p St Joseph’s student Matthew Clarkin, 9, had an eventful weekend in the Bay of Islands where he competed in his first triathlon and placed eighth in his age group of the Weetbix Kids TRYathlon. The triathlon required him to swim 100 metres, bike 4km and run 1.5km. Matthew took his medal to school the next day and encouraged his classmates and friends to take part next year. His mother, Deanna Clarkin, said he had been training every day in the swimming pool in the months leading up, and they will be participating again next year.

p The Paparoa Fun Run Walk saw around 60 participants get outside on a brilliantly sunny autumn afternoon and enjoy countryside they would not normally see. Spot prizes were handed out after a barbecue and Roxanne Kelly, from Sport Northland, discussed with locals what other events they may like to see in the future. Spokesperson, Libby Jones, said the Paparoa Sports and Recreation committee was pleased with the response. “The group raised a few funds from the event, but mostly they were delighted to see locals and visitors out and about being active, and making the most of the beautiful surroundings.”

Is council conduct code ‘deficient’? Mayor Jason Smith, confirmed there was an agenda item at the March 28 council meeting making the code of conduct workable “ by fixing flaws and gaps. “There were problems we needed to fix to make it workable and I’m disappointed to say councillors voted against the measures. So the existing code is not workable and I can’t see when it can be revisited — it could be months and months.” Councillors Julie Geange and Jonathon Larsen voted against the measure, while Cr Wade abstained. “After what KDC has been through in recent years with commissioners, revolving CEOs and changing mayors the positive way forward is by unity as a group, and by an agreed vision,” Cr Wade told Lifestyler. “My reason for abstaining was because I wanted more information.” Cr Geange, having voted against revision, referred Lifestyler’s questions back to the mayor. “As per the current code of conduct … the mayor is the first point of contact for the official view of the governing body on any issue,” she said. Cr Larsen said that “the recent review of the Code of Conduct was not sanctioned by council. Support for such a review should have been sought from council before unnecessarily committing staff time and resources. “The amended Code of Conduct aimed to allow the council or a committee

of council to impose broad-reaching sanctions on other elected members, based on subjective judgments of what comprises appropriate behaviour. I don’t think that this would provide a fair and impartial process. “I believe that this approach will compromise freedom of speech and open debate, and would lead to further clubbiness and division on council. I experienced this closed-door clubby culture in the old elected council when I tried to alert the public to the millions of dollars of unsanctioned expenditure on the Mangawhai sewage scheme. We all know what that culture led to.” Local Government New Zealand, says it does not oversee the use of codes of conduct. “LGNZ does not form a view on whether specific Codes of Conduct are effective or not, nor do we make any judgement on any proposed changes” said communications adviser, Daniel Webster. “That is a matter for local decision. LGNZ provides a draft Code of Conduct to all councils, that councils can then amend for their local use.” The status quo for the existing KDC Code of Conduct has been outlined in the chief executive’s words: ‘While the Code clearly and adequately sets out the standards and behaviours expected of elected members, omissions and inconsistencies raise questions as to whether it could actually be appropriately used to deal with a complaint.’ ¢

Ruawai Primary School students were ‘wheely’ excited for the opening of their new bike track as part of the Bikes in Schools Programme.

Ruawai mother, Kim Jenyns, initiated the project two years ago. “I found the Bike in Schools programme online and thought it was great because not all children get to play a sport or enjoy team sports. This track was something we could do for every child,” she said. “Our community doesn’t have facilities like other places. The track will be opened up on weekends and after school for everyone in the community to use.” Kim says their application was accepted by Lottery Northland Community Committee. Volunteers provided 200 hours of labour, and the project was supported and guided by Stuart Bell from Bike Northland. “We got 22 bikes and a helmet for every child in the school,”

