p Dargaville’s annual Hot Rods and Harleys fun day was inundated by a torrential downpour of rain. However, this opening of the heavens did little to dampen the spirits of locals, who came out in large numbers to support the event. From 10am the big bikes and muscle cars came rolling into the yard of Greg Smith Engineering, where tents, awnings, sheds and workshops were repurposed for shelter and display. Dargaville locals, including whole families, showed up with umbrellas and raincoats to check out the vehicles on display, some completed just in time for Saturday’s big event. Attendees, who joked about the weather, enjoyed a sausage sizzle and remained on-site until 2pm when a convoy of cars twisted its way through Dargaville before going their separate ways. The coveted people’s choice award was won by Craig Rollands with his 41 Ford Pickup Phat41. With the multimillion-dollar Riverview Rest Home dementia unit due for completion in a matter of weeks, an art gallery is appearing in Maungaturoto as a special artist’s fundraiser to further boost huge community involvement in the project. p KDC infrastructure manager Jim Sephton and Mayor Jason Smith have good news regarding Mangawhai wastewater — a new report confirms the facility’s region-wide debt component is paid in full
“That was a long time ago. We now have a world-class wastewater system that has transformed the estuary back into a pristine ecosystem,” says Mayor Dr Jason Smith. “It’s doing its job, and the finances are right on track.” While the sum owing was originally $58 million, this has been slashed to $38 million during the commissioner’s regime and by a programme of fiscal management by the current KDC. Under $10 million of this figure is owed by ratepayers who chose to pay their connection off gradually. The remaining $24.9 million is calculated to be covered by developers, who are very active and interested in the expansion of Mangawhai. Crucially, the report states that the district-wide
portion of the debt has been paid off, putting a divisive chapter of east-west politics behind the Kaipara. The modular wastewater system is nearing current capacity, with roughly 350 connections remaining. Work is already planned for upgrades, which will see Mangawhai through into the future. These include a new balancing tank, added capacity and run-off areas behind the town’s golf course. “Water is a precious resource. If we keep improving the quality of water and respect Te Mana o te Wai, we can look at different ways of using it and meet a community need. It’s a winwin,” says KDC infrastructure manager Jim Sephton. ¢

Racing on the Northern Wairoa has been a big part of the club’s life for more than seven decades. Celebrating the river and its importance to Dargaville is high on the agenda for the commodore and committee who helm the NWBC today. That’s why the festivities were a perfect curtain-raiser for this week’s inaugural Dargaville River Festival, which will utilise the NWBC clubrooms as a hub, building on the success of
their summertime market days and their riverside position. Saturday, April 17 will see waka ama rides and river cruises, cultural performances, a costume contest with a nautical theme, market stalls, street food vendors and food trucks, Circus Kumarani, two live bands after dark and a whole lot of history on display. The family fun day begins at 11am and runs into the afternoon, right in the middle of Dargaville. ¢
While the first sheepdog trials were undertaken in this region in 1920, a celebration planned for 2020 was postponed by the Covid lockdown. The decision was made to combine the centennial with a bumper threeday event this year, paying homage to the 25 dogs and their handlers who gathered at the Quaife brothers’ farm in Petley Road all those years ago. Ned Sloane and his dog, Glen, won that first trial in Otamatea, while two hundred guests descended on the farm to watch. So large and hungry was the crowd that contemporary reports mention a group of women sleeping in the pavilion tents to ‘guard the food’.
Last weekend’s festivities were well attended, with the male-dominated competition of yesteryear now well contested by both men and women, carrying on a countryside tradition and the bond between the farmer and their dog. After last weekend’s event, the Northland Championship table has been updated. The long head event is being led by Craig Lugtigheid with his dog, Strike, the short head and yard by Neville Child and Harry, the zig zag hunt by Grant West with Swagger, and in the straight hunt Craig Lugtigheid is once again in the lead with Tara. ¢

