Base Holds First #AskNSANaples Facebook Event By Naval Support Activity Naples Public Affairs

Members of the Naval Support Activity Naples, Italy community participated in the base’s first #AskNSANaples Facebook event February 15. The new communication tool is intended to help foster increased audience engagement by inviting questions about new policies and projects. Last week’s inaugural event fo-

cused on post office box construction on Support Site and a new, e-mail based package delivery notification system. Community members were invited to post their questions regarding these topics during an hour long period, during which Tim Callahan, Fleet Logistics Center Naples postal officer, was on hand to provide expert answers. “We spend a lot of time

telling people what we’re working on or what services are available to them, but we don’t always get the chance to hear what’s on their minds,” Callahan said. “This was a great way to let people ask us the questions they’ve got all at once.” Questions asked included how to sign up for a Support Site post office box, how to sign up for package delivery e-mail notifications, and whether or not Joint Force Command NATO personnel were eligible to have their

post office boxes located on Support Site. Callahan explained that once construction is complete, sponsors stationed here under orders will be able to request their boxes be moved to Support Site from Capodichino if they choose. Eligible personnel will be notified when this is possible. He also stated that personnel with boxes at Capodichino can now sign up for e-mail notifications by filling out and ASK NSA NAPLES

Global democracies are working together, Defense Secretary James N. Mattis said February 18, 2018, to reporters traveling with him as he wrapped up a European trip to reaffirm key partnerships and alliances. The secretary’s travels included meetings with defense leaders in Rome, taking part in this year’s first meeting of NATO defense ministers in Brussels, attending the 54th Annual Munich Security Conference in Germany, and meetings with leaders and troops from U.S. European Command and U.S. Africa Command. The Defense Department has three lines of effort that include creating stronger alliances by working by, with and through partner nations, Mattis told reporters. To that effort, “NATO remains our No. 1 alliance,” he said, adding that he was heartened at the ministerial by various nations’ continued increased defense budgets. “[Just] to look around that room and see 29 nations all working together … you have to remember the fundamental strength of that alliance,” the secretary said. I’d like to end this week and begin the next one by offering a warm NSA Naples welcome to Rear Admiral Lisa Franchetti, our incoming Commander Sixth Fleet. RADM Franchetti arrived here Tuesday from her tour as Executive Assistant to the Deputy Chief of Naval Operations for Operations, Plans and Strategy, in Washington, D.C., A surface warfare officer, she has commanded ships at sea, two carrier strike groups, and served as Commander, U.S. Naval Forces Korea. Admiral, as the newest member of our NSA community here in bella Napoli, Benvenuta e buona fortuna! I think the best way to welcome any new addition to our community is through a strong sponsorship program. Our Fleet and Family team has created just that and will be offering some new training next week. Wednesday, February 28th will be the date of their next sponsorship class and I highly encourage all interested in being a sponsor to attend. As a sponsor, you assume the important responsibility of helping new personnel and their families during the permanent change of station (PCS) process. As we all know, this is a challenging time, even for those of us with prior overseas experience, so the work done by sponsors is extremely crucial to ensuring personnel are able to arrive ready to support the mission. Parma Designated as 2020 Italian Capital of Culture The city of Parma, in northern Italy has been designated as the Italian Capital of Culture for the year 2020. Culture Minister Dario Francheschini announced Friday that Parma beat other Italian cities including Agrigento, Bitonto, Casale Monferrato, Macerata, Piacenza, Merano, Nuoro, Reggio Emilia, and Treviso. The city of Parma is famous for its prosciutto and parmiggiano cheese and was named a UNESCO Creative City for Gastronomy in 2015. Study Shows Age Disparity Between North, South Italians According to a study by the National Observatory for Italy’s Regional Health, people in the northern region of Trentino can expect to live three years longer than those in the southern region of Campania. The health gap between north and south shows differences in average life expectancy where in the southern men lived an average 78.9 years and women 84.1 while in the north 81.6 years for men 86.3 years for women. The study also shows that people with a higher education are more likely to live longer because it is thought they are more informed about health issues and take better care of themselves. Italian Airline Meridiana Changes Name to Air Italy The Italian airline Meridiana announced its name officially change to Air Italy with the support of the new shareholder Qatar Airways aims to be the national carrier for Italy. The president of Meridiana said the newly named airline expects that within