Kim said. They will also purchase a storage container and a further 28 bikes. Ruawai Primary School principal, Curtis Gaylor, says the track is another way to strengthen the school’s health and physical education curriculum. “It provides our kids with the opportunity to ride safely off the roads, as we are surrounded by state highways and metal roads. “I am very appreciative to Kim, and her partner Glen, for their ideas and dedication to the project.” Stuart Bell of Bike Northland says often rural schools miss out on projects like this, due to a smaller population and less infrastructure. “For us, it’s just as important that these type of projects happen here in Northland as it is for the major centres.” ¢

Kauri dieback measures

LETTER TO THE EDITOR I have just read your article in the Lifestyler (February 27) ‘Reminder to Dog Owners.’ How many irresponsible dog owners will read it? I don’t feel Kaipara District Council is carrying out the legal requirements of the Dog Control Act 1996. Dargaville has far too many wandering and barking dogs who do not have a collar or lead. Many cat owners, including myself and my neighbour, have had their loved pet killed by wandering dogs. We have no hope of knowing which dog did this as it happens at night time. I have been ringing Armourguard about the three barking dogs next door for over three years and they

are still at it (barking frequently). One night I waited two hours and two phone calls for an officer to arrive. He agreed the barking was excessive. Mostly, I don’t know if an officer has come or not, as they don’t get back to me. How would the mayor and councillors like to be kept awake for three hours by dogs barking close to the boundary of their property. It’s time the KDC had a real blitz, and picked up wandering dogs and came down hard on irresponsible owners; instead of creating more positions in their all ready excessive office staff. Irate grandmother.

Twenty walk-through cleaning stations are expected to be installed by early May this year on high-risk DoC-managed walking tracks to reduce the spread of kauri dieback.

Extensive testing and monitoring of various cleaning methods resulted in the installation of a large walk-through cleaning station at Tane Mahuta in Waipoua Forest last year. It is helping to ensure that every one of the almost 150,000 people who visit the site every year arrive at the tree — and depart again — with clean footwear. "Human traffic is the main way kauri dieback is spread, so cleaning footwear and gear and staying on the track, is the best way to contain the disease

and save these forest giants," said Conservation Minister, Eugenie Sage. The cleaning stations feature a brush fixed to the base, so that people can clean their shoes while holding onto a rail, and a pedal pump to spray disinfectant on to the bottom of footwear. Soil disturbance from human activity like people using unofficial tracks or not cleaning footwear is one of the main ways disease-carrying spores can be spread. ¢

Paparoa library has closed for renovations to the old council chambers in the village, which are being revamped for a new community hub and medical centre, but books are still available to borrowers.

Almost 5,000 submissions were lodged over the farm, with only 17 in support. Of the total number of submitters, 344 chose to appear before the hearing commissioners. Northland Regional Council received 2,458 submissions, with seven in support, while 2,234 were lodged with the Kaipara District Council, with 10 in favour. Tegel lodged an application last year to construct a broiler chicken farm with a capacity to stock up to 1.3 million

chickens and employ 32 people on just over 250 hectares of land at Arapohue, 16km south of Dargaville. Broiler chickens would be trucked to Tegel’s processing plant in Henderson, for slaughtering, packaging and distribution. The proposal attracted protests from local residents and their supporters, which prompted a public information sharing session with Tegel. Submissions closed on March 7. ¢

“While the Paparoa library is closed, members can access the services of Kaiwaka, Maungaturoto and Dargaville libraries,” said Kaipara District Library manager, Lisa Salter. When renovations are completed, the Paparoa library will be relocated elsewhere within the building, and last weekend saw the Paparoa Lions in full swing, dismantling shelving, after the

extensive collection of books had been packed into storage. Also closing last weekend was the White Rock Gallery, which will also move into renovated space when the conversion work is completed, expected to be from six to eight weeks. The adjacent new medical centre will be operated by Paparoa Village Health Care Ltd, in a partnership with Coast to Coast Health Care. ¢