The Northland Rescue Helicopter service, which operates from central Kensington, Whangarei, is under pressure to pack up and move as neighbours report sleeplessness and stress caused by the noise of the five-tonne Sikorsky helicopters. Since 1988 the choppers have flown more than 21,000 missions, saving lives in medical emergencies and disasters all across the north. We have no other rescue helicopter service at our disposal in this large geographic area. However, with flights on the increase to 1,115 call-outs per annum, even the people who run the service agree that it’s time to find a new roost for the rescue machines. Chief executive of the rescue helicopter trust Craig Gibbons has stated that his crew are aware of the noise issue and they don’t want to be bad neighbours. In a recent statement he confirmed that they p had ‘outgrown their own base’ and wanted to be out of the 33-yearold helicopter base and in new premises by the end of the year. One question remains; will such a move and its associated disruption jeopardise rescue flights? The move has an estimated cost of $8 million, with part of that fee possibly funded by ratepayers across Northland’s four council zones. need to fight through a publicly notified resource consent process to find a new home. With noise complaints prompting the Whangarei District Council to consult on interim noise abatement and management plan for the current site, the search for a site that will satisfy all parties has begun. A meeting in late March has seen 84 submissions on the topic of speed limit drops across the eastern Kaipara, with some roads going from 100km/h down to 40km/h and new ‘urban areas’ established should Kaipara District Council’s proposals come to fruition. The review of road speed limits was prompted by the central government’s Road to Zero campaign to increase road safety. It attracted a large number of submissions when KDC staff and speed limits project manager Shawn Baker met to take onboard public opinions and concerns around the safety of roading in the first targeted area — Kaiwaka and Mangawhai. ‘All councils are required to review speed limits on roads within their district as part of the government’s Road to Zero Strategy. ‘Because we have so many roads, we have decided to use a staged approach to speed limit reviews, with the highest risk areas being reviewed first,’ states the preamble to the official Statement of Proposal, which informs this process. Most citizens making submissions were partly in support of a move to reduce speed limits across the eastern roading network. However, at least one opined that

the proposal was simply an excuse not to maintain roads to a high standard. The proposal calls for most of Mangawhai’s suburban streets to have a reduced speed limit of 40km/h. Rural roads such as Black Swamp Road, Coal Hill Road, Tara Road and Hilltop Road. Others are taken back from 100km/h to 60km/h in places, or 80km/h where the road is more open. Extreme cases, such as Cames Road, Carter Road and Gibbons Road will see a drop from 100km/h to 40km/h. The main Kaiwaka-Mangawhai Road will drop to 80km/h. There were a total of 7,178 reported crashes in Northland between 2016–2020, with travel speed being the principal factor in 20% of those crashes, according to KDC and NZ Police statistics. During the same year period, there were 46 road fatalities and 217 serious crash-related injuries, in which speed was identified as the principal factor.

COVID-19 Vaccine Vaccination Update
We are now in the second phase of the Northland COVID-19 Vaccination Programme and are vaccinating people in Group 2, beginning with high-risk frontline healthcare workforces. These are people most at risk to contract and/or spread COVID-19 through their interaction with patients. People in this group will receive an invitation through their employer. Since the programme began on 1 March, over 2,400 vaccinations have been given in Northland. The Government has announced that Quarantine-Free Travel (QFT) between New Zealand and Australia will commence in just under two weeks’ time at 11.59pm Sunday 18 April.

Trans-Tasman QFT will not be ‘travel’ as it was pre-COVID-19. People will travel under the guidance of ‘flyer beware’.

Construction work for the revamped wharf and pontoon installation at Pahi is to get underway at the end of this month, after a delayed planned start at the beginning of April.
A proposed route has been released for the Kaihu Valley Rail Trail, a cycling tourism link that will allow visitors and locals to explore the area between Waipoua and Dargaville.

With similar trails in other areas of New Zealand providing both regional recognition and tourism capital, the project, which received $4 million in funding from the government’s Infrastructure Reference Group, has a landmark completion date of October 2022. Kaipara District Council staff working on the trail say that the key to progress is engaging with local landowners and those who will be neighbours to the route. “There’s growing acceptance of the importance of tourism,” says KDC spokesperson Amanda Bennett. “Now that locals and farmers have someone to talk to and someone to give them honest information, things are progressing. It’s a jigsaw, but it’s coming together.”

