The political announcement was made by government Health Minister Andrew Little on a televised midday new report on Wednesday, April 21. He revealed that the new entity would be known as Health NZ and take a similar ‘monolithic’ approach to the British
National Health Service, with four regional branches. A Maori health authority will sit alongside Health NZ to address health issues specific to Maori. Legislation is said to be planned for a 2022 roll-out.
“Health NZ will take a nationwide system approach. However, importantly, it will also delegate authority, so frontline health workers and communities have a real say in decisions about the health services they need,” said Little. continued on page 3 …

Kaipara Kai, the Kaipara District Council’s arm to fuel economic growth by identifying opportunities for landowners, says the next step in the peanut production plan for the district will be to scale up for a second trial for the coming season.
p Like the Resource Management Act before it, the DHB system is on the way out, but Kaipara Community Health Trust chief executive officer Debbie Evans says that there’s no need to worry about local amenities
“The next trials will be the initial steps in proving that peanuts can be the next new industry for Northland,” says Kaipara Kai’s Greg Hall. “This will explore what machinery is needed to harvest and other infrastructure to process the nuts. “Peanuts need soil temperatures above 18 degrees and friable fertile soil, making Northland the ideal place to trial. Four different cultivars of high Spanish peanuts were selected as being best suited, and planting was in October, with harvest in April this year. Testing is now underway to assess the oil content, flavour and yield of the peanuts. “The trials were on a kumara farm in Ruawai, further north at Kai Iwi Lakes, and another near Te Kopuru. The Te Kopuru site achieved the best results

as weed suppression was maintained and stock didn’t get into the site, unlike at Kai Iwi Lakes. Peanuts as a legume are a great restorative crop within crop rotation as they help introduce nitrogen back into the soil, reducing the need for synthetic fertilisers,” Mr Hall added. The project is a collaboration between MPI, Pic’s Peanut Butter, Farmlands, Plant & Food Research, Kaipara Kai Hub, Northland Inc and local farmers. “The Kaipara Kai Hub team has been involved from the get-go, first identifying the Kaipara trial sites with MPI using the Plant & Food topo-climate research commissioned by council. The hub team also worked to get the trial off the ground and supported the work all the way through to harvest.” ¢
The change follows the Simpson report on health from 2020, and aims to eradicate needless levels of bureaucracy, replicated across 20 organisations. Locally, the transition should not affect day-to-day hospital or medical practitioner’s operations, say experts in the field. “The biggest change to our health system for several decades has been announced. “None of us actually know the finer details, but we have been assured, care for patients will continue during this change period,” says Debbie
Evans, chief executive officer of the Kaipara Community Health Trust. “These reforms will not change who your local GP is, or your ability to go to your local hospital or specialist,” said Jenny Barrett, senior communications adviser for Northland DHB. “Instead, these reforms will improve the support available to our workforce to deliver connected, effective and equitable care, which will reduce pressure on our health system and improve consistency and quality. These changes will occur slowly over time to ensure that care can continue to be delivered effectively.” ¢

Water restrictions reduced Dargaville and Baylys Beach have been granted a reprieve from longlasting level four water restrictions. The Be water wise website, which indicates the current water levels, has been switched to restriction condition two this week, down from four. The practical change this brings is the ability to once again top up pools and ornamental ponds, wash vehicles,
water blast outdoor areas and use a watering can or spray hose to irrigate gardens. Sprinklers and automatic irrigation systems are still prohibited at this level. Rainfall has arrived for late autumn, but authorities warn that volumes are still down on previous years, exacerbating the possibility of shortages in 2022.