“We were pioneers in childcare,” said first supervisor, Marylyn Wordsworth. First president, Mary Kidd, said the first hurdle was finding a suitable building and made do with hiring the Coronation Hall for 90 cents a session — the centre officially opened on April 2, 1968. “It’s absolutely wonderful that the children have got all of this now. We strived to get these things, and it was really hard work, but we got there. We had marvellous community support. “It got all of us [the founding committee] together. We wouldn’t have known each other otherwise.” The playcentre is still in the original building

despite having a few changes along the way and suffering a fire in 2003. The first secretary, Clara Tito, said the committee had dreamt about creating a playcentre that would stand the test of time. “We had all the support from Te Kopuru School. If it hadn’t been for Mr Cavill — the principal at the time of Te Kopuru School — we wouldn’t have been able to do this,” said Mary. Current president, Delicia Gillatt, said she had originally only planned a small gathering, but the guest list soon grew. “It was great to see past members come back and have a yarn,” she said. ¢

A Te Kopuru man has been sentenced by the Whangarei District Court for starving his three pet dogs. Te Wira Panapa was convicted of ill-treatment of an animal and sentenced to two months’ community detention, ordered to pay reparations of $1,845 and court costs of $500. He was also disqualified from owning dogs for five years. SPCA inspectors seized all three dogs and took them for veterinary attention after visiting them on the property in October 2016. Under the care of the SPCA, all three dogs gained steady weight and within a month were all at their ideal weight. SPCA CEO Andrea Midgen, says the organisation sees far too many

unnecessary cases of animals suffering neglect across New Zealand. “These three dogs were completely dependent on their owner for their survival. His blatant disregard for his dogs’ health and well-being demanded legal consequences. “While the SPCA is pleased that a disqualification period of five years was handed down, we would have liked to also see a court-ordered education programme, so the defendant could learn about his obligations of animal ownership. Education is the best way to truly prevent this type of animal cruelty occurring in the future,” says Ms Midgen.

Unusually persistent easterly winds and rougher seas since Christmas, have brought feeding penguins closer to the Mangawhai shore. Unable to preen in the rough sea and breakers they have been arriving on the beach exhausted and often hungry.

“As with anything, change occurs when the majority are engaged,” she says. “Dargaville Medical Centre is investing in technology apps, keeping our rural community at the leading edge of healthcare and providing patients with access to their health records, so the patient can be informed and involved in their healthcare. “This is one of the new tools embedded in a future way of working. To date, 1,200 patients, about 10 per cent of the enrolled DMC patient base have signed up to use the technology. If you’re not tech savvy that’s OK. The great staff are still available to help.” Dr Cathy Hurd, from Dargaville Medical Centre, said the aim of the

app is to improve patient experience and efficiency and reduce waiting times. “It’s a team effort by nurses, doctors and clinical support personnel.” The app is available through the Dargaville Medical Centre and enables users to stay in contact with health professionals, check test results and book appointments via their smartphone or computer. The app also shows personal medical history and alerts a patient when an appointment is due, as well as allowing people to order a repeat on a prescription from their smartphones. Signing up requires a form to be completed, and signed either online or at the medical centre before the app can be accessed. ¢

Some arrive injured or are found dead, after being attacked by kahawai or kingfish that mistake them for food, and some are exposed to predators on arrival. Whangarei Bird Recovery Centre’s Robert Webb, has treated about 15 penguins in the last fortnight. The centre advises people who come across tired penguins, to carefully put them in the sand dunes or tussock. The penguins will stay on land for a couple of days to rest, preen and reoil their feathers before returning to the water.

“Whatever you do, don’t pick it up and put it back it the water, it will be exhausted and it could drown. As soon as you touch a penguin you take the water-proofing off its feathers from the acid on your hands, meaning it can’t swim anymore, so use a towel if possible,” said Mr Webb. The annual Pahi Boating and Fishing Club fishing contest gets underway on April 21, and $500 is the prize for the average weight snapper, but the ducks to be hunted are decoys made from painted cork. “Ten decoys will be released on the outgoing tide before fishing starts, and buying a ‘duck bucks’ ticket entitles those finding one to win a prize on handing it in at the clubhouse,” said club commodore, Brent Sheppard. “There are prizes for the heaviest snapper, kahawai, gurnard, shark and stingray with all fishing to take place on the Kaipara harbour between 12.01am on Saturday, with the weigh-in by 4pm