The route is very much ‘proposed’ rather than finalised. KDC staff acknowledge that talks, negotiations and small compromises will be necessary to reconcile the old, disused rail corridor with a modern cycle route. “The most important thing for this project, at this stage, is talking to our locals and keeping them informed,” says Amanda, a community and engagement adviser with the KDC. “The other important thing to do at this stage of the process is to look at our tourism strategy, our marketing, and the benefits this trail will bring.” Karangahake and McKenzie Country area cycle trails have boosted business for hospitality, accommodation, cuisine and cycle support businesses. ¢

LETTER TO THE EDITOR In response to W Trepels’ letter in the Kaipara Lifestyler March 9, I agree with them, so I decided to write a supportive letter. I enjoy the Kaipara Lifestyler, thank you! I admit to ‘choosing’ to be old-fashioned. Not all changes feel like progress. I don’t own a cell phone or a computer. I enjoy keeping my life ‘simple’. I’m 75 years old, I like choices, and I feel banks are removing several with known plans to ‘develop a cashless society’. No, thank you! ‘The strongest principle of growth lies in the human choice’ — George Eliot. So far, I am ‘comfortable’ with most of my choices. We feel ‘abused’ by powerful forces which impose things upon us. It seems we are not heard, considered or have suitable ‘provisions’ made for us. The BNZ left Wellsford several years ago. Westpac in Ruakaka has greatly reduced hours being open. I used to post bank cheques sometimes, but I believe these will become ‘obsolete’ now — one less choice. I still enjoy writing letters and posting them, keeping our posties employed even if mail is slow. Thank you, R Rau — Waipu

Acknowledging the importance of companion animals for the elderly and those on a limited income, the SPCA will host a series of drop-in sessions across the mid-North. They will provide flea and worming treatments, advice and desexing options to pet owners who hold a community services card or SuperGold card. There will also be emergency pet food available for a gold coin donation when the team rolls into Selwyn Park, Dargaville, on the morning of Friday, April 16, from 10.30am to 12.30pm. All the animal care volunteers ask is that those bringing their pets in for treatment keep them well under control; this may mean
the necessity of using a portable carrier or cage. Store-bought worming and flea treatments can range from $30 to $50. These can be unaffordable for those who may be in strained circumstances due to family emergencies or adverse situations. At this drop-in, both can be bought for just $4. Desexing is another major issue in our community, with large numbers of stray and abandoned animals susceptible to disease and malnutrition. An inexpensive and safe means of spaying and neutering pets will also be available when the SPCA visit, meaning less needless suffering in the future. ¢

Six-time world champion, Paralympian and Dargaville local Emma Foy has made the decision to retire from the sport in which she forged an outstanding career. Emma first gave para cycling a go in 2013, at a Paralympics New Zealand (PNZ) Talent Identification camp. Selectors there helped her move up in the sport, recognising her potential. Emma moved quickly through to the High Performance Para Cycling Programme, joining international competition later that same year. Foy won a bronze medal in the time trial alongside pilot Gabrielle Vermunt at that very first event, paving the way for further victories. Home water tanks Dear Sir, Kia ora, There’s been some interest in the Kaipara community about the submission made by the four Northland councils to the Water Services Regulator bill currently before Parliament. I’m glad people are taking notice — thanks for the interest! To briefly cover something of the drinking water aspect of this, 73% of Kaipara District Council people are on private tank water rather than councilowned water supplies. Current government proposals are that an individual household with a private water supply, for example, rainwater from a roof into a tank, will not be regulated. However, regulation is ahead for all other water users. If two houses or more are connected to the same tank or supply, they will be regulated under the government proposals. Likewise, marae, papakainga houses if on shared supply, community halls, for example, Arapohue, Hakaru, Marohemo, any public gathering place (The Kauri Museum, rural rugby clubs or sports clubrooms, Pahi Boating Club) are proposed to all be regulated and have new costs to pay. As mayor, I am concerned about new costs being imposed on so many parts of our community, and have spoken clearly on this to Minister Mahuta since it was first shared with rural and provincial mayors in 2018. The matter is before parliament, and we will soon get clarity from the government about what Taumata Arowai, the new water regulator, will mean across Kaipara District. On April 20, a very special flight will touch down at the Dargaville Aero Club. The Poppy Flight, which by this point will have nearly circumnavigated New Zealand, is raising funds for three important causes.