five years its fleet of 50 planes will have transported 10 million passengers. Its new hub will be Malpensa airport (near Milan in northern Italy), while the headquarters will remain in Olbia, Sardinia. The new destinations will include long-haul flights to New York, Miami and Bangkok, along with shorter flights to domestic options including Rome, Naples, Palermo, Catania and Lamezia Terme. Further long-haul destinations are expected to be announced by the end of 2018. Air Italy aims to create more than 1,500 jobs thanks to development plans linked to the new business plan. Frigid Weather Expected This Weekend Icy rain and snow is expected to hit Italy this weekend with a sharp drop of temperatures everywhere. A wave of Siberian air will bring widespread snow and temperatures below zero even in the south of Italy with chances of snow at low altitude. Vesuvius has been covered with a blanket of snow this season, but don’t despair, warmer weather will soon be here, the official start of spring on March 20. Keith Jarrett, American Pianist, Composer to be Honored at International Music Festival this Fall American pianist and composer Keith Jarrett will be awarded the Venice Biennale Golden Lion for his career achievement at the 62nd International Festival of Contemporary Music on September 29, 2018. For this occasion, Jarrett will perform one of his legendary improvisations on the piano. The motivation for this award is that Keith Jarrett is one of the most important pianists of improvisation and jazz music who has experimented with extraordinary talent and creativity in various genres including classical music.

HISTORY: FIRST FEMALE CAPTAIN

On February 26, 1944, Sue Sophia Dauser, Superintendent of the Navy’s Nurse Corps became the first woman in the Navy to receive the rank of Captain. She was born Sept. 20, 1888, in Anaheim, California. Dauser earned her nursing degree from California Hospital School of Nursing in 1914, and she remained there serving as a surgical supervisor until 1917. When the United States entered World War I in April 1917, Dauser joined the naval reserve. By October 1917, Dauser was on active duty, training at the Naval Hospital in San Diego, and shortly after that, she was promoted to chief nurse. In August 1918, Dauser and the nurses in her charge left for Liverpool, England. From there, she went on to Edinburgh, Scotland, where her nurses cared for both British and American forces. From the end of the war in 1918 until 1939, Dauser’s assignments took her to every naval station on the West Coast, as well as Guam and the Philippines. In addition to serving at shore hospitals, she served on several ships, and was at the bedside of President Warren G. Harding when he died in San Francisco in 1923. In 1939, Dauser was appointed superintendent of

the Navy Nurse Corps. Her main charge was to prepare and expand the Navy’s Nurse Corps, for what the War Department anticipated would be another major war looming on the horizon. She also had another more personal mission: to obtain equal rank and privileges for Navy nurses, who, although being treated as officers, received neither the same pay nor benefits, as male officers. At the start of World War II, the Navy had only about 600 nurses, but by the end of the war in 1945, the Nurse Corps was

11,000 strong. And in 1942, Congress authorized full officer’s commissions and equal pay for Navy nurses. Both achievements were a result of Dauser’s untiring and selfless work. On February 26, 1944, Dauser was promoted to captain. In 1945, Secretary of the Navy James Forrestal presented Dauser with the Distinguished Service Medal, the first Navy nurse to earn that honor: Another first for this remarkable woman. A veteran of two wars, three ships, and 28 years of active duty, Dauser retired in November 1945. She lived the remainder of her life in La Mesa, California, until her death on March 11, 1972.

SPOTLIGHT: APRIL HOFFORD-ORONA Each year, the USO recognizes a volunteer whose testament of generosity, dedication, and service has gone above and beyond. This year’s selection embodies the spirit of the USO Volunteer Committee and we congratulate April Hofford-Orona for her recognition as the 2017 USO Naples Volunteer of the Year. Hofford-Orona created and lead family events that benefited hundreds of military children, supported calls to serve troop lunch, crafted and baked at home for programs, and brought unsurpassed goodness to USO programs. “We witnessed April’s selfless to this community, and to the USO, in a multitude of events and occasions,” Sabrina Pullido, USO area director for Naples, Rome, Sigonella, and Vicenza, said. “We were all blown away by her passion, stamina, and teamwork.” From our weekly snack attack to family night bingo, every opportunity Hofford-Orona takes on with USO Naples is transformed into a special celebration for our military families, thanks to her tremendous creativity and fierce commitment to delivering magical experiences that make our community feel at home. When asked before about why she volunteers her time and passions with the USO, Hofford-Orona said, “I genuinely enjoy giving to my community and seeing happy faces. I think the little things in life really are the big things, and if I can add something to make someone’s day a little brighter or to make an event a little more colorful, why not?” On behalf of the entire USO Naples family, “April, we thank you for helping make so many days a little brighter.”

