U.S. Soldier Excels at KFOR’s EOD Mission By U.S. Army Sgt. 1st Class Mark Patton

U.S. Army 1st Lt. Erin Schneider appears calm and collected on the outside. It’s an appearance she maintains even while conducting what is arguably the most dangerous mission at Camp Bondsteel in Kosovo. The 23-year-old officer is currently serving as an Explosive Ordnance Disposal team commander in Kosovo as part of the Kosovo Force, the NATO-led peace support operation commonly referred to as KFOR. Schneider’s Fort Riley, Kansas-based unit, the 774th Ordnance Company, EOD, is currently part of KFOR”s Multinational Battle GroupEast, which is located at Camp Bondsteel, Kosovo. Schneider’s team is regularly tasked to assist the Kosovo Security Force with the detonation and disposal of discovered explosives from previous conflicts. “People say that driving is the most dangerous thing in Kosovo, but they obviously haven’t spoken to us,” Schneider said.

Becoming a Soldier Schneider is a native of Elgin, Illinois, which is located northwest of Chicago, and her desire to join the military started in high school even though her family doesn’t have a military background. Schneider skipped the 8th grade and was able to excel academically in high school, which resulted in her graduation at the age of 16. Upon entering Winona State University in Minnesota at the age of 17, Schneider played on the school’s golf team as a freshman, earning in-state tuition for her prowess on the links. As a sophomore, Schneider’s itch to join the military returned, and she started with the Reserve Officer Training Corps, or ROTC, program at Winona State and worked with a guard unit. Her dedication to the program was evident to classmates and fellow troops as Schneider opted to skip her university graduation in order to attend one final JFC EOD SOLDIER

UMUC Awarded Multi-Year DOD Contract to Educate U.S. Troops in Middle East and Africa; Continues Contract for Europe From University of Maryland University College

University of Maryland University College (UMUC) announced February 9 that it will continue educating U.S. military troops in the Middle East and Africa after being awarded a new 54-month contract by the U.S. Department of Defense. The contract calls for UMUC to offer undergraduate and graduate instruction at military installations across the region. Faculty will teach at U.S. military installations in Afghanistan, Bahrain, Djibouti, Egypt (Sinai), Jordan, Kuwait, Qatar, Saudi Arabia and United Arab Emirates. Students will have access to onsite and online courses, as well

as testing services at National Test Centers, to achieve their academic goals while serving at overseas locations. Headquartered in Adelphi, Maryland, University of Maryland University College is the largest public university in the country, and has an enrollment of more than 90,000 students and offers a wide range of undergraduate and graduate programs online and on-site. UMUC has a long history of service to the military and currently enrolls more than 50,000 service members, veterans and their families each year. UMUC offers educational serv-

ices in 25 countries and territories and more than 150 locations worldwide, including Naples. “UMUC continues to be the primary education service provider for U.S. military personnel deployed around the world,” Gen. Lloyd “Milo” Miles (U.S. Army-Ret.), senior vice president for Global Military Operations at UMUC, said. “The awarding of this contract is clear affirmation of the dedication of our faculty and staff abroad and a university-wide commitment to

those who serve and sacrifice to protect us.” UMUC, which is celebrating its 70th anniversary this year, first began sending faculty overseas in 1949 and has continuously served the higher education needs of active duty military and their families since. “No other university in the country has had a longer, continuous relationship with the military,” Javier Miyares, president of UMUC, said. “As I have often said with great pride, serving the military is in our DNA.” UMUC is accredited by the Middle States Commission on Higher Education and is a member of the University System of Maryland. The United States remains committed to NATO, history’s most successful military alliance, as it transforms to match the changing character of war, Defense Secretary Jim Mattis told reporters on February 14 who were traveling with him to this week’s NATO defense ministers conference in Brussels. In addition to attending the conference and meeting with counterparts from other NATO member nations, Mattis also will host a meeting of ministers from the coalition to counter the Islamic State of Iraq and Syria during his second international trip as defense secretary. “Our commitment remains to NATO, [which is] … in the midst of transformation. Why? You’ve watched as the character of war over this last dozen years has changed itself, and as the character of war changes, so must the character of the militaries that address them,” Mattis said. To underscore the alliance’s commitment to change, the secretary noted that the only NATO command with a headquarters in the United States is Allied Command Transformation. MATTIS Page 7