Does it ever seem to you that some roads in our region are ‘repaired’ with a frequency that’s almost like clockwork, while others have not heard the distant sound of a grader engine for decades? As the dicey winter driving season arrives, we thought we’d inaugurate a new award, which we hope becomes as popular as the Golden Globes and the Oscars. Unlike them, we’re not going to hire a panel of elderly actors and directors to choose the best of the best. We’d like to ask you about the worst of the worst. Roads that is. Welcome, ladies and gentlemen, to the selection process for the inaugural Kaipara Roadie Awards, for the worst road in the Kaipara District. Have you got washboarding so violent your skeleton tries to escape at the same time as your shock absorbers? A slip or missing chunk of surface that’s been coned around since before bell-bottom pants were old news? ‘Gravel’ coverage that contains rocks the size of grapefruit? Perhaps some potholes marked around in spray paint for aliens to inspect from space?
We’d like to know. There will be a small prize for the worst road hazard snapped or sent in by our correspondents (hint — it’s a box of chocolates). There will also be a commemorative certificate sent to the people in charge of fixing that stretch, detailing just where the most abysmal, dangerous, car-ruining patch of third world infrastructure in the Kaipara is located, and congratulating whoever is responsible for their dedication to passing the buck. We’ll publish the top 10 as well. On a serious note, it’s a way for our local authorities to prioritise areas of immediate importance to repair; they are out there fixing things every day. In a happy coincidence and a boost for Dargaville’s Anzac Theatre, some of the stars of a critically acclaimed Kiwi movie will be in town on the day of the town’s river festival, along with their director Lisa Burd. The documentary film The Pinkies Are Back follows a cast of ‘larger than life’ breast cancer survivors who set out to form a winning dragon boat team. The fact that many of the crew have never held a paddle before is no setback as they aim high, seeking to topple the champions at Auckland’s annual championship tournament. Five of the Pinkies team members will at the Anzac Theatre for two screenings of the movie, the first at 5.15pm and the second at 8pm on Saturday, April 17. Today, Te Kopuru’s hospital buildings are slowly being restored, with many still in an abandoned state after years of closure. However, in the late 1800s, the main hospital was yet to be built, and in 1890 one of our little-known Victoria Cross recipients was born in less orderly surroundings. Lawrence Weathers came from a family of sheep farmers, who hailed originally from South Australia. Crossing the Tasman to seek their fortune in greener pastures, John and Ellen Weathers settled on the Pouto Peninsula and established a flock. It was not long until they became the parents of a baby boy, born on May 14 1890. Lawrence grew up learning all about farming and rural life, and by all accounts at the time, was a healthy and outdoorloving boy. Those early years, including schooling in Te Kopuru, were formative of what his commanding officers would one day call ‘a hardy character’. However, when he was nearly eight years old, the family moved back to Australia, taking Lawrence with them. As a Kiwi-born child in the rural hinterland of Adelaide, he was closer to his brothers than his peers. In 1909 the trio of Weathers boys spent two years adventuring around Europe and America, finally returning in 1912 as the continent slipped toward war. Lawrence’s lack of fear or superstition led him to a career as an undertaker in the years before the Great War broke out. In this time he also married Tess Watson and settled down with a job in a suburban funeral home. Relatives say a strong sense of duty to both Australia and New Zealand,

