Mr Winder, a former council commissioner, was appointed after the last local body elections to assist the incoming council with preexisting legal matters arising from the Mangawhai wastewater cost blowout and subsequent rates dispute and court action. He has now been removed from his position by the Associate Minister of Local Government Jacqui Dean who announced the decision last week. Mayor Gent said he had “no appetite (for council) to get involved in historic legal matters,” which he regarded as the government’s responsibility. Ms Dean said that her decision was “because of technical uncertainties about Mr Winder’s appointment. “The Kaipara District Council is transitioning well back to local governance, led by the strong leadership of the locally-elected mayor and councillors. It is unfortunate I have to withdraw Peter Winder from his appointment as Crown Manager to the council.” The decision “was not a reflection of his actions but is due to technical uncertainties. “Following an evaluation of assistance to the council, there are concerns about potential technical flaws with the appointment and terms of reference. This does not bring into question prior actions of the Crown Manager, but if the role continued there would be uncertainty about the legality of future

actions.” Mayor Gent said his council “is obviously very disappointed that this situation has arisen. “I stood for mayor with the understanding that past legal disputes would be handled by the Crown Manager, although KDC would be paying the bills. That would allow the new council to concentrate on the future. Deputy mayor, Peter Wethey is in the same situation. “We now wait to see what assistance the government will give us in this space as we have no appetite to get involved in these historic legal matters. We do accept that Kaipara will have to continue to pay the ongoing legal costs in this regard but want the decision-making

to sit with the Crown as was originally intended. Peter and I will continue to work with the minister to find a solution that is workable for both parties.” Ms Dean said “the withdrawal is not a reflection on the performance of the council, nor was this issue created by the council (which is) performing well and in an effective manner. However, there is still a need for ongoing support to address the issues of the past. “I want to assure the Kaipara community that the government is committed to supporting the council. My officials are working with the council to explore options for providing ongoing support.”

Progress for new village Illegal coastal structures removed

A tender to conduct a study on whether Dargaville can house a high-end community based retirement village is underway and due to be completed in the coming weeks.

Illegal structures which have appeared along the coastline of Ripiro Beach have been removed in an ongoing operation by the Department of Conservation’s Kauri Coast compliance team.

Northland Inc who commissioned the study alongside the Dargaville Community Development Board and Kaipara Grey Power had a total of 17 applications for the tender. Development board manager Lorraine Davidson said Ansell Strategic best suited the proposed village requirements and had started work four weeks ago. “If the study has a positive outcome then we’ll be looking at potential land options. The next process following that would be completing a business plan or proposal,” she said. At the moment the village will look to initially accommodate 20–60 units with

space to expand up to 100, featuring varied housing and tenure options. The village hopes to look into the possibility of including extra facilities on site such as a community lounge, commercial kitchen and an outdoor entertainment area. A completion date for the project is still unknown but the DCDB hopes to identify a time frame once the study is over. “It feels like we now have some traction and we are hoping for a positive result from the study and moving forward to the next stage of the process,” she said. ¢

Although public notification was done prior to the removal operation, DOC wants to advise structure owners that the building materials can now be collected from 150 Colville Road, Dargaville. This option is available until August, when the materials will be disposed of. Erecting structures for more than six months on public conservation land is an offence under the Conservation Act 1987 and Reserves Act 1977. DOC acting operations manager, Laree Furniss says staff have noticed an increase in illegal structures being built along the coastline at unofficial campsites near Lighthouse Road and Stick Lake on public conservation land. The structures vary from makeshift kitchens to shower units and longdrop toilets. “We want everyone to enjoy their camping experience. There is a reason we want to go to these places so let’s keep it that way, leave no trace and take your rubbish and belongings with you.”

Ten-year-old Wellsford kayak star Gage Laughton has taken home three bronze medals at the Secondary Schools Champs and New Zealand Slalom Nationals.

The Kauri Museum at Matakohe has been offering kite making workshops over the school holidays as part of a series of activities which began with trolley making.