On February 15th I had the opportunity to travel to downtown Naples with the NJROTC students from Naples High School to visit the Nunziatella Military Academy. Our Italian Base Commander, Col. Luigi Levante accompanied our group as a tangible expression of our partnership with the Italian military. Leaders from the Nunziatella Academy presented a brief on their institution and we were led on a tour of their beautiful facility by five of their top notch students. I was extremely impressed by the school and the motto that underlies their educational philosophy – “Essere Piu Che Sembrare” which means “be more than you appear” – great words to live by. The Italian community is very interested in our American culture and how we can continue to strengthen the bonds between our countries and our military forces. A core strength of the Naval service is the ability to reach out to the many countries we work with and show that we are partners to improve stability and global quality of life. As a NSA Naples community member you are also a part of this effort and I encourage everyone to find time to explore the Campania region and to reach out to your neighbors to have dinner or even a café. We are all American ambassadors to Italy, and if you have spare time or would like to get more involved, be on the lookout for outreach opportunities arranged by our Public Affairs office or one of the many volunteer organizations on the installation. Our waste management is consistently improving as we work through the complex issues that limit our ability to effectively collect, separate, and remove trash around the installation. If you live on Support Site please make an effort to sort your trash and ensure you separate your organic waste. Another easy way to improve waste management on base is to take advantage of our bulk pick-up programs. Numerous large items on the waste pads make it hard for other residents to access the proper receptacles and can quickly use the space that would otherwise be shared. If you haven’t seen it, please log on to the AFN Facebook page and play the video from Barry Bluejean explaining the process for bulk trash in a music video format. Finally, I had the pleasure of welcoming our latest group of arrivals last week at Area Orientation. An effective Command Sponsorship Program is crucial to setting the stage for a successful tour overseas. Frequent rotation is a way of life in the Navy and there is nothing more comforting to newly arriving personnel than having a good sponsor to welcome you to a new duty location. Even if you are not designated as a sponsor, please be on the lookout for new arrivals that may be having difficulty navigating Naples and the installation. Offer to lend a hand or give some tips on the best places to go and things to see in the city. Your help makes our community stronger and more informed. Congratulation to the C6F Staff for wrapping up Austere Challenge 2017 – Great Work! For everyone on this long weekend, please stay safe, be vigilant and take advantage of the spring-like weather!

You could literally spend years of your life exploring every corner of this beautiful and historical country. astating eruption from nearby Mt. Vesuvius in 79 A.D. The town was covered in a pyroclastic flow encasing and preserving much of the city as well as some of the occupants. Pompeii is a huge complex well worth the exploration and time it will take to get through all the little nooks and crannies.

Just 20 minutes from downtown Naples, Pompeii is an easy attraction to get to. Just a quick jaunt on the sometimes-congested highway and then you are there. But by far, the easiest – and least expensive – way to access this must-see tourist destination is with USO. After entering the park it is easy to get overwhelmed at the sheer history, size and scope of the city. Listen to the tour guide, take in all the sights and remember, don’t touch anything, but you can take plenty of photos. What it all comes down to is that if you are in the Naples area and have at least a full day and you want to go see an interesting piece of history, one that even Hollywood deemed movie worthy. Take the time and visit Pompeii and get a taste of what it could have been like living here in Southern Italy nearly 2,000 years ago.

