U.S. Navy Adm. Michelle Howard took command of Allied Joint Force Command Naples and U.S. Naval Forces Europe-Africa during a ceremony held at the JFC Naples headquarters, June 7, 2016. Howard, the 29th commander of JFC Naples, assumed command from U.S. Navy Adm. Mark Ferguson, who is slated to retire from the Navy. Howard previously served as the 38th Vice Chief of Naval Operations. In addition to Howard and Ferguson, the ceremony’s official party included U.S. Army Gen. Curtis Scaparrotti, Supreme Allied Commander Europe, Gen. David Rodriguez, commander,

U.S. Africa Command, and Adm. Bill Moran, Vice Chief of Naval Operations. “I would like to state my appreciation to Naples, Italy as our host community,” Howard said during her remarks to the crowd. “You have treated us like family for over six decades, and your support is a key enabler to our mission success.” The Commander of JFC Naples is one of two subordinate Joint Force commanders to NATO’s Supreme Allied Commander in Europe. As commander of JFC Naples, Howard’s primary mission is to be prepared to conduct the full range of military operations throughout the NATO area of responsibility in order to deter aggression, defend NATO territory and forces,

safeguard freedom of the seas and economic lifelines, and to preserve the security of NATO nations. As Commander, U.S. Naval Forces Europe-Africa, Howard will be responsible for leading full spectrum maritime operations in concert with allied, coalition, joint, interagency and other partners to advance U.S. interests while enhancing maritime security and stability in Europe and Africa. Howard pledged to lead the formation with the same strength, resolve, and readiness that the troops of JFC Naples have demonstrated in the past. “Your work has made my first direction and guidance simple: Steady as she goes. The Defense Department’s new retirement system will affect some 2.2 million people who all need to get smart on what it will mean. Two subject-matter experts from the department’s personnel and readiness branch described the issues involved to DoD News: Army Sgt. Maj. Luther Thomas Jr., senior enlisted advisor to the Defense Department’s Manpower and Reserve Affairs Division, and Wayne Boswell, DoD’s director of financial readiness. Thomas described the fourphase overall training program planned for the Blended Retirement System, or BRS, as “a very comprehensive financial education strategy.” The leader training module was available June 1, on the Joint Knowledge Online portal and the MilitaryOneSource website, and on DVD at deployed, shipboard and other remote locations. Thomas, who has reviewed the module, said he’s impressed with the tools available in the training. “I’m going to have service members whose situations are all different … I can go up online to JKO, click ‘launch the class,’ and then look in the glossary and get the specific information I need to be able to talk to my service member one on one,” Thomas said. Thomas said that while leaders are required to take the first round of training, it’s also available to those who aren’t yet in leadership roles. Boswell noted that the online availability also will help family members learn about the new retirement system.

This Monday marked the anniversary of the 1944 Landing at Normandy. This important day in world history represents the first step in the Allied campaign to liberate northwestern Europe. Many months of planning, preparation and training went into the landing to give our troops the best possible chance for a victory. World War II combat operations raged on in the European Theater of Operations (ETO) until May 8, 1945. Today NSA Naples sits in one of the strategic points of the European theater, a privilege we enjoy due to the bonds, partnerships and alliances formed during and just after World War II. The creation of JFC NATO is a direct result of these alliances, and was formed to defend against a possible Soviet advance from the East. World War II had a deep and enduring impact on partnerships, global economies and power balance around the world. Without the Allied efforts on June 6, 1944, the contemporary world as we know it would be a much different place. As far as we can tell at NSA Naples, the rotator cancellation last week was the first ever cancellation in the history of Atlas, AMC’s contractor. Atlas was unable to provide a back-up aircraft after the first one was sidelined for maintenance, and per the contract commercial airline tickets were issued to all scheduled passengers. If you were a passenger affected by the cancellation, please be sure to share your experience with AMC, or send your notes in an ICE comment. The weather has been warming up as we continue the temperature climb to August. Naples and the surrounding areas have many wonderful festivals and opportunities for enjoying the outdoors including boating around the local resort islands, visiting the Amalfi coast, and enjoying the great recreational facilities at Carney Park. ORM and safety statistics tell us that increased exposure to the outdoors and physical activity also increases the chances of injury. This does not mean that you should stay inside all summer on a Netflix or XBOX binge, but rather plan ahead to ensure you get the most out of your summer activities as opposed to an emergency room visit. If you are going to be in the sun all day take a moment to consider hydration and sun protection. If you are boating or driving be sure to have a designated driver and consider taking frequent breaks to maximize alertness. Have a great weekend, stay safe, and plan ahead!

