The Defense Department team is strong, and its spirit, energy and “collective will to compete and win is extraordinary,” Deputy Defense Secretary Patrick M. Shanahan said February 6, 2018, at the Armed Forces Communications and Electronics Association’s West 2018 conference in San Diego. That will to win, he said, is reflected in the National Defense Strategy, which was released in January. During the past year, the operational environment was complicated by a number of factors, the deputy secretary said, including the transition to a new administration, a record number of natural disasters, strategic competition around the globe and enduring budget uncertainties. “It would have been so easy to take a pass on the strategy this year,” Shanahan said. Instead, he said, a wellcoordinated whole-of-government effort led to the production of a strategy aligned with the president’s national security strategy “hand-in-glove.”

During this second week of February we kicked off two additional monthly observances. On Wednesday, I got together with Principal Calabria and our Fleet and Family team at the Naples Middle High School to sign a proclamation beginning Teen Dating Violence Awareness month. Part of doing the basics right is taking care of our families, and promoting healthy relationships in our younger generations is very important in doing so. Nearly 1.5 million high school students nationwide experience physical abuse from a dating partner each year, and only 33% of those teens ever report it. If you’re a parent, please take this opportunity to talk to your kids about what goes into creating healthy relationships. If you ever witness signs that a friend, family member, or co-worker is in an abusive relationship, please take action and tell someone. Our Family Advocacy Program managers are always standing by to help. Speaking of taking care of our families, February is also Children’s Dental Health month. The USNH Naples dental team will be visiting the Naples Elementary School, The American International School of Naples, and The Anglo Italian School to teach children about healthy dental hygiene habits and importance of proper oral care. It’s not just an important topic for kids though. We as military professionals have requirements to keep ourselves healthy just as we do so for our families. If you ever have any questions on dental health for you or your families, please contact the USNH Naples dental team at DSN 629-6007/6008 or commercial 081-811-6007/6008. Next week we have an excellent professional opportunity here in the form of a visit by the Navy’s Credential Opportunity On-Line (COOL) team. If you’ve never heard of them, COOL offers accreditations in civilian and military fields, with special attention given to translating enlisted rates and officer designators into private sector job specialties. This is a fantastic resource to take advantage of whether you’re planning on getting out of the Navy next week or in the next 30 years. I highly encourage Sailors of all paygrades to attend the briefs being given in the Capo Theater on Monday and Tuesday. Times can be found in this week’s PAO notes. Italian Doctors Using Genetically Manipulated Cells to Treat Cancer Doctors at Rome’s Bambino Gesu’ pediatric hospital successfully treated a four-year-old boy who had an acute form of leukemia. The boy is the first Italian patient to be treated using immune-system cells that were genetically manipulated to make them capable of identifying and attacking the cancer. The boy left the hospital after a month of treatment with the reprogrammed cells, and no sign of leukemia remaining in his bone marrow. Italians Leading Battle Against Food Waste Italy is on the front line in the battle against food waste following the September 14, 2016, law that encourages firms to give away food instead of throwing it away. Agriculture Minister Maurizio Martina said that excess food given to the people in need has increased by 20 percent, and it has provided food to more than one and a half million people. Before the law came into effect it was possible only to donate long-life products, but now cooked food, fruit and vegetable can also be given to the needy. Treasure Trove of Beloved Traditional Italian Music Now Available Free Online On Monday, some 200,000 tracks of Italian popular music are available to canzoneitaliana.it web site for free. The site contains Italian music from 1900 to

2000 and it is divided chronologically, geographically and thematically. There are traditional songs from each of Italy’s regions, and accurate playlists from Enrico Caruso’s greatest hits to the Italian rock and to TV theme songs. Each section contains historical and musical context, available in eight different languages. Culture Minister Dario Franceschini said that other 5,000 songs will be added each month to make the site like a central state archive that will last throughout time.