4 HISTORY: FIRST AMERICAN TO ORBIT EARTH February 17, 2017

On February 20, 1962, Mercury Astronaut and Marine Corps Aviator Lt. Col. John Glenn became the third American in space, and the first to orbit the earth when he successfully completed three orbits aboard the space capsule “Friendship 7.” Strapped in a cramped capsule, which sat atop an Atlas 6 rocket, Glenn launched from Kennedy Space Center at Cape Canaveral, Fla., at 9:47 a.m. The official name for Glenn’s mission was Mercury-Atlas 6. “Mercury” for the mission program, named after the Roman god of speed, and “Atlas 6” to indicate that this was the sixth mission to use the new, faster Atlas rocket as a launch vehicle. As was common practice among most pilots, the astronauts selected for the Mercury program often gave their capsules personal nicknames – Glenn asked his children for suggestions on what he should name the vessel, finally deciding on the word “Friendship” and adding the number “7” to honor his fellow Mercury members He completed three orbits around the earth, reaching a maximum altitude of approximately 162 statute miles and an orbital velocity of approximately 17,500 miles per hour. The duration of his flight from launch to splashdown was nearly five hours. He landed in the waters near Grand Turk Island in the Bahamas, approximately 800 miles southeast of Cape Canaveral. At the height of Cold War tensions and with the launch of the satellite Sputnik in October 1957 and the successful orbit of the earth by Soviet Cosmonaut Yuri Gagarin 10 months earlier, Americans feared the Soviet Union was winning the space race. Glenn’s accomplishment brought a sense of pride and relief to Americans, and instantly made the 31-year-old Glenn a national hero. Glenn was born July 18, 1921, in Cambridge, Ohio. He attended Muskingum College in New Concord, Ohio, and received a bachelor’s degree in engineering. He entered the Naval Aviation Cadet Program in March 1942. After graduating, he was commissioned in the Marine Corps in 1943. Glenn was a veteran of both World War II and the Korean War, having flown 149 combat missions. He was awarded the Distinguished Flying Cross five times. Glenn completed test-pilot school in 1954, and in 1957 he set a transcontinental speed record for the first flight to average supersonic speed (700 mph) from Los Angeles to New York. Glenn had nearly 9,000 hours of flying time, with approximately 3,000 hours in jet aircraft and more than

218 hours in space. He remained with NASA until 1964, but did not return to space after his record-breaking flight. It is widely believed that NASA grounded him out of fear that he might be injured or killed in a space program that was still, in many ways, in the developmental stage. Their fears were not unfounded: The Soviets lost their national hero Cosmonaut Yuri Gagarin – who in 1961 became the first human in space – when his MiG-15 training jet crashed in 1968. Glenn was promoted to the rank of colonel in October 1964 and retired from the Marine Corps in January 1965. Glenn became a business executive until his election to the United States Senate in November 1974. He retired from the Senate in January 1999. Finally, on October 29, 1998, 36 years after his first flight, Glenn returned to space aboard the space shuttle Discovery. During the mission, he carried out an extensive number of experiments relating to aging and space travel. Once more, Glenn became a household word, and an American hero for a new generation.

