Faison, accompanied by Force Master Chief Hosea Smith, Hospital Corps director, spoke with leaders and Sailors at Naval Hospital Rota, Naples and Sigonella about important changes oc-

curring within the military health system, in particular the transition of all military treatment facilities (MTFs) to the administration and management of the Defense Health Agency (DHA). “These changes that are occurring will allow Navy Medicine to shift our focus from managing buildings and health care benefits to ensuring its people, doctors, nurses, and hospital corpsmen have the skills and experience to keep Sailors and Marines, healthy, ready, and on the job,” Faison said. Unity is the most effective arrow in NATO’s quiver, alliance Secretary General Jens Stoltenberg told NBC’s Courtney Kube at the Aspen Security Forum. Countering Russia dominated last night’s discussion at the Colorado forum, but the alliance chief also talked about NATO in Afghanistan and the Intermediate-Range Nuclear Forces Treaty. The secretary general said the alliance is preparing for a world with no INF Treaty and a world with more Russian missiles. Russia has until August 2 to come into compliance with the treaty, which was signed between the United States and the Soviet Union in 1987. Russia has deployed SSC-8 missiles that violate the terms of the treaty, and all alliance nations are prepared to respond. “We will respond,” Stoltenberg said. “It will be measured. It will be coordinated. We will not mirror what Russia is doing – meaning we will not deploy missile defense. We have increased readiness of forces, and we will also support new initiatives.” NATO UNITY Page 11

HE NAVY RELEASED A NEW MOBILE APP FOR ACTIVE DUTY SAILORS who are conducting a permanent change of station (PCS). After taking in feedback from Sailors and their families, the Navy Personnel command developed a mobile app, called MyPCS, to provide Sailors with access to a personalized checklist tailored for an individual Sailor’s PCS move as well as apply for government housing and childcare at their next duty station. MyPCS mobile will function on either personal or work mobile devices, tablets, laptops, and desktop computers. MyPCS will continue to be updated to provide more resources to Sailors in the future, including a PCS entitlements calculator and an upcoming pilot program to provide the ability to use the Government Travel Credit Card for PCSrelated travel expenses. Spencer announced on July 18 that the president has nominated Vice Adm. (VADM) Michael M. Gilday for appointment to the grade of admiral, and assignment as chief of naval operations (CNO). VADM Gilday is currently serving as director of the Joint Staff in Washington, D.C. We look forward to VADM Gilday’s upcoming guidance and leadership of our U.S. Navy. For awareness, the Italian media is reporting that traffic warnings have been issued for August 3 and 10 due to Italian travel to summer holiday destinations. Traffic is expected to be extremely heavy on those days, specifically. Increased traffic is also expected on the last weekend of July and throughout all weekends in August. Not only should you prepare for heavy traffic, but also for emergencies. On April 17, 2019, the acting Secretary of Defense released a memo urging Department of Defense (DoD) participation in the Federal Emergency Management Agency’s 2019 National Preparedness campaign. The memo also included the DoD Emergency Preparedness Guidance booklet to assist DoD service members, civilian DoD employees, DoD contractors, and their families in becoming more resilient and prepared against the threats and hazards they may encounter. Stolen 18th Century Dutch Painting Returns Home to Florence The “Vase of Flowers,” an 18th century Dutch painting stolen 75 years ago was recently returned to Italy. When the Germans were retreating from Wemarch in 1944 the famous painting by Jan Van Huysum was stolen from Palazzo Pitti in Florence. After a campaign by the German director of the Uffizi Gallery, the painting was handed back to the Palazzo Pitti. There will be a special exhibition of the painting at the Chamber of Music inside the Palace. Italian Summer Tourist Season in Full Swing; Be Careful on Crowded Roads The official tourist season has started in Italy with about 15 million Italian holidaymakers heading to the coast or the mountains, with an estimated 60 million international visitors passing through Italian airports during this summer. The Italian government is urging people to avoid traveling at peak periods this summer, as not only is traveling on certain dates guaranteed to be stressful and unpleasant, but the roads will become more dangerous. The frequency of road deaths in August normally increases by seven percent. The last weekend of July is traditionally the

date of the first “mass exodus” as many Italians start their summer holidays. This Saturday is expected to be especially busy. The state road agency ANAS and the summer travel plans of the government warn of particularly busy dates to avoid. Traffic warnings are in place for August 3rd and August 10th, both Saturdays, on which historically the highest traffic has been recorded. The most popular destinations in Italy are Puglia, Sicily, Sardinia and Tuscany. To see real-time traffic information visit the ANAS website at www.stradeanas.it or the Autostrade website at www.autostrade.it Tourists Fined for Making Coffee at Famous Rialto Bridge in Venice Two backpackers German tourists were fined 950 euros ($1,050) for making coffee by the steps of the famous Rialto Bridge in Venice. They used their portable coffeemaking equipment when police officers stopped them for inappropriate behavior and asked them to leave Venice. The new law sets rules for decency, cleanliness and safety. It bans picnicking at certain sites, bathing in fountains and not wearing a shirt in public spaces. Local police will also publicly release the identities of people who misbehave in the city of the Lagoon. Venice has a population of 55,000 but every year reaches around 30 million visitors.

