U.S., French Military Leaders Discuss Terror Threat in West Africa

The Naples Tiger Sharks held their second home meet of the season at Naval Support Activity (NSA) Naples Capodichino pool, Dec. 14, 2019. It was a quick and intimate standard meet, which allowed swimmers to compete one final time before a well-deserved holiday break. Some swimmers had tremendous performances and achieved additional qualifying times for the European Forces Swim League (EFSL) Southern Divisional Championship that will be held in Eindhoven, Netherlands, at the end of February. For many swimmers this meet was a perfect opportunity to have some fun swimming while competing against each other. TIGER SHARKS

In today’s world, everyone is connected. At home or in the office, wireless devices have become a part of normal life. The military is no different. More and more military functions are being conducted on commercially available devices. From tablets, cellphones and even drones, commercial devices are being used for a wide range of military functions. And, because of the saturation of devices at home and

on the battlefield, unit communications officer personnel, procurement specialists and commanding officers must be aware of the requirement for, and be familiar with, the spectrum supportability process for commercial off the shelf (COTS) equipment being used or procured in order to not cause or fall victim to harmful radio frequency interference or create operational security (OPSEC) issues per standing host nation and US military instructions. Army Gen. Mark A. Milley discussed the terror threat in West Africa with French Army Gen. Francois Lecointre during meetings this week and will present the French view of operations in that area as the Defense Department reviews the resources and personnel assigned to U.S. Africa Command. Milley, chairman of the Joint Chiefs of Staff, met Lecointre, his French counterpart, as part of NATO’s Military Committee meeting in Brussels. The French are leading efforts in West Africa and have more than 4,500 service members in the region, according to the French military. U.S. personnel in West Africa work closely with French, British and local forces to contain the terror threat. There is a danger from the Islamic State of Iraq and Syria in the region, and ISIS claims the terror groups in the area of Mali, Niger and Burkino Faso constitute a “province” of the caliphate. “There’s a variety of terrorist organizations that are operating in the area that have declared allegiance to ISIS and al-Qaida,” Milley told reporters. The U.S. military provides crucial logistic, aviation and sensing capabilities to local and partner forces, and French officials have said they need those capabilities to meet the challenges of the mission. Bologna Colonnade Nominated as Unesco World Heritage Site The famous Bologna city-center colonnade has been nominated as a Unesco World Heritage Site. Italy already has 55 unique historic sites. The Bologna colonnades stretch for more than 60 kilometers around the city center and its outskirts. They are the result of nine centuries of urban planning. The colonnades, called portici, date back to the Middle Ages, and most of the original wooden columns were replaced by stone or brick. Over the centuries the city introduced regulations to keep the arches open for public use with shops and workshops. The portici are a reference point of the city in which civic and religious spaces are perfectly integrated for all social classes. Italy has also identified the Via Appia, the first major Roman road, the Salento Baroque architecture, the historic center of Parma, and the Calabria Sila National Park as possible candidates. The UNESCO decision on Bologna’s colonnades is expected in 2021. Italy Takes Measures to Prevent Spread of Coronavirus After the outbreak of a new SARS-like coronavirus in China, Italy has sent out alerts to family doctors and launched a crisis unit. National Dante Alighieri Day Last week, culture minister Dario Franceschini announced that March 25 has been chosen to be National Dante Alighieri day. He said that there is one year until the celebrations of the 700th anniversary of Dante’s death, and there are many projects planned for the celebration. Dante is considered the father of the Italian language. March 25 was chosen because it is the date scholars put as being the start of the journey to the afterlife in the Divine Comedy.

Field Artillery Sound Recorder - These troops had the sickest beats. Until the development of radar, sound ranging was one of the most effective ways to locate enemy artillery, mortars and rockets. The process was first developed in World War I, and continued to be used in combat through the Korean War. From a forward operating post, a field artillery sound recorder would monitor an oscillograph and recorder connected to several microphones. When the sound of an enemy gun reached a microphone, the information would be recorded on sound film and the data from several microphones could be analyzed to locate the enemy gun. The technology is still in use today by many countries, which often use sound ranging in concert with radar. Airplane Woodworker - Although wood was largely phased out in favor of tubular steel in aircraft construction by the time World War II started, there was still a need for airplane woodworkers to repair and maintain existing aircraft — especially gliders and some training aircraft. Over the course of the war, technological advances reduced or eliminated the need for many manual occupations. This transition is captured in the War Department's list of military jobs from 1944, where entries like ''horse artillery driver'' appear just a page away from ''remote control turret repairman.''

