Do’s and Don’ts for Voicing Your Political Opinion on Social Media

With both major political parties wrapping up their national conventions, both traditional and social media are swarming with the latest news about their prospective candidates and updates on missteps from the opposition. Back in 2008, political and media analysts dubbed that year’s presidential election the YouTube election since the candidates used the platform to post videos longer than traditional political ads. Fast forward to 2016 where

now a third of 18- to 29-yearolds say social media is their most helpful source for learning about this year’s presidential election, according to a survey by the Pew Research Center. More social media opportunities exist now for Americans to share everything from their favorite cat photos to their personal opinions, including about this year’s presidential election. So what do Sailors and Department of the Navy civilians need to know before they post, tweet and snap their political opinions? The information below doesn’t

cover everything but, if in doubt, consult your command’s ethics representative. Service members Let’s start with Sailors. NAVADMIN 055-16 and DoD Directive 1344.10 spell it out. Active-duty Sailors may generally express their personal views about public issues or political candidates using social media – just like they can write a letter to a newspaper’s editor. If the social media site or content identifies the Sailor as on active duty (or if they’re rea-

sonably identifiable as an active-duty Sailor), then the content needs to clearly and prominently state that the views expressed are those of the individual only and not those of the Department of Defense (DoD). However, active-duty service members may not engage in any partisan political activity such as posting or making direct links to a political party, partisan political candidate, campaign, group or cause. That’s the equivalent of distributing literature on behalf of those entities or individuals, which is prohibited. Active-duty Sailors can like or follow accounts of a political party or partisan candidate, campaign, group or cause. However, they cannot suggest that others like, friend or follow them or forward an invitation or solicitation. Remember, active-duty service members are subject to additional restrictions based on the Joint Ethics Regulation, the Uniform Code of Military Justice and rules about the use of government resources and government communications systems, including email and internet. When Tristan was born, his parents could not have imagined the long road that lay ahead for their second son to get to good health. “He was born and we never really knew anything was wrong,” Electronics Technician 1st Class Stephanie Harris, who was a recruiter in San Diego at the time

and is now a recruiter in Fairfax, Virginia, said. “We realized he had a protrusion coming from his stomach one time when he was one year old and we took him in. They started doing a whole bunch of testing and found that he had been born with this really rare and severe malformation of his renal and urinary system and needed several surgeries. That was when we started the enrollment process for the [Exceptional Family Member Program (EMFP)].” The EFMP is a quality of life program that is mandated for all Sailors who have

family members with a chronic medical or educational condition which requires special care and services. The program was established in 1987 to ensure that when a Sailor is in the process of a permanent change of station (PCS) to a new duty station, any special needs required for a family member can be met at that new location. The Navy currently has more than 17,000 family members enrolled in the program, which is broken up into six categories depending on the needs of each family member. Counter-ISIL Meetings Came At Critical Time, Carter Says Important initiatives to defeat the Islamic State of Iraq and the Levant that evolved from last week’s counter-ISIL coalition meetings came at a critical time in light of recent events, Defense Secretary Ash Carter told reporters on July 25, 2016. While the motive in the July 22 shopping-mall shooting in Munich that left nine dead is not yet known, according to press reports, ISIL claimed responsibility for a weekend attack in Kabul, Afghanistan, the secretary said. Published reports said ISIL fighters claimed they bombed a protest march that killed more than 80 people and injured hundreds. Carter emphasized both attacks serve as reminders of the threats overseas and in the American homeland. Carter and Marine Corps Gen. Joe Dunford, chairman of the Joint Chiefs of Staff chairman expressed their condolences to the victims and families of both attacks in today’s news conference at the Pentagon. Carter and Dunford said the U.S. resolve to stand with Germany is unshakeable. The secretary also said the U.S.-led coalition will “continue to do what we can to support the Afghan security forces as they take on the ISIL threat in that country,” adding, “We will take on ISIL cancer wherever it spreads.”

