Waka Kotahi has confirmed that a blanket speed limit drop to 80km/h will no longer be considered for Northland after a public backlash to the idea and the implications of its economic and social impact were considered. “Waka Kotahi New Zealand Transport Agency has listened to feedback received on the Te Tai Tokerau Northland speed reviews and confirmed that the proposals will not apply a blanket speed limit,” confirmed agency spokesperson Steve Mutton. “They will take a targeted approach, which divides each section of state highway up into sections, outlining the safe and appropriate speed for each area.” The contentious speed limit drop was posited late last year. It will instead be
replaced with a considered approach, reducing speeds in dangerous, crashprone areas or near schools and marae. “Waka Kotahi heard that there is strong community support for addressing speed limits outside schools and through townships, and the proposals will initially focus on the safety concerns in these areas,” Steve Mutton said. “There is still more work to be done on speed limit changes for other parts of the roads, and they’ll continue working with stakeholders to reach the right solution.”
“I’m pleased the blanket approach to reducing speed limits across all of Northland is not going to be applied,” said Kaipara Mayor Jason Smith. “The concerns of the people have been heard, at least for now. “There is still plenty of ongoing work to be done, and I will keep Kaipara people up to date with developments and next steps as there may be section-by-section highway speed limits proposed. “I simply want our people and roads to be as safe as those in any other region of New Zealand.” ¢

The Kaihu Valley Trail has reached another set of milestones this month, as the path for the cycling and eco-tourism development heads out of Dargaville, and a meaningful new logo is unveiled. Additionally, artefacts from the days of the steam railroad, which once connected Dargaville to Donnellys Crossing, have been discovered by workers preparing the foundations of the trail. These fit in with possible plans to construct flag stations along the route where cyclists can pause and take in some local history. “Thank you to those who have volunteered your support. We will be back in touch once the volunteer p tasks are ready to begin,” says KVT community engagement adviser Amanda Bennett. “We are also keen to hear from organisations who would like to be involved in creating places to ‘stop and ponder’ along the trail. Wastewater upgrade goes central u by Andy Bryenton
Evening visitors to Dargaville will make way for wastewater pipe upgrades during the next two months as new reticulation is dug in to improve the efficiency of Dargaville’s sewers. The pipe upgrade will be undertaken on behalf of the Kaipara District Council by United Civil Construction, which will install 380 metres of new pipe, connecting the main arterial wastewater line to new tanks under the Taha Awa Riverside Gardens. An area of the car park has already been sectioned off with fencing, and material and plant are on-site. “Between late April and late June, there will be a manual traffic controller on Victoria Street between 7pm and 6am,” confirms KDC spokesperson Ruby Mitchell. “This is because Victoria Street will go down to one lane in the work area when the United Civil contractors team are operating.”
This reduction to one lane will affect traffic in the night hours only, with all works backfilled or plated with steel to return the road to two lanes during the day. The works will take place between the central intersection with Gladstone Street. They will proceed to just past Poto Street, where the main waste pipe heads into the carpark area fronting Countdown and The Warehouse, then into the Riverside Gardens. “Works are scheduled for completion at the end of June 2022. Thanks for your patience while we undertake this work,” says Ruby Mitchell on behalf of the infrastructure team and contractors. ¢
Mayor’s Message Kia ora, Complex problems for councils seldom come as neatly packaged as the “Better Off” funding which is part of the Three Waters Reforms. “Better Off” is the label the Government has given to their sweetener package of funding for Councils as part of the proposed Three Waters Reforms. KDC has been expressly allowed to apply for up to $16.1m of funding for great legacy place-making community projects which would benefit the community into the future. Perhaps Town Centre make-over plans and actions for each Kaipara town, large and small? Perhaps an awesome new library for each of our two largest towns, Mangawhai in the east and Dargaville in the west? Several new two-lane bridges to replace single-lane ones? Any of these projects would be greatly appreciated by many Kaipara people. So far, so easy. Choosing how to spend that $16.1m is one thing, whether to engage with this is another. One of the conditions for a council making an application for this fund is that the council would be forbidden from criticising the Dept of Internal Affairs or anything about the proposed Three Waters Reforms. Any such criticism would see the grant money returned to Government and the agreement cancelled. Stay silent and Kaipara gets to have the $16.1m of projects, or speak against the reforms and we miss out. What would you do?
unanswered. Those answers may be satisfactory or unsatisfactory, we can’t yet know. Added to that, within the next few weeks the Parliamentary Bill for the Three Waters Reforms is expected to have its first reading. At that point the Three Waters story will ramp up to the next level, with added complexity, details and noise from communities. Opposition parties are already saying they’d cancel the reforms and repeal legislation which hasn’t even been seen yet. It’s all becoming very political. While that heat and noise builds, what about Kaipara’s $16.1m ‘Better Off’ funding and its projects? For Councils there is a deadline of 30 September by which to make their application for ‘Better Off’ funds, which is one week before the 8 October local government elections. Candidates would be expected to understand the proposed reforms as those reforms are likely to change councils profoundly, but would criticism of the reforms jeopardise the funding and the chosen project? The timing here is lousy. Inserting a key project decision, and under such circumstances, into the mix of all this is challenging for councils. Mayor Jake Dr Jason Smith, Mayor of Kaipara District
The Northpower Electric Power Trust is asking consumers connected to its electricity network in Kaipara to make submissions on the ownership model of the company. Trust chair Erc Angelo says people have until 4pm on April 28 to have their say on the five-yearly Northpower Ownership Review. The event was advertised on social media, searching for children on the autism spectrum. Rachel selected seven families she thought would benefit from the opportunity. The families were given the opportunity to enjoy Sonic the Hedgehog 2 free of charge on Good Friday at the Dargaville Anzac Theatre. Rachel provided food and drinks and set up a blanketed area for children whose needs were to be comfortable on the ground while watching the film. “The main reason for doing this is because people with autism and other sensory needs don’t get the chance to go to the movies. They can’t handle the number of people,” Rachel said. Two back to back viewings were organised. One with
the lights turned on and low volume and the second with them turned off and the sound up. A time-out space was made available for those who were overwhelmed and required space. Rachel thanked the cinema for their help and for promoting sensory movies for children with these needs. “As a charitable trust, we are doing this for the community — it’s a good thing to do. We have always done bits and pieces like this,” cinema trust spokesperson Vern Woods says. “We did this for these children to get used to the movie environment. It’s a voyage of discovery. Paramount Pictures generously suggested not charging for it. They back us doing events like this.” ¢

