The U.S. military advantage against near-peer competitors is eroding, and America must invest in capabilities to ensure deterrence, the chairman of the Joint Chiefs of Staff said November 14, 2017, at Tufts University’s Fletcher School of Law and Diplomacy in Massachusetts earlier this week. Marine Corps Gen. Joe Dunford – an alumnus of the school – said Russia and China have examined U.S. operations since the Gulf War and invested in capabilities and doctrines to counter America’s conventional overmatch. Two U.S. advantages come to the fore: the network of allies around the world and America’s ability to project power around the world, Dunford said. These are linked capabilities, he explained, citing U.S. intervention in Afghanistan in 2001 as the classic example. The United States was attacked on 9/11 by terrorists operating out of Afghanistan. Within a month, U.S. service members were on the ground taking the fight to al-Qaida – a move made possible by cooperation from allies and the ability of the American military to move people on a global scale and sustain them once they arrived. Happy Thanksgiving and I hope everyone enjoys their holiday weekend! It’s been extremely rewarding to see our base community come together this week during events like the Thanks filled Luncheons and Thanksgiving Taste of Home, put on by the USO and MWR. Thank you to everyone involved for spreading the holiday spirit. Many of us may also be looking forward to the upcoming winter holiday season as an opportunity to travel. Please make sure you are following all requisite travel requirements such as filling out an Individual Antiterrorism Plan (IATP) and checking out the Foreign Clearance Guide for the country you plan to visit. Turkey carving hasn’t been the only exciting event this week. On Monday and Tuesday our installation was honored to host the Secretary of the Navy, Richard Spencer, and his wife. Some of you were able to join us on a tour with Mrs. Spencer, showing her the USO, our schools, and the U.S. Naval Hospital. The tour was a great opportunity to show off our people, facilities, capabilities, and at times, the unique challenges we face. Our installation community was represented by the leaders of our Distinguished Visitor Spouse program, Mrs. Cindy Foggo, Mrs. Christine Grady, Mrs. Robin Williamson, Mrs. Jerrilyn Ishee, Mrs. Christina Dwyer, and Mrs. Heather Tynch. I also want to offer a well-deserved Bravo Zulu to all of our personnel that helped organize and work a community relations project at The Church of the Immaculate Conception in Secondigliano. Members of the Naples Area First Class Petty Officer Association (FCPOA) and Seabeas from our Public Works Department put in more than 12 hours of volunteer service this week, helping to paint and stucco the interior of the church. This kind of work shows just how much we value the local community that we’re a part of. I thank these Sailors and everyone who helps to support the great relationship we have with our Italian host community. Italian Senate Makes National Anthem ‘Official’ On November 15, 2017, the Italian senate’s constitutional affairs committee approved a provision stating that the Chant of the Italians, commonly called Mameli’s Hymn is the official national anthem. It turned out the Italian anthem has been only provisional for the past 71 years. The words of the hymn were written by Goffredo Mameli, of Genoa in 1847, and set to music a few months later by Michele Novaro. The hymn became very popular during the turbulent period of the Risorgimento, leading to Unification in 1861. After the unification the adopted national anthem was the Marcia Reale (Royal March) but after World War II, Italy became a republic and the Mameli’s Hymn was provisionally chosen as the country’s new national anthem.

World-Famous San Carlo Opera House Celebrates 280 Years The world famous San Carlo Opera House in Naples – at 280 years old – is the oldest continuously active public opera house in the world. Both Milan’s La Scala and Venice’s La Fenice theaters came decades after the San Carlo Opera House was built. The theater was commissioned by Charles III of Bourbon who decreed that the city of Naples would have a new, larger theater to replace the smaller San Bartolomeo Theater. The San Carlo was opened on November 4, 1737, on the king’s name day with the performance of the opera “Achille in Sciro.” The theater caught fire, which burned for two days from February 12 and 13, 1816, during a dress-rehearsal for a ballet performance. HISTORY: BIRTH OF CHAPLAIN CORPS From U.S. Navy