This summer we have seen an increase in terror attacks and shootings in the United States and Western Europe. These incidents remind us summer vacation is not the time to stop being vigilant and aware of our surroundings. As you travel this summer, stay connected with current events and keep contact with your command or other organization. Before you travel, touch base with your command anti-terrorism/force protection representative about current restrictions and off-limits travel areas. Its required training for most of us, but taking a refresher course on anti-terrorism and active shooter training offered on Navy Knowledge Online is a good idea to stay sharp on emergency procedures. Earlier this week in Gainesville, Florida a University of Florida football player stopped the assault of an unconscious woman behind a local bar. Although a long way from our installation, this story provides an excellent example of positive bystander intervention. The Good Samaritan noticed something unusual and unwanted was happening, and asked a friend to assist him to put a stop to any further trouble. Here onboard NSA Naples, we also operate as a team, and as our training in bystander intervention teaches us, anyone can help in the prevention of such assaults. Although the approach used in this particular case was very direct, there are other approaches that can be just as effective depending on the situation. The bottom line is that we take care of each other and be proactive in these situations. Just remember, that as with most things when safety and security are in question, it is better to be sure and ask for help than to let a situation develop into a crisis. Finally, I still see a lot of people in our community speeding in their vehicles on and off base. Please slow down.

Sunday Concert at Capodimonte Museum There is concert at the Capodimonte museum in the Belvedere area this Sunday at 7 p.m. Two concerts have already been performed by students from the Neapolitan Music Conservatory in July. The entrance to the concert is free and there are 250 seats available, but people can even sit on the grass in the park. The program includes air chamber and Neapolitan songs: Vincenzo Bellini, Francesco Paolo Tosti, Saverio Mercadante, Gaetano Donizetti and Luigi Denza. Florence Hosts World’s First Competition for Down’s Syndrome Athletes Florence held the first world competition for athletes with Down’s syndrome last week. Almost 1,000 contenders from 36 countries spent the week fighting for gold in a series of categories including judo, rhythmic gymnastics, swimming, tennis and table tennis. “The Trisome Games,” as well as being a competitive event were a unique opportunity to many supporters from around the world to know the city of Florence and Tuscany Region. The athletes were dubbed T21s, named after the most common form of Down’s syndrome, trisomy 21, where sufferers have an extra copy of chromosome 21. Orlando, a runner from Italy who became the face of the “Trisone Games” scooped up the silver for a 400-meters relay. With the Olympic Games opening next week in Brazil,

organizers plan to try to reintroduce Down’s syndrome athletes to the world’s most prestigious competition. The Paralympics suspended all intellectually disabled athletes from the 2004 games onwards after members of several national championship teams taking part in the 2000 event were discovered not to have mental disabilities. Wildfire Destroys Six Hectares at Vesuvius National Park Last weekend a massive wildfire took place in the Vesuvius National Park devastating six hectares of the park. Firefighters and civil protection managed to tame the fire after five day of devastation with hundreds of outbreaks, columns of flame and smoke visible for tens of kilometers. The firefighting operations were supported by the Foresters with the aid of five helicopters, including a CH46 military helicopter, and many volunteers near the towns of Boscotrecase, San Giuseppe Vesuviano, Terzigno and Trecase. Evidence suggested the fire was set by arsonists. The Nola prosecutors opened an investigation on arson. SPOTLIGHT: LUCIA PERROTTA

