Vice Chief of Naval Operations Adm. Bill Moran announced the 2017 Navy Shore Sailor of the Year (SOY) during a ceremony held at the Pentagon in Washington, D.C., April 19. Moran announced Legalman 1st Class Jean M. Yuston, U.S. Naval Forces Europe/Africa Shore SOY, as this year’s winner. Yuston also received a Navy and Marine Corps Commendation Medal at the ceremony. “This is one place I never thought I would be, not because I doubted myself but because I believe there are so many others who deserved to be here as well today,” Yuston said. “There are so many Sailors in the Fleet who are doing amazing things every single day, and in many cases, they are doing the exact same thing that we are doing to get here. The Defense Department is already looking at ways to make its agencies more productive and efficient, the deputy defense secretary told the Defense Writers Group here today. Patrick M. Shanahan welcomed House Armed Services Committee Chairman Rep. Mac Thornberry’s interest in the so-called Fourth Estate. The Texas representative has issued “discussion drafts” of legislation that calls for elimination of some organizations and reforms of others. Thornberry defines the Fourth Estate as civilian-dominated military agencies such as the Defense Contract Audit Agency, the Defense Information Systems Agency or the Defense Logistics Agency. “The Fourth estate is an area I have been spending an awful lot of time in,” Shanahan said. He believes there is tremendous opportunity for reform in DoD, he told the defense writers, adding that those reforms would tremendously boost productivity and modernization in the department. The National Defense Authorization Act called for the creation of a department chief management officer position, and that person – John H. Gibson II – has been leading the effort that gets after reform in the Fourth Estate. Shanahan said he looks at the Fourth Estate in three different segments: intelligence, acquisition, and business operations such as health care, information technology and so on. The NMCRS Fundraiser has been extended! Navy and Marine Corps Relief Society will be continuing their fund drive through April 30th, giving everyone a bit more time to participate. NMCRS is such a positive force in our community and I want to remind everyone how much they help service members and their families. The money they raise goes toward interest-free loans and financial assistance, medical care, education, and childcare for service members in need. Please help us support them as they support our shipmates. As April comes toward a close, we are about to enter Distracted Driving and Motorcycle Safety Awareness Month. These are two incredibly important topics to talk about and are especially relevant given the often hectic nature of traffic here in Naples. Please remember to always keep your eyes on the road when driving, never use your cellphone or other electronic devices at the wheel, always make sure you’ve had enough rest before taking long trips, and never drive under the influence. Motorcycle riders, please make sure you’re taking full advantage of our motorcycle safety courses offered here. We’ll be hosting a motorcycle safety stand-down the week of May 7 and will be offering numerous training opportunities for riders coming up on their initial certification or re-certifications. Please contact our Safety Department at DSN 626-3147 for more information. This is also the time of year we start turning on the air conditioning around base. The schedule for housing will run from May 7-25, so expect to have your A/C come on during that timeframe. I’d also like to explain how we come to the decision of when we turn on the A/C. Our requirement, driven by energy management guidelines from the Chief of Naval Operations and from Region EURAFSWA, is for air conditioning to be activated once the outdoor temperature reaches 80 degrees Fahrenheit for a five consecutive day period. Usually these conditions are met mid-May, which is why we are starting the turn-on schedule on May 7th. In the meantime, if it’s getting a bit too hot in your office or home, we encourage you to turn on a fan or open the windows to cool your space down. However, once air conditioning has been turned on in your building, we ask that you keep the windows closed to maximize energy efficiency. As always, thanks for reading the Panorama! Mini Artificial Heart Saves Child A mini artificial heart saved a three-year-old girl who suffers from dilated cardiomyopathy. Doctors at the Vatican’s children hospital Bambino Gesu’ obtained authorization from the Federal Drug Administration and Italian health minister to use a 15mm ventricular-assistance device that is going to be tested in the United States. It is the second operation of its kind in the world. The first operation was done in 2012, also by Rome’s Vatican hospital. The girl is in a good condition after the surgery and is on a waiting list for a heart transplant. Pope Francis Gives Ice Cream to Homeless Citizens Pope Francis celebrated his name’s day, Jorge or George in treating about 3,000 people in need in Rome by ordering thousands of ice creams to be distributed to those who receive assistance every day by soup kitchens and homeless shelters. When Pope Francis turned 78 he ordered the distribution of hundreds of sleeping bags and when he turned 80 he invited homeless people to have breakfast with him. Polish Tourist Fined for Attempting to Climb Famed Trevi Fountain Last weekend a Polish tourist was fined 500 euros after police caught him trying to climb the Trevi Fountain in Rome. A city ordinances ban the public from sneaking into, clambering upon or endangering Rome’s his-

