p Hundreds of young rugby players and their supportive families turned out last week as Pioneer Park in Dargaville hosted the Northern Wairoa muster for the new season. More than 150 young athletes had signed up online before pen-and-paper submissions opened, next door to a sizzling barbecue at the newly LED-lit green-field facility. “It’s great to see such support, and people getting back out onto the field,” said local rugby proponent and chair of the Northland Council of Unions Chris Fife. He was supported in organising the day by Bronwyn Williamson and a team of coaches, administrators and volunteers. “Everything we’ve been doing to improve the facilities and promote the game has been for our tamariki, who are the future of rugby and the future of our community,” says Chris. “We have big plans for the future, and it’s this kind of support which will form a pathway to achieving them.”

Decision on Mangawhai plan u by Paul Campbell

The Environment Court has cleared the way for the Mangawhai Central residential and commercial development on 130 hectares of land in a decision made through negotiation as opposed to a full court hearing. Last year Mangawhai Matters Incorporated and Clive Boonham filed appeals to the Environment Court against the Kaipara District Council Decisions on Private Plan Change PC 78, which sets the parameters for the development off Molesworth Drive. Through a series of mediation meetings and direct discussions, parties to the Mangawhai Matters Appeal including council were able to reach agreement without going to court. The parties worked with Mr Boonham to refine his appeal to a number of requests for additional policies and changes to rules, with particular focus on wastewater infrastructure capacity and funding. The judge decided this ‘on the papers’, which means without a court hearing. Kaipara Mayor, Jason Smith, says the outcome is a good example of the democratic process at work. The agreement has achieved the right balance of enabling development, and preserving the parts of local character and amenity that makes the magical Mangawhai environment so special and unique.

“I’d like to thank the parties for working constructively with the council to reach this excellent outcome,” Dr Smith said. The parties have agreed to amend PPC78 by: changing financial contribution requirements; enabling wastewater applications to be declined if there is insufficient capacity; strengthening the water supply and stormwater provisions; and changing provisions to maintain the small-town coastal character of Mangawhai. In addition, minimum lot size and density rules are amended, as well as several changes to address potential effects on NZ fairy tern and improve management of effects on wetlands. Mr Boonham was concerned with the capacity of the Mangawhai wastewater system and the court has confirmed that the provisions need to be more explicit around having sufficient current or planned wastewater capacity for any proposed development. The Kaipara District Plan will be updated to reflect the finalised wording of the Private Plan Change.

An extraordinary meeting of the Kaipara District Council has assessed options to complete the over-budget build of the planned Poutō wharf, part of Provincial Growth Fund kickstart initiatives for harbour connectivity.

Three options were presented: to construct the wharf at Fisherman’s Point, with a cost to ratepayers of $615,286; to construct instead south of the point, incurring a $265,000 cost; or to scrap the project, necessitating a refund to the government and a financial impact on the KDC totalling $428,056. This final option would also deliver no new infrastructure for tourism and transport. “The cost increases arise primarily because of preliminary design not matching the site conditions,” confirmed KDC general manager of sustainable growth and investment Sue Davidson in her report to elected members. “The project team will continue to look at all possible options to reduce the forecasted overspend. “This matter was reported to the Externally Funded Projects Committee

at its March 16 meeting, at which point Option 2 (building south of Fisherman’s Point) was presumed to be the preferable option. Since that time, feedback from key stakeholders has indicated a preference for Option 1 (building at the point itself), although they are not opposed to Option 2 if the alternative were to not build a wharf at all.” Council staff suggested paying for any shortfall by utilising the KDC’s District Financial Contributions Reserve. MBIE has confirmed that, if the project proceeds with all funding requirements approved, a further extension to the construction deadline is possible. By unanimous decision, the KDC chose option two, a land-based wharf just south of Fisherman’s Point, near the historic site of the original colonial-era wharf. ¢

The Kaipara District’s local election date is set, with council members confirming details last week about the order of names on the ballot and ratepayer enrolment forms out to households. On October 8, Kaipara citizens will get to have their say when for the first time, councillors are elected for a new set of ward boundaries, and a dedicated new Māori ward is contested. Numbers are up when it comes to eligible electors. With the region growing fast, this increase from 15,800 ratepayers to approximately 17,000 is one of the reasons that ward boundaries have been adjusted, allowing for greater representation in densely populated areas. This year, the Kaiwaka-Mangawhai Ward will elect three councillors, while the Wairoa Ward, comprising the western lobe of the district, will also elect three. The Otamatea Ward, which spans the central part of Kaipara, will

elect two councillors. At the same time, the newly formed Te Moananui o Kaipara Māori Ward returns a single elected representative. Ratepayer enrolment forms have been sent out this weekend, with the intent of registering as many locals as possible to engage with the democratic process. On July 15, official nominations open for candidates, who have a period of one month to announce their intent to run for one of nine seats at the council table, as well as the office of mayor. Voting papers will be sent out in late September, with the official election day set for October 8, a Sunday. The official ballot count is set to be completed by October 13.

