Mayor Jason Smith points to the Kaipara Kick Start project and its associated harbour transport study and wharf update “as key strategic direction” for the district with plans making progress, feasibility studies underway and plans out for consultation in the community. Kaipara District Council received $20 million from the PGF to boost district development, with some $4 million earmarked for capital works on harbour facilities. Roading and the Kaipara Kai food production research project were also funded. Council has a Dargaville wharf upgrade underway and has called for online submissions because of the Covid-19 lockdown for a possible Pahi wharf upgrade and plans for wharf developments at Pouto Point. “We are unable to continue planned community meetings under lockdown, so we are seeking feedback through an online survey,” Dr Smith said. “The survey and consultation document are under the Kaipara Kickstart section of the KDC website.” “Meanwhile, we will see over the coming week how level three will roll out with some businesses able to open for commerce with safeguards compliant with government guidelines. “Schools are able to reopen, and we shall see how this develops this week. “However, level three will feel pretty much the same as level four, with people
still staying at home and everyone, keeping distances. We will still have no events happening.” The Northland Regional Council is now turning its attention to how the level three status will impact its operations, with chair and Kaipara constituency councillor, Penny Smart, saying crucial functions had continued throughout the pandemic, including environmental monitoring deemed critical to ensuring the health and wellbeing of Northland communities and supporting critical civil defence work. “Civil emergency management is cofunded and staffed by all four councils, and team members have been liaising with regional stakeholders, emergency services, Northland DHB, key suppliers of food and water, volunteer groups, national agencies, iwi and the National Emergency Management Agency,” Ms Smart said. Northland Civil Defence staff has been working from a range of locations with: • Making sure support is available to assist communities like ensuring vulnerable people have access to food, water, medicines and other essentials • Assisting to ensure critical infrastructure like telecommunications, electricity, fuel supply, food distribution are maintained and kept running • Coordinating information flows to and from the national response and helping to ensure an accurate

A legacy remains Wearing her mother’s Royal Canadian Air Force medals, Margaret Bishop, a support adviser for the Northern Wairoa RSA, recalls her dad, the late Private Harry Baycroft and his stories every year at Anzac. “Harry, a second world war veteran from the Princess Patricia Canadian Light Infantry, was wounded in action, fighting that we should live in freedom,” says Margaret. “After making his home in New Zealand, he gave many years of service for veterans. I am proud of this man, my father, my friend, a community stalwart. Anzac Day is for remembering those who served and died during the wars. That may be a wonderful English chap walking in his garden or a lady tending her roses. They secured our freedom. Some people never returned home, and here we are in lockdown, how lucky are we. This year people around the country have come up with various ways to teach children the importance and meaning of Anzac Day. This sidewalk display combines various soft toys and books as a way to show how different cultures have come together in unity and encourages building quality friendships. Laurence Binyon’s poem For the Fallen has been placed in the centre of the wreath of red poppies to show the importance of the soldiers. The flowers are traditionally worn on and around Anzac Day as a mark of respect to those who died while serving their country in war. The poppies’ origins were from the early 20th century when red or Flanders poppies bloomed on and around the graves of soldiers in France and Belgium. The flowers continue to serve as a reminder across the world every year.

