The visit allowed Mount Whitney to showcase the ship to the ambassador and officials, and provide insight of what capabilities the ship brings to the region. “It was a pleasure to show Ambassador Hill and our high level delegation of Maltese leaders the capabilities of the newly refurbished U.S. 6th Fleet command ship,” Mount Whitney Commanding Officer Capt. Kavon Hakimzadeh said. The visit also gave Adm. Foggo the opportunity to discuss the importance of U.S. and Maltese relations. “We had a very interesting discussion about the key strategic location that

Malta occupies and why it is important to us to be able make port visits with ships like USS Carney, and now Mount Whitney,” Foggo said. “It gives our Sailors a little rest and recreation, and also provides the opportunity to have key access to the Mediterranean for naval exercises.” Mount Whitney is currently conducting routine training in the region in support of U.S. national security interests in Europe and Asia. U.S. 6th Fleet, headquartered in Naples, Italy, conducts the full spectrum of joint and naval operations, often in concert with allied and interagency partners, in order to advance U.S. national interests and security and stability in Europe and Africa.

U.K. Army General Sir James Everard, the Deputy Supreme Allied Commander Europe, looks forward to seeing progress made this year as concepts and plans are brought to fruition at Allied Joint Force Command Naples and NATO.

The new National Defense Strategy is a good fit for the times, emphasizing the return of great power rivalry, yet still addressing other threats that abound in the world today, Defense Secretary James N. Mattis said January 19, 2018, in Washington, D.C. The secretary unveiled the strategy at the Paul H. Nitze School of Advanced International Studies and stressed that the strategy is not merely a defense strategy, but an American strategy. The school is a division of the Johns Hopkins University based in Washington. The strategy – the first new strategy in a decade – is based on the National Security Strategy President Donald J. Trump announced in December. New Strategy Reclaims ‘An Era of Strategic Purpose’ “Today, America’s military reclaims an era of strategic purpose and we’re alert to the realities of a changing world and attentive to the need to protect our values and the countries that stand with us,” the secretary said. “America’s military protects our way of life and I want to point out it also protects a realm of ideas. It’s not just about protecting geography. This is a defense strategy that will guide our efforts in all realms.” Threats have changed since the last strategy. There is increasing global volatility and uncertainty with challenges from Russia and China coming to the fore. “Though we will continue to prosecute the campaign against terrorists that we are engaged in DEFENSE STRATEGY

Thankfully everyone here at NSA Naples is back at work following furloughs caused by the government shutdown. It is very important to note that while many departments and tenant commands were affected, most organizations maintained full operational readiness. No matter the challenge, our military community will get the job done. However we did notice a great deal of confusion regarding what services would still be available, and unfortunately did not receive many questions asking for clarification. If anyone in the community is ever uncertain about any base services, please take a moment to call any of our customer service numbers, message us on Facebook or Twitter, or submit an ICE comment. We want to avoid people relying on unofficial sources as their primary means of information. Doing so can only result in more confusion and frustration and we definitely don’t want that. Contact us, we’re here to support! This weekend, people worldwide will be observing Holocaust Remembrance Day. January 27th was designated a day of remembrance by the United Nations General Assembly in 2005, to remember the almost 20 million people who were imprisoned or murdered by the Nazi regime. In Italy, Il Giorno della Memoria has been a national observance since 2000. As service members, DOD personnel, Americans, and human beings, we should reflect on one of history’s greatest tragedies and think about how we serve to defend the innocent both in our professions and our everyday lives. Please take a moment this Saturday to remember this profoundly important value. Next Friday we will hopefully find out that consistently warm weather is coming soon from our friends and family stateside. And now that AFN is back up following the government shutdown, we may even get the chance to witness Punxsutawney Phil’s proclamation with our own eyes! February 2nd is Groundhog Day, and how much more winter we have in store is said to be based on whether Jefferson County, Pennsylvania’s most famous resident sees his shadow. Let’s hope his forecast applies to all of us here in Italy too. That is of course if it’s a good one! Italy Fifth in EU in Recycling According to Eurostat, the statistical directorate of the European Commission, Italy is fifth in the European Union for recycling urban waste with 51 percent. The EU average is 47 percent and Italy is behind Germany with 66 percent, Austria with 59 percent, Belgium with 54 percent and the Netherlands with 53 percent. Italian Director Luca Guadagnino’s Film ‘Call Me By Your Name’ Nominated for Oscar Awards Italian director, Luca Guadagnino, has received four Oscar nominations for his film, “Call Me By Your Name.” Guadagnino's film was nominated in the categories for best film, best adapted screenplay, best lead actor and best original song. Results will be announced at the March 4 ceremony, the same day as Italians go to the polls in national elections. The director was born in Palermo in 1971 to a Sicilian father and an Algerian mother. “Call Me By Your Name” is the story of a romance between an Italian teenager and a visiting American. It was filmed in Crema, Lombardy, and adapted for the screen from a novel by André Aciman. Guadagnino was praised in both the United Kingdom and United States for