On November 28, 1775, the Navy Chaplain Corps was born. Throughout the Navy’s 240-year history, the Chaplain Corps has provided ministry and counseling services to Sailors and Marines wherever they serve. The Navy Chaplain Corps comprises more than 800 Navy Chaplains from more than 100 different faith groups – including Christian, Jewish, Muslim, Buddhist and many others – who tend to the spiritual, physical, and emotional welfare of all military members and their families, regardless of their faith. Chaplains offer everything from faith leadership to personal advice to much-needed solace. All while living up to the guiding principles of the Chaplain Mission: ● Providing religious ministry and support to those of your own faith ● Facilitating the religious requirements of those from all faiths ● Caring for all service members and their families, including those subscribing to no specific faith ● Advising the command in ensuring the free exercise of religion On November 28, 1775 the Continental Congress recognized the importance of religion by implemen-

ting the “Rules for the Regulation of the Navy of the United Colonies of North America,” which required that religious services be performed on Continental Congress ships. Chaplains provide a wide range of programs and services that are crucial to sustaining the readiness and resiliency of Navy personnel and their families. They aid military and civilian personnel by building partnerships with command and local human service providers such as Ombudsmen, family readiness groups, Fleet and Family Support Centers, the Red Cross, food banks and clergy associations. From the earliest battles waged by the Continental Navy to the current conflicts, Navy Chaplains have put themselves in harm’s way to minister to Sailors, Marines, DoD civilians, and their families. No matter the environment, whether on the high seas, on land, in the jungles or desert, members of the Chaplain Corps stand with service members in every capacity – in some circumstances laying down their lives for their comrades in service of spiritual ministry. These exceptionally devoted men and women have provided our service members with the moral strength, compassionate care, inspirational leadership, and deep faith to maintain constant readiness and accomplish any mission.

Thanksgiving Events Around the Area Naval Support Activity (NSA) Naples Commanding Officer Capt. Todd Abrahamson served food during the Thanksfilled Luncheon for single and unaccompanied service members at the USO Lounge at the Air Terminal onboard Capodichino November 20. Other Thanksgiving events around the area included: A November 16 Thanksgiving dinner for single and unaccompanied service members at U.S. Naval Hospital (USNH) Naples Galley was hosted by Navy leadership, USO Naples, NSA Naples Chapel, MWR Liberty, Chief Petty Officer Association and the First Class Petty Officer Association. Abrahamson and USNH Naples Commanding Officer Capt. Steven Blivin were both present to welcome the service members and to express gratitude for their service to our country. USO and MWR hosted a Thanksgiving Taste of Home Spend Thanksgiving Day for single and unaccompanied service members Thursday afternoon at O’Rhys Pub. Vice Adm. Christopher W. Grady welcomed the diners and also served the meal. Thanksgiving Day at Strikers Bowling Center Thursday evening featured a delicious buffet dinner which featured a bowling package and NFL games on the big screen TV. Capt. SPOTLIGHT: TASHA CUNNINGHAM This Thanksgiving, the USO Naples family extends its gratitude to its volunteers and takes this opportunity to recognize Tasha Cunningham as its Volunteer of the Month. Cunningham began her volunteer experience with the USO Naples in June and has been instrumental in many events since, including our special luncheon with USO CEO and President, Dr. J.D. Crouch. Cunningham accepted an Office Volunteer Position with the USO and supports center operations at the USO Naples Support Site location. There, she provides administrative support to USO staff as she greets and assists customers, prepares for upcoming programs, and lends a hand as needed in other operations. These volunteer hours are in addition to the hours she devotes to other community programming events including Tuesday Troop Luncheons, the Mt. Whitney Homecoming, and the USO Taste of Home deliveries. Volunteering with the USO presents Cunningham with new experiences that shape her time here in Naples. “Volunteering has made me step out of my comfort zone,” Cunningham said. “And it has been the best decision I have made since being stationed in Italy.” She further expresses her enjoyment in seeing the smiles on service members and the families of the NSA Naples community. The USO Naples family is grateful to work alongside volunteers who dedicate their energy and enthusiasm to the NSA Naples Community like Tasha Cunningham. Don’t Let the Holidays Stress You Out From USNH Naples Mental Health Department

