When Kate Maslen arrived to Italy with “Hank the Tank,” her beloved nine-yearold bull mastiff, she was happy her pooch

would be able to live out his golden years in an Italian villa. A couple of months after Hank’s passing, Maslen didn’t expect to see his “twin” in an online posting from an animal shelter.

After eventually following up to go take a look at the dog, Maslen found herself in an animal shelter not far from the headquarters of Allied Joint Force Command (JFC) Naples. It wouldn’t be her last trip to the Rifugio San Francesco animal shelter in Castelvolturno, Caserta. Maslen, who works with Military Family Services Europe and married to a Canadian service member from JFC Naples, realized right away that she, and others, could make a difference in the lives of the 315 four-legged habitants of the shelter. “We can be doing something,” Maslen recalled thinking at the time. That thought is now a reality as a calendar project, dubbed “Soldiers for Strays,” made its debut at the annual Christmas Bazaar at JFC Naples. After the bazaar, it’s also available for purchase at the Canadian Support Element. Each month of the calendar features photos of a military or family member from one of the NATO countries with a dog seeking a home. A U.S. Navy Sailor and Flint, Michigan, native received a phone call from President Barack Obama while operating aboard the guided-missile destroyer USS Mason (DDG 87) in the Mediterranean Sea on Thanksgiving Day. Petty Officer 2nd Class (SW) Christina McGuire, a 2012 graduate of Clio Area High School, is serving aboard Mason as a cryptologic technician in the eastern Mediterranean Sea. McGuire entered the Navy in April 2014 and reported to Mason in August 2015. She has recently qualified as an Enlisted Surface Warfare Specialist. “Petty Officer McGuire is a superb Sailor,” Cmdr. Christopher J. Gilbertson, from Minneapolis, Mason’s commanding officer, said. “Her direct actions in defense of the ship, crew and others are indicative of what every Mason Sailor is - absolutely professional. Her performance, attitude and hard work especially make her a standout. Her infectious, positive attitude has been a welcome addition, and I know she was honored to have the opportunity to speak with our commander-in-chief today.” President Barack Obama reached out to McGuire this Thanksgiving. “He wanted to say, ‘Happy Thanksgiving,’” McGuire said. “He wanted to congratulate Mason on our excellent performance these last couple of months.

Congratulations to all the Sailors who advanced on the most recent cycle. Your great performance, hard work, and dedication were recognized and I am proud to see each of you wearing your new rank. With increased rank comes new responsibilities and new opportunities, so take some time to reevaluate the goals you’ve set to reach new heights in your career, your education, and your personal life. The level of activity throughout NSA Naples right now is really amazing! Being the headquarters in Europe for so many different aspects and elements of Naval and NATO operations means that the work we do here has a tremendous global impact and is vitally important. With the recent ramp-up in operational tempo and the arrival of the holiday season, it is more important than ever to stay sharp and stay focused. This is especially important this time of year for holiday shopping and shipping. If you are planning on ordering gifts online remember that shipping volume is just now reaching its peak. The post office takes additional measures to process the high mail volume as quickly as possible. You can help by getting your gift shipments together early. Mail-by dates have been released by the USPS and December 16th is the last day to ship by priority mail if you want to guarantee delivery by Christmas. Finally, I need help from the community with regard to slowing down while driving on base, and remembering not to leave items easily visible in your cars while parked off base. Slowing down helps safety for obvious reasons and applies to buses and government vehicles as well. Having items stolen from your car is no fun and is avoidable. Some increased attention on both of these issues will help all of us enjoy the cold weather and the holidays a little more. Stay safe and have a great weekend!

World’s Oldest Woman Turned 117 The world’s oldest woman turned 117 years on Tuesday. Emma Morano, who lives in Verbania, on the shores of Lake Maggiore in northern Italy, was born November 29, 1899. Being the only known person to have been born in the 19th century, Morano has had the chance to see three kings, a dozen presidents and 11 popes. She received honors on her birthday, including a telegram of congratulations from President Sergio Mattarella, a television crew and flowers. According to her doctor, she is very lucid and very present. Morano attributed her longevity to the courage of leaving a violent husband in 1938, after the death of their only son. At that time it was not easy to leave your husband. She worked in a factory producing jute sacks to support herself, constantly breathing in dust; remarkably her lung are still fine, said her doctor who thinks the secret to her long life is genetic, since her entire family has lived a very long time. Pompeii Now Handicapped Accessible Pompeii has now opened its doors to disabled people who can get around the excavations without architectural barriers. “Pompeii for all” is part of the Great Project that outlines accessibility routes overcoming obstacles. The architectural barriers start from the entrance of Porta Marina amphitheaters along the most important monuments throughout a three kilometers safety passage for people in wheelchairs, but also for mothers with children, elderly, blind and visually impaired visitors. Visiting Pompeii is now easily accessible for everyone. Napoli Christmas Village Opens Sunday Napoli Christmas Village opens Sunday through December 11 in Piazza Munici-

