“The commissioners have made significant progress in addressing the council’s issues and improving its performance,” Ms Upston said. “When I visited the Kaipara district in February it was clear to me there is widespread support in the district, and they have made substantial progress

One hundred years on

Kaipara has marched in Anzac Day remembrance in numbers never seen before, to mark a century on from the war that was to end all wars. In towns and villages from the east coast to the west, the streets were filled as young joined hands with old in services where there was often standing room only. School and youth organistions played a leading role. “At the Kauri Museum parade and commemoration, estimates were between six and eight hundred people,” said Paparoa RSA parade marshal, Ralph Williams. “We have never before seen a turnout of so many.” The musem parade also saw the dedication of a new Armed Service Plinth,

marking a Matakohe cemetary resting place for the ashes of old soldiers. Fine weather saw huge numbers march in Maungaturoto and Dargaville and commemorations were held at many a local cenotaph elsewhere. In Dargaville, the RSA commemoration was almost overwhelmed by numbers. The Kaipara observance at Anzac was mirrored across New Zealand and across the world with the fine focus on Gallipoli where more than 10,000 New Zealanders and Australians stood together to honour the men who fell in Turkey a century ago. ¢

Commissioners terms extended “It is important that Kaipara has a strong, stable and transparent council providing the services Kaipara needs, at a cost ratepayers can afford,” said Ms Upston. Commission chair, John Robertson said following the announcement that council has made significant progress towards addressing historical issues, but there remains work to do. “It will be business as usual for us until October 2016 because, while the organisation has come a long way, there are still some tasks to complete,” he said. “We will continue to focus very strongly on the council’s financial position. Ambulance appeal Every day St John responds to over 1000 calls for help. Raising funds for 12 new ambulances is a top priority to provide communities with better emergency care.

p The annual St John ambulance appeal is on now

“St John is constantly looking for better ways of working and better ways to care for patients,” says St John New Zealand CEO, Peter Bradley. “We want to make sure that we are getting to patients faster and with the right care, first time. It is important to have the best equipment to help save lives.” “Our ambulances are the most well-known part of our business. They cost $165,000 to put on the road and another $50,000 to equip with lifesaving equipment, such as defibrillators, medications and oxygen. This is a lot of

money, which is why we need support and donations,” he says. “We deal with a huge range of incidents and everything we do is for the patient. In a typical year, in the Northern region, St John ambulance crews travel nearly seven million kilometres. “With one in 10 New Zealanders needing help each year, chances are you have a friend or relative who has needed St John in the past and chances are you will know someone in the future.” To donate to the annual appeal go to stjohnappeal.org.nz, any ASB Branch or text ‘ST JOHN’ to 336 to donate $3. ¢

Dargaville businesses dig deep

u by Ann Morgan

The St John charity shop in Kaiwaka recently moved to bright new premises on State Highway One and has been attracting a lot of new business.

p This Easter season saw an interesting contest take place around town. Those who shopped locally had the chance to put their names in the draw for a hamper of prizes, and the winner — recently drawn by the Dargaville Police from a huge number of entrants — was Mr Tony Brcich of Ruawai. Special thanks to B’Arch Wear, Blue 2 Dvd, Anzac theatre, Dargaville Honda, Dargaville Warrant and Repair Centre, Empire Liquor Centre, Farrand and Mason, Fosters Home Decorating, Godfrey’s Chainsaws and Mowers, Grant’s Gas and Plumbing, Jack Fannon Menswear, Laser Electrical, Matich’s Premiere Restaurant, Munns Flooring Xtra, Raan A Haan Thai Aroi Dee, Randell’s Suzuki, Ray White Jean Johnson Realty, RN Nails, Snazzi Gifts and Vege Stop Plus for getting in on the fun. Congratulations Mr Brcich on taking home prizes from all these generous stores.

