January is National Slavery and Human Trafficking Prevention Month, and the Defense Department has teams who work year-round to combat these crimes worldwide. The Human Exploitation Rescue Operative, or HERO, Child-Rescue Corps is a program developed by U.S. Special Operations Command, Warrior Care Program-Career Transition, the National Association to Protect Children and U.S. Immigration and Customs Enforcement, said Army Col. Kimberly Moros, chief of Socom’s career transition initiatives. “The HERO Child-Rescue Corps Program is designed for wounded, injured and ill transitioning service members and veterans who receive training in high-tech computer forensics and law enforcement skills to assist federal agents in the fight against online child sexual exploitation,” she said. “Upon successful completion of the program, HERO interns will have the knowledge, skills and experience to apply for careers with federal, state and local police agencies and other organizations in the field of computer forensics.” DOD COMBATING HUMAN Page 7 TRAFFICKING

CAPTAIN’S CORNER By Capt. Todd Abrahamson NSA Naples Commanding Officer

Welcome back! I hope everyone had a great holiday season with great food and time spent with friends and family. Speaking of holiday feasting, PFA season is coming up right around the corner! If you haven’t already, this is a great reason to get started on those New Year’s resolutions. I welcome all to come join me at the Capo Fit Zone’s 5:30 a.m. spin classes if you need some extra motivation! Another important topic for 2018 is opting into the new blended retirement system (BRS). As of January 1st, eligible service members may opt-in to BRS using their MyPay account. These personnel should educate themselves as much as possible about this significant career decision. In addition to the mandatory online training given at the end of 2017, we have some fantastic financial resources here in the community. Consider sitting down with your command financial specialist, or visiting the Fleet and Family Support Center. FFSC will be holding monthly workshops and even welcomes individual visits to talk about BRS. For more information, please call DSN 629-6542. Monday marks the birthday of Dr. Martin Luther King, Jr. a chief spokesman for nonviolent activism and leader of the Civil Rights movement of the 1950s and 60s. Dr. King and other influential leaders like him are important because their actions affected not only conditions within the United States, but also sparked positive change across the globe. Dr. King’s contributions to our nation and the world are therefore celebrated annually on the third Monday of January each year. I think the best way to celebrate his achievements is to keep his teachings alive through education. The Support Site and Capo libraries will be offering an excellent opportunity to do so next week through MWR sponsored reading displays and activities. Please consider visiting these locations with your family to learn more about the life and works of Dr. King. As always, thanks for reading the Panorama, the #1 newspaper in the Navy according to the Navy’s 2016 Russell Egnor Media Awards! For more information about NSA Naples, please follow us on Twitter @NSA_Naples and Facebook at facebook.com/NSANaples/ Buon fine settimana – and remain vigilant.