Roads are the most significant part of the business of Council, and something about which locals are justifiably passionate. At the only visit to Kaipara District by Prime Minister Jacinda Ardern and her Cabinet in February 2019 for the announcement of a $20m grant for Kaipara roads, there was spontaneous joyful dancing in the aisles of Otamatea Marae about grants for the $12m sealing project for Pouto Road, the longest in Northland in years, and $8m for Kaipara’s unsealed roads. At the announcement of this Kaipara Kickstart project which also included Kaipara Wharves and Kaipara Kai, a rapt crowd cheered, sang and danced. Jump forward two years to now, during which the Northland Transportation Alliance combined roading teams of Northland’s three district councils has swung into action, and the heavy machinery is rolling on our roads. With April comes the new road maintenance season. Engineering works for Phase One of Pouto Road sealing are underway, and the unsealed network $8m has also started improving targeted roads. Action for these projects will continue on through 2022, at which point there should be something to really sing and dance about. In the meantime, continue to take care on our roads and watch out for the orange road cones. Also on the subject of roads, the government’s roading agency Waka Kotahi is consulting now on a Speed Limit Review for state highways in Northland, including from Brynderwyn to Dargaville and from Dargaville to Whangarei. Some highways may have their speed limits reduced from 100km/h, and your opportunity to have a say to Waka Kotahi is now. For KDC which controls local roads but not the highways, a Speed Limit Review has recently been completed for Kaiwaka and Mangawhai local roads. Thank you to everyone who
submitted and added your voice to this. Other Kaipara roads will be considered later. Local voices have also been added to the Council Long Term Plan consultation, in written submissions and also presentations at hearings. It’s great that Kaipara people remain passionate about contributing to this important part of local democracy, and thanks go to the hundreds of submitters for taking time and care in making your points clear. Between now and the end of June Council will be carefully considering and adjusting the Long Term Plan 2021-31, the peak work period for the political term of the Council. While our focus for several weeks will be on finalising this Long Term Plan or “Budget” for the next decade, other important work continues as well. To pick just one of many key projects underway, a Representation Review survey is open for your feedback until 30 April at www.kaipara.govt.nz/repreview – this is about how Kaipara District people shape local elected representation to represent them best. Local democracy through local government is vital to the success of society because it is the part of government closest to the people. I never thought I would become my parent and use the term ‘in my day’ but guess what? Here it comes! In my day, phones were attached to the wall; computers were only used by massive organisations. You went to work to pay your bills, and when finishing time came, most generally walked out the doors and didn’t have to think about work until the next day. A Northland contractor has been chosen to build the reservoir, a link in a chain that could ultimately support up to 4,000 hectares of new horticultural development in the region. It was hoped work would be complete within three to four months. Ben Craw, a rural specialist who has recently joined the Te Tai Tokerau Water Trust (TTTWT), said water security was crucial to allowing horticultural development to bring new opportunities and jobs to the region. “There are existing growers in the horticultural sector who are excited by the prospect of the schemes we’re developing in Kaipara. They know how good the free-draining soils are here, particularly for avocado,” said Mr Craw. “The schemes we are developing are the best opportunity for economic growth the area has seen in generations. It’s an exciting prospect.”
Craw said the trust already had prospective orchardists looking to establish operations on property around the Glinks Gully reservoir site, potentially as early as September. Prefeasibility studies into the predicted economic benefits that could be realised by implementing water storage schemes in Kaipara showed they could bring an extra $220 million to the region each year. The trust has already been issued consents by the Northland Regional Council to build stage one of the reservoir and collect water in times of high flow rates from the lower reaches of drains and creeks on the northern Pouto Peninsula. These were to assist with planned future storage developments. “The idea is simply to harvest water in the winter, when it is plentiful, for use in the summer months when it is not,” Ben Craw said. ¢

Kaipara and wider Northland water quality at most popular swimming spots, especially those on the coast, met swimming guidelines during summer, with birds and stock a common link to those which didn’t. The Northland Regional Council carried out hundreds of samples at 58 sites, 16 freshwater sites and 42 coastal, between December last year and last month. Chair of the Water and Land working party, Justin Blaikie, says that in coastal areas, 98 per cent of the samples taken at 48 sites had complied with the Ministry for the Environment’s Recreational Bathing guidelines. Just nine samples or two per cent failed to comply. Subsequent microbial source tracking at six different sites had revealed birds as the major source of the coastal faecal contamination. Kaiwaka Footpath New footpaths along the Kaiwaka-Mangawhai road will improve safety for those on foot around Kaiwaka. These improvements will help connect the community and complement the new footbridges to be installed later this year. The new footpath will be completed shortly, connecting the top of Kaiwaka School down Kaiwaka-Mangawhai Road and around to the existing footpaths in Gibbons Road. We’ll renew the footpath on the south side of Kaiwaka-Mangawhai Road near the playground and make changes to road markings in this area to improve safety. Most noteworthy is a new Kea crossing that will be installed across Kaiwaka-Mangawhai Road to provide a safe crossing point over this busy road.

