The Pinewood Derby is one of the most popular events in Scouting, and is enjoyed by Cub Scouts around the world. The purpose of the Pinewood Derby is to help the Cub Scout build a team relationship with their parent or helper, experience the sense of accomplishment and the excitement of competition, learn good sportsmanship, and to have fun. “The Pinewood Derby is an annual Scouting event,” Committee Chair Ryan Cornforth said. By a 98-1 vote, the Senate confirmed retired Marine Corps Gen. James Mattis to be the 26th secretary of defense on January 20, 2017, and Vice President Michael R. Pence administered his oath of office shortly afterward. Mattis is the first retired general officer to hold the position since General of the Army George C. Marshall in the early 1950s. Congress passed a waiver for the retired four-star general to serve in the position, because law requires former service members to have been out of uniform for at least seven years to serve as defense secretary. Mattis retired from the Marine Corps in 2013.

The secretary was born in Washington State and raised in Richland, Washington, graduating from high school there in 1968 and enlisting in the Marine Corps the following year. He was commissioned in the Marine Corps in 1972 after graduating from Central Washington University.

As we approach the end of January and look ahead into the rest of the year we are already starting to see some of the goals planned for the year come to fruition. I just participated in a ribbon cutting ceremony at the Navy Gateway Inns and Suites on Capodichino, who recently completed renovations on 72 upgraded rooms with remodeled kitchens. There are many more projects currently underway and here are a few of the many exciting community developments you can expect to see for 2017. For Support Site they include renovations at the O’Rhys Pub and Reel Time Theater, expanded trash pads, a refurbished Playground #8 and playroom renovations at the Child Development Center. In Carney Park we are working on upgraded tennis court lights and overall improvements. For Capodichino the military working dogs are getting a new building and renovations are coming soon to the security building along with one million dollars in energy conservation measures taking effect around the base. Energy conservation and energy management are important anytime of the year. Safety and security is our number one priority. A report published recently by various Italian and European Geological institutions raised some concern in the community over possible volcanic activity in the region. There is no indication from the report that Campi Flegrei or Mt. Vesuvius will erupt anytime soon and the threat level remains unchanged. Reports like these highlight the need for Naples area personnel and families to stay informed of local hazards and current situations, have a plan and to put together an emergency preparedness kit. A great way to become more aware and involved in the community is by attending a Town Hall meeting. I hold these meetings to share information with the community and to answer questions. I have representatives from all the major base components so you can get answers directly from the subject matter experts. I’ll be holding my next Town Hall this Tuesday, January 31 at the Support Site movie theater. Please bring your questions; I look forward to seeing everyone there. In addition to the Town Hall meetings, I also have an AFN radio show on Fridays from 7 to 8 a.m. One of the main topics this week will be the new Blended Retirement System and what it may mean for you. Stolen Van Gogh Paintings Recovered In Italy To Head Home Two paintings by Vincent van Gogh that were stolen from an Amsterdam museum in 2002 and recovered by Italian police last year are set to return to the Netherlands. The Van Gogh Museum said Thursday that a court in Naples has cleared Van Gogh’s “Seascape at Scheveningen” and “Congregation Leaving the Reformed Church in Nuenen” to go back to the museum. Police discovered the paintings hidden in a farmhouse near Naples last year while investigating suspected Italian mobsters for cocaine trafficking. The masterpieces were swiped during a 2002 nighttime heist at the Van Gogh Museum. Museum Director Axel Rueger says the court’s OK is “great news.” “We can now focus fully on preparing for the paintings to come home,” Rueger said. No date has been set for the works’ return. Archaeologists Just Discovered A Medieval Horse’s Head At The Colosseum Unexpectedly stumbling across a horse’s head might not sound like a pleasant event – at least not to anyone who’s seen The Godfather – but archaeologists were delighted with their find last week. The

find was made while cleaning the area around the steps to the monument’s basement, Rome’s Superintendent for Archaeology Francesco Prosperetti said. The horse’s skull dates back to between the 12th and 13th centuries, according to an initial analysis by an archaeo-zoologist. However, further tests will have to be carried out to reveal crucial information about the horse’s age, state of health, and to give clues as to what it was doing at the amphitheater. Plenty of animal remains have been found in the area around the Rome monument, with many on display in its museum. Milan University Inaugurates Ph.D. On Organized Crime The University of Milan on Friday presented its first-ever doctoral program in Organized Crime Studies. The aim will be to better understand and fight against mafia organizations. “This is an important initiative that was asked for by the Anti-Mafia Parliamentary Commission and the Rectors’ Conference and was built thanks to (anti-mafia campaigner) Nando Dalla Chiesa’s skills and will. It is a source of pride for Milan as well as the confirmation of its commitment to legality,” Senator Franco Mirabelli said on the sidelines of the presentation. Mirabelli is the head of the Democratic Party (PD) Senators in the Anti-Mafia Commission.