He fought in many major battles and was shot, gassed and shot again but kept coming back to the front lines. During the battle of Peronne, his squad faced a machine gun crossfire that pinned them down, and the only way out was forward. His VC citation tells the tale: ‘Corporal Weathers went forward alone, under heavy fire, and attacked the enemy with bombs (hand grenades). Then, returning to our lines for a further supply of bombs, he again went forward with three comrades and attacked under very heavy fire. This year marks the 80th birthday of one of our proudest institutions, a force that has defended us in times of war and made our oceans safer in times of peace. The Royal New Zealand Navy and its many servicemen and women have served with honour all across the world. Strangely, for a nation that was explored by Europeans thanks to a famous naval captain, James Cook, our own navy was not made fully independent until the second world war. Prior to this time, the Royal Navy provided seaborne defence. When the New Zealand public collectively donated enough money to build the battlecruiser HMS New Zealand, a combatant in the first world war battle of Jutland, she flew the British naval flag. It all changed when hostilities broke out between the Allied and Axis powers. In 1941 it became apparent that the British fleet was stretched, defending convoys from the German’s U-boat ‘wolf packs’ in the Atlantic. Meanwhile, Imperial Japan had launched a modern fleet that had advanced through the Pacific islands. New Zealand had already deployed the Achilles and the Leander to the South Atlantic and the Mediterranean, respectively, when the order came down on October 1; New Zealand’s navy was now independent. Ships would now carry the appellation HMNZS rather than HMS. Achilles and Leander returned to the Pacific theatre, engaging the Japanese at Guadalcanal and Kolmbangara while the minesweepers Kiwim Moa, Matai and Tui cleared the path for the US

Today, our navy secures our borders, engages in search and rescue operations, and assists our allies in anti-piracy and peacekeeping missions. ¢

Eighty years ago this month, New Zealand forces defending Greece from the Italian Fascist and Nazi powers were forced to fall back to the island of Crete. Poorly armed, tired and unready to face an assault from the air, they aided the remnants of the Greek army in a final stand. The battle of Crete was disastrous; the New Zealand army lost 261 men killed, 1,856 captured and 387 wounded as crack Nazi paratroopers landed to take the island and crush Greek resistance. However, it was also the place where General Freyberg made his impression as a commander. Lieutenant Haddon Donald of 22nd Battalion was there when the remaining Kiwi and British soldiers counterattacked using their two last Matildaclass tanks. “It was like the first world war,” said Lieutenant Donald. “Over the top in broad daylight. No show at all. Still, we had to do what we were told. So the first tank trundled off down the road, being shot at in every direction, but fairly impervious to small-arms fire anyway, and they got down as far as the bridge at the western end of the aerodrome. “We could see them there in the river bed, but after a while, they bogged down, and we saw them get out and surrender to the Germans. We’d counted 200 Germans at one time down there, and here was my platoon of 28 or thereabouts, including six or eight of the British troops that had joined us, so we knew that we really had no show.” Lance Corporal Allan Robinson of 6th (NZ) Field Ambulance reports

They marched us into the lines of the Taranaki Company of the 19th Battalion. Following a year disrupted by Covid-19, in which Anzac services were unable to be held, as usual, the traditional dawn parades will once again be convened in the Kaipara for 2021. Dargaville RSA president David Fagen concedes that there was a gap left in the local and national psyche with the omission of this mark of respect in 2020. He hopes for large numbers when the Last Post is once again played at cenotaphs and memorials across the district. Anzac day falls on Sunday, April 25. Dargaville RSA will host a dawn service at the town’s war memorial, just off Mount Wesley Coast Road, starting from 5.45am. Last year, a lone bugler played the last post from this vantage and was heard across Dargaville. This year, hundreds are expected to gather, including council dignitaries and members of the emergency services, cadet groups and the servicemen and women. Everyone is invited to a commemorative breakfast afterwards, at the Dargaville RSA clubrooms in Hokianga Road. At 10.30am, Ruawai’s Anzac ceremony will take place at the town’s RSA hall, allowing for locals too far from Dargaville to pay their respects. Further along State Highway 12, the Maungaturoto RSA will host a dawn parade at their hall on Hurndall Street, commencing at 5.45am. It will also be followed by a breakfast for those who wish to stay. Hakaru RSA in the Mangawhai area will convene for a commemorative

