Cabinet agreed to remove the cap on the government’s wage subsidy scheme, which will inject a further $4 billion into the economy during the next eleven weeks. The government is expediting urgent work on new income support measures for all workers above and beyond the wage subsidy scheme, to be appropriate for how the economy will operate under alert level four. The government, Reserve Bank and retail banks have agreed in principle to significant temporary support for mortgage holders and a business finance guarantee scheme for those impacted by Covid-19 as the country moves towards alert level four. Cabinet has agreed to freeze all rent increases and to look to extend nocause terminations to protect people during this difficult time. “We have a chance to beat this virus as we step up our public health response. We know this will have significant impacts on the economy, and we are doing what it takes in response to this rapidly changing situation,” says Finance Minister Grant Robertson. “These significant measures, along with previous moves to raise benefits and tax changes to support cashflow, are focussed on cushioning the blow for workers and businesses as we respond to this unprecedented global crisis. As we have said before, we cannot guarantee to stop all job losses, but we are doing our best to cushion the blow. “As this crisis evolves, we are moving rapidly to support New Zealanders. Now that many New Zealanders may not be able to go into work for the next few weeks, our priority is ensuring they continue to receive some form of income through this period. “All employers affected by Covid-19 will now be able to apply for the existing subsidy to support the wages of all of their workers. The changes mean the forecast cost of the wage subsidy scheme is being lifted from $5.1 billion to $9.3 billion. It assumes 50 per cent of businesses access the 12week scheme. “The $9.3 billion is an estimate, not a cap or a floor. That means the support

will be there to meet the demand. We are doing what it takes to put support in place for workers and businesses. “We can do this because New Zealand is one of the best-placed economies in the world to deal with Covid-19, due to our low government debt and strong economic fundamentals going into this global crisis.” “MSD will do its best to get payments out the door as quickly as possible,” Minister for Social Development Carmel Sepuloni said. “We ask that people have patience and show a little kindness to the staff there who are working as quickly as they possibly can. A payment system of this magnitude is unprecedented in New Zealand.” Wage subsidy scheme — cabinet decisions on March 23: A number of other important changes are being made to the scheme. The previous $150,000 cap is being lifted so that all employers can access the full payments to subsidise each of their workers’ salaries. New businesses that are less than a year old and high-growth firms such as firms that have had a significant increase in revenue are also eligible. They need to demonstrate the revenue loss assessment against a similar time period, for example, a 30 per cent loss of income, attributable to Covid-19, in March 2020 compared to January 2020. Self-employed people with variable monthly incomes are eligible if they can demonstrate the revenue loss assessment against the previous year’s monthly average, (for example 30 per cent loss of income attributable to Covid-19 comparing March 2020 to the average monthly income in the period March 2019 to March 2020). The scheme does cover registered charities, non-governmental organisations, incorporated societies and post-settlement governance entities. Other criteria still apply, including the 30 per cent revenue reduction and for businesses, on their best endeavours, to maintain their named employees at 80 per cent of their pre-Covid income. The same 12-week period applies to the wage subsidy scheme.

Improving Heretaunga waterways Special meetings of the Hawke’s Bay Regional Planning Committee and Regional Council recently resulted in the decision to publicly notify the proposed TANK Plan Change, which contains new rules and limits to protect and improve the waterways of the Heretaunga Plains. Hawke’s Bay Regional Council proposes to add new rules to the Regional Resource Management Plan to manage water quality and quantity for the Tutaekuri, Ahuriri, Ngaruroro and Karamu catchments, known as TANK. “It is a momentous decision, bearing testament to the collaborative efforts of the 30-plus member TANK Group, the regional planning committee and staff who have been developing the TANK Plan since 2012,” says HBRC chair Rex Graham. “This complex catchment plan change for the Heretaunga Plains waterways follows extensive scientific investigation and cross-table stakeholder debate. This plan will help us to manage the long-term health of the rivers and land around Napier and Hastings and the aquifer below.” Regional planning committee co-chair Joinella MaihiCarroll supports notifying the proposed TANK Plan Change. “Tangata whenua are very keen to have a plan to move

forward with, and the means to better protect these waterways. We welcome all submissions to the TANK Plan so that we can get these important rules in place.” The TANK Plan approach began with a broad stakeholder group including tangata whenua, businesses, industry, sectors, councils and environmental interests. The plan’s development gives effect to previous government direction on freshwater. It will in time, be reviewed against future government proposals. The proposed TANK Plan Change will be publicly notified and open for public submissions from March 28 until Friday, May 29 2020. The TANK Plan deals with land and water use, and water quality and quantity of these major waterways and their tributaries and the interconnected Heretaunga Plains aquifer beneath. A LIFETIME WITH DOGS BY ANN VAN ENGELEN

Allen Nisbet became involved with sheep dog trials and farming when he was young and moved to the country after living in an institution in Auckland City as a child.