Stress is an unavoidable and natural consequence of life. In fact, increased stress is not always a bad thing as it often results in increased productivity – to a point. Excessive or prolonged stress has a reverse effect on the body and mind and leads to many damaging effects such as headaches, anxiety, back aches, erectile dysfunction, and irritable bowel syndrome – the list of illnesses is substantial. The stress response is activated primarily by a key hormone (Cortisol) that is responsible for our primal “fight or flight” response. When in danger, our body activates with increased heart rate and blood pressure as well as a rise in blood sugar levels for energy and the movement of blood from secondary activities such as digestion to arms and legs for strength and speed to deal with the impending danger. While we no longer have to contend with saber-toothed tigers, the response works equally well when running out of the way of a speeding car. When the danger is passed the stress response should switch off. But when the stimulus is not life-threatening, like work demands or traffic, it may provoke the same chemical response which fails to switch off again. Psychological and health problems arise when this continues for an extended period of time. There are a number of ways to manage stress: ● Exercise: Regular exercise that increases your heart rate for at least 30 minutes three to four times per week. Research shows that exercise increases blood flow, lung capacity, muscle tone and decreases body fat and tension. All of these are consistent with a healthy body and lifestyle. Pick an activity that you enjoy and you’re more likely to continue for a lifetime. ● Meditation: Meditation does not have to be overly elaborate or complicated. Simply closing one’s eyes for 15-20 minutes per day in a quiet area is effective. A common and useful focus for meditation is a simple focus on the inhalation and exhalation of air as you take

long, slow breaths. ● Relaxation: Progressive muscle relaxation can be done most anywhere and can be as brief or long as you wish. It consists of systematically tensing individual muscle groups (e.g., forehead, shoulders, biceps, etc) for a period of five seconds and then slowly releasing while you visualize the muscle softening. ● Flexibility Training: Yoga has also been found to be an effective means of stress reduction through a process of postures and stretches that serve to elongate the muscles and increase flexibility in the joints. ● Nutrition: Proper nutrition serves as an important stress reducer. A diet which provides for one's basic nutritional needs is essential to well-being. In the chronic absence of a balanced, nutritionally sound diet, the body becomes distressed and is encouraged to respond by developing symptoms. Avoid stimulants such as Caffeine which may cause difficulties sleeping and contribute to stress. More important than any stress reduction technique is the focus on your overall lifestyle and reduction in the factors that make stress come about. A negative or pessimistic attitude about oneself or others contributes to thoughts and behaviors that are counter to good well-being. Finally, surround yourself with quality relationships that are characterized by mutual respect and good communication as this is essential to maintaining a support network when stress levels rise in your life. ENERGY CONSERVATION Heating Your Home During the Winter From NSA Naples Energy Management Team

We are not bears hibernating therefore we don’t have heavy winter coats, but what we do have are heating systems in our homes and offices. Turning on the heater seems simple, but there is more to it than you might think. Warming up your home uses a noticeable – and expensive – amount of energy. Space heating and cooling can account for almost half of a home’s energy use, making it one of the largest energy expenses in any home, but there are ways to make your heater work less and your home become more efficient in the amount of energy it uses to heat. Suggested thermostat settings are 68-72 degrees Fahrenheit during the day (this is warm enough to be comfortable but not cold). Also, heating units work just as hard and produce less heat if they are not able to breathe due to dirty air filters, so change them regularly (approximately every three months). Remember on your way out the door to shut it off if you are not going to be home. Turn the heater off if you are going on vacation or taking leave. Heating an empty house could cost you money that could be better spent on other things and puts a strain on our environment. And lastly, turn off during nights or set your thermostat between 58 and 62 degrees Fahrenheit. Your body decreases its temperature during the night this will actually help you sleep better and save a bunch on your electric bill, and remember you can always add a heavy blanket to heat yourself for eight hours instead of the whole house. Overseas Navy College Offices Remain Open, Virtual Education Center Takes Over CONUS VOLED Service Delivery By Ed Barker Naval Education and Training Professional Development Center (NETPDC) Public Affairs

