The new NATO Forces petroleum product (POL) coupons, valid from October 1, 2016, through September 30, 2017, will be on sale at the Navy Exchange outlets beginning September 26, 2016. The quantity purchased in advance will count against the October ration allowance and cannot be used until October 1, 2016. The new liquefied petroleum gas (LPG) coupons valid from October 1, 2016, will be available at Navy Exchanges beginning September 26, 2016. Current coupons will be accepted by AGIP/ENI dealers through September 30, 2016. Expired POL and LPG coupons (valid from October 1, 2015, to September 30, 2016) may be returned to the Capodichino or Gricignano (Support Site) Navy Exchanges for refund within 90 days of the expiration date. Please note that expired coupons cannot be exchanged for new coupons. Hispanic Heritage Month is formally celebrated this time of year starting September 15 and ending October 15. The observance includes the rich histories, cultures and contributions of Americans who trace their roots to Spain, Mexico, the Caribbean, and Central and South America. According to the 2010 Census, Americans with Hispanic heritage comprise 16.3 percent of the United States population, or put in tangible numbers, over 50 million people! The Navy’s own demographic reflects this diversity, as nearly 60,000 active duty and reserve Sailors and officers and nearly 10,000 Navy civilians proudly proclaim their Hispanic heritage. Additionally, three Hispanic Flag Officers, one Rear Admiral select, five Hispanic Senior Executive Service (SES) civilians, and 158 Hispanic Master Chiefs are leading today’s Navy in these challenging times. Today is a big day for many community members as the Chief Selects pin on their Chief’s anchors. Today’s ceremony on the Support Site celebrates this tradition and honors the time, hard work, and dedication these Sailors have put into making themselves stand out as Navy leaders. Chief’s anchors symbolize trust, experience, professionalism, service, and leadership. The Naples area Chief Selects have worked hard to earn their Anchor’s, please congratulate them at today’s pinning ceremony, or when you see them next on the installation. Bravo Zulu to the area Chief’s Mess for leading an impressive Phase II training evolution. NAVY CHIEF, NAVY PRIDE Next month NSA Naples Emergency Management will conduct the 2016 Non-Combatant Evacuation Operation (NEO) Exercise on Support Site. While we hope to never have cause for an evacuation, but we must be prepared. Events leading to an actual evacuation would be chaotic, and your volunteer participation in this exercise will help. This exercise will provide an opportunity to walk through the evacuation process, helping to determine if all personal documents are in order, and discover what else each of us and our families (including pets) may need in the event of an evacuation. Look-out for more information in the coming weeks. Have a great weekend, slow down on the roads, and stay vigilant!

6,000-Year-Old Showshoe Discovered in Italy’s Dolomite Mountains A snowshoe was discovered in Italy’s Dolomite Mountains in 2003 by Simone Bartolini, a cartographer for the Military Geographic Institute in Florence. Carbon dating indicates the snowshoe was made between 3,800 and 3,700 BC. This makes it up to 600 years older than the famous ice man Otzi, which was found in 1991 about seven kilometers from the site of the snowshoe discovery. The snowshoe is made from a 1.5 meter piece of birch wood bent into an oval shape. Scientists said that this exceptional archaeological discovery indicates that in the late Neolithic period people with proper equipment were present on the alpine watershed at an altitude of more than three thousand meters. According to archaeologists, the melting glaciers by global warming could turn up a large number of prehistoric finds in the future. Earthquake-Affected Students in Central Italy Back to School The Italian academic year started this week and students from Amatrice and Accumoli, two of the towns most affected by the 6.0 magnitude earthquake that struck Central Italy on August 24, started the year at a