MilTax: Military OneSource Offers Free Tax Prep

Tax season can be a dreaded time of year for many people, but the Defense Department’s Military OneSource offers the MilTax program to ease filing stress for service members and their families. There is no need to worry about costs in tax preparation because the services are free. MilTax kicks off on Military OneSource on Jan. 22, offering electronic filing via do-ityourself software and personalized support from a tax consultant. Those who qualify to use the free MilTax program are active-duty service members and their families, National Guard members and reservists, survivors and veterans who have left the service in the last 365 days, said Kelly Smith, a program analyst with DOD’s Military Community and Family Policy. Smith emphasized that whether filing on one’s own or seeking out assistance from a tax consultant, MilTax services are available year-round for extensions and circumstances unique to the military community. “It is important for service members and families to know that they have options when it comes to support during tax-filing season,” she said.

“[Services are] offered well past the tax deadline,” she said, noting that some service members may file extensions, have additional properties, are looking to sell their homes and other situations that are unique to military members. “Tax consultants can let our families know ‘how to maximize their refund,”’ she added. A particular advantage of using MilTax is the military tax expertise that the Military OneSource tax consultants bring with them to each session. They are certified public accountants or enrolled IRS agents, she said. They are knowledgeable about costs incurred during permanent changes of station, living in more than one state during the year, how to navigate benefits survivors may be entitled to, and other military-specific issues. The tax consultants are up to date on taxlaw changes that would affect service members. “Something we’re constantly working on and striving to do within [military community and family policy] is to raise awareness about the services that are offered through Military OneSource, so we’re constantly letting people know what’s available, and that support is essentially an entitlement to them to help them live their best military life,” Smith said.

BOTTLED WATER ADVISORY From NSA Public Affairs Except for those living at the Support Site and Capodichino, bottled water is recommended. Treated water is provided free of charge at a dispenser located outside the Capodichino east parking garage. All economy leases negotiated through the Housing office have a bottle water clause, which requires the landlord to provide bottled water. Work with landlords to have any water holding tanks disinfected twice a year, and ensure your tap water is disconnected from non-permitted wells and connected only to the city water system.

MAP Will Remain 20% of Total Advancement Opportunity in 2020 From Chief of Naval Personnel Public Affairs

Top-performing junior Sailors will continue to have the opportunity to be promoted to the next rank under the Meritorious Advancement Program (MAP), as outlined in NAVADMIN 005/20. MAP will account for approximately 20 percent of total advancements in 2020 with roughly half of the available quotas allocated for each season. Similar to last year’s guidelines, MAP will be considered in two “seasons” to coincide with the two Navy-wide advancement exam cycle in the spring and fall. Each cycle will begin just before and will conclude just after the exams, Mar. 1 through Apr. 30, and Oct. 1 through Nov. 15 for season one and two respectively. “We continue to see positive results of MAP by providing an avenue to fast-track promotion for Sailors who may not have the time in grade requirements for the advancement but are outperforming their peers,” said Vice Adm. John Nowell, chief of naval personnel. “MAP is doing what it is intended to do: empower commanding officers and their command triads to identify and advance

the most talented, experienced and proficient Sailors within their commands based on demonstrated performance and ability.” MAP is open to all Active-Duty, Full-Time Support Sailors who are E-3 to E-5 and meet eligibility requirements for the next pay grade to include completing the Professional Military Knowledge Electronic Exam (PMK-EE). When 2020 MAP Season One begins, the quotas will be uploaded into the system and can be found under the quota summary report tab. Select the website tab, MAP and then MAP quotas. Commands should designate at a minimum two individuals to set up user accounts in NSIPS to allow for the MAP automation process. The month of December marked the beginning of a two-week hiatus for the Naples Tiger Sharks, as the practice pool was closed for yearly maintenance. The Naples Tiger Sharks were back in the swing of things with the first home meet of the year, Jan. 4 and 5, 2020, which incidentally was the also the last home meet of the 2019-2020 season. Naples welcomed for the last time the Sigonella Swordfish and the Aviano Sea Dragons for a double meet that featured a pentathlon on Saturday and a standard meet on Sunday. Despite the two-week break, the Naples Tiger Sharks dominated on their own turf in true Naples Tiger Sharks fashion. For the pentathlon, where an astounding number of swimmers adorned the podium, the Tiger Sharks crushed the competition earning a total of 1,798 points over the Sigonella Swordfish (1,028 points) and the Aviano Sea Dragons (778 points). On Sunday, the standard meet was marked by many improved performances, a few additional qualifying times, and a final win over the two visiting teams with a score of 849 points. Two records were broken over the entire weekend, one EFSL record for the 200meters Freestyle (Shannon Buckley, 12) with a time of 2.15.41 and one team record for the 50-meters backstroke (Rhiannon Mhyres, 12) with a time of 35.01. In the end, this final home meet weekend was very successful for many swimmers.

