After 100 days in command of Navy Region Europe, Africa, Southwest Asia (EURAFSWA), Rear Adm. Rick Williamson, spoke from his office at Capodichino on board Naval Support Activity Naples on June 21 about the unique challenges of commanding a region that has an environment of threats that range from hybrid war, terrorism, and low intensity conflict to humanitarian crisis. During his first official interview since assuming command of EURAFSWA this past summer, Williamson, who previously served as commander of Navy Region Midwest, Navy Region Southeast, and Navy Region Mid-Atlantic, said this region is definitely different from his previous regional commands. “EURAFSWA’s mission sets are the same as CNIC and other regions,” Williamson said. “CNIC (Commander, Navy Installations Command) provides air operations, port operations, security, safety, Fleet and Family [Support Center], MWR (Morale, Welfare, and Recreation), and housing.

Last week we celebrated the birth of our nation with a four-day weekend and a great series of festivities at Carney Park and the Support Site. Some of our community members took the opportunity to get out of town and visit places like Iceland, Greece and Malta. Those of us who celebrated the holiday locally were able to take advantage of the fantastic free festivals hosted by MWR. On July 1st and 2nd the MWR team put together a carnival like event at Carney Park that featured great rides, fireworks, American food, a hot-dog eating contest and an amazing variety of musical talent. Volunteers from our local community organizations sold goods and food to raise money for upcoming events and activities. On the 4th of July we brought the Ferris wheel over to the Support Site from Carney Park and held the Backyard BBQ with food, games and an outstanding blues performance by the Kelly Bell Band. I had the pleasure to attend all of the events and would like to thank all those who worked the event, participated in some way, or just came to have fun and celebrate. Security was a top priority for the events, and if you participated you saw our security forces and first responders out there ensuring a smooth event. Please take a little bit of time to say thanks when you see these personnel around the base. At our monthly awards and quarters on Wednesday I was proud to promote two Sailors through the newly instituted Meritorious Advancement Program (MAP). This program is the result of a recent change in Department of the Navy policy allowing shore installations to award such promotions. Similar to the Command Advancement Program, the MAP allows shore commands to promote Sailors meritoriously based on their performance within the command. Due to the ever changing needs of the Navy, this level of flexibility results in greater mission accomplishment and improves the quality of service for everyone. The summer heat is here and with it come the dangers associated with outdoor activities. Please be cautious while enjoying the summer. Proper hydration and sunblock application are requirements that must be considered as you plan your days in the sun both on and off duty. If you are considering trying new activities such as boating, SCUBA diving, or water skiing be sure to get the proper training and that you are physically able to perform the actions required. Don’t get in over your head! Stay safe, have a great weekend, and remember to save energy this month!

American Soccer Club Hosts Weeklong Soccer Camp

The American Soccer Club (ASC) partnered with the English Soccer School of Rome (ESSR) to bring two coaches from the Bolton Wanderers Football Club (BWFC) in England for a five-day camp on board Support Site June 27 to July 1. The American Soccer Club of Napoli serves as a conduit for young players to gain a stronger appreciation for the game of soccer, while improving their individual soccer skills in a competitive, international training environment under the tutelage of experienced trainers and providing a bridge between the American community and our Italian hosts. During the week, 35 players between the ages of 10 to 16 participated in five hours of intense soccer training each day at the north soccer field near the skate park. “It is exciting that ASC can provide soccer players with opportunities like this to build their skills while stationed overseas,” ASC President Dirk Lambertson said.