The Covid ‘skills shortage’ has been much talked about in the national news, now an aspect of this crisis has come to the fore in the Kaipara, with a vital health service cut back due to lack of staff. Kaipara Physiotherapy has been serving the region for more than a decade. However, the lack of qualified physiotherapists coming through to the provinces has seen the difficult decision made to cut back hours and availability. Owner and practitioner Lyndsey Bargh is reaching out to the general public for assistance in finding more staff to help care for the Kaipara’s aches, pains, sprains and strains, as well as post-surgery recovery. “We need your help,” she says. “If you, a family member or friend, know of a trained physio who would love to come and work in the Kaipara, please shouldertap them to join our team. “Unfortunately, we have had to suspend providing clinics from our Paparoa clinic due to a staff member having a change of direction in physio, focussing on return-to-work programmes and pain management. This leaves a gap in our ‘hands-on’ physio service. A national tour of small airports by pilots in support of the RSA, Starship Children’s Hospital and the Warbirds Trust has landed in Dargaville, bringing with it knitted poppies and stars from all across the nation. The poppy flight, a new initiative for 2021, is the brainchild of travel professional Melanie Salisbur y. Dargaville represents just one leg of the epic journey which has unfolded during the past two weeks. Otamatea Repertory Theatre’s make-up and costuming team has been working extra hard to create fantasy characters for their latest musical, Seussical Jnr. Horton the Elephant, the Cat in the Hat and all of your favourite zany Dr Seuss characters are ready to spring to life onstage in Otamatea Repertory Theatre’s Seussical Jnr; a fantastical musical extravaganza featuring an energetic cast of talented youngsters. “Rehearsals for Seussical Jnr began last year, but the show was delayed due to Covid-19,” says director Peter Flower. “This year, we had to recast the show and start again from scratch. It has been quite an interesting exercise.” Seussical Jnr is a blend of Dr Seuss stories, with The Cat in the Hat as the host and MC. The story centres around Horton the Elephant, who finds himself faced with a double challenge. Not only must he protect his tiny friend Jojo and all the invisible Whos from a world of naysayers and dangers, but he must guard an abandoned egg, left to his care by the irresponsible Mayzie La Bird. Although Horton faces ridicule, danger, kidnapping and a trial, the intrepid Gertrude McFuzz never loses faith in him, the only one who recognises “his kind and his powerful heart”. Ultimately, the powers of friendship, loyalty, family and community are challenged and emerge triumphant in a story that makes you

laugh and cry. The enthusiastic cast is composed entirely of children and teens, ranging in age from six to 16. Seussical Jnr is a fast-paced show with catchy and contemporary musical numbers. Otamatea Repertory Theatre provides many theatrical opportunities for its youngsters. It runs two weeks of Youth Theatre every January and an annual singing event U ORT 2 be a Star, plus other youth drama opportunities. Many of the youngsters in the show are serious about performing and singing and participate in the Northland Performing Arts Festival later in the year.

Dargaville Citizens Advice Bureau offer advice on all manner of subjects, from the prosaic to the deeply personal. Now they can also offer legal advice thanks to two local law firms. Wendy Koloi, coordinator and information officer for the Dargaville CAB, says that people come to the centre for all manner of reasons, and sometimes the matters they wish to discuss touch on the intricacies of the law. That’s where two of Dargaville’s local law firms, Hammonds Law and Martin Law, come in. Lawyers with experience offer free legal clinics at the CAB fortnightly, providing a window on whether or not a situation should be brought before courts or mediators. “Citizens Advice Bureau deals with a diverse range of enquiries,” says Wendy. “We can help direct people to the appropriate services and give out a wide variety of information, including telephone numbers and contacts for local organisations. “CAB is a free and confidential service, and volunteers are all trained before they start working with clients.” Queries range from ways to amicably
settle disagreements between neighbours, through to ways to budget and plan a way clear of debt. The CAB staff has been called upon to help in circumstances as mundane as finding a new sports club to join for residents new to the area, through to helping people break free of abusive relationships and save their children from harm. The confidentiality of the service is one of the core reasons that the advice bureau has been trusted since opening in Dargaville 43 years ago. With so much information on hand, and ways to help, which people might not realise exist, Wendy and the team at Dargaville’s CAB say they would like to be more widely used by locals looking to solve their problems. Their offices on Hokianga Road are right next to the town hall and Anzac cinema. Bookings in advance are necessary to consult with the legal advisers in their fortnightly clinic.

