NRC backs unitary authority The Northland Regional Council has proposed a reform of local government in Northland that would see a single unitary authority supporting seven legally-empowered local boards. The regional body would consist of nine councillors elected from seven wards and a single mayor elected from across the entire region. The recommendation followed two weeks of council-facilitated public workshops and meetings in Kaitaia, Kerikeri, Kaikohe, Whangarei, Dargaville and Mangawhai, which attracted 167 participants. “We believe this model would deliver truly local decision-making and efficient delivery of local services, but also allow Northland to effectively speak with one collective voice on issues of regional significance when required,” says council chair, Craig Brown. The proposal, due to be lodged this week with the Local Government Commission, also makes special

mention of strong community support for the retention of the status quo, which is an option the commission is also legally bound to investigate. Mr Brown said the recent change of constituency boundaries for this year’s local body elections would not necessarily determine boundaries for wards created under any single unitary model, as these, and the issue of Maori representation, would be determined in any final restructure by the commission after due public consultation. “It’s now effectively over to the commission to lead the process from here on in.” The completed proposal will be available from the council’s website: www.nrc.govt.nz/LGreform

Ratepayers have their say The consultation period for the Kaipara District Council’s draft annual plan and proposed amendments to the long term plan closes at 4pm this Friday, April 19, but community engagement manager, Barbara Ware, says there’s still time to get a submission in to council. “Put your thoughts onto a piece of paper and send it to us or go to www.kaipara.govt.nz and make a submission online.” She says that by last week council had received 36 submissions, noticeably less than at the same point last year. Kaipara Citizens and Ratepayers Association chair, Ron Manderson, says a substantive submission will be made by the association and the KDC commissioners could expect many submissions to reduce the rate of debt reduction. “Rates increases are at unaffordable levels for many.”

He says although the commissioners had already improved many difficult situations, rates set at a fair and affordable level were essential for Kaipara’s recovery. “I urge ratepayers to support our petition online at kcra.org.nz and get their own submissions to council before April 19. Kaipara is arguably on the brink, and ratepayers must be pro-active or outsiders will further control our lives and businesses. ” The KCRA is holding a ‘Rates Crisis’ annual general meeting at 11am next Saturday, April 20, at the Lions Hall in Hokianga Road, Dargaville, and he says all are welcome. Along with the filling of officer and executive vacancies, the meeting will consider a revised constitution and review the situation where some 25% of rates assessments are not fully current. ■

A group of curious West Papuans toured Kaipara’s kumara industry to inspire producing their sweet potato, ubi, on a commercial scale. In West Papua, ubi is only sold in local markets with primitive methods of harvesting, and because it is inexpensive, it’s thought that those who eat it are lower class. “Over time people start to believe because it is inexpensive, sweet potato is an inferior food item and can make people who consume it dull and poor,” says author Kiloner Wenda who was part of the visiting group. White rice brought in by Indonesian migrants is seen as a sign of status even though its nutritional value is much less. The non profit organisation, Oxfam New Zealand in partnership with YAPUM, a West Papuan not for profit organisation is encouraging an ubi renaissance and brought the group to Kaipara to learn from local growers and distributors. They stayed at the Oturei Marae and saw how Maori culture value kumara as well as touring local farms, and general manager of Delta Produce, Locky Wilson, showed them

All of this seems like a huge challenge to the poverty stricken nation, but Kiloner who also works for Oxfam says it’s the beginning of turning a dream into a reality.

New life for old building Village plans for growth  by Paul Campbell

If a Kaipara entrepreneur’s plans come to pass, a derelict building sitting above the wharf at Whakapirau will soon become an upmarket visitor destination, and more.

Assistant manager, Zahid Abayechi, says plans are underway to expand the village from its current 11 dwellings. “Two of the original cottages are currently up for sale, and we have room to build up to another 22 in total, on land within and on either side of the existing site,” he said. “Reasonably priced two bedroom cottages offer very good value for retirees, and the special nature of the village will be retained in the expansion.” Ian and Jean Strang have lived in the River Road property since its establishment six and a half

years ago, and say they love their comfortable cottage, set in its own well established garden. “It’s like living out in the country here,” says Ian, “but with the Dargaville shopping centre in reach of mobility scooter and a dairy and fast food outlet within walking distance.” Riverdale’s communal grounds are dotted with thriving and productive fruit trees, and incorporate a central and well utilised community hall. The Strangs say the village atmosphere has provided them with independence, along with companionship and support when needed.