Camaldoli Park Kicks off Summer with Music Fesival this Weekend The beautiful location of the Camaldoli park opens the Moses Village this Saturday. A summer season event opens a music festival and multi-ethnic foods every week from Thursday to Sunday until July 16. The Camaldoli park in Naples is hosting “the aperipark summer opening” this Sunday at 7 p.m. A relaxing aperitif drink with music and an unique panoramic view of the most beautiful places of Naples. Ancient Maritime Republic Regatta Sunday in Amalfi A historical regatta of the Ancient Maritime Republic is held this Sunday in the beautiful coastal town of Amalfi. The regatta is the most attractive festivals of the sea that is famous in Italy and all over the world. The regatta is a competition of galleons of eight rowers between the crew of the four ancient maritime republic of Amalfi, Genoa, Pisa and Venice. The competition is held in Amalfi this year. This maritime

competition is preceded by a historic costume parade with flags, trumpets and drums. The historical parade starts at 4:30 p.m. in the city center. The event commemorates the episodes of four hundred years of history of weddings and battles, conquest and domination. There are about 320 participants, 80 per each maritime cities and the parade will start from Atrani to Amalfi. The regatta starts at 6:15 p.m. 62nd Taormina Film Festival Mid-June in Sicily The 62nd edition of the Taormina Film Festival is scheduled for June 11-18. American actor Richard Gere is the honorary president. Many stars are expected to attend the event in Sicily, and about 21 countries are represented in the event’s program, including Finland, Albania, China and New Zealand. During the event more than 100 productions will be presented including previews, short films and documentaries. The event’s opening night will be dedicated to homeless causes, which Gere has been supporting over recent years.

NAVY HISTORY: FLAG DAY

On June 14, 1777 – nearly a year after the signing of the Declaration of Independence – the Continental Congress officially adopted a national flag. The new flag not only replaced the British symbols of

the Grand Union flag, it was radical design departure, which featuring 13 white stars in a circle on a field of blue and 13 red and white stripes (one for each state). Although it is not certain, many people believe the new flag may have been made by the Philadelphia seamstress

Betsy Ross, who was an official flag maker for the Pennsylvania Navy Both the number of stars and stripes increased as new states entered the Union. However, in 1818, however, Congress enacted a law stipulating that the 13 original stripes be restored and that only stars be added to represent new states. There have been 27 official versions of the flag so far; stars have been added to it as states have entered the Union. The current version dates to July 4, 1960, when Hawaii became the 50th state. One-hundred thirty-nine years later, President Woodrow Wilson issued a proclamation on June 14, 1916, which officially established June 14 as Flag Day. Although not officially a federal holiday, the week of June 14 is designated “National Flag Week” during which the president urges U.S. citizens to fly the American flag.

SPOTLIGHT: HM2 Kristen Carter Hospital Corpsman Second Class Kristen Carter, from Salt Lake City, Utah, reported to U.S. Naval Hospital Naples in February of 2013 after graduating from Hospital Corpsman “A” School. Carter is one of the senior corpsman serving in the Multi-Service Ward. As a General Duty Corpsman, she takes pride in providing exceptional care to all inpatients, as well as serving as a mentor to her junior staff members. Carter regularly teaches TeamStepps in Command Orientation, and she loves the opportunity to impress upon new Sailors the critical role we all play in the mission accomplishment of our command. If you’ve seen her teach before, remember to wear your mustache. She also occasionally enjoys indulging her inner diva as the Code Blue Drill simulated patient. Carter enjoys traveling, motorcycling and being outdoors. Her next goals are to be accepted to a post-baccalaureate PreMed program to channel her way into medical school. “I love the opportunity to travel and experience Europe, but more than that, I love the relationships I build with my patients and peers and the feeling of knowing that I have had a positive impact on somebody,” Carter said.

