When the JFC Naples Field Gun Crew’s number one trainer, British Navy Chief Petty Officer Iain McMillan, heard someone in the crowd say “I didn’t see that coming from Naples,” he knew his team’s hard work had paid off. The cheers from 3,000 spectators and the tears of joy in the eyes of the JFC Naples crew were also a giveaway that they’d accomplished something special. The JFC Naples Field Gun Crew, the only multi-national team in the

competition of more than 20 other teams, walked away from the Brickwoods Field Gun competition at HMS Collingwood, Fareham, Hampshire, UK, with a first place finish in the plate 3 final. “The feeling you cannot describe,” German Army Staff Sgt. Hilke Lütt, whose speed benefitted the team as she served on a crucial pins position, said. The Brickwoods competition commemorates the breaking of the siege of Ladysmith in South Africa in 1899, when a Royal Navy infantry unit dragged huge field guns

in rough terrain across 100 miles of hostile territory. The crew’s race, which was completed in one minute and 32 seconds, combined strength, speed and finesse as the team was challenged to build a box, place wheels, run to the start line, attach the gun to the box, fire off three rounds after running with the 10 ½ ton equipment 85 meters and back again. July is Health Innovations month, and U.S. Naval Hospital (USNH) Naples is proud to announce it has made major advances in an important health technology known as teleradiology. Teleradiology is the transmission of medical images, such as X-rays or Computed Tomography (CT) scans from one loca-

tion to another. Navy teleradiology is leaning forward with a global innovation to connect our European Military Treatment Facilities (MTF) with American MTFs. Led by the USNH Naples Radiology Department, this team of doctors and Corpsmen are on the cusp of surpassing even the most advanced civilian hospitals, transmitting medical images across continents and oceans to make real-time

patient diagnosis possible. A few years ago, it would take an average of two hours for a CT scan to be processed and interpreted by a board-certified Navy radiologist who would then report the diagnosis for an Emergency Room (ER) patient. Now, it can take as little as three minutes for a patient to be

seen by a Navy teleradiologist, either within Europe or as far away as California. Teleradiology is a leading example of telemedicine, which plays an increasingly large role in the future of many medical specialties, from psychiatry to Intensive Care Units.

President Barack Obama spoke to more than 2,000 American and Spanish service members and their families during a visit to Naval Station Rota, Spain, July 10. During his visit, Obama visited USS Ross (DDG 71) as well as held an all-hands call to thank service members. Obama’s trip to the naval station marked the first time a U.S. president has visited the installation in 15 years. “So on my visit to Europe, what I have been trying to communicate, what I have been wanting to focus on, is America’s relation to Europe and the fact that our commitment will not change,” Obama said. “We have an enduring commitment to the transatlantic alliance and to our allies in Europe because you are central to our security and we could not have a more important alliance or a better set of friends than those of you here in Europe. That includes a strong and unified Spain, one of our closest allies. The alliance between our countries is rooted in shared values, of democracy, and pluralism and open markets and our shared commitment to freedom.” Obama went on to mention that American forces have been stationed in Spain for more than 60 years and today there are more than 3,000 service members stationed in Rota. He continued to add that the American and Spanish alliance is well-founded on shared values, and strong bonds. “Day in and day out, Americans and Spaniards like you serve together, shoulder to shoulder. Not only here but in missions for our common security in the coalition to destroy ISIL, combating piracy, supporting peacekeeping and humanitarian efforts. That’s because we believe that people around the world, and here in Europe, have the right to live in security and prosperity and dignity. That’s what America stands for, that’s what Spain stands for and that’s what NATO stands for,” Obama said. Bringing his speech to a close, Obama spoke with emotion and emphasis, “We have the finest fighting force the world has ever known, we have great partners around the world and I am absolutely confident that the people of good will ultimately overcome those forces that seek to divide and destroy us.”