The Kaipara District Council has opened the way for Brett Taylor to expand his existing bed and breakfast and catering businesses to include the old Butter Factory on the wharf. The building has served since colonial times as a dairy factory, a dance hall, and an oyster processing plant. Usually music halls are filled with skits, dances and songs but actress and choreographer Eryn Wilson-Collins says that this one has been re-vamped. “We still have all the parts of music hall that people love — there will still be a chairman of sorts, called Lucio, providing back chat to the audience and there will be a melodrama and lots of songs and dancing — but this one has a storyline running through it.” It is set in ancient Rome and follows a quest of Lucio, played by Mike

Collins, a former slave rehearsing for a show to attract the crowds into his bar after a gladiator fight, but he keeps being interrupted. “It may sound a bit absurd, but then that’s the whole point, it’s hilarious and fun.” She says rehearsals have been going well and all the cast are excited about opening night on April 26. Tickets are available from Dargaville Sewing Centre and Dargaville BP, $35 including dinner or $15 for show only. ■

There are only two months left of guaranteed funding for households with children or elderly with respiratory conditions to insulate their house for free through Healthy Homes Tai Tokerau. “We have funding until June 30, and then the Government will decide whether they will continue it — hopefully they are starting to see the benefits,” says Manaia Health PHO’s regional health coordinator, Melanie Dalziel. The main aim is to reduce hospital admissions for children between 0–15 with respiratory conditions and between February 2012 and March 2013, 50 out of 54 Kaipara homes were accepted for the healthy homes programme, and will be warmer, dryer and healthier this winter. “To fit the criteria, your house must have been built prior to January 1, 2000, you must have a community services card or be eligible for one, be the property owner or have the approval and consent from your landlord and finally have a relevant health condition,” says Melanie, “a health provider or practitioner will then complete a referral and forward it through to me, and I will get all the ducks in a row and make it happen.” She adds that in a rental property, consenting landlords pay $500 which amounts to around 13% of the cost of insulating. CEO of the Kaipara Community Health Trust, Debbie Evans, says once forms are completed, people’s homes could be insulated within 25 days and she

encourages families to take advantage of this opportunity. Non-community services card holders may still qualify for subsidies between 33% and 60% through other programmes run by Healthy Homes Tai Tokerau. Melanie will be at the Early Years Hub in Dargaville on April 23 between 10.30am– 12.30pm to answer any questions. ■

 The Salvation Army family store in Dargaville is ‘stoked’ to win an exceptional customer service award and consultant Fraser Kearse says they are punching well above their weight. Their team of around 17 volunteers were up against much larger stores in Whangarei and Auckland with 26 stores in the competition. A secret shopper came in between December and January and graded the store on business practices including first greeting, knowledge of product and store with Dargaville scoring well on all accounts. Manager Louise Tomlin says it’s great that her team of volunteers have been recognised for all their hard work. Around 100 people spent two days at Otamatea Marae at Tanoa participating in workshops and field studies as part of the launch of a NIWA initiative, Nga Waihotanga Iho, an estuary monitoring toolkit described by convenor Mikaera Miru, from Te Uri o Hau, as an integration of matauranga Maori into the science curriculum in order to engage young people in the protection of their local ecology. “Matauranga Maori is the Maori knowledge stream,” he says. “The aim of this programme is to weave together western science with Maori cultural knowledge.” He says he is delighted by the students’ participation over the two days. “There was an incredible amount of energy and engagement.” The students, from Rodney College, Otamatea High School, Ruawai College and Dargaville High School,

learned a range of techniques for monitoring the health of the estuary from NIWA experts in sediment, estuarine botany and habitat mapping, alongside instruction in Maori cultural concepts. Ruawai College teacher, Liz Haines, says future plans are to monitor their own part of the Kaipara. “The students came away keen to pass on their knowledge to younger students,” she says. Mr Miru says the next step is to gather feedback from the schools to fine-tune the delivery of the programme, which has been developed by NIWA over six years working with Ngati Hikairo from Kawhia and Ngati Whanaunga from the Coromandel. “Kaipara schools are the first to roll this programme out. The next step is implementation throughout New Zealand.”

