Veterans Day honors Americans who gave their country the nation’s highest form of service, President Barack Obama said November 11, 2016, at Arlington National Cemetery following a wreathlaying a ceremony at The Tomb of the Unknown Soldier in Washington, D.C. The president addressed veterans, families and senior military and government officials at the cemetery’s Memorial Amphitheater, where draped American flags encircled the arena and fluttered in the morning breeze. “You who once wore the uniform of our Army, Navy, Air Force, Marines or Coast Guard,” Obama said. “We owe you our thanks, we owe you our respect and we owe you our freedom.” A Day to Express Gratitude On Veterans Day, Americans come together to express profound gratitude for the sacrifices and contributions veterans and their families made on the battlefield, at home and at outposts around the world, he noted. “But America’s gratitude to our veterans is something always grounded in something greater than what you did on duty,” the president emphasized. “It’s also an appreciation of the example that you continue to set after your service has ended: your example as citizens.”

CAPTAIN’S CORNER By Capt. Doug Carpenter NSA Naples Commanding Officer

This Wednesday we had the great honor of hosting the world famous Harlem Globetrotters at the Naples High School gymnasium. This is one of many events we have been able to enjoy thanks to the ongoing work and sponsorship by Navy Entertainment and our NSA Naples MWR team. The Navy does an excellent job of putting together entertainment to support the morale of Sailors and families living overseas. In Naples, we have the additional benefit of living in one of Italy’s largest cities with its own wealth of entertainment options and culturally enriching opportunities. With the holiday season right around the corner, I encourage those new to the community to make a trip to the seasonal markets in Naples as well as the famous “Christmas Alley.” The Salerno festival of lights is one of the most impressive sights I’ve seen in Italy during the holiday season. This past Thursday the great American Smokeout took place across the United States. This annual event takes place on the third Thursday of November. The event asks participants to encourage a friend, associate or partner to make a plan to quit, or plan in advance and then quit smoking that day. By quitting – even for one day – smokers take an important step toward a healthier life and reducing overall cancer risk. Just 20 minutes after quitting your heart rate and blood pressure drop, 12 hours after quitting the carbon monoxide level in your blood decreases, and one year after quitting your excess risk of coronary heart disease is reduced to half that of someone who still smokes. If you are serious about quitting and missed the event Thursday, you don’t have to wait till next year to try again. Make a date and stick to it. A healthier Navy starts with you. This weekend the Junior Officer’s financial club, in a partnership with the Public Affairs office, First Class Petty Officer’s association, and Chief’s Mess has organized a community outreach event at the palace in Caserta for a trash clean-up and beautification of the grounds. This is a great opportunity to show support for the local population and to give back a little to the Italian community. Contact the public affairs office for more information. Stay safe, have a great weekend and Thanksgiving break!

Vandals Damage Beloved Bernini Elephant Sculpture in Rome Police in Rome are searching for vandals who damaged the beloved and well known Bernini’s Elephant and Obelisk sculpture. The elephant was commissioned by Pope Alexander VII, to support an obelisk from ancient Egypt that had only recently been excavated. The sculpture was placed in the Piazza della Minerva in the 17th century, a little square near the Pantheon. The tip of its left tusk was broken off but it was not clear if the damage had been deliberate. Italy’s Culture Minister Dario Franceschini said the incident showed a need for more video surveillance of historic landmarks and harsher punishments for vandals. The damage to the Bernini elephant comes after fans of Dutch football club Feyenoord caused outrage in February 2015 by damaging a fountain created by the sculptor that stands at the bottom of Rome’s fabled Spanish Steps. Pompeii Announces Four-Year Ancient Classical Theatrical Program Starting Summer 20177 A rich program of classical drama is scheduled to take place at the theater of Pompeii next summer. A partnership between the Teatro Stabile of Naples and the archaeological superintendent’s office set up the first edition of the fouryear project “Pompeii Theatrum Mundi.” Plays by Aeschylus, Euripides, Sophocles and Seneca, will be performed where they were staged in ancient Roman times. The program will open with Aeschylus’s Oresteia, which will run June 22-25, and will close with Seneca’s Phaedra, which will run July 22-23. Meanwhile Pompeii’s general manager announced the opening of the House of the Geometric Mosaics. Other houses will be open soon including the House of