Lucia Perrotta, from Naples, Italy, has worked for the U.S. Navy as a local national for more than 28 years. Perrotta began her service in July 1987 as an administrator to the Substance Abuse Rehabilitation Program (SARP). Her current position as the U.S. Naval Hospital Naples SARP Clinic Secretary, requires managing patient records, scheduling appointments, and ensuring quality patient care to service members and their families. As the SARP Customer Relations representative, Perrotta is responsible for screening and addressing customer concerns, feedback and overall satisfaction. Her customer service skills, attention to detail, and warm empathetic personality are all traits that have made her an invaluable asset to the SARP clinic and the service members it serves. A dedicated wife and mother of two children, Perrotta supports her local community animal shelter by fostering stray cats and dogs and donating funds to support their medical care. “If we do not look out for these animals, who will?” Perrotta said. U.S. Naval Hospital (USNH) Naples, Italy held a change of command ceremony at the Naval Support Activity Naples chapel July 22, 2016. Capt. Steven J, Blivin assumed command of USNH Naples, relieving Capt. Barth E. Merrill. Presiding officer and guest speaker, Rear Adm. Kenneth Iverson, commander, Navy Medicine East, praised Merrill for his leadership and regional impact during his tenure. “Capt. Merrill, it is clear from your list of accomplishments that you have empowered and encouraged your staff as commanding officer,” Iverson said. “As a direct result, U.S. Naval Hospital Naples is not only a preferred choice for patients to receive care, but also the preferred choice for its staff to work.” During the ceremony, Merrill gave the credit for his success to the USNH Naples crew. “My job is actually pretty easy given the skill and compassion my staff demonstrates every day. It has been an honor to lead a group of such motivated professionals,” Merrill said. Merrill assumed command of USNH Naples in June 2014. Under his leadership, he invigorated the hospital, achieving and sustaining Fleet medical readiness levels above 95 percent for the more than 36 area commands it supports. His inspired leadership led to numerous command successes, such as the first and subsequent Retention Excellence Award, multiple Blue-H Navy Surgeon General’s Health Promotion and Wellness Awards and The Joint Commission reaccreditation. He established an overseas screening committee and used a collective approach for reviewing medical needs of all inbound service members and their families, which resulted in a six million dollar decrease in fleet early returns due to non-availability of medical care. The overseas screening committee became the benchmark

for other European medical facilities. What’s more, during Merrill’s tenure, the command supported 153,758 medical and 34,792 dental visits, performed 964 surgeries, admitted 920 patients, filled 101,767 prescriptions, conducted 209,419 laboratory tests, and delivered 271 babies. Merrill will embark on his new assignment as command surgeon for United States Northern Command at Peterson Air Force Base in Colorado Springs, Colorado. Blivin, USNH Naples’ 22nd commanding officer, previously served as executive officer of Naval Health Clinic Corpus Christi, Texas from September 2014 to June 2016. While a student at Murray State University (summa cum laude) in 1984, Adm. Kinnaird R. McKee, director, Naval Nuclear Propulsion, selected Blivin as an Exceptional Student for the Nuclear Propulsion Officer Candidate Program. Subsequent to submarine service, he resigned his line officer commission and was recommissioned as a U.S. Navy ensign in the Navy Medical Corps in 1993. Blivin is a family physician and completed a fellowship in Sports Medicine. Blivin expressed his hopes about his upcoming time in Naples. “I look forward to listening to and learning from our staff and supported commands regarding what they need to keep our warfighters in the fight,” he said. “I am excited about supporting our great people so we can do great things.” USNH Naples, Italy is the largest naval hospital in Europe. It’s comprised of the main hospital in Gricignano, Branch Health Clinic Capodichino, and a detachment at Landstuhl Regional Medical Center, Landstuhl, Germany. ENERGY CONSERVATION Fourth Week of ‘Biggest Loser’ Competition Results From NSA Naples Energy Management Team

Thanks for all initiatives that the various commands are performing for the Energy Biggest loser competition. For the third week the best saver (Biggest Loser) is BEQ III (Bldg. 449) with a 30% reduction in energy consumption, followed by Enlisted Diving Facility (Bldg. 448) with a reduction of 20% and the Aircraft Hangar (Bldg. 406) with a reduction of 19%. The three worst savers are showing some improvements: Supply (Bldg. 401) is improving its energy efficiency but is still the Worst Saver with a 20% increase of energy consumption (last week’s energy consumption was 26%), Consolidated Club (Bldg. 450) with an increase of nearly 7%, and Capo Inn/Library/Theater/Chapel (Bldg. 453) with an increase of 0%. Among the Admin buildings, congratulations go to all the tenants of Admin I (Bldg. 442) for reducing their energy consumption by 13%. Those reductions were followed by Admin III (Bldg. 442B) with a decrease of 10% and Admin II (Bldg. 442A) with a decrease of .45%. All facilities are still able to reduce energy consumption by practicing a few easy energy saving tips. ● Ensure all equipment is turned off when not in use. ● Shut-down computer monitors at the end of the workday. ● Ensure lights are off when spaces are unoccupied. ● Ensure office windows and doors are closed (minimize A/C load) As an installation we should strive to cut back on consumption. It will save money and is a good practice to preserve our environment and resources.