Kaihu Valley Trail – What’s happening The Council has been seeking to establish the Kaihu Valley Trail for some years, resulting in an on-and-off again experience for many members in the community. Now, with confirmed funding we have been able to progress the design and planning phase of the Trail. We are still working with landowners to determine where the Trail may go and are working through options with them. We now have a proposed route for the KVT. This is based on the conversations we’ve had so far with landowners and factors in engineering requirements, the impact on the environment and the cost. Next steps •

Mangawhai Community Park Our contractors and their team are starting work on some of the improvements to the Mangawhai Community Park facilities again. The work involves removing vegetation on the sand-dune mound near the park entrance (area between the skate park and toilet), excavating the sand-dune mound, followed by ground preparation for some of the new park pathways. The sand removed from the sand-dune mound will be used for the pathways. During the work the water tanks may be moved temporarily to allow for the transport of the sand. As well as creating new pathways through the park, this work will improve access to the park and allow for more parking. Our team estimates the work will take approximately four weeks to complete. While this work is happening there may be some inconvenience to park users – our team are working to avoid the busiest times and apologise for any inconvenience. The overall project works have been funded by the Te Tai Tokerau Redeployment Package, with the key outcome of this package being to provide ongoing work for workers and businesses affected by COVID-19 pandemic.
Baylys Beach Boardwalk The Baylys Beach boardwalk will be partially closed later this month in order for a resident to access and undertake retaining wall work on their private property. The boardwalk has been built in a way that easily allows this access when needed. The work is estimated to take a week or so.

Mangawhai wastewater system – the facts Kaipara District Council has prepared a report on the Mangawhai Wastewater Scheme that outlines the outstanding debt associated with the scheme and its capacity. The report brings together information that has been reported in successive Annual Reports and Long Term Plans and presents an up-to-date picture of where things are at.

Growth Kaipara is the fastest growing rural district in the North Island. Over the last three years we have made on average 77 new connections to the wastewater system per year. Over the next ten years we have planned for 84 connections each year, 840 new connections in total. We have investigated future options for between 70 and 100 annual connections to prepare for lower or faster rates of growth.
System capacity There are currently 2,411 properties connected and the current treatment capacity is around 2800. The Roadmap (below) sets out how we will grow this capacity to 5000 in the current LTP and future proof for 7000. New connections will be distributed across the Mangawhai urban area and the Spatial Plan encourages growth in areas that can connect to the system. The Mangawhai Central Development will be connected to the system. We will monitor the rate of uptake (i.e. building consents) to keep ahead of it. As growth occurs the infrastructure, and its cost, has been planned for and will be built just ahead of when it is required.

The tank is being constructed to be repurposed later as a treatment tank, which will increase treatment capacity. Some works will be brought forward from the project below where it will be beneficial – e.g. increasing the size of the inlet screen.
Increase Treatment Plant to 5000 connections 2024 onwards The LTP includes $300,000 to develop the design of the system in financial year 2021/2022. This will include environmental and cultural assessments. Construction will commence in financial year 2024/2025 with $10 million in this ten-year period and $10 million in the next decade, increasing capacity to 7000. Work will include: •
membrane filters to improve water quality (which increases opportunities for reusing water for irrigation) and increase the hydraulic capacity.

From a disposal perspective, the most significant challenge is disposing of stormwater during significant events. The Infrastructure Strategy developed as part of the 2021 Long Term Plan includes a roadmap for the Mangawhai Plant. It includes the following:
Balance Tank 2021 A new Balancing Tank is being constructed that will buffer the increased flow
Disposal capacity will be extended by connecting to the golf club land for nighttime irrigation ($1.5 million primarily funded by development contributions) and enlarging the pipe diameter from the plant to the reservoir at Browns Road. There will also be further reticulation for new subdivisions. The Council’s plan to manage both capacity and costs are outlined in the Long Term Plan Consultation 2021-2031. Kaipara and other Northlanders planning to burn unwanted waste material this autumn are being encouraged to consider their neighbours and follow the rules or risk fines and other penalties.

