The U.S. government has authorized the ordered departure of Defense Department dependents from Turkey, including those at Incirlik Air Base, Pentagon spokesman Peter Cook said on March 29. The move announced today comes out of an “abundance of caution” to security concerns in the region, and not in response to a specific threat, Cook told reporters. Defense Secretary Ash Carter, in coordination with Secretary of State John Kerry, authorized the ordered departure for all DoD dependents in Izmir, Adana and Mugla provinces, Cook said. This step does not signify a permanent decision to end accompanied tours at these facilities, according to a news release from U.S. European command. “This decision allows for the deliberate, safe return of family members from these areas due to continued security concerns in the region,” he said. The decision impacts 670 out of the 770 Defense Department dependents in Turkey, Cook said, adding that it is his understanding that “this will move quickly.” The ordered departure applies to all dependents whose sponsors are under the authority of the commander of U.S. European Command, and includes dependents whose sponsors are stationed at Incirlik.

What To Do With Your Vehicle When You PCS By Nadia Irace and Kim Nelson

Are you are approaching the end of your tour in Naples? If so, it is important that you begin preparing early. Once registered in the Allied Forces Italy (AFI) system, there are only three ways vehicle owners may remove their vehicles: ● Ship/Drive it to your follow-on duty station. ● Sell/Transfer ownership to another AFI-eligible member. ● Scrap it through MVRO. Shipping / Driving Have your orders? Work with Personal Property to initiate your move-out process. Once authorized, schedule an appointment to bring your POV to the Vehicle Processing Center (VPC). Then simply call Motor Vehicle Registration Office (MVRO) to inform them of your VPC appointment time. You will be scheduled at MVRO just prior to your appointment at the VPC. You need to bring with you: ● Front and back cover plates, free of dirt or grease. If one or both are missing, you must make a statement to Security and file a “lost plate” denouncement with the Carabinieri. Bring a copy of the denouncement to MVRO. ● Orders showing you are within 90 days of departure. ● Your current AFI registration. The presidential election season is in full swing across the nation and it is very important to understand the legal limitations that apply to all Department of Defense (DoD) personnel when it comes to participation in political activity. Guidelines for civilian and military participation in political activity are provided through various DoD policies, directives and notices. The most important thing to remember is that as representatives of the Department of Defense we are not allowed to take part in any activity that would imply DoD sponsorship, approval or endorsement of a political candidate, campaign or cause. There has been quite a lot of discussion regarding the primary campaigns, and with the advent of social media, making a slip up in this case has become a lot easier. DoD Civilian and military personnel may generally express their personal views on public issues or candidates via social media. However, if you are identified by the social media site as a DoD employee, you must clearly and prominently state that the views expressed are yours only and not the views of the Department of Defense. Additionally, while you may “follow,” “friend,” or “like” a candidate running for political office, you should not “share” or “re-tweet” comments or tweets from the Facebook page or twitter account of a political party or candidate running for partisan office. For specifics, please touch base with your chain of command or contact your command’s legal office. We live in a globally connected and highly visible world as representatives of the United States government at home and abroad; regardless of the topic it is a good idea to keep the tone your posts on social media friendly and professional. The deadline for filing taxes is just around the corner. The normal deadline falls annually on April 15th, but for those who serve overseas there is an automatic filing extension to June 15th. If you need more time than that, you’ll need to initiate a separate request. Filing your tax return, like voting, is a civic duty required of U.S. citizens at home and abroad. Depending on your situation, filing an accurate return can be a complex process. For those in our community that need a little help or an extra set of eyes on their documents the annual Volunteer Income Tax Assistance program is available by appointment to help through Legal Assistance Office. For those who prefer to file on their own, you can visit IRS.gov for forms and instructions. Another option is using a tax filing software or an online program to step your through the process. Regardless of the method you choose, please make sure you file before the deadline to avoid any penalties. If you’re wondering how to best enjoy the great spring weather this weekend, come out to Carney Park and cheer-on our NHS Wildcats Softball and Baseball teams. There is a double-header on Friday with the first games starting at 9 a.m. and the second at 4:30 p.m. On Saturday, the first games begin at 11:30 a.m. followed by the final games at 4:30 p.m.