Roald Dahl’s Beloved Musical Coming to NSA Naples By Mark Reid Naples Community Theatre

“Come with me, and you’ll be, in a world of pure imagination.” With those immortal words, Gene Wilder enticed generations of children to peek behind the curtain and into the colorful and thrilling world of Willy Wonka’s Chocolate factory. Five lucky children, finders of Wonka’s golden tickets, were given the rare chance to enter into the most prestigious chocolate factory in the world, where surprises and lessons lurked behind every corner. Luckily for the Naples Community, that same opportunity is coming soon. The Naples American High School will produce the charming Roald Dahl musical “Willy Wonka and the Chocolate Factory” March 1 through 3 at 7 p.m. (with a special matinee at 1 p.m. on March 3 at the Naples American Middle High School. This beautiful ensemble production utilizes 30 talented singers and dancers to bring the world of Willy Wonka to glorious life. This production is helmed by the talented and versatile Scott Morrise, who challenges his performers to excel and delivers a truly heartfelt production. Morrise describes the show as “a touching and sentimental view of youth, what we remembered, what we desperately wanted, and what, ultimately, we learned about ourselves. In this rendition, we get to experience first-hand the joys of being a child, an appeal to our younger and more hopeful selves. The brilliance of this show is that we enter as adults, and through the songs and dances, we reveal the inner child still present within us all.” Willy Wonka is played by Sam Smith, who glides effortlessly above the fray of his young charges, but delivers revealing and often poignant lessons to each. His performance is both charismatic and thought provoking, as he always seems to hide the smile behind each correction he gives the children.

Charlie is played by Nicasio Shiels, who embodies the sweet and effervescent youth who is the story’s chief protagonist. This Charlie, however, is no angel, but maintains a quiet and solid character that is revealed as the show progresses. Morrise is quick to point out differences between this production and the two films. “The story is much closer to the Roald Dahl novel than to either of the motion pictures. We see much more of Charlie’s home life, and characters that were only referenced in the original film are fully developed here. In this way, the show is a modern and mature production, and is inviting to those familiar with the movies as readily as to those who have never seen the show.” Morrise was very quick to thank the many volunteers associated with this production. “The production would not be occurring without the help of many students, cast members, parents, faculty, and community leaders. A complex musical requires many hands to make the magic,” he said. “In fact, I often refer to this production as a ‘Magical’ instead of a musical, due to the incredible talents and efforts required. Live theatre provides the most magical experience, because in one place you see the work of singers, dancers, actors, artists, light and sound designers, costumers, set builders, stage hands, and so many others.” Tickets are available through the website SHOWTIX4U.com (search for Naples American High School), and are $7 for adults, $5 for children 4-17, and free for those aged 3 and below. Activating the powersave function on your computer is a super-easy way to shave up to $90 a year off your utility bills. Exactly how much you save depends on whether you use a laptop or a CPU and a monitor and how long you currently leave your computer on for. Low power mode also helps equipment run cooler so it lasts longer. Get into the habit of turning off your monitor when you walk away for 20 minutes and your computer when you leave your desk for more than two hours, and you'll rack up even more savings. Reduce the brightness setting of your television. Select the “home” mode because the “retail” or “vivid” mode (the default setting for most TVs) uses up to 25 percent more power, according to the Natural Resources Defense Council. While you’re at it, activate the energy- and power-saving modes on your TV and other appliances and save around $43.04 a year. Video game consoles, such as the Sony PlayStation 3 and Microsoft Xbox 360, use nearly the same amount of power when they are turned on and left idle as they do when you are actively playing a game or watching a movie. Navy Updates Selective Reenlistment Bonus Plan From Chief of Naval Personnel Public Affairs

The Navy updated the Selective Reenlistment Bonus (SRB) award plan for active component (AC) and full time support (FTS) Sailors in NAVADMIN 032/18 released February 15. This NAVADMIN updates NAVADMIN 311/17, adding award levels for 39 skills in 24 ratings and increasing one award level. There are no decreases or deletions of skills in this update. In addition, this NAVADMIN provides Sailors more flexibility, by expanding the eligibility window to reenlist for SRB from 90 days to 180 days before a Sailor’s EAOS. However, Sailors who are nuclear qualified, have an early promote on their most recent regular periodic evaluation or are eligible for combat zone tax exclusion

are authorized to reenlist any time during the fiscal year of their EAOS, per this NAVADMIN. Eligible Sailors desiring SRB reenlistment are encouraged to work with their command career counselors, command master chiefs and chains of command to discuss timing of reenlistment and procedures well before their EAOS. Requests are required to be submitted a minimum of 35 days prior to the requested reenlistment date. SRB serves as an incentive for those Sailors with critical skills and experience to remain in the Navy. Enlisted community managers continuously monitor the health of their communities to maintain acceptable manning levels in critical skills, and recommend adjustments to SRBs when necessary. Making Wireless Devices, Electronics Work In Italy From Navy and Marine Corps Spectrum Office Europe and Africa (NMCSO EUR/AF)