As I write this column, cooler temperatures and rain are in the forecast for Friday. I hope it does rain, because there is no doubt the summer heat is here and will likely stick with us through August. Speaking of August, Ferragosto is just around the corner, and for all of the personnel newly reporting to the area, this is the most popular time in Italy to take a summer vacation and the peak date is August 15th. Emperor Augustus originally introduced Ferragosto in 18 BCE as the “Festival of the Emperor Augustus.” In contemporary times, Italy celebrates the holiday by releasing workers to go to the beach, to reunite with families, or to vacation at other destinations across the globe. This means our community should anticipate many of the local national businesses, restaurants, services, and government offices to be closed during the month of August. All of the base facilities will remain open for business, but if you live on the economy you should check with your go-to shops, businesses, and childcare facilities to ensure they’ll remain open through the month of August. The summer break also means a lot of our community members will be travelling to cool locations, and squeeze in some sightseeing before school starts up again. Be sure to note the pre-planned strikes and closures in Italy that are published twice weekly in the PAO notes. Everyone knows that strikes are frustrating and can lead to significant delays and cancellations of flights, which is why we do our best to get this information to the community in advance. Even though most companies plan to minimize the effects of a strike to customers, it is definitely worth keeping an eye out to ensure your trip goes smoothly. If you are not receiving the PAO notes, please send an email to alexander.perrien@eu.navy.mil to get signed up. In addition to the strike info, you’ll get a lot of great information about what’s going on around NSA Naples. If you’re still feeling the summer heat, and in need of a little refreshment, please remember that July is national ice cream month and a little active celebration is not only appropriate, but also patriotic. On July 9, 1984, President Ronald Reagan signed Presidential Proclamation 5219 giving the nation top cover to indulge and cool down on a hot summer’s day. Sea Festival 2016 Runs Through Sunday The Sea Festival 2016 at Villa Comunale in Bacoli, in the province of Naples, will run through Sunday. There are many stands and free access for tasting typical dishes, especially pasta and beans with mussels, exquisite fish dishes and other delicacies. All dishes will be served with an excellent Falanghina wine produced in the Campi Flegrei (Phlegraean Fields). Beer Festival July 21-24 at Cercola Stadium A Beer Festival at the municipal stadium in Cercola, Naples, will run from July 21 to 24. The festival includes music, amusement rides for children and adults in an area of 20,000 square meters. Two different brands of beer will be served in the either half- or one-liter jars. In addition to sandwiches, “beer gelato” will be available for tasting. On July 24 a firework show will end the festival. The festival opens daily at 7 p.m. Admission is 10 euro per adult. Police Arrest 23 Fake ‘Clock Punchers’ at Boscotrecase Italian police arrested 23 municipal workers at Boscotrecase near Naples who supposedly got a colleague to clock in for them while they went to do their own business. Police showed a video of a man who clocked in with a cardboard box over his head to stop security cameras identifying him. There have been more than 200 cases of absenteeism, including the head of the municipal police and the head of the town accounting office. The mayor of the town said there was a risk of shutting the city council down due to lack of employees at work. Walk Along the Same Steps as the Ancient Gladiators at Rome’s Colosseum Between now and October 31, visitors and tourists will be able to enter Rome’s Colosseum along the same path the ancient gladiators followed. The new entrance will allow visitors to enter through the bowels of the ancient building and directly out onto the arena floor like gladiators of the third millennium, said Rome’s archaeological superintendent Francesco Prosperetti. Experts hope the new entrance will improve tourist

flows inside the landmark which welcomes 6.5 million visitors a year. Between 1,800 and 2,400 tourists are expected to enter via the new door each day. The new entrance will be reserved for tour groups that have pre-booked a special tour with an official guide that will last no more than 20 minutes. Prospetti said the brief tour will be enough to satisfy the needs of most tourists. “A lot of the groups we have coming in are on day trips to the city and are looking to get in and out quickly to meet the needs of their jam-packed itineraries,” he said. “Tourists who enter via the new door will still be able to further explore the rest of the structure once their tour is complete if they want to.” Annual Giffoni Film Festival Opens Today The annual Giffoni Film Festival for young people opens near Salerno today and will run through July 24. The film festival will feature more than 100 long, short and documentary films exploring love and friendship, immigration, bullying and other complex and sensitive issues. The events will focus around the theme of “destination.” The films in competition have been selected from more than 4,500 entries and will be judged by a jury of 4,150 young people from around the world. Celebrities scheduled to attend this year’s film festival include American actress Jennifer Aniston, singer Mika, English actor Nicholas Hoult and the cast of the Gomorra TV series. Former Mafia ‘Boss of Bosses’ Died This Week Former Mafia boss of bosses Bernardo Provenzano died on Wednesday at age of 83. He was arrested after 43 years on the run on April 11, 2006, in a farmhouse where he was hiding out not far from his relatives. The ex-mafia chief, once nicknamed the “Bulldozer” because of the way he “mowed down” rivals, was serving life for several murders, including ordering fatal bomb attacks on anti-mafia prosecutors Giovanni Falcone and Paolo Borsellino in 1992. He was subjected to the 41-bis treatment for Italy’s most dangerous criminals, which greatly restricts their contact with other inmates and non-prisoners in hopes of preventing them from orchestrating crimes from inside their prison cell. Provenzano had been suffering from Parkinson’s and related disorders.

