NSA Naples Public Works Paves the Way to Efficiency By Lt. Jamie Moroney NSA Naples Public Affairs

Naval Support Activity (NSA) Naples’ Support Site conducted upgrades to a roundabout near the front gate to maximize traffic flow and efficiency on June 22. Each year the Support Site upgrades parts of the base. This year’s upgrades included a plan for sprucing up the pavement on the roads. When Lt. Daniel Syzdek, a civil engineering corps officer and assistant public works officer for NSA Naples’ Capodichino, Gaeta, Lago Patria, and Carney Park, learned that the roads were being repaved, he saw the opportunity to make life better for those living and working on Support Site. “When Lt. Syzdek found out the main roundabout was going to get some new pavement, he approached me with the opportunity of a lifetime,” Lt. j.g. J. Post-9/11 GI Bill Education Benefits Transfer Deadline Extended for Members with 16 Years of Service From Chief of Naval Personnel Public Affairs

The deadline for Sailors who have over 16 years of service to transfer their Post-9/11 GI Bill education benefits to dependents has been extended to January 12, 2020, based on recently revised guidance issued by the Department of Defense (DoD). NAVADMIN 020/19 announced DoD’s exception to policy for enlisted and officers who cannot obligate for four more years due to statute or service regulations expires July 11, 2019. Members who will be ineligible for the Transfer of Education Benefits (TEB) after July 11, 2019 include: ● Enlisted members within four years of the high year tenure gate for their current pay grade ● Officers within four years of the statutory limit for their current rank

SA Naples team members volunteered for a community relations project this past weekend at Il Giardino degli Scalzi in Naples, a natural space in the city that hosts activities for at-risk children. The team rolled up their sleeves and got to work, clearing out spaces in the garden, pulling weeds, removing trash, and planting fresh flowers and other plants. One of the most important things we can do as a military community living abroad is to get involved with our host nation partners and friends. BZ to the 12 volunteers who volunteered this Saturday. Drowsy driving is dangerous driving. It is estimated that up to 6,000 fatal crashes in the United States may be caused by drowsy drivers each year. Falling asleep at the wheel is obviously dangerous, but did you know that driving while being sleepy can be equally unsafe? When you’re tired you are less attentive, your reaction time is impaired, and your information processing capability is significantly reduced. All of these things add up to affect a driver’s decision-making ability. The cognitive impairment you experience after being awake for 18 hours is similar to having a blood alcohol concentration (BAC) of 0.05%. After 24 hours, it is similar to having a BAC of 0.10%, which is higher than the legal limit in all states. To prevent drowsy driving, plan to get sufficient sleep for your age; adults need 7 to 8 hours of sleep per night, and adolescents need 9 to 10 hours. Additionally, avoid drinking alcohol before driving, and be aware of the side effects of any medications you are taking and how they will interact with each other. Taking certain medications together can cause sleepiness. Speaking of safe driving, I’d like to provide a quick reminder about base etiquette and driving. Everyone should be following all posted signs and speed limits. Though Napoli drivers may have a looser interpretation of some rules, the base does not. If you do not adhere to all posted instructions, you will get a ticket. Additionally, please be vigilant while driving on base. As our base accomplishes maintenance, some of the traffic flow patterns may temporarily change. We also have children living onboard Support Site, and busses that frequently embark and disembark personnel and their families. Safety is a team effort, so let’s all work together. World University 2019 Games Ended Sunday The World University Games in Naples and in Campania region ended last Sunday with an outstanding closing ceremony at the San Paolo Stadium. The Italian team produced their best ever showing in the World University Games with 44 medals – 15 golds, 13 silvers and 16 bronzes. Around 300,000 tickets were sold for the various events in Naples and other cities in the region. Organizers renovated many facilities for the World University Games, many of which were in an abandoned state. The stadium got new seats, big screens and lighting systems and the Scandone swimming pool was completed renovated. Many of these facilities are now ready to be used by local universities, schools and sporting clubs. Rather than building an athletes

village, most of the competitors were accommodated on two cruise ships that docked in the port of Naples for the duration of the Games. At the closing ceremony, Naples officially handed the baton over to Chengdu, the Chinese city that will host the next World University Summer Games in 2021. Chengdu is the capital of the province of Sichuan, the home of the panda. Horse-Drawn Carriages to Become Part of Rome’s Past The famous and popular horsedrawn carriages in Rome are going to disappear from the roads according to a new legislation. They are to be restricted to parks and historic villas only said the city council aiming at stopping the horses from suffering on the hot cobbles. The carriages could soon disappear since the city has no longer issue new licenses. Tourists pay an average of €75 per person per hour to be transported around the eternal city.