The first two days were focused on passing, receiving, defending and keeping possession as well as small sided conditioned games. On Wednesday each player participated in physiological testing. Players were timed on their speed and agility as well as control and dribbling. Coach Danny Clarke told players that they now have set their benchmark, so they can continue to work and improve on each element of their game. The last two days were spent on developing possession, decision making and scoring opportunities. Players were hot and tired after the challenging week of soccer, but are looking forward to other competitive training opportunities. ASC hopes to work with ESSR and the BWFC to provide more camps like this in the future. “All players in the camp, regardless of ability level, improved their soccer skills during the training this week,” ASC Director of Coaching Chad Lucy said. ASC is a command-sponsored organization, and was founded in 2006. For the last four years ASC teams have played in Italian leagues from October to May. Teams also participate in local Italian tournaments and tournaments throughout Europe. This past season, seven ASC players were selected for the Olympic Development Program (ODP) player pool for Europe, which is part of Region 1 in the United States. High schoolers David Morgan and Angelica Sheils; U15 Tyler Lambertson, Anna Grace Hale and Lucas Gunn; U13 Tatum Wade and Ian McClure were invited to participate in ODP camps in Germany, Italy and Spain. ASC will hold another competitive camp at Support Site the week of August 8. Tryouts for the 2016-2017 season will be held the week of August 22 for four days at the Support Site north field from 5:30 to 7:30 p.m. and are open to U.S. and NATO dependents, ages 6 to 19. Training sessions are designed to be on a not-to-interfere basis with high school sports schedules. Registration begins August 22 at 5 p.m. Players should be present for all four days. NAVY HISTORY: MARINE CORPS SGT. GRANT F. TIMMERMAN

On July 8, 1944, Marine Corps Sgt. Grant Frederick Timmerman was leading a line of infantry against Japanese forces on Saipan, in the Marianas Islands, when the tank he was commanding fell under heavy fire. He died when he blocked a grenade with his body, which shielded his men from the explosion, and saved his crew. He was posthumously awarded the Medal of Honor for his actions that day. Born in the tiny town of Americus, Kansas, on Feb. 19, 1919, Timmerman graduated from nearby Emporia High School in 1936. He attended Kansas State Teacher’s College in Emporia for one year, where he took a pre-engineering course. The next summer he went to California and worked as a welder at San Mateo, California. He soon yearned for something more challenging than welding. On October 28, 1937, Timmerman enlisted in the Marine Corps in San Francisco. On May 5, 1938, while in Shanghai, Timmerman and another Marine, noticed a woman surrounded by a crowd of menacing Chinese. Timmerman and his buddy dispersed the angry crowd and protected the woman until the police arrived. The woman turned out to be the wife of a U.S. Navy commander. For his actions, he received a Letter of Commendation and Appreciation. On Oct. 27, 1941, at the end of his four-year enlistment, Timmerman got a job welding electrical fixtures and armor plates on destroyers at Bethlehem Steel in San Francisco. Five weeks later, on Dec. 7, 1941, the Japanese invaded Pearl Harbor. Timmerman soon reenlisted. A few months later Timmerman reported to the 2nd Tank Battalion of the 2nd Marine Division for training. He was promoted to corporal in July 1942, and then to sergeant in October 1942. The next month Timmerman’s battalion was on its way to Wellington, New Zealand, for advanced training. In November 1943, they in

the Gilbert Islands, and participated in the Battle of Tarawa. In December, Timmerman’s battalion went to Hawaii for a rest and more training. In May 1944 they left for another combat mission in Saipan. On July 8, Timmerman’s tank was advancing a few yards ahead of the infantry, when their attack was held up by a series of Japanese pillboxes and trenches. As the tank commander, he had been firing the tank’s anti-aircraft gun during the attack. With their forward progress stalled, Timmerman prepared to open up his line by firing the tank’s 75 mm gun. Exposing himself to the enemy, he stood up in the open turret of his tank to warn the infantry to hit the deck because of the imminent muzzle blast. A Japanese grenade came hurtling through the air aimed in the direction of his open turret. Timmerman quickly covered the opening with his own body to prevent the grenade from killing his crew. The grenade exploded on his chest, killing him instantly. Two of his

From the Tuesday Troop Lunch program to event preparations, she is right there supporting the USO and the NSA Community. Melissa has become a familiar face in just two months and the troops are already asking her what’s she is cooking next week. “I like the USO because they match skills and interests with volunteer opportunities,” Myers said. “I love to feed people, and this is a way to bring home to the troops. You can’t get more home than home cooking!” We all look forward to her continued energy, creativity, and commitment to supporting the service members and their families with USO Naples this summer. A year later, on July 8, 1945, his parents were presented with a posthumous Medal of Honor at their home by Col. Norman E. True of the Marine Barracks from Great Lakes, Illinois. JFC Naples Team Conducts Information Management Training in Romania By Multinational Division Southeast Public Affairs Office