“I

was born in Whangaroa, but my mother died when I was young, and my dad went to war. Upon dad’s return, he worked as a shepherd on a Lands and Survey place at Pouto, and I eventually reacquainted with him,” says Allen. “A couple of local Maori families befriended me, the Te Wakes and Kennas, they used to give me heck as a skinny pakeha. These were some of the best years of my life. They gave me a horse that I couldn’t catch, and when I did, I couldn’t stop it. To teach me to ride they put me on bareback and trekked to the Pouto lighthouse. The horse would slide down the big dunes on its back legs. I figured it knew more than me,

so I stuck with it, too scared to fall off. I had one thing over them though, I was better at rugby and played for Southern, the best rugby team in Northland. “I worked with dad and ended up managing farms and was 42-years at one near Kaikohe working for the managing director of Holeproof, then Neal and Annette Plowman when they purchased the property — they were the best employers in the world. We originally ran 6,000 ewes and 600 breeding cows. We milked 1,800 cows and had the biggest Simmental Stud for six years. I was very lucky to work for the Plowmans from 1984 until 2006. They are true blue New Zealanders and put a lot back into the country.

Allen Nisbet was recently made a life member of the NZ Dog Trial Association

“I got into dog training and trials as a sport around 1967. I enjoy it immensely as it goes hand in hand with your work. They are your best mate, and you spend hours training them, which helps your stockmanship skills so they can control your stock. “There are lots of factors for producing a good dog. You need to be persistent and consistent — it is like playing rugby and golf or having children. You have to put the time, and they have different personalities. Some need to be kidded along while others don’t, but you need to be the alpha dog in the pack. It is about mutual respect and trust. You get more out of them through respect rather than bullying. You become a bit more canine yourself from understanding your dog’s behaviour. It is a deeper subject than people realise — although it is a simple one. Like learning to read a horse’s vibes and how it reacts to different things you learn to think from the dog’s angle.” Allen has recorded every dog he has bred and trained since he first began.

“Breeding and training dogs is something I enjoy. I don’t put dogs in a sale because animal welfare is my priority and I need to know the home it is going. “The average person can train a dog basically in around 25 hours. You need to be able to control your dog, and I do off and on stock training to keep the natural balance. You ask them to do something, not demand them.” Allen suggests three short lessons each day. “Like a foreign language, a 20-minute lesson is better than all-day tuition. Finish with putting your hand on its shoulder and saying ‘good dog’. Don’t let it jump around. “If you can feel its warmth through your hand — it can feel your warmth. That creates a bond with you rather than working through fear. “I feed my working dogs at night time, not the morning or they get lethargic with a balanced protein and fat diet, there are many good products available.

If you get 20th with a young dog, but you did well, you can be happy. “I am coming up 83 years old and was recently granted a life membership to the NZ Dog Trial Association. “I was very humbled as there are many deserving people out there. “It is the first time in my life I have been speechless.”

An inspiring life — a lasting legacy

A funeral for a friend brings back memories. Saying goodbye to Mike Moore did just that. One was 1999 and the Battle for Seattle. As New Zealand’s International Trade Minister, I was escorted through the tear gas, weaving our way around the barricades. It was a full ministerial meeting of the World Trade Organisation (WTO) and protesters had gathered in their thousands. At the helm was new WTO Director General, the Rt Hon Mike Moore. He had just achieved the most important international role of any New Zealander in my lifetime. We were trying to launch a new trade round and Mike had me chairing one of the four working groups. We failed. Not Mike’s fault, but the Battle for Seattle, as it became known, was quite an event — subsequently made into a movie that typically bore little relationship to what really went on. The massive protests outside reflected one side of humanity — the events inside, another. In the final two days of negotiations we worked nonstop for 48 hours in what’s known as the Green Room, trying to negotiate a positive outcome. I’ve never forgotten how unhelpful the EU was, or India for that matter, and how much I missed another constructive voice such as the UK could offer. But its voice, of course,

