‘Make Saving Automatic!’ is the theme for this year’s “Military Saves Week,” which runs February 27 through March 4, 2017. Partnered with the Department of Defense Financial Readiness Campaign, this week is an opportunity for installations and organizations to promote good savings habits and a chance for service members and their families to assess their own saving status. The program focuses on helping service members achieve their financial goals by providing savings advice, financial tools and resources, and motivation. “Military Saves Week” serves as part of the Military Saves Campaign, a year-round social marketing campaign to persuade, motivate and encourage members of the DoD to save money and reduce consumer debt. Mattis Meets With Middle Eastern Leaders From DoD News

On his first trans-Atlantic trip in his current post, Defense Secretary Jim Mattis met with leaders from three U.S. allies in the Middle East, according to a news release issued by the Defense Department February 20, 2017. Meeting With Ghani in Munich At the Munich Security Conference on February 17 Mattis met with Afghanistan President Ashraf Ghani. The men discussed the two countries’ commitment to the safety and security of Afghanistan, the release said, and Ghani thanked Mattis for the sacrifices that U.S. military personnel have made and continue to make in his country. Mattis and Ghani also discussed the status of reforms in the Afghan security forces, and they both noted anti-corruption efforts are among the work that still needs to be done, the release said. Mattis thanked Ghani for his leadership and for his enduring partnership with the United States. I hope everyone enjoyed the long weekend following AC17 and took some time to celebrate Presidents Day. The weather was picture perfect and it was a great opportunity to enjoy outdoor adventures like exploring one the many local UNESCO World Heritage Sites or snow skiing in the mountains. These options are a unique advantage to being stationed in Naples, Italy. If you are ever looking for something to do, look up the many tours available from MWR and the USO. Military Saves Week is February 27 through March 4, 2017. The week is an annual reminder and opportunity to promote good financial fitness and a chance for individuals to evaluate their strategies for spending and saving money. This year’s campaign is especially important as many junior service members will have the choice to opt in to the new Blended Retirement System. Throughout this year educational resources and training will be made available through FFSC to help you to make the best decision for you and your family. You can access the BRS website at militarypay.defense.gov/BlendedRetirement and review other resources at militaryonesource.mil. Ombudsmen are volunteers who are appointed by Commanding Officers to serve as a direct connection between command leadership and families. FFSC provides a variety of services to support and enhance the Ombudsman Program, and ensures each command has a a voice at monthly Ombudsman assembly meetings. NSA Naples recently appointed a new Ombudsman, Rozmary Seastrom, who is really looking forward to working with our families and the greater community. Thank you Rozmary and thank you to all of the area Ombudsmen for serving this important role. As we prepare for the upcoming PCS season, it is very important for sponsors to reach out to their command Ombudsmen to ensure they have the latest information to pass along to inbound families BEFORE they arrive in Naples. We are currently in the middle of the Carnevale celebration. While most Americans are familiar with Mardis Gras we may not be aware the two events share the same ancient origins. A Roman celebration of Saturnalia evolved into many versions of what are now Mardi Gras and Carnevale events around the world, which now lead into the Lenten season. These celebrations now stretch into week long (or longer) festivals, parades, and parties that are spectacular events in historic centers in Italy such as Venice, Viareggio and Acireale. So please go out and contact your Ombudsman, enjoy the spring weather, see the sights and stay safe!

Taxi Drivers Call off Strike After six days of sitting idle, taxi drivers reached a deal late Tuesday with the government after five hours of intense negotiations. Taxi drivers said the current rules benefit ride-hailing services such as Uber or NCCs (rental cars that come with a driver) because unlike taxis these ride-hailing services can buy licenses in smaller towns (where they cost less than taxi licenses), but then they use them to work in cities where they compete directly with taxis. Taxi drivers also complain that they have to work under fixed tariffs while Uber and NCCs can charge as much as they like. The government postponed the bill to regulate car-hire services because it wanted more time to investigate the issue; and said they will meet again with taxi and NCC representatives soon. Grand Parade to Celebrate Last Day of Carnevale Tuesday Carnevale is celebrated in Italy with parades, masquerade balls, music and parties 40 days before easter and with a huge party before Ash Wednesday. Because the date of Easter changes yearly, so does the date for carnival festivals which can be anywhere from February 3 to 9. The most popular carnivals in Italy are Venice, famous for its elaborate and traditional masks, and Viareggio, famous for its traditional parade of floats made of paper-pulp, depicting caricatures of popular people, such as politicians, showmen and sportsmen. Naples celebrates the last day of Carnevale on February 28