Business is coming back online as the Covid-19 level of selfisolation drops. Moreover, how best to inject fresh life into our local economy? Make no mistake; this is the opportunity to either vote with your wallet for prosperity or recession. Several statistics back up the fact that small local businesses are the ones who drive small town economic growth, alongside the big movers of the rural New Zealand economy, our farmers. A US study showed that small local businesses hire twice the amount of staff for the same amount of revenue as Amazon, the mail-order giant, and also pay more local rates and taxes to fund utilities. A less obvious knock-on is social involvement. Towns with a bustling main street have higher involvement in local democracy, less petty crime and, tellingly, less income inequality. Lessons from the 1930s show that depressions occur when everyone panics and ‘tightens their belts’ at once and that what stops a downturn is renewed consumer confidence. The biggest firms in the US today, Coca Cola and Ford, for example, doubled down on advertising in the great depression and ended up eliminating 80 per cent of their rivals each. Local spending helps keep and create jobs, bolsters business confidence and room to move, and keeps money from leaving the country
in the hands of foreign multinationals. This is an even more tricky equation seeing as most of our retail banks are Australian. Hoarding your cash for a small interest dividend offshore helps rebuild our neighbouring country after Covid-19, but may force businesses here to borrow more from the selfsame banks, thus enriching Sydney at the cost of Dargaville. It’s important to remember that, right now, the vote for local prosperity or poverty is in your wallet. Neoliberal economics opines that only big corporations ‘create wealth’, but this model omits the most important part of the supply and demand cycle. You. The customer. Buy something local today, make your dollar go further, and invest in where you live!
Fire brigades praise patience Local fire brigades are in full support of their nationwide chief, Rhys Jones, who has welcomed the news of the transition from level four to level three with a message of praise to responsible citizens who have observed a blanket fire ban and in-home fire safety during the Covid-19 emergency. “We are proud of the way our people have adjusted to working under Covid-19 while continuing to focus on keeping themselves safe in order to care for and serve their communities during this difficult time,” said Jones, Fire and Emergency New Zealand’s top executive and spokesperson for volunteer brigades in the Kaipara. They, like Chief Jones, have implemented special precautions to keep firefighters safe from coronavirus, and many of the fire ban and extra safety measures adopted have been there not just to protect the public, but to stop the risk of exposure for volunteer crews, who also attend emergencies such as traffic accidents. Level three brings a similar challenge. “Fire stations will remain restricted to critical personnel and firefighters will be wearing PPE when they turn up to a call where patients are showing symptoms of Covid-19,” says Fire and Emergency NZ. “We ask that you continue to hold off those non-essential outdoor fires so that

Even if the fire is under control, the smoke often results in 111 calls, which mean our firefighters need to deal with an avoidable call and risk exposure to Covid-19. Please be patient and wait until it is safe.” The call is also out from local firefighters to be aware of fire safety in your expanded ‘bubble’ as the level shifts to three. Their top four tips are check that all your home’s fire alarms and smoke detectors work, have an emergency exit plan for everyone in your ‘bubble’ to get out if a fire starts, never leave cooking food unattended, and with so many people at home at once, make sure not to overload multi-plug adaptors on power outlets charging all those phones and devices. “Thank you, New Zealand for doing your bit to keep us all safe!” say our firefighters. “We are all in this together.”

INFORMATION AND UPDATES FROM PENNY SMART NORTHLAND REGIONAL COUNCIL COUNCILLOR FOR KAIPARA WARD Congratulations to everyone in Kaipara who have abided by the Level Four Covid19 restrictions. It is a testament to all New Zealanders resilience that we are edging closer to Covid19 eradication. Moving to Level Three is a really positive step in this process, it will still be somewhat restrictive so please keep up the great work regarding the new rules and keep yourselves and others safe. NORTHLAND REGIONAL COUNCIL
All Regional council staff are working (both actively and behind the scenes) within the confines imposed by the pandemic as are the council’s elected representatives. NRC Councillors had one week of postponed meetings, since then have been using technology to continue working to support the NRC covid19 response and continue with business as usual. Personally, I am enjoying working from home. I am just as busy as I was prior to the lockdown and I am becoming very familiar with the use of video conferencing to Chair council meetings and workshops. NRC now has the capability to livestream our monthly formal and subcommittee meetings via facebook. Look out for the agendas as they are posted on the NRC webpage or advertised in the papers

