They were first spotted by Wayne Elyes and Zach Matich in August 2012 and numerous fishers say they have seen them regularly since. “It was exciting — I’ve seen a few things in the outdoors but it was the first time I have seen pelicans in New Zealand. They’re still there and you occasionally see them fly over Te Kopuru,” says Wayne. “I see them around once a week, they move around the mudflats usually fishing in groups of around three or four,” says fisherman, Ron Matich. A Naumai resident known as Al Bundy last saw them over Easter and says that if you are quiet, they’ll come within 100 metres of you. Transient sightings have also been reported from Kerikeri, Waipu Cove, Mangawhai, Rangaunu Harbour, Whangarei and Waitemata Harbour. Northland representative for the Ornithological Society New Zealand, Janet Snell says pelicans are social birds and seem happy to associate with humans, particularly where fishing occurs. “A far greater hazard than bird watchers will be the disturbance caused by dogs and firearms during the coming waterfowl season.” Department of Conservation ranger, Darren Jones, says duck hunting season begins in May. He adds that the pelicans are a protected species and advises extra caution should be taken to not mistake a pelican for a duck.

 The odd shower didn’t stop a procession of vintage farm machinery at Mangawhai’s recent tractor cavalcade and exhibition. “Around 60 tractors took part, as well as lots of stationary engines,” says organiser Alison Cox. “The winning tractor was a 1934 Farmall 12, donated by Neville Dowson to the Dargaville Vintage Tractor Museum and restored by members.” The event, which honoured Mangawhai’s ‘Big Dig’ of 1991 when a bund wall was built to protect the harbour, raised $2700 for the new Mangawhai Museum.

 The Kauri Museum has been recently earning accolades, not least from a choir of Australian students who tried out and approved of the acclaimed acoustics of the museum’s Volunteers Hall. The group from Ivanhoe Girls Grammar School was organised by an Australian company that specialises in arranging school trips to New Zealand, and is expected to be the precursor of further such visits. The impromptu concert also served to celebrate the museum’s recent win in the Museum’s Aotearoa Awards, for becoming the first museum in the world to be certified as carbon neutral, a qualification expected to raise its educational profile.

Kaipara District Council is preparing to find up to half-a-million dollars to pay for its legal costs in judicial review proceedings lodged by the Mangawhai Residents and Ratepayers Association. The proceedings request a court ruling that KDC decisions over the Mangawhai Community Wastewater Scheme were illegal, ratepayers are not responsible for the debt and that the setting of rates for the last six years, development contributions, and the most recent Long Term Plan, are invalid. The MRRA is also seeking costs. Council CEO Steve Ruru says the legal costs estimate is based on the scope of the claim if it was to proceed through a full hearing. “We would hope it’s nothing like that but we have to be prepared,” Mr Ruru says. He says it is possible the money could be taken from council’s operational budget, most likely from road maintenance. However he warns that, as legal costs are classified as an operating expense, they could be funded from rates in the 2013/2014 year. “Absolutely no-one wins out of this one. It’s a double-whammy for all ratepayers.” Council has until April 30 to file a defence — and Mr Ruru warns in a report to the commissioners of ‘widespread financial implications’ if the High Court was to grant the relief sought by the MRRA, and he recommends council ‘vigorously defends its position’. Farmers of New Zealand operations director, Bill Guest, says his organisation was briefed last week and respected council’s decision to mount a legal defence. “They have no choice,” he says. “While mediation would be the number one option for us, we don’t have the confidence that the MRRA leadership has the will for it. “The only winners out of all this will be the lawyers.” Kaipara Citizens and Ratepayers Association chair, Ron Manderson, says members resolved at their recent AGM to help Kaipara ratepayers avoid

‘Fearless Fred and the Dragon’ is the story of a little farm boy with a big imagination, told in rhyme with illustrations by Kat Quin-Mereweather. Shortlisted for the 2012 Storylines Joy Cowley Award, the book will soon hit the stores, with an official launch on May 22 at the Whangarei District Library in conjunction with children’s bookstore Storytime. But Dargaville children can get a preview on May 1, when Maureen will be at the Dargaville Library from 10.30am to read the story and join in with associated activities. Library manager, Paula Guy Stuve, is predicting a great morning. “We are very keen to support local authors and it is an honour to be able to have this as part of our holiday activities.”