pio, Naples. There will be 25 shopping stalls selling products and decorations. A special stall is dedicated to children where they can build toys together with the elves, and children can mail their letters to Santa Claus at the post office located in the village. Many holiday lights will turn on in all neighborhoods of Naples to recreate the Christmas atmosphere. Furthermore, the city of Naples received all permits for the construction of an immense installation entitled N’albero at the Rotonda Diaz turnabout, which includes a 65-foot tall tree and a restaurant with a piano for live music, shops and a coffee shop at the first level 23 feet off the ground. A lift is installed in the tree reaching several terraces both a height of 60 feet and 100 feet which allow visitors to view the city. Tickets are eight euros per person and free for children and seniors. Another not-to-miss Napoli Christmas sight is a presepe or nativity scene made of 20 tons of ice, which is located at Piazza Garibaldi in front of the main entrance of Central station December 6 through January 8. ItaliaOggi-La Sapienza University Releases 2016 Italian Quality of Life List In the annual Italian Quality of Life list issued by ItaliaOggi-La Sapienza University, out of 110 cities, the Lombard city of Mantua replaced Trento as the best city to live in, while Rome dropped 19 places to 88th place since last year. Overall, the major urban cities dropped compared to last year, except for Turin, which moved six places to 70th place. Milan dropped from 49th to 56th place, and Naples dropped from 103rd to 108th place. The Sicilian city of Syracuse came in near the bottom of the list at 104th place, while Crotone in Calabria region came in at the bottom of the list at 110th place for standard of living, environment, social and education services, healthcare, free time and business.

Except for those living at the Support Site and Capodichino, bottled water is recommended. Treated water is provided free of charge at a dispenser located outside the Capodichino east parking garage.

All economy leases negotiated through the Housing office have a bottle water clause, which requires the landlord to provide bottled water. Work with landlords to have any water holding tanks disinfected twice a year, and ensure your tap water is disconnected from non-permitted wells and connected only to the city water system.

NAVY HISTORY: ‘DAY OF INFAMY’

Early in the afternoon of December 7, 1941, President Franklin D. Roosevelt and Harry Hopkins, his chief foreign policy aide, were interrupted by a telephone call from Secretary of War Henry Stimson, who informed the president that the Empire of Japan had attacked the American naval fleet at Pearl Harbor, Hawaii. At about 5 p.m., following meetings with his military advisers, the Roosevelt calmly and decisively dictated to his secretary, Grace Tully, a request to Congress for a declaration of war. Roosevelt had composed the speech in his head after deciding on a brief, uncomplicated appeal to the people of the United States rather than a thorough recitation of Japanese perfidies, as Secretary of State Cordell Hull had urged. Roosevelt then revised the draft to update military information, and to strengthen the tone of the speech. Most significantly was changing the first line from “a date which will live in world history” to “a date which will live in infamy.” Tully then prepared the final reading copy, which Roosevelt subse-

quently altered in three more places. On December 8, at 12:30 p.m., Roosevelt addressed a joint session of Congress and the nation via radio. The speech was brief, running just a little over seven minutes, but it was moving, powerful and persuasive. The Senate rePresident Franklin D. Roosevelt sponded with a near-unanimous vote in support of war, with only Montana pacifist Jeanette Rankin dissenting. At 4 p.m. that day, Roosevelt signed a declaration of war against Japan. Three days after the president’s speech, Germany and Italy, both declared war on the United States. Congress responded immediately by declaring war on them. Thus, the United States became embroiled in World War II.

SPOTLIGHT: CAPT. FRANCISCO X. VERAY

Navy Capt. Francisco X. Veray reported to U.S. Naval Hospital Naples as the staff prosthodontist in the Dental Specialties Department on July 09, 2016. Born in Santurce, Puerto Rico, Veray attended the University of Sacred Heart where he received a bachelor’s degree in biology. In 1995 he graduated from Marquette University School of Dentistry, receiving his doctor of dental surgery degree. Following his commission as a lieutenant in the Navy Dental Corps, he completed a one year Advanced Education in General Dentistry program at Naval Dental Center San Diego. He subsequently received specialty training with the U.S. Air Force at Wilford Hall Medical Center, 59th Squadron, earning a certificate in prosthodontics and a master’s degree from the University of Texas Health Science Center, San Antonio, Texas. Veray brings with him a wealth of experience and knowledge of emerging dental technologies including the newest methods of producing ceramic crowns using digital impressions. Highlights from his 21 years of service have included tours onboard the USS Constellation (CV 64); Naval Security Group Activity, Sabana Seca, Puerto Rico; U.S. Naval Hospital Yokosuka; and NBHC Norfolk, Virginia. Veray, his “better half,” and their four children are very excited to once again be assigned to Bella Napoli and are looking forward to being active members of the Naples community.