SPOTLIGHT: LT. CMDR. MICHELLE SANGIORGI

Lt. Cmdr. Michelle Sangiorgi, hails from San Diego, California, and graduated from San Diego State University with a bachelor’s degree in psychology. She then went on to complete a doctor of medicine degree from Creighton University School of Medicine in Omaha, Nebraska, and was commissioned as a lieutenant through the Health Professionals Scholarship Program upon her graduation in 2006. Sangiorgi completed a Transitional Internship at Naval Medical Center Portsmouth, Virginia, in 2007. From there, she reported to Naval Hospital Guam as a General Medical Officer in the Emergency Department. In 2008, she was selected to be the General Medical Officer on board the USS Frank Cable (AS 40), Guam. In addition to her medical obligations, Sangiorgi served as the division officer for the last year of her tour on board the ship. She then transferred to Medical Readiness Division San Diego, in 2010, where she served as a General Medical Officer and Independent Duty Corpsman IDC Physician Supervisor for Naval Surface Force, Pacific Fleet (SURFPAC). Sangiorgi continued her training and development at Naval Medical Center San Diego and completed her residency in Emergency Medicine in Jun 2015. She is currently serving as a staff Emergency Physician and Assistant Department Head at U.S. Naval Hospital Naples. She also serves as the hospital’s Emergency Response Committee Chairman, and provides invaluable emergency training to hospital staff as an advanced cardiac life support and pediatric advanced life support instructor. “I enjoy teaching and being a part of making positive changes in the Command” Sangiorgi said. She enjoys photography and traveling. Her goals are to continue to develop my leadership roles within the Navy and considering a simulation fellowship, so she can continue training and teaching others in resuscitation. She said the best part of being stationed in Naples is getting in touch with her family’s roots. “My family is Italian and my great grandmother was born in Ischia,” Sangiorgi said. “This is has been a great opportunity to travel and experience all of Italy.”

Naples Tiger Sharks Victorious at 2017 Southern Division Championship League (EFSL) Southern Division Championship Swim meet and came home victorious. “This was by far the most exciting Southern Division Champs in my 11 years of coaching the NTS,” Head Coach Jane Higgins said. The Naples Tiger Sharks (NTS) Swim team traveled to Vicenza the first weekend of February for the European Swim Forces

NTS opened the meet with a clean sweep, winning in their medley relays, and finished up the meet doing the same in their free relays. The enthusiasm at the meet was palpable, with the parents cheering loudly, and the swimmers chanting cheerful challenges to their fellow swimmers. “It was the best meet, I had so much fun, I mean sometimes I felt nauseous when I’d be prepping for my next race, but overall

I was just excited to be there and a part of such a great team,” swimmer Sydney Hale said. “I even managed to place in all my events, which was my goal!” All that excitement and passion paid off for the NTS team as Hale was not the only one achieving goals; 83 percent of the Naples Tiger Sharks swimmers placed in their events. By the end of the meet, NTS swimmers had received 61 gold medals, 34 silver medals and 19 bronze medals. In addition to the medals there

were three team records broken during the meet: Kaden Carpenter broke the 50 Breaststroke for 11 year-old boys; Annabella Marthaler broke the record of the 200 Freestyle for 11year-old girls; and Maggie Menoni broke the team record for 400 Freestyle in the 15-16 year-old girls. As secretary, he added, his approach to NATO is “full-speed ahead and listen, learn, help and lead.” Listening is first, he said. “Learn what other people face, help them wherever I can, because

they’ve been allies. They stood by us after New York was attacked and so many decades before that. And many of them have lost boys, lost women in fighting the enemy that attacked America. And then lead, … [because] America has a leadership role.” On Feb. 17, Mattis will attend the Munich Security Conference in Germany, where he will hold a series of meetings with key international counterparts. The trip will underscore the U.S. commitment to the NATO alliance and to defeating ISIS, according to a February 10 DoD news release announcing the secretary’s trip.

Navy College Program App Available for Mobile Devices By Ed Barker Naval Education and Training Professional Development Center Public Affairs

A new application for mobile devices which allows Sailors on-the-go access to many features of the Navy College Program (NCP) is available as of February 8. “The Navy College Program app offers Sailors mobile access to voluntary education planning tools, a counseling scheduler, and applications previously available only through the Navy College Offices or the Virtual Education Center,” Lt. Cmdr. Nick Turner, the Naval Education and Training Professional Development Center’s Voluntary Education Program deputy director, said. “This app allows the completion of required training, processing of Tuition Assistance (TA) requests, and helps Sailors obtain counseling without being tied to a computer.” The Navy College Program app is divided into several sections for ease of navigation: ● Tuition Assistance Links users to the My Education WebTA portal so they can submit a TA application and view the status of existing TA applications.