p Mrs O’Leary and staff outside the new premises of the St John shop in Kaiwaka

Milly O’leary opened the original store in October 2010 when her and husband Ray moved to Kaiwaka from Rotorua. “Our son had bronchial asthma and died nine years ago,” said Mrs O’Leary. “We used the ambulance service a lot for him and I didn’t want to sit here doing nothing, so I opened the shop to help raise funds for them.” For her efforts she has received a Yellow Rose award by the Zonta club three years ago and in November she will travel to Wellington where she will be made a Member of the Order of St John by the Governor-General, Sir Jerry Mateparae. There are nine staff helping in the store and she says it is a team effort

and regards the awards as being for a team effort. “Moving to the new shop has made a big difference. We keep the shop well presented and now we have a lot more customers stopping on the way through town. “My husband Ray puts up with me being at the shop all the time. I couldn’t do it without his support. He personally suffers emphysema but he helps where and when he can. “I would like to thank the community for supporting us tremendously and we look forward to their continued support.” The new shop is next to the Spice Lounge on State Highway 1 and is open Monday to Friday, 9am til 4pm and Saturday 9.30am til 1.30 pm. ¢

Chair of Commissioners

Setting rates and allocating Council expenditure Council is about to set and allocate your rates to various activities. For the year ending 30 June 2016, we expect to receive income from “general rates” of approximately $20 million. On top of this we expect to raise approximately $8 million from “targeted rates”, being rates that fund wastewater and water supplies to those connected. Final decisions on rating levels and Council expenditure for the next year will be made in a Council meeting on 30 June. In the meantime, Council is considering the recent feedback received on its draft Long Term Plan. From community feedback, a number of matters stand out. There are some tough issues that the Commissioners will need to decide on. They include: Targeted forestry rate Council has proposed introducing a special extra targeted rate on forestry properties for the next six years. The proceeds from the rate would all be applied to the roads that will experience damage from logging trucks as harvesting takes place over this period. The community is divided on this matter, with forest property owners strongly opposed to such a rate, and some residents strongly in favour. Road maintenance A number of those providing feedback expressed concern over the standard of our unsealed roads. Some people are calling for more sealing to be done. To seal or lift the standards of our roads is expensive. Almost 50% of general rates are applied to our roads — so almost $10 million over the next year. To raise the standards, or to seal more, we would need to increase general rates significantly more than the 2.32 % we are proposing, and we would need the Government agency, NZTA, contribution to our roads to increase also. NZTA has no plans to increase our funding, and will not fund new sealing. If we were to develop new sealed roads ourselves, our budgets would blow out — the cost is approximately $400,000 per

kilometre. To put this into context, if we were to seal just 10 more kilometres of road in the District, this would cost each ratepayer on average an additional $280, or a 20% increase in the average rates. We need to make our expenditure on roads stretch further. To do this, we need to improve performance. That is a key goal for our Chief Executive. Community grants There are numerous requests put in front of Council for grants to be made to community projects. Given the financial state of the Kaipara District Council following the blow out in the Mangawhai Wastewater plant project, the Commissioners have had to keep a tight rein on expenditure, including grants to community organisations. In Kaipara, community organisations have been understanding and have found other ways to fund their community projects. We appreciate this. However, the pressure is growing on the Council to increase funding to community projects. Legal costs There is one cost that we wish we could bring an end to — it is the cost of defending the Council against the challenges being made by the Executive of the Mangawhai Ratepayers and Residents Association. The Association failed in its case against the Council in the High Court. It has now appealed the decision to the Court of Appeal. The legal costs incurred over the past two years to the Council from this action amount to almost $1 million. It is hard to fathom why a ratepayer association would continue to force such costs onto the people that it claims to represent — the ratepayers. The Commissioners have urged the Association to withdraw from the Courts, so far to no avail.

There were 29 nominees and the Service to Sport award went to Jennie Reynolds who is dedicated to supporting local sport in various roles and many other community groups. Her driving force is keeping children playing locally. The other award winners were Junior Sportsperson of the Year — Georgia Brierly, Senior Sportsperson of the Year — Matt Moulds and the Greg McRae Memorial Award went to Holly Anderson. “This year for the first time we had three members from one family nominated for awards, Brenda, Gareth

and Hamish Ferguson. Their parents Bruce and Lindell are also very involved with sports and other community groups,” said association manager Cheryl Anderson. “It was a great evening and MC John Markby from MoreFM added a personal touch interviewing three of the nominees asking why they were nominated and what they liked about living in Kaiwaka. Local singers Tasha Perrett and Jasmine Samson did a great job entertaining those who attended.” Photos from the event are posted on kaiwakasports.co.nz. ¢

p Circus Kumarani celebrate Matariki at last years fire show

Managing director of Kumarani Productions Jenny Huriwai says the group is planning a larger collaborative community celebration for Maori New Year at Selwyn Park in Dargaville to be held from 3pm on June 21. “We are inviting organisations to promote their services with an activity related to Matariki or having a fundraising stall.” The event will have free entry with food available to purchase and a stage open for individuals and groups to showcase their talents.