HISTORY: DEATH OF CAPT. JOHN PAUL JONES From U.S. Naval Academy Public Affairs and Naval History and Heritage Command

During the French Revolution, Capt. John Paul Jones, the great naval leader of the American Revolution, died in Paris on July 18, 1792, at the age of 45, after months of suffering from kidney and lung disease. Lacking official status, Jones died alone in his apartment, jobless and nearly penniless. The American minister to France, Gouverneur Morris, had to figure out what to do with the naval officer who had fought so bravely for American independence. Morris was afraid the cost of the funeral would fall on his shoulders so he left instructions with Jones’ landlord that Jones was to be buried as inexpensively as possible. An admiring French friend and local politician, M. Pierre François Simonneau, could not bear to have the former naval hero buried like a pauper. He believed Jones should receive a funeral befitting his status. Simonneau believed the body of Jones would one day be returned to the United States so he arranged to have the body preserved in alcohol and placed in a lead coffin and buried in St. Louis Cemetery, the property of the French royal family. Four years later France’s revolutionary government sold the property and the cemetery was forgotten for the next century. One hundred eleven years later Brig.

Gen. Horace Porter, a former Civil War officer and the American ambassador to France, spent his own money, and hired researchers to find Jones’ cemetery and the grave. In 1903 Porter’s team found what they hoped was Jones’ casket. At the University of Paris, a complete autopsy was performed. The investigators compared the head to that of a bust of Jones, which had been made in 1780 by the sculptor Jean Antoine Houdon, who had used calipers and rulers to obtain exact measurements of Jones’s facial features. The autopsy and forensic study proved conclusively that the body was John Paul Jones, and that he had died of nephritis (a kidney ailment), which was complicated by pneumonia. Jones’ remains were transferred to the USS Brooklyn, flagship of a special naval squadron sent by President Theodore Roosevelt to bring Jones home to the nation, which he had helped to gain its independence. On July 24, 1905, the naval tug Standish carried the casket ashore at Annapolis, Maryland, for placement in a temporary vault across the street from the new U.S. Naval Academy Chapel, which was under construction. Seven years later, the chapel was completed. On January 26, 1913, Jones’ remains were laid to rest in the crypt of the Academy Chapel. A Marine honor guard now stands watch over the man who became known as the Father of the U.S. Navy.

SPOTLIGHT: ANITRA ALBEA USO Naples is pleased to announce and recognize Anitra Albea as our Summer Volunteer of the Quarter. Since joining the USO Naples Volunteer Committee this past January, Albea has donated more than 53 hours to the USO and NSA Naples Community. She has a strong passion for giving back to the community. Originally from Lincolnton, Georgia, Albea has been stationed here in Naples with her family for the past year. Her favorite programs are those associated with children, like Snack Attack and Teddy Bear Club. “The best part about volunteering with the USO is that they are always working to improve the quality of lives for service members and their family and at no cost to the family,” she said. Albea has consistently gone above and beyond for USO Naples whether it be assisting in baking cookies, cupcakes and snacks to help serve more than 300 hungry military children for Snack Attack or helping create over 150 handmade Unicorn Goody Bags for the daughters attending the Daddy Daughter Dance. Albea has been a role model volunteer and advises new volunteers to “not be nervous or hesitant. Feel the sun on your face as you sit on your checkered blanket in an open field of freshly cut grass, listening to a book being read aloud as you watch the clouds drift by. That type of experience is what USO Naples created when they hosted their Teddy Bear Club picnic at the Support Site Central Park on July 10, 2019.