Caring for the Caregiver By Lt. Claudia Cespedes U.S. Naval Hospital Naples

Mental Health Month is an opportunity to shed light on the many challenges that our service members and their families face. From dealing with work, relational, or family stressors to past traumatic and deployment experiences, the medical, field, and operational positions that military personnel hold can be taxing. It is important that we take care of ourselves and one another to fulfill the mission and to reduce the risk of developing burnout, which is sometimes referred to as compassion fatigue. Compassion fatigue, according to the Naval Center for Combat and Operational Stress Control, is a chronic, long-term condition associated with reliving the suffering of the people around you. This is a condition that affects anyone who directly or indirectly tends to the hardships and traumas of those around them, whether in a personal or professional setting. In other words, it does not matter if you are a medical professional, combat support personnel, news reporter, or person caring for an ill or overwhelmed relative, the aforementioned scenarios can lead to compassion fatigue. If we are not aware of how these experiences affect us, we can become overwhelmed and begin to cope in ineffective ways, such as engaging in substance abuse, isolation, avoidance, and working excessive hours. The result is a diminished ability to empathize with others, less than optimal work performance, feeling hopeless and helpless, and other symptoms which can lead to serious mental or physical health issues. People who are at most risk of developing this condition are those who do not engage in selfcare, have a history of unre-

solved trauma or hardships, are unable to control work stressors, or have a lack of satisfaction with work. Some ways to effectively mitigate the signs of compassion fatigue are to develop a self-care plan that includes positive activities and interests. Meditation is also a great way to reduce stress and become aware of your thoughts and emotions related to your situation or work. In addition, begin your day with positive affirmations and strengths, and look at the world through a “glass half-full” perspective. As you begin your day, ask yourself “what is my intention for the day?” then ensure that you keep your focus on this goal so that you can remind yourself why you do the work that you do. It is also important to make healthy lifestyle choices such as eating healthy and exercising regularly. Build a supportive community, not only at home, but also at work. Consult with supportive and understanding professionals about your line of work to address the emotional impact, especially due to the unique, unpredictable, and overwhelming challenges we face. U.S. Naval Hospital (USNH) Naples is promoting the idea of “caring for the caregiver” because so often, we forget about caring for ourselves while tending to the traumas of others. Regardless of your job, you can be impacted by challenging experiences. Just like flight attendants say, “put on your own mask before you help others,” you need to take care of your own needs before you can effectively care for those around you. Do the right thing and take care of yourself. If you experience any signs of compassion fatigue, seek help from your command chaplain, Behavioral Health at USNH Naples (Comm. 081-811-6306), or Fleet and Family Services Center (Comm. 081-811-6372).

events they we’re hosting focused more on school age children so they wanted to do something for the littlest members of the NSA Naples community. “Sometimes you can feel isolated being at home with the little tots so we wanted to expand beyond story time and have an outdoor activity,” McCaulley said. “We waited until June where we could come together and enjoy our little ones.” For Laurel Sceviour, these types of events give her and her 21-month old son Luke an occasion to meet others. “It’s nice when they put the effort into an event that’s specifically tailored towards kids his age,” Sceviour said. “It’s important that our younger kids are not overlooked and are given the opportunity to build friendships.” Sceviour said that sometimes it hard to find age appropriate events because there’s only so much you can do at that young age. So even though there might be fewer events through the year specifically for younger kids, she said they still enjoyed the event. “We had a wonderful time,” Sceviour said. “The effort the USO put into making this a memorable event for the toddlers did not go unnoticed.” The next big USO event