Numerous Italian Restaurants Receive Coveted Michelin Stars Eight restaurants in Italy garnered three-stars in Michelin’s 2017 guide. Forty-one restaurants garnered twostars, while 294 received one-star. Michelin Red Guide is the oldest European hotel and restaurant reference guide. Italy is second worldwide for the famous guide, boasting 28 new entries. Italian Weddings, Divorces Rise Significantly ISTAT, the national institute of statistics said there was a notable increase in the wedding rate in eight years for Italy in 2015. The data shows that marriage continues to be a fundamental milestone, especially in the south of Italy. According to the results of the survey, 55 percent of the interviewed brides were between the ages of 25 and 33. Remarkably, 64 percent choose the church as the location of the nuptials, while 59 percent estimate spending between 37,000 and 38,000 euros in total. ISTAT statistics have been collected over a six-year period from 2008-2014. Most future wives agreed upon the choice of a pretty villa or house as a location for the celebrations. The average number of invites handed out is between 85 and 135 for 65 percent of the brides interviewed. On the other hand, the number of divorces rose by more than half in 2015 after the enactment of legislation simplifying separation and divorce procedures. Until the law was passed, couples had to be officially separated for three years before they could start divorce proceedings. Today only one year is necessary or six months in case of a separation by mutual consent. ISTAT statistics said there was a 57 percent rise of divorces in 2015 compared with 2014.

NAVY HISTORY: USS Enterprise Commissioned

USS Enterprise. U.S. Navy photo From U.S. Navy

The Navy’s eighth ship to bear the name Enterprise became the world’s first nuclearpowered aircraft carrier when she was commissioned on November 25, 1961, at Newport News, Virginia. In 1954, Congress authorized the construction of the world’s first nuclear-powered aircraft carrier, the eighth U.S. ship to bear the name Enterprise. USS Enterprise (CVN 65), the world’s first nuclear-powered aircraft carrier, commemorates a name that has been a continuing symbol of the great struggle to retain American liberty, justice and freedom since the first days of the American Revolutionary War. It is the eighth ship of the fleet to carry this illustrious name that is literally defined as boldness, energy and invention in practical affairs. The giant ship was powered by eight nuclear reactors, two for each of its four propeller shafts. This was a daring undertaking; never before had

two nuclear reactors ever been harnessed together. As such, when the engineers first started planning the ship’s propulsion system, they were uncertain how it would work, or even if it would work according to their theories. Materials used by the shipyard included 60,923 tons of steel; 1507 tons of aluminum; 230 miles of pipe and tubing; and 1700 tons of one-quarter-inch welding rods. The materials were supplied from more than 800 companies. Nine hundred shipyard engineers and designers created the ship on paper, and the millions of blueprints they created, laid endto-end, would stretch 2,400 miles, equivalent to the distance from Miami to Los Angeles. After years of planning and work by thousands the day finally arrived. At her commissioning, then-Secretary of the Navy John B. Connally Jr. cal-

led it a worthy successor to the highly decorated seventh USS Enterprise of World War II. “The fighting Gray Lady, as it was called, served in such well-known battles as the raid on Tokyo and the Battle of Midway,” Connally said. “The new Enterprise will reign a long, long time as queen of the seas.” His words would ring true. More than 100,000 Sailors and Marines served aboard Enterprise during her 51 years of service, and she has been home ported in both Alameda, California, and Norfolk, Virginia. Enterprise set many records and milestones: She was the longest warship ever put to sea, and during sea trials, she exceeded 40 knots. Later, she became the first nuclear carrier to transit the Suez Canal and the first carrier to operate the new F-14 Tomcats. A veteran of 25 deployments to the Mediterranean Sea, Pacific Ocean, and the Middle East, Enterprise has served in nearly every major conflict to take place during her history. From the Cuban Missile Crisis in 1962 to six deployments in support of the Vietnam conflict through the Cold War and the Gulf Wars, Enterprise was there. On September 11, 2001, Enterprise aborted her transit home from a long deployment after the terrorist attacks, and steamed overnight to the North Arabian Sea. Big 'E' once again took her place in history when she launched the first strikes in direct support of Operation Enduring Freedom. After 25 deployments around the world and 51 years of active service, Enterprise was officially deactivated December 1, 2012, at Naval Base Norfolk, Virginia.

