pasta reale, a name that dates back to the era of the Bourbon King Ferdinand IV of Naples. It is said that the king visited nuns at the convent of San Gregorio Armeno in Naples and was presented with a sumptuous feast of fruits, lobster and fish. When he declined to eat, saying that he had recently had lunch, the nuns urged him to have a taste. When he did, he was surprised to realize that the entire feast consisted of sweets that were sculpted and painted by hand.Outside of Naples, Sicily is also famous for making these desserts.

Raffioli: (raf-FYO-lee) The base of this dessert is pan di Spagna, a type of sponge cake. The cake is then covered in a white sugar glaze to form the simplest version of the dessert, raffioli semplici, which are essentially oval-shaped cookies.

Other versions, called raffioli a cassata or raffioli ripieni, include a layer of ricotta cream with chocolate chips, and often are topped with a layer of green pistachio paste or dried fruit.

Though this Neapolitan pastry is eaten most often at Easter, you’ll see it lining the shelves of your favorite pasticceria around Christmas as well. It is essentially a pie filled with a soft mixture of cooked grain, ricotta cheese and candied citrus. If you go to buy one, you’ll receive not only the pastry, but also the round pan it is baked in, as it is deemed to delicate to be removed. Look for the decorative crisscross pattern on top to identify it.

These Neapolitan Christmas cookies, shaped like a diamond or rhomboid, are covered with dark chocolate. Some bianco versions are covered in white chocolate. Inside, the firm cookie is usually spiced with nutmeg, lemon zest, cinnamon, cloves and cocoa powder.

These roundshaped cookies look like donuts, but they have a much different texture: they’re normally hard rather than soft. The dough is spiced with nutmeg, cloves and cinnamon, and includes chopped almonds. They have a distinctively nutty flavor.

Neapolitan struffoli are a longstanding Christmas tradition in Campania. The fried dough balls are tossed in honey, then mixed with candies and sprinkles. They are served in piles on a plate, and are available in any pasticceria this time of year. If buying a large platter of fried dough and confetti seems intimidating, try a small plate, as they’re usually available in varying sizes.

These cookies, shaped like a letter “S,” are a challenge for the teeth. Biting into one is unexpectedly hard and chewy, but the texture grows on you after a while. They are made from a dough of honey, flour, ground almonds and sugar, and spiced with cloves, nutmeg, cinnamon and vanilla. Some versions are called sapienze.

Baba: (Bah-bah)

This mushroom-shaped light pastry, which is often soaked in rum, is one of the most popular pastries in Naples, no matter what time of day or season of the year. Some versions are served with cream or custard and a cherry on top (but purists consider this a sacrilege). In fact, it is such a beloved dessert, that referring to someone as “baba” has become a Neapolitan term of endearment.

Perpetrators have been throwing rocks or other objects at the victim’s car to get them to stop. Once stopped, the victim has been robbed. Army-Navy Football Game Fun Facts From NSA Public Affairs

● The annual Army-Navy Football Game is considered the greatest rivalry in all of sports. ● The Army and Navy teams have faced off a total of 117 times. ● Army has 50 wins; Navy has 60 wins; and they have tied seven times. ● In 2016 Army beat Navy by a score of 21 to 17, which broke one of the most enduring winning streaks – 15 years in a row – that Navy defeated Army. ● Cadets and midshipmen played the first Army-Navy football game November 29, 1890, on “The Plain” at West Point. Navy started playing organized football in 1879, and in that first match up defeated the newly established Army team, 24-0. ● There have been only 10 times since 1890 when the ArmyNavy game was not played. ● On November 27, 1926, the game was held in Chicago for the formal dedication of Soldier Field in honor of the American servicemen who had fought in World War I. ● The instant replay made its American television debut in the 1963 Army-Navy football game. ● In an act of true sportsmanship, mutual

respect and solidarity, following each game, the players sing both teams’ alma maters. The winning team joins the losing team and sings facing the losing team’s students. Then the losing team joins the victors on their side of the field and sings the winner’s alma mater to its students. ● The Army-Navy football game is the last game of the season. For those players who are seniors, this will be the last time they put on pads, lace up shoes and lock helmets. There will be no multimillion-dollar NFL contracts or endorsement deals. These Soldiers and Sailors, when they leave the field for the last time have committed their lives to their country their service and their fellow citizens. ● Tomorrow (December 9, 2017) at Lincoln Field in Philadelphia, Pennsylvania, the 118th matchup between the Naval Academy Midshipmen and the Army West Point Cadets will begin at 3 p.m. ET. ● Locally an Army-Navy flag football game hosted by MWR will be played tomorrow at 5 p.m. – rain or shine – at Support Site at the lighted south field near the Elementary School.