Carnival Tours Around the Area This Weekend A Carnival special tour will take place at the Royal Palace of Naples from February 10 to 13. The event is open to young and old people who can also participate wearing a mask throughout the guided tour. The tour will end with a ball in the elegant Salone d’Ercole. Scheduled times for tours are 3 p.m. and 5 p.m. on Saturday and Monday. Tours start at 10 a.m., noon, 3 p.m. and 5 p.m. on Sunday. Ticket prices including entry to the palace are 12 euro for adults, and free of charge for children up to 18 years old. Even the Zoo of Naples celebrates Carnival on Sunday with many entertaining events where both parents and children will live an unforgettable experience in one of the most loved and popular places for children. The Carnival events start at 10:30 a.m. until 1:30 p.m. with a masked parade. The zoo opens at 9:30 a.m. Ticket prices are 10 euro per person and free for children up to 3 years old. Furthermore, the Agnano hippodrome celebrates Carnival with a free entry on Sunday starting at 1 p.m.

HISTORY: FIRST OFFICIAL SALUTE From Navy History and Heritage Command

John Paul Jones, America’s greatest Revolutionary naval commander and founder of America’s naval tradition, while serving as the commanding officer of the sloop-of-war Ranger, received the first official salute to the U.S. Stars and Strips flag by a European country, at Quiberon, France, on Feb. 14, 1778. Jones and French Admiral La Motte Piquet exchanged gun salutes – the first time that the Stars and Stripes, carrying the flag of the new nation, was officially recognized by a foreign government. Jones and his crew of 140 men had left Portsmouth, New Hampshire, three months earlier for the harbor town of Brest, France, and ultimately the Irish Sea. His mission was to raid British warships in their own waters. One of the greatest naval commanders in history, Jones is regarded as the “Father of the American Navy.” He is buried in a crypt at the U.S. Naval Academy Chapel in Annapolis, Md., where a Marine honor guard stands watch over one of America’s greatest naval John Paul Jones. Navy COOL is Coming to Naples Feb. 12-13 The OPNAV N127 Staff will be visiting Naval Support Activity Naples February 12-13, 2018, to provide a unique opportunity to discuss and learn about the various aspects of Navy COOL, VOLED, Tuition Assistance, the Navy College Program, and GI Bill TEB (Transfer of Benefits). The briefs will be an hour and a half in length and discuss/demonstrate the importance of Credentialing and Licensing during and after a Sailors career. They will include a walk-through of the Navy COOL website, the Navy COOL Mobile Application, the Voucher submission process, eligibility, and the requirements for Certification/Credentialing. Other topics to be discussed will be the Learning and Development Roadmaps (LaDRs), Navy Advancement Bibliographies, and the US Military Apprenticeship Program (USMAP). Trainings is open to Sailors of all pay grades and will be held both at the theater onboard Capodichino and at the U.S. Naval Hospital Galley at Support Site. SPOTLIGHT: SUSAN TODOROWSKI USO Naples proudly recognizes Susan Todorowski for all her support throughout all of 2017. This holiday season, Susan was a constant source of help as we prepared and executed programs for service members and military families. Todorowski enjoys volunteering with the USO because of the variety of programs offered. “I can volunteer where and when time allows me,” Todorowski said. During her time as a registered volunteer, Susan has donated 113 hours of her time to 42 events. Many of these opportunities have included preparing crafts and décor for programs for military families. As Todorowski explains, volunteering with the USO provides “an outlet for me to put my creative mind to work on events like Santa’s Little Workshop and the Daddy/Daughter Dance.” Many of these programs have a finer level of detail that make the event more memorable for participants. Todorowski’s creativity has been a tremendous help as has her presence at programs like Spouse coffees, Teddy Bear Club, and Breakfast with Santa. The USO Naples family is honored to serve the NSA Naples community and grateful for the opportunity to work with volunteers as dedicated as Susan. BOTTLED WATER ADVISORY From NSA Public Affairs

Except for those living at the Support Site and Capodichino, bottled water is recommended. Treated water is provided free of charge at a dispenser located outside the Capodichino east parking garage. All economy leases negotiated through the Housing office have a bottle water clause, which requires the landlord to provide bottled water. Work with landlords to have any water holding tanks disinfected twice a year, and ensure your tap water is disconnected from nonpermitted wells and connected only to the city water system.

