DoD Needs ‘Sufficient, Predictable Budget’ “The department needs a sufficient and predictable budget,” chief Pentagon spokesperson Dana W. White said during an October 5 Pentagon news conference. “This week marked the ninth consecutive fiscal year the department has operated under … a continuing resolution.” White stressed that in the past 10 years, DoD has operated under a CR for more than 1,000 days – nearly three full years. The current CR funds the government through December 8. “Continuing resolutions hurt the readiness of our forces and their equipment,” White said. “The longer the CR lasts, the more damage they do.” White said it is imperative for Congress to pass the budget for fiscal year 2018 quickly and eliminate the threat of sequestration. White said Defense Secretary Jim Mattis asked for this in his testimony earlier this week, and made the same point in his confirmation hearings in January.

Although today is the Navy’s official birthday, the time-honored tradition of celebrating the Navy Ball was last Thursday evening and was attended by nearly 400 people. We celebrated the 242nd Birthday of the United States Navy, where we honored the theme of “Sea Power to Protect and Promote.” Our Navy Ball Committee led by Lt. j.g. Duncan and crew did a fabulous job planning, coordinating and ensuring the event was a tremendous success. Bravo Zulu team, I and on behalf of everyone who attended the Navy Ball – thank you for your time and efforts. Moreover, I salute each and every one of you who has previously worn the Navy uniform, those who are on active duty, civilian and our local nationals who assist us in carrying out our mission. Thank you for your service and your dedication. The month of October marks the Navy’s Annual Energy Action Month. This month is designed to promote energy and water-conservation practices throughout the Federal government. The goal is to not only raise awareness but also take action. We recognize Energy Action Month as an opportunity to reinforce how critical energy is. Information about the Navy’s Energy Action Month can found in the Energy Corner of the Panorama all October or online. Remember to unplug and turn off unused electronics and lights so that you can be an energy saver in your workspace today! Moreover, National Domestic Violence Awareness Month (DVAM) is an annual observance that focuses on awareness of domestic violence as a serious public health issue. NSA Naples, Area Commands Celebrate Navy’s 242nd Birthday From the Naples Area Navy Ball Committee

On October 5, the Naples Area Navy Ball Committee hosted the 2017 Naples Area Navy Ball at the Golden Tulip Resort Marina Di Castello in nearby Castel Volturno, which is located about 30 minutes west of Support Site. The event celebrated the U.S. Navy’s 242nd Birthday and the theme was "Sea Power, to Protect and Promote." Naval Support Activity Commanding Officer Capt. Todd Abrahamson welcomed everyone to the event, first in Italian, then in English. “Buonasera, gentili ospiti e autorità, rivolgo a tutti voi, il piú cordiale benvenuto,” he said. “Good evening everyone and welcome to this celebration of our Navy’s 242nd birthday.” Nearly 400 people were in attendance for the fantastic event that included a traditional Navy Birthday Ceremony and Fine Italian Cuisine. The Evening was topped off by dancing to wonderful music provided by the U.S. Navy CNECNA Flagship Rock Band. “Tonight we celebrate the birth of our Navy and share the rich traditions of our naval service, and I am much honored that Naval Support Activity Naples is able to host,” he said. Abrahamson also thanked the folks who worked behind the scenes to make the 2017 Navy Ball the success it was. “I am also very proud of our team who put this wonderful event together. The Navy Ball committee, led by LT Duncan, has spent an enormous amount of time to make our celebration this evening a great success. If the members as I call them would please stand for recognition -The team, made up of LT Duncan, his wife, Kirsten, Petty Officer Henson, Petty Officer Shainer, Petty Officer Clark, Ms. Maria De Blasio, Mrs. Ashley Henson, Petty Officer Morriswasely, Mr. Chris Kasparek, and Mrs.

In a message to the fleet, Chief of Naval Operations Adm. John M. Richardson, noted the origins of the U.S. Navy, and issues the service was dealing with then, and now. “Tracing our origins back to the Continental Navy in 1775, the U.S. Navy has stood the watch in every corner of the globe, protecting America from attack and promoting our interests around the world,” Richardson said. “The security environment today is fast-paced, complex, and increasingly competitive – the perfect conditions for our naval forces to succeed! The men and women of the U.S. Navy have our best days when we draw inspiration from the Sailors that have gone before. Our history is rich with heroes that fought at Coral Sea, Midway, and Guadalcanal 75 years ago. HISTORY: NAVY CELEBRATES 242ND BIRTHDAY From Naval History and Heritage Command