ITALIAN NEWS BRIEFS COMPILED BY TERESA MEROLA NSA NAPLES PUBLIC AFFAIRS

Italian, German Police Conduct Vast Anti-Mafia Operation; Arrest More than 160 Suspects in Both Countries More than 160 suspects were arrested by Italian and German police in the two countries, in a vast anti-mafia operation against clan members who controlled restaurants, garbage collection and funeral services. The powerful organized `Ndrangheta crime, which is based in the southern Italy region of Calabria had infiltrated businesses across Italy as well as in Germany. Wiretaps revealed the gang had expanded to Germany and was intimidating owners of restaurants, pizza and ice cream parlors, forcing them to buy products from complicit retailers or wholesalers associated with the mob. They had also infiltrated funeral homes, launderettes, plastic recycling plants and shipyards, with a dozen local elected officials including mayors implicated in fraudulent public tenders. The group was also involved in tourism and gambling businesses, as well as reception centers for migrants. Most of the tens of thousands of migrants who have made the dangerous crossing of the Mediterranean from North Africa to Europe land first in Sicily but many are later moved to shelters on the mainland, including Calabria. The farmers’ group Coldiretti estimates that at least 5,000 restaurants in Italy are in criminal hands and that the so-called “agromafia” business, including harvesting and distribution, is worth about 21.8 billion euros a year. In recent years the `Ndrangheta has overtaken the Cosa Nostra, or Sicilian mob, in drugs and arms trafficking and extortion rackets, extending its tentacles into northern Europe, the United States and Canada. Investigators believed there are about 100 `Ndrangheta families in Calabria, and they have become more successful than their Sicilian counterparts because their family ties are closer. The `Ndrangheta’s more horizontal structure – which gives families more independence – has made it harder for investigators to crack than the Sicilian mob, which is based on a hierarchical structure with fewer top bosses. Palermo Named Italian 2018 Capital of Culture The city of Palermo has been named Italy’s Capital of Culture for 2018. Despite its beauty, Palermo is much less well known than the likes of Rome, Venice and Florence. Many different nations and cultures have left a mark on the city. Its strategic military and trading position attracted invaders from around the world, including the Carthaginians, the Greeks, the Romans, the Normans, the French and the Spanish Bourbons, to name just a few. Each group had an impact on the city’s architecture, language and art, meaning the city’s cultural sights are wonderfully varied and it’s fascinating to see how each of these different cultures interacted. The Spanish invaders, for example, named one of the squares Piazza Pretoria (Square of Shame) due to the nude 16th-century statues of mermaids and nymphs – the name also refers to perceived corruption of city authorities. The mixture of Western, Islamic and Byzantine styles is the reason many of the region’s churches have been granted UNESCO World Heritage status, and lots of them are free to visit.

USO Naples is looking for outgoing and enthusiastic volunteers to join their committee to make a difference in the community through special events and outreach. If interested, email USO Naples and Rome Director, Sabrina Pullido at spullido@uso.org.

2018 Year of Italian Food Italy’s cultural and agricultural ministries have declared 2018 the year of Italian food in the world. Italian culture, wine and food opened this month to sponsor the Mediterranean diet which ranks on UNESCO’s list of intangible cultural heritage, the Pantelleria wine, the landscapes of Langhe Roero and Monferrato, Parma’s gastronomic tradition and Neapolitan pizza, among others. Other initiatives will include events to support the lands of Prosecco bubbly wine and pasta Amatriciana as UNESCO candidates and to launch rural areas and local products as tourist attractions, with a specific focus on fighting food waste.

HISTORY: EMANCIPATION PROCLAMATION From NSA Naples Public Affairs

On January 14, 1863, Secretary of the Navy Gideon Welles signed U.S. Navy General Order No. 4, the Emancipation Proclamation. President Abraham Lincoln issued the preliminary Emancipation Proclamation on September 22, 1862. He had been working on the document since earlier that summer, but had been advised to step cautiously and slowly regarding its public announcement. The proclamation stipulated that if the Southern states did not cease their rebellion by January 1st, 1863, then Proclamation would go into effect. Shortly after the Battle of Antietam on September 17, 1862 – the first major battle of the Civil War to take place on Union soil and the bloodiest single-day in American history – and with the Confederacy refusing to yield, Lincoln issued the final Emancipation Proclamation January 1, 1863. Up until the fall of 1862, the main focus of the war had been to preserve the Union. After Lincoln issued the Emancipation Proclamation, freedom for slaves now became a legitimate war aim. In his diary on January 1, 1863, Welles A painting of President Abraham Lincoln reading the Emancipation Proclamation at the White house on July 22, 1862 to his cabinet. wrote, “The Emancipation Proclamation is published in this evening’s Star. This is a broad step, and will be a landmark in history. The immediate effect will not be all its friends anticipate or its opponents apprehend. Passing events are steadily accomplishing what is here proclaimed.” A week-and-a-half later, Welles put pen to paper again and drafted his final thoughts prior to issuing General Order No. 4 to the Navy. “Some things have taken place which will undoubtedly for a time exasperate the Southern mind, for they will affect Southern society, habits, labor, and pursuits. For a period emancipation will aggravate existing differences, and a full generation will be necessary to effect and complete the change which has been commenced.” Welles’ words would prove to be prophetic, it would take a century before true equality became the law of the land. On July 2, 1964, President Lyndon B. Johnson, with civil rights leaders in attendance, including Martin Luther King Jr. signed the Civil Rights Act, which declared once and for all that discrimination for any reason on the basis of race, color, religion, sex, or national origin was illegal in the United States of America. BOTTLED WATER ADVISORY From NSA Public Affairs