His hobbies include working out at the gym, helping others, and watching college football. He is a huge University of Alabama fan. His short term goals are to complete his bachelor’s degree and advance in rank. Crawford says the best thing he likes about being stationed in Naples are the opportunities for seeing new sights. “I love being able to travel to other countries and meet new people,” he said.

ENERGY CONSERVATION What is a BEM? Who is Your BEM?

By U.S. Naval Forces Europe-Africa/U.S. 6th Fleet Public Affairs

From NSA Naples Energy Management Team

The command master chief of the Gaeta-based Blue-Ridge class command ship USS Mount Whitney (LCC 20) was relieved of his duties November 11, 2016. This action is the result of an investigation into a port-visit incident in Batumi, Georgia, in October 2016. Master Chief Petty Officer Matthew J. Dickinson was removed from his position by USS Mount Whitney Commanding Officer Capt. Carlos A. Sardiello. Dickinson, who had served aboard Mount Whitney since May 2014, has been temporarily reassigned to the staff of Commander, U.S. Sixth Fleet. Dickinson is being relieved by Master Chief Petty Officer Andrew J. Hochgraver, who is assigned to Mount Whitney on previously arranged orders to turn over as command master chief in November 2016. For more news from Commander, U.S. Naval Forces Europe and Africa/U.S. 6th Fleet, visit http://www.c6f.navy.mil/

Energy and utilities savings is an all hands effort. Regional and local instruction provide for direction of all Navy Region Europe (NRE) Installation Commanding Officers, shore-based tenant activities, supported commands, lessees and other organizations located on board NRE bases to comply fully with COMNAVREGEURINST 4100.1A and NSA Naples instruction 4101.1C. To-be fully compliant with these instructions Building Energy Monitors must be assigned for each of the previously mentioned. These personnel will be the primary point of contact for energy and utility issues, training, surveys, and energy and utility saving promotions. They in turn will report through the NSA Naples, Installation Energy Manager Gennaro Gargiulo at DSN 626-1895. These energy and utility champions will provided for meeting Navy goals of a reduction of 2.5% less energy and 2% less water consumption per year. So, ask who your BEM is and find out what you can do to conserve energy today, and in the future for a better Navy and a better, stronger country.

BOTTLED WATER ADVISORY From NSA Public Affairs

Except for those living at the Support Site and Capodichino, bottled water is recommended. Treated water is provided free of charge at a dispenser located outside the Capodichino east parking garage. All economy leases negotiated through the Housing office have a bottle water clause, which requires the landlord to provide bottled water. Work with landlords to have any water holding tanks disinfected twice a year, and ensure your tap water is disconnected from non-permitted wells and connected only to the city water system.

Holiday Waste and Sustainment of our Environment Silvana Di Ieso NSA Naples Public Works Department Environmental

In the period between Thanksgiving, Christmas and New Year’s, about 25 percent more waste is generated. This extra waste includes everything from food to wrapping paper, holiday decorations, packaging, cutlery and Christmas trees. People also toss furniture, television sets, laptops and old cellphones as soon as the latest models make their appearance under the Christmas tree. After all the gifts are opened, there is one last gift that people can give each other that doesn’t require any ribbons or bows: recycle and properly dispose of these wastes.