Te Kohanga Reo assistant, Carmen Allen, has achieved the Te Tohu Matauranga Whakapakari Tino Rangatiratanga o Te Kohanga Reo, which qualifies her as a teacher should she pursue this in any Te Kohanga Reo. This qualification takes three years to gain. She says this qualification is recognition that teachers have the necessary skills to pass on Maori values and world views, which are inherent to retaining the culture. “This qualification shows that we can pass on the knowledge our ancestors had, back when everyone spoke the language,” said Carmen. Four staff gained Te Ara Tuatahi Mo Te Reo Maori o Te Kohanga Reo

certificate, and one other achieved Te Takaimatua o Te Kohanga Reo, Level four, administration, and one staff gained Te Ara Tuarua. Kohanga Reo principles are based on passing on the language and Maori customs. The course is designed by the Te Kohanga Reo National Trust Board and includes four key Maori lores: speaking Maori, Whanau Management, Accountability and Health and Well-being. “For us to teach children at an early age is to retain the language and customs for their future, because they are the chiefs of tomorrow,” said Carmen. ¢

“It was a dark rainy Monday night when you’d think everyone would stay home, but with 50 people singing and playing, it turned into a great night,” says Mr Tracz. “I’ve even gone out and bought my own and am learning to play. “There are not many places people can play an instrument in a nonthreatening way,” says band member Miguel Hamber. “We don’t care if people can play or sing in tune, it’s a fun night out.” The evening featured music from the 60s and 70s, and Magical Mondays evenings will be held on the second Monday of the month at the Mangawhai Tavern, celebrating song and ukulele, and entry is free.

The horror and brutality of war makes for grim reading — histor y’s page is all too often stained red with the blood of soldiers who set out on what they thought would be a valiant adventure in ser vice of a righteous cause, but instead, found that conflict brings miser y and ruin. However, from amid this horror stories have always emerged of people who have gone beyond what is simply their duty, beyond what is merely the right thing to do, and into the realm of true heroism. More than 100 years on, the ANZAC spirit still stands strong.

Saving comrades under heavy fire. Single-handedly preventing defeat. Storming in alone where battalions feared to advance. Rescuing the wounded amid flying bullets and exploding shells. War is an atrocious waste of life, but in that hellish crucible some rise to exceed what they thought it was possible to achieve. For these brave few, the ultimate acknowledgement — at least in the armed forces of the Commonwealth — is the Victoria Cross. It is a medal of an unassuming nature — nothing like the self-aggrandizing gold ‘gongs’ awarded to themselves by dictatorial generals. Forged from the metal of Russian cannon captured in the Crimean War — the source of the tragic, epic poem The Charge of the Light Brigade — the Victoria Cross is simple and plain. However, in 161 years only 1,358 have ever been awarded. Instigated at a time when the British army was in transition, the Victoria Cross has not only been presented to one-and-a-half centuries of British, Canadian, Australian and New Zealand heroes, but also served as a turning point for the whole way the armed forces operated.

In all services, in all conflicts, across 100 years, we pay our respects to the fallen.

Many who would have won the Victoria Cross went unnoticed amid the chaos of war, such as those who stormed the beaches on D Day in 1944

The Crimean War — source of the cannons from which the Victoria Cross is forged — was an armed conflict between Russia and the British Empire, centered on the Black Sea coast, where today Ukraine and Russia still fight for control of prized territory. In 1854 an army, which had last fought against Napoleon

took the field, but there was, to the minds of the savvy Queen Victoria and her husband Albert, an obvious problem. Reporters were sending back despatches praising the courage of average fighting men, but there was no system of awards to recognise them. Officers — who in that time could purchase their rank with