After more than 30 years of service and becoming the Navy’s highest ranking dog handler, Master Chief Master-at-Arms Scott Thompson retired January 30, 2018, during a ceremony at the theater onboard Capodichino. Thompson, who served as Naval Support Activity Naples Security Department Lead Chief Petty Officer before retiring, was born in Southwestern Virginia, and grew up with both sides of his family being coal miners. His father joined the Army and he retired as part of the famous 101st Airborne/Air Assault Division. Following his father’s example of military service, Thompson joined the Navy in 1987, and after graduating from boot camp, he attended Master-at-Arms “A” school where he began his career as a military working dog (MWD) handler. His wife Kierstin gave birth to their son, Silas, who was born only minutes before the Navy’s birthday this past October 12. Thompson’s career as a military working dog handler

took him all across the world as was involved in various combat and humanitarian operations throughout the 1990s and early 2000s. Some major events include combat operations in Afghanistan, the Embassy Bombing in Nairobi, Kenya in 1998, Operation JUST CAUSE in Panama in 1989, and U.S. Embassy evacuations in Libya in 2006. “The Navy has been a great place to grow up in both personally and professionally,” Thompson said. “I was lucky enough to have worked around many outstanding people, and dogs, through the years in a myriad of locations with quite a few becoming good friends, whom I can never thank enough for their guidance and friendship. K9 leads the way!" “Master Chief Thompson has contributed immeasurably to our shore installations’ security and our ability to support the Fleet, our fighters and our families,” Rear Adm. Rick Williamson, Commander, Navy Region Europe, Africa,

Southwest Asia (EURAFSWA), said. “And that we will truly miss him.” Thompson worked directly for EURAFSWA in Naples as his previous command before joining the security team at NSA Naples. “I have known Master Chief Thompson for over 10 years, and there is not dog handler that he has not impacted,” Chief Master-at-Arms Lydya Sollom, EURAFSWA Regional Kennel Master, said. “He is the original dog father.” Thompson has contributed to EURAFSWA’s security line of operation. Security is one of eight necessary lines of operation that maximize fighting capability for the fleet. The other lines consist of air operations, port operations, safety, security, housing, MWR, Fleet and Fleet and Family Services. Through these lines of operation, the installations are force multipliers that optimize combat capability of operational units. “He will be greatly missed for his reliability, knowledge, and quick wit,” Sollom said.

The Navy Dental Directorate, along with the American Dental Association, wants to spread the word about the value of oral health during Children’s Dental Health Month. Taking care of your teeth with proper brushing, flossing, and regular dental check-ups is vital for children’s overall health, and learning these good habits should be started early. To help spread this important message, the dental team from United States Naval Hospital Naples will be visiting area schools during the week of February 26 to March 2 to teach area children that good oral health is essential to a healthy lifestyle.

The USNH Dental Team will speak with more than 1,000 students at Naples Elementary School, the American International School of Naples, and the Anglo-Italian School and engage them in activities that encourage a positive attitude toward oral hygiene. The students will be taught an array of dental topics including proper techniques for brushing and flossing, how to prevent cavities, along with healthy eating habits, and the importance of regular dental check-ups. ENERGY CONSERVATION Why Unneeded Lights Get Left On; Why They Need to Be Turned Off From NSA Naples Energy Management Team

Are there lights that seem to be on all the time when nobody is using the area? This is known in the energy management business as an energy saving opportunity. There are a number of reasons the lights may be left on: ● Several people use the area and nobody is taking responsibility for the light switch – They may not know when other people are still in the area. ● There is no light switch, or it’s hard to find. ● The lights are the high intensity discharge type often used in industrial areas, and they require time to warm up. When these lights spend a lot of time on when nobody is in the area, it may be cost-effective to change them to an energy-efficient instant-on type such as fluorescent or lightemitting diode. ● Someone believes the old myth that it takes more energy to turn fluorescent lights back on than can be saved by shutting them off during the day, or even overnight. If you see lights on a lot when nobody is in the area, tell your supervisor or building energy monitor about the potential energy savings. It may be a matter of educating people. If it’s a design issue, public works can evaluate the lighting requirements and possibly make some changes, helping your building and your base to be just a little greener. And the budget, starting in about August, had to be hand-massaged top-down so that it was really derived from the strategy.” Defense Secretary James N. there are no such things as fair competitions -- there’s just competition.” The real message, Shanahan said, is “Let’s not just acknowledge that we will operate in a contested environment. Let’s embrace the fact that we’ll operate in a contested environment [and] that we understand how we can leverage capability, capacity and geography, not to just get an additive effect or a multiplicative effect, but [to] get an exponential effect from a combination [of those factors].” Perhaps the biggest change in this year’s National Defense Strategy was hidden in the seemingly innocuous-sounding discussion of “dynamic force posture and employment,” the deputy secretary said. “It’s really about how we’ll be faster and how we’ll make decisions about distributing resources differently than we do today,” he added. Those decisions are in the hands of leaders who need to trust the ideas coming from their troops, he said. “We’re blessed when you look at the E-1’s to O-3’s in terms of the talent, the motivation, the professionalism,” the deputy secretary told the audience. “Our responsibility is to turn over to them an environment where they can flourish.” Everyone wants innovation, Shanahan said, but “innovation is messy.” If the department is really going to