the sensitivity and complexity with which he handled the central themes of passion and homosexuality. Naples, Campania Region Prepare for International Holocaust Remembrance Day Many events in Naples and in Campania region have been organized on the International Holocaust Remembrance Day, January 27. The Royal Palace of Caserta has organized an extraordinary visit to the lodgings of the military troops and its attics. During World War II the German soldiers were housed in the attics and then the Allied Forces. Those who lived there left inscriptions, drawings, paintings and objects of daily use at that time. The visit included the entrance ticket to the Palace. Entrance fee is 12 euro. January 28 Electric Bicycle Tour An electric bicycle tour has been organized January 28 from Piazzale Tecchio in the Fuorigrotta neighborhood in Naples. The tour “A sip in history” will take tourists on a bicycle tour to Pozzuoli and Baia and will reach a 2,000-year old winery for a wine tasting. HISTORY: USS MONITOR LAUNCHED

On January 30, 1862, the first U.S. Navy ironclad warship, USS Monitor, was launched. Monitor was designed by Swedish-born engineer and inventor John Ericsson, and built by Continental Iron Works, of Brooklyn, New York. Monitor was a 987-ton warship, with a revolutionary design. She featured an unusually low profile, rising only 18 inches above the water, and sporting a flat iron deck with a 20-foot cylindrical turret rising from the middle of the ship, which housed two 11-inch Dahlgren guns. Monitor also had a draft of less than 11 feet, so she could operate freely in the protected shallow harbors and rivers of the South. Built in only three months, Monitor would become such an iconic ship that hundreds of ships were built using the same simple – but effective design – and were later referred to as “Monitors.” Not surprising, the Confederates had a different opinion of the new ironclad design and referred disparagingly to the “Monitors” as a “cheese-box on a raft.” In February 1862, Secretary of the Navy Gideon Welles learned the Confederates were near to completing the conversion of the USS Merrimack – a 40-gun steam-po-

wered wooden frigate, which had been renamed CSS Virginia – to an ironclad at the naval shipyard in Norfolk, Virginia. Fearing what damage an ironclad could inflict, Monitor’s production schedule was stepped up. Welles surmised that a new ironclad warship could not only breach the blockade and destroy Union ships, but also inflict damage to coastal cities. A month later Monitor was commissioned, and was quickly pressed into service. Meanwhile, Virginia had been terrorizing the East Coast and pulverizing Union ships. On March 8, 1862, when Virginia steamed into Chesapeake Bay to finish off a grounded Union ship she had damaged the day earlier. She found Monitor standing guard near the vulnerable ship. The cannonballs, which would have punched through a wooden hull, simply bounced off the armor plating of each ship. After two hours, the attack was broken off, with each side claiming victory. In reality, it was a draw. Nevertheless, Monitor had prevented Virginia from gaining control of Hampton Roads, and preserved the Union blockade of the Hampton Road area. Thus ended the first battle between two steam-powered armored warships, and it marked a turning point in naval history.