NAVY HISTORY: DEATH OF CAPT. JOHN PAUL JONES From U.S. Naval Academy Public Affairs and Naval History and Heritage Command

During the French Revolution, Capt. John Paul Jones, the great naval leader of the American Revolution, died in Paris on July 18, 1792, at the age of 45, after months of suffering from kidney and lung disease. Lacking official status, Jones died alone in his apartment, jobless and nearly penniless. The American minister to France, Gouverneur Morris, had to figure out what to do with the naval officer who had fought so bravely for American independence. Morris was afraid the cost of the funeral would fall on his shoulders so he left instructions with Jones’ landlord that Jones was to be buried as inexpensively as possible.

An admiring French friend and local politician, M. Pierre François Simonneau, could not bear to have the former naval hero buried like a pauper. He believed Jones should receive a funeral befitting his status. Simonneau believed the body of Jones would one day be returned to the United States so he arranged to have the body preserved in alcohol and placed in a lead coffin and buried in St. Louis Cemetery, the property of the French royal family. Four years later France’s revolutionary government sold the property and the cemetery was forgotten. A century later, Brig. Gen. Horace Porter, a former Civil War officer and the American ambassador to France, spent his own money, and hired researchers to find Jones’ ce-

metery and the grave. In 1903 Porter’s team found what they hoped was Jones’ casket. At the University of Paris, a complete autopsy was performed. The investigators compared the head to that of a bust of Jones, which had been made in 1780 by the sculptor Jean Antoine Houdon, who had used calipers and rulers to obtain exact measurements of Jones’s facial features. The autopsy and forensic study proved conclusively that the body was John Paul Jones, and that he had died of nephritis (a kidney ailment), which was complicated by pneumonia. Jones’ remains were transferred to the USS Brooklyn, flagship of

a special naval squadron sent by President Theodore Roosevelt to bring Jones home to the nation, which he had helped to gain its independence. On July 24, 1905, the naval tug Standish carried the casket ashore at Annapolis, Maryland, for placement in a temporary vault across the street from the new U.S. Naval Academy Chapel, which was under construction. Seven years later, the chapel was completed. On January 26, 1913, Jones’ remains were laid to rest in the crypt of the Academy Chapel. A Marine honor guard now stands watch over the man who became known as the Father of the U.S. Navy.

Cmdr. Manuel Arceo “Don” Biadog Jr. was born 1957 in Hacienda Asuncion, Caduha-an, Cadiz City, Negros Occidental, Philippines, and graduated from Talisay High School in 1975. Biadog has devoted much of his life to study. From 1976 to 1979 he studied at Baptist Missionary Association of the Philippines Bible College (BMAPBC), and in 1983 he graduated cum laude with a bachelor’s degree in biblical studies and social science from William Carey University at Hattiesburg, Mississippi. In 1987 Biadog received a master’s of divinity and a master’s of arts in religious education from