don’t know how to make it work it’s a very complicated bureaucratic space ... If you want to solve the problems there, we need to break them into several pieces to make it more manageable.” The three biggest pieces, he said, are improving joint capability, improving the speed of troop development, and making improvements durable. “If everything is a change through a policy memo or some paper document, the next person in the job gets to undo that,” Shanahan said. “So everything that we’re trying to do is make it so you can’t go backwards.”

Maritime forces from East Africa, West Indian Ocean nations, Europe, and the United States, as well as several international organizations began the seventh iteration of the annual multinational maritime exercise Cutlass Express 2018, January 31. Cutlass Express 2018, sponsored by U.S. Africa Command (AFRICOM) and conducted by U.S. Naval Forces Africa is an exercise designed to assess and improve combined maritime law enforcement capacity, promote national and regional security in East Africa as well as information sharing, planning and operating. “Criminal activities pose a big threat to the security of Africa’s maritime environment,” Melanie Zimmerman, charge d' affaires for the U.S. Embassy in Mauritius and the Seychelles, said. “These are challenges that no single nation can overcome on its own but, if we work together, overcoming those challenges becomes achievable.” This year’s exercise leverages the recently adopted Jeddah Amendment to the Djibouti Code of Conduct, which 14 nations are signatories, as a framework for exercising information sharing practices and enforcing maritime rule of law at sea. The participating nations will be testing their ability to illicit trafficking, piracy, illegal fishing, as well as search and rescue situations.

“Today, we face serious challenges at sea such as illegal fishing, trafficking of weapons, narcotics, people and the ongoing threat of piracy,” Rear Adm. Shawn E. Duane, vice commander, U.S. 6th Fleet, said. “Our efforts here will help make the region a safer place for maritime commerce and help increase prosperity throughout the region.” Participating nations in Cutlass Express include Australia, Canada, Comoros, Denmark, Djibouti, France, Kenya, Madagascar, Mauritius, Mozambique, New Zealand, Seychelles, Somalia, South Africa, The Netherlands, Turkey, and the United States. “Today, we see cooperation between countries with diverse foreign policies unified around the common theme of maritime security,” J. Alexander Hamilton, Deputy Chief of Mission, U.S. Embassy Djibouti, said. “Most importantly, we see one of the clearest examples of international cooperation to mitigate region security challenges that has happened in modern times.” Cutlass Express is one of three Africafocused regional, “Express” series exercises sponsored by U.S. AFRICOM and facilitated by U.S. Naval Forces EuropeAfrica/U.S. 6th Fleet. The exercise falls under Africa Partnership Station, the umbrella program for the Express series of exercises and other capacity-building initiatives throughout Africa.