GREAT WORK BY OUR CIVIL DEFENCE EMERGENCY TEAM
The NRC staff transmission to working remotely went very smoothly and there is definite opportunity and food for thought as to how and what the workplace will look like going forward.NRC has all but a handful of staff working remotely. Those left in the NRC building are our Civil Defence Emergency Management (CDEM) staff and intermittently some hydrology staff that need to use the laboratory hardware. The council’s critical functions have continued despite the pandemic, including environmental monitoring ensuring the health and wellbeing of Northland communities, maritime navigational safety, flood and drought monitoring. Water quality monitoring has been stepped up in some areas to enable the effects of the ongoing drought to be assessed and used in post drought reviews.
It is certainly nice to see the countryside greening up and while the weather has been great for Autumn dairy farmers and kumara farmers, the drought has taken a toll on all of us in Kaipara. We are now in what’s called a green drought, where there has been some rain, but we still have a soil moisture deficit depth of 80-100mls (rainfall equivalent). Please continue to follow level four water use guidelines. That is using household municipal water for food and personal hygiene only. We are looking forward to our normal if not increased winter rainfall in the next few months. There is still a total fire ban in the Kaipara District, conditions are still very dry despite a green tinge in paddocks and on sidewalks. Please keep our emergency services safe by following the rules.
DECISIONS ON RATES
If we reduce rates, we put vital services, jobs and our economy at risk. This balancing act is a challenge all councils face. We are collectively looking at funding options with the central government, so we can keep growing our district and serving our communities. It should also be noted that we are bound by legislation and cannot simply waive rates that have already been adopted through a statutory process. We know some people are struggling financially and we will do our very best to deliver personalised relief. Kaipara District Council collects NRC rates on our behalf. If you would like to talk to someone about rates relief please get in touch with Kaipara District council on 0800 727 059. It is too early to accurately forecast the impact an economic downturn will have on Council finances. This is uncharted territory, and the situation is changing all the time. A lot will depend on when the lockdown ends, how long strict border controls are in place and the speed of the global economic recovery.

Kaipara back in the game For many of us, engaging in sports is more than just exercise; it’s vital for good mental health, and a way to socialise with friends as well. Both the prime minister and the Minister of Sports Grant Robertson agree that level three of coronavirus safety allows for a wider scope of non-contact recreation, and the ability to train towards a re-engagement at a club and team level. “At level three, we want people to stay in their bubbles still. I know a number of our professional athletes are training hard inside their own bubble,” said Mr Robertson. “When it comes to level two, there is further work to do there as to what might be possible in terms of particularly contact sport at a professional level. That requires conversations with health officials and sports clubs.” Right now, that means a wider range of exercise and sports options here in the Kaipara. Paddleboarding, kayaking and surfing are back on, all popular coastal pursuits. Motor and sail craft are still off-limits. Team sports are not possible, but training within your ‘bubble’ is encouraged. Fields and parks are open for play, but children’s playgrounds and skate bowls are not. As Golf NZ says, the sport lends itself well to Covid-19 safety, as it is played outdoors with large distances between competitors.

Refuse transfer stations operated by Kaipara Refuse and Northland Waste will open their gates on Tuesday, April 28, but with social distancing measures in place. Hakaru transfer station has indicated that they will only allow two people each vehicle and that only two vehicles may offload at any one time, on a one in, one out basis. They’re accepting green waste, scrap metal and glass, but advise customers to anticipate EFTPOS payments and to please respect the two-metre social distancing rule. It’s a similar story from Wednesday onward at Dargaville’s busy transfer station, operated by Kaipara Refuse. To keep staff safe, social distancing
will once again be the rule, with citizens able to clear some of their stored backlog of general waste and green waste, which has built up in many places due to the ongoing fire ban. A two vehicle limit is also in place, with the reminder that it’s essential businesses and services first. The joint message from both of our major waste transfer and recycling providers is one that we’ve come to know well during this coronavirus crisis: “The necessary changes to our operations may make things take a little longer, but be patient and kind to each other, and we’ll get the job done. Your safety, and that of our staff, is of paramount priority.”