SPOTLIGHT: HN ORBIE C. VANCURINE Seaman Orbie C. VanCurine hails from Mansfield, Texas. He joined the Navy two years ago, and reported to U.S. Naval Hospital (USNH) Naples in May of 2016 as a Laboratory Technician. VanCurine is a vital asset to the laboratory team and he takes great pride in the collection, processing and testing of patient specimens to support delivery of care to our more than 9,000 beneficiaries. His dedication to command and community involvement are an example for his peers. He is an active member of the USNH Naples Coalition of Sailors Against Destructive Decision (CSADD) and volunteers to support various local events. VanCurine leads an actiave lifestyle and says he enjoys traveling throughout Europe and exploring new destinations. He is a role model for hard work and studying. He said his short-term goal is to advance to the rank of Hospital Corpsman Third Class. “I can’t think of a more rewarding and opportunistic place as a first duty station than USNH Naples,” VanCurine said. No Change in Eruption Threat Level from Mt. Vesuvius or Campi Flegrei From NSA Public Affairs

A report published on December 20, 2016, by various Italian and European Geological institutions has raised some concern in the community over the possibility of a volcanic eruption at Campi Flegrei, however, there is no indication from the report that Campi Flegrei will erupt any time soon. The report’s objective was to validate a new way to model/predict a volcano’s critical degassing pressure (CDP) by using historical data from area. CPD is being explored due to a recent study linking it to volcanic unrest. This research paper advances some further understanding of geologic processes and volcanic behavior, but shouldn’t be used on its own to predict an eruption. The threat level at Campi Flegrei and

Mount Vesuvius remains unchanged. There are four levels of alert for Campi Flegrei: “base, attention, pre-alert and alarm.” The alert level is classified as “base” when collected data shows normal patterns of volcanic activity. Raising the alert level to “attention” indicates that researchers observed variations from established norms, but it does not necessarily suggest the approach of a volcanic eruption. According to the Department of Civil Protection, the alert level for Campi Flegrei has been raised approximately five times over the last 30 years. CNREURAFSWA to Offer EEO Counselor Certification Course For First Time From CNREURAFSWA

Equal Employment Opportunity (EEO) collateral duty counselors play a crucial role in the EEO informal complaint process which supports the mission. CNREURAFSWA Deputy EEO Officer Colleen Shanklin said that the Region office recently received approval from Department of Navy to utilize collateral duty EEO counselors due to the broad geographic area that her office supports. The Region office, much like many offices, is currently understaffed and the authorization to utilize collateral duty counselors will positively impact the success of the office. Equal Employment Opportunity Commission (EEOC) Management Directive 110 states: “EEO Counselor” refers to any agency employee who, serving as a neutral, provides an aggrieved individual with his/her rights and obligations under equal employment opportu-

nity laws, gathers limited data and may attempt an informal resolution where ADR is not offered or accepted, pursuant to 29 C.F.R.§ 1614. “These EEO counselors are volunteers and serve in a collateral-duty-capacity,” Shanklin said. “They perform their EEO duties in addition to their primary duties and responsibilities. These future collateral duty EEO counselors will be an integral part of the EEO informal complaint process and critical to our success.” The EEO complaint process starts when the aggrieved contacts the CNREURAFSWA EEO Office in Naples. During the initial intake interview the EEO specialist explains how the federal sector complaint process works to

include the role of the EEO counselor. If counseling is requested, and EEO counselor is assigned within three days of the date the complaint makes contact. Once the counselor is assigned a case, duties include interviewing the aggrieved employee and witnesses, compiling the information, and assembling a report within 30 days of initial contact. The EEO Officer then reviews the report and enters it into a database, which then becomes the beginning record in the case file. EEO counselors must successfully complete 32 hours of training and be willing to devote 10-15 hours upon assignment of a case in addition to their full-time position. The Region EEO Office believes that typically the counselor may only have one case as-