was buried under the EU. Union leader, Ken Douglas, part of our delegation, became so worried about my well-being, that every time I emerged from the Green Room to update our team on progress, he’d bring me a fresh coffee. His thoughtfulness to someone from the opposite side of politics will stay with me forever. Their humanity sets good leaders apart. Ken Douglas had it and Mike Moore had it in spades. His was a life devoted to finding the forgotten, to empowering the underprivileged — he did it not just in New Zealand but globally. The work of the WTO has raised more millions of people out of poverty than any other organisation in human history and Mike Moore is part of that legacy. A kid from a working-class background, he grew up in Northland. His first job was in the meat works at Moerewa, but a crucial time spent at Dilworth School in Auckland had engendered in him a love of books. His reading broadened his mind and underpinned his extraordinary journey from humble beginnings to global leadership. While a Labour man through and through, it was the National government under Jenny Shipley that nominated Mike for

the WTO role. As Trade Minister, I was pleased to support it, but became more deeply involved when he needed to get the United States finally onside. He’d run a typical Mike Moore campaign, living out of a shoebox in Geneva, the home of the WTO, doing the real hard yards. He’d captured a good proportion of the member countries to his cause, but needed the US — still a smidgen prickly over what they saw as the nuclear ships debacle.

My working relationship with the Clinton administration by this time was pretty good. They’d even given me the White House operator’s phone number — an amazing system where, if they trusted you, you could get put through to key cabinet members wherever they were across the country. Towards the end of Mike’s WTO campaign, the US Trade Ambassador called me to talk about it. I backed Mike strongly. Whether it helped, I don’t

know, but Mike finally got US support and the job. While we failed in Seattle, Mike succeeded in Doha with the new Development Round launched in 2001. He also successfully brought China into the WTO. I’d been a bit involved as the first Trade Minister in the world to sign China up to the WTO. Interestingly, for two politicians from the opposite sides of the political spectrum, we’d become great friends. When I was Speaker, Mike, then Ambassador to the United States, got me up to Washington for a couple of days to work with him around the Congress on trade issues. Mike was never boring. He had a unique way with thoughts and words, and while he made absolute sense to us Kiwis, you’d occasionally see a cloud of confusion cross the face of some Member of Congress. Translation was sometimes required. Life was not a rehearsal for Mike. He lived it to the full. My head was never so sore as following evenings spent with Mike and Yvonne in Geneva or Washington. Their hospitality was legendary and solving the world’s problems invariably required more than one bottle of red. Much has recently been written about Mike’s contribution. But I think a bit has been missed, perhaps the most important of all. And it’s this. Over the past 30 years New Zealand built a unique global trade strategy. It involved not just working with our nearest neighbours on bilateral free trade agreements (FTAs), but doing things regionally as well, such as with South East Asia via ASEAN, and more recently, the Trans-Pacific Partnership (CPTPP) — all the while promoting progress at the WTO. But New Zealand also learnt the hard way that at times you need to move unilaterally — removing barriers to trade within our own system, as protectionism had been shown by the early 1980s to be so damaging to our own economy. I don’t think that smart global trade strategy, so crucial in helping raise New Zealand from near bankruptcy in the A IN &

early 80s to number one in the world on the Global Prosperity Index in 2016, would have lasted through successive changes of government had Mike Moore not laid the foundations for a bipartisan approach to trade liberalisation here in New Zealand when he was himself Trade Minister in the 1980s. In my experience, few other countries in the world have seen the left and right of politics so consistently aligned in this critically important policy area. Traditionally, the political left has been less enamoured with trade liberalisation — fearing for local jobs. But Mike’s incisive mind saw it differently, as ultimately creating more jobs. The latest forecasts suggest New Zealand’s arable farmers have to date been less affected than other primary industry sectors by Covid-19 and the drought. “It is clear there are still locally-grown quality stock feed solutions available to farmers in regions hit by drought,” says Federated Farmers Arable chairperson Karen Williams. MPI’s just-released Situation Outlook Primary Industries (SOPI) report forecasts that arable production and export for the year ended June 2020 should see revenue increase by 10 per cent to $260 million. “As well as a strong harvest, increased export volumes of clover seed to Europe and the UK, and vegetable seeds to Europe, Australia and the USA, are driving the lift in value. “The overall harvest and quality of grain have been positive across New Zealand, despite hail that swept through Canterbury in November, and extensive flooding in Southland in early February. “Farmers had a good run at harvest with warm and dry weather in January and February, but the variable weather of March has the potential to hold up