Except for those living at the Support Site and Capodichino, bottled water is recommended. Treated water is provided free of charge at a dispenser located outside the Capodichino east parking garage. All economy leases negotiated through the Housing office have a bottle water clause, which requires the landlord to provide bottled water. Work with landlords to have any water holding tanks disinfected twice a year, and ensure your tap water is disconnected from nonpermitted wells and connected only to the city water system.

ENERGY CONSERVATION New Year’s Resolution: Be More Energy Conscious From NSA Naples Energy Management Team

There are a lot of things that we want to leave in 2017. Fads events and trends will change, but what about the power that we use on a day to day basis? Well that’s something we will still use and we can’t change that. What we can change however is how we use it. Energy conscious decisions such as replacing lights in your home with LED bulbs, regulating the heating and cooling you use in your homes and offices, and turning lights and electronics off when you are not using them are a few ways that we can reduce or usage in 2018. The less energy that we use this year the more resilient we can be and the less dependent on power we can become. We understand that many operations use power such as the security lights on base, but what about leaving your office light on at work when you leave for the day? Things like this are what we here at the energy conservation department are looking to cut down on. So please keep an energy mindset this New Year and in working together we can reduce our consumption in 2018. So here’s to a green new year and the energy saving projects we have in store for the year including LED lighting projects and more. If you have any questions regarding energy usage in your spaces email NSA Naples Energy Team at david.wellington@eu.navy.mil and follow us on Facebook at https://www.facebook.com/NaplesEnergyConservation/

A New Year, A New You: Take Command of Your Health By Patricia Deuster

What are your goals for 2018 – have you thought about them? Will it be a new you for this new year, or a new year and the same old you? This month launches a fresh opportunity to turn your vision inward and consider what you can do to improve your physical and emotional health, job performance, and mission readiness. These qualities are fundamental to success not only in uniform, but also at home and in the community at large. Total Force Fitness, or TFF, is a concept to build and maintain health, readiness, and optimal performance by connecting mind, body, spirit, environment, and relationships. Take a moment to reflect on your TFF goals for 2018. What matters most to you? Perhaps you want to enhance your physical endurance, better manage your emotions, improve your communication skills, regulate your anger, lose weight, or cut back on caffeine. Whatever you decide to tackle, success requires three steps: inspiration, commitment, and action. Inspiration can be defined as recognizing the need or desire to make change. It also means making change happen through commitment and then action. Importantly, inspiration includes more than just the

physical, psychological, and social and family domains of TFF. The spiritual domain is also vital to health and performance. Meeting personal goals requires some sort of spiritual connection. This isn’t necessarily in a religious sense, but it means looking at your ethical foundation, core values, reasons for being, and what matters most to you. We live in a world and time of great discord, and this can be difficult to accept. A spiritual connection helps us understand that while we can’t control disruptive forces surrounding us, we can learn how to control our thoughts, responses, and reactions to them by living up to our ideals and values. It may be helpful to remember what the great leader and civil rights advocate Mahatma Gandhi said: “If we could change ourselves, the tendencies in the world would also change.” What do the words inspiration, commitment, and action mean? First, you must be inspired by or recognize a personal issue from within. Perhaps you are overly reactive or you have feelings of fear and selfdoubt. Or maybe you believe you know it all or you don’t act according to your values. We all have areas where we need to take ownership. Once we’ve been inspired to accept the need for change, this must be accompanied by intentionally seeking a