Recycling is the most accessible way to participate in Environmental sustainability and it is one of the top environmental priorities for Naval Support Activity (NSA) Naples. Managing our recyclables is fairly straightforward at NSA Naples. Collection stations are set up with bins for collection of cardboard/paper, plastics/cans, glass, wet waste, cooking oil and finally for non-recyclables.

After all the gifts are opened, there is one last gift that people can give each other that doesn't require any ribbons or bows: recycle and properly dispose of these wastes.

Here are few additional tips to reduce and properly dispose of our holiday waste: ● Sort all waste prior placing bringing it down to the collection bins. ● Break down or crush recyclables as much as possible prior

placing them in the appropriate bins. ● If a specific bin is full, go to the next collection station to discard your material. Please do not leave the waste on the ground next to a bin because this invites pests to the area. ● Most of us probably don’t realize that the cute shiny wrapping paper is generally not recyclable. It contains dyes and other difficult-to-process additives. Ecofriendly wrapping paper is a better option although it is more expensive that regular wrapping paper. ● Other common-sense tips are bundle gifts together and use one sheet of wrapping paper, or use gift bags that can be re-used year after year. ● At parties lots of leftover food winds up in the trash. Instead, stock up on doggy bags and send leftovers home with the guests. Also, holiday party hosts should

set up recycling bins right next to the wet waste bin to make it convenient for people to separate the food waste from the recyclables. For residents living on the economy, local recycling programs are always in place and additional recycling guidance can be obtained from your landlord. Under no circumstance should waste that is generated from outside residences or businesses be brought on to NSA Naples for disposal. If you see people doing this please tell them to stop.

And as proud as the coaching staff is of their swimmers, the swimmers and their families are equally proud of their coaches. “My children have been involved with swimming for nine years,” swim parent and EFSL official Lisa Kanak said. “These past two and a half years with the Naples Tiger Sharks have been the absolute best years we have ever experienced with swimming. Coach Jane’s ability to teach, encourage and inspire – motivating these children to excel – is the mark of a truly exceptional coach.” And between the great coaching and the hardworking swimmers the Naples Tiger Sharks are making quite a splash in the EFSL this season. For the home meet there were eight high point scorers: Chris Kanak, Kathryn Kanak, Conor Manning, Maggie Menoni, Gabriel Rayos, Ryan Rayos, Caroline Rossso and Caleb Schmelimg. There were four swimmers that broke team records: Siena Ancona (50 backstroke), Kathryn Kanak (1,500 freestyle), Max Milton (800 and 1,500 freestyle), Maggie Menoni (200, 800, 1,500 and 400 individual medley). The swimmers that saw the most time improvement through the meet were for the ladies, Valentina Gutierrez and for the gentlemen, Camden Breeden. The swimmer of the meet was awarded to Maggie Menoni. “In addition to breaking four team records and being a high point scorer for the team, Maggie is always full of smiles and enthusiasm, works hard in practice, and is a constant motivator among her peers,” Higgins said. A big thank you to all the Naples Tiger Sharks family members for all your hard work to make the home swim meet happen. The determination of the Naples Tiger Sharks swimmers, coaches and parents paid off for a successful first home meet.

Navy Celebrates 2016 American Indian, Alaska Native Heritage Month From Chief of Naval Personnel Public Affairs

The Navy joins the nation in celebrating American Indian and Alaska Native Heritage throughout the month of November. This year’s theme, “Serving our Nations,” represents American Indians and Alaska Natives, both civilian and military, as U.S. citizens and citizens of their tribes. Today, National American Indian and Alaska Native Heritage Month is celebrated to recognize the intertribal cultures of Native Americans and to inform the public of the rich heritage, history, and traditions of American Indian and Alaska Native peoples. More than 9,000 Sailors and 2,000 civilians of American Indian and Alaska Native heritage serve in the Navy. According to the U.S. Department of Interior’s Bureau of Indian Affairs, 565 federally-recognized American Indian tribes and Alaska Natives reside in the United States, composed of nearly 4.5 million American Indians and Alaska Natives, or 1.5 percent of the nation’s population.