Southwestern Baptist Theological Seminary at Fort Worth, Texas, and in 2001 he was awarded a Doctorate of Ministry from Fuller Theological Seminary at Pasadena, California. In 2016 Biadog received a master’s degree in National Security and Strategic Studies from Naval War College at Newport, Rhode Island. He became an ordained and licensed pastor in 1981. Nearly a decade later Biadog was commissioned in the U.S. Navy in February 1990, and the following August he graduated from Naval Chaplains’ School at Newport, Rhode Island. During his 26 years of service, he has served at the Navy, U.S. Coast Guard, and U.S. Marine Corps commands throughout the world. Biadog was promoted to commander in August 2003. He has also received numerous civilian / community awards, 14 personal military awards and 19 service medals and decorations, and two military medals from the Armed Forces of the Philippines. He is the 2015 Navy League Community Service Award and 2016 U.S. Navy active duty recipient of the Military Meritorious Service Award from Federal Asian Pacific American Council. Since 2013 Biadog has served in a variety of positions at Naval Support Activity (NSA) Naples and Navy Region Europe, Africa, Southwest Asia (EURAFSWA), and has also provided chaplain’s coverage throughout the region, including Naval Support

Biadog and his wife have enjoyed traveling around Europe during their stay in Naples, especially to Assisi, Italy, the home and resting place of St. Francis. In addition to his theological background, Biadog loves church and learning about history. An avid photographer, he has documented his adventures in and around Naples along with his temporary duty assignment (TAD) travels. He was a frequent contributor to the base newspaper, Panorama, with numerous photos prominently featured on the front page. His favorite sport is volleyball. During his time with the Marines, his team took first place, and his Navy team in Naples placed second. from page 1 Although telemedicine is in its infancy, global connectivity advances in the past 15 years have changed the way medical care can be delivered from afar. The hurdles of teleradiology in international facilities are well documented by the American College of Radiology (ACR). Telepresence (technologies that remove the geographical barrier) is a complex health care model, challenged by everchanging Department of Defense firewalls and Navy security measures that prevent unintended access to our military network, applicable to missile systems as well as medical records. It is further complicated overseas with host nation internet connectivity and the geographical distance. USNH Naples led this patient-centered innovation for the European theatre from June 2014 to April 2016. Lt. Cmdr. David Paz M.D., USNH Naples radiologist and Chief Medical Informatics Officer, built a global team of more than 40 military and civilian process owners in the fields of medical imaging, informatics, and policies, spanning five medical treatment facilities across Europe and both coasts of the United States, U.S. Navy Bureau of Medicine and Sur-

gery, Space and Naval Warfare Systems Command, and U.S. Navy Medicine Information Systems Support Activity. USNH Naples’ two radiologic technologist experts in CT scans and teleradiology, HM2 Victor Peña and HM2 Jake Medina analyzed 12 months of historical data to better quantify just how long it was taking for our Navy radiologists to receive and evaluate the imaging consults for our ER patients. Garnering support from the other two European MTFs, USNH Rota and USNH Sigonella, Dr. Paz synchronized the three Radiology imaging systems, dubbed the “Euromesh,” allowing the four Navy radiologists in Europe to seamlessly and securely document image interpretations into each other’s systems in real-time. What does all this mean? If you have a head CT done at USNH Naples Radiology, the Navy radiologist in Sigonella, Dr. Jannotta, can consult on your scan and type his conclusions directly into a preliminary report that can be seen immediately by the Naples ER or any other doctor. No phone call. No email. No letter in the mail. No carrier pigeon. No delay. The overall result of these initial steps showed a decrease in average teleradiology turnaround time from over two hours in May 2014 to just 41

minutes in October 2015. Teleradiology in Europe was now on par with some of the best services that could be obtained stateside. The next step was to link the Euro-mesh with Naval Medical Center San Diego (NMCSD), where a team of 46 radiologists could be telepresent consultants for all European patients. USNH Naples Radiology leveraged the Defense Health Agency’s remote hosting environment, refining it to allow all informatics security measures to remain intact, yet allow NMCSD radiologists to also type their conclusions directly into preliminary reports that can be seen immediately in any ER in Europe, with a consistent and documented turnaround time of 35 minutes, setting a new standard for this arm of Navy telemedicine. This innovation not only benefits the medical teams who are treating their patients, but the patients themselves, potentially with less wait time in the ER and a typed and timestamped report for all to see. All patients being treated at any of the European MTFs can rest assured that no matter when or where, an American board-certified Navy radiologist has the watch. “Thanks to this system, we can have 24/7 access to consultation, interpretation, and accountability from worldwide board-certified radiologists in remote areas with limited staffing, such as USNH Naples,” Emergency Room (ER) Physician Cmdr. ENERGY CONSERVATION First Week of ‘Biggest Loser’ Competition Results From NSA Naples Energy Management Team