makeshift school in Villa San Cipriano, a district of Amatrice. The school in Amatrice had been recently restored but collapsed during the earthquake. On Tuesday, Italian Education Minister Stefania Giannini inaugurated the school as around 200 students began their academic year in classrooms made up of containers. The new school comprises 10 classrooms for students ranging from pre-school to middle school. Members of the Civil Protection had installed the units, painting them in bright colors and building a park with swings to be used during school breaks. Italian Prime Minister Matteo Renzi on Twitter thanked everyone who made it possible to open the school. Outdoor Basketball on the Rise in Naples “One basket for a friend,” is an initiative that aims to spread outdoor basketball courts, which can be enjoyed by everyone, regardless of age, throughout many Naples’ neighborhoods, from the city center to the periphery. Seventeen basket playgrounds will be built from Soccavo to Barra. The first two basketball courts were installed at a school in the Sarria Monti in San Giovanni in Teduccio. They will be inaugurated on September 22 and at the end of the month. More basketball courts will soon be opened at the Fiera Oltremare, Piazzale Teccho, Vomero area and other locations.

First USO Spouse Coffee of 2016 at Support Site From USO Naples

USO Naples hosted its first Spouse Coffee Get Together of the year on August 25, turning the Support Site community center in a lively, café for two hours of networking and friendly chatting. USO Area Director Sabrina Pullido welcomed the group and thanked everyone for the important role they play in supporting the military community. “Military spouses are a fundamental pillar of our community, and the idea behind this event is to offer the spouses a monthly opportunity to get together, in casual but targeted event, that will offer information, resources, and the opportunity to just

meet new people,” Pullido said. The event featured the participation of the Naples Overseas Spouse Club and the Fleet and Family Service Center, who provided important resources and information on volunteer opportunities available to the spouses. A fun giveaway kept it lively, and the children enjoyed story time and coloring while the parents chatted. Pullido then turned the floor over to Robin Williamson (spouse to Commander Navy Region

EURASWA Rear Adm. Rick Williamson) who shared her insights of Navy life and encouraged her fellow spouses. “I am thrilled to be working with the USO in supporting our wonderful spouses in Naples, Williamson said. “What a great turnout we had for our Welcome Coffee! Seeing all of our familiar and new faces meeting each other was fantastic and so important in making connections.” The next USO Military Spouse Event will be a complimentary Basic Photography Class on September 21 at the Support Site Community Center. The seventh Lewis and Clark class Auxiliary Dry Cargo ship, the USNS Carl Brashear (T-AKE 7) was launched Sept. 18, 2008, at the General Dynamics NASSCO shipyard at San Diego, California. Lauren Brashear, granddaughter of the ship’s namesake and the ship’s sponsor, christened the 689foot ship in honor of Master Chief Boatswain’s Mate Carl Brashear, who became the first African American Master Diver in the U.S. Navy and also the first person to be recertified as a diver after an amputation. Auxiliary Dry Cargo ships deliver ammunition, provisions, spare parts, potable water and petroleum products to ships at sea and Marine detachments, allowing them to stay underway and combat ready for extended periods of time. The Brashear is run by approximately 124 civilian mariners working alongside 11 Sailors. Brashear was born January 19, 1931, in Tonieville, Kentucky, a small unincorporated town in central Kentucky. One of eight children of a sharecropper, Brashear quit

school after the seventh grade to help on the family farm, and he also worked part-time at a nearby gas station. With minimal formal schooling, Brashear had few career options in those racially divisive times. He tried enlisting in the Army in 1948, but was turned away. A few months later President Harry S. Truman desegregated the armed forces, and Brashear joined the Navy. In October 1954, Brashear graduated from the Navy Salvage Diving School at Bayonne, New Jersey, as a Salvage Diver, and then returned to the USS Tripoli. In September 1960, Brashear was promoted to Chief Boatswain’s Mate and reported to USS Nereus (AS 17). Less than a year later, he had shore duty at Fleet Training Center, Pearl Harbor, Hawaii, where he qualified as a Second-Class Diver. In September 1965, he was ordered to USS Hoist. On March 23, 1966, Hoist participated in the recovery of atomic bombs following the crash of two U.S. Air Force planes off the coast of Palomares, Spain. While retrieving one of the bombs, a towing line parted, striking Brashear’s left leg