American Indians and Alaskan Natives have served honorably in the United States Navy for more than 200 years. During the 20th century, three Sailors of American Indian heritage received the Medal of Honor – including Navy Cmdr. Ernest E. Evans, of Cherokee and Creek ancestry, who was awarded the medal posthumously for his actions during the Battle of Leyte Gulf while commanding destroyer USS Johnston (DD 557) Oct. 25, 1944. Petty Officer 1st Class James Elliot Williams, a South Carolina Cherokee, received the Medal of Honor for heroic actions as a river patrol boat commander in South Vietnam’s Mekong Delta Oct. 31, 1966. He is the most decorated enlisted Sailor in Navy history. In December 2004, guided-missile destroyer USS James E. Williams (DDG 95) was commissioned and named after Williams. Lt. Michael Edwin Thorton, a South Carolina Cherokee, received the Medal of Honor for his heroic action as a petty officer second class SEAL in the Mekong Delta Oct. 31, 1972.

Patriots of American Indian and Alaskan Native heritage continue to build legacies of freedom and diversity. Serving today, Rear Adm. Jeffrey Trussler, an Oklahoma Cherokee, was commissioned at the Officer Candidate School in Newport, Rhode Island, and qualified as a submarine officer. He was a recipient of the Naval Submarine League’s Rear Adm. Jack Darby Award for Inspirational Leadership and Excellence in Command for 2006, and as a member of the Cherokee

Nation was the American Indian Science and Engineering Society Executive Excellence award winner for 2008. For more information about American Indians and Alaska Natives, visit

Cybercom Commander: Public-Private Partnerships Needed for Cybersecurity

Adm. Mike S. Rogers By Cheryl Pellerin DoD News

The public-private cybersecurity partnership between private companies and U.S. Cyber Command and other federal agencies has been uneven so far despite some fledgling success, but collaboration is critical given growing threats to everyone from cyberspace, the commander of U.S. Cyber

Command said on November 16, 2016. Navy Adm. Mike S. Rogers, who is also director of the National Security Agency, spoke during the Wall Street Journal’s CEO Council annual meeting on the fight for global security in an era of borderless wars. On the government’s ability to help industry during major cyberattacks, Rogers said it’s unrealistic to expect the private sector alone to withstand the onslaught of activity that is being directed against them by nation-states and other actors. “Likewise,” the admiral added, “I don’t think it’s realistic to say the government’s just going to do this [by itself] because the challenge with the government doing it is, if you want me to defend something I can’t … defend a network if I ... don’t have access to that network structure,” a level of outside access the private sector has resisted.

Critical Success An exception to this was Sony Corporation after a 2014 Sony Pictures Entertainment hack of confidential data sponsored by North Korea. Rogers said that a positive aspect of the hack was great collaboration among a private company, the private-sector computer network expertise that Sony brought in and federal agencies. “They knew they were dealing with something [after the hack] so they went out and hired expertise and capability from within the private sector,” the admiral said. “They then came to the conclusion that this was something bigger than they had initially thought so they reached out to the government. I give them big kudos for that.” Sony officials were “very up front” when they approached the government, he added, saying they asked for help to understand what happened and

to make sure it didn’t happen again. Providing Value “We said, if you want us to provide value and insight we need full access to your network and your data,” Rogers recalled, adding, “They had no issue at all, just insure that you inform us of what you’re doing, why you’re doing it and exactly what you’re doing and you stick to that.” It “worked out great,” Rogers said, and there was good information flow between Sony and the U.S. government response team, which consisted mainly of Cybercom, NSA, the FBI and the Department of Homeland Security. “One of the reasons why the partnership is so important – using NSA resources to monitor and guard U.S. networks – that’s not our mission,” Rogers said in March 2015 in testimony before the House Armed Services Committee on cyber operations, “and it’s against the law … but on the other hand, I do want to create a partnership where we’re able to share information with each other.” The FBI was designated as the lead agency, Rogers said, “and the FBI turns to NSA and says, ‘We could use your analytic help, will you partner with us in working with Sony?’” The admiral said Sony cooperated completely with the government during the investigation. Significant Calamity Rogers said that as director of NSA and com-