Maureen is a published poet who has been writing for children for several years but ‘Fearless Fred’ is her first published storybook. She says she and Te Awamutu-based illustrator Kat “just clicked,” and she has really enjoyed the close collaboration required between writer and illustrator to create a picture book. “The words can’t give it all away, but neither can the pictures — they have to mesh.” Supported by husband Rod, Maureen published the book herself and says it has been a long process and learning curve. “We’ll see how this first one goes, but there are more stories about young Fred already in the pipeline and it would be great to make it a series.”

Commissioners are keen to encourage growth in Kaipara. Growth creates jobs and brings vibrancy to our communities. Councils cannot deliver growth — the private sector does that. But Councils can facilitate growth, by providing the public infrastructure that enables and encourages community development and private sector investment in the District. Council’s investment in our District includes: •

Building and maintaining Kaipara’s roads, bridges and footpaths.

Building and maintaining water, wastewater and stormwater systems where they are needed in our built up areas.

•

Organising household waste collection, and encouraging recycling.

•

Developing and managing our parks and reserves, like at our pristine Kai Iwi Lakes.

•

Managing our camp grounds.

•

Assisting communities to plan and build facilities for young people, including supplying places for amenities like the Activities Park in Mangawhai and the proposed new Skate Park in Dargaville.

Our District Plan is also part of the infrastructure that makes growth possible. The Plan sets out the rules for development, and where such development is preferred. Since appointment eight months ago, the Commissioners have been buried in matters around the “fix up” of the District Council. Much of the Chief Executive’s time has been taken up with these matters too. It is important that increasingly we focus Commissioner and management time at Council on building our District and capturing opportunities for business and employment growth.

Thirty-nine individuals, organisations and groups have responded to the Local Government Commission’s call for alternative proposals to the Far North District Council’s application for a unitary authority. The responses being assessed by the commission come from private individuals, lobby or interest groups, iwi and community groups and councils. The Northland Regional Council response proposes a single unitary authority for the entire Northland region supporting seven legallyempowered local boards. The Whangarei District Council supports two unitary authorities: one for the Far North and the other for Whangarei/Kaipara combined. The Kaipara District Council did not submit. The KDC commissioners resolved that as they were government appointed, not elected, they would support the statutory process and respond in the event of the commission’s notification of any model affecting the future of Kaipara District. Representatives of Kaipara iwi Te Roroa and Te Uri o Hau also say they will await any reorganisation model before making submissions. Te Uri o Hau Trust’s Deborah Harding says “our view is that it doesn’t matter what form local government takes as long as it includes Maori representation as equal partners.” The commission’s CEO,

Donald Riezebos, has said Maori representation decisions are not part of the reorganisation process and must be determined by councils. At recent public meetings held by the NRC across Northland, the most popular option expressed by attendees was an ‘enhancement’ of the status quo, with the second most popular a single unitary authority. Least preferred was three unitary authorities, followed by two unitary authorities. Kaipara Citizens and Ratepayers Association resolved at Saturday’s AGM to support the status quo with Kaipara District remaining independent. The commission will now consider all options. If change is determined, a draft proposal will be publicly notified. Once a final model was determined, a poll could be requested by 10 per cent of electors in any one of the affected districts, with change only activated if 50 per cent voted in favour. Mr Riezebos says the commission expects the reorganisation process to have finished by March next year, with no change in place before local authority elections in October 2013. Steady rain over last weekend was a boon to farmers and the community, with water restrictions lifted from Monday for the wider Kaipara, except for Dargaville and Baylys Beach which received a minor share of rainfall. Around 20 mm was recorded in the western Kaipara over the weekend and up until Monday morning, and the Kaipara District Council says the Kaihu River has yet to retain its predrought levels. While the official drought has not been lifted, Farmers of New Zealand operations director, Bill Guest says local agriculture is in for a boost. “Kumara tonnages are expected to be good as the majority of the crop is still in the ground and the soaking the soil has received will see the crop swell up over the next week to 10 days. “For grazing, kikuyu pasture is starting to take off and will keep growing for another week or two.” But he added the effects of the big dry would be felt in the wider economy for a couple of years.