with a Grand Parade through the streets of the historic center. The parade starts at 3 p.m. from Piazza del Gesù, Via Toledo, Piazza Carità and the grand finale at Piazza Banchi Nuovi. Caserta Royal Palace Theater Now Open for Tours on Weekends The theater inside the Royal Palace in Caserta has never been open to the public, until now. This beautiful eighteenthcentury theater will be open for tours from 10 a.m. to 1 p.m. every Saturday and Sunday thanks to volunteers of the Italian Touring Club. The theater is located on the western side of the palace. It was inaugurated in January 1769 by the young King Ferdinand and Queen Maria Carolina at the presence of the Neapolitan aristocracy. It was an exclusive theater used only for the court and it was equipped with a private entrance that allowed the king to go directly to the royal stage. Visitors can now admire this jewel of the palace, which has never been open to the public and therefore it is little known. Dinosaurs Return to Naples The Natural Reserve of Astroni is one of the most important natural park of Naples located in an extinct volcano of 247 hectars in the Phlegrean fields in Agnano. The Reserve will host a Dinosaurs exhibition with 40 dinosaur specimens reconstructed in all details from March 4 to November 5, 2017. The prehistoric theme exhibition will include the T-Rex and the huge Diplodocus. The exhibition will be open only on weekends from 9:30 a.m. to 6:30 p.m. (last entry will be at 4:30 p.m.)

HISTORY: FIRST FEMALE CAPTAIN From Navy History and Heritage Command

On Feb. 26, 1944, Sue Sophia Dauser, Superintendent of the Navy’s Nurse Corps became the first woman in the Navy to receive the rank of Captain. She was born Sept. 20, 1888, in Anaheim, California. Dauser earned her nursing degree from California Hospital School of Nursing in 1914, and she remained there serving as a surgical supervisor until 1917. When the United States entered World War I in April 1917, Dauser joined the naval reserve. By October 1917, Dauser was on active duty, training at the Naval Hospital in San Diego, and shortly after that, she was promoted to chief nurse. In August 1918, Dauser and the nurses in her charge left for Liverpool, England. From there, she went on to Edinburgh, Scotland, where her nurses cared for both British and American forces. From the end of the war in 1918 until 1939, Dauser’s assignments took her to every naval station on the West Coast, as well as Guam and the Philippines. In addition to serving at shore hospitals, she served on several ships, and was at the bedside of President Warren G. Harding when he died in San Francisco in 1923. In 1939, Dauser was appointed superintendent of the Navy Nurse Corps. Her main charge was to

prepare and expand the Navy’s Nurse Corps, for what the War Department anticipated would be another major war looming on the horizon. She also had another more personal mission: to obtain equal rank and privileges for Navy nurses, who, although being treated as officers, received neither the same pay nor benefits, as male officers. At the start of World War II, the Navy had only about 600 nurses, but by the end of the war in 1945, the

Nurse Corps was 11,000 strong. And in 1942, Congress authorized full officer’s commissions and equal pay for Navy nurses. Both achievements were a result of Dauser’s untiring and selfless work. On Feb. 26, 1944, Dauser was promoted to captain. In 1945, Secretary of the Navy James Forrestal presented Dauser with the Distinguished Service Medal, the first Navy nurse to earn that honor: Another first for this remarkable woman. A veteran of two wars, three ships, and 28 years of active duty, Dauser retired in November 1945. She lived the remainder of her life in La Mesa, California, until her death on March 11, 1972.