A Mobile Training Team from Allied Joint Force Command Naples conducted Information Management (IM) training at the headquarters of Multinational Division Southeast, located in Bucharest, Romania, June 27-28, 2016. The three-man JFC Naples training team was comprised of Spanish civilian Antonio de Frutos, Italian Air Force Warrant Officer Marino Attanssio and Spanish Sgt. 1st Class Emilio Salas. The team provided an information session, a best practices workshop, hands-on training on NATO IM policies, governance, processes, and tools to an audience made of business and information management personnel from HQ MNDSE as well as from NATO Force Integration Units Romania and Bulgaria. HQ MND-SE was activated in December, 2015, marking its official integration into the NATO command structure. The new headquarters is a

hub for regional cooperation among Allies. “It has been a privilege and an honor to set up this IM MTT for the first time,” Frutos said. “This team, supported by our selection back in Naples, has achieved an important level of IM maturity within the NATO military and civilian bodies, and we are proud that the HQ MND-SE has asked us to share our knowledge and experience with their business and Information Management stakeholders.” Frutos noted that the JFC Naples team looks forward to consolidate the new approach to IM education and training in the future. The MTT”s next training opportunity will be to provide IM mandatory training to the bulk of newcomers that arrive to JFC Naples after the summer rotation. Moreover, JFC Naples intends to have a permanent instructor at the NATO Information and Knowledge Management course that is delivered three times per year at the NATO school in Oberammergau, Germany.

ENERGY CONSERVATION Doing Your Part to Reduce From NSA Naples Energy Management Team

We are one week into the Region’s Energy Biggest Loser Competition. A report detailing the progress for NSA Naples installations will be published next week. All of our facilities carry out mission-essential operations or improve the quality of life for DoD employees and their dependents however, there are still practices that can be utilize to reduce energy consumption without interrupting every day operations. Include these practices in your daily routine to reduce energy consumption: ● Ensure all equipment is turned off when not in use. ● Shut-down computer monitors after each workday. ● Ensure lights are off when spaces are unoccupied. ● Ensure office windows and doors are shut (minimize A/C load) ● Unplug unused equipment. ● Speak up! Respectfully inform others of their wasteful habits. As an installation we should strive to cut back on consumption. If each individual does their part we are sure to be successful in reaching our energy reduction goals. Saving energy will also have a positive impact on the Navy financially and the preservation of our planet’s resources.

BOTTLED WATER ADVISORY From NSA Public Affairs

Except for those living at the Support Site and Capodichino, bottled water is recommended. Treated water is provided free of charge at a dispenser located outside the Capodichino east parking garage. All economy leases negotiated through the Housing office have a bottle water clause, which requires the landlord to provide bottled water. Work with landlords to have any water holding tanks disinfected twice a year, and ensure your tap water is disconnected from non-permitted wells and connected only to the city water system.

Spanish Midshipmen Teach Porter Sailors Native Language By MC3 Robert S. Price Naval Public Affairs Support Element East – Detachment Europe

Spanish Navy Midshipmen embarked aboard USS Porter (DDG 78) took a step outside the warfare area this patrol, they taught U.S. Navy Sailors Spanish lessons. The Spanish classes were held for an hour every night of the week beginning in the month of May, and continued until the Midshipmen disembarked the ship in Valencia, Spain June 2, 2016. Midshipmen Ruben Rendo, 11 years of Naval service, and Midshipman Jaime Ferrando, studying in his third year of school, are both attending the Spanish Naval Academy Marin, Galicia. “We read in the POD that the chief’s committee [mess] was requesting someone to teach Spanish lessons aboard Porter,” they said. “We saw this as an opportunity to teach. It is our way of saying thank you to Porter for everything that the ship’s crew has done for us.” This is the first time on a U.S. Naval vessel for both Midshipmen. It is also their first time teaching Spanish classes to Americans. “We taught Spanish in order to make [Porter] life easier in Spain,” they said.