Of this, electrical energy consumption (approximately $12 million) is the main expense, with the main “consumers” based at both Support Site and Capodichino. The three “Top consumer facilities” are C4I at Capodichino, and Navy Exchange and Naval Hospital at Support Site. Typical electrical expenses for these facilities are: ● C4I – Approximately $2.5 million per year ● Navy Exchange – Approximately $1.3 million per year ● U.S. Naval Hospital – Approximately $960,000 per year We need the help from everyone to better identify any energy waste in your space. Remember back to when you were little. Back when bubbles were the coolest things ever. Back when your teddy bear was your best friend. Back when just the thought of eating anywhere but the dinner table seemed like a blast. That type of experience is what USO Naples created when they hosted their Teddy Bear Pinic at the Support Site Central Park Friday June 3, 2016. The free community event featured lunch, crafts, story time and various games geared toward children 5-yrs and younger. Children were encouraged to bring their favorite stuffed animals from home along with a picnic blanket to partake in the fun. Shannon McCaulley, program and volunteer coordinator for USO Naples and Rome, said that the USO is always looking to host events for military spouses and military children. “We’re here to support the whole military community so we have events focused on active duty, single and unaccompanied service members, and we don’t want to forget about the families that give up so much to support their service members,” McCaulley said. The USO found that a lot of

scheduled is Summerfest 2016 on Saturday, June 11 at the Support Site Central Park from 6-8 p.m. The free “All-American Fun” themed event will feature musical performances by the Naval Forces Europe Topside Brass Band, an American Pie Bake Off, a Patriotic Pet Parade, and various other activities for the whole family. The USO will also be giving all attendees a chance to win a free trip for two overnights at the Edelweiss Resort and Lodge in Garmisch, Germany. NSA Naples Chapel Gets Help from Local Synagogue By MC3 Weston Jones Navy Public Affairs Support Element East Detachment Europe

Service members assigned to the Naval Support Activity (NSA) Naples chapel received assistance from the Jewish Community of Naples to obtain supplies for the Havdalah. Havdalah is a weekly ritual that marks the end of Shabbat or Sabbath, where one drinks special wine, recites blessings over fragrant spices and lights a special candle. This special candle, known as a Havdalah candle, is made of several candles, which are twisted together to form a braid. The Havdalah candle, with its braids and extra wicks casts a brighter light than a candle with a single wick would, and it also symbolizes the diversity of Jews around the world, who are unified by their faith. This candle is what Lt. Tung Tran and Religious Program Specialist 1st

Class Laytoya Shine were seeking on their quest. Tran said the Havdalah candle would be used on-base during evening prayers to end the Sabbath. Traveling to the depths of downtown Naples nestled in an alley by the waterfront, Tran and Shine found the Synagogue of Naples and made contact with a local Rabbi. After introductions were made and an initial shock from the Rabbi, who didn’t realize there were American Jews living in Naples, he disappeared into the temple. Moments later he reappeared with a bottle of kosher wine and a Havdalah candle for the Jewish celebration on base. It seemed like a moment of first contact between NSA Naples and the only Synagogue in the city. The Rabbi and Tran exchanged contact information and agreed

that they would be in touch should the NSA Naples chapel ever need assistance. Tran said that since there is no military Rabbi stationed in Naples, it’s good to know that there is a local Rabbi in town who speaks English. And the local Jewish community can help service members of the Jewish faith who are stationed in Naples. Shine said that she really enjoyed speaking with the Rabbi, and informing him that there were Jewish service members and their families living here. “The expression on the Rabbi’s face was priceless,” Shine said. “He didn’t know there were American Jews living in the area. This lets the locals see that when they drive by this base we aren’t just working all the time. Normal life happens here just like in town.” With the ice broken, the potential is there for a blossoming re-

lationship with the NSA Naples Chapel and the only Jewish synagogue in Naples.