SPOTLIGHT: MARK LUDINGTON

Mark Ludington was born and raised in Valparaiso, Indiana. In 1990 Ludington made the decision to join the United States Air Force, which he dedicated seven years of service. In 2004, Ludington discovered his passion for volunteering. Anyone who meets Ludington can immediately understand how volunteerism comes as second nature to him, as he is truly passionate about helping others. Ludington and his wife arrived at Naples in 2013. Almost immediately he set out to find where his next venture in volunteering was going to be, and that is when he discovered the Naples American Red Cross. Public speaking comes naturally to Ludington. It is obvious when he speaks to newcomers about the Naples Red Cross at area orientation that he truly loves helping people. For newcomers, Naples can be quite challenging, so that is why he is a perfect fit as the voice of the Red Cross at AO; he ensures that each individual is personally given the proper resources regardless of the matter. Ludington is also a great role model, and he proudly credits his grandfather’s wisdom and lessons he was taught as a child, as the reason why he selflessly gives back to his community in any way he can. “The Red Cross is about everybody, and volunteering is about helping out the community whenever in need, no matter what,” Ludington said. In his free time Ludington and his wife love to travel and discover new destinations. The small towns along the Amalfi Coast have been their absolute favorite travel destinations, especially, Villamare, Ogliastro and Ravello. Although their time in Naples is now limited, he says is excited to get back home to spend much needed quality time with his children and grandchildren. The Naples Red Cross family and all those he has helped during his time here will undoubtedly miss him, too. Fair winds and following seas.

Households Goods Move Timelines Compressed Due to FY17 CR From Naval Supply Systems Command Global Logistics Support Office of Corporate Communications

The Navy Household Goods (HHG) global team announced February 8 Sailors should expect a compressed timeline for planning and scheduling military moves through the end of the Continuing Resolution (CR) for fiscal year 2017. As a result, once Sailors are in receipt of orders from their detailers, they should submit those orders to the HHG website within 72 hours to initiate the HHG shipment process. The website for submitting orders is www.navsup.navy.mil/household. The consequence of the CR is service members will receive their orders only approximately two months prior to their expected move timeframe. Due to the way resources are phased and allocated under a CR, the Navy currently does not have sufficient funds in its manpower accounts to allow for the normal three to four month lead times for Sailors’ PCS orders. Besides the time constraints, the impact of the CR will be exasperated by the usual annual peak season challenge of private-sector capacity limitations across the industry; shipping, packing, and transportation. “We are operating under a compressed timeline due to the current CR, and our personnel working at Navy Household Goods are doing everything in their power to facilitate PCS moves once Sailors provide their official orders on-

line,” Rear Adm. James McNeal, commander, Naval Supply Systems Command Global Logistics Support, said. Navy HHG is providing scheduled, live webinars in an effort to help educate Sailors and their families on the HHG moving process. The schedule for the webinars is available on the www.navsup.navy.mil/household website. “We are making extra effort to ensure our Sailors and their families are taken care of during the PCS move process; however, I cannot stress how critical it is that the service member follow the guideline to submit their official orders to our website online as soon as possible once in receipt,” Deborah McGlennon, HHG program manager, said. “PCS moves are always a team effort between the Sailor, the family members, and the Navy HHG team, but they begin with that first action – submitting the official orders online,” McGlennon added. “That must be initiated by the Sailor.”

ENERGY CONSERVATION March Energy Madness From NSA Naples Energy Management Team

Energy conservation and awareness is an important topic has a large impact on our finance. Energy bills are the single largest cost for Navy installations, reflecting about 28% of Navy’s shore budget. NSA Naples continues to encourage all NSA Naples Tenants to improve the culture of the energy conservation in their organization. In order to improve the energy awareness this Year NSA Naples is promoting a new energy conservation competition called “March Energy madness” to see which of the facilities can conserve most electricity. How it works All facilities at Capo and on Support Site equipped with an advanced electrical meter or standard electrical meter will compete in electrical energy conservation. PWD will compare for each facility the March 2016 electrical consumption with the March 2017 electrical consumption. The facility with the biggest reduction in the electrical consumption will win the competition. The BEM assigned to the facility will receive a prize. However the goal is to not only raise awareness but also take action by showing the easiest practices you can apply in your facilities and at your home. All facilities are able to reduce energy consumption by practicing a few easy energy saving actions: ● Ensure all equipment is turned off when not in use. ● Shut-down computer monitors at the end of the workday. ● Ensure lights are off when spaces are unoccupied ● Use your window for the natural daylight instead the artificial lights. ● Ensure office windows and doors are closed. ● Unplug the electronic devices when you aren’t using them (e.g. unplug the cellular phone feeder from the electrical outlet when your cell is 100% charged or when your cell is not connected, etc.) It will save money and is a good practice to preserve our environment and resources. MVRO Tips: The Three Vehicle Limit By Kim Nelson NSA Naples MVRO