the harvest of later sown crops.” The next Arable Industry Marketing Initiative survey is due to be undertaken at the beginning of April, with results available at the start of May. These results will provide a more detailed illustration of harvest 2020 yields, sales and autumn planting intentions and will provide vital information on what is available domestically. Straw, hay and grain are available to be transported where it is needed. “Feds encourages farmers to work collectively within their own region to source bulk feed options. This approach could enable them to broker better transport deals.”

Time the great healer (Part one)

I recently spoke with a client who I first helped more than two years ago. He is an ex-farmer who was having real trouble with osteoarthritis in his knees. Realistically surgery was his only option.

My role as a nutritional medicine practitioner is to identify the dietary and supplement options that can help. There are many factors that can cause osteoarthritis (OA). Genetics, injury, occupation and nutrition all play a part. Direct injury to joints can set off a faulty biochemical chain that finishes with the destruction of cartilage secreting cells called chondrocytes resulting in cartilage loss. Interestingly the same basic defective biochemistry is also triggered by nutritional factors. A deficiency in antioxidants, especially those made by the trace minerals selenium, zinc, copper and manganese leave chondrocytes exposed to oxidative stress, a technical term to describe free radical damage. The end result is always the same. Chondrocytes are damaged or die, meaning cartilage cannot be repaired. Eventually, cartilage thins often replaced by bony spurs as our bone survival mechanism kicks in. The body then tries to heal the problem

with inflammation — which makes it worse. Two years ago, I created a personalised nutritional support programme for my client. It included a dietary recommendation to support cartilage and to reduce inflammation. We added supplements initially at higher doses. That included my OA support supplement, which is a little different to most. While it includes glucosamine, the real hero is the 800–1,600mg of high-grade chondroitin sulphate supported by meaningful amounts of curcumin from turmeric and fish oils to reduce inflammation. For those we aren’t in contact with, you can still contact our 0800 RURAL HELP number.” The group will conduct surveys via phone rather than face-to-face, to maintain physical distance in line with the government’s recommendations around the Covid-19 threat. “The situation has been changing daily and

urges farmers to check in on their neighbours, as much as possible. To see how they are and offer support if required. The rural community is in the middle of a severe drought, along with other significant pressures such as Covid-19. The rural community know how to rally together and support each other. TO BUILD OR RENOVATE What lies beneath by Andy Bryenton

It’s a toss-up between styles when it comes to revitalising the floors in your home. On the one hand, wool carpets provide all kinds of options for warmth, are soft underfoot, and come in a variety of colours to complement the palette you’ve chosen for your decor. On the other, there’s much to be said for the beautiful grain and texture found beneath many of our carpeted rooms. Wood floors were seen as second best when electricity brought the vacuum cleaner into homes. The trend for covering over the natural wood grain of our old villas and bungalows carried on strong into the post-war years, but a sea change in thinking has pervaded the design world in this new century. The unique woods, which were used to create our older, vintage and classic homes include native species that may never again be felled for the construction market, up to and including kauri. Displaying the history, the rich, glowing tones and the unique pattern of wood grains in these floors have become an art for floor sanding and refinishing companies. That’s not to say that these professionals don’t have their role to play in making other areas of the

home ready to receive a new covering, especially in areas like the kitchen where years of heavy appliance movements, coats of paint, nails and the possible addition or deletion of cupboards, sinks and workstations can make for patchy and uneven floors. These ideally need to be smooth as a bowling green to accept a perfect application of new fresh vinyl. Ironically, one of the favoured new styles for a kitchen or wet area involves prepping the old floor to lay down prefabricated wood that’s formulated to hold up under damp conditions, or using vinyl with a wood grain pattern. A good floor sanding company can begin with a coarser grain to strip back the years and layers of paint and wear, then carefully use finer and finer grades of sandpaper media to expose the lustre of the wood below. A perfect, smooth poly coat finishes a job, which

complements both rustic and modern looks, and can be paired with large-scale

rugs and carpets to create ‘islands’ of warmth in winter.

