For most DoD personnel, moving is a way of life; and for many, moving leads to heightened anxiety. However, it does not have to be this way. “Failing to plan, is a plan to fail.” Chances are, if you are emotionally and physically ready throughout the entire move process, from pack out to delivery, you will minimize anxiety levels and have a better managed move. Although, Murphy’s Law will certainly be at play, you’ll be better positioned to face unlikely uncertainties should something unplanned occur. Ready What really matters is that you become and stay involved in your entire move. Far too often, customer satisfaction comments reflect their expectations were not met. However, when investigated by household goods pro-

fessionals, it’s quickly realized customers could’ve done more to affect the outcome of the move but failed to do so. Experience has shown that being ready for a move starts more than ninety days before the moving trucks show up at your residence. Don’t wait until you get your orders to educate yourself about the upcoming move. First, contact your assigned sponsor at your next assignment. You’ll be surprised about the wealth of information peers may have. More than likely, your sponsor can point out local unique quirks about the area or experiences they had during their move to the new duty station. Fleet and Family Support Centers (FFSC) are another excellent resource. Normally, FFSC online websites provide excellent information about base resources, to include important contact information about on-base support. Second, start getting rid of “stuff” you no longer need. Not only will this house cleaning allow you to get rid of

unnecessary items before your next tour, it helps you to only ship items needed and reduces the possibility of exceeding your household goods weight entitlement. Paying “excess cost” for being over the weight allowance on a government arranged move can be very cost prohibitive. Experience has shown service members typically ship approximately over ten percent of weight entitlement that should’ve been placed in long term non-temporary storage at origin or discarded prior to the move. Third, provided you’ve done the research needed upfront to help in organizing a smooth move, involving your spouse in the entire process is paramount. Spouses need to know as much about the move as the sponsor so that, in the event the sponsor is unavailable prior to the move, the spouse can be better informed in coordinating the move, if required.

Army Gen. Curtis M. Scaparrotti, a career infantry officer, assumed command of U.S. European Command and became NATO’s supreme allied commander last week. Scaparrotti most recently served as the commander in South Korea of United Nations Command, Combined Forces Command and U.S. Forces Korea. “It is a true honor and I am humbled to serve as the European Command commander,” he told those attending the May 3 ceremony in Stuttgart, Germany, in which he assumed command of Eucom from retiring Air Force Gen. Philip Breedlove. Eucom prepares ready forces, ensures strategic access, deters conflict, enables the NATO alliance, strengthens partnerships, and counters transnational threats to protect and defend the United States, according to the command. There are currently about 62,000 active U.S. military personnel authorized in Europe, including 52,500 who directly support Eucom.

May is Asian Pacific American Heritage month, celebrating the traditions, and history of these diverse cultures that have contributed immensely to make the United States the great nation it is today. Our nation, our armed forces, and our Navy also benefit from this diversity. In 1978, President Jimmy Carter proclaimed the first official Asian and Pacific American Heritage Week during the first 10 days of May. The month of May was chosen to both commemorate the immigration of the first Japanese people to the United States May 7, 1843, and mark the anniversary of the completion of the first transcontinental railroad May 10, 1869. The majority of the individuals who laid the tracks on the first transcontinental railroad were Chinese immigrants. Twelve years later, thenPresident George H.W. Bush extended the observance throughout the entire month of May. In 1992, the month-long celebration was officially signed into law and named Asian and Pacific American Heritage Month. Last weekend a combined total of over 20 community members led by NSA Naples First Class Petty-Officer’s Association took part in a beach clean-up in Lago patria. I would like to give a public Bravo Zulu to all who participated in this event which improves our surroundings, and establishes stronger cultural ties by giving back to the community that supports us. Volunteering is also a great way to meet new people, learn something about the area, and create a closer bond between with your community. Look in the PAO notes for upcoming volunteer opportunities, or have your group contact the PAO or Chapel with ideas or availability to create your own opportunities. Finally, we live in a close knit community where many of us work and live in close proximity, some call it a “fish bowl,” and sometimes this makes reporting problems or nuisances difficult. However, maintaining an environment where we all feel comfortable and safe is quintessential to mission success and quality of life. If you ever feel threatened or uncomfortable with anything that is happening either on or off of the installation – immediately inform dispatch, a supervisor, or your chain of command. Security is my number one job, and it is a command priority to investigate all reports and follow through. In the enhanced ATFP environment we’ve experienced over the last year, reporting is central to an effective S5I campaign, “See Something Suspicious, Say Something Immediately.” If you’re ever in doubt, please go ahead and make the report. Stay safe and have a great weekend! Keep in mind the high probability of rain when you’re thinking about the weekend road trip.