mander of Cybercom, the agreement he always reaches with whoever they’re working with is that neither agency will use the data they gain for anything other than the exact purpose they’ve discussed. “I don’t want it to get to the point where it takes some significant calamity to drive us to the conclusion that we’ve got to do something different than what we’re doing now,” the admiral added. During Rogers’ remarks, the audience of chief executive officers participated an instant poll was taken on the question: Do you trust the government enough with your information to work with it during a cyberattack? The choices were: a) absolutely, b) only if my company is attacked, or c) never. The result was that 56 percent said they “absolutely” trusted the government enough to work with them, 34 percent said only if their company was attacked, and 9 percent said “never.” For Rogers, this was a positive result. “Overall that’s pretty good,” he said. “Less than 10 percent of you said that there were no circumstances under which [you] would consider doing this. From my perspective that’s a broad positive – that means there’s a willingness among 91 percent of you to have some form of dialog and to potentially look at [partnering with the government on cybersecurity] as a possibility.”

Do’s and Don’ts for Voicing Your Political Opinion on Social Media By Jason Kelly U.S. Navy Digital Media Engagement Director

Back in 2008, political and media analysts dubbed that year’s presidential election the YouTube election since the candidates used the platform to post videos longer than traditional political ads. Fast forward to 2016 where now a third of 18- to 29-yearolds say social media is their most helpful source for learning about this year’s presidential election, according to a survey by the Pew Research Center. More social media opportunities exist now for Americans to share everything from their favorite cat photos to their personal opinions, including about this year’s presidential election. This year’s election is now over, but there may be strong feelings – for or against the candidates and the outcome of the vote. What you feel privately is, well private, and is your own business, so long as it stays private. But as a Sailor and Department of the Navy civilian, there are limits to what you can say in public and online. So what do Sailors and Department of the Navy civilians need to know before they post, tweet and snap their political opinions? The information below doesn’t cover everything but, if in doubt, consult your command’s ethics representative. Service members: Let’s start with Sailors. NAVADMIN 055-16 and DoD Directive 1344.10 spell it out. Active-duty Sailors may generally express their personal views about public issues or political candidates using social media – just like they can write a letter to a newspaper’s editor. If the social media site or content identifies the Sailor as on active duty (or if they’re reasonably identifiable as an active-duty Sailor), then the content needs to clearly and prominently state that the views expressed are those of the individual only and not those of the Department of Defense (DoD). However, activeduty service members may not engage in any partisan political activity such as posting or making direct links to a political party, partisan political candidate, campaign, group or cause. That’s the equivalent of distributing literature on behalf of those entities or individuals, which is prohibited. Active-duty Sailors can like or follow accounts of a political party or partisan candidate,

campaign, group or cause. However, they cannot suggest that others like, friend or follow them or forward an invitation or solicitation. Remember, active-duty service members are subject to additional restrictions based on the Joint Ethics Regulation, the Uniform Code of Military Justice and rules about the use of government resources and government communications systems, including email and internet. What about Sailors who aren’t on active duty? They’re not subject to the above social media restrictions so long as they don’t reasonably create the perception or appearance of official sponsorship, approval or endorsement by the DoD. Department of the Defense civilians: DoD civilians need to consider the Hatch Act and DoD policy. In general, federal employees may use social media and email and comply with the Hatch Act if they: ● Don’t engage in political activity while on duty or in the workplace, even if the employee is using their personal smartphone, tablet or laptop to do so. Federal employees are “on duty” when they’re in a pay status (including during telework hours) other than paid leave or are representing the government in an official capacity. ● Don’t engage in political activity in an official capacity at any time. ● Don’t solicit or receive political contributions at any time. Political activity refers to any activity directed at the success or failure of a political party or partisan political group or candidate in a partisan race. Below is a list of some frequently asked questions: For additional FAQs, visit http://www.dod.mil/dodgc/defense_ethics/resource_library/h atch_act_and_social_media.pdf . Q: May a federal employee engage in political activity on social media? A: Yes, they may express their opinions about a partisan group or candidate in a partisan race by posting, liking, sharing, tweeting or retweeting, but there are a few limitations. The Hatch Act prohibits federal employees from: ● Engaging in any political activity via social media while on duty or in the workplace. ● Referring to their official titles or positions while engaged in political activity at any time (note that including an em-