toric landmarks. Rome isn’t the only Italian city that has problems with visitors. Last week the Venice’s mayor threatened legal action after tourists were filmed diving off the Rialto Bridge into the Grand Canal. Turin Tax Office Managers Arrested for Fraud Three tax-office managers were placed under house arrest in Turin for pretending to go on official business trips only to pocket the money and stay at home. They have been charged of fraud and misrepresentation. Dinosaurs are Back in Agnano The Natural Reserve of the Astroni in Agnano, Naples, is home to 30 life-size dinosaurs. After last year’s great success, the exhibition opened March 25 and will close November 11. The exhibition is open only on weekends. The dinosaur path is set up in the Astroni Crater, and will help visitors to better understand why the dinosaurs became extinct during the Mesozoic period, and will help humans to avoid the sixth mass extinction on Earth. Dinosaurs in flesh and bone provides an itinerary in which is told the story of life on our planet starting from the Paleozoic up to the present day, naturally with a focus on dinosaurs. The realistic fullsize models all have an information sign that specifies the characteristics of each display. The Natural Reserve is located in Via Agnano Astroni 468 and the exhibition is open on Fridays from 2 to 6 p.m., and on Saturdays and Sundays from 10 a.m. to 6 p.m. (ticket office closes at 4 p.m.). Ticket price is 10 euro.

HISTORY: FIRST AMERICAN MANNED SPACE FLIGHT From National Aeronautics and Space Administration

On May 5, 1961, Mercury astronaut Navy Cmdr. Alan Shepard Jr. became the first American in space. Shepard launched at 9:34 a.m. ET aboard his Freedom 7 capsule, powered by a Redstone booster, dubbed Mercury-Redstone 3. Shepard’s flight had been delayed several times, leading him to launch three weeks after Russian cosmonaut Yuri Gagarin, became the first man in space. Shepard’s flight aboard Freedom 7 lasted a mere 15 minutes and 28 seconds, and covered a distance of 303 statute miles. He reached an altitude of 116.5 statute miles with a velocity of 5,134 mph. Recovery was by HUS1 helicopter of HMR(L)-262 from the Essex-class aircraft carrier USS Lake Champlain (CVS 39). After splashing down to Earth, Alan was met with fanfare and even received a personal phone call from President Kennedy who had watched Alan's flight on television. The “Kennedy Call” would become a tradition for all manned Mercury flights. The main scientific objective of project Mercury was to determine man’s capabilities in a

space environment and in those environments to which he will be subject upon going into and returning from space. A few of the basic flight problems included: the development of an automatic escape system, vehicle control during insertion, behavior of space systems, evaluation of pilots capabilities in space, in flight monitoring, retrofire and reentry maneuvers and landing and recovery. After medical tests and debriefings Alan was found to be in excellent shape, which meant that America’s manned space flight program would move forward. Shepard was born November 18, 1923, in East Derry, New Hampshire, and later graduated from the U.S. Naval Academy at Annapolis in 1944. He served onboard the destroyer USS Cogswell (DD 651) in the Pacific theater during the last year of World War II. He later became a Naval Aviator and test pilot. In 1959 Shepard was selected by the newly created National Aeronautics and Space Administration (NASA) from a field of 110 candidates to become one of the “original Seven” Mercury astronauts. In 1964 Shepard was grounded because of Meniere’s disease, an inner ear disorder. He worked as Chief of the Astronaut Office until 1969 when a new surgical technique cleared up his ear problem. He was soon restored to full flight status, and was named commander of Apollo 14. A decade after making his historic flight, Shepard, the oldest astronaut in the space program at the age of 47, achieved his life-long dream; he stepped onto the surface of the moon on February 5, 1971, becoming not only the fifth person to walk on the surface of the moon, but also the only one of the original Mercury Seven astronauts to make it to the moon. “It’s been a long way, but we’re here,” he reported to Houston after landing. At the end of his moonwalk, Shepard drove two golf balls for what he remarked was “miles and miles” as a way to demonstrate what the moon’s lack of atmosphere and much smaller gravitational force would mean for a familiar earthbound activity. Shepard retired from NASA and the Navy with the rank of rear admiral on August 1, 1974. Among his many honors and awards, he received the Distinguished Flying Cross and the Congressional Space Medal of Honor. He died July 21, 1998 at the age of 74.