HISTORY: PRESIDENT TRUMAN’S FIGHT FOR CIVIL RIGHTS From DoD News

On July 26, 1948, President Harry S. Truman signed Executive Order 9981, which officially ended racial segregation and discrimination in the military. Although it would take more than six years to fully implement, Truman’s order set in motion a wave of reforms for equality for racial minorities not only in the military, but in the federal workforce and public education, as well. Truman was a student of history and he recognized that Black Soldiers had fought in every major U.S. war, including the Revolutionary War, the War of 1812, the Civil War, the SpanishAmerican War and both World Wars. White House historian Michael R. Gardner said Truman was an unlikely president to integrate the U.S. military. Truman was born into a racist Missouri family; his grandparents owned slaves. He never went to college, and he grew up in a community where the use of racial epithets was commonplace. Truman was conditioned to be racist, Gardner added. Truman went to France to fight in World War I as an Army captain in 1918. During the last four months of the war, he witnessed brutal fighting, but also saw extraordinary bravery and sacrifice by American Soldiers. Truman discovered he was a

natural leader of men and developed a deep, lifelong devotion to the military. On April 12, 1945, upon the death of President Franklin D. Roosevelt, then-Vice President Truman became the 33rd president. With the war’s end, a tidal wave of 12 million American veterans returned home, 880,000 of whom were AfricanAmerican. The return of these black veterans reenergized the Ku Klux Klan, and in many communities across America, the Klan was ready to greet the returning troops. Little national attention was focused on this growing racial discord. In fact, 30 of the 48 states enforced some form of segregation, Gardner said. On September 19, 1946, Truman met with civil rights officials who told him about an honorably discharged black sergeant arrested in Aiken, South Carolina, for disorderly conduct. During the course of Isaac Woodard’s overnight incarceration, the 27-year old decorated veteran was so savagely beaten that one of his eyes was gouged out and he was blinded in the other eye. The state refused to prosecute the 215-pound white policeman who blinded Woodard. The president ordered his attorney general to step in, and the sheriff was indicted and tried in South Carolina federal

court, only to go free after an all-white jury deliberated for 30 minutes. For Truman, this incident was the defining moment of the civil rights crusade that officially launched on December 5, 1946, when he issued an executive order for the nation’s first civil rights commission, Gardner said. “[Truman] went on to exert his moral leadership in order to achieve two fantastic executive orders to make our federal work force colorblind and to create opportunities of equality for every American in the Armed Forces,” Ken Hechler, a special assistant for Truman during his administration, said. The next summer, Truman again broke political ground when he spoke at the final conference session of the National Association for the Advancement of Colored People (NAACP) in June 1947. “As Americans, we believe that every man should be free to live his life as he wishes,” Truman said, reflecting on lessons he had learned on the battlefield about honor and respect – regardless of creed or color. “He should be limited only by his responsibility to his fellow countrymen. If this freedom is to be more than a dream, each man must be guaranteed equality of opportunity. The only limit to an

American’s achievement should be his ability, his industry, and his character. These rewards for his effort should be determined only by those truly relevant qualities.” “It was my honor to serve for four years on Harry Truman’s personal White House staff,” Hechler said. “Although he was brought up as a racist, he became a great champion of civil rights.” “With less than 10 percent of Americans agreeing with civil rights, Truman was the type of president who refused to falter when he thought public opinion was wrong,” Hechler said. “Truman always used to mention eight words from Thomas Jefferson,” he said. “Equal rights for all, special privileges for none.” David S.C. the defense undersecretary for personnel and readiness, credits Truman’s 1948 executive order that integrated the military with laying crucial groundwork for the eventual success of the all-volunteer force. In addition to providing a broad talent base, diversity ensures that the military looks like the American population it defends, Chu said. That, in turn, helps build public confidence and trust in the institution. “Ultimately, Truman’s executive order “provided the foundation for the U.S. military to become one of the United States’ most racially integrated institutions,” Chu said. “What Truman really did was use the Armed Forces to change American society.”