The Hard-Knock Life of a Military Child By Rachel Nemeth Naples American High School Senior

As the school year inches closer to its end, the seniors at Naples American High School are growing anxious about their upcoming graduation. Most of the students in the graduating class are military children, having grown up their whole lives moving to different places and starting at new schools. Not only do they have to start over with friendships, but they will most likely have to redo or catch up on schoolwork, as curriculums differ in every school system. Despite all the downsides to the constant moving that comes along with the military lifestyle, there are life lessons that all these kids learn that will help them to be more rounded when they enter adulthood. It’s no secret that military children are known to make friends in the time it takes you to snap your finger. They have this learned ability to go up to anyone and spark a conversation, no matter the situation. “Always meeting new people and starting new friendships has led me to become more confident in talking to people I don’t know,” 12th Grader Ari-

ana Figueroa said. “I really think that will help me in the future when it comes to job interviews and dealing with professors, employers, etc. This skill, though it may seem small, definitely sets those who are military children apart from everyone else and will continue to do so later in life.” Probably the main challenge military children face is the different curriculums they come across every time they move to a new school. We’ve all been told we are a credit short in one subject while also being ahead in two others and it’s one of the most frustrating times. “It’s hard when every school you go to requires you to have different things,” 12th Grader Tia Williams said. “Some states require you to take history classes on that specific state in order to graduate, while others only require U.S. History. It’s all very confusing and it’s not fair to the students who aren’t even going to be there to graduate.” Eleventh Grade Teacher Elizabeth Ballard noted that military children really are different than students who have lived in the same town their entire lives. “Traveling the world and

changing schools regularly makes them more mature in certain respects than their counterparts in the States,” Ballard said. “They have a global perspective and can appreciate multiple sides in a situation or event. Military children see many sides to the situations they are in because of the different cultures, variety of people, and histories they come across.” To round off their year, the seniors did a walkthrough of Naples Elementary School dressed in their caps and gowns. The elementary school students lined the halls, a few holding pompoms, and held their hands out as if the high schoolers were celebrities. They looked up at the graduates in awe, shouting praise and congratulations to them as they walked by, and some even stepped out of line to give hugs to the seniors. “It was a great experience. You could tell that the kids we happy to see us and were imagining themselves in our place,” 12th Grade student Genesis Muniz-Henriquez said about the senior walk. “Hopefully walking through the elementary school definitely gave these kids hope that they would be where we are one day.”

“We know a lot of these decisions will be made around the dinner table, with families’ input in terms of the impact of lifelong financial decisions,” he said. The training is designed to inform leaders about BRS “to be able to translate this for their members,” Boswell said. Modules and Milestones The learning strategy for BRS includes four separate modules: ● Leader training starts June 1; ● Training for installation and command financial counselors rolls out in the fall; ● Opt-in training for current service members begins in January 2017; and ● Service members who join after January 2018 will receive training during their first months of service. Everyone serving as of December 31, 2017, will be grandfathered under the current retirement system. Service members who have served fewer than 12 years on active duty or accrued fewer than 4,320 retirement points in the reserve component will have the option of remaining covered under their current retirement system or enrolling in BRS. Those with greater than 12 years on active duty or more than 4,320 retirement points in the reserve component will stay under their current system. Both men emphasized that while training will happen at all levels, the decision on whether to opt in belongs to the individual. Leaders will be informers of – not advocates for – the new system, they said. Service members who join on or after Jan. 1, 2018, will automatically be enrolled in BRS. Members eligible to opt in to BRS will have until Dec. 31, 2018, to decide if they want to switch to the new plan. More Benefit for More Troops “Under the current system only about 19 percent of service members actually leave with some type of retirement benefit, and 81 percent of service members don’t,” Thomas said. “We believe under this new system, about 85 percent of those who serve, if they serve two years or longer, will be able to leave with some type of portable retirement benefit that they can take with them to a future employer.” The “blending” in BRS comes from the combination of the Thrift Savings Plan and an annuity provision for those who retire after 20 or more years. BRS will use the annuity formula currently in place: the average of the service member’s highest 36 months of basic pay times 2.5 percent of his or her years of service – but the 2.5 percent is adjusted downward by half of a percentage point, from 2.5 to 2 percent. The Thrift Savings Plan is currently offered