COVID-19 Level 3 The Golden Rules for life at Alert Level 3
1. Stay home. If you are not at work, school, exercising or getting essentials then you must be at home, the same as at level 4. 2. Work and learn from home if you can. We still want the vast majority of people working from home, and children and young people learning from home. At risk students and staff should also stay at home, and they will be supported to do so. Early learning centres and schools will physically be open for up to Year 10 for families that need them. 3. Make your business covid-19 safe. Covid-19 has spread in workplaces, so the quid pro quo of being able to open is doing it in a way that doesn’t spread the virus. 4. Stay regional. You can exercise at parks or beaches within your region, but the closer to home the better. Activities must be safe – keep 2 metres away from anybody not in your bubble. Make minimal trips. 5. Keep your bubble as small as possible. If you need to, you can expand your bubble a small amount to bring in close family, isolated people or caregivers. 6. Wash your hands often with soap. Then dry them. Cough and sneeze into your elbow. 7. If you are sick, stay at home and quickly seek advice from your GP or Healthline about getting a test. There is no stigma to COVID-19. We will only be successful if everyone is willing to play their part in finding it wherever it is.
The Golden Rules for businesses at Alert Level 3
1. If your business requires close physical contact it can’t operate. 2. Your staff should work from home if they can. 3. Customers cannot come onto your premises. Unless you are a supermarket, dairy, petrol station, pharmacy or permitted health service. 4. Your business must be contactless. Your customers can pay online, over the phone or in a contactless way. Delivery or pick-up must also be contactless. 5. Basic hygiene measures must be maintained. Physical distancing, hand washing and regularly cleaning surfaces. Workers must stay home if they are sick. 6. If you used PPE in your business before COVID-19, then keep using it in the same way. If you didn’t use PPE in your business before COVID-19, you don’t need it now. This is advice for retailers, manufacturers and the service industries. Different advice applies to essential healthcare workers, border agencies, courts and tribunal staff, first responders and corrections staff. Visit health.govt.nz for more advice 7. In 2019 Council was granted around $20 million of Provincial Growth Funding to fund Kaipara Kickstart, an umbrella project to stimulate the Kaipara district. The Kaipara Wharves project includes investigating the future potential of building a
wharf network on Kaipara Harbour and $4.0 million of capital works. Council meeting will confirm relief package and 2020-2021 Annual Plan Elected Members from Kaipara District Council will make decisions relating to their response to Covid-19 at their upcoming meeting on 29 April. That means it’s definitely time to book in for long overdue servicing and WOF repairs, as the police amnesty for lapsed warrants is also drawing to a close.

Local auto mechanic Daniel Parkinson of Dargaville says that, like many of those in his trade, he has worked out procedures to enable safe personal distancing while still being able to serve his clients at level three. He agrees that there will likely be a backlog of warrant based work, as well as necessary seasonal maintenance along with the shift from strict level four self-isolation to a more vehicle-intensive level three, but says that booking in advance will enable the smoothest transition for drivers and auto professionals alike. This sentiment is doubled when talking to rural bike, quad and off-road vehicle experts, who will be working hard to support the vital rural industry. Police have used their discretion to provide some relief to those who have been unable to book their WOF checks during the lockdown, but as we move to a more permissive level having a full WOF and Rego will once again become mandatory. Our local law enforcers will still be advised to be pragmatic, however, considering the waiting times predicted. Having a confirmed booking for the near future might be a good idea. All power to the engine room Here’s something to remember when, in years to come, the grandkids ask you what happened during the ‘Great Coronavirus Attack of 2020’. When so many businesses were forced to shut down, and while other nations experienced shortages and conflict in the supermarket aisles, our farmers made sure we had three meals a day. Moreover, by producing an estimated 300 million servings of food a day, that’s enough to keep 100 million adults wellfed, they were setting up the economy for a solid return. While tourism, our other mega-industry, was inevitably dealt a hammer blow by a disease that has shut down airports and limited movement, farming powered through. In some regions, the agricultural industry is so pervasive that more than 70 per cent of workers were deemed essential, from vets to truck drivers to tractor drivers and ground spreaders. Those numbers are bolstered by 5,500 migrant workers a year — jobs, which will now have to be filled by Kiwis. In March 2020, just before the crisis peaked with lockdown, the government announced that dairy is worth approximately $19 billion a year. Our other farms, producing beef, lamb, vegetable crops, fruits, and then the secondary producers who furnish us with some of the world’s best wines and cheeses, for example, have also worked through to ensure that not only that we can eat well with the borders shut, but additionally, that those billions keep flowing. Effectively, farming is putting its shoulder to the wheel to push all the other sectors of the economy, shut down by Covid-19, out of the mud. It’s easy to say ‘thanks’ to a local farmer, and by all means, if you get the

Kaipara District Council accepted a request for a private plan change to the operative Kaipara District Plan 2013 (the District Plan) made by Mangawhai Central Limited under Schedule 1 to the Resource Management Act 1991.