and immediately giving him life-threatening injuries. He was medevaced to Naval Hospital Portsmouth, Virginia, where his leg was eventually amputated below the knee to save his life. During this time, Brashear was promoted to Senior Chief Boatswain’s Mate. In March 1967 he recovered from his injuries and reported to the Second Class Diving School at Harbor Clearance Unit Two at Little Creek, Virginia, for rehabilitation and training. A year later he was recertified as a Navy diver in March 1968 and was assigned to Naval Air Station Norfolk, Virginia. In June 1970 Brashear was assigned to the Naval School of Diving and Salvage at the Washington Navy Yard, becoming the first African-American Master Diver in the Navy. He was transferred to the USS Hunley (AS 31). In April 1979, Brashear retired from active duty, but remained in the Tidewater, Virginia, area as a civilian employee for the Navy until 1993. Brashear died July 25, 2006, at Portsmouth Naval Hospital, ironically, the same hospital where he recovered from the accident that nearly took his life 40 years earlier.

USO Naples is excited to announce our September Volunteer of the Month, Gina Marioni. Hailing from Texas, Marioni has shared her contagious smile and enthusiasm on the USO Naples Volunteer Committee for the past year. From delivering home-baked treats to on-duty troops on holidays, to making one-of-a-kind photo booths for USO Super Hero Bowling, Marioni is there to support our military community. During Labor Day weekend, she was at the USO Capo Lounge, supporting in-transit passengers until midnight on Friday and on Monday morning. In total, she has generously given 40 hours of her time in support of the USO Naples events. Marioni is a busy mother of a three-year-old boy, she volunteers with the Naples Overseas Support Club, she is president of Connect the Tots, and she still makes time for the USO. “The USO has helped me in the past, so I want to give back and help the incoming families too," Marioni said. Marioni is there, no matter the program, playing with kids, helping in-transit passengers, painting faces, and much more. The entire USO Naples team is proud to work with her, and is thankful for her commitment in the USO Volunteer Committee. Sailors from Patrol Squadron (VP) 45 flew a P-8A Poseidon to Naval Support Activity Naples Sept. 6 in support of a static display to highlight the aircraft and the improved capabilities it brings to the region. During the static display, Sailors from VP-45 explained the capabilities of the P-8A to Italian media personnel and U.S. Sailors from the 6th Fleet area of responsibility (AOR). “As we bring new technology into this theater, with coordination and cooperation with our Italian partners, it’s important that we cultivate our relationships. Engagements like this give us this opportunity,” Capt. Bill Ellis, commander, Task Force 67, said. The P-8A Poseidon improves upon the capabilities of the P-3C Orion with an extended global reach, greater payload capacity, higher operating altitude and open systems architecture. The P-8A will also allow fleet operators the added benefit of interfacing with unmanned aircraft systems when performing opera-

U.S. Naval Hospital (USNH) Naples recognizes September as National Suicide Prevention Awareness Month, with the theme “Be There.” Throughout the month, USNH Naples will highlight the power of peer support and personal wellness, encouraging Sailors and Marines to be there for their shipmates. USNH Naples Suicide Prevention Coordinator Lt. Stephanie Flynn said that service members, family members and civilian staff should remember that suicide awareness is something everyone should be aware of year round, not just in September. “Suicide prevention is everyone’s responsibility all the time, regardless of your rank or rate,” Flynn said. “We all need to remember that each individual and their life matters. Take the time to truly know your Sailors and coworkers because every interaction can make a difference in their life, especially to those contemplating harming themselves.” Suicide prevention is a yearlong effort. Recognizing National Suicide Prevention Awareness Month serves as a reminder that building resilience and preventing suicide requires all members of the Navy and Marine Corps community to work together. USNH Naples encourages everyone to do their part in suicide prevention. Take action if you notice anything out of the ordinary from a shipmate and seek help if needed. Do not be afraid to take action because of fear. Knowing when to seek help is a sign of strength. It is okay to speak up.