Pompeii Expanding Hours, Introducing Electronic Entrance ‘Bracelet’ Pompeii is the first archaeological site in Italy to activate an ‘entrance/exit bracelet’ to enter the site up to three times on the same day. The bracelet is an electronic device made of magnetized cardstock using radio-frequency identification (RFID) technology, which prevents counterfeiting or trading bracelets with other visitors. The bracelet can be requested at the entrance ticket office of the amphitheater. This bracelet gives visitors a chance to enjoy the site with walks around the external areas of the site, dine or sightsee at places like the Shrine of the Virgin of the Rosary. The bracelet deactivates once the visitor has used it up at three entrances and it is no longer active the following day. The hope is that the new bracelet will help the local tourist economy in the city of Pompeii, which has always suffered from a type of quick-visit tourism from which it can’t seem to break free. Therefore, the ruins of Pompeii and Herculaneum are open at night every Saturday at a special price of two euro through October 1. The tour in Pompeii includes the Antiquarium and special multimedia projections showing the history and a day in the life of the ancient site. In Herculaneum visitors can admire some maritime evidence and the ancient boat found on the beach. The Saturdays night opening initiative is part of the development project of the Ministry of Culture and Tourism with the aim of adapting the main Italian museums and sites to international standards and for the needs of the general public interested in enjoying the culture during their free time from work and family commitments. The Royal Palace Apartments in Caserta is following the same initiative by remaining open until 10:30 p.m. every Saturday. Ticket is nine euro and includes the “Terrae Motus” exhibition. Numerous Italian Beaches, Coastal Communities Receive Blue Flag Certification Sixty-six tourist ports and 152 coastal towns received the Blue Flag award 2016 for the excellent quality of sea and beaches. The Blue Flag is an inter-

national certification by the Foundation for Environmental Education that a beach or a marina meets its strict standards. The number of excellent beaches rose from 280 to 293 in the 30th edition of the initiative. Liguria region had 25 locations ahead of Tuscany with 19 resorts and Marche region with 17. Campania region had 14 locations with a new entry at San Mauro Cilento. Italian Professor, Founder of Erasmus Exchange Program, Receives Prestigious Charles V Prize Almost 30 years ago an Italian Professor founded an exchange program among European university students called “Erasmus.” Sofia Corradi, 82, was awarded the prestigious ‘Charles V,’ prize which has been awarded over the years to personalities who have contributed to the European construction. She was a former professor of Permanent Education at the University Roma Tree where she taught until 2004. Thanks to Erasmus, which became the foremost international exchange program for young students in Europe, the lives of four million university students from 4,000 universities were changed for the better because they had the opportunity to travel and study abroad. The ceremony was attended by Italian Education Minister Stefania Giannini, who thanked Corradi for her “extraordinary work.” Custom-Made Pasta Now Possible With 3-D Printer Italian pasta maker, Barilla presented its pasta-making 3-D printer at the Cibus International Food Exhibition in Parma. Users can load dough cartridges into the printer, and from their computer they can choose the desired form, including cubes, moons, roses and other shapes that cannot be obtained through traditional pasta-making technology. Other possible applications for the printer would be at restaurants where one could order customized plates of pasta from an iPad or fresh-pasta shops where one could pick up orders made online. Currently, the prototype printer can produce four pieces at a time within two minutes, but the goal is to produce an average meal portion within the same time. Barilla has been working on the project in collaboration with the Netherlands Organization for Applied Scientific Research.