Children who attended were encouraged to bring along their favorite stuffed animal as well as a blanket to sit on while they enjoyed the picnic activities. This free community event was themed Baby Shark and featured snacks such as bags of fish shaped crackers labeled “shark bait,” story time, and various activities geared toward children five years and younger. The children enjoyed blowing bubbles, creating chalk drawn masterpieces, and dancing along to popular shark-themed songs. The USO team in Naples is dedicated in their efforts to host free events for the local NSA Naples community members which includes active duty, single and unaccompanied service members, and military and DOD civilian families. Teddy Bear Club is a monthly event to highlight the support of the youngest members of this community and provide the opportunity for parents to engage with each other and make new connections. The next big USO event will be Summerfest 2019 on August 10 at Central Park from 6:30 to 8:30 p.m. The free “All-American Fun” themed event will feature games, activities and contests, with musical performances by the Naval Forces Europe Rock Band, and various other activities for the whole family, in addition to a complimentary Burger Burn. Magician Fabio Barone Dazzled Community Members at NSA Library Italian Magician Fabio “Mago Marfi” Barone dazzled a standing-room only crowd of Naval Support Activity community family members at the Support Site Library on July 11. The two biggest acts that wowed the audience was when Barone pulled a real live bunny out of a book and later when he turned a child into a cartoon. The magic show, which was sponsored by a CNIC Grant is one of the special programs offered to children and adults who are registered in the Library Summer Reading Program. ENERGY CONSERVATION Recycling Energy from Grey Water From NSA Naples Energy Management Team

Grey water is drain water from showers, bathtubs, sinks, dishwashers and clothes washers. The heat from this water can be used to preheat cold water and reduce the amount of energy that the hot water heater needs to heat the water. This concept is known as drain water heat recovery. There are two types of systems used for drain water heat recovery. In a storage type system the appliance must have waste water storage capabilities. This will allow some of the drain water to be stored in a reservoir beneath the hot water tank. When the hot grey water drains to the reservoir the heat will transfer to the water stored in the hot water tank. The grey water will preheat the water in the water tank and reduce the amount of energy the heater will need to heat the water to the proper temperature. Another type of system is the non-storage system. This system utilizes a copper coil that is wrapped around the drain pipe. As the hot grey water flows down the drain, the clean cold water flows through the coil. The heat from the grey water preheats the cold water before it enters the hot water tank. Both systems reduce the amount of energy used to heat water and can allow the user to reduce the temperature of the hot water heater. USS Carney Concludes Exercise Sea Breeze By Mass Communication Specialist 1st Class Fred Gray IV

The Arleigh Burke-class guided-missile destroyer USS Carney (DDG 64) began its southbound transit from the Black Sea to the Mediterranean Sea July 14, 2019, after conducting maritime security operations and exercise Sea Breeze 2019. While in the Black Sea for Sea Breeze 2019, the Carney was able to test interoperability with participating partner navies that included maritime interdiction operations, operational process training, surface warfare, antisubmarine warfare, and self-defense against small boat attacks. Sea Breeze 2019 is an annual multinational maritime exercise, with air, land, and amphibious components, and is co-hosted by Ukraine and the United States to enhance interoperability and capabilities among participating forces. “Operating in the Black Sea during the time of Sea Breeze 2019 was a strategic and unique honor and opportunity, for me and all of

corps officer and the assistant public works officer for Support Site, said. “Why not use this chance to implement some much needed improvements to the traffic flow of the base? I quickly agreed.” The old design of the roundabout was a combination of 20 years of updated traffic codes and security measures, which resulted in a somewhat irregular traffic flow. “Because it is so close to the main Support Site gate, there are special security considerations that have to be met. Due to tight budgets oftentimes the only solution is to place a stop sign or two rather than redesign an entire section of roadway,” Christensen said. “The intent of a roundabout or traffic circle is to keep the flow of traffic moving at a steady pace without having to stop like you would at a four-way intersection. That intent was lost on the previous iteration of the roundabout.” When it comes to maximizing traffic efficiency, Syzdek is uniquely qualified to take on such a task: He is a licensed engineer with prior experience in traffic pattern design from his career before joining the U.S. Navy. “I focused on transportation engineering while earning my civil engineering degree. After graduating from Christian Brothers University in 2009, I worked at a multi-disciplinary engineering firm in the transportation department on the striping and marking of roadways quite regularly, and am a registered Professional Engineer in the state of Maryland,” Syzdek said. “Upon arriving to Naples, I recognized there were improvements that could be made to the roundabouts on Support Site, and knew I would use those opportunities to ad-