SPOTLIGHT: SAMANTHA JOSEPH Samantha “Sammy” Joseph, a native of Mercedes, Texas – “The Queen City of the Valley” – a small town on the southern border of Texas has been a Recreational Aid / Fitness Instructor at the Fitness Forum Gym onboard Support Site for the past two years. She served in the U.S. Army from 2008-2012, and served as a Signal Support Specialist in charge of operations and Tactical Operations Center Communications for 4/10th Mountain Division at Fort Polk, Louisiana. Joseph later was deployed during Operation Enduring Freedom from 2010 to 2011. Joseph received the Military Combat Action Badge, Army Achievement, and Global War on Terrorism Medal for her service. Following her tour in the Army Joseph attended the University of Phoenix from 2013 to 2017 and received a bachelor’s degree in Criminal Justice in Human Services (2013-2017). She later obtained certifications as an International Sports Sciences Association (ISSA) Personal Trainer and Group Fitness Instructor and Zumba Fitness Instructor. Joseph, who has become a familiar face to regulars at the Support Site Gym, said she likes helping making a difference in peoples’ lives by boosting moral through fitness. When she is not working at the gym leading classes and helping people, Joseph said she likes weight lifting, dancing and traveling. In the past two years Joseph has traveled to Paris, France; Athens, Greece; Barcelona, Spain; Edelweiss (Garmisch-Partenkirchen), Germany; and Venice, Italy. She said her favorite destination so far has been Spain. Undoubtedly, because the culture reminds her of her native Texas.

USNH Naples Offering New Pain-Free Dentistry Procedure By Lt. Mackenzie Cvelich USNH Naples General Dentist

Since the beginning of time, people have dreaded the dentists’ drill. Recently, a new product has become available that has eliminated the need to drill and fill cavities. Silver diamine fluoride (SDF) is a product that has been used for more than 40 years in Japan to stop the progression of cavities and reduce sensitivity in teeth. SDF has two active components, silver and fluoride. Silver kills the bacteria and fluoride helps to strengthen the tooth and prevent the cavity from getting larger. United States Naval Hospital (USNH) Naples has recently begun using this new product to help dental patients. Treatment of a cavity with SDF is simple and involves painting the liquid material on the affected

tooth and can take less than 10 minutes. It provides a painless, non-invasive, and quick alternative to dental decay when used in the right scenario. The biggest disadvantage of

this product is aesthetics, as it turns the affected area black. Healthy tooth structure will not change color, but it can temporarily stain gums or skin if the product comes into contact with them. “We have applied this SDF medicine to several young children who wouldn’t sit through the traditional ‘drill and fill’ approach,” USNH Naples

NCT Presents Michael Frayn’s ‘Noises Off’ From Naples Community Theatre

The Naples Community Theatre (NCT) returns to the Naples American Middle High School Stage with a production of Michael Frayn’s hilarious comedy, “Noises Off” May 3-5 and 10-12 at 7:30 pm. This production opens NCT’s 2018 season, and is a lighthearted behind the scenes view of the production process. Helming this production is community theater veteran Mark Reid, who asked for and received the gracious assistance of the lovely and talented MaryE Parris. The veteran cast includes Meghan Berryman, Jim Farmer, Erinn Sudol, and Mike Salvitti, all of whom last worked on NCT’s “A Christmas Carol,” and newcomers Katrina Dransfield, Vince Hess, Amanda Muzyka, and Cydne Palmer. Lending their talents to the tech crew are Amber Flores and James Palmer. “This production allows these experienced and tal-