The Navy will notify those affected Sailors in the coming weeks by multiple means including phone, letter and email. For those affected by this incident, the Navy is working to provide further details on what happened, and is reviewing credit monitoring service options for affected Sailors. At this stage of the investigation, there is no evidence to suggest misuse of the information that was compromised.

What’s All the Fuss About LED Lighting? From NSA Naples Energy Management Team

We’ve all seen light-emitting diode, or LED, lighting products come on the market in recent years. They are known for their long life – often 35,000 hours or more – but what other advantages do LED lights offer? LED is a highly energy efficient lighting technology, and has the potential to fundamentally change the future of lighting in the United States. Residential LEDs – especially ENERGY STAR rated products – use at least 75 percent less energy, and last 25 times longer, than incandescent lighting. Widespread use of LED lighting has the greatest potential impact on energy savings in the United States. By 2027, widespread use of LEDs could save about 348 TeraWatt Hours (compared to using incandescent lights) of electricity: This is the equivalent annual electrical output of 44 large electric power plants (1,000 megawatts each), and a total savings of more than $30 billion at today’s electricity prices. LED lighting is very different from other lighting sources such as incandescent bulbs and compact fluorescent lights (CFL). Key differences include the following: ● Light Source: LEDs are the size of a fleck of pepper, and a mix of red, green, and blue LEDs is typically used to make white light. ● Direction: LEDs emit light in a specific direction, reducing the need for reflectors and diffusers that can trap light. This feature makes LEDs more efficient for many uses such as recessed downlights and task lighting. With other types of lighting, the light must be reflected to the desired direction and more than half of the light may never leave the fixture. ● Heat: LEDs emit very little heat. In comparison, incandescent bulbs release 90 percent of their energy as heat and CFLs release about 80 percent of their energy as heat.

Navy COOL Expands Funding Eligibility for Senior Sailors Approaching Retirement By Petty Officer 3rd Class Taylor L. Jackson Center for Information Warfare Training Public Affairs

On November 16 Navy Credentialing Opportunities On-Line (COOL) announced a new waiver to benefit senior Sailors who are nearing retirement. The waiver now allows E-6 Sailors and senior enlisted who have completed 19 years of service and will end their careers at the 20-year mark to use Navy COOL’s services, including possible funding, to earn civilian credentials. These Sailors must be able to complete the requirements no less than 60 calendar days prior to their separation. This change replaces the OPNAVINST 1540.56A requirement that personnel who had less than one year remaining in service must have already completed 20 years of service to receive funding

from Navy COOL. “No matter where you are in your career, you may be able to benefit from getting a credential that is related to your training and experience in the Navy,” Michael Talley, Navy COOL’s assistant program director, said. “While the Navy’s credentialing program highly recommends that Sailors get credentialed as early as possible in their career, in reality this doesn’t always happen. For this reason, the Navy has built in several waivers to the time-in-service requirement.” Navy COOL also offers waivers for Sailors who are being discharged due to combat-related injuries, and Sailors who are

approaching the end of their enlistment and are waiting for a reenlistment or extension to go through. All waivers must be approved by Naval Education and Training Command through the Navy Credentials Program Office. According to Talley, credentialing is beneficial to a Sailor’s career because it is part of the Sailor’s Learning and Development Roadmap (LaDR). He stated credentialing is included in the LADR, because it can contribute to military career development, self-development requirements, and performance evaluations. He went on to say, in the civilian sector, credentialed service mem-

bers demonstrate to prospective employers their skills are on par with their civilian peers for as many years as the credential has been maintained. Navy COOL provides information about licenses and certifications applicable to all Navy occupations, offering resources and funding to help Sailors gain appropriate civilian desired, and in many cases required, credentials. Sailors planning to take college classes in 2017 are required to have their Tuition Assistance requests approved by their command a minimum of 14 days prior to term start dates. As detailed in Naval Administrative Message 219/16 and as part of the Voluntary Education/Navy College Transformation, all TA requests for courses starting on or after Jan. 1, 2017 must be submitted via the My Education/Web TA portal within the Navy College website, and command approved between 120 and 14 calendar days before the term start date. “This is a major change for service members that were used to the old TA application requirements,” Navy Voluntary Education Program Director Ernest D’Antonio said. “With the holidays coming up, it’s critical to understand that for classes starting in early January, TA requests need to be in the pipeline no later than the middle of December.” Members that miss the 14-day advance deadline will be prevented by the system from submitting a new TA application; term start dates and TA request deadlines are posted on the Navy College website. “First-time TA users are also required to complete the DoD Higher Education Preparation Training Course, WebTA