As the youngest competitor in both competitions held in Kawerau, Gage showed age was no barrier by beating older students to the podium. In the midst of Cyclone Cook, father Lee Laughton said Gage was “thrilled” with his results even though the weather conditions lead to events being cancelled on the final day. ”He was a bit annoyed he missed out by 0.6 of a second to claim a silver at the secondary schools’ competition and was gutted that the Butter Cross event which he was a favourite for was cancelled due to the weather.” Sister Darcie also competed in the schools’ competition and placed in the top 10 of the U16 Women’s K1 event. We were very lucky to have the assistance of Malcolm Hubbert a local kite maker who supplied templates to us to assist us with getting to grips with the design,” said Lisa. “By the time we went outside to fly the kites the wind had picked up and worked in our favour and every single child managed to get their kite flying in the air.” Registration for the April 26 kite making course is still open. ¢

The North Kaipara Maori Wardens recently took a group of young people on a overnight trip to the Bay of Islands.

The chief executive of the New Zealand Citizens Advice Bureau, Kerry Dalton, visited Dargaville recently as part of a Northland tour to “touch base and meet the volunteers who are the lifeblood of this organisation.”

Their itinerary included a visit to the Waitangi Treaty Grounds, Paihia museum and a boat trip around the islands. “We want to make our trips educational, not just about having a good time, so the trip involved learning about the history of Waitangi and the islands,” said coordinator Haki Wihongi. The youth focus came about with a grant from Te Puni Kokiri. The wardens aim with this and other trips to prevent youth from getting into trouble by giving them something

to do and an opportunity to see and learn about places that they wouldn’t otherwise get to. The wardens have also held a family sports day and a blue light disco, and more events and trips are planned to go ahead this year, like horse treks, a visit to other museums in the area and Auckland. Maori Warden Erana Wihongi said that the trip was “really fantastic” and that learning about marae and waka, as well as the boat trip where they saw dolphins, were highlights.  ¢

She said that visiting centres around the country helps her find out what they need help with, the main issues they face and what needs to be changed. The bureau is independent of the government and services are free to help people understand their rights and obligations, how to use this information to get the best outcomes and to provide people with the confidence and support they need to take action in a range of situations. They also have translators available. Although these days a lot of information can be found on the internet, it helps to talk things through says Kerry. “Talking out loud can

help clarify the mind.” The Dargaville Citizens Advice Bureau has been going for 37 years. They currently have ten volunteers and are always on the lookout for more. Mary Fannon is a foundation member who enjoys helping people and the company of the volunteers. “You’re also learning all the time, it keeps the mind active. And I have met interesting people I wouldn’t have otherwise,” she said. The Dargaville bureau is open Monday–Friday, 10am–1pm. Eleven-year-old Elise Holcroft is starting the entrepreneur game early, with her ‘Dyed Laughing’ tie dye t-shirt business.

It all started for the Paparoa local when she got a tie dye kit for Christmas last year. After using the kit, her mother Julie remarked how awesome the results were. Elise joked that she should sell them, but then Julie agreed ”and it sprung from there,” says Elise. Since then Elise has sold her t-shirts at local markets and online with the help of the rest of her family. “Twelve-year-old Jim became our IT expert, and muscle power. Eight-year-old maths whizz Billy counts the profit and keeps us on budget. With Mum and Dad (Tony) as the taxi service and general dog’s bodies, we agreed our aim was a family holiday in Australia,” says Julie. Elise loves tie dye, as it’s fun, bright and happy, which attracts bright and happy people. “It’s so fun seeing what I make enjoyed by someone” she says. Right now the business mostly creates t-shirts and can also custom dye any cotton clothes but the young creator is looking into other things like curtains and bedding. In May they are supporting ‘Pink Shirt Day’, an anti — bullying initiative, by selling pink t-shirts and donating

The Maungaturoto and Kaiwaka St John units are urgently seeking new volunteers who are passionate about their community and want to provide a service in their area. Station manager Stephen Rosser spends his time covering both areas and says he’s on the lookout for new volunteers to assist both units. Currently the Kaiwaka crew of five are only able to cover some nights because they are so short-staffed. “We work to what we’ve got and do the best we can and between the two stations we try to make sure a truck is available for every shift in the area,” he said. Dargaville couple Pauline and Simon Gough recently travelled the length of the North Island as part of a bi-annual cycle tour raising money for charity. The tour was made up of 74 cyclists from the North island and 205 from the South Island who rode each island simultaneously, covering around 100km on each of the seven days. On the eighth day everyone met in Wellington and finished with lapping parliament. The Goughs got involved with the tour in 2015. “I got invited to be the tour artist by the director Peter Yarrell. He came to my studio and bought some paintings and he liked my work, so he asked if I’d like to join the tour as an artist. He also talked Simon into riding as well,” said Pauline. Simon did so “because it’s a good fundraiser. There are eight charities we raise money for and I chose Tearfund.” So far Simon has managed to raise over $700, and donations are open for the next month on the tour of New Zealand’s website. Simon rode as part of a six person team called ‘Lord of the bikes’. “We had

Lucky escape A light aircraft crash occurred on Friday, April 21. Emergency services were called just before 10.30am when two adults on board received minor injuries and were taken to Dargaville Hospital as a precaution. The accident occurred in a paddock on the side of a hill, five minutes drive out of Dargaville near Pouto Road. Initial indications are that the plane’s engine failed, pending a Civil Aviation Authority investigation.