Every vehicle belonging to an Allied Forces Italy (AFI) member is required to be registered in the AFI system. However, AFI members may only have three vehicles registered at any one time. The only exceptions to the limitation are mopeds or motorcycles under 51cc, of which AFI members may register one per 18-year-old driver in the household, and up to two trailers. Trailers include boat, motorcycle, and camper trailers that are towed by an AFIregistered vehicle. No other exceptions can be made for simultaneously registering more than three vehicles with engines sized 51cc or more: a sponsor may only have three vehicles at any given time. Additionally, they may only have three vehicles total during the duration of their tour. The reason behind the vehicle limitation is to prevent abuse of

the tax-free AFI registration privileges. As a result, once we have registered three vehicles, all additional vehicle registrations are subject to a case-by-case review and approval is not guaranteed. MVRO encourages departing AFI members selling a vehicle in the AFI system to have a conversation with the intended buyer to make sure the transaction will not be delayed due to the buyer having a fourth vehicle restriction. In the event that an AFI member has registered three vehicles previously and one needs to be replaced, the sponsor may only register a fourth vehicle upon ap-

proval of a request for a fourth vehicle. Please see the Motor Vehicle Registration Office (MVRO) for a copy of the request format and instructions to submit the request correctly. Incorrect request submissions will not be considered. It is important to start the request process early as it can take up to two weeks for the request to be processed, and the sponsor may be required to complete some action in order to obtain final approval such as scrapping or selling one of his/her other vehicles, providing proof of lien release, providing additional information, etc. All requests to register a fourth vehicle Italywide are routed through the CMVRO Director, which can result in a longer wait period in

busy seasons. It is preferred that transactions involving a fourth vehicle not be scheduled until the request has been approved as the system blocks the registration of a fourth vehicle unless it has been overridden by the CMVRO Director. Navy Dental Corps Lt. Kathleen Boland, the program director and lead instructor for the Red Cross Dental Assistant Program, spoke about how dentistry offers amazing opportunities to make an impact in our patients’ lives and literally brighten their smiles This program not only helps our patients, but offers a fantastic opportunity for those in the program to learn a skill set they can take back to the United States to help advance their career. The field of dentistry offers many rewarding career options. I’m excited to share all that dentistry has to offer with this year’s class.” The program is designed to prepare 5-6 individuals for entry level jobs in the continuously growing dental field. For six months from January through June, these candidates will learn dental anatomy and terminology, dental instruments, and equipment and materials while gaining experience in charting records, administration, and customer service. They will also be trained in sterilization, radiographs, and “four-handed dentistry” – the art of working together as a dentist-assistant team. In addition, LT Boland is planning on conducting one-onone dental laboratory training on how to fabricate stone dental casts and other basic lab procedures. The program is geared toward individuals without previous dental assisting experience, and is quite comprehensive; it requires 60 hours of in-class coursework and at least 500 hours of chairside training at Naval Hospital Naples’ Support Site Dental Clinic. Following their

successful completion of the program, many volunteers continue to serve in the clinic, lending a hand during busy times when military members are often required to juggle multiple responsibilities. The clinic depends on volunteers as much as the volunteers depend on the clinic – it is truly a mutually beneficial relationship. Every dental team member plays a part in training and mentorship of the Red Cross volunteers. Dawn Sims, a 2016 graduate of the Red Cross dental assistant program, says, “From not understanding anything about dentistry or what a dental assistant does, I can now say that I feel pretty confident because of the knowledge shared from the Sailors that trained me. I feel everyone has something to offer or a special technique that was passed down to me. Although getting to work with different doctors and different techs has made it clear that I need to be flexible.” Dawn not only learned a great deal during her time as a volunteer, but was able to parlay her experience into a new career opportunity. She was recently hired as a full time contract dental assistant at the Branch Clinic Capodichino Dental Clinic, and is thriving. Overall, the dental family at USNH Naples is here to educate the community about the importance of oral health and hygiene, and to serve those that serve our nation. At the end of the day, they go home happy, knowing that they help “keep warfighters in the fight.” The American Red Cross Dental Assistant Program is but one very important way that the dental clinic reaches out to the community in service of our mission.