Each October 13, the U.S. Navy celebrates its birthday. It has done so for 242 years, but the birth of the U.S. Navy stems from a very short, frantic, almost panicked 11 days in 1775. The result of that crisis has become the most powerful sea power in the world. For those Americans who lived on the continent’s coastal waterways in the fall of 1775, the question of naval defense was of no small moment. For a maritime people whose prosperity and fortunes were tied to the sea, the prospect of full-scale conflict with the greatest sea power in the world must have been a chilling one indeed. Because Congress had already provided for an army to contend against the Red Coats, those who feared the British trident might reasonably have asked why could not Congress create a Navy? Over an 11-day period in early October 1775, Congress deliberated on just this question, considering several schemes to fund the purchase or building of ships to defend the colonies. A number of congressmen argued vehemently against these proposals. Samuel Chase of Maryland declared one of the plans under consideration “the maddest idea in the world,” one that would bankrupt the continent. Edward Rutledge of South Carolina called another plan “the most wild, visionary mad project that ever had been imagined.” Rutledge predicted “it would ruin the character, and corrupt the morals of all our Seamen . . . [making] them selfish, piratical, mercenary, [and] bent wholly on plunder.” These arguments were countered effectively by John Adams and other pro-naval congressmen who forcefully articulated the advantages of a navy not only in “distressing the enemy,” but in making possible “a system of maritime and naval operations” to protect the American colonies.

Ultimately Adams and his fellow “navalists” carried the day and on October 13, Congress voted to fit out two sailing vessels, armed with 10 carriage guns, as well as swivel guns, and manned by crews of 80, and to send them out on a threemonth cruise to intercept transports carrying munitions and stores to the British army in America. This was the original legislation out of which the Continental Navy grew and as such constitutes the Navy’s birth certificate. Once the decision to purchase a modest size naval force was made, the push within Congress to create a regular naval establishment gained momentum. Before the year was out, lawmakers had authorized the purchase of an additional six ships and the construction of 13 frigates; selected a commander for the Continental fleet, Esek Hopkins; commissioned eighteen naval officers; created two Marine battalions; established service pay and subsistence tables; authorized prize moneys for the capture and sale of enemy warships; adopted a naval code of discipline drafted by John Adams; and formed an administrative body, the Marine Committee, to give force, guidance, and direction to the new navy. The frenetic pace of activity in naval affairs continued through the first months of 1776 enabling Esek Hopkins to have his squadron of eight vessels manned and ready to put to sea on February 17. Hopkins returned less than two months later with a large store of ordnance and munitions taken at New Providence Island in the Bahamas and with two British warships as prizes. The work of John Adams and others in effecting the creation of the Continental Navy in the fall and winter of 1775-76 was an impressive achievement. SPOTLIGHT: LT MICHAEL DEFAZIO Lt. Michael DeFazio reported to U.S. Naval Hospital Naples as a general dentist in September 2016. He grew up in Sacramento, California, and graduated cum laude from the University of California, Davis with a Bachelor of Science Degree in biological sciences and a minor in Italian. While studying at UC Davis he completed a semester abroad in Italian language immersion in Siena, Tuscany. He received his Doctor of Dental Surgery (D.D.S.) from University of Pacific Arthur A. Dugoni School of Dentistry on a Navy Health Professions Scholarship Program (HPSP) scholarship, graduating magna cum laude and receiving the Dean’s Award for high scholarship. After dental school, he spent one year at Federal Healthcare Center Great Lakes and completed an Advanced Education in General Dentistry residency program. DeFazio then reported to the USS Carl Vinson (CVN 70) where he completed a nine-and-a-half month Western Pacific (WESTPAC) deployment. DeFazio lives in Vomero with his wife, Jessie, a Red Cross Volunteer Pediatric Dentist. Both avid runners, DeFazio and Jessie are training for the Rome Marathon, and hope to eventually compete in the original Athens Marathon.

Except for those living at the Support Site and Capodichino, bottled water is recommended. Treated water is provided free of charge at a dispenser located outside the Capodichino east parking garage. All economy leases negotiated through the Housing office have a bottle water clause, which requires the landlord to provide bottled water. Work with landlords to have any water holding tanks disinfected twice a year, and ensure your tap water is disconnected from non-permitted wells and connected only to the city water system.