● Training - Allows users to complete required training, including the TA Course and the DoD Higher Education Preparation Course. ● Videos - Provides video tutorials on the NCP, including TA and command information. ● Resources Provides in-app and online information on the Navy College Program and continuing education resources. ● Schedule Counseling - Links users to the Appointment Scheduler, enabling Sailors to schedule an appointment for education counseling. ● Virtual Education Center (VEC) - Provides contact access for counseling and assistance from the VEC. ● Joint Services Transcript (JST) - Links users to the JST login page, allowing them to request their official JST. ● In addition, the app includes an Emergency resources section and a Favorites section, which allows users to bookmark and easily access parts of the app they find personally important. Turner added the NCP app

is targeted primarily at active-duty members and will be a key tool for educational service officers and career counselors. The app’s tools are relevant to all Navy applicants, current Sailors, transitioning Sailors, and veterans. The app features public content only; no authentication or authorization required. The NCP app is a bring-yourown-device (BYOD) tool designed to work on personal devices outside of the Navy Marine Corps Internet (NMCI) domain. annual training session with her guard unit. Schneider was commissioned in 2014 following her graduation and she was branched ordnance. During an interview, she was pre-selected to join the EOD community. “It seemed like the most challenging job I could get into,” said Schneider. “Danger made it more attractive.” At Fort Riley, Schneider was able to test her leadership chops out of the gate as she served as a platoon leader with the 774th Ordnance Co. Late last year, Schneider and her troops headed to the Joint Multinational Readiness Center in Hohenfels, Germany, to prepare for their upcoming peacekeeping and training mission in Kosovo. Serving in Kosovo Schneider and her team have stayed busy since their arrival last year in the eastern portion of Kosovo. They often receive more than five

calls a week from people or organizations that are requesting removal or detonation of found explosives. These unexploded ordnance are mainly remnants from World War II and the Yugoslav Wars. Along with her platoon sergeant, Schneider leads a trifecta of two-person teams to go out on missions along with the partnering KSF personnel. Schneider’s team will also occasionally work with various non-governmental agencies, such as ones concerned with humanitarian demining missions. Once they are on the scene of a possible unexploded ordnance, the crew determines whether to detonate it in place or move it to a specific area. A variety of factors go into that decision, including what condition the ordnance is in. Whether grenades, smaller munitions released from larger cluster bombs, or mines, Schneider credits the training of personnel as a key to remaining focused and calm.

“Our risks are calculated, our procedures have been tested many times,” Schneider said. “We all know our job, and everybody I work with is proficient and great at their job. It doesn’t feel like a danger to us because we know what we’re doing.” Schneider noted that sometimes they’ll have to turn around cars or make sure folks don’t enter a certain area. She said the reaction of the local population is usually one of gratitude. “They’re appreciative of what we’re doing,” Schneider said. The team of KFOR EOD specialists also offers mine awareness training to personnel across the KFOR footprint in order to educate them. For example, Schneider said one explosive troops may encounter, dubbed 97 BLU, looks like a decomposed energy drink can. There are also calls that take time and personnel that end up being false alarms. For example, just last month her team responded to a call from a gentleman who was