Wild weather has uncovered a historic shipwreck near Poutō, in a scenario similar to the rediscovery of the schooner Daring on Muriwai beach. Heritage New Zealand Pouhere Taonga is asking people to ‘look but please don’t touch’. Kaipara Kōrero Poutō wharf additional funding confirmed Elected Members have unanimously approved paying the forecasted $265,000 project shortfall for Poutō wharf, funded from the district’s financial contributions reserves. The decision was made at an extraordinary Council meeting held on 13 April. Of the $265,000, approximately $175,000 is required for contingency, and may never be spent. The project is part of Kaipara KickStart, led by Kaipara District Council and supported by $4.95million PGF funding from Kānoa – Regional Economic Development & Investment Unit. It includes the Dargaville pontoon completed in October 2020, the Pahi wharf upgrade completed in December 2021, and the new wharf at Poutō. Completing the three Kaipara Wharves projects supports a water-based transport network in Kaipara, connecting communities, and supporting and attracting residents, businesses and tourists to the district. Following detailed site visits in December 2021, the contractor for the works confirmed a significant shortfall in the budget to construct a wharf off Fisherman’s Point, due to preliminary design work not meeting the site conditions. A revised location, on the beach slightly south of Fisherman’s Point was identified with a lower cost and that reduced risks to the programme, but would still overrun the $2.2 million budget. No further funding is available from Kānoa – Regional Economic Development and Investment Unit to meet the shortfall. KDC is required to complete the Poutō wharf works in full to receive funding allocated by Kānoa – Regional Economic Development & Investment Unit. Had the additional funding not been approved by Council all funds relating to Poutō wharf would have to be returned to Kānoa, including funds that had already been spent on engineering design. Elected Members unanimously supported the payment from financial contributions reserves, to ensure Poutō wharf goes ahead. Construction for the wharf is planned for later this year.