money — were often seen to be remote from the realities of battle, leading from the rear. A more efficient army would see soldiers of the rank and file who were heroes, leaders and now figures of public note rise to command. But only officers could be awarded official honours. The Victoria Cross changed all of that. A humble-looking medal, which was more respected than even the knightly orders the monarch could bestow, it elevated its recipients to the status of national heroes. People who would usually have never risen above the rank of sergeant due to their working class backgrounds were recognised as leadership material. Things were not likely to change overnight — the ponderous ship of state took a further half century to sail with the prevailing winds — but from the first, the Victoria Cross inspired change. The very first recipient, a navy sailor named Charles Lucas, won his award for picking up an explosive shell in his bare hands when it was fired onto the deck of his ship. He carried the hot shell, which was primed to explode any second, to the rail and threw it overboard, saving the whole crew as it exploded harmlessly in the water. He was promoted on the spot to lieutenant, and rose to the rank of admiral in time. It was the beginning of the end of all officers being noblemen with bought commissions, a condition which had weakened the army and led to the public perception of generals as uncaring, or incompetent.

From North Africa through to Italy and Crete, New Zealand soldiers displayed courage and determination in World War Two

New Zealand service people have been awarded the Victoria Cross in conflicts from the Boer War to the current war in Afghanistan. Charles Heaphy was the first, fighting in the New Zealand Wars in which the British first faced asymmetrical guerilla and trench warfare. William Hardham rode into enemy fire during the Boer War on horseback to rescue a fallen comrade. The First World War gave us a roll call of heroic names — men like Leslie Andrew, Cyril Bassett, Donald Brown, James Crichton, Samuel Forsyth (who was awarded his honour posthumously). Samuel Frickleton, John Grant, Reginald Judson, John Laurent, Henr y Nicholas and Richard Travis

faced a new form of war, with relentless shelling, barbed wire, machine guns and tanks. In World War Two, Keith Elliott, John Hinton, Alfred Hulme, Leonard Trent, Lloyd Trigg, and James Ward would go down in history for their bravery. Charles Upham was awarded a remarkable two Victoria Crosses — one in Crete, the other in Egypt. Despite being captured by the German army, Upham’s audacious escape attempts led to the grim distinction of his being the only New Zealand soldier to be imprisoned in the infamous Colditz Castle, the Nazis’ super-prison. Moananui-a-Kiwa Ngarimu was the first Maori soldier to receive the Victoria Cross —

once again, posthumously. He was at the head of the advance at Tebaga Gap, Tunisia, capturing several machine gun posts and then, despite mortal wounds, manning those same guns to repel a German counteroffensive. Since 1945, our only Victoria Cross recipient has been Lance Corporal Bill (Willie) Apiata, who rescued a badly injured comrade under machine gun and rocket-propelled grenade fire in Afghanistan in 2007. The ultimate award for bravery in face of the enemy has become harder and harder to be awarded as time goes by — but it remains a powerful statement of the human ability to rise to any challenge, even amid the hellish adversity of war.

RSA Anzac ser vices in the Kaipara Dargaville A dawn service will be held at the Mount Wesley Returned Servicemen’s Association Cemeter y, Old Golf Course Road, Dargaville commencing at 6am. The Civic Service begins at 10.30am and will be held in the Northern Wairoa War Memorial Hall, Hokianga Road, Dargaville. There will be a free shuttle service provided by the Westcoaster, which will leave at 5.15am from the clubrooms to take them up to the cemetery. Paparoa Combining with the Matakohe Museum, the Paparoa RSA will have a ser vice at the Matakohe Museum Volunteers Hall. Fall-in is at 10.30am. The parade will first march to the Matakohe cemetery for the flag raising, then proceed down to the gun where children will lay wreaths, then up to the hall. A memorial service will follow in the Volunteers Hall. Refreshments will be provided afterwards by the Friends of the Museum. Ruawai The march starts at 10.30am from Ruawai Wharf Road to the War Memorial Hall flagpole, where the flag

will be raised, wreaths will be laid and the last post shall be heard followed by laying of the wreaths. This will be followed by a service held inside the hall followed by light refreshments. An echo of conflict As war became inevitable in Europe in 1914, here in Northland, many a kauri bushman, a farm labourer, or perhaps trainee accountant laid down their axe, plough or pen, and headed off to ‘sign up.’