It’s a name that can be found on a popular brand of wine to this day, no doubt having gone through many a commercial change in the 120 years since the Co-operative Wine-making Company was founded at Whakapirau.

‘In July, 1901 at Wakapirau (sic), on the opposite side (of the Arapaoa River of the Kaipara Harbour), Mr Heathcote Jackman had been ‘wine-making in a large way for a number of years’, according to an early newspaper report. History of the area shows Mr Jackman owned the land to the north of Whakapirau where he bought 1,000 acres for £2 per acre to become a pioneer grower of grapes and where ‘an Italian expert Romeo Bragato described his wine as equal, and very likely superior, to any wine imported into the country’. In the 1890s, Jackman planted eight acres of grapes, growing classic European varieties. To help his vines

grow, he advocated the use of bone dust, broadcast at the rate of three to five hundredweight an acre. According to local history, Jackman broke into the Ngati Whatua ossuary above the beach at Whakapirau containing victims of an earlier tribal conflict. He allegedly ground up the bones for his vineyard. Heathcote Jackman rose to some local prominence, representing Whakapirau Riding on Rodney and subsequently Otamatea County Councils, becoming chairman of Otamatea County from 1902–1913. He stood unsuccessfully for parliament. Today though, the wine is long gone from the harbour’s edge. ¢

Supporting the local economy doesn’t just mean patronising your conventional main street shops, though these are, of course, a vital part of keeping a small town vibrant and busy. There are many unorthodox facets of local commerce that keep a community strong, and recent years have seen a big resurgence in one of these, the old-fashioned farmer’s market. They’ve popped up in many of our local villages, with examples such as the Paparoa and Mangawhai events becoming regular attractors of crowds from far afield. Dargaville’s recent summer season of Friday markets by the riverside was also a great success, ticking many of the boxes which small-town development groups worldwide love about these kinds of gatherings. The markets, hosted by the Northern Wairoa Boating Club, provided a place for people to sell their crafts, fruit and vegetables, seedlings and creative wares, but also delivered a forum for social discussion.

Groups such as the Kaipara District Council, Anzac Theatre and Dargaville Community Development Board all came to share information. Such events also provide a platform for fundraising and recruitment for sports teams, volunteers like our firefighters, youth organisations like cadets and Scouts, and charitable movements like the Lions and Rotarians. Now, the Dargaville markets are moving indoors for the winter, taking a new angle to keep up the local support and stave off the effects of seasonal rain and early nights. Stalls will now be moved indoors to the boating club’s hall, while the kitchen will cook up burgers to feed patrons, and some live music will entertain. It’s a way to adapt to the changing conditions and still present a
market day experience, says organiser Roxanne Kelly. The first of these evening markets and burger nights will take place on
April 29, this Friday, and will encapsulate everything Dargaville people have come to appreciate about the outdoor market experience without the wind and rain. ¢

Dargaville’s great bake-off has been a success in more ways than one, with contestants engaging in friendly culinary competition and raising funds to fight cystic fibrosis. However, the finale of the five-week event is set to be a true celebration of community spirit, with the last big baking challenge set against a backdrop of publicity and recruitment for the clubs, groups and societies of Dargaville. Good Life Shop owners Helen Cairns and Drew Wardle have curated the baking contest through four rounds of scones, slices, muffins and cookies, culminating in the cake decorating faceoff on May 1 at the Northern Wairoa Boating Club from midday. They have also been overwhelmed by the enthusiasm shown by groups in the community who wish to invite and welcome new members, alongside local businesses keen to donate prizes for the cause. “As well as the prizes for the bakers themselves, we’ve added a charity auction and other events,” says Drew, citing big prize drop-ins by the likes of major supporters McKay’s 100% Electrical, Fosters Home Decorating and PGG Wrightson. “It’s going to be a major
event, and we hope, a great promotion for things to do here in Dargaville, supporting our community.” There’s a full afternoon of fun planned from noon until 4pm, with music, bouncy castles, a gingerbread person decorating contest for the children, and a huge charity auction including an entire full-grown bull, a winter’s supply of firewood and much more. The centrepiece of the day will be a bout of competitive baking between the four winners of the previous week’s rounds. Each will decorate a homemade cake with a Dargaville theme, and only the best will win. The clubs, teams and groups coming to share their experiences with the public span the spectrum from charity fundraisers and community facilitators to sporting teams and clubs for youngsters. For 2021, at least, ‘May Day’ will not be a shout for help, but a time when Dargaville businesses and groups come together to lend a helping hand. ¢