Bahrain Delegation Meets with JFC Naples Military Partnership Branch By Turkish Army Major Tayfun Erbay JFC Naples J-9

Allied Joint Force Command Naples received a delegation from the Bahrain Defense Forces (BDF) on July 15th. Before the meeting, Bahrain Major General Saad had an office call with JFCNP Commander Admiral James Foggo. The meeting was in the framework of an annual military cooperation Expert Staff Meeting (ESM). It aimed to enhance NATO’s understanding of the BDF’s military interests and partnership goals, while showcasing the various partnership opportunities available. The ESM also enabled the delegation of the Military Partnership Branch and its partners to openly discuss progress under various initiatives and to ensure that our partners are correctly supported by NATO through JFC Naples. Discussions included a review of the cooperation program between Bahrain and NATO in 2017 & 2018, the BDF’s topics of interest, JFC Naples MPB’s role in facilitating this partnership and a presentation on

But there are ways to save money and energy in the laundry room. As well as reduce the wear and tear on your clothes and some of them won’t cost you a thing. Here are some things you can do to save in the laundry room: ● Wash with cold water. Using warm water instead of hot can cut a load’s energy use in half, and using cold water will save even more. Cold water detergents can be helpful to ensure items get clean, and high-efficiency detergents (indicated by the “he” symbol) should be used when required by the manufacturer. ● Wash full loads. Your washer will use about the same amount of energy no matter the size of the load, so fill it up. ● Dry right-sized loads for your machine. If the dryer is too full, it will take longer for the clothes to dry. Loads that are too small can also take longer to dry, plus you spend more per item when running the dryer to only dry a few things. ● Air dry when you can. Hang laundry outside or on a drying rack to avoid using the dryer altogether. ● Switch loads while the dryer is warm. This will allow you to use the remaining heat inside of the dryer for the next cycle. Remember: you can use as much energy as you need just don’t waste it. Navy Modernizing PCS Move Process From Navy Personnel Command Public Affairs

To help improve the Permanent Change of Station (PCS) experience for Sailors and their families, the Navy launched the MyPCS Mobile app on July 17. “Sailors executing Active Duty PCS orders will immediately realize a better experience with MyPCS Mobile,” Rear Adm. Jeff Hughes, commander, Navy Personnel Command, said. “We have heard the Sailor and family feedback, and are enhancing the PCS move process through greater customer focus, increased flexibility, choice and the use of modern tools.” MyPCS Mobile is accessible to all Sailors on their personal or work mobile devices, tablets, laptops and desktop computers. MyPCS Mobile provides Sailors who are planning a PCS move with access to a personalized checklist tailored for an individual Sailor’s PCS move as well as the ability to apply for government housing and childcare at their next duty

station. MyPCS Mobile will soon provide Sailors the ability to view a streamlined, simplified, plain language set of PCS orders referred to as “lean orders.” In a subsequent release toward the end of summer, MyPCS Mobile will allow Sailors the ability to prepare and submit their PCS travel claim voucher. Sailors will simply upload travel receipts from their mobile devices, complete a voucher that has been prepopulated with basic information, electronically sign and provide it to their Command Pay and Personnel Administrator (CPPA) for final processing. “We are aggressively pursuing modern technology in our tools and striving to provide world class customer service to our Sailors and families,” Hughes said. “MyPCS Mobile is the result of a rapid development effort as part of our transition to a modern, commercial-standard integrated pay and personnel system. A modern tool to enhance the PCS experience for Sailors and families is one of the first capabilities we wanted to deliver.”

Sailors who presently do not have a set of Active Duty PCS orders can still explore the functionality of the checklist through an on-line demonstration. Sailors may access MyPCS Mobile either through the Navy App Locker at https://www.applocker. navy.mil or MyNavy Portal at https://my.navy.mil Access to MyPCS Mobile does not require a Common Access Card (CAC); however, for CAC-free access, Sailors will need to perform a onetime setup via MNP on a CAC-enabled machine. At the top of the page in MNP the Sailor’s name will appear. Click on name, select my account, then select instructions for CAC-free setup. Follow the steps for Apple iOS or Google Android to authenticate your identity. The mobile device must have access to either Wi-Fi of cellular data services to complete the process. Other upcoming enhancements include a PCS entitlements calculator and an upcoming pilot program to provide the ability to use the Government Travel Credit