Although 11 Navy College Offices overseas will remain open, as of October 1, the Navy College Virtual Education Center (NCVEC) has taken over Voluntary Education (VOLED) service responsibility for the continental United States. With the closure of the last CONUS Navy College Offices (NCOs), all educational program servicing for Sailors shifted to the NCVEC and Navy College Program (NCP) website. “Even though the local stateside NCOs have gone away, onbase education programs are still available to Sailors through our partner schools,” Ernest D’Antonio, Naval Education and Training Professional Development Center VOLED program director, said. On Naval Support Activity Naples, the NCO remains open and the academic institutions with partnership agreements will continue to provide services as they have in the past. Currently, Naples is served by the University of Maryland University College and Central Texas College. Features of the NCVEC/ NCP website include: ● Text and web-chat features available during call center hours. ● A searchable knowledge database with Frequently Asked Questions. ● A help request/ticket system where a Sailor can com-

plete an online request to ask a question or have an issue resolved and tracked. ● A self-scheduling tool for education counseling with the NCVEC staff – which saves Sailors time. ● The “Wizard” tutorial which takes Sailors step-bystep through the Tuition Assistance (TA) process with links to WebTA training tools and videos. ● WebTA automation. The new process automatically

checks/validates the Academic Institution’s (AI) course/tuition information, validates a Sailor’s status, including degree plan, counseling, grades, EAOS status, and TA annual usage. If everything is in order, forwards the request to the command approver for action and authorization through the My Education Module system. ● Links to the NCP mobile App. The app offers access to the NCP planning tools, including required training and the counseling scheduler. Sailors can download the app from the Apple or Google Play store at no cost. Search ‘NCP App’ in the stores. ● The Navy Tuition Assistance training IMI replaces the current WebTA Policies and Procedures course, and emphasizes the tenets of

Navy TA Policy and the WebTA application, approval, and authorization process. This IMI is available in the My Education Module of the NCP website. ● The Navy Virtual Counseling 101 training IMI provides Sailors with information and guidance on establishing education and career goals, selecting and applying to an academic institution, and an understanding of the higher education life cycle. This IMI course replaces the requirement for completing the Higher Education Preparation (HEP) course from Joint Knowledge Online (JKO). The Counseling IMI is available in the My Education Module of the NCP website. Sailors who have already completed the HEP course will not need to complete the Navy Virtual Counseling 101 IMI. Navy VOLED will continue to accept any HEP completion certificates until January 1, 2018. ● The VOLED Essentials for the ESO/CCC (Education Services Officer-Command Career Counselor) IMI will provide ESOs and CCCs with an overview of Navy and DOD policies related to VOLED. The ESOCCC VOLED Essentials IMI provides information and guidance on Navy College/VOLED programs and the many benefits, products, and services available to Sailors to help them pursue and complete their educational goals. The course includes a search feature which allows the user to quickly locate and review information on a specific topic. This IMI is available on the NCP website, with access to the course is open to all personnel: http://www.navycollege.navy.mil/information-fo r-commands/index.htm Completion of the TA and Virtual Counseling IMI courses will be automatically recorded in the Navy College Management Information System (NCMIS), eliminating the need for Sailors to upload or email a completion certificate to the Navy College Virtual Education Center. “We are committed to providing the best possible education support services to our Sailors by constantly upgrading and improving our real-time, virtual, and online products.” D’Antonio added. MILITARY ADVANTAGE From page 1 Strategies to Minimize Advantage Russia and China – and other nations – have studied the American way of war and devised capabilities and strategies to minimize this American advantage, the chairman said. “As an example, if you take the naval alliance in Europe, Russia understands that the transatlantic link is critical for us to meet our NATO commitments,” he added. The “anti-access, area denial” strategy looks to develop systems to limit U.S. ability to move into the region and then to operate freely within the region to meet alliance commitments, Dunford said. “So there’s two issues there,” he added. “One is actually our ability to meet our alliance commitments. The other is deterrence, which is closely linked to the assurance of our allies.” Today, the United States has a conventional competitive advantage against any potential adversary, the nation’s top military officer said. “I also will tell you that in the last 10 or 15 years, that competitive advantage has eroded, and it’s no longer as decisive as it was some years ago,” Dunford added. Russia, China and others have concentrated funding and resources in areas such as electronic warfare, cyber capabilities, anti-space capabilities, anti-ship cruise missiles and anti-ship ballistic missiles. These systems have “the express purpose of keeping us from projecting power into the Pacific, or into Europe as the case may be, in meeting our alliance commitments,” the chairman said. Russia has absolutely no desire to fight a conventional war with the United States and NATO, Dunford said. “What Russia has done over time now is they’ve combined political influence, economic coercion, information operations, cyber operations and military posture to advance their interests,” he said, referring to the dynamic as “adversarial competition.”