Dargaville’s RSA has a new face in the kitchen and a new message for diners seeking warming winter fare. Melissa Logan has returned to Dargaville after living and working in many locales, including a stint behind the cameras and controlled chaos of New York Fashion Week. Back in the rural heartland, she grew up enjoying, the skilled culinary collaborator is cooking up a new winter menu for the RSA while balancing this with her very successful mobile coffee business. “It’s all about being personable and friendly,” she says of the hospitality industry.
“People share their stories, we have a laugh, and of course, they’re there for a good coffee. At the RSA, I have plans to produce a menu of good, soulful comfort food. One of the major benefits of shopping local and supporting your main street retailers has always been the massive support these small business owners show for the clubs, societies and teams who make small-town life more fun. If one were to grasp for a textbook example of how this works, one more timely and all-inclusive could hardly be found than the festival of hobbies and community engagement activities which has built up around the Great Dargaville Bake-off, mentioned on our previous pages. Anzac Theatre cinema will be there looking for volunteers who love the medium of film, while their counterparts, the Dargaville Little Theatre, will be looking for actors and performers. There’ll be the chance to get involved with the Scouts, Lions, Circus Kumarani, Zumba, Floral Artists, 60s Up group, ballet, rugby, the Menz Shed and many more. Who organised this festival of opportunities, is hosting it and will
hand out thousands of dollars worth of prizes? It’s not the civic authorities, though this event happens with their definitive blessing. The work was put in at the grassroots level by Dargaville businesses. The Good Life Shop envisioned a baking contest, and the Northern Wairoa Boating Club put up their hand to donate their premises. Then came the wave of generosity from the town’s business community. Hardly a shop in the main street is missing from the list of contributors. Across the world today, there are modern Mother’s Day celebrations, based on the popular movement to give mums some recognition, founded in the US by Anna Jarvis in 1907. However, the tradition itself goes back much further, and there are startling similarities from antiquity that tie together different cultures in their respect for mothers and their role in the family. Perhaps it all starts with language. There’s a striking number of similar words for ‘mum’ in languages as varied as Swahili (Mazaa), Jewish (Muter) and Persian (Madr). Language experts think that this is because the ‘ma’ sound is the first one made by small babies. That because mothers encourage their children to vocalise, it has become associated with the most important thing in an infant’s world; the parent who traditionally, in times before gender equality and baby formula, was the one to feed them. Having a day just for mums was also a practice that predates
our modern era by some thousands of years. The Hindu faith has celebrated Durga Puja, the festival of the victory of the mother goddess over evil, since ancient times. Peruvian people celebrate their own mums at the same time as the goddess of fertility and earthquakes, Pachamama, who also has a name incorporating that ‘ma’ syllable, and existed well before the Spaniards invaded the Inca Empire. In Japan, there’s another strange parallel; their mother’s day is celebrated with the gift of carnations, a flower that was also once used to bless mothers halfway around the world and three thousand years ago. Like the Japanese, the ancient Greeks held the carnation flower sacred to motherhood and used it as a gift to mums during the festival of Rhea, the

Hope for farmers over exclusion by Andy Bryenton
There’s new hope for farmers battling the onset of new legislation, which they, and rural advocacy groups, are calling ‘unworkable and inaccurate’. The government’s controversial livestock exclusion policy of 2020 raised the ire of farmers due to what was seen as ‘wildly inaccurate’ mapping of zones in which fencing would become mandatory. Seeking to exclude livestock from waterways in ‘low slope’ areas, the government released a map on which to base new regulations. However, farmers were shocked to see low-intensity, very steep hill country included. Places where fencing would have to be undertaken by helicopter for a negligible amount of sheep a hectare. The contentious map showed that areas labelled ‘low slope’ increased from the 3.8 million hectares indicated in 2019 to 6 million hectares. Fencing these areas would cost $4.5 billion for the farming sector. However, recent moves by the government to accept industry-driven alternatives to their ‘hard targets’ on another issue, winter grazing, have been welcomed, with Beef + Lamb New Zealand saying the move provides hope for more workable options. “We’re not against the ‘why’: the intent of the rule is good, but we are concerned about the ‘how’,” says Beef+Lamb