“It will make traveling easier in Rota, and Valencia, by knowing how to order food and introduce their selves. We didn’t have any set instruction, we answered Sailors requests to learn familiar phrases and teach proper grammar.” “It was challenging because the Sailors were all at different levels,” Ferrando said. “One or two were very advanced, but many of the Sailors had no experience.” These classes are a great introduction to the casual Spanish language. An English speaking Sailor, newly indoctrinated to the European theater, will gain an understanding of numbers, how to order food, and how to ask simple questions. These skills will lay a strong foundation for American Sailors stationed in Rota, and will be a useful tool while traveling around the country. Midshipmen, both American and foreign, regularly embark aboard Porter to experience warfare areas and the ship rider life aboard a U.S. Navy vessel. These rides usually last about a month. The Spanish Midshipmen recognized Porter is forward-deployed to Spain and decided this was a special opportunity to interact with the American crew.

“We are here to learn the way another Navy works and to compare the difference between our two Navies,” Rendo said. “We’ll take the good things learned to improve our [Spanish] Navy knowledge. But, we wanted to say thank you for the support, the patience, and the friendship – the time spent here was very good. We feel like a part of Team Porter. We feel good on the ship because

the biggest lesson to learn is that Porter operates like one big team – a big family. Prior to JOES, each branch of service had its own patient satisfaction survey. This made it difficult to accurately measure the quality of service that was being provided to beneficiaries across the DoD enterprise. With a standardized survey, standardized sampling, and a universal means of delivery (such as mail and email), JOES will provide better comparisons across the services and the civilian sector. Beneficiaries will receive surveys by mail or email. The survey takes about 10 minutes to complete and can be submitted online or returned by mail. COMMANDER NAVY REGION from page 1 EURAFSWA In addition to that, we also provide what I like to call ‘the core.’ The core is – I use an engineering analogy here being an old engineer – is basically the water, the power, sewage, all the things that basically make a city, which is what are our installations are.” Speaking on the challenges that EURAFSWA faces, Williamson stated the geographic area of operations in EURAFSWA is extensive and covers three continents – Africa, Europe and Asia. As the persistent shore presence in the AOR, EURAFSWA cooperates with its host nations to strengthen relationships and bonds to ensure an increase in peace and prosperity throughout the region. “The thing that’s different about EURAFSWA is where those missions are being performed,” Williamson said. “We rely heavily on our host nation for support. All the nations here have been beneficial and supportive as we do the missions to support NATO and the countries in the gulf.” “The challenges might be a little bit different,” Williamson added. “Instead of the Virginia Beach Police Department or the San Diego Police Department coming to support you, it is really the host nation. My COs (commanding officers) and staff on the installations work very hard to ensure that’s seamless.” As the security provider for forward deployed naval forces, EURAFSWA’s installations provide secure installations to operating forces and housing to their families. “We have nine bases in the AOR and soon we’ll have a base in Poland; the AOR is massive so obviously time and distance is one of our challenges,” Williamson said. “But one of the things that we do, just like in the regions I had in CONUS (continental United States), we support the fleet,

the fighter, and the family.” Williamson also spoke about the difference between a program-focus versus a missionfocus within CNIC. “When we speak air operations the fleet understands that as runways, the lighting, the air traffic controllers, the hangars, the ability to do maintenance on the ground on the airplane, [and] port operations,” Williamson said. “All those things are very critical to the fleet. We need to talk that language to them. That’s the mission language. I think my job as a region commander and my staff’s job is to be that translator.” The capability of the shore installations allows U.S. and Allied forces in the region to maintain the right presence

where and when they are needed. “I’ve been absolutely impressed by the regional staff here and all the installations,” Williamson said. “Obviously they take their jobs very seriously. One of the things that is very interesting to me is that not only do we support the Navy, but we support the other services as well – the Army, the Air Force and the Marine Corps. They all operate off our installations. In addition to that a lot of our installations have family members. So our ability to provide a safe environment for those platforms to operate is really critical to us. The region staff and the region take this very seriously.” The regional commanders have been developing relationships that are important to the missions of U.S. operations in the EURAFSWA area. “I’m very proud of the COs here,” Williamson said. “They work very hard maintaining the relationships within the fence line and also outside the fence line, which is critical to their success.”