The couple, who milk 150 cows on the third generation Hartles farm in Utopia Road, won the Northland Regional Council’s Sustainable Land Management merit award. While farming runs deep in Sam’s veins, Vanessa is a world away from her upbringing in Lyon, a French city of more than two million people. “It’s really important to me that we make what we do on the farm as sustainable as possible,” she says. “Before I came here, I thought of New Zealand as clean and green. But I found that was far from the truth.” Sam says his baseline is a stream that has its entire catchment on the farm. “It’s still running despite the

drought, and the other day I spotted a school of about a dozen kokopu in a pool. That’s what we need to protect.” During their visit to the Hartles farm the judges were shown a one hour PowerPoint presentation demonstrating their sustainable management practices, which include state of the art effluent disposal, an ongoing programme of fencing and planting for all watercourses, liquid seaweed fertiliser and recycling of bale wrap. “We were surprised by the win because we feel we are only just starting down the sustainable management track, but it has been very encouraging,” Sam says. ■

Soldiers heading for Egypt in the Second World War would have realised that there was the possibility of dying. Most would have decided that maybe somewhere in the Western Desert there was just a slim chance of meeting a stray bullet. Few would have dreamed in their worst nightmares that some would lose their lives at sea. But that was the fate in 1941 and 1942 of 162 New Zealand prisoners of war, including men from Kaipara and Northern Wairoa. Before the British Eighth Army gained the upper hand over the Germans, many New Zealanders were taken prisoner near El Alamein. Their captors decided to take them to Italy in two troop transports, the Sebastiano Venier (later renamed Jason) and Nino Bixio. Both were torpedoed off the coast of Greece,

the former on 9th December 1941 and Nino Bixio on 7th August. 1942. Imagine the moments of terror for men packed into the ship’s holds when the torpedoes hit. After the war an Auckland man and prisoner on Nino Bixio, Alby Marshall, told of the horror below decks when the two torpedoes hit the ship. “Many prisoners were killed by the explosions but a large number were killed when beams, hatches and other parts of the ship fell on them. Others

Henry Roy Foy from Kaihu was aboard Sebastiano Venier and aged just 24 years when he died that December day. Also in the hold was Maori Battalion member Mihaka Panapa from Maropiu and husband of Keita Netana. Another killed on the same ship but from the other end of Kaipara was Alfred Hook, husband of Joan Hook, Mangawhai. of Paparoa. Said to be a quiet man, he worked on farms around the district and played in the front row for Paparoa Rugby team. A 23-year-old lad working at Maungaturoto Dairy factory died on that same ship too. He was Reuben Jerome Stanton, a member of the Maungaturoto Rugby team. Probably he had met Bob Wilson on the rugby field. Another man to lose his life aboard the Nino Bixio was Leonard Reader who gave his occupation as lineman. His next of kin was listed as Mrs M Tidey, his sister from Duck Creek Dargaville. The story has been told in their book ‘No Honour No Glory’ by coauthors Spence Edge, himself a

survivor of ‘Jason’ and soldier/author Jim Henderson, but they noted that the terrible truth is barely mentioned in war histories. A possible reason is that British submarines torpedoed both ships — Jason hit by H.M.S. Porpoise and Bixio by H.M.S. Turbulent. Karen Miller, the aunt of Katui and Waipoua Forest man Elgar Brown killed aboard Nino Bixio says, “The story should be told and not forgotten. Really we do owe it to those men who lost their lives.” ■

Younger children will make poppies as well as draw and colour in, and have excerpts from children’s books featuring ANZAC read to them. Their older peers will make a mini book called a zine based on the ANZAC theme. “They could feature someone from their own family or perhaps something fictional, like imagining what it would be like to have been an ANZAC,” says Dargaville Library Manager, Paula Guy Stuve, “We have made zines before and there has been some amazing work done.” Staff will show the children how to access data at the library or National Library website so they can continue at home if they wish.