SPOTLIGHT: RALPH CACCAVALE

Ralph Caccavale, the lead theater projectionist of the MWR Reel Times 2 Theater retired just before Christmas from the U.S. Navy Government Service after almost 40 years of hard work. Caccavale moved to New Jersey with his family in the early 1970s. After a few years of working at a metal factory in New Jersey, he returned to Saviano (Nola), Italy (which is located about half an hour from Support Site), and found a civilian job with the Morale Welfare and Recreation (MWR) in the early 1980s when the base was at Agnano. He was a key part of MWR’s transition to Support Site at Gricignano in the mid-2000s. For the last 35 years Caccavale has played an important role in helping to keep Sailors and their families entertained at the theater with quality movies, shows and events. Caccavale was also hand-selected for special events and missions. In 1999 he accepted a mission to fly in a helicopter from Naval Air Station Sigonella to hand carry a copy of Star Wars: Episode I – The Phantom Menace along with a 35mm projector, screen and sound system so he could show the premiere movie to Sailors onboard the USS Theodore Roosevelt (CVN 71), which was patrolling in the Adriatic Sea. Caccavale set up a temporary theater in one of ship’s hangar bays and showed The Phantom Menace to an eager crowd of about 3,000 Sailors that evening. Over the next two weeks, he showed the movie 15 times, with an estimated viewing audience of about 2,500 Sailors for each show. At the end of his two-week temporary duty, Caccavale disembarked at Mallorca, Spain, and returned from his onboard adventure to Naples. Thank you Ralph, on behalf of MWR and the NSA Naples community and from all the many people you have served over your four decades of faithful and honorable service. You will be missed.

VITA Program Beginning February 2018 Volunteers Welcome, Free IRS training available By Daniela Floco Region VITA Coordinator

The Navy’s annual Volunteer Income Tax Assistance (VITA) program has officially launched. VITA is a free self-service program available to active-duty and retired service members and their dependents, as well as deployed Department of Defense civilians. VITA pairs those individuals and their families with trained volunteers and streamlined tax software, called MilTax, to get the job done right – and hopefully a refund in the bank within two weeks. The RLSO EURAFSWA VITA Site will be providing services beginning February 1. In 2014, all Naval Legal Service Command (NLSC) sites fully transitioned into self-service tax assistance centers, including the U.S. Region Legal Service Office Europe, Africa, Southwest Asia (RLSO EURAFSWA) onboard Capodichino. In the past, we were able to offer one-on-one tax preparation to customers on the basis of ample staff and support for this service. However, over the past several years, both the number of volunteers available and the demand for full-service tax assistance have decreased as a result of low-cost online tax assistance preparation programs. With the Navy’s self-service program,

you will still be able to electronically file your return and receive assistance from IRS-certified volunteers. It is our hope that in doing so, you will also learn how to prepare taxes on your own using free, internet-based software. This will enable us to better assist other customers and decrease wait times. The Tax Assistance Centers are limited to the services provided by Military One Source and the IRS Free File Alliance on-line tax filing programs. Eligible tax filers can access these services on their own by calling Military One Source at 800342-9647 (available 24/7), or from any computer at www.irs.gov or www.militaryonesource.mil and gain access trained tax consultants to help make informed decisions about their tax returns. Work with landlords to have any water holding tanks disinfected twice a year, and ensure your tap water is disconnected from non-permitted wells and connected only to the city water system.

DSACEUR SETS BAR HIGH From page 1 Everard touched on a variety of opportunities for JFC Naples during his January 23 to 24, visit to the southern Italy-based headquarters. The 34-year U.K. Army veteran highlighted priorities of Allied Command Operations, such as progress on the NATO Command Structure Adaptation, NATO Strategic Direction South Hub and training at all levels to deliver truly ready forces. ACO, with its headquarters at Supreme Headquarters Allied Powers Europe near Mons, Belgium, is responsible for the planning and execution of all NATO military operations and is headed by Supreme Allied Commander Europe. The last priority Everard highlighted was one that touches on Exercise Trident Juncture 2018, the NATO Response Force 2019 certification exercise for JFC Naples and its designated component commands. The upcoming October exercise, the largest live exercise for NATO since 2015, will feature 35,000 troops deploying to central and northern Norway, and it will test the rapid deployment of the Very High Readiness Joint Task Force and supporting troops. Everard looked back to Trident Juncture 2015, the last exercise on a similar scale, to highlight the value of the upcoming live exercise and command post exercise. “What that showed you is a demonstration of intent, but when you do things at scale, when you experiment at scale,