NAVY HISTORY: TENTH FLEET ESTABLISHED From DoD New

On May 20, 1943, the Navy established the Tenth Fleet in Washington D.C., under the command of Adm. Ernest J. King, to coordinate U.S. anti-submarine operations in the Atlantic. From the beginning of World War II, the Germans waged an incessant U-Boat war in the Atlantic against Allied merchant vessels. Upon its establishment, Tenth Fleet became a clearing house for everything involving Anti-submarine Warfare (ASW). All of the Allies worked together with Tenth Fleet for a unity of effort. Tenth Fleet had unrestricted access to the Admiralty’s U-Boat tracking room and its various ASW research and intelligence agencies. On March 1, 1943, the Allies met in Washington to discuss convoy operations in the Atlantic. At this conference, they agreed to divide up responsibility for the Atlantic between Canada, Britain, and the United States. In April of 1943, Fleet Admiral Ernest King began the consolidation of his staff that would result in the establishment of Tenth Fleet. Shortly after King sent a memo to the Joint Chiefs of Staff, which defined the operational characteristics of a central organization with access to all intelligence about German U-Boats and the authority to direct Navy ships to prosecute them. A month later the U.S. Tenth Fleet was formally established. Rapidly proving its worth, Tenth Fleet demonstrated immediate success. On May 22, 1943,

just days after its establishment, Tenth Fleet provided intelligence to a hunter-killer group led by USS Bogue (CVE 9), resulting in the sinking of U-569, the first of many for the Bogue, and the first associated with the intelligence provided by Tenth Fleet. While not the only organization in the war combating the U-Boat, the efforts of Tenth Fleet certainly helped bring about the end of the U-Boat threat. Prior to the establishment of Tenth Fleet, the Allies averaged barely more than four UBoats sunk per month. During the month Tenth Fleet was established, the Allies sank 41, and averaged more than 23 per month thereafter. Oberleutnant zur See Herbert A. Werner, a former U-Boat commander and one of the few to survive the war, described it succinctly when he said, “The Allied counter-offensive permanently reversed the tide of battle. Almost overnight, the hunters had become the hunted, and through the rest of the war our boats were slaughtered at a fearful rate.” Of all the victories the Allies won during World War II, the U-Boat war was arguably one of the most complete. Of 1,150 commissioned or in commission during the war, Germany had a total of 842 U-Boats that saw battle. Of these, the Allies sank 781 and captured two, accounting for nearly 93 percent of Germany’s operational U-Boat fleet. The remainder were either scuttled by the Germans or surrendered at the end of the war

Mark Ferguson, commander of U.S. Naval Forces Europe-Africa, was the guest speaker for the annual event, held at the Naval Support Activity Naples, Bella Napoli Conference Room. The event commemorated the National Day of Prayer, an observance formally set by President Ronald Reagan in 1988. Ferguson shared personal stories about his own challenges he has faced throughout his career including being diagnosed with cancer and through treatment and prayer being able to overcome them. “The Prayer Breakfast opens the door for people of different faiths to meet at a common place that crosses all kinds of religious barriers,” Cmdr. Timothy Gault said. “We can come together and have a commonality that bridges a lot of communities. It highlights values that are essential to living a good life, in or out of the service.” The ceremony included na-

tional anthems of both Italy and the United States, an invocation by Staff Chaplain Lt. Tung Tran, guest remarks by Capt. Douglas Carpenter, a prayer lead by Capt. Cartus Thornton and a benediction by Lt. Cmdr. Peter Dietz. “The idea of a prayer breakfast is for a community to come together in prayer without a specific religious objective,” Lt. Cmdr. Dietz said. “We had nearly100 people here for this event, and being able to give people the opportunity to join and connect in different ways was really important.” Guests were treated to live music courtesy of Domenico D’Ambra and Meghan Berryman while they ate a traditional American breakfast, which included pancakes and eggs. U.S. Naval Forces EuropeAfrica, headquartered in Naples, Italy, oversees joint

and naval operations, often in concert with allied, joint, and interagency partners, in order to advance U.S. national interests, security and stability in Europe and Africa.