PCS Delays: Five Things You Need To Know By MC2 Charlotte C. Oliver Defense Media Activity

Summer is not only known for warmer weather and school vacations, it’s also known as the permanent change-of-station (PCS) season, where Sailors make more PCS moves than any other time of year. Last week, the Navy announced that due to budget constraints and the current fiscal environment, Sailors were experiencing shorter notices, or lead times, for PCS moves this summer. Moving to a new location is pretty stressful. Here is how the Navy is helping Sailors during this time. The Navy was able to make adjustments to parts of their budget accounts to help fund current PCS orders. 2. The Chief of Naval Personnel convened a working group of representatives from around the fleet to help improve PCS lead times. This working group made several recommendations to assist Sailors. For approximately 2,100 Sailors – they will begin training later than previously scheduled and the Navy will not recruit additional individuals to replace Delayed Entry Program Sailors who do not complete training. Navy Personnel Command will continue to issue letter of intent for overseas PCS moves – this means while orders might not be in hand, Sailors can start or continue the process of doing overseas and medical screening, dependent entry approval, passport applications and security clearance requests. 3. To assist with budget constraints the Navy will shift all remaining FY-16 non-critical and over-manned rates to the next fiscal year. 4. Funding for all fourth quarter PCS moves is on the way. Navy Personnel Command will continue to work with the fleet to develop PCS phasing plans to fund priority moves and ensure the fleet is manned from this fiscal year and into the next. 5. The Navy recognizes that these shortened lead times limit Sailors’ time to prepare for moves, and burdens them and their families. The Navy’s focus and priority remains on manning the fleet, and taking care of Sailors and their families.

Help Beat the Summer Heat From Centers for Disease Control

Summer is a great time for kids to enjoy different indoor and outdoor activities. Whether they are young children or teens, learn ways to keep your kids safe and healthy while they enjoy the summer fun. Heat-related illness happens when the body’s temperature control system is overloaded. Extremely high or unusually hot temperatures can affect your health. On average, 675 deaths from extreme heat events occur each year in the United States. Most vulnerable are the elderly, those who work or exercise outdoors, infants and children, the homeless or poor, and people with a chronic medical condition. Infants and children up to four years of age are at greatest risk. Even young and healthy people can get sick from the heat if they participate in strenuous physical activities during hot weather. For heat-related illness, the best defense is prevention. ● Never leave infants, children, or pets in a parked car, even if the windows are cracked open. ● Dress in loose, lightweight, light-colored clothing. ● Schedule outdoor activities carefully, for morning and evening hours. ● Stay cool with cool showers or baths. ● Seek medical care immediate if your child has symptoms of heat-related illness. ● Take cool showers or baths to lower your body temperature. Stay hydrated ● Drink more than usual and don’t wait until

you’re thirsty to drink. ● Drink from two to four cups of water every hour while working or exercising outside. ● Avoid alcohol or liquids containing high amounts of sugar. ● Make sure your family, friends and neighbors are drinking enough water. The two main heat-related problems are heat exhaustion and heat stroke. Symptoms of heat exhaustion ● Heavy sweating ● Weakness ● Cold, pale, and clammy skin ● Fast, weak pulse ● Nausea or vomiting ● Fainting What you should do for heat exhaustion ● Move to a cooler location. ● Lie down and loosen your clothing. ● Apply cool, wet cloths to as much of your body as possible. ● Sip water. If you have vomited and it continues, seek medical attention immediately. Symptoms of heat stroke ● High body temperature (above 103°F) ● Hot, red, dry or moist skin ● Rapid and strong pulse ● Possible unconsciousness ● The person stops sweating What you should do for heat stroke: ● Heat Stroke is a true medical emergency – Call 911 immediately! ● Move the person to a cooler environment. ● Reduce the person’s body temperature with cool cloths or even a bath. ● Do NOT give fluids.