These days we take it almost for granted that a phone call will summon for us a master craftsperson or professional who can practise their trade for us in our own home or on the farm. Things were very different, though, in medieval times, when people were forbidden from moving around freely by feudal laws. The first ‘free agents’ in the trades were the journeymen, and part of this is thanks to a mistranslation! Ancient guild law gave three ranks to craftspeople, those of apprentice, journeyman and master. The ‘three degrees’ of rank are still preserved by very ancient guilds like those in London, and by groups like the Masons. The term ‘to give someone the third degree’ refers to the tough spokenword exam used to test journeymen and see if they were ready to become masters; that’s why it refers to a fierce interrogation. Apprentices, as today, received less pay and took part of their wage in education. It’s the second group, the journeymen, who were the first oncall professionals. The original term comes from the Latin ‘diurnus’, for ‘day’. It was translated into French as ‘journee’ when France was the superpower of medieval Europe. Hence a ‘journee-man’ was a fully qualified person who was paid day by day for their work and could work for any master by negotiation. He was allowed to switch job sites at will, seeking the best pay for his efforts, and could travel at a time when many common people could not, taking

his gear on the road in a horse-drawn wagon. The only restriction was that the ‘journee-man’ was not allowed to hire his own staff until he had produced a perfect example of his craft to be inspected by a board of masters. That was literally

his ‘masterpiece’. Some think that a mistranslation of ‘journee’ as ‘journey’ led to the practice of German guild members of the second rank actually being sent on a three-year tour of Europe to hone their skills. Unlike journeymen of

Plan a flaming good winter Summer’s end means it’s time to consider the comfort and warmth of your home during the colder months, and that means laying in a good supply of dried and split firewood. While you’re likely ahead of the game in this regard after a dry summer, with ample deadwood cut down to size and stacked ready for the first frosts, how about the fireplace itself? We talked to a top fireplace installer about ways to know it’s time for a fireplace trade-up. The aesthetic design of fireplaces may have been in a state of change as fashions come and go, but the basic design has seen us right since the colonial era. A sturdy metal box surrounds a core of firebricks, specially designed to withstand the prolonged and intense heat of burning wood. Baffles stop the flames from burning directly into the metal of the top of the firebox and the joint with the chimney, which would soon heat to red-hot like iron in a smith’s forge without them. Finally, the chimney itself is sleeved within a flue pipe, which carries the smoke up past the top of the roofline. Problems with any of these parts can be easily fixed, so long as they are caught early. Firebricks can often

be traded out in modern ‘free-standing’ fires, though this can be more difficult in vintage ‘in-wall’ units. Baffles should be checked for corrosion and replaced if they have cracks or holes. A good inspection of the firebox itself for rust, cracking or welded seams giving out is a must, as is a close look at the joint where the chimney meets the firebox. Once again, this is easier done with a free-standing wood fire and may have been neglected in an in-wall model due to lack of simple access. A little-known fact is that fireplaces need their chimneys swept on a regular basis as part of most home and contents insurance packages. Check yours carefully, as it might have a

definitive time scale such as annually or biannually worded into the contract. A good chimney sweep each year is, of course, a great idea if you live in a rural area, as birds are prone to nest in the chimney top during summer. The ‘hat’ atop the chimney is the last thing to check, as it’s important that rain doesn’t seep in to corrode the joints where the flue keeps weathertight with the roof, or allow water into the firebox when it’s not in use, also promoting corrosion. A fireplace installer (often your local plumber or roofer) can take a look at all of these aspects during a regular chimney sweep, and you’ll be all set for winter with peace of mind.

Ford’s success with the Ranger ute is verging on the biblical, with variants of the popular light commercial popping up everywhere you turn. Stand on a busy street corner and count them going past, and you’ll see just how deep New Zealand’s love affair with the Ranger goes. Now there’s a new name in the line-up, and it’s not so much filling a gap as it is creating new demand, with the magic words ‘bi-turbo’. It’s not the first twin-forced-induction Ranger, but it is the return of the FX4 badge to the line-up, slotting in just between the XLT and the top-spec Wildtrak. It’s not just twin-spooling action under the hood which recommends this new machine. There’s a whopping 10 gears behind the bell housing as well, and some distinctive styling to make the new FX4 stand out from the pack. “We are excited to be able to offer our customers the new FX4 with the biturbo engine alongside the class-leading 10-speed automatic transmission. To have the addition of both a 4WD and 2WD Ranger FX4 really steps things up for them.