Three Focal Points Last week’s counter-ISIL defense ministers meeting at Joint Base Andrews in Maryland focused on three objectives, Carter said: to destroy ISIL’s parent tumor in Iraq and Syria, to combat ISIL’s metastases as it emerges around the world, and most importantly, Carter said, to support “our government, law enforcement, homeland security and intelligence partners as they protect the homeland and our people.” “We now have momentum in this fight and clear results on the ground in Iraq and Syria,” the secretary said, “and together, we made further plans and the additional commitments we’ll need to ensure our coalition delivers ISIL the lasting defeat it deserves.” Opportunities Seized Because of the partner nations’ sacrifices and increased contributions, Carter told reporters, “we’ve seized opportunities, reinforced gains and [have] taken the fight to the enemy.” “But we are not going to rest,” he added. “We all share an enemy in ISIL, and we are in this fight together.” The secretary said that in addition to intense dialogue at Andrews, he also met individually with his defense counterparts from France, Australia, Saudi Arabia and Iraq.

Before the defense ministers meeting and following the attempted coup in Turkey, Carter said, the Turkish defense minister assured him in a phone call that there would be no support interruptions in the collective campaign against ISIL. Carter told reporters he is pleased that coalition air operations are back on track at Incirlik Air Base in Turkey. State Department Meeting After the first joint counter-ISIL foreign and defense ministerial meeting at the State Department, Carter and his defense counterparts met with Secretary of State John Kerry. “All countries represented voiced their unwavering resolve to destroy the fact and the idea of an Islamic state based on ISIL’s barbaric ideology,” Carter said. “The counter-ISIL coalition simply cannot allow our stabilization and governance efforts to lag behind our military progress,” he added. “We also know that defeating ISIL is more than a one-country, one-military or one-ministry job. We all have work to do, and we have to work together.” Meetings to Accelerate ISIL’s Defeat The meetings will help in the continuing acceleration of the military campaign against ISIL, Carter said, but he acknowledged that more hard work remains to be done.

“Enrollment into the EFMP means a medical or educational need has been identified. We want to ensure current and future assignments can support those needs for a successful tour for both the service member and their family,” Lt. Cmdr. Brent Dennis, the Navy Program Manager for the EFMP, said. “Category one is for monitoring purposes. Category two pinpoints various overseas and remote locations within the United States. Category three is no overseas assignments because the family member has a medical or educational need that exceeds the availability of care. Category four means we have to keep you close to a major medical area within the continental U.S. (CONUS). Category five is treated like the homestead program where the needs are specialized and complex. In an effort to maintain a continuity of care the Sailor and family are placed in a location that provides what the family needs, and the Navy tries to keep them there. To meet the Sailor’s career progression needs unaccompanied tours are always an option no matter what category their family member is assigned to. Category six is a temporary category used for short term medical evaluation that requi-

res enrollment for six to twelve months.” Getting Tristan enrolled in the program came with its own hardships. Significant paperwork was needed by his parents and his doctors. That paperwork then needed to be sent up the chain for review. “It was a little bit challenging,” Harris said. “It’s a large stack of paperwork. As a result of what we went through with Tristan, I became the EFMP coordinator at my command because there are so many things I found out afterward. I didn’t have an EFMP coordinator; I was really on my own when I enrolled him. There’s a good amount of paperwork that you fill out and then you have to take it to your doctor or specialist. It’s mostly done by them, which is actually the most challenging part because you have to follow up with them and sometimes before they can give any of the paperwork back,

they have to get it to their legal department and have the legal department review it because all of these healthcare facilities and hospitals have different requirements.” Harris said once you’re in a category like category three, it is just saying that you can’t be stationed overseas. She said because of Tristan’s particular condition, the types of doctors that our child needs are not close to every military base, so that’s taken into consideration whenever we move. When a condition is identified by a member of the healthcare or educational team, the family is referred to the EFMP coordinators at the local medical treatment facility or fleet and family service centers, Dennis said. “The EFMP coordinators will assist the sponsor and family members with the enrollment process. The forms are reviewed to ensure they are complete and then sent to a central screening committee (CSC) for a category recommendation. The Navy currently has three screening committees located at Naval Medical Center (NMC) Portsmouth, NMC San Diego and U.S. Naval Hospital Yokosuka. Once the (PERS456) get the CSC’s review, a final category is assigned and that information is made available for the Detailers,” Dennis said. “The enrollment process is much faster now that we are using the Navy Family Accountability and Assessment System (NFAAS). There are also automated notifications to the sponsors and the units to inform about enrollment and any category assignment and changes. The system even sends no-