Remember the days when your home had only one TV and a computer was something you only needed at work? These days, most homes have multiple TVs and computers, all connected to various devices such as DVD players, game consoles, external monitors, and printers. While these cool electronics are packed with features that entertain us or help us be more productive, the energy consumed by all these gadgets in our homes can add up to nearly 10 percent of a household’s monthly electric bill. U.S. Naval Hospital (USHN) Naples, Italy is a Military Treatment Facility (MTF) that caters primarily to U.S. active duty military and their family members that hold TRICARE Overseas

Prime (TOP Prime) Health Insurance. TRICARE Standard, Department of Defense beneficiaries (e.g. GS and Contractors) and NATO personnel can also be seen here, but on a space-available basis. If your family members and friends do not meet the beneficiary categories stated above, they are NOT eligible for care at this MTF. Family and friends will need to seek care in the Italian network, unless they have a lifethreatening illness or injury, which can initially be treated in our Emergency Room. After the life-threatening illness or injury is addressed, your family member or friend may be

required to obtain follow-on care in the local Italian healthcare facilities. The Italian medical system is supported by socialized medicine requiring its citizens to pay into their own healthcare with higher taxes that are taken out of their monthly paychecks. Patients visiting from other countries are required to pay a “fee-forservice” charge prior to discharge from any Italian hospital. These “fee-for-service” visits can range anywhere from $150 to as much as, $1,600 per day for an inpatient stay. Therefore, to help offset these high potential costs, it is highly recommended that your

family and friends purchase travel insurance prior to visiting you in Italy. There are a variety of insurance packages available that can be tailored to their need, so please ensure your family and friends are aware of this requirement prior to traveling to Italy. Please note: There are some active duty families that have the responsibility of caring for secondary dependents (e.g. parents, aunts, uncles, etc.). How Do Leaves Change Color? From U.S. Department of Agriculture Forest Service

How does autumn color happen? Three factors influence autumn leaf colorleaf pigments, length of night, and weather, but not quite in the way we think. The timing of color change and leaf fall are primarily regulated by the calendar, that is, the increasing length of night. None of the other environmental influences-temperature, rainfall, food supply, and so on-are as unvarying as the steadily increasing length of night during autumn. As days grow shorter, and nights grow longer and cooler, biochemical processes in the leaf begin to paint the landscape with Nature's autumn palette. Where do autumn colors come from? Both chlorophyll (which gives leaves their basic green color) and carotenoids (which produce yellow, orange, and brown colors) are present in leaf cells throughout the growing season. However, during the growing season, chlorophyll is continually being produced and broken down and leaves appear green. As night length increases in the autumn, chlorophyll production slows down and then stops and eventually all the chlorophyll is destroyed. The carotenoids and antho-

cyanins that are present in the leaf then show their colors. Different species have different colors: Oaks turn red, brown, or russet; hickories, golden bronze; aspen and yellow-poplar, golden yellow; dogwood, purplish red; beech, light tan; and sourwood and black tupelo, crimson. Leaves of some species such as the elms simply shrivel up and fall, exhibiting little color other than drab brown. How does weather affect autumn color? Temperature and moisture are the main influences. A succession of warm, sunny days and cool, crisp but not freezing nights seems to bring about the most spectacular color displays. During these days, lots of sugars are produced in the leaf but the cool nights and the gradual closing of veins going into the leaf prevent these sugars from moving out. What happens to all those fallen leaves? Needles and leaves that fall are not wasted. They decompose and restock the soil with nutrients and make up part of the spongy humus layer of the forest floor that absorbs and holds rainfall. Fallen leaves also become food for numerous soil organisms vital to the forest ecosystem.