that’s when you learn the big lessons,” Everard said. He also spoke about the possibility and future of the NSDS Hub, a new center that held its grand opening Sept. 5, 2017. The NSDS Hub, under the roof and lead of JFC Naples, is designed to focus on a variety of current and potential issues to include destabilization, potential terrorism, radicalization, migration and environmental concerns. A role of the new center is to also coordinate and work alongside agencies outside of the NATO and national military structures as they concentrate on southern regions to include the Middle East, North Africa and Sahel, sub-Saharan Africa and adjacent areas, waters and airspace. “I think it is exciting, and you almost go back to U.S. doctrine of four, five years ago, which recognized that the problems that the world faced are so big that no single organization can solve them,” Everard said. “Success is all about working with alliances, coalitions, partners, friends ... you know the wisdom of crowds. Of course a lot of that wisdom doesn’t sit in the military sphere.” Everard acknowledged the growing pains of the Hub, and he looks forward to seeing more manning come through for the new center so that people will be even more eager to back it. Everard also serves as the Operational Commander of European Union Force Althea. The military Operation Althea was launched in Bosnia and Herzegovina (BiH) in 2004 and has contributed to the

maintenance of the safe and secure environment in BiH ever since. “The Western Balkans is a strategically important area for NATO and the EU, actually all us, because stability and security there makes life better,” Everard said. “I think of all those countries, and many of them made really good progress, Bosnia and Herzegovina faces the biggest challenge because there are really intractable political problems, and it requires political actions to unpick them.” Everard cited his forces’ ability to contribute, with a relatively small force, to the safe and secure environment in BiH with training, demining and ammunition and weapons disposal. JFC Naples has similar operational control of four security assistance missions in the Balkans, including NATO Headquarters Sarajevo. When discussing the NATO Command Structure Adaptation, Everard envisions the existing JFC Brunssum in probably a more traditional role through the graduated response plans with a focus on defence and deterrence against the Russian threat, he thinks JFC Naples faces newer challenges with projecting stability and counter-terrorism. “I think your part in the plan is probably the more challenging, and I look forward to seeing how that progress goes,” Everard said. Having spent his formative years in the U.K. Army on the Rhine as a Chieftain tank troop leader and later a reconnaissance troop leader, he’s able to compare threats from his eight years in Germany

up to the end of the Cold War and current challenges NATO faces. Everard said back then in Germany there was a single focus, single threat and a fully enabled area of responsibility. He said it’s simple compared to today’s multiple 360-degree threats and an area of responsibility that is far from enabled. “People always shout at you when you try and make comparisons to the Cold War, but I think we can learn a lot from looking at the way we set ourselves up in the Cold War, which is partly what the new NATO Command Structure Adaptation work gets to, and take that work forward,” Everard said. While he currently dons the badge of Supreme Headquarters Allied Forces Europe, he spoke of his collection of military badges from around the world. Everard quipped that being the deputy to the Supreme Allied Commander is the best job in the world for a collector, because he can add about 10 a week to his massive inventory. “I have probably several thousand, but the one that I really cherish, because it was given to me under unusual circumstances, is a cap badge of the President’s bodyguard in India,” Everard said. “It’s very small, very smart and I love it.” It’s been a year ago, almost to the week, since Everard first visited JFC Naples. “We’ve done a lot since then, so you have to remind yourself that against this backdrop of thinking through all these problems, people are making massive progress,” Everard said.

Chairman Dunford Receives Award From Germany, Stresses Importance of Alliances By Jim Garamone DoD News