Renovations are well underway at the historic Northern Wairoa Hotel, as the new management press on with their program of refurbishment and upgrades at the landmark Dargaville tavern. And the changes have already reached the hotel’s kitchens, where roast dinners are back on the menu in the style patrons would have enjoyed back in the pioneering days of the Wairoa. This week work will commence on completely refitting the public bar in the eastern corner of the grand old hotel. With the doors re-opened after several years of closure, this space is destined once again to welcome patrons with cold drinks and comfortable surroundings, turning back the clock to what the original builders of the hotel intended in the 1920s. Another big change is the reintroduction of live music to the Northern Wairoa, with entertainment playing a key role in the bigger, long-term plans held for the venue. “We want to establish the historic Northern Wairoa Hotel as a hub for the town,” says manager Catherine Collins.

Duck hunters prepare for season’s opening

Pasture recovery from the ground up

The recent rains have not only been welcomed by farmers across the Kaipara — they’ve also proven an asset for waterfowl, and a promise of good hunting for those who pursue them. 2013’s official duck season is set to begin in the first weekend of May, and across the mid-north hunters are already gearing up and staking their claims on the best shooting spots. Hunting for waterfowl is one of mankind’s oldest pastimes, depicted in Egyptian temple carvings from 4,000 years ago. But today’s hunters don’t just enjoy the camaraderie — or the delicious roasts which reward straight shooting! They’re also helping protect our native bird species, and conserve our wetlands, with money from the sale of licenses being cycled back into important conservation projects. Before the season begins in the Kaipara there’s also another big question to be answered — who is the region’s top duck caller? On Wednesday the 1st of May keen hunters will flock to Dargaville’s Hunting and Fishing store to compete across a number of events, but this one is top of the tree; the winner will proceed to the nationals, and New Zealand’s best duck caller will represent our country at the world duck calling champs in that hunters’

The drought which has stricken local farms may seem to be over with rain falling across the Kaipara, but experienced farmers know that the real work of restoring parched pastures is only just beginning. The arduous conditions of the past few months have left the earth friable, cracked and scarred, and, for dairy farms especially, the vital natural seeding cycle has been broken. Cattle seeking feed have grazed pasture back to the bare minimum, which hasn’t given the grass a chance to seed as nature intended. That means it’s time for science and technology to take over — and that’s just what local agricultural contractors Lawrence Agriculture are doing, getting literally to the root of the problem with some advanced machinery and good old fashioned hard work. They’re out there in the field right now with their 6 metre Maschio rotary hoe and air seeder, along with a Duncan Enviro triple disc seed drill to tackle those dry pastures. The Maschio makes short work of converting maize stubble into

heartland, Arkansas, USA. There will be over $3,000 worth of prizes up for grabs on the night here in Dargaville, and there’s lots of tips and techniques to learn too. Duck calling (and it’s much more technical than you may think!) is just one of the many disciplines which makes up the sport — a pastime which also calls for dog obedience and training, a keen eye, good camouflage and decoy skills and of course a lot of patience. And while, as usual, all those involved stress the need for safety, especially around guns, this is also a great time of year to enjoy some outdoors time with your mates! ■

This is a pivotal role that will operate primarily within our timber yard. You’ll have a range of duties including providing service to customers, unloading product deliveries on site, assembling and loading customer orders, and processing sales documentation. You’ll also cover customer service and stock duties in our bulk store. The person we’re looking for will be happy to take a hands-on approach as some heavy lifting will be required. We’re after someone with experience in customer service as well as someone who can demonstrate their ability to develop sound relationships with our customers and suppliers.