signment a year, but may have various contacts throughout the year once known to the community that they serve in this position. CNREURAFSWA will be offering the 32-hour EEO Counselor Certification locally this year for the first time ever. “We want to ensure that every counselor understands not only EEO laws, but the complete complaint process,” Shanklin said. He served as a rifle and weapons platoon commander, and as a lieutenant colonel, he commanded the 1st Battalion, 7th Marines in Operation Desert Storm. In Afghanistan, he commanded some of the first troops to go into the country. In the Iraq war, he commanded the 1st Marine Division in the drive to Baghdad in 2003. He was instrumental in publishing the Army and Marine Corps counterinsurgency manual when he served at Marine Corps Developmental Command in Quantico, Virginia. He then commanded the 1st Marine Expeditionary Force before being chosen for fourstar rank as the commander of U.S. Joint Forces Command and NATO’s Allied Command Transformation in 2007. He was named Centcom commander 2010. Study of War Mattis is a student of the study of war. Former Defense Secretary William S. Cohen called Mattis “a man of thought as well as action,” when he introduced him at the Senate Armed Services Committee confirmation hearing last week. The world is awash in change, Mattis told the committee. “Our country is still at war in Afghanistan, and our troops are fighting against [the Islamic State of Iraq and the Levant] and other terrorist groups in the Mid-

dle East and elsewhere,” he said. “Russia is raising grave concerns on several fronts, and China is shredding trust along its periphery.” The “islands of stability” in the world are under attack by nonstate actors and rogue nations, Mattis said. “Our armed forces in this world must remain the best-led, the bestequipped and the most lethal in the world,” he added. He told the committee that he will be “the strongest possible advocate for military and civilian personnel and their families” and that he will “foster an atmosphere of harmony and trust at the department with our interagency partners and the congressional committees.” Alliances Important The secretary told the committee that alliances and collaborations with other countries are a necessity in this changing world. “History is clear,” he said. “Nations with strong allies thrive, and those without them wither.” Mattis said his priority as defense secretary will be to strengthen military readiness, strengthen U.S. alliances and bring business reforms to the Defense Department. “Our military is the envy of the world, representing America’s awesome determination to defend herself,” he said. “Working with you, I will endeavor to keep our unique all volunteer force second to none.”

gories included: fastest looking, most creative, best spirit of Boy Scouts, best paint job, and most patriotic (both American and Italian). The range of designs was impressive; some cars looked like Ferraris and Transformers, while one car resembled a wedge of Swiss cheese with a small “mouse” at the wheel. Pack 007 meets monthly. Farewell to Gene Cernan ‘Last Man to Walk on the Moon’ By Charles Bolden National Aeronautics and Space Administration Administrator

Gene Cernan, Apollo astronaut and the last man to walk on the moon, has passed from our sphere, and we mourn his loss. He died in a hospital in Houston on January 16, 2017, at the age of 82. He will be buried at Texas State Cemetery with full military honors during a private service on January 25, 2017. He will be the first astronaut to be buried there. “As I take these last steps from the surface for some time into the future to come,” Cernan said in 1972, just before his trip to the moon. “I’d just like to record that America’s challenge of today has forged man’s destiny of tomorrow.” Truly, America has lost a patriot and pioneer who helped shape our country’s bold ambitions to do things that humankind had never before achieved. Cernan first served his country as a Naval Aviator before taking the pilot’s seat on the Gemini 9 mission, where he became the second American to walk in space and helped demonstrate rendezvous techniques that would be important later.

As a crew member of both the Apollo 10 and 17 missions, he was one of three men to have flown twice to the moon. He commanded Apollo 17 and set records that still stand for longest manned lunar landing flight, longest lunar surface extravehicular activities, largest lunar sample return, and longest time in lunar orbit. Cernan’s footprints remain on the moon, and his achievements are imprinted in our hearts and memories. His drive to explore and do great things for his country is summed up in his own words: “We truly are in an age of challenge. With that challenge comes opportunity. The sky is no longer the limit. The word impossible no longer belongs in our vocabulary. We have proved that we can do whatever we have the resolve to do. The limit to our reach is our own complacency.” In his autobiography “The Last Man on the Moon,” he described the experience of walking on the Moon to his then fiveyear-old granddaughter, “Your Popie went to Heaven. He really did.” Now he has taken his last trip. Cernan was one of a kind; a great American, a great role model, and a great friend. Farewell Gene Cernan.