solution and setting a goal – a specific, measurable, achievable, relevant, and reasonable goal. After you’ve set your goals, it’s essential to make a commitment to execute them. This will take courage, concentration, and practice. The end result is action, which signifies success. Acting according to deeply held values is very important to becoming a new you. The guiding principles you honor and strive to live up to reflect your inner core as well as your service-specific core values. Instead of reacting to your own thoughts and feelings, you choose to reflect and respond in ways that directly support your values. Taking action in support of those values will promote inner and outer flexibility, awareness, a sense of connection, gratitude, and optimism.

The following activities can help you decide the first steps to becoming a new you: ● Make a list of what matters most in your life. Examples include work, family, friends, being a good partner, being kind to others, being honest, being part of a community, and staying in good physical condition. ● Prioritize the list according to how much you value what matters. ● Grade yourself on how well you believe you’re living up to what matters. ● Identify several things you can do now and over the coming months to actively honor and live up to your top values. ● Every day, engage in activities that support what really matters to you. Pope Francis gives mass at the Sistine Chapel on Christmas Eve. Photo by Gary Nichols

USO CHRISTMAS AT VATICAN From page 1 A few hours later, the famished guests had about two hours of free time to explore on their own, and, more importantly, to enjoy a hearty and delicious lunch at one of the local restaurants. Following lunch, the guests were shuttled to a nearby four-star hotel to check in, maybe catch a quick cat-nap and then get ready for their trip to the Vatican for Christmas Eve mass. Tickets to observe the mass from inside St. Peter’s Basilica were distributed to participants as part of the program, but that did not guarantee a seat inside the Sistine Chapel for mass. To help ensure guests had a seat, USO Tour Guide Oscar Pullido advised the group that they needed to arrive at St. Peter Square early to get a good place in line. By the time the group showed up, there were already hundreds of people

lined up and waiting for their chance to get inside the chapel. The Christmas Eve mass started at 9:15 p.m. and ended just before midnight. People who were lucky enough to get inside the Sistine Chapel to personally experience Christmas eve mass with Pope Francis – or “Papa Francesco” as he is known here in Italy – earned that right by standing in line for several hours, and then passing through a security screening, before being allowed inside the chapel. Those who arrived later in the evening got to experience the service on several giant TV screens in St. Peter Square. “I’m really happy to have had the opportunity to see Papa Francesco in person – the greatest Pope we’ve ever had – for Christmas Eve mass,” Noah Grey said. “It was a once-in-a lifetime experience. I’m really happy I got to do this with my family.” On Christmas Day morn-

ing, guests had another opportunity to visit the Vatican. At noon, Pope Francis emerged from behind a red curtain and stood on a balcony overlooking St. Peter Square to give his annual Christmas day “Urbi et Orbi” (to the city and the world) message to the world and his personal blessing to the thousands of people in attendance at St. Peter Square. Following the Pope’s Christmas Day blessing, the USO group took another quick bus ride to a nearby restaurant for lunch. Following lunch, the bus headed back to Support Site. Most of the excited passengers, all full from lunch and happy from their exciting Christmas adventure, quickly fell asleep and before they realized it, were back home. “The Christmas eve at the Vatican is one of the most popular trips we have, and one that we enjoy offering for everyone,” USO Naples Area Operations Manager Luisa Mazzella said. “The uniqueness of attending mass given by the Pope is a once in a lifetime experience, and we’re proud to offer that to our service members, civilians and family members.” USO participant Glenda Bennett heartily agreed with Grey and Mazzella about the Vatican trip being one of those special once-in-a-lifetime trips. “I loved my entire Christmas in Rome experience,” Bennett said. “Not only did we have a walking tour which took us to locations that I had not seen before, but we got tickets to go inside for the Christmas Mass. It was wonderful!” To take advantage of this or other great adventures hosted by the USO call DSN 626-5713 or Comm. 081-568-5713.