Burning and smoke nuisance complaints make up 25 per cent of all incidents reported to the Northland Regional Council Environmental Hotline, says Councillor Joce Yeoman, who chairs the Planning and Regulatory Working Party. “Autumn is a busy time of year for backyard fires. People might be burning off vegetation left to dry over summer or disposing of paper, cardboard or untreated timber. So they need to keep a few things in mind.” Nationally, it is prohibited to burn tyres, coated metal wire and oil in the open air. Materials such as plastic containers, treated timber, demolition
waste and synthetic materials cannot be burned without a resource consent. “Smoke from outdoor burning pollutes the air and can cause serious health problems. In particular, burning plastic emits toxic, unpleasant fumes, and frustratingly, it still happens in Northland,” says Cr Yeoman. Travellers between Kaipara and Auckland are being warned to take extra care with a fleet of container trucks on SH 1 in the coming week, after another vessel discharged in Northport because of Auckland wharf congestion. The 1,116 containers being transported by road and rail are from the vessel Constantinos P. The timing of the shipments by road are uncertain at publication time, as the scheduling is in the hands of transport operators and freight agents. While most containers will be taken by truck, up to 150 will be sent by train after repairs last week to the line between Kaiwaka and Te Hana damaged in a derailment incident. Northport took the first shipment of containers in December. Ports of Auckland cannot handle the volume of freight coming in, and continuing delays there leads to expectations more container shipments via Northport will take place. “Our ability to help ease the freight congestion
currently besetting the country illustrates well the role Northport could play in a resilient, three-port Upper North Island supply chain strategy, given ongoing and significant investment in north-of-Auckland transport infrastructure,” a Northport spokesman says. Kaipara Mayor, Jason Smith and two other Northland mayors have already backed a move to relocate Auckland’s port north as part of five major infrastructure projects to ensure the economic prosperity in Northland for the next 100 years. Dr Smith says the area between Whangarei and Auckland had the “greatest potential” for new development and growth in all of New Zealand.

PENNY’S NORTHLAND REGIONAL COUNCIL UPDATES BY PENNY SMART NRC COUNCILLOR FOR KAIPARA WARD
Kia ora koutou NRC LONG TERM PLAN SUBMISSIONS CLOSE 16 TH APRIL 2021 NRC are very keen to hear your thoughts. There is porposed further spending in the following areas of work: - Te Taiao/The Natural Environment an extra $14.5M over the next three years. - Manawaroa te hapori/Community Resilience an extra $14M over the next three years. - Haututanga a rohe/Regional Leadership an extra $8.53M over the next three years. - Oruku Landing Conference Centre (proposed site opposite the Town Basin in Whangarei) up to $14M total as a targeted rate (80% Whangarei and 20% regional) which would mean $1.2M per year repayment starting 2023. Business as usual spending and the above further spending amount to an average 19.8% rate rise or an average $70 rate increase in year one of the 10-year plan. NRC RULES ON THE BURNING OF RUBBISH IN RURAL AREAS While at the time of writing Kaipara has a total fire ban, I thought it a good idea to give a reminder of some of the regional NRC rules around the burning of rubbish: - You are only allowed to burn untreated wood, paper, cardboard or vegetation. - Materials such as plastic, rubber, carpet or treated timber must not be burned. - You must ensure that you do not cause a smoke or odour nuisance outside your boundary. - All items must have been generated onsite. - If you are planning on burning for more than 24 hours you must notify neighbours within 100 metres of the burn site. - Choose the best weather conditions to avoid smoke nuisance. If you see any breeches of the above rules or potential breeches, please report via the NRC Environmental Hotline that operates 24/7 0800 504 639.
KAIPARA MOANA REMEDIATION PROJECT MOVING ALONG WELL The Kaipara Moana Remediation project, to reduce the amount of sediment entering the harbour to sustainable levels is progressing well. The interim Kaipara Moana Remediation Committee have held monthly meetings this year on geographically placed Marae, these meetings are open to the general public. On the ground planting, fencing and strategic planning for year one projects are on track, some of which, as planned, will be continuing into year two which starts on 1 July 2021.