Circus Kumarani will hold a fire show at 6pm. “The whole event aims to raise awareness around Matariki and bring the community together. We feel Matariki is very relevant and a positive thing to celebrate,” Jenny says. “Any suggestions or donations to help are welcome.” They are extending the invitation to businesses to get on board with window displays throughout the month. When all around were calling for war

u by Ayla Miller

u by Ayla Miller

A different side of Dargaville history will be told through a play set in the years of the First World War, focussing on the subject of conscientious objection when the nation was calling for war.

p Set designer Anna Pendred and writer Sheri O’Neill with the miniature model set for Everybody’s Reading Room

By the theatre group, Platform Thirteen, the play Everybody’s Reading Room has been written by Sheri O’Neill and directed by Alister Williams. It is set between 1915 and 1919 and tells the story of a Dargaville draper who, as a conscientious objector, became the first civilian prosecuted under New Zealand’s 1916 Military Service Act. “It is intended to engage local people with the history of their area and its people at the time of the WW1 centenary,” says Sheri. The play is inspired by true characters and events that make up local history.

“It was the beginning of New Zealand’s peace movement. The show is based on facts but largely fictionalised. “It is about doing the right thing as sometimes it is too easy to justify war.” Recommended for audiences over 13 years, the play opens in Dargaville on May 30, followed by seasons at Maungaturoto and Whangarei. “We have a wonderful cast and we are delighted to be using the Dargaville Little Theatre.” Maungaturoto and Dargaville bookings can be made through Eventfinda and Whangarei bookings through Ticketek. ¢

Welcome to Mangawhai A taste of America

School visit for kiwis

u by Ayla Miller

u by Ann Morgan

Liz Hutchin of Dizzy Lizzy is not one for standing still. Her passion for getting out of her comfort zone has led her down many different paths, and most recently to start her own milk bar in Mangawhai.

Mangawhai beach school pupils had kiwi birds come to visit. Organised by the Marunui conservation group, three kiwis met the children with DOC handlers, giving some the opportunity to get up close and personal.

She started with a hot doughnut business at the Otara markets and expanded to Silverdale before shifting to Mangawhai in December with her husband and three children, searching for a more peaceful lifestyle after losing her mother to breast cancer. “I really love dealing with people and I wanted to create something for all age groups and a place that would bring everyone together,” said Liz. “I wanted to do something different, something that I p 1950s decor and Americana-inspired fare at Dizzy Lizzy’s would really enjoy. Everyone loves Rock’n’Roll music so we decided couples holding hands.” They offer customers a true diner experience, to go with the American diner style. serving authentic Italian gelato along “I’m really proud of what we have achieved. I see dads coming in, having with an extensive range of cakes and a date with their daughters and old hot food. “I wanted to bring back old fashioned values of people being kind to each other. Mums can come in and MARKIR DRAINAGE have a coffee and the kids can get LTD hot dogs.” ¢

“It was an invaluable experience for our students because they are the ones who are going to look after the kiwi in the future. Some students got to touch the big healthy birds, they were so beautiful. The children sang a waiata and made the occasion extra special,” said deputy principal Paula Bygrave. “We felt very lucky to be able to see them and were thankful the weather stayed fine as kiwis cannot be handled in wet weather as their feathers get damaged. DOC taught about the iconic

bird and it’s care, the environment, predators and to keep away their main killers, dogs.” A survey was taken to name a pair of their new feathered friends and the vote across the school was Fern and Oscar. “Eight students accompanied the birds which were blessed by a local kaumatua before being released at the Brynderwyn foothills to join a colony including Speckle and Aroha, another pair the school have named in the past. They have now had offspring which makes it even more exciting.” ¢