Firefighters, already at less than nominal numbers, spent all weekend fighting fires, including five call-outs to one locality. Those volunteers must then go back to work on Monday, says Jason, exhausted and, in all likelihood, needing to be called on again. It’s not just fire. Volunteers are also first responders and rescuers at road crashes and are often called on to assist ambulance staff. “If we are out there fighting preventable fires caused by a lack of foresight, the town is potentially wide open. We are the only firefighters in Dargaville,” says Jason. “What if there’s a life-threatening emergency? Our colleagues in Te Kōpuru and Ruawai would travel to help without hesitation, but they are under similar pressure.” If you are fit and able, live in Dargaville within reach of the fire station, and want to help out, now is the volunteer brigade’s

Meanwhile, as the current open fire season continues, firefighters urge those looking to conduct controlled burns and green waste fires to educate themselves on how to be safe. “We always encourage anyone lighting an open-air fire to check the conditions before they light,” says Fire and Emergency New Zealand spokesperson Ron Devlin. “If it’s dry and windy, please postpone your fire until the conditions are less of a risk — even if you do have a permit. Kaipara Moana Restoration (KMR) is ready to roll out its foundation planting season this autumn and is looking for landowners and farmers to take up an offer of financial support and practical advice. Working with the Ministry for the Environment, Auckland Council, Northland Regional Council and the Jobs for Nature programme, with support from dairy giant Fonterra among a host of others, the first part of KMR’s aspirational harbour renewal plan is to reduce sedimentation via planting. “A healthier harbour means a healthier economy as well as ecology,” says KMR spokesperson and ringa-pārongo Ben Hope. “Sedimentation is a focus because it strips the goodness from the land, but also brings contaminants with it. We’re taking a twofold approach with on-land fencing to keep out livestock, and then planting with native species.” To achieve this, the KMR offers two advantages to landowners who are ready to plant out at least a hectare this year. The first is a free advisory visit from one of their knowledgeable field advisers, who can help make a plan for the most efficient fencing and planting scheme. The second is the offer to cover exactly half of the cost of any fencing and planting project. This financial incentive, for a task many landowners want to undertake, is a big enticement to act. “If you are a Fonterra farmer, they are right behind this programme; talk to your

A call has gone out to the former Otamatea ward, ranging from Tokatoka to Hakaru and all places in between, for bric-a-brac and collectables to add to a monster fundraising weekend run by The Den in Bickerstaffe Road, Maungaturoto. The charity shop has raised more than $300,000 for the wider community, with a major recipient being the multi-million dollar dementia unit that has opened in the town. Now it’s launched a collection to add to a planned two day Antiques and Collectibles Event at the Maungaturoto Country Club on May 7 and 8. “The Den is currently being formalised into a community trust, with new members coming on board, and this will add to its fundraising work in the future,” said Den founder, Albie Paton. “New blood will be important to its future success.” Apart from a major $200,000 fundraiser for the Maungaturoto Community Charitable Trust dementia unit and further plans for 24/7 hospital care, The Den has provided financial support for the NEST rescue helicopters, the North Kaipara Coastguard’s boat and building programme, St John for new equipment, Linking Hands for vehicle maintenance and many other school and community groups. “The new community trust will operate in place of The Den, which will formalise this including accounting and administration to service the health and wellbeing of the surrounding region,” said Albie. “Our May

A new facility so people can report suspected exotic pests and diseases online has been released by Biosecurity New Zealand. “Alerts from the public about things that appear out of the ordinary to them, along with reports from our primary sector partners make up an important part of New Zealand’s strong biosecurity system,” says Biosecurity deputy director-general, Stuart Anderson. “Strict importing rules, offshore agreements and inspections, and our frontline border operations keep New Zealand well protected from threats and make us one of the foremost biosecurity systems in the world. “It’s very important that people can easily report things to us, and this new tool will enable that, providing an alternative to the existing 0800 phone hotline.” From the biosecurity website, users are guided through the reporting process and can submit photos, location of finds and other information. “Reports are then processed by our same team that handles phone hotline reports,” says Mr Anderson. “Submitters will receive a response from our investigation and specialist science teams in a similar timeframe to the current 0800 phone reporting system — generally within 24 hours. However, those reporting urgent matters

The theme of a brilliant female lawyer forging a career in spite of the ‘old boys’ attitude of some contemporaries was a staple of 1980s and 1990s television drama, but in real life, Ellen Melville fought this battle a century earlier. Born in a wooden shack under the shadow of Tokatoka on the Northern Wairoa River, Ellen was the first child of Alexander and Eliza Melville; he a boatbuilder, she a dedicated homesteader and mother but also a former teacher, who began Ellen’s education early. Of the entire district, Ellen was chosen at the age of thirteen to receive a scholarship to the prestigious Auckland Girls Grammar School, thanks to her intellect and insight. Even at this early age, it was her intent to study the law, which, in the latter days of the 1890s, seemed an audacious thing for a woman to aspire to. She worked in the offices of Auckland lawyers Martin and Devone as what we would now call an intern, up until she passed her legal exams and, in a first for New Zealand, started her own legal practice in 1909. She was a contemporary of Geraldine Hemus, also a pioneering woman in the law, and the two were good friends and worked together. However, Ellen was not done with her mission to bring gender equality to New Zealand. In 1913 she ran for civic council in Auckland, facing derision not just for being a woman but also because of her roots in the ‘wild west’ of Kaipara. The naysayers had not counted on the power of the still relatively new women’s suffrage vote; Ellen won her seat at the council table and inspired generations of female politicians to come. She would continue as an incumbent Auckland councillor for