It has been two weeks since the Region Energy Biggest Loser competition began. Compared to last year’s consumption data, the top Energy Saver (biggest loser) for the first week was Capo Inn II (Bldg. 449) with a 22% reduction in energy consumption. The three worst savers all had an increased consumption of energy. They are: Supply Warehouse (Bldg. 401) with an increase of 36.52%; Capo Inn -QOL III (Bldg. 453) with an increase of 19.33% and Navy Exchange (Bldg. 452) with an increase of 0.46%. Among the Admin buildings competition, congratulations go to all the tenants of Admin I (Bldg. 442) for reducing their energy consumption by 18%. Those reductions were followed by Admin III (Bldg. 442B) with a decrease of 4.52% and Admin II (Bldg. 442A) with a decrease of 0.14%. All facilities are still able to reduce energy consumption by practicing a few easy energy saving tips: ● Ensure all equipment is turned off when not in use. ● Shut-down computer monitors at the end of the workday. ● Ensure lights are off when spaces are unoccupied. ● Ensure office windows and doors are closed (minimize A/C load). As an installation we should strive to cut back on consumption. It will save money and is a good practice to preserve our environment and resources.

Recyclables and Non-recyclables Managing your recyclables and non-recyclables, or normal household refuse, is fairly straightforward – and easy – on board Naval Support Activity (NSA) Naples Support Site. NSA Naples Installation Environmental Program Director Rob Chichester explained why managing your trash and recyclables – the right way – is good for both the environment and the Navy. “Not only does recycling reduce the amount of solid waste generated but it also saves energy,” Chichester said. “The energy saved by recycling one aluminum can, compared to producing one from virgin ore, can save enough energy to run your television for three hours.” There are 24 collection stations spaced around the Housing Area for this purpose. There are separate bins for cardboard/paper,

plastics/cans, glass, wet waste, cooking oil and lastly, non-recyclables. Here are a few tips to make managing disposal easier: ● Break down or crush recyclables as much as possible prior to placing in the appropriate bins. ● Sort all waste prior to placing it into the proper bins. ● If a specific bin is full, go to the next collection station to discard your material (Note: Do not leave waste next to a bin because this invites pests to the area). ● Teach your children how to manage and discard waste. ● Do not place household hazardous waste, bulky waste or

electronic waste into any of these bins. from page 1 Crewmembers cite a crucial moment before the race even began that served as a motivating force. When the team ran out of wheelies due to injuries, British Royal Marine Corporal Charles “Baz” Evans, the team’s number two trainer and developer of a customized circuit training program for the crew, jumped into the wheelie position so the team could compete. The crew was well aware that Evans was battling his own injury. “We’re not running it if I don’t jump in,” recalled Evans of his thoughts at the time. McMillan noted that the competition is an extreme sport, and many of the JFC Naples crew were battling injuries in one form or another since their training began. The 24-person crew from JFC Naples also earned the Endeavour Trophy, an award given to the team

that overcame the most adversity. From injuries to logistics, language barriers, juggling NATO commitments, building a team from scratch, the heat of training in Naples, having less time to train with the actual field gun than other teams, and raising funds to support the team’s trip, it’s perhaps no surprise the JFC crew with a never-say-quit attitude walked away with a trophy acknowledging the team’s resilience. The team from JFC also had a challenge with teaching the sport’s many moving parts to newcomers, different than the UK teams on their home ground who do it throughout their military careers. “For us, even watching the videos, we were totally confused,” Lütt said,