digging a hole and thought he found something suspicious. It turned out that it was just trash, but Schneider credited him for not touching it and calling the appropriate authorities. These calls, Schneider said, are ones they don’t mind responding to. “We’d rather run 300 calls of trash than one post blast,” Schneider said. Sometimes, Schneider’s team will cover down on the western part of Kosovo as well. It’s an opportunity for the American troops in the east to gain valuable experience from their multinational counterparts in the western portions of the country. “We try to train with Swiss and Austrians, they’re very good at what they do,” Schneider said. When Schneider does have some down time in Kosovo, she’s not one to just sit back and relax. Besides knitting, Schneider said she competes in a volleyball league with her platoon and she’s also training for a marathon. “I’m a multi-tasker … I hate just watching TV, I need to do lots of things at once,” Schneider said. Growing as a leader Schneider said her deployment to Kosovo has offered her a chance to excel as a leader and grow her team. “The team bonded right away, we all just clicked,” Schneider said. “We choose to be with each other even when we don’t have to. It comes naturally to us.” Although the team shares the common bond of serving in a job whose unofficial motto is “Initial success or total failure,” it’s more than the shared skill set that brings them together. “They know that I care, so they care,” Schneider said. “I care about our mission, but I also care about them.” Schneider said being in such a small career field in the Army and meeting troops with desire, motivation and drive has made her experiences so far in her young career special. She credits the team for doing everything they can to mentor her and make her the best officer that she can be. Sgt. 1st Class Randy Walker serves as the EOD team noncommissioned officer in charge for Schneider’s crew, and the 19-year Army veteran with four deployments under his belt said Schneider will leave the KFOR mission as a very experienced lieutenant. “She’s very driven, and she’s positive pretty much about everything,” Walker said. “There are lots of people clamoring for these types of

deployments.” Walker said she offers a fresh outlook to the team, and he said her confidence is something that’s expected in their line of work. Walker also mentioned the leadership growth he sees in the young officer. “She’s growing, still working on what kind of officer she’s going to be, and I’m happy to contribute to that,” Walker said. As for being a female in a dangerous job, it doesn’t faze Schneider. “As a female in the military, I haven’t felt any different,” Schneider said. “You just have to be confident in what you do.” When asked about having a female team leader in EOD, Walker smiled and relayed a story he was a part of years ago. Walker recalled a suit test, where potential EOD candidates are required to don the 80-pound EOD suit and perform a variety of tasks, such as running and carrying objects. Walker was there to offer his recommendation for potential EOD troops. He said there was an infantry male Soldier there who everybody thought would breeze through the test. He said there was also a female officer participating with a hurt back. “The infantry male puked and quit,” Walker said. “The female lieutentant got my recommendation.” Planning for the future Schneider has her sights set on eventually becoming a company commander, and she expects to attend the Army’s Captains Career Course shortly after her return to Kansas. Although she’s unsure about whether she’ll be able to stay on with EOD, as the career field is competitive and cutting back on numbers, she’s still dedicated to her goal. “I could possibly go to logistics, it would be a new challenge” Schneider said. “My ultimate goal would be to stay and command an EOD unit, but I will do my best wherever they put me.” Schneider said she’s not looking too far into the future, but could see herself going back to law school, either on the military or civilian side. As for her platoon leader, he’s hoping she can stick around the field and continue to lead EOD troops. “It would definitely be a loss if she can’t stay in the career field,” Walker said. George Washington, who’s birthday has been celebrated as a national holiday for the past 130 years, commanded the Continental Army and led the American colonies to victory in the Revolutionary War. Later, he also served as the first President of the United States, and as a result of his outstanding service, has become known as “The Father of Our Country.” In 1885 Chester Alan Arthur, the 21st president, signed a bill establishing Washington’s birthday as an official federal holiday. Eighty-three years later Congress passed the Uniform Holidays Bill of 1968 to create more three-day weekends for federal employees by moving three existing federal holidays (Washington’s Birthday, Memorial Day and Veterans Day) from fixed calendar dates to designated

Mondays. In doing so, Congress also established Columbus Day as a new federal holiday. Another great president – Abraham Lincoln – who preserved the Union during the Civil War, was also born in February. During debate on the bill, it was proposed that Washington’s Birthday be renamed Presidents’ Day to honor the birthdays of both Washington (February 22) and Lincoln (February 12). Although Lincoln was included in the new holiday, the proposed name change was initially rejected. In 1971, Washington’s birthday was officially changed to Presidents’ Day, and it was expanded to celebrate the lives of not just Washington and Lincoln, but all the U.S. presidents.