NSA Naples, DoDEA Schools Conduct First Installation Advisory Committee Meeting Gary Nichols NSA Public Affairs

The first meeting of the Installation Advisory Committee (IAC) for Department of Defense Education Activity (DoDEA) schools was held in the Naples Elementary School Library January 10 at 4 p.m. The new organization was formed as a partner group between the two schools based at Support Site and Naval Support Activity. Naval IAC advises the installation commander on issues, such as the school facilities, emergency notification systems, and logistical support services. IAC Chairperson and NSA Naples Commanding Officer Capt. Todd Abrahamson opened the meeting by introducing the committee – which included teachers, principals and other school members – along with NSA Command Master Chief Timothy A. Preabt – to the community members in attendance. Co-Chairperson and Naples Elementary School Principal Christopher Beane then kicked off the meeting with a shout out to U.S. 6th Fleet for helping the school administratively, by assisting new school hires to cut through some red tape. Then the group got down to business. During the hour-and-a-half meeting, the IAC covered a variety of topics related to electrical,

DOD COMBATING HUMAN TRAFFICKING From page 1 Since 2013, more than 130 veterans and transitioning service members have entered the HERO program. Of the successful graduates, 74 have been offered careers in federal law enforcement and another 31 are in internships, Moros said. “HEROs and HERO interns now make up over 25 percent of the Homeland Security computer forensics workforce,” Robert Kurtz, unit chief for HERO at Homeland Security Investigations, said. Human Trafficking “Human trafficking includes using force, fraud or coercion to compel a person to provide labor, services or sex. It’s a violation of basic human rights,” Linda Dixon, DoD Combating Trafficking in Persons Of-

lighting, computer, air-conditioning and communication issues. Other pressing issues included helping with student registration and school grading system. “I think it was a fantastic first step and fantastic way forward to improving the school for our community,” NSA Naples Commanding Officer Capt. Todd Abrahamson said at the conclusion of the meeting. School Liaison Officer Shannon McCaulley noted that minutes of all IAC meetings will be posted on both school web sites at https://www.dodea.edu/NaplesMHS/ and https://www.dodea.edu/NaplesES/ All community members are welcome to attend any of the meetings held by the IAC. For details about this or upcoming meetings, call McCaulley at DSN 629-6549 or email NaplesSLO@eu.navy.mil Upcoming activities include a School Town Hall, which will be held January 17, from 6 to 7 p.m. at the Naples Elementary School cafeteria. The agenda will cover brief updates on registration and scheduling, facility improvements, math, and special education with representation from the DoDEA Europe South District Superintendent. There will also be an opportunity for questions and answers. For details call DSN 629-7500. Other future school activities will be posted in Panorama and the school web sites.

fice Program Manager, said. “Combating trafficking in persons is a duty that DoD takes seriously as we do in other situations that bring harm to our nation. It is a global concern, and our goal is to educate every member of DoD on how to recognize and report human trafficking in the U.S. as well as around the world.” The three most common forms of trafficking, according to DoD’s Combating Trafficking in Persons office, are forced labor, sex trafficking, and child soldiering. Moros said the idea behind the HERO Corps is a simple one. “When it comes to hunting those who prey on the innocent, who better than our nation’s most highly trained military veterans?” she said. She said the HERO ChildRescue Corps save children

in several ways. “As law enforcement first responders, they are at every crime scene, searching for critical clues that might provide evidence for an arrest or to find a victim,” Moros said. Back at the forensic lab, the HERO is the lead digital investigator, searching out clues that can lead to organized criminal rings, evidence of sexual assault or production of child abuse imagery, she said. “In many cases, it has been the relentless focus and military mindset that has allowed HEROs to go beyond the digging that might be done in traditional law enforcement to find a victim,” she added. Kurtz said federal law enforcement is just beginning to track rescues. In 2016, Homeland Security Investigations identified and rescued 820 known child victims from sexual exploitation.