Welcome to Mangawhai Students lay wreaths

New owners for historic icon u by Andy Bryenton

During pioneering times, the trip from the Albertland Settlements and the Bream Bay coast to Auckland was no simple matter of putting the pedal to the floor.

p Students at Mangawhai Beach School gathered at their flagpole with each class laying a specially made wreath of remembrance for Anzac. Teacher Lance Coker led the school in their karakia. The last post played and the school sang Mangawhai E, their school song. Acting principal Martin Hett taught the pupils why the celebrations are held, with one student reading The Ode. The Rouse played for the raising of the flag and they also sang the national anthem.

p The Mangawhai Tavern is set for a new lease of life, as new owners embark on a refit campaign

The Mangawhai Tavern was built during these early years to serve the thirsty sailors and lumbermen who milled Kauri in the bush-clad hills. Its colourful history is kept alive today by a new generation of owners, who have their own deep family ties to this grand old building by the bay. Rick Smith is one of those new owners, and he’s proud to say that his grandfather was once the publican here in the 1930s. Rick — along with his cousin Angie and a small group of other motivated investors — has a vision for the iconic tavern, and local enthusiasm is high as his team being a process of restoration and refurbishment. Patrons will soon see a whole new side of the Mangawhai Tavern, as its special place in local history is celebrated. A new al fresco dining area will showcase a range of dishes using fresh local ingredients, all with a view across the water. But there is good

news as well for fans of the legendary live concerts which former tavern owner Gillian Houser made famous. With the son of one of the owners playing in hot Kiwi band Six60 the Mangawhai Tavern team have a finger on the pulse of the music scene, with big bands headlining here in the future. Another new addition is tavern manager Fred, freshly acquired from the Imperial in Thames. His first hand knowledge of running a true historic Kiwi pub will be a big asset as he takes over the day-to-day operation of this waterfront hostelry. In a very real way the town of Mangawhai accreted around the old original tavern — the hub of the colonial kauri trade between land and sea. Today, if Rick and his colleagues have their way, this grand old icon of early New Zealand will once again take pride of place as the heart of the popular seaside town. ¢

Healthy business growth

Combining for a one stop shop

u Andy Bryenton

Two well established local businesses are combining to make a one stop shop for farmers.

From small beginnings in 1998, physiotherapist Lyndsey Bargh has built a thriving practice, now spanning three Kaipara towns. “We have helped so many patients over the years,” says the respected local medical professional. “And we’re fully booked all the time, so I know we’re making a difference.” A close relationship with other health care providers, such as Dargaville’s Kauri Coast Rest Home and Hospital, and the doctors at our local medical centre, has seen this business progress to the stage where it’s a big stretch for one qualified physiotherapist alone. With clinics operating across the region — and dealing with a range of injuries sometimes not seen in the big city

— Lyndsey is in need of a keen physio to come aboard and help out. This search has proven complicated, for though over 200 physiotherapists graduate each year, many go overseas to work. The outdoor lifestyle and natural beauty of the Kaipara may prove the lure which attracts new talent to join this thriving business. ¢

Kaipara Agri Centre is under the ownership of Primehort Distributors from the beginning of this month, and newly appointed manager Viv Flett says it will be business as usual. Owner Graeme Lawrence has a lifetime of experience with mechanics, starting out as an apprentice at Ruawai Garage Ltd in 1962. After some time in the army he returned to Dargaville where he has owned a number of mechanical businesses. Since setting up business as Graeme Lawrence Machinery in 1974 and more recently as Kaipara Agri Ltd, he has decided it is time to hand over the reins. “I would like to thank all my customers for their many years of support and wish them well for the future,” he says.

Viv has been in the parts and machinery game for around 20 years and with a farming background, has a firm grasp on what farmers require. “We are pleased we can satisfy every farmers need from sprays to machinery and hydraulic hoses,” says Viv. Chief mechanic John Withey, or the ‘hose doctor’ as he likes to be known, brings with him a wealth of knowledge, combined with a passion for providing outstanding service to customers. “The on-farm service means we get the farmer in their own environment making it easier for them to determine what is needed,” he says. Ready to take on the world u by Andy Bryenton