The U.S. military draws its strength from the nation’s strong alliances, the chairman of the Joint Chiefs of Staff said January 15 at a ceremony in Brussels where one of those allies recognized his contributions. Marine Corps Gen. Joe Dunford received the Knight Commander’s Cross of the Order of Merit from his German counterpart, Gen. Volker Wieker, during a ceremony at the residence of German Ambassador to NATO HansDieter Lucas. The chairman was here for a meeting of the alliance’s military committee. Dunford received the award for his service as the chairman of the Joint Chiefs of Staff and for his time as the commander of NATO’s International Security Assistance Force in Afghanistan. Tackling Complex Challenges Together “One thing is clear, General Dunford: in all your capacities, you have been a champion of collective security, of cooperation and of dialogue – not the least, with Germany,” the ambassador said. He praised the general’s efforts to get nations to work together to tackle the complex security challenges around the globe. Wieker and the ambassador stressed Dunford’s effort in effecting the NATO alliance’s transformation. “At a time when the world seems to be coming loose from its mooring, it is all the more important for the political West to

stand together to maintain peace and preserve the rules-based international order,” Lucas said. The United States military is a powerful force, but at its heart is the network of allies that the United States has developed since World War I, the chairman said. Dunford said the United States has no more important, effective or vibrant alliance than NATO – 29 countries pledged to collective defense. More Than a Military Relationship “The relationship that the United States has with Germany is about a lot more than a military-to-military relationship,” he added. “But the military-to-military relationship is a foundational element to the broader strategic relationship.” Even the closet allies sometimes disagree, but the military relationships allow the United States and Germany to plow through the disagreements and work together, the chairman said. “We have particularly had that over the past 16 years of shared hardship in a combat environment,” he added. “One of the things I am particularly proud of in my time in uniform is the privilege to serve alongside the German army in combat.” Germany has more than 1,000 service members in Afghanistan and 300 in Iraq. “This award really is a reflection of the strength of the military-to-military relationship … between our two countries,” Dunford said.

The strategy will provide the American people the military required “to protect our way of life, stand with our allies and live up to our responsibility to pass intact to the next generation those freedoms that all of us enjoy here today,” Mattis said. The strategy expands the U.S. military’s competitive space, prioritizes preparedness for war, provides clear direction for significant change at the speed of relevance and builds a more lethal force to compete strategically. Tough Choices In forming the strategy, officials had to make tough choices, “and we made them based upon a fundamental precept, namely that America can afford survival,” Mattis said. “We face growing threats from revisionist powers as different as China and Russia are from each other, nations that do seek to create a world consistent with their authoritarian models, pursuing veto authority over other nations’ economic, diplomatic and security decisions,” he said. The threat from rogue regimes like North Korea and Iran persist. And even though ISIS’s physical caliphate is no more, the group – and other extremist organizations – continues to sow hatred. “In this time of change, our military is still strong, yet our competitive edge has eroded in every domain of warfare: air, land, sea, space and cyberspace, and it is continuing to erode,” the secretary said. ‘Our Military Will Win Should Diplomacy Fail’ Sixteen years of war, rapid technological change, defense spending caps, and seemingly continuous continuing resolutions “have created an overstretched and under-resourced military,” he said. “Our military’s role is to keep the peace; to keep the peace for one more year, one more month, one more week, one more day; to ensure our diplomats who are working to solve problems do so from a position of strength and giving allies confidence in us. This confidence is underpinned by the assurance that our military will win should diplomacy fail.” Mattis said the supremacy of American military is not preordained. “It is incumbent upon us to field a more lethal force if our nation is to retain the ability to defend ourselves and what we stand for,” Mattis said. “The defense strategy’s three primary lines of effort will restore our comparative military advantage.” The strategy commits the department to build a more lethal joint force. It calls for strengthening old alliances

The American military, therefore, must be able to fight across the spectrum of conflict. “This means that the size and the composition of our force matters,” he said. “The nation must field sufficient capable forces to deter conflict. And if deterrence fails, we must win.” Mattis added, “To those who would threaten America’s experiment in democracy, they must know: If you challenge us it will be your longest and your worst day. Work with our diplomats: You don’t want to fight the Department of Defense.” Alliances are key to American success, the secretary said. “In my past, I fought many times and never did I fight in a solely American formation,” Mattis said. “It was always alongside foreign troops.” The American military must be designed, trained and ready to fight alongside allies, he added. “History proves that nations with allies thrive, an approach to security and prosperity that has served the United States well in keeping peace and winning war,” Mattis said. “Working by, with and through allies who carry their equitable share allows us to amass the greatest possible strength.” Reforming DoD’s Business Practices The third line of effort, he said, will be the foundation for the U.S. competitive edge: reforming the business practices of the department. “We are going to have to be good stewards of the tax dollars allocated to us, and that means results and accountability matter,” the secretary said. “The department will transition to a culture of performance and affordability that operates at the speed of relevance. Success does not go to the country that develops a new technology first, but rather, to the one that better integrates it and more swiftly adapts its way of fighting.” Deputy Defense Secretary Patrick M. Shanahan is already leading this effort. He expects it to leverage the scale