to service members without government contributions, but under BRS several changes take place. After their first 60 days in the service, all members will be enrolled in TSP and receive an automatic government contribution of 1 percent of basic pay into their account each month. Additionally, the Service member will be automatically enrolled with a 3 percent contribution from their own pay. After two years of service, the government will match the member’s contributions up to an additional 4 percent. In total, members can get up to a 5 percent government contribution on top of what they contribute each month. BRS also includes a mid-career continuation pay at about 12 years of service, as a further incentive to continue serving toward the traditional 20 years to qualify for monthly military retired pay. Congress enacted BRS following upon the recommendations of the congressionally-mandated Military Compensation and Retirement Modernization Commission, Boswell said, adding that the commission heard from “a vast swath” of stakeholders and subject-matter experts who “are very interested in the military and are connected to the military” when making this recommendation. Taking Part of My Pay? So while those in BRS may see part of their pay deducted for TSP contribution, Thomas said, “what’s happening is they’re going to have to help contribute to their retirement, just like in the civilian world … It’s still the service member’s money.” The new system offers the potential for a greater retirement income than the current system for “disciplined savers,” Thomas noted, adding that with DoD’s 1 percent contribution plus matching contributions, members who contribute from their own pay, even in amounts as small as the cost of a pizza or movie each week, could end their careers with potentially sizable savings for retirement. And those who don’t retire won’t walk away with empty pockets. “When they go into a new job in the private sector or public sector at [age] 24, 25, 26, they don’t start with zero,” Thomas said. “They start with the retirement savings they accumulated [starting] 60 days after they joined the military.” Boswell said the new system will add to the benefits of military service. “I think lifelong success comes from self-investment and self-preparation,” Boswell said. “I think service members who leave after four years leave with a lot: they leave with skills, experience, [and] education. They’ve had their mettle tested to some degree.” With BRS, those leaving service will have skills, education and financial resources, he said.

June 16: Navy Youth Swim Test To attain full access to the Aquatics facility, including slides, diving board, and other recreational activities, youth 17 years and under must pass the Navy Youth Swim Test. Testing is available at the Support Site pool June 16 (during our Splash into Summer Safely Day) from 1 to 5:30 p.m. Swim test is free and valid one year. To pass the test, youth must swim one pool length, tread water for 60 seconds, jump into the deep end and return to the surface, and exit the pool unassisted. A few months ago we discussed the tremendous benefit of being able to reserve pavilions and fields on board Support Site for free. A little planning is all it takes to celebrate your special event, whether it’s a picnic, command function, baby shower, birthday party or any other celebration where you want to share some quality time with your family and friends. As I drive around Support Site, I’m gratified to see people having a great time as they enjoy each other’s company along with a good barbecue. I have also observed that when the pavilions and fields are reserved, those groups generally do a good job of picking-up after themselves, emptying the trash containers so the pavilion is shipshape and ready for the next group to enjoy themselves. Unfortunately, the opposite seems to be true when the pavilions and fields are not reserved, and people are, well, squatting. The tendency is for those groups to leave a mess behind when they are done, with trash everywhere and garbage cans overflowing. This just makes for a disappointing experience for the next group who comes along. Sadly, this very thing happened just

this past weekend. The group who had reserved a pavilion arrived on time to enjoy a few hours with their friends and family, and when they arrived, they found debris everywhere and trash cans overflowing with trash. The group sent me photos to prove they weren’t merely bellyaching, but had a legitimate complaint. The photos clearly showed the negligence and thoughtlessness of the previous group, who lacked the common courtesy to clean up. When I double-checked the reservation calendar, I learned the previous group had not made reservations for the pavilion, and apparently not having any “ownership” of the pavilion, felt no responsibility for cleaning up after themselves. None of us would think for a minute of having a barbecue in our best friend’s back yard with them gone, then leaving the trash and mess for them to pick-up later. If you think about it, the Support Site pavilions and fields are everyone’s back yard. So, why not leave them in better shape than when we’ve arrived, so that all of us – our friends, family, neighbors and shipmates can enjoy them equally. And, if you want to make a reservation for a pavilion or field, give me a call at 629-7911. Just don’t forget to clean up when you’re done.