ented performers to stretch outside of the usual confines of acting, and to experience the often difficult task of deliberately not performing well,” Reid said. “Characters miss lines, miss entrances, drop props, and generally make a disaster out of a show in front of a live audience. All in all, it is a manic and truly amazing experience.” The show revolves around the multiple nights’ performances of a comedy called “Nothing On” by the fictional Robin Housmonger. The first scene introduces the show on the final dress rehearsal before the grand opening, for which it becomes painfully apparent that the cast is woefully unprepared. The second scene shows the audience a view from behind the stage, while the show is performed, with the entire set turned 180 degrees. The final act shows the show from the usual view again, but on the final night’s performance.

“By turning the set around, the audience gets to see the “show within the show,” how the characters react to one another during the stress of a long running performance,” Farmer said. “They get to see the relationships, the craziness, and the truly uproarious moments as they happen. Michael Frayn brilliantly captures the long time actors’ belief that the best show at a theatre happens behind the scenes, where the narrow escapes and radical revisions take place.” “The interesting point of this show is that the audience gets to meet real people behind the characters, after all the masks are removed. The audience meets the vacuous, the brilliant, the lecherous, and the alcoholic, the people who are quick enough to keep the scene going, and those who are immediately lost if a word is missed,” Reid added. “Most long term actors and directors will tell you that they have worked with every

character depicted on this stage, and can probably give you names of people who each of these characters represent.” Tickets for the production are available at the Naples American High School cafeteria on any of the performance nights and are $10 for adults and $5 for students. The show con-

Cmdr. Tyson M. Young relieved Cmdr. Peter F. Halvorsen as commanding officer of the Arleigh Burke-class guided-missile destroyer USS Carney (DDG 64) during a change of command ceremony April 20, 2018, at Naval Station Rota, Spain. “It has been the highest honor of my life to serve as Carney’s commanding officer and lead the amazing men and women of Carney Nation. Together, we met every mission and operational assignment put to us. I know that Cmdr. Young will continue to lead Carney professionally into the future,” Halvorsen said. The ceremony was attended by the Carney crew and was presided over by Capt. Matt Lehman, commodore of Task Force 65. “Today as we bid fair winds and following seas to a good friend, one of the great leaders in the surface warfare community, at the same time we welcome another quality leader to the crucible of command at Sea,” Lehman said. Halvorsen assumed command in November 2016. During his command tour, Carney com-

pleted three patrols in the U.S. 6th Fleet area of operations. The ship participated in exercises Joint Warrior, Mavi Balina, and Sea Breeze and completed Flag Officer Sea Training. During the patrols the ship completed 20 underway replenishments, 51 strait transits and 21 port visits in 14 different countries. Carney completed 20 major ship certifications, earned the 2017 Close-In Weapons System Excellence Award and the 2017 Destroyer Squadron 60 Battle “E.” Halvorsen’s next assignment will be as director of the command at sea department of the Surface Warfare Officer School in Newport, Rhode Island. “It is a privilege and an honor to serve as commanding officer with the finest crew in the Navy, on 505 -feet of American fighting steel. I am thankful to Cmdr. Halvorsen for paving the way for Carney’s success and I am eager to carry on the Carney tradition,” Young said. Carney, forward-deployed in the U.S. 6th Fleet area of operations, conducts the full spectrum of naval operations, often in concert with allied, joint, and interagency partners, in order to advance U.S. national interests and security and stability in Europe and Africa.