Assistant Coach Heather Harrington expressed her satisfaction in coaching the team at the last home meet. “One of the most exciting things about coaching is the buzz that you get when swimmers push outside of their comfort zone and succeed,” Harrington said. “This last home meet was pure joy and excitement for me as a coach watching the swimmers putting into action everything they have learned from the coaches over the past few months.” With their last home meet firmly behind them, training is picking up in intensity again as the team prepares for the EFSL Southern Divisional Championship that will be hosted by the Sigonella Swordfish in Ragusa Sicily, Feb. 1. The Naples Tiger Sharks will need maximum participation as they attempt to capture their 15th consecutive title. Swimmers events for divisional championships are typically selected by the coaching staff, who carefully analyze each swimmer’s performance over the season and pick the events where the swimmers excel and are able to best represent the team on a points basis. The divisional championship is always an exciting meet where the teams’ competitive spirit and drive to succeed are evident. Let’s wish the Naples Tiger Sharks best of luck in their endeavor! DOD is working to ensure the National Defense Strategy is resourced correctly, so Defense Secretary Dr. Mark T. Esper has directed reviews of manning at the various combatant commands. According to the National Defense Strategy, the main effort is directed at the Indo-Pacific region to deter China, followed by Europe and Russia. North Korea, Iran; violent extremist organizations are the other threats. For a strategy to have any meaning, resources must back up the words. The U.S. Indo-Pacific Command should have the lion’s share of DOD resources, followed by U.S. European Command. Africom, U.S. Southern Command and U.S. Central Command have economy of force missions – meaning they have a lesser claim on U.S. military resources.

“We are doing a broad review … of U.S. military resources matching our broader national defense strategy,” Milley said. “In Africa, we’re doing that review. The question we’re working with the French on is the level of effort. Is it too much, too little, about right? And is it the right capabilities?” An economy of force mission means to use the least amount of force and resources to achieve objectives. “But economy of force doesn’t mean zero, and that’s important,” Milley said. “A lot of people think that we are pulling out of Africa.” What the review will do is recommend the capabilities needed to support the economy of force mission in Africom and then size it to the tasks and the threats, and level of effort that’s appropriate to achieve your objectives, Milley said. The Africom review should be completed in six weeks to two months, he said.

Systems like Wi-Fi routers or hand held radios being procured for DoD use onboard military installations must be evaluated to ensure the equipment does not cause harmful electromagnetic interference (EMI) to U.S. military equipment or host nation systems such as cell phone networks and first responder radio networks. To minimize risks associated with COTS equipment, the requestor, procurement specialist, and the approving authority must ensure that due diligence has been conducted to evaluate the characteristics of the equipment and ensure that it operates in accordance with the host nation and installation requirements prior to purchasing it. Commercial service providers have become very proficient in tracking down interference to their networks and have approached U.S. Forces in the theater multiple times to report that interference was originating from a ship in port or from a facility within the perimeter of a base. Here at Capodichino, interference was traced to several U.S. specification wireless conference phones. The reason these phones were causing interference was due to a difference in standards between the U.S. and Europe and Africa. Each sovereign nation has their own way of allocating the Radio Frequency spectrum, and they don’t necessarily share commonality with the U.S. standards. As such, not all U.S. products can be used in Europe and Africa since they can cause interference to, or fall victim to interference from, host nation systems. If a U.S. entity (government or private user) causes interference to a host nation system, they must cease transmission immediately, and in some cases can be fined or have the equipment confiscated. While cost and time savings from the commercial marketplace vendor is convenient, don’t throw away the governments money by purchasing equipment that is not legal at your duty station. Understanding these issues and how to deal with them offers a unique challenge to the acquisition community.