Training and receive education counseling through the Virtual Education Center or a Navy College Office,” D’Antonio added. “Those service members should start the process even earlier to make sure they are able to complete the process by the deadline.” Any questions or problems with the TA application process can be handled by the Virtual Education Center (VEC) or online via the Navy College website. Maslen said the goal of the calendar is not just to raise funds, but to also help the featured animals find forever homes and to encourage volunteerism. “So many people complain about the animal situation here,” Maslen said as she walked around the kennel noting the joy in the dog’s face as someone paused to interact with them or let them out of their cage. “This is an easy way to give back and do something.” Volunteers say the kennel’s costs run about 11,500 euro annually, which includes food, medical bills, and general maintenance. Besides adoption, there are other ways interested folks can

assist, such as dog walking, grooming, sponsoring an animal or donating blankets ahead of the cooler weather. “As NATO members, we are contributing to the world’s peace and stability. At the same time, locally, we hope to make a positive difference in the community we live in,” Col. JP Levasseur said. “Supporting the Rifugio San Francesco through the ‘Soldiers for Strays’ Calendar Project was not only fun, but also a great need as winter is also approaching. He said he thought a lot about us and of us,” McGuire said. “Sometimes we think that we’re small in the scope of things, being a destroyer; it’s cool that we can make a significant impact not just in U.S. 5th Fleet but really make history. He sees that and appreciates it a lot.” Mason, historically, remains the only ship to ever utilize the AEGIS system in conjunc-

tion with NULKA as a defensive measure to defeat external threats. “It’s an honor to be a name mixed with all the historic Sailors before us,” McGuire said. “It’s significant that USS Mason (DE-529), the first integrated ship in the Navy, made such an impact. Then years later, we carry on that heritage by making the first ever soft kill - hard kill integration. We definitely take a lot of pride in that.” McGuire attributed her success to Mason’s nurturing environment and commitment to training. “We’re a family,” McGuire said. “You can look at someone and know he or she is having a bad day because we know each other. We might not all be best friends, but everyone, ultimately, cares about each other. We have each other’s back. I don’t think any other ship has that closeness, and I’m not sure if it was because of the experience of being shot at, but I think it’s just a contagious mindset.” Upon the mention of her family, a contemplative look appeared on her face as she smiled from ear to ear. “I just want to tell Paul that I love him and can’t wait to see him,” McGuire said. “I can’t wait to see everyone at the end of that pier.”

McGuire went on to say how much support she has had on deployment and wishes all the citizens back home a Happy Thanksgiving. “Support your troops,” McGuire said. “The men and women out here are the greatest people I have ever met in my life. They deserve nothing but support from people back home. We appreciate the good word, messages and cards from back home. Sometimes they don’t know how much we appreciate it!” Mason, deployed as part of the Eisenhower Carrier Strike Group (Ike CSG), is deployed to support maritime security operations and theater security cooperation efforts in the U.S. 6th Fleet area of operations. Ike CSG includes the CSG-10 staff, the aircraft carrier USS Dwight D. Eisenhower (CVN 69), the staff and squadrons of Carrier Air Wing (CVW) 3, Destroyer Squadron (DESRON) 26 staff, the guided-missile cruisers USS San Jacinto (CG 56) and USS Monterey (CG 61) and the DESRON 26 ships: guided-missile destroyers USS Roosevelt (DDG 80) and USS Nitze (DDG 94). Home Fire Safety Hints From the Department of Homeland Security

As the temperature drops outside, a popular way to heat your home is to build a fire. A crackling fire can be quite pleasant on a cold dark evening because it can quickly warm up a room, it’s bright and is nice to look at. However precautions must be used before you light up that first log. Each year more than 2,500 people die and 12,600 are injured in home fires in the United States, with direct property loss due to home fires estimated at $7.3 billion annually. Home fires can be prevented. To protect yourself, it is important to understand the basic characteristics of fire. Fire spreads quickly; there is no time to gather valuables or make a phone call. In just two minutes, a fire can become life-threatening. In five minutes, a residence can be engulfed in flames. Heat and smoke from fire can be more dan-

gerous than the flames. Inhaling the super-hot air can sear your lungs. Fire produces poisonous gases that make you disoriented and drowsy. Instead of being awakened by a fire, you may fall into a deeper sleep. Asphyxiation is the leading cause of fire deaths, exceeding burns by a three-to-one ratio. Survive a Fire in Your Home ● Working smoke alarms cut your chance of dying in a home fire in half. Find out how to correctly use smoke alarms. ● Make an escape plan and practice it. During a fire, you might not be able to see or breathe, which means you’ll need a plan you can follow quickly and with your eyes closed. ● Smoke and other toxic gases kill far more often than heat. These gases disorient before they kill, so get out fast. Once you take these precautions, break out the logs, sit back and enjoy a warm safe fire on a cold winter’s evening.