Important Changes Coming for Residents Who Live on Economy From NSA Public Affairs

Cash Rental Payment Limits Extended Italian Law 208/2015 has raised the limit for cash rental payments to 3,000 euro. Cash rental payments can NOT be made without first modifying clause two of your existing lease. If you and your landlord wish to modify your method of payment to cash euro, call the Housing Service Center at DSN 629-4466 or Comm. 081-811-4466, or the Capo Quick Stop Housing Office at DSN 626-4445 or Comm. 081-811-4445. Electric Bill Tax Change Effective 2016, the Italian RAI TV tax will be charged on electric bills. The charge is effective on your first bill following 1 July 2016. The 2016 total RAI TV tax of 100 euro will be divided and charged over your remaining 2016 bills. Refer to the following for your specific billing scenario:

1) Electricity contract through the NEX Residential Services Office: You are automatically exempt and NO tax will be charged. 2) Electricity contract in your name and directly billed to you: To receive an exemption you must submit a letter to the Italian tax office. The Housing Office will assist you with preparing this letter. Once the letter is prepared, you must send it to the tax office via registered mail (approximate cost is 6 euro). Contact the Housing Office at DSN 629-4466 for an appointment or stop in at any location for walk-in service. Note: You must bring a copy of your electricity bill. 3) Electricity contract is in your landlord’s name: a) Your rental is established as your landlord’s primary property. The tax is only charged on the landlord’s primary property.

NAVY HISTORY: BIRTH OF CHIEF PETTY OFFICER

On April 1, 1893, Navy General Order 409 of Feb. 25, 1893, established the rate of Chief Petty Officer. According to naval records, the first mention of the chief petty officer was on a ship’s muster roll in 1775. This brief mention of the CPO title did not resurface in naval history for almost 100 years. In 1865 a Navy regulation reestablished the term chief petty officer. The term was first used for the ship’s Master-at-Arms. It made him responsible for preservation of order and obedience to all regulations. An excerpt from an 1865 regulation tasked the senior enlisted person with the following responsibility: “The Master-atArms will be the chief petty of-

ficer of the ship in which he shall serve. All orders from him in regard to the police of the vessel, the preservation of order, and the obedience to regulations must be obeyed by all petty officers and others of the crew. But he shall have no right to succession in command, and shall exercise no authority in matters no specified above.” This, however, did not establish the term chief as a rate. It was merely a function rather than a rate. Petty officers were divided into petty officers of the line and petty officers of the staff. Chief referred to the principal petty officer of the ship. The next reference to the term chief was in U.S. Navy Regulations Circular Number 41 dated January 8th, 1885. Here again the term chief refers to a function or title rather than a

rate. The men filling these chief billets were actually first and second class petty officers. On Feb. 25th, 1893, President Benjamin Harrison issued an executive order outlining the pay scale for Navy enlisted personnel. This executive order was issued to the Navy as General Order Number 409. This general order divided the pay scale into rates and for the first time listed chief petty officers. Both General Order Number 409 and U.S. Navy Regulation Circular Number 1 listed chief petty officers as distinct rates. These documents went into effect April 1, 1893. Since their inception, chief petty officers have formed the backbone of naval leadership, providing invaluable management, counseling and advisement of Sailors under their charge.

SPOTLIGHT: HM1 JONATHAN SHEWCHUK

Hospital Corpsman First Class Jonathan Shewchuk hails from Holyoke, Massachusetts. He has a master’s degree in operations management from the University Of Arkansas, a bachelor’s degree in allied health management from National University, and an associate’s degree in mortuary science from Hudson Valley College. Shewchuk has been a licensed funeral director and embalmer since 2000. He joined the Navy in 2008. Shewchuk has been a vital asset to Navy Region Casualty Operations and U.S. Naval Hospital Naples, Italy, since arriving about one year ago. As one of two Navy Morticians assigned in Europe, he is the sole resident expert in all matters in Mortuary Affairs. His specialized skillset is a critical asset in managing the loss of active duty members, dependents and retirees. His expertise ensures these fallen individuals return home with the proper honor, dignity, care and respect they deserve. Within the hospital, Shewchuk is the Work Center Supervisor for Medical Records Division where he leads and mentors four junior Sailors and is responsible for the management of more than 4,000 records. His professionalism and superior performance makes him an invaluable member of the Patient Administration Department. His future goals include gaining a commission as a Medical Service Corps Officer.