That’s why the re-imagining and upgrade of the Ford Kuga mid-sized SUV is so important — not just because of competition with other brands within the market, but because it has to live up to the high standard set by other cars wearing the blue oval badge. This is no mere facelift. Everything about the 2013 Kuga is new, including its dimensions, body panels, suite of gadgets and driving feel. Suzuki have proven to be a fairly conservative company over the years when it comes to their ATVs — the kind of people who value ‘bulletproof’ engineering over gadgets and fads, and who rarely mess with a good thing. This philosophy fits well with the mindset of the Kiwi farmer, and it’s displayed perfectly by the gradual but steady evolutionary upswing of the Suzuki ATV family. It’s a continuum with some very sharp points indeed. Take a look at what was available in the quad bike market in 1983 and you can see why Suzuki became so popular so fast, with 125cc and 185cc models dominating. Now take a peek at this year’s King Quad 500, and you’ll find the same thinking behind it. It’s a surefooted, mid-sized workhorse designed to do as much as possible around the farm, and all at an affordable price. The main addition to the King Quad’s ‘toolbox’ at the modern end of the scale is the option of power steering. It’s one which really shows what the 493cc ATV is for, because this power steering system is designed to help farmers handle a long day in the saddle without unneccessary stress and fatigue. Ample power from that fuel injected mill plays its part, and the CVT gearbox does too, but the luxury of full electric power steering is one which you have to experience over a hard day’s work to truly appreciate. Then again, it can get even the most casual rider out of some tight corners too! Suzuki may not make sweeping changes to their machines each year, or give in to excesses of design. But piece by piece they have engineered a tough, no-nonsense ATV with the 2013 King Quad 500 — one which takes the hard knocks and strain so you, the rider, don’t have to. ■

Wanting to save our appetites for the main course, the three of us ordered a seafood platter to share as an entree, and were pleasantly surprised at both the size of the dish and its artful presentation. A generously sized wooden slab arranged with mussels in the shell, calamari, goujons of fish, battered shrimp and squid rings — all couched in a light, fresh salad with yellow bell peppers — if this was served up for one it would make a satisfying main. Myself and the other gentleman in our group could not resist trying something with a Moroccan flavour, based on the fact that Mr Riyadi has until recently been the proprietor and chef at Waipu restaurant L’amour de Kasbah, and hails from that nation in north Africa. A tagine with homemade meatballs in a delicately spiced sauce was our choice, and it arrived piping hot in its own ceramic pots. We couldn’t resist breaking with tradition and following up the order with a side of chips, the better to soak up the remaining sauce! Kiwi flavour for Rio From Ruawai to Vietnam  by Rose Rees-Owen

Ruawai’s Tom Gomes is heading home to Brazil for a musical project planned to support the 2016 Rio de Janeiro Olympic celebrations. Tom, a hairdresser by trade, is also a musician, producer and DJ, playing to large audiences in Auckland, Paihia and Mt Maunganui nightclubs. Since moving to New Zealand in 2007 Tom has had hair and beauty salons in Dargaville and Whangarei, and now operates from Ruawai. In Rio, Tom will be working with fellow musicians Andre Leigo and Luana Estrela, and says the music will honour the spirit of Brasil ‘66, the Brazilian band featuring Herb Alpert and Sergio Mendes that brought the bossa nova sound to the world. Tom has been teleconferencing with the producers and will travel to Rio in June for six weeks in the recording studio. “Coming from Brazil to New Zealand and then returning, will definitely add a

In July, twelve students, parents and teachers will spend two weeks soaking up the culture, history and sights to supplement their curriculum with highlights including Ho Chi Minh’s Mausoleum, a two day cruise through Halong Bay and visiting the site of the My Lai Massacre. The students are studying the turbulent history of Vietnam as well as the people and landscape. “History students, in particular, are focusing on the impact of the Vietnam War on New Zealanders and the contribution made by our servicemen and women,” says head of the social science department, Catherine Davis. “The tour will enhance our students’ historical knowledge and their appreciation of the service and sacrifice many New Zealanders made as well as the impact on their families.” It will cost each student $4,500 and they are fundraising to ease the financial

burden. Their efforts include catering a horse trek and writing letters to local businesses asking for assistance. “We are seeking support in the form of donations to help these students mitigate the overall cost,” adds Catherine. She says that while Ruawai College is a small rural school they endeavour to provide their students with excellent opportunities. “As a school we strongly believe that our size and location should not disadvantage our students. It is an opportunity of a lifetime and one that will broaden their world view and reinforce their identity as New Zealanders.” Future fundraising includes a tie dying workshop and a junior horse trek with the dates yet to be confirmed. Indoor fitness for winter codes Ruawai’s On The Pulse gym is heading into its first winter with confidence, bringing a warm, safe indoor environment to fitness aficionados as the weather turns cold and wet. Gym managers Millie and Mariece, along with resident physiotherapist Lyndsey Bargh, are pleased to welcome sportspeople keen to get in shape for sports such as rugby and netball, as well as those looking to stay trim and fit during the colder half of the year. The gym may have only been open for six months, but already classes are filling

up and appointments with Lyndsey for physiotherapy are in hot demand.