Card for PCS-related travel expenses. Future NAVADMINs will announce launch dates and outline specific details for each of these programs. Meanwhile, Sailors can minimize any out-of-pocket expenses by taking advantage of the travel entitlements available to them today. Those who are about to make a PCS move should talk to

their CPPA to help decide if a travel advance is the right choice for them. The bottom line, he said, is the alliance must deliver credible deterrence and defense from NATO, because that is the best guarantee of peace in Europe. The abrogation of the INF Treaty is just one piece of Russian malfeasance. In addition to annexing Crimea from Ukraine, occupying provinces of Georgia and sparking conflict in the Dombass region of Ukraine, Russia has modernized its nuclear arsenal over a long period of time. NATO has responded. For the first time in NATO history, there are combatready troops in the eastern part of the alliance – Estonia, Latvia, Lithuania, Poland, Bulgaria and Romania. “These battalions are not very big, but they are multinational NATO troops, meaning that

NATO is already there,” the secretary general said. “If any of these countries are attacked, there is no doubt that it will trigger the response from the full alliance. And we also increased the readiness of our forces to reinforce if needed. In a way, NATO has already started to respond in a measured, defensive way.” The “one for all, all for one” nature of the alliance is key to deterrence, he said. “As long as that is credible – if you attack one ally, the whole alliance will respond – then we are by far the strongest alliance in the world,” he said. “We are 50 percent of the world’s military might. We are stronger than any other potential adversary so long as we stay together. The most important thing is the resolve, the political will, the unity of the alliance. As long as that is in place, then we

are safe.” The problem is not deterring an actual attack. Russia is involved in cyberattacks, meddling in elections, the chemical agent attack in Great Britain, and more. “These hybrid attacks blur the line between peace and war,” he said. NATO is truly a North Atlantic organization, Stoltenberg said, noting that the only time the alliance’s Article 5 provision was triggered – the article states that an attack on one ally is an attack on all – was in response to an attack on the United States. “I think everyone expected that Article 5 was for, you know, Soviet Union attacking a small NATO ally,” he said. “That never happened, because deterrence worked.” With the 9/11 attacks, all NATO allies stood behind the United States and joined in the operations in Afghanistan. NATO went in with the United States and will come out with the United States, the secretary general said. “Hundreds of thousands of European soldiers and Canadian soldiers have served in Afghanistan and more than a thousand have paid the ultimate price,” Stoltenberg said. “We had – at the peak – we had more than 140,000 troops there in the combat operation. Roughly one third ... of those soldiers were non-U.S. soldiers. So this has been a big operation, not only for the United States, but for many NATO allies and

partners. Therefore, we will decide on the future presence in Afghanistan together.” The secretary general said NATO is good for Europe, but it is also extremely good for the United States. “It is extremely good to have friends and allies,” he said. “You are privileged to have 28 friends and allies who are together with you. Every time. Not only triggering Article 5 after 9/11, but if you compare with China or Russia or any other great power, they don’t have [those] kinds of friends and allies as you have. That makes you stronger.” He noted that many in the United States are concerned about China. “If you’re concerned about the size of China, then you should stay in NATO, because as long as you are in NATO, you are terribly big,” he said. “If you add all the other allies, we are 50 percent of world [gross domestic product] and 50 percent of the world’s military might.” Stoltenberg said it is easy to be concerned about the world situation, but “we should also be a bit optimistic, because despite all these attempts to weaken NATO, NATO is not weak.” Opinion polls in Europe and North America show tremendous support for the alliance, he said. “Those who are trying to undermine the public support for NATO have not succeeded,” he added.

Keeping Your Family Safe from Home Fires From the U.S. Fire Administration

Make an escape plan It is important to have a plan when there are children in the home. Children sometimes need help getting out of the house, and they may not know how to escape or what to do unless an adult shows them.

● Have a plan for young children who cannot get outside by themselves – You will need to wake babies and very young children and help them get out. In your plan, talk about who will help each child get out safely. ● Know two ways out of every room – It is important to find two ways out of every room in the house, in case one exit is blocked or dangerous to use. ● Choose a meeting place outside the home – Children should know what to do when they hear a smoke alarm and there is no adult around. Help them

practice going to the outside meeting place. Teach them to never go back inside a building that is on fire. Keep children safe from fire and burns Some children are curious about fire. There are simple steps you can take to keep you and the people you love safer from fire and burns.

● Keep children three feet away from anything that can get hot – Space heaters and stove-tops can cause terrible burns. Keep children at least three feet away from stoves, heaters or anything that gets hot. ● Keep smoking materials locked up in a high place – Never leave cigarette lighters or matches where children can reach them. ● Never play with lighters or matches when you are with your children – SChildren may try to do the same things they see you do.