ENERGY CONSERVATION Energy Efficient Computer Use From NSA Naples Energy Management Team

If you wonder when you should turn off your personal computer (PC) for energy savings, here are some general guidelines to help you make that decision: Though there is a small surge in energy when a computer starts up, this small amount of energy is still less than the energy used when a computer is running for long periods of time. For energy savings and convenience, consider the following guideline, if you are: • In the office, please turn off the monitor if you aren’t going to use your PC for more than 20 minutes. • At home, please turn off both the CPU and monitor if you’re not going to use your PC for more than two hours. Make sure your monitors, printers, and other accessories are on a power strip/surge protector. For no mission essential equipment, turn off the switch on the power strip to prevent them from drawing power even when shut off. If you don’t use a power strip, unplug no mission essential equipment when it’s not in use. Sleep Mode and Power Management Features Many computers available today come with a sleep mode or power management feature. ENERGY STAR® estimates that using these features will save you up to $30 each year on your electricity bills. Make sure you have the power-down feature set up on your PC through your operating system software. This has to be done by you; the power management features usually are not already enabled when a computer is purchased. SAAPM 2016 Theme: ‘Eliminate Sexual Assault: Know your part. Do your part’ From Chief of Naval Personnel Public Affairs

Navy leaders announced March 30, the 2016 Sexual Assault Awareness and Prevention Month (SAAPM) theme of “Eliminate Sexual Assault: Know your part. Do your part.” The April awareness month is designed to build momentum for yearround efforts to eliminate the crime of sexual assault, while making sure all Sailors are treated with dignity and respect. “By sharing stories, ideas, and the resources needed to build awareness, we hope every command and every Sailor takes away something meaningful from this month,” Rear Adm. Ann Burkhardt, director, 21st Century Sailor Office, said. “Leaders who feel empowered to make a difference and encourage their Sailors to do the same, are the critical link to ensure we end this crime across the fleet.” Earlier this year, Chief of Naval Operations Adm. John Richardson, announced five initiatives to help “end the scourge of sexual assault” in our Navy. “Eliminating sexual assault requires more than words, zero tolerance requires an all-hands effort,” he said.

CNO’s five initiatives include: 1 - A Shipmate is not a “bystander.” If you see something wrong, do something right. 2 - Establish counselors within the Fleet and Family Support Centers as a resource for victim support. 3 - Improve our personnel management practices and procedures, following a sexual assault experience, to ensure our Sailors are put in the best position possible to succeed. 4 - Continue our efforts to educate our Sailors and reduce alcohol abuse in the Navy, particularly binge drinking. 5 - Better utilize technology to remove cultural barriers and stigma associated with reporting a sexual assault or seeking advice and counsel. In addition to asking Sailors to learn, discuss and think about sexual assault prevention, commands are encouraged to organize events in April to highlight the awareness and prevention of sexual assaults. Carter Announces Operation Inherent Resolve Campaign Medal By Jim Garamone DoD News