Hospital Corpsman Hailee Carlson was born in Winnebago, Illinois. She enlisted in the United States Navy on March 3, 2014, the day after her 18th birthday. Upon completion of Hospital Corpsman “A” School at the Medical Education and Training Campus, located at the Joint Base, Fort Sam Houston, Texas, she reported to her first duty station at U.S. Naval Hospital (USNH) Naples, Italy, where she began working in primary care. After five months of excelling, she was relocated to the Ear Nose and Throat and General Surgery Clinics. Her duties include providing support for two surgeons and one nurse in the diagnostic and treatment processes of patients, to include assisting with minor surgical procedures. As the safety representative for five surgical clinics, she also upholds policies that promote safety for patients and staff alike. Carlson maintains an upbeat, positive attitude when interacting with patients and she is a great addition to any team. A spirited individual, she demonstrates strong interests in caring for her fellow Sailors and bettering herself as a corpsman. On her off duty time, she enjoys traveling and keeping in touch with her family. Thanks to social media, she is able to talk to her family, but said she misses her eight younger siblings. “I am excited for the many opportunities that are open to me and I plan not take any of it for granted,” Carlson said. Her future goals include staying in the medical field with a desire to become a Physicians’ Assistant.

What is solar fuel? Solar fuel is the idea of converting sunlight into a liquid fuel. My research focuses on taking the sun’s energy and the carbon dioxide found in our air, and converting it into a liquid fuel feedstock, such as methanol.

What role could solar fuel play in securing our nation’s energy future? Solar fuel is immensely important to helping our country achieve energy independence. Everyone has access to the sun and carbon dioxide – the two main ingredients for the technology I am researching. Developing solar fuels could reduce some of the conflicts over limited energy resources. And if we’re able to develop a device that is reasonablysized, our warfighters will be able to easily transport the technology to remote areas around the world. They won’t need to have the fuel processed in a huge power plant. Theoretically, they could be making their own fuel on location, rather than having to haul it with them or refuel at sea. That’s our ultimate goal – to develop a product that supports our warfighters around the world. If successfully developed, solar fuels could help our country reduce its dependency on fossil fuels and change the world. That’s why I do this. What is our biggest energy challenge? Carbon dioxide is a big problem for our environment. So we are looking for a way to not only mitigate its impacts, but find a useful purpose for it. The challenge we face is efficiently turning carbon dioxide into something useful. Plants do this relatively well – at one to two percent efficiency, since that’s all they need to live. But the fact is that they are able to transform carbon dioxide from the air into sugar. As a result, we know that there has to be a way for us to mimic and improve upon that process. We have to be able to change and improve the process plants have developed over time. Ideally, our goal is to develop a process that’s 10 to 20 percent more efficient. According to the U.S. Energy Information Administration, power plants emitted more than two billion metric tons of carbon dioxide in 2013. If we could convert this into diesel fuel with an efficiency of just five percent, we could produce tens

Naples Community Health Awareness From Naval Support Activity Naples Public Affairs

The Naples Public Health Evaluation (PHE) was an extensive effort to learn more about the potential environmental health risks present in the Campania region of Italy. The Navy established health protective policies based on the study’s findings to protect the health of U.S. personnel and their families, which includes bottled water advisories and health protective lease clauses. The PHE found the potential health risks for living off-base can be mitigated by following established risk-management actions. The enduring health protection policies are as follows: • Maintain the July 2008 bottled water advisory for U.S. personnel living off base. • Maintain the New Lease Suspension Zone (NLSZ) areas, based on U.S. Navy and Italian environmental sampling data. In these zones, U.S. Navy personnel are not permitted to sign new rental home leases. • Maintain the U.S. Naval Support Activity Naples PHE website and the U.S. Navy Regional Water Quality Board. • Maintain the health-protective U.S. Navy lease clauses for private off-base rental homes: – Landlords must provide containerized water service from a

Navy-approved vendor. – Leased homes must be supplied by city water or permitted wells. Landlords must disconnect all non-permitted wells and provide proof of connection to the city water system or that the well is permitted. – Landlords must clean and disinfect domestic water holding tanks every six months. • The U.S. Navy will continue to share data with designated Italian public health officials. Throughout the Public Health Evaluation, the U.S. Navy established health protective policies and took immediate action, when necessary, to protect the health of U.S. personnel and their families. The risk management analysis determined that many of the health protective policies established during Phase I and Phase II will continue, as well as new policies implemented to ensure continued health protection. Sailors Join Local School in Beach Cleanup

Service members and volunteers from the Italian community helped pick up trash and other debris along Italy’s

coastline during a beach cleanup May 7. More than 75 military members and their families from CNE-CNA-C6F, CNFEUARAFSWA, NSA, JFC, USNH, NAVFAC and AFN

joined forces with students from the International School of Lago Patria and the NAPLES Area First Class Petty Officer Association for the Community Relations (COMREL) event.