Naples Community Theatre (NCT) is thrilled to announce auditions for “A Christmas Carol” from 7 to 8:30 p.m. on both October 15 and 16 at the Naples American Middle High School Cafeteria/Stage. The production will run December 6 to 9, 2017. “A Christmas Carol” is the timeless story of Ebenezer Scrooge, a cold and heartless miser who is visited by three spirits on Christmas Eve. Each spirit shows him a portion of his life, past, present

or future. As Scrooge witnesses the life he has led (or will lead), he realizes his own shortcomings, and hopefully illuminates the way for each of us to follow. The show is a reminder of common bonds, an appeal to the best natures of men and women, and a comfortable tradition that highlights the joy and beauty of the holiday season. As we watch Ebenezer Scrooge’s redemption, we see a restoration of community, a realization of the inescapable humanity of mankind. NCT hopes to bring a small piece of home to the Naples community and to provide an opportunity for actors, technicians, and the audience to share the magic that only

live theatre can provide. This original version of “A Christmas Carol” is a musical written and directed by Mark W. Shipment of Household Goods, Vehicles Consolidates Under Transcom By Michael P. Kleiman U.S. Transportation Command

U.S. Transportation Command recently announced that it is now the single manager of the Defense Personal Property Program, or DP3, which oversees the Defense Department’s household goods and privately owned vehicle shipment programs. For the past eight years, the Army’s Military Surface Deployment and Distribution Command, a Transcom component, directed the DP3. During the same timeframe, Transcom guided the Defense Personal Property System, or DPS, the DP3’s electronic application that offers 24-hour access throughout the entire move process via the move.mil website. While administered by two separate units, the DP3 and its web interface, DPS, did not operate as effectively or efficiently as they could, prompting the consolidation of both under Transcom. “Although DP3 met customers’ requirements, the program’s con-

solidation provides the unity of effort and alignment to enhance the relocation experience of military members, DoD civil servants and their families,” Army Col. Ralph Lounsbrough, personal property division chief in Transcom’s strategy, capabilities, policy and logistics directorate, said. “A consolidated DP3 management structure also offers one entry point for program inquiries, requests, and concerns from the military branches and the moving industry.”

Improvements on the Way Program improvements will gradually occur, including an update to the move.mil website, with most in place for the peak moving season next summer, officials said. Planned website upgrades include making critical relocation procedural tips more userfriendly, understandable and accessible, as well as providing accurate key contact information for local assistance. “In the vast majority of cases, the quickest resolution for moverelated issues is through the in-

stallation transportation or traffic management office,” Air Force Lt. Col. Todd Jensen, chief of operations in Transcom’s personal property division, said. This won’t change under the DP3 consolidation. We don’t want any customer to struggle with the move process. If their questions aren’t being adequately addressed locally, they can elevate their concerns to [Transcom].” Even with a consolidated DP3, customers should plan ahead for a successful relocation by either visiting their traffic management office or registering for a DPS account on move.mil prior to, or when they receive, their permanent-change-of-station orders, officials said, emphasizing that planning is the best way to ensure a successful move. “We’re more aware than ever that it’s not about the stuff we move, but it’s about the families we relocate and how you deliver exceptional customer service,” Air Force Gen. Darren McDew, the Transcom commander, said.

This exercise is planned to be a recurring, biennial event, and is designed to assure allies, deter adversaries, and demonstrate our commitment to collective defense of the NATO alliance. Formidable Shield and exercise Joint Warrior 17-2, a U.K.led, multinational exercise in a maritime training environment for allies to improve interoperability and prepare forces for combined operations, are occurring concurrently. STRIKFORNATO is a rapidly deployable headquarters that provides scalable command and control across the full spectrum of the alliance’s fundamental security tasks. As part of that mission, STRIKFORNATO is responsible for integrating U.S. naval and amphibious forces into NATO operations. SpookTRUNKular Coming to Support Site October 27 By Chris Kasparek NSA Community Recreation Director

In two weeks, as the sun drops below the horizon and the evening turns spooky, head over to Motorcycle Safety Lot at Support Site for this year’s SpookTRUNKular. The lineup of activities, fun and food is fantastic, and best of all, entrance is free. Pick up your trick or treating punch card at any of the lines in front of the ticket tents, which will be located just outside the Motorcycle Safety Lot from 6 to 10 p.m. Trick or treating for this event is for youth up to 16. We will have 50-themed trunks along the way, which means there will be plenty of candy. Stay safe by avoiding pushing, rushing or grabbing. Please bring your own treat bags since we will not have them available. Also, be sure to bring your appetite, as there will food vendors selling yummy food, snacks and refreshments under the

big tent. There will be also be a photographer on site taking pictures for a small fee. It wouldn’t be a SpookTRUNKular without a hay ride or a haunted house. The hayride will operate until 9 p.m. with spooky stories being told to riders, and the Seabee Haunted House will be scaring visitors from 6 p.m. to midnight for a small $5 fee. And, if all this wasn’t enough, this year’s SpookTRUNKular will have a free roller coaster ride throughout the night. Patrons sponsoring guests may obtain passes between 4 and 7 p.m. the night of the event at the NSA Housing Office parking lot by the back gate. They will be issued SpookTRUNKular wristbands. Sponsors are required to be with their guests as they proceed through the gate and remain with them during the event. No alcohol or pets will be allowed at the SpookTRUNKular.