tifications to Sailors who need to update their EFMP status.” “The challenges that we as detailers have, is finding a billet that meets the category for the member,” Aviation Boatswain’s Mate Handling (ABH) 1st Class Ronnie Hubbard,an ABH detailer, said. When it was time for the Harris’ to move, one big concern was what the quality of the care was going to be for Tristan at their new duty station. “We’ve been so lucky when it comes to healthcare,” Harris said. Harris said when he was in San Diego, the military hospital did not have the types of doctors and surgeons that Tristan needed, so the doctors referred him to Rady Children’s Hospital in nearby Escondido, California. “We were at a children’s hospital, which was an amazing, beautiful facility and that’s where his surgeries and recoveries were and he got really amazing care there,” Harris said. “When we came here we found out that they actually have pediatric nephrologists at Bethesda at Walter Reed and I was very anxious about that. I did not think that we were going to get the same level of care through the military medical center but it is amazing. It is absolutely amazing. The team of doctors they have there are so great and so attentive.” “Enrollment is mandatory to support the detailing process,” Dennis said. “The primary goal is focused on the family member to ensure their medical and educational needs are met.” The process does not end once a Sailor enrolls their family member in EFMP. Continued attention and follow-up is required. Once enrolled, everyone is assigned a case manager who is there to assist the sponsors and families with information about services and programs in the area. All enrolled need to get reevaluated every three years or twelve months prior to the next PCS. The case managers or local EFMP coordinators can assist the family with the reevaluation process. “It’s intimidating when you look at the paperwork that you have to do to enroll in EFMP and I think a lot of Sailors are not enrolling their family members in EFMP, but it is worth it because if anything should happen and they try to put in for something like a home tour, it’s harder to substantiate their family’s needs if they haven’t already done that groundwork,” Harris said. “First and foremost, sponsors and family members need to get in contact with their local EFMP coordinator when they have been recommended for enrollment,” Dennis said. “We have EFMP coordinators and liaisons at the fleet and family service centers and all naval medical treatment facilities. These folks know the program and they are there to help the

The Exceptional Family Member Program (EFMP) The Exceptional Family Member Program (EFMP) is a quality of life program that works to ensure that chronic medical and/or special educational needs for all dependents of active duty personnel are considered during the assignment process. The EFMP team aims to support qualifying service members and their families through continuity of care, information and referral, and non-medical case management. The program has three components: 1. Identification and Enrollment: Enrollment in the EFMP is required for all service members with dependents who have been identified with chronic medical and/or special educational needs. 2. Assignment Coordination: A projected assignment location must have both the capability and the capacity to meet the enrolled dependent’s need(s). 3. Be Prepared: Always Have Emergency Phone Numbers With You From NSA Public Affairs

We’ve all heard about that the need to be prepared for the worst situation. For most people, that means having at least a 10-day supply of food and water at home, and always keeping your gas tank half full. Unfortunately, one of the most obvious things we should always carry – but is often overlooked – is a list of emergency phone numbers and contact information. A good example of why this list of phone numbers is so important, happened over the Fourth of July weekend. Charlie Di Palma, who works with MWR Tickets and Travel at Naval Support Activity (NSA) Naples, was driving to work at Capodichino, when he received an urgent call from a police officer in Rome. The officer was trying to track down emergency information for a lady who had been involved in a serious motor vehicle accident in Rome. The lady had an ID, but no contact or emergency information, except for an MWR Ticket and Travel receipt that had an emergency number written on it in case she became lost or separated from her tour group. The officer explained that the lady – along with her frightened cat – had been taken to a nearby hospital by helicopter. Di Palma made a few calls, and soon help was on their way to lend assistance. “I would like to remind everyone that it is very important to have emergency numbers on hand,” Di Palma said, “especially when you are traveling.” NSA Naples Emergency Management Officer Sean M.