March Roading report There was a real sense of Groundhog Day in March, following on from Cyclone Dovi in February when the district was hit with a significant rain event. For Kaipara’s roading team, it was all hands-on deck with the clean-up. Slips were removed on Baldrock Road in Kaiwaka, Bayview Road in Pouto, and Cove Road in Mangawhai. In routine works, 81 sealed potholes were repaired in Aranga, Baylys Beach, Dargaville, Donnellys Crossing, Hakaru, Kaihu, Mangawhai, Maungaturoto, Paparoa, Pukehuia, Te Kōpuru, Tinopai, and Waipoua areas. On unsealed roads, 2268 potholes were repaired Hakaru, Kaiwaka, Mangawhai, Matakohe, Maungaturoto, Paparoa, Ruawai, Taipuha, Tinopai, and Topuni areas. 96.815km of unsealed roads were graded across the district - that’s 0.09% of the total unsealed roading network in Kaipara! In March, 209,881.54m2 of reseals were completed on Bickerstaffe Road, Bickerstaffe Station Road, Doctors Hill Road, Golden Stairs Road, Gorge Road, Griffin Road, Judd Road, Jumna Road, and Mountain Road in Maungaturoto. Phase one of sealed rehabs were completed on Pouto Road and sealed rehabs were completed on Murray Road in Tangowahine. Sealed rehab work continues on Tangowahine Valley Road. Footpath renewals were completed on Onslow Street in Dargaville. Drainage and maintenance work included 1,024m of water table cleaned or restored. Two culverts were flushed, 109m of inadequate culverts were renewed and realigned, eight corrugated metal pipes were replaced due to being damaged or missing, 19 culvert ends were cleared, and 63 sump grates were cleared. 11,696.92m2 of pavement defects were stabilised, prepped, and sealed and 73.5m2 of pavement defects were dugout, prepped, and sealed in Kaipara. Six bridges were repainted, 27 bridge decks or waterways were cleared, and 37 bridge end markers were cleaned and replaced. 195 signs have been replaced, straightened, and cleaned in Arapohue, Ararua, Baylys Beach, Dargaville, Kaiwaka, Mamaranui, Mangawhai, Matakohe, Maungaturoto, Omana, Pahi, Paparoa, Pouto, Ruawai, Taipuha, Tangiteroria, Tangowahine, Te Kōpuru, Tinopai, and Whakapirau areas. Across Kaipara, 331 new edge markers have been installed, replaced, or straightened and 98.48km of roadside vegetation was maintained. New Zealand Thoroughbred Racing Inc has come to an amicable agreement with the Dargaville Racing Club preserving the racing legacy of the club and helping move a planned development closer to reality.
Mounting concerns over a variety of “prohibitive and unfair legislation” coming the way of farmers has prompted Federated Farmers Northland to open its upcoming AGM on Zoom at 7pm on April 28 to non-members as well.

President Colin Hannah says it is vital rural Northlanders work together to modify mounting restrictions from government policies being lumped on farmers. He wants local farmers to help provide concerns, wishes and ideal expectations as the organisation ramps up efforts to stop the rights of rural Kiwis from being further eroded. “For some time now, I have had major concerns around the negative and costly impact government policies are having on profitability and the mental wellbeing of farmers,” says Mr Hannah. “Farmers are constantly having to deal with adverse climatic events in rain, hail or shine. On top of this, we are contending with the Resource Management Act, Three Waters Reform, Significant Natural Areas national policy statements ad nauseam and local body reforms. “The rules being increasingly imposed on farmers are being created by people who have probably only ever worn a red band to a fashion show or a party. “They claim these rules are necessary because the market demands it, or the