“The way I tend to think about it is, ‘How do we restructure ourselves so we can be much more productive and much more responsive?’” he said. That question has different answers, depending on the segment he said. On the intelligence side, he explained, it boils down to leveraging artificial intelligence to make better decisions with the volumes of information that comes to DoD. Another organization in the Fourth Estate is the Defense Health Agency, which has hundreds of clinics. “How do we combine them in a way that drives cost down because there is a common procurement system?” he asked. Six Major Areas The DoD chief management officer is going after six major areas that need to be re-engineered and consolidated, Shanahan said, noting that the biggest leverage there is real synergy at the DoD level. “Today, we are parsed by service and we are leaving a lot of productivity on the floor,” he said. “We have 10 different ways to do the same thing. These are issues that every large organization runs into.” In the world of Ellen Lord, the undersecretary of defense for acquisition and sustainment, Shanahan said, reform and re-engineering are different, so she needs to understand how to make it easier to do business with the government. It also entails how the department picks the right industrial partners for modernization, he added. The fact that the chairman of the House Armed Services Committee is also approaching this issue gives support to DoD’s efforts, Shanahan said. Not a ‘People Problem’ The deputy secretary said he doesn’t want this effort to be viewed as a “people problem” or as a way to reduce the workforce. “There is this assumption that there are all these people standing around with their hands in their pockets and not working hard,” he said. “What we find is we have processes and management systems and [information technology] systems that have evolved over years and years that were never designed to scale to the size that we are, and so people are stuck in processes that … aren’t as productive as they could be.” The Defense Information Systems Agency has a number of data centers, he noted, and if those are consolidated there will be a reduction in the number of people needed to run them. “The art form here is, ‘Then what do you do with the benefits?’” he said. “The reason I hesitate to talk about it as a people issue is it is not a people issue. People are the solution, not the problem. From a management standpoint, the easiest thing to do is redraw the lines and boxes on an org chart, but it is actually the hardest thing to implement.” The department must look at processes, Shanahan said. There needs to be enough people to perform the mission, he added, and then an examination of back-office inefficiencies. “It’s our processes, not our people,” he said.

Ford’s Theater in Washington, D.C. From the National Park Service

The building that is now Ford’s Theater dates all the way back to 1834, when it was opened as the First Baptist Church of Washington, D.C. Wellknown theater entrepreneur and manager John T. Ford purchased the church in 1861 and transformed it into a theater. During the Civil War, President Abraham Lincoln attended more than a dozen shows there between 1863 and April 14, 1865. On April 9, 1865, Gen. Robert E. Lee, commander of the Army of Northern Virginia, surrendered to Gen. Ulysses S. Grant, commander of the Union Army, at Appomattox, Virginia. Five days later, on April 14, President Lincoln was watching a play, “Our American Cousin” at the theater, when Confederate sympathizer and actor John

Wilkes Booth snuck into Lincoln’s box seat and shot the president in the back of the head. Lincoln died the next morning. Following Lincoln’s death, the government appropriated the theater, with Congress paying Ford $88,000 in compensation. The National Park Service acquired Ford’s Theater in 1933, and in 1968, it was restored to its 1865 appearance and reopened as a working theater and historic site. Four decades later the theater was renovated again and reopened on February 12, 2009, the 200th anniversary of Lincoln’s birth. This theater is open each day from 9 a.m. to 4:30 p.m. (except for Christmas and performance nights). It is managed by the National Park Service (NPS), a bureau of the United States Department of the Interior. More than a million people visit the historic theater each year.

RULES: • New ads must be submitted on a completed Mercato form, along with a copy of both the member’s ID card (front and back) and ONLY the first two pages of PCS orders or equivalent. • Ads are limited to one per category and 25 words maximum. Ads for free pets are limited to one per person or organization (copy of ID required) and run on a space-available basis. One contact phone number per ad; no e-mail addresses. • Deadline for submission is Monday, noon for the following Friday. Public holidays (U.S. or Italian) are not an exception to this rule. ADS RUN ONE WEEK ONLY! • Any incomplete ad or ad received after the Monday, noon deadline will not be printed in that Friday’s issue. Late submissions will be considered for the next available publication. Incomplete or illegible ads will not be considered. • Free Mercato Ad forms, the only acceptable form of submission, are available at http://www.cnic.navy.mil/naples/newsroom/panorama/ (click on the Mercato link) or at the NSA Public Affairs Office during normal business hours. • Ads and supporting documentation can be faxed to 081-568-5112 (DSN 626-5112) or delivered in person to the Public Affairs Office, Capodichino, Admin I, Room 208. No other form of submission will be accepted. • To renew for the following week call 081-568-5856/5907 (DSN 626-5856/ 5907) by noon Monday. Ads not renewed by the deadline will not be published. • PAID CLASSIFIED ADS •