February has been elected Teen Dating Violence Awareness Month. The Navy highlights this awareness campaign as a way to promote safe, healthy relationships, and respect within our adolescent population. The problem of teen dating

violence is growing in significant ways. According to the Centers for Disease Control (CDC), 21 percent of girls and 10 percent of boys reported they had experienced physical and/or sexual violence from a dating partner in the past 12 months. According to the website loveisrespect.org – a project of the National Domestic Vio-

lence Hotline – one in three adolescents in the U.S. has been a victim of teen dating violence. This statistic is higher than any other type of violence that teens experience. According to a 2015 CDC report cited by USA Today, these problems do not stop with the immediate violence; there are additional consequences as well. Teens who experience dating violence are more at risk for binge drinking, marijuana and cocaine use, suicide and having multiple sexual partners. The CDC also reports that 22 percent of adult women who experienced rape, physical violence, and/or stalking had first experienced some sort of partner violence between the ages of 11 and seventeen. As many parents may be aware, a significant factor involved with relationship abuse and violence can occur through technology and social media. It is important for our local Naples community to be aware that our children here are not immune to this type of violence. Current statistics provide shocking detail as to how technology can be a means of constant control in a teen relationship. For example: 68 percent of teens report that boyfriends/girlfriends sharing private or embarrassing pictures/videos on cell phones and computers is a serious problem. TEEN DATING VIOLENCE

So, what can we do to change this problem? By highlighting an issue that needs attention not only all year long but well before a child becomes a teenager. Parents can start talking to their children at a young age about what respect means. Before their children even date, parents can talk to them about healthy relationships. And, when their child becomes a teenager, parents can watch for changes in their behavior and not be afraid to bring up these sensitive topics to teach and allow their child to report. Communicate with your children

about the harm that results from inappropriate technological contact and teach them the red flags that are present in abusive relationships (jealous acts, constant put downs, excessive checkups through text messaging or phone calls, or threats to harm themselves if you want to terminate the relationship). Modeling healthy, respectful relationships with appropriate boundaries also helps children to identify and recognize what a healthy relationship should look like. Hopefully, as we discuss this topic and promote awareness, we will be able to reduce and even eliminate the presence of teen dating violence. Mardi Gras – or “Carnevale” as it is known throughout the world – began as a traditional Catholic festival that typically occurs before Lent. Mardi Gras is a French phrase meaning “Fat Tuesday,” referring to the day before Ash Wednesday It’s thought that Mardi Gras was first brought to Alabama by French explorers as early as 1699. However, the first recorded carnival observance occurred in Mobile, Alabama, in 1703. Celebrating Mardi Gras gave residents of Mobile the chance to enjoy the end of winter with a fine meal, some wine, and reminisce with families and friends. According to legend, Michael Krafft, a one-eyed Pennsylvania Dutch transplant, celebrated the season with friends at a restaurant in downtown Mobile in 1830. Following the meal, these tipsy revelers “borrowed” some agricultural implements from a sidewalk display outside a downtown hardware store. Then, with cow bells, rakes, and hoes in hand, Krafft and his friends paraded through the streets of the town and thus was born the Cowbellion de Rakin Society, the first parading Mystic Society. In 1866, after the Civil War, during the period when Mobile was still occupied by Union Forces, another group,

led by Joseph Stillwell Cain, decided to revive the Krafft parade (which had been on hiatus during the war). They “borrowed” a coal wagon from a local business, and dressed in improvised costumes depicting a legendary Chickasaw Indian chief, Slacabamorinico, they paraded through the streets of town, thus giving rebirth to Mardi Gras, which has been observed in Mobile ever since. Highlights of Mobile Mardi Gras history include the crowning of “royalty.” In 1872, Daniel E. Huger first reigned as Carnival King Felix I, and a carnival association was established. Ethel Hodgson ruled as Mobile’s first Mardi Gras queen in 1893. Later, in 1939, The Colored Carnival Association (later to be renamed the Mobile Area Mardi Gras Association) selected a king and queen and elected the “Mayor of Colored Mobile,” later retitled Grand Marshal. In 1968, Joe Cain Day was established as an all-inclusive street parade that anyone was welcome to join. While originating along the Gulf Coast, the Mardi Gras celebration – especially the costumes and parades where beads, candy and moon pies are thrown from floats – has quickly spread to communities around the country where people have joined in the festivities and now enjoy one of the world’s most beloved holidays.