I have seen some flash looking ones around town but they are not well made and the birds just want something solid and safe. The wet weather of late is playing havoc with all the wild birds. After a storm is when you will start finding birds in trouble and if you find one, put it in a cardboard box with something soft in the bottom to keep the bird calm and warm. Never try and feed a bird that is in trouble or try and give it water, as the stress is so high that feeding them with cause death. If you were hurt and the ambulance turned up to help you and the person said would you like some pizza to eat you would say bugger off I just want to die - well that’s how the birds feel! This time of the year is when we are very busy and is hard on our funds, so if you want to help we would love to hear from you. The more support we get the more we can do for the birds. Remember we are volunteer group helping our wild feathered friends. A very late Kiwi egg has just hatched in our Bayer incubation unit and you can check him out on our web cam www.nbr.org.nz All our birds that are inside recovering are held in special cages which are lined with shredded paper. If you have a shredder and don’t want the paper let us know, the only shredded paper we can’t use is that which is cross cut as it is too small for the birds to sit on.

The recent tropical storms which have battered the central North Island have thrown the issue of disaster preparedness into sharp focus. Here in the Kaipara the toll was less severe than elsewhere, but disasters can take many forms. It’s not just the weather which poses a threat, and some disasters can be easily averted before they happen. At the major end of the scale, preparing to get through major events such as cyclones is all about forward planning. Check out civildefence.govt.nz to find out what you need in a survival kit should evacuation prove necessary or if you’re stuck in your home without electricity. For those in rural areas, it’s a good idea to have power on demand. A modern battery pack can keep your phone and laptop charged as well as jump start your vehicle — or a generator could prove more than useful in a prolonged power outage. For many, though, it’s the little disasters which prompt the question ‘who can we call?’ Far more common

than storms or earthquakes are incidents such as breakdowns, broken windows, busted appliances and stained carpets. For many of these, the solution begins with knowing which local tradespeople will come to you in an emergency, or where to go for specialist services such as automotive key cutting or gas heater repairs. On the farm, where broken machinery costs in time and profits, knowing who to call to replace that tyre or fix that broken implement is even more vital. The other aspect is insurance — because major disasters around the home are quickly made to disappear by a good insurance company. With so

It’s only days away now — the opening of 2017’s duck season is an event keenly anticipated by sports shooters and hunters, all looking forward to the camaraderie of the mai mai and the delicious harvest that comes from a day’s shooting. Before the big day there’s a massive checklist to run through covering all aspects of a successful hunt. From decoys and camo through to calls, hardware and ammunition, each choice can make all the difference, which is why it’s timely to stop by your local hunting and fishing store for some good advice. Advancements in technology and design are truly astounding in the world of decoys. Cunning ducks are not fooled by anything less than the best, and the artistry that goes into creating moving, flapping, paddling and even feeding decoys is nothing short of amazing. From the detailed painting to the motorised action, 2017’s range of decoys is sure to entice a brace of waterfowl — ask about the right selection to choose for where you plan to hunt. Equally important is the camouflage that breaks up your human silhouette, and there’s plenty in store to help disguise your position as well. Canny hunters are also looking to the condition

and action of their guns before the big day dawns. Some will be looking for a new shotgun to improve their chances and accuracy, rekindling the old debate about pump versus semi-automatic, under-and-over traditional versus thoroughly modern. Once again, good advice is key, and getting a gun which is comfortable, reliable and accurate may mean it’s time to shoot some clays in preparation, not to mention the all important sighting in. To help with this checklist and also to get into the spirit of the season, Dargaville’s McCoy and Thomas Hunting and Fishing store are hosting their yearly duck hunter’s night at 7pm on the May 3. There will be a duck calling contest, spot prizes, guest speakers and lots of great deals on hand to make this annual event one to remember. With a prize pool worth thousands, it’s not one to miss — and at the same time you can check in with the hunting veterans and experts for some top tips and pre-season specials. ¢