In today’s society, the use of wireless devices for work and personal use is both ubiquitous and essential. When it comes to use of personal electronic equipment in Europe, the primary concern of new arrivals is the difference in the electrical output (220 vs 110 volt) from the wall socket or whether the cell phone they bought in the U.S. will work in Europe. Do you wonder why the Navy Exchange in Naples does not sell some of the items readily available in the U.S. or from online retailers? In foreign countries, just like in the U.S., the radio frequency spectrum is a finite natural resource which is divided into different frequency bands designated for very specific purposes such as wireless internet and cellular telephones. Additionally these bands are split between government and non-government users, or shared by both. Each nation controls the use of the spectrum within their territorial limits and may allocate the spectrum differently from their neighbors in Europe and from the U.S. This often means that commercially procured U.S. items may not be authorized for use in a foreign county because they cause interference to host nation systems. “So how does this impact me?” you might ask. For starters, many of the everyday items you use in your home such as the cordless handset for your house phone, wireless baby monitors, radio controlled toys, and wireless speakers and microphones may not be operating in the frequency ranges established by the Italian Government and the International Telecommunications Union (ITU) regulations. The ITU is a State Department “Treaty in Effect” between the Host Nation and the United States, which means Italian spectrum management regulations are enforceable on U.S. entities, to include the U.S. military and those agencies and personnel contracted to provide services to the U.S. military. So if your personal electronic device is found to be causing interference, whether on base or off, you can be directed to turn it off and not use it again for the remainder of your time here in Europe. Depending on the situation, monetary fines and confiscation of the electronic items by Italian law enforcement personnel are also possibilities. In short, all wireless capable devices must be marked with the CE or “Conformité Européene” label (which can be found on the device and packaging) and operate in accordance with the table of allocations for Italy. We are very responsive to their needs. That's the way we do it,” he said.

Zoolandia, in nearby Fasano, provides intrepid explorers with a one-of-a-kind drive-thru safari zoo experience for an unforgettable day or overnight trip. Nestled along the Adriatic Sea, Fasano is a 150-acre zoological and amusement park located about a three-and-a-half hour drive east of Naples. It is the first zoological wildlife park in Italy and one of the largest of its kind in Europe. Visitors are welcomed by Jurassic Park-style double gates as you enter the safari part of the zoo. Since animals in different sections of the park are able to roam around your vehicle, don’t be surprised by warning signs telling you to roll up your windows as you drive through sections where animals like lions, tigers and bears are able to walk right up to your car as drive through their area. It’s one thing to put your windows down to feed deer, camels, ostriches or giraffes; it’s quite another when the paws of the animals seem larger than your head. It’s not the vast, open grasslands of an

African savanna, but you have more of a guarantee of seeing the animals during your visit. You may be able to witness lions wrestling, bears doing a little stand up boxing or a tiger using a 20-foot tree like it was a tiny scratching post in the corner of your home. There are also normal amusement park rides like roller coasters and log rides, as well as water shows and carnival-style games at Zoolandia. The seal show is a favorite and is usually packed with families and excited children who are allowed to interact with the slippery performers. They also have other aquatic performances at scheduled times throughout the day and a train that will take you through a monkey jungle and other park areas. A Panorama/NSA Public Affairs Office courtesy service available for U.S. or NATO ID cardholders who have orders to PCS within six months. RULES: • New ads must be submitted on a completed Mercato form, along with a copy of both the member’s ID card (front and back) and ONLY the first two pages of PCS orders or equivalent. • Ads are limited to one per category and 25 words maximum. Ads for free pets are limited to one per person or organization (copy of ID required) and run on a space-available basis. One contact phone number per ad; no e-mail addresses. • Deadline for submission is Monday, noon for the following Friday. Public holidays (U.S. or Italian) are not an exception to this rule. ADS RUN ONE WEEK ONLY! • Any incomplete ad or ad received after the Monday, noon deadline will not be printed in that Friday’s issue. Late submissions will be considered for the next available publication.