33 years, a track record the envy of many present-day representatives. Between civics and the law, Ellen still took time to further other causes. She was a founding member of the Auckland branch of the National Council of Women and the Lyceum Club, a society for philosophy. She ran for parliament for the Reform Party, the precursor to National, but her own party betrayed her by running a second, male candidate in the same seat, fearing that she would actually win. The numbers proved that, if not for this dirty tactic, she would have done so and become the MP for Roskill. Ellen never forgot her past and her childhood in the ‘wild’ north-west. She campaigned for a memorial to pioneering women like her mother, and to this day the Ellen Melville Centre stands in Freyberg Square, central Auckland. ¢

Dargaville High School Students took part in a two-day Science, Technology, Engineering and Mathematics (STEAM) programme last week, delving into programming, design and robotics.

Forthcoming local body elections will see Kaipara’s incumbent mayor Jason Smith as the only sitting mayor vying for office, as Whangārei’s Sheryl Mai and the Far North’s John Carter step down.

p Dargaville High School students get to grips with IT skills, working together to create virtual worlds as part of a two-day science and technology camp

The at-school camp was a break from the regular curriculum to augment classes with some education from the cutting edge of technology. It’s in this arena where innovative new jobs and careers are available, and students were keen to learn and collaborate. “It’s about understanding information technology, building confidence and seeing the possibilities,” says educator Angela Troath. “This is a space where there will be many more opportunities in the future, and there are already many today.” Students got a chance to try their hand at three-dimensional design, stopmotion animation, programming robots and working together to build virtual

worlds. A special educational edition of the popular game Minecraft was adapted to provide the virtual setting for one team-based challenge. The success of this independently developed game is an example of how fresh ideas in IT can make millions for their innovators. There was even a coding challenge that attracted the sort of crowds usually reserved for sporting events, with fellow students cheering on their mates. Powering through the substation upgrades Over the past year, Northpower has been working on upgrading three sub-stations at Ngunguru, Parua Bay and Hikurangi. Population growth in all of these areas, as well as aging equipment meant it was timely to upgrade. These are the first of thirteen substations to be upgraded over the next 10 years.

Planning is now underway for three more substations with upgrades starting this year at Ruawai, Poroti, Kaiwaka and Kensington.

An upgrade to the Parua Bay substation has been completed a month ahead of time and within budget. The 3.75MW transformer installed in 1956 has been upgraded to a new 5MW transformer to allow for growth in the area, capable of supplying at least 2,500 households. Bunding, fire and earthquake protection and noise emission has also been improved as part of the project.

Work on the Ruawai substation will start in a few weeks. This project involves a new building to house new modern switch boards and control equipment. A new larger transformer will be installed with an increased capacity of 5 MW. We will also be future proofing this substation by making room available for a second transformer that may be needed in the future.

A substation upgrade including a new building to house safer and more reliable switchboards, and a new transformer for the Ngunguru substation has been completed. The transformer size has increased from 3.5MW to 5MW to meet future growth in the area. The project work is complete and the team are now working on landscaping and planting to finish the final look.

Meanwhile design work is underway for Poroti, Kensington and Kaiwaka substations with work to begin at Poroti later this year.

Kathee and Bob Ballantine have been taking care of the road fleet of Dargaville and its surrounds for the past seven years from their premises on Normanby Street, but the time has come for a change of scenery. The couple have decades of experience between them in the tyre business, though Kathee jokes that 48 of these years belong solidly to Bob, who has been involved in the business of ‘where the rubber meets the road’ since his apprenticeship days. “We’ve helped a lot of people out of some tight situations here,” says Kathee, looking around the forecourt of Dargaville Tyres’ big blue building. “This is an industry where you are needed urgently at all hours, all over the district. Bob has been as far away as Mangawhai, Pouto and the Waipoua Forest to get people back on the road again.” It’s a business of trust, because road freight, especially in the logging and stock transport games, does not mix well with downtime. A puncture or blowout can cause major headaches if it’s not remedied as fast as possible, as the whole supply chain relies on drivers plying the tarmac on time; a fact brought home to the nation by the recent Covid-19 pandemic and its disruptions. “We’re glad to know that people rely on us,” says Kathee. “In fact, when we informed the public that we were going to move, we had a lot of responses asking what people would do without us.” Thankfully, that’s not going to be an issue, as despite the necessity of shifting

the business, a new premises has been found which can easily accommodate the big footprint of the large trucks the Dargaville Tyres team attends to. It’s just around the corner and will make a suitable new home for the team of three and their mascot and canine ‘assistant’, Beau.