This type of conflict has a military dimension, the general said, but it falls short of traditional armed conflict. “Because of the form of government in Moscow, they’re much more … able to combine all elements of national power to advance their interests,” he said. “And while we may be inhibited in peacetime from using certain capabilities – certain cyber capabilities, conducting certain activities, conducting certain information operations and so forth – they don’t share the same restrictions. They’re actually conducting activities and employing capabilities that we may associate with war, but they’re doing it on a day-to-day basis in the context of this adversarial competition.” The same is true on the other side of the world in the South China Sea, he said. Effective Deterrence “I think we do have effective deterrence in the conventional fight against Russia, and frankly see China’s methodology in dealing with issues like the South China Sea or in dealing with [terminal highaltitude area defense missiles] in South Korea,” he said. “When THAAD was fielded in South Korea, China’s response was to put really heavy economic pressure on South Korea. The decision they made – the costs imposed on South Korea for fielding THAAD – is billions of dollars. That affects political decision-making.” All of this is not in isolation, the chairman emphasized, noting that this is the most volatile, complex security environment since World War II. He stressed that all the threats facing the United States are interrelated and that none can be viewed in a vacuum. Terrorist actions in East Africa affect operations in the Middle East and Asia, and drug networks in South and Central America could be used by terrorists to ship people or weapons into the United States, he pointed out. All are aspects that the United States must deal with right now, he said.

Squanto Taught Pilgrims to Survive, Thrive By NSA Public Affairs

It’s no secret that the pilgrims faced hard times when they first landed at Plymouth Rock. Without the help of the neighboring Native American tribes they may not have survived. At first there was a communication barrier, but thanks to the help of a Native American named Tisquantum, or as you may know him, Squanto, the pilgrims were able to learn and survive. Little is known of Squanto’s early life, but as a young man in 1605 he was captured by an English man and brought back to England so the man could show his friends. In England he lived with a man named Ferdinando Gorges who taught him to speak English, and hired him as an interpreter and guide. Squanto returned to New England in 1614 with Captain John

Smith, but was captured again and sold into slavery in Spain. After escaping his captors he stayed with some monks before returning to North America in 1619. Finding out his entire tribe had died he joined a neighboring Wampanoag tribe. The tribe introduced Squanto to the pilgrims and he was able to interpret between the two groups. Squanto aided the pilgrims in many ways. He taught them how to survive, and the lessons he taught quite literally saved the colony. He taught them how to hunt and where to fish. It is believed he also taught them the “Three Sisters” method of farming where beans, corn and squash are planted next to one another to aid each other’s growth. This form of planting later became known as companion farming. With their first successful harvest the pilgrims were able to celebrate Thanksgiving and survive the harsh winter of Plymouth.