of operations, driving better deals for equipping troops and modernizing systems. This strategy means nothing if the resources are not in place, Mattis said. “No strategy can long survive without necessary funding and the stable, predictable budgets required to defend America in the modern age,” he said. “Failure to modernize our military risks leaving us with a force that could dominate the last war, but be irrelevant to tomorrow’s security.” Continuing Resolutions Harm Military Readiness Mattis added, “Let me be clear. As hard as the last 16 years have been on our military, no enemy in the field has done more to harm the readiness of the U.S. military than the combined impact of the Budget Control Act’s defense spending cuts, worsened … by us operating, nine of the last 10 years, under continuing resolutions, wasting copious amounts of precious taxpayer dollars.” The military continues to work tirelessly to accomplish the mission with now inadequate and misaligned resources, simply because the Congress cannot maintain regular order, Mattis said. “That we have performed well is a credit to our wonderful and loyal troops, but loyalty must be a two-way street,” he said. “We expect the magnificent men and women of our military to be faithful in their service, even when going in harm’s way. We must remain faithful to those who voluntarily sign a blank check, payable to the American people with their lives.” Under the Constitution, it is Congress that has the authority to raise armies and navies, Mattis said. “Yet as I stand here this morning, watching the news, as we all are, from Capitol Hill, we’re on the verge of a government shutdown or, at best, yet another debilitating continuing resolution,” he said. “We need Congress back in the driver’s seat of budget decisions, not in the spectator seat of Budget Control Acts’ indiscriminate and automatic cuts. We need a budget and we need budget predictability if we’re to sustain our military’s primacy.”

Circus Fun Facts From NSA Public Affairs

● The Circus Maximus (in Italian, Circo Massimo) is where the modern circus got its name. It is located in central Rome near the Colosseum and was a large track (more than 2,000 feet long and nearly 400 feet wide) used in ancient Rome for chariot races and holding special events. ● On January 9, 1768, English cavalry sergeant major Philip Astley found he could perform seemingly impossible feats on a horse’s back by riding in a tight circle with one foot on the saddle and the other foot on the horse’s head. Centrifugal force helped him keep his balance. Two years later Astley built a roof over his ring and called the structure Astley’s Amphitheatre, and thus the first modern circus was born. ● The person in charge of a circus is known as the “ringmaster.” The most famous ringmaster was P.T. Barnum, the showman and entrepreneur who founded the Barnum & Bailey Circus in the United States in 1871. ● The music traditionally played when the ringmaster welcomes the audience and introduces all the circus performers is a military march called “Entrance of the Gladiators,” which was composed by Czech composer Julius Fucink in 1897.

● “The Greatest Show on Earth” was a slogan used when the Ringling Brothers Circus and Barnum & Bailey Circus joined forces in 1919. ● At one time lions, tigers and bears, along with elephants, camels, horses, and even sea lions were commonly seen performing in the circus. Nowadays, most circuses do not use animals. One well known circus which features only human performers and acrobats is the Canadianbased Cirque du Soleil. ● The word jumbo, which now means “large” was the name of an 11-foot-tall elephant named Jumbo that P.T. Barnum purchased from the London Zoo to use in his circus. ● World Circus Day is held on the third Saturday of each April. This year’s World Circus Day will be April 21 and will be the ninth annual celebration of this new holiday. ● Circus clowns have always been an important part of the circus. Most clowns never speak and are often referred to as “Joeys” after the 19th century English pantomime star Joseph Grimaldi. ● “The Greatest Showman” is a movie which opens this weekend at the Support Site Reel Times 2 Cinema. It is a musical/biographical drama which tells the story of P.T. Barnum.