Service members who serve or have served in Iraq or Syria as part of Operation Inherent Resolve will receive the Inherent Resolve Campaign Medal, Defense Secretary Ash Carter announced on March 30 in Tampa, Florida. Carter announced the new award during the U.S. Central Command change-ofcommand ceremony. Army Gen. Lloyd J. Austin III transferred the command’s flag to Army Gen. Joe Votel. Defense Secretary Ash Carter announced the creation of the Inherent Resolve Campaign Medal, March 30, 2016. “It is fitting then, that as we mark the change of command between these two leaders, that we introduce the Inherent Resolve Campaign Medal,” Carter said. “I am pleased to announce today, by the president’s order and upon the chairman’s and my recommendation, that our sailors, soldiers, airmen, and Marines serving in Iraq and Syria as part of Operation Inherent Resolve are now eligible for this medal and distinction.” Award Retroactive The award is retroactive to June 15, 2014, and is for service members based in Iraq or Syria, those who flew missions over those countries, and those who served in contiguous waters for 30 consecutive days or 60 nonconsecutive days, officials said. The award distinctly recognizes service members battling terrorist groups in Iraq and Syria. Service members who were killed or were medically evacuated from

The entire operational area has been subject to lethal combat operations. U.S. forces are executing an extensive air campaign in the region. A U.S. divisionplus force is providing command and control, intelligence, and other advisory services. The award is separate from the Iraq Campaign Medal awarded for service during operations Iraqi Freedom and New Dawn, officials said.

Selling/Transferring Transferring ownership to another AFI member is a simple process. The seller must obtain a new safety inspection on the vehicle if one has not been done in the past 60 days. Next, make an appointment with MVRO for both parties to sign the bill of sale. Make sure your buyer has an AFI driver’s license and that an insurance policy was initiated on the vehicle in advance. It is best to not wait until the last minute in case of technical problems or the buyer is missing something necessary to complete the transfer. Any loan on the vehicle must be paid off with proof of release of lien prior to the transfer. Scrap If the vehicle cannot pass a safety inspection or you want to get rid of it, you can simply have MVRO scrap it. Simply give MVRO a call and set up a time to deliver the vehicle to the scrap yard on Support Site. MVRO will meet your there to verify the VIN number. You will then bring the license plates to our office and sign the paperwork. There is no cost involved unless the vehicle is not running and must be towed at your own expense. Contact MVRO for a list of towing companies to work with. To process the scrapping, it is necessary to have both license plates and to have proof of release of lien if there had been a loan to purchase the vehicle initially. Additionally, the major components of the vehicle including; body, motor and tires must be intact and present. Despite best efforts, sometimes none of these options can be accomplished in time. In this case, the vehicle owner needs to assign a power of attorney (PoA) for the vehicle. PoAs are limited to 90 days and the car must remain insured by the owner during this period. Choose a reliable PoA who will sell, ship, or scrap your car for you within the time limit. No extensions may be made. Once expired, the owner, not the PoA, may be charged up to 32 percent of the car’s value and it will be scrapped as an “abandoned” vehicle. All economy leases negotiated through the Housing office have a bottle water clause, which requires the landlord to provide bottled water. Work with landlords to have any water holding tanks disinfected twice a year, and ensure your tap water is disconnected from non-permitted wells and connected only to the city water system.

New Community Recreation Section April 4 Collaborative Planning Session By Chris Kasparek NSA Community Recreation Director

You may notice there is a change to the Panorama family page; we are adding a community recreation section, which we hope will soon become one of your family’s most important sections. From pavilions to fields, from concerts to special events, from day tours to extended tours, from volunteer opportunities to job openings, this new section will inform you about fun, safe and exciting events you can enjoy in the exciting world of MWR Community Recreation. We will also be answering your burning recreation-related questions. For example, what are the details for the Fourth of July celebration at Carney Park? Spooktacular? Tree Lighting? What is the dog policy at Carney Park? How do I plan a trip for myself and my friends using the assistance of Tickets and Travel? All of these questions will be answered in this weekly Community Recreation section and we will give you the resources you need to have

many fun, new adventures and make new friends. We are also bringing together all of the diverse recreation-related resources on board NSA Naples to make it easier for you to enjoy and access more opportunities. How will that work? We are inviting diverse command-sponsored, private organizations and individual citizens – including you – to the first-ever MWR Community Recreation Director’s Collaborative Planning Session April 4 at 6 p.m. at the Reel Time Theatre with the goal of collaboration, partnership and synergy among our diverse community groups, service members and families. Who will be attending?