vocate for improvement.” Though Syzdek’s primary duty is managing public works for Capodichino, Gaeta, Lago Patria and Carney Park, his passion for the roundabout project at Support Site motivated him to put in extra hours. “His primary duties keep him very busy, and he’s focused on the wellbeing of the facilities at Capodichino, but he stayed late at his desk for numerous nights designing the new roundabout,” Christensen said. “He had to take into account base security, pedestrian safety, and both updated Italian and American traffic regulations. This was an excellent example of the Navy being able to take advantage of the unique skill set of its diverse officer corps.” The project took months to complete. The idea to redesign the roundabout began in February and took two months of discussion and design work. Next, the project needed approval from the Public Works Officer, Cmdr. Russ Pile, and the NSA Naples Commanding Officer, Capt. Todd Abrahamson. The design was then submitted to the base lessor who coordinated with their road painting contractor to get the work done. On June 17 the first paint hit the road, and on June 22 it was completed. During the paving and painting phases of the redesign, there was a large amount of coordination required to minimize the impact to personnel working and living on Support Site. “Prior to the execution phase of each project there are numerous joint meetings, with all entities involved, to discuss possible risk, inconveniences, efficiency and quality, among other fundamentals that are associated with the type of work being conducted,” Equipment Operator 2nd Class Jordan Orton, a facilities operations specialist assigned to NSA Naples, said. “Du-

ring these discussions the public works department assesses all of these risks and develops options to ensure that we plan the project to deflect [inconvenience] as much as possible.” The roundabout’s proximity to the front gate presented unique security challenges as well as traffic issues. “Having a good traffic plan can be the difference between life and death. It sounds severe but decades of research have gone into knowing the exact tools and systems to implement in a community to ensure both pedestrians and drivers are safe and can reach their destination as quickly as possible. That is no different on a military base,” Christensen said. “There is also the added consideration of Anti-Terrorism Force Protection (ATFP) and security measures. With the roundabout so close to the front gate we had to make sure that traffic flow would not cause any blockage to the incoming traffic.” Syzdek also remarked upon the increased safety of the new and unique design. “The functionality of the new roun-

dabout striping decreases a potentially confusing situation, and therefore decreases the likelihood of a collision,” Syzdek said. “Although having the traffic from the main gate have the right of way is unconventional, it mitigated any risk of a queue forming over the final denial barriers.” Base upgrades and beautification are not only a morale booster for those that use the facilities, but help personnel to focus on the mission. “Aesthetics and convenience aren't the only reason we make facility upgrades and improvements. The redesigned roundabout also allows for increased mission readiness,” Christensen said. “Every second an employee saves going to work ensures that much more time dedicated to the mission of NSA Naples and its tenant commands. Summer Picnic Food Safety Tips Kristina Beaugh U.S. Department of Agriculture

On a beautiful summer day, it can be fun to have a picnic outside at the park, on the beach, or even in your own backyard. You do what you can to keep away ants and other bugs, but what about other unwanted guests like germs? Use these tips to make sure your perfect summer picnic is yummy and safe. In the Kitchen ● Wash hands, work area, and all utensils before, during, and after preparing food. ● Marinate food in the refrigerator. ● Do NOT thaw frozen items at room temperature. Planning the Menu ● Plan to take only the amounts of food you’ll use. ● Most food is safe for short periods when stored with ice or frozen gel packs in a proper cooler. ● Creamy or custard foods and salads using store-bought mayonnaise are safe, if kept cold in a cooler. ● No partial or precooking ahead of time, cook completely at the picnic site. ● No cooler? Not a problem. Plan your menu using the following items: Fruits, vegetables, hard cheese, canned / dried meats or fish, dry cereal, bread, peanut butter or crackers. Packing it Up ● Always use an insulated cooler with a cold source, such as ice, frozen gel packs or frozen foods. ● Pack cold food first, right from the refrigerator. ● Plan to keep hot foods hot with a thermos

or insulated dish. ● Don’t forget to pack paper towels and a food thermometer. Hitting the Road ● When using a cooler keep it out of the direct sun by placing it in the shade or shelter. ● Replenish ice or frozen gel packs if they start to melt. Heat and Eat ● Keep food cold until ready to cook. ● Cook meat and poultry thoroughly to their safe minimum internal temperatures: Beef, pork, lamb, and veal (steaks, roasts and chops) 145 F with a three minute rest time; Ground meats 160 F; Whole poultry, poultry breasts and ground poultry 165 F. ● Use a fresh, clean plate for serving cooked food. ● Don’t let raw meat juices touch other food. Come and Get It ● Place leftovers promptly in the cooler. Discard any perishable food left out for more than two hours. ● In hot weather (above 90 F), food should not sit out for more than one hour. ● Serve small portions and keep the rest in the cooler. Leftovers ● If there is still ice in the cooler when you get home, and the food did not sit out at the picnic, the food is still safe to store in the refrigerator. Have fun and safe picnicking!