ployee’s official title or position on one’s social media profile, without more, is not an improper use of official authority). ● Suggesting or asking anyone to make political contributions at any time, including providing links to the political contribution page of any partisan group or candidate in a partisan race or liking, sharing or retweeting a solicitation from one of those entities and invitation to a political fundraising event. However, an employee may accept an invitation to a political fundraising event from such entities via social media. Further restricted employees also may express their opinions about a partisan group or candidate in a partisan race by posting or sharing content, but there are a few limitations. In addition to the limitations above, the Hatch Act prohibits further restricted employees from: ● Posting or linking to campaign or other partisan material of a partisan group or

candidate in a partisan race. ● Sharing those entities’ social media sites or their content, including retweeting Q: If a federal employee lists his or her official title or position on Facebook, may he or she also complete the “political views”? A: Yes, identifying political party affiliation on a social media profile, which also contains one’s official title or position, without more, isn’t an improper use of official authority. Q: May a federal employee display a political party or campaign logo or a candidate photograph as his profile picture? A: Yes, but subject to the following limitations. Because a profile picture accompanies most actions on social media, a federal employee would not be permitted – while on duty or in the workplace – to post, share, tweet or retweet any social

media content because each such action would show their support for a partisan group or candidate in a partisan race, even if the content of the action is not about those entities. Q: May a federal employee – while on duty or in the work place – send or forward a partisan political email from his or her government email account or their personal email account to others? A: No, they can’t send or forward a partisan political email from either their government email account or their personal email account (even using a personal device) while at work. A partisan political email is defined as one that is directed at the success or failure of a partisan group or candidate in a partisan race. Again, the above information doesn’t cover every situation. If in doubt, consult your command’s ethics counselor.

Carter Urges Congress to Adopt Budget Amendment ten ISIL’s defeat and make the United States more secure.

Ash Carter, Defense Secretary DoD News, Defense Media Activity

Defense Secretary Ash Carter today urged Congress to adopt a proposed budget amendment that he said is “vitally important for our national security.” In a statement issued after the administration proposed the plan, Carter said it reflects the evolving nature of the military campaign against the Islamic State of Iraq and the Levant and U.S. efforts in Afghanistan. The proposed amendment funds initiatives based on recommendations by U.S. military commanders that he and Marine Corps Gen. Joe Dunford, chairman of the Joint Chiefs of Staff, reviewed and that President Barack Obama approved, Carter said, adding that the measure will has-

Sustaining Positive Momentum The counter-ISIL strategy is demonstrating results on the battlefield, the secretary said, noting that Iraqi security forces are inside Mosul freeing Iraq’s secondlargest city from ISIL’s control and that operations have begun to isolate and eventually liberate Raqqa, the Syrian city ISIL claims as the capital of the caliphate it claims to have established. “Additional resources will help sustain that positive momentum by boosting our support to partner forces and our intelligence efforts,” Carter said. “In addition to enhancing our effort to defeat ISIL, this plan would fund the president’s decision to adjust our troop levels to better support the Afghan government’s strategy to secure its nation, and would help enhance Afghanistan’s aviation capability.” Carter called the proposed budget amendment “a balanced package” that also supports critical State Department and U.S. Agency for International Development efforts to boost national security. “As we’ve shown results on the battlefield, we need to support the diplomatic engagement, governance and stabilization compo-