environment is suffering through uncaring farmer attitudes. General Motors has recently patented autonomous technology for training new drivers — what does that mean for New Zealand transport? GM’s recent patent filings show an interest in using technology to teach learners how to drive. It is also noted that third parties may be able to utilise the technology for their schemes. The vehicle will monitor basic skills based on set parameters. While there are other cars similar for learner drivers, GM’s patent differs with the levelling up of controls given as targets are met. This learning alternative is score-based and compares driver input data with targets and sensors. The system offers real-time feedback for the learner behind the wheel. As the learner navigates the controls and passes specifications, further control is given to the vehicle. The car manufacturer recognises that the teaching system is cost-effective and has more availability than the current instructor system. Unlike other autonomous systems that drive for you, this approach is the opposite. Gradually, according to your skill you have more control, whereas
other systems greatly assist the driver in navigation. There is speculation that this technology could replace the long-used instructor system. Additionally, the automaker has set goals to make all its models self-autonomous by the middle of this decade. The current use of autonomous vehicles in New Zealand is limited to assisting drivers; GM’s system is far more complex and gives the car more control. It could be a challenge for the local market until more information is available. The Ministry of Transport currently has an Autonomous Vehicle Work Programme looking at the impact on the transport system and outcomes. This is in line with some of the government transport priorities in the next 10 to 15 years with annual Long Term Impact Briefings. So far, the local market has semiautonomous vehicles that assist drivers with lane assist and Advanced DriverAssistance Systems. The goal is to identify potential challenges and realise

opportunities in vehicles like GM’s patented training system. The MoT recognises that this technology is broadening and is focussing on creating regulations and legislation that suit New Zealand’s approach to these developing technologies. The programme’s 2021 LTIB accepts that New Zealand is open to new technologies. Parliament will receive a briefing this year on June 30 on previous research on automated vehicles.
Current goals for the government are to reduce road deaths and serious injury, reduce vehicle emissions, better transport options for work and education and freight and supply chain transport. Further information on accepting this idea will happen gradually as more research is established. Could this have a future for learner drivers in New Zealand, and how will it fit into the government’s focus on making better transport options? ¢

There could be few worse strokes of luck to mar a grand opening. The Morris automobile factory in Newmarket, Auckland, owned by Dominion Motors, was set to open in September 1939, just as war broke out. More than a year in the making, the bosses of Dominion Motors were not going to let the declaration of war on September 3 get in their way. The factory was duly opened and began turning out 10 cars a day, satiating New Zealand’s demand for a wartime classic, the Morris Eight. The Eight had been in production since 1935. It was a spiritual successor to the Model T Ford in the way it mobilised a whole new sector of society. Affordable, compact and versatile, it packed a diminutive four-cylinder single cam side-valve engine, producing just 25 horsepower. At the time, this was plenty for the masses, and the Eight was light thanks to its small size. The Eight beat its competitors by offering as standard things that we now take for granted. It was one of the first affordable cars with electric windscreen wipers and boasted an odometer and speedometer in the configuration we know today. Though wartime petrol and rubber rationing put a dent in motoring, for a while there, you even needed a licence to buy gumboots and hot water bottles — sales were steady. The cream of the crop in those war years was the Morris Eight Series E,
TRUST IN SEARCH ENGINE RESULTS DROPPED TO p With Anzac Day just passed, it’s worth honouring another veteran from 80 years ago; the Morris Eight was supremely popular during the war years here in New Zealand, and many endure today
introduced in October 1938. The radical new design once again presaged auto trends of the postwar years, with an aerodynamic grille, headlights moulded into the front wings, and the removal of 1930s-style running boards. Power was also bumped up to 29 horsepower. In Australia, experiments by coachbuilders used the Morris Eight as the basis for something they called the
coupe utility, which we would eventually come to embrace as the ute. Variants such as roadsters, sedans, delivery vans and coupes were all produced, and many are still registered to this day, with a large and active club supporting this popular little car. A quick browse online reveals three warranted and registered, restored survivors ready to find new homes right now. ¢