Many of these young men, from a Maungaturoto farm, a Kaihu timber mill, or a Dargaville office found themselves in the 11th (North Auckland) Mounted Rifles, perhaps not surprisingly given their rural experience with horses. The regimental cap and collar badges featured a boar’s head flanked by fern fronds surmounted by the regimental motto Kia Tupato — Be Cautious. The 11th were formed March 17, 1911 and saw service at Gallipoli as part of the Auckland Mounted Rifle Regiment, and also in Sinai and Palestine 1916–1919 with the New Zealand Mounted Rifle Brigade of the Anzac Mounted Division. It was one of 12 regionally-based mounted rifle regiments formed as part of the new Territorial Force organisation that came into existence on that day. This part-time Territorial Force and a tiny regular force of professional soldiers formed the basis of New Zealand’s army at the outbreak of the First World War. After weeks at sea on troop ships, the new soldiers would have been pleased with a landfall, at least until shots were fired in anger. The Kaipara men, along with others from around Northland, soon became ‘Devils on Horseback’ to their Turkish foes.

The role of Kiwis on the battlefields of Europe, in the horror of Passchendaele, Messines and the Somme is now the stuff of legend. But our horsemen found themselves in another campaign, in the deserts of the Holy Land. The 3rd Auckland Mounted Rifles Regiment was formed to include the 11th North Auckland Mounted Rifles Squadron and they arrived in Egypt on December 5. But then, they left behind the horses they brought from New Zealand and found themselves landed instead at Anzac Cove. Almost 600 died before they returned to the Middle East. Back in Egypt, they were reunited with their horses and sent to the Sinai Desert to operate behind enemy lines and defend the Suez Canal, fighting in many desert battles against a determined Turkish foe in Sinai and Palestine. Their victories included taking part in the capture of Jericho and crossing the River Jordan to clear out the invading enemy. At war’s end, 521 members of New Zealand Mounted Rifles Brigade had died in the desert and 2,000 were wounded. Another loss felt by all, were the horses they had to leave behind.

In the First World War the woman of Kaipara proudly banded together performing in concerts, baking, sewing and parading in Queen Carnivals in a bid to raise funds for soldiers wounded at the front; as well as a variety of other causes doing ‘their bit for King and Countr y’. For the wives, daughters and sweethearts left behind, the need for their loved ones now thousands of kilometres away fighting in foreign lands to have a few comforts from home sparked what would be termed later as the women’s war and thus, the patriotic fundraisers were born. Most popular of all, was the Queen Carnival, an event combining an art union lotter y, a concert and a fundraising competition where local women would compete with each other to raise the most money, the winner was then crowned Queen in an elaborate coronation ceremony complete with a royal parade. The Nor thern Wairoa Queen Carnival in 1915 was an elaborate affair combining a number of events including an art union lottery, which had required special permission from the government, a series of concerts and of course the fundraising competition between a number of women representing various organisations. Most successful representing the Nor ther n Farmers Union was Miss Ambury, who was named

The Northern Wairoa event raised a staggering total of £6,500 with the entire proceeds donated to the wounded soldiers fund. In the years that followed many more Queen Carnivals were to come, and the efforts of the women involved would be forever entrenched in our history.

In August last year 22-year-old Te Hana woman, Molly Dagger, travelled to Disney World in Florida as part of an international cultural exchange, where she worked as a lifeguard at one of the resorts until January 2018. She remembers her first day as being “surreal.” “Mickey Mouse turned up carrying a box and he gave each of us a set of iconic mouse ears and our name tag,” she said. The entertainment complex covers 11,000 hectares, which is an area the size of Hamilton. “It has four theme parks, two water parks, something like 27

themed resort hotels and several golf courses.” She said the annual cultural exchange programme was a lifechanging experience. “I made friends from all over the world. It helped push me out of my comfort zone and grow as a person.” Molly joined New Zealand Young Farmers two years ago, along with her partner, Kurtis Danks. “I thought it would be good for him, and then I ended up joining as well,” she said. Interviews for the next intake are being held in Australia and New Zealand during April and May. ¢