Thai Duck Massaman Curry Ingredients (serves 4) 1 Duck cut into cubes 400ml can of light evaporated milk 4 tablespoons olive oil 2 large brown onions, sliced 1 teaspoon salt 3 tablespoons curry paste 500ml chicken stock (or water) 2 cinnamon sticks 2 bay leaves 1 kumara (sweet potato), chopped 1 tablespoon tamarind paste or lemon juice 1 tablespoon fish sauce 1 tablespoon grated palm sugar 1 tablespoon roasted peanuts Sliced spring onions, for garnish

Curry Paste Ingredients 1 teaspoon ground coriander seeds 2 teaspoons ground cumin seeds 1/2 teaspoon ground cinnamon 1/2 tsp ground cardamom seeds 1/2 teaspoon ground cloves 2 sticks lemongrass (inner white part only), finely sliced 6 cloves garlic, peeled and chopped 1 large onion, peeled and chopped 4 cm piece ginger, peeled and chopped 1 tbsp shrimp paste 10 large dried chillies, soaked in warm water (remove seeds if you do not want a very hot curry) Method: Combine ground spices (coriander, cumin, cinnamon, cardamom, cloves) in a frying pan and stir over medium heat till fragrant. Place all remaining ingredients together with the roasted spices in a food processor and blend into a smooth paste.

Method 1. Fry onions in a pot with the oil until brown. 2. Add the duck, salt and cook until meat is browned. 3. Add massaman curry paste and 1/2 can of evaporated milk and cook for 5 minutes on low heat. 4. Add stock, remaining evaporated milk, cinnamon sticks and bay leaves and cook for 1 hour. 5. Add kumara, tamarind, fish sauce, palm sugar and cook till meat and kumara are tender (add a little water if needed). 6. Garnish with peanuts, spring onions and serve with rice.

The Mangawhai Heads Volunteer Lifeguard Service was kept busy over Easter during the last weekend of summer patrol.

p Mangawhai volunteer firefighters Chris Corin and recruit Matt Williams joined the ‘friends of the brigade’ group during Easter to collect funds towards their new station. Group member Annie Kitchener said fundraising efforts were well received and almost $6,000 had been raised from a coin collection, sausage sizzle and raffles. They are aiming to raise a total of $150,000 throughout the next 18 months.

Big swells meant that water rescues and first aid had to be actioned throughout the long weekend which saw an influx in visitors to the area. Senior Lifeguard Tony Baker said it was a particularly productive “last day of season” after the prolonged swell caused a boat to flip while attempting to cross the bar. Stand-up paddle-boarders were first on the scene before lifeguards joined to help the two occupants aboard who suffered serious injuries and required medical attention. “At the end of the day people like to fish on their days off and not necessarily to the conditions. This is the first boat flip this summer, we normally have three to four a season,” said Tony. Lifeguard patrol at Mangawhai Heads started Labour weekend 2016 through to Easter weekend 2017. “This season we’ve qualified eight new lifeguards and the club has run many successful events.” The club has also acquired funding from the Kaipara District Council to update some of the clubhouse facilities. “The patrol finished yesterday — renovations started today,” said Tony,

Easter weekend marked another great traditional day of fun for Kaipara boaties — the annual Northern Wairoa Boating Club Regatta. A fixture since the inception of the club, this day of nautical racing and maritime merriment is a chance to see some classic ‘grand old ladies’ of the river at full steam alongside more modern vessels. A prime example this time around was the turn of speed shown by the recently restored ‘Smokey Joe’, a prewar river cruiser which until very recently languished in disuse. A swift and determined effort by a dedicated crew saw the elegantly swept-back silhouette of this launch carve through the water once more, giving some of the more modern fibreglass entrants a run for their money. All in all seventeen vessels came calling for the regatta, hailing from around the harbour and as far away as Helensville. Lowering skies threatened but the sun broke through as captains and crews engaged in some friendly competition, with prizes gratefully received — Smokey Joe alone made the grade for four wins. The clubrooms of the Northern Wairoa Boating Club and their associated moorings and slipway benefitted from a well attended working bee before the event, which brought the focus of Dargaville once again to the riverside and the mighty waterway which was its reason for founding and its earliest ‘superhighway’ to the wider world.