Ford’s world car philosophy has seen a range of important milestones for the brand, with a cabinet full of awards garnered by the likes of the peppy Fiesta ST, the dominant Ranger utility and the world’s best-selling car, the Ford Focus. But it’s no overstatement to say that the all new 2015 Mondeo is perhaps the most important of them all — Ford’s flagship medium-sized car which challenges for supremacy in a tough sector of the market. Looking at the latest Mondeo, it’s clear that this is a departure from the relatively conservative lines of previous generations. Long, low and athletic, with a bold chrome grille and musclecar styling accenting the bonnet, the new Mondeo wears its European design origins with pride. Gone is the image of the sensible and practical fleet car, replaced by a machine with more presence, even standing still. Attention to detail makes all the difference, with even the door handles, the chromed

strip surrounding the windows and the underlit wing mirrors speaking volumes about the amount of thought Ford designers have lavished on their new creation. It’s the same inside, with a racing-inspired twin dial cluster offsetting a big 8-inch touch-screen control unit in the centre console. And while comfort is the key to the interior of the Mondeo — including voice control for everything from the interior temperature to your choice of music — it’s the improved ride, handling and power of this car which set it apart from others in its class. At the heart of the Mondeo’s nicely balanced performance is the combination of a new electrically assisted steering system and the 2.0 litre Ecoboost engine, which

puts together independent variable valve timing, turbocharging and direct fuel injection to deliver more power from less gas — and from a smaller, lighter powerplant. It all comes together to create a car which seems built to devour long distances, its advanced systems working behind the scenes to smooth out the bumps, cancel out noise and create the kind of in-cabin environment which was

once the preserve of luxury GT models. Many Ford fans have worried that the end of the Falcon XR6 would leave a gap in the Blue Oval’s stable for a long-range cruiser roomy enough for family comfort. This long-awaited replacement to one of their most successful cars proves that such a gap will not exist — and that a sensible choice for fuel economy and practicality can still look and feel like a real drivers’ car. ¢

A timely safety reminder

Prizes keep rolling out

u by Andy Bryenton

Recent changes to the way in which warrants of fitness are issued for New Zealand vehicles mean that a little extra care should be taken this autumn to ensure a safer winter on the roads. With vehicles manufactured in the early 2000s now exempt from biannual warrants, concern exists among some automotive professionals that problems may be lurking unseen, ready to strike when the weather turns cold and the roads become more treacherous. After all, they opine — some cars from the 1950s and 60s are immaculately restored by enthusiasts, yet require a safety check every six months. While some vehicles from 2001 have had a tough 14 years of life, with wear and tear grinding them down. They may now only need to be checked every year. This would be an acceptable situation if every car owner was technically savvy enough to decipher all the messages coming back through the ride, feel and sound of their car, perhaps. But the old kiwi attitude of ‘she’ll be right’, coupled with the complexity of modern autos and the brutal condition of many of our roads combine to make some issues hard to spot. Other folks — and you can ask an WOF issuer about this one — simply

ignore clear signs like bald tyres, knocking sounds, lurching suspension and busted lights. Coming in to winter, our local auto professionals offer a range of tests designed to keep you safe, and to give your car a check up before winter hits. Many of these services are free, and take little time. A battery test can make sure you don’t get stuck on a frosty morning, or without lights on a rainy night. A tyre safety check can determine not just how much grip you’ll have in the wet, but whether your suspension and shocks are in good order too. Fluids such as transmission and brake fluid, oil and diesel can be tested to give your car or bike a clean bill of health. The old adage is true — a WOF is a snapshot of a vehicle’s health on the day it goes in for testing. Six months down the track or more — it makes sense to take the time and ensure your family’s safety, especially as many of these checks can be performed free of charge locally. ¢

WINTER IS COMING...

ARE YOUR TYRES UP TO THE CHALLENGE?

THE PROBLEM

Tyre saftey is often neglected in New Zealand and our roads are unforgiving. Often dangerous tyre wear is not detected between WOF’s • 43% of vehicles have under-inflated tyres • 11% of vehicles have over-inflated tyres • 4% of vehicles have under-legal tyres • 65% of vehicles are needing tyre rotations

Gas & Tyre

THE SOLUTION

Come in during May for a FREE tyre safety check. We’ll look for tread wear, uneven wear, damage, cracks and often offer advice on choosing the RIGHT tyres when its time to replace your rubber.