who was, unbeknownst at the time to her teammates, battling a finger injury. Lütt and the crew’s confusion didn’t last long once the pieces started to come into place during training, though. Using a motto of “18 as 1”, referencing the number of personnel who run a competition at one time, the team gelled and everyone learned their piece. “There’s more camaraderie with our team than any other club or sport here,” U.S. Army Staff Sgt. Casey Sedivy said. Field gun veteran McMillan, one of the few with prior experience on this year’s squad, agreed. “This was the closest crew I’ve ever been a part of,” McMillan said. As the team has returned to Italy and refreshed, topics amongst the teammates still revolves around field gun competition, and they hope to inspire more members from JFC Naples to join the crew for next year’s competition. McMillan said the great thing about field gun competition is that it’s open to all shapes and sizes, citing the need for different builds and skillsets at the various positions during a competition. As the team reminisces about their experience and friendships made, they are also hoping to find a proper place to display their new hardware. “We didn’t do this for ourselves, we did this for JFC,” Sedivy said.

Sorrento: The Jewel of Italy’s Beautiful, Rugged Amalfi Coast

Sorrento is a resort town in southern Italy known as the Gateway to the Amalfi Coast. When visitors travel from Naples, it is the first major town encountered along the famous coastline. Sorrento was originally named by the Greek inhabitants, from a word which meant “flowing,” as

the entire town is built among the ocean side cliffs and appears to flow down to the sea. It is fairly easy to reach by driving south from Naples along the Tangenziale towards Costiera Sorrentina , about one to one and a half hours depending on traffic. Visitors can also take the Circumvesuviana rail system. If spending a weekend or longer in Sorrento, it is

Many people visit Sorrento for its architecture, many cafes and restaurants, and shops that are tourist friendly. For food and drinks, many restaurants offer locally sourced food, including cheese and meat from water buffaloes, During the summer lemon granitas (slushies) are popular, local wines are easy to find and specifically Limoncello di Sorrento, said to have had its origins along the Sorrento Coast, is a popular drink and souvenir. Lemons are also a popular theme in local ceramics and thousands of handmade and handpainted ceramics are on display throughout the town. Another popular specialty in this area includes elaborate handmade inlaid wood items. With parks, villas, orange, lemon and olive groves, picturesque winding streets and good weather, sunlight and views, visitors to Sorrento can sample many of the things that make Italy a world famous destination.

Fourth of July at Carney Park, Support Site a Huge Success By Chris Kasparek NSA Community Recreation Director

From July 1-4 Naval Support Activity Naples was absolutely rocking. The NSA family came together to enjoy many activities, food, music, rides, fellowship and fireworks to celebrate both our country’s independence and to kick off the 50th anniversary of Carney Park. The weekend started on Friday at Carney Park with the softball tourney along with the innovative homegrown pop and R&B artist from California, Tori Kelly. She didn’t disappoint as she rocked the park. The attendance was doubled from the previous year. On Saturday night more than 10,000 of our military community and guests enjoyed the night’s many events, food, music and rides. Softball continued, plus local bands I-Move and the Queen Tribute Band performed both old and new favorite tunes from the stage. Hundreds of soccer fans crowded under the beverage tent to watch Italy slug it out with rival Germany on big screens during the Euro Cup. At halftime the fireworks lit up the night sky and the crashing booms from the explosions bounced off the surrounding walls inside Monte Gauro, the extinct volcanic crater that is home to Carney Park, which made the show even more exciting. We received many comments that this was

the best fireworks display that many of our community members had ever seen. We agree. After the fireworks the live music and game continued, and though we would have liked to have seen a different outcome for the game (sadly, Italy lost 6-5 in a sudden-death shootout during overtime), the park remained electric all night long. The weekend ended with a bang on the Fourth of July at Support Site, as Central Park played host to its biggest turn out in years. Visitors enjoyed a bit of down home old-fashioned American cooking during the Backyard Barbecue. The ferris wheel, which had been the centerpiece of the rides at Carney Park all weekend, was at Support Site on Monday to light up the sky, while families and community members enjoyed the Navy Band along with the unmistakable sounds of funkadelic R&B from the Mid-Atlantic region’s very own Kelly Bell Band. It was a great turnout, a lot of fun and we had a safe weekend, too. I want to personally thank the hundreds of people who volunteered many hours of their time to make this weekend extra special, especially the ones behind the scenes who rarely get any recognition, so THANK YOU!