“The beach cleanup went very well,” Staff Chaplain, Lt. Tung Tran said, who was out cleaning alongside everyone else. “Military and civilians came out and volunteered to improve the community for everyone’s benefit. We had Navy Captains, junior Petty Officers, their family members and children along with local school children all working together with no complaints.” The volunteers were able to collect between 40-50 bags of various trash and debris from the shoreline near Lago Patria. “We just have to take care of the earth, the common good,” Tran said. “We gave some of the beach goers there something to think about. People that go there regularly must have noticed the difference. Of course we can’t go there every day but if everyone does their part and cleans up it will create a better environment for everyone. I personally picked up pieces of glass and nails. Cleaning helped make it a safer place for the beachgoers and children.” The coastal cleanup is one of the largest events that service members and the local commu-

nity work together with the common goals to preserve the beaches and make them a safer, cleaner environment. “It was a huge task but everyone was excited, motivated and more than willing to take it on,” Religious Program Specialist 1st Class Latoya Shine said. “It benefits the Sailors by offering options. It cost nothing to offer your assistance and give a couple of hours to clean a beach that you can enjoy on your time off. It benefits the community by showing that we are not only here as tenants but we have completely emerged ourselves in the culture. “ Military members can volunteer throughout the year to participate in community relations events. Look for more events in the Panorama newspaper, PAO Notes, or contact your local Chaplain’s office. “Future COMRELs include Soup Kitchens and other volunteer opportunities,” Tran said. “For example, the next event includes local schoolchildren visiting the base and sampling an American cookout during a barbecue, having an international experience.”

If communication breaks down, the potential for an unsatisfactory move increases exponentially. Beginning 15 May through 31 July, each year presents unique challenges for the moving industry, service members and their families, especially moves made during the peak of the peak season (16 Jun through 4 July). Due to competing demands on commercial industry resources and DoD requirements during the busiest moving season, government moving service providers are stretched to capacity and often times are required to perform services

Dual-Hatted as NATO Commander As Eucom commander, Scaparrotti is dual-hatted as NATO’s supreme allied commander for Europe. In Mons, Belgium, at the Supreme Headquarters Allied Powers Europe, Scaparrotti assumed that duty from Breedlove May 4. In that capacity, Scaparrotti leads Allied Command Operations, the command responsible for the planning and execution of combined, joint, effects-based military operations in order to meet alliance objectives. He is responsible for the overall direction and conduct of global military operations for NATO, according to the alliance. The 28-nation NATO alliance is more important than ever, Scaparrotti said during the ceremony in Mons. The alliance and its core collective strength remain vital today, he said. “As we continue our critical mission in Afghanistan, we also face a resurgent Russia striving to project itself as a world power,” he said. “We face terrorism and a refugee crisis being driven by instability in North Africa and the Middle East.” Distinguished Military Service Scaparrotti served as the director of the Joint Staff; commander International Security Assistance Force Joint Command; deputy commander, U.S. Forces Afghanistan; commanding general of I Corps and Joint Base Lewis-McChord; and commanding general of the 82nd Airborne Division. In addition, he served as director of operations, U.S. Central Command; and 69th commandant of cadets at the U.S. Military Academy. He commanded forces during operations in Iraq, Afghanistan, Zaire/Rwanda, Bosnia-Herzegovina, and Liberia. Scaparrotti, an Ohio native, graduated from the U.S. Military Academy at West Point, New York, in 1978.

No previous mountaineering experience is required. Must be 15 years or older to participate (ages 15-17 must be accompanied by adult/legal guardian).