nents of the counter-ISIL campaign, as well as relief and recovery efforts that together will help make sure that ISIL, once defeated, stays defeated,” the secretary said. “The package supports our State Department and USAID colleagues with needed security funding and supports humanitarian assistance and efforts to counter violent extremism in the Middle East and beyond. “It adheres to the balanced princi-

ples that form the bipartisan basis for the much-needed budget stability we have recently enjoyed,” he continued. “In contrast to some congressional proposals, it does not risk that stability and supports emergent defense and non-defense requirements. Swift passage of this plan will help the Department of Defense and our partners in the U.S. government and around the world protect this nation, and I urge Congress to support it.”

It’s really a pleasure having her out here.” Kibben had a chance to meet with chaplains from all ships throughout the strike group and ensure they have the right

how best to care for the crews. “Our job is to make sure that Sailors have the strength and encouragement they need to excel in their work,” Kibben said. “As chaplains, we must collaborate to know what works best. We as a Chaplain Corps rise and fall on our ability to work together.” After a tour of the ship and a chance to interact with some of the crew, Kibben expressed she was proud of the accomplishments of the strike group over the course of the deployment.

“This crew has demonstrated the toughness we preach,” Kibben said, “absorbing the shocks that life throws at us and not breaking. You can’t lose who you are or fall apart. The religious ministry teams are there to help you preserve that.” Ike, embarked Carrier Air Wing (CVW) 3, and Ike CSG are deployed in support of Operation Inherent Resolve, maritime security operations, and theater security cooperation efforts in the U.S. 5th Fleet area of operations.

Every Day We Are in the Online Battlespace From Navy Office of Information

Nearly every aspect of our lives is connected online. From sending a message to our doctor to work, we use computers and the web constantly to helps us manage our time and lives. This online dependence has brought new challenges and threats. We have to understand these threats and know how to protect ourselves and our country. “It’s a known fact that the human error continues to be the number one vulnerability of Navy networks” Jim Magdalenski, Director of the Naval OPSEC Support Team, said. Between September 2014 and June 2015, there were 30 million known malicious intrusion attempts on Department of Defense networks. Both civilian and military computer systems are under constant attack from a variety of sources. Adversaries use hacking, espionage, malware, viruses and worms to obtain personal information through emails, software downloads and social websites. “What we all have to remember is that every Sailor is a cyber warrior,” Chief of Naval Operations Adm. John Richardson said. “Just like every Sailor is a fire fighter, every Sailor is a cyber warrior ... It just takes one person to make a mistake

– that mistake can be exploited and the network can be severely damaged by one person’s lapse in concentration.” Whether at work or at home, Navy personnel must remember that they are in the battlespace and are our first line of defense. As a Navy, we continue to rely on cyberspace and this has increased the risk for cyber-attacks. Cybersecurity must be as much of an everyday priority for Navy personnel as any other aspect of their job. We work in this battlespace every single day; human error has been behind nearly every successful cyber-intrusion to date; something as simple as opening a link in an email can bring down a network. Don’t be complacent! Your actions can either contribute to the defense of our network or allow potentially damaging security breaches. The Department of Homeland Security has some simple steps you can take every day to help you stay secure in the cyber world. (https://www.dhs.gov/stop-

thinkconnect-campaignblog) ● Make your passwords complex. Create long, complex passwords that adhere to department policy and that include a combination of upper and lowercase letters, numbers, and symbols. ● Beware of phishing emails. Do not open emails, links, or attachments from strangers. Phishing attacks continue to be the primary threat vector from adversaries who use email or malicious websites to infect your machine with malware in order to collect personal and financial information. ● Report all suspicious activity. If you notice something seems off or unusual with your computer, report it immediately. On NMCI forward suspicious emails as attachments to NMCI_SPAM@navy.mil. We are in the battlespace every day, keep it safe. To learn more about cybersecurity visit Navy.mil/cybersecurity, Navy.mil/OPSEC, and https://www.dhs.gov/topic/c ybersecurity.