Yeoman 2nd Class Darren Givens was named Junior Sailor of the Year. “It’s a real humbling experience for me to be recognized by my peers,” Eaker said. “It feels great and I look forward to the

next level of competition, and to be able to teach my shipmates what I did to get here.” The announcement was the culminating event following a week of activities scheduled for the finalists and their spouses by the U.S. Naval Forces Europe-Africa Chiefs Mess, to include group physical training, a community relations project, and cultural tours. “There were a lot of great Sailors that came up for this and we all had a great week together,” Yusten said. “There was something we could learn from every single person that was here. So to be chosen amongst the best is something you never really expect to happen and I just hope I can make them all proud.” Eaker will move on to compete next month at the Sea Sailor of the Year competition at U.S. Fleet Forces Command and Yusten will advance to compete later this spring at the Navy Shore Sailor of the Year competition at the Chief of Naval Operations. The finalists were graded on criteria in 10

categories: primary responsibilities, job performance, leadership, command climate/sailorization, meritorious achievement, collateral duties, educational accomplishments, peer group/community involvement, personal appearance/military bearing, and boardmanship. “Through the Sailors’ packages we are able to determine their technical competence within their respective ratings, as well as their participation within the command and community, all of which are important,” U.S. Naval Forces Europe-Africa Fleet Master Chief Raymond D. Kemp Sr. said. “The board interview allows the members to assess in person and validate what has been written about these outstanding Sailors. The interview also allows us to measure the Sailor’s knowledge on Navy programs and get their opin-

One of those eager shoppers was Noah Grey, a civilian DOD dependent and university student who found a great deal at the Thrift Shop. “My father bought me a gray wool St. John’s Bay sweater that looks like it was never worn,” he said. “It’s warm and stylish and fits me perfectly.” Copson estimated there were around 200 to 300 people who showed up to hunt for their own bargains on opening day. “I was pleasantly surprised at the great turnout we had,” she said. “I think this was a fantastic success for the NSA Naples community,” Abrahamson said. We have 10,000 people and you can see just by the participation today the excitement today within the community.” Copson explained that the Thrift Shop will help out Sailors and Marines both here and across the Navy. She said the store made about $1,700 in the three hours the thrift shop was open on its first day. “Donations and purchases at the NMCRS Thrift Shop will help your fellow shipmates locally by providing them with items they need, and also those who are trying to lighten their load when they conduct ‘spring cleaning’ or when they PCS,” Copson said. “Plus, the funds we raise through sales go to help Sailors and Marines across the Fleet.” Since 1904 the mission of the NMCRS has been providing – in partnership with the Navy and Marine Corps – financial, educational, and other assistance to members of the Naval Service of the United States, eligible family members, and survivors when in need; and to receive and manage funds to administer these programs. When Did Valentine’s Day Become a Holiday? By Gary Nichols NSA Public Affairs

Nearly everyone knows about exchanging cards, candy, flowers and other gifts on Valentine’s Day, yet not so much is known about the origins of where this holiday originated. It is believed that Valentine’s Day is named after a martyred Christian priest who lived around 300 A.D. During that time Rome was involved in many bloody and far-flung conflicts. Over the years, these unpopular wars took a toll on the army. Finding new recruits was becoming a major problem. The Roman Emperor Claudius II believed that married men were not joining the army because they did not want to leave their homes and families. Single men, Claudius believed, did not have strong attachments to home and family; consequently, they were easier to recruit. Father Valentine had been thrown in prison on the orders of Claudius II because he had been secretly conducting marriage ceremonies for young couples. This helped to keep new husbands out of the army. In addition to conducting secret marriages, Valentine was also known as a scholar and healer. According to legend, Valentine’s jailer

asked him to cure his daughter, Julia, of blindness, a condition she’d had since birth. He tried every remedy he knew, but nothing worked; she remained blind. Valentine was scheduled for execution on February 14, 278 A.D. On his last night, he wrote a farewell letter to the jailer’s daughter who had befriended him and he signed it “From Your Valentine.” He gave the note and a flower – a yellow crocus – to the jailer to deliver to his daughter. It’s believed that this is where the custom of giving cards and flowers started. When Julia opened her package and picked up the yellow flower she saw brilliant colors for the first time in her life. Her eyesight had miraculously been restored. Valentine was beheaded the next day and buried at what is now the Church of Praxedes in Rome. Julia planted an almond tree near Valentine’s grave to honor his memory. To this day, the almond tree is a symbol of abiding love and friendship. Following his death, Father Valentine was canonized, which means he was made a saint by the Catholic Church. On February 14, 496 A.D., about 220 years after Valentine’s death, Pope Gelasius declared, from that time on that the fourteenth day of February would be known as St. Valentine’s Day.
