Mangawhai rates review rejected u by Paul Campbell
The Court of Appeal has ruled that more than $14 million in Northland Regional Council rates set for Kaipara between 2011 and 2016 are valid, overturning a lower court decision that invalidated rates set between 2011 and 2016.
“We are having all the work done by local tradesmen and these are being arranged in terms of their ongoing work commitments. The project is definitely coming to fruition.” The venture is under the umbrella of the newly formed Paparoa Village Health Care Ltd, a partnership of the medical society and Coast to Coast Health Care Ltd, which will equally share ownership. “With all the work, we are pretty much in the budget ballpark,” said Mr Taylor. “It is a large project for the medical society and for (wider) Paparoa, but the outcome will be a facility that will serve the Paparoa community for many years to come and offer possibilities for further development. “We see a social services and community hub with plenty of off-road parking, and parklike grounds developing a as a great community space.” ¢

by the regional council — the decision allows the regional council’s appeals against the earlier High Court findings and provides much-needed clarity for ratepayers and councils all over New Zealand.” He said the case had implications for local authorities nationally and at its heart was the NRC use of Kaipara District Council to collect rates on its behalf. The judgement refers to collaborative arrangements for rate collection as having ‘the laudable aims of minimising cost and increasing efficiencies as required of the Regional Council by the local Government Act’. “Today’s decision means we can continue with the efficient administration of rates through use of shared service arrangements, providing value for money for our shared ratepayer base,” Mr Shepherd said.

As work gets underway, containers have been provided for the storage of library books as well as for the files and equipment from the now closed medical facility. Paparoa Medical Society chair, Graham Taylor, noted that the former clinic was located in a 100km/h area, while the planned new centre will be within the 50km/h town limit. “A project manager, Trigg Construction from Whangarei, has been appointed to the new site, which requires extensive work to renovate the two storey complex to code and a level five fire rating, as we will have rented accommodation on the second floor,” he said. “The time frame is a little dependent on the work that is required; as we have to check wiring and alterations to be compliant. Converting an existing building to cover modern regulations for public use is very challenging and the society has taken time to ensure it is fully conversant with those requirements.

The High Court in Whangarei made the invalid ruling last year, but did not order a refund. An application for judicial review was filed by the Mangawhai Ratepayers and Residents’ Association, its chairman, Bruce Rogan, and his wife, Heather. Last week’s Court of Appeal decision followed an NRC appeal against the High Court decision quashing several years of its rates in the Kaipara district and an earlier related decision by the High Court; which found issues with the rating practices — how council set due dates for the payment of rates and its arrangements for rate collection within the Kaipara district. NRC chairman, Bill Shepherd, says the council “will need to examine the latest finding in more detail over the next week or two. “However, essentially — while confirming some technical breaches

Belgian tourists, Angie Stock and her partner Nick, had a bumpy start to their dream trip around New Zealand and wrote home to a Dutch magazine detailing how Kaipara hospitality got them back on track.
u by Ayla Miller
The first challenge started when their van became stuck in the sand on 90 Mile Beach, however, they were rescued by a local who towed them out after they spent the night on the beach. The next bump came when they almost ran out of petrol after visiting the Waipoua Forest. Again they were taken in by locals at the Kaihu Tavern and offered a place to stay. “By meeting the locals and having a drink, our adventure was back on track. We were offered a place to stay and didn’t have to worry about our empty gas tank,” Angie wrote. “With a beer in our hand we met some local farmers. One of them invited us to the Kai Iwi Lakes dog trials the next day. I convinced Nick to go and decided to take up the offer and join in.” It was at the dog trials they met Elizabeth and Mike Dark who immediately invited them to their home for the night. One night turned into seven and the couple experienced milking a cow, getting the cows in, shearing and rounding up sheep and training horses. Read the newspaper online

New trust to help youth
Network News
u by Ayla Miller
A new community trust is starting up in the North Kaipara area and will work with vulnerable youth. Director, Glenn Henderson, has been working with high-risk youth since 2003 before moving to Tuakau where he did the same work. When he returned, it was suggested that Dargaville would benefit from a similar organisation to those he had been working with. Glenn spent one year researching whether there was a demand for a similar trust in North Kaipara and found there was. “We have formed a partnership with a trust called Springboard, based in Snells Beach, and their founder is now one of our trustees,” he said. Springboard has been working with vulnerable youth and families in the Warkworth and Wellsford area since 2002, and was awarded Community Change-maker of the Year by Philanthropy New Zealand.
Just think - does it look right? p Motivate’s team Deborah Steele and Glenn Henderson
“We spoke to schools and police and any favourable intervention was a good thing in their minds. We then established a trust made up of members who want to help bring a positive change to vulnerable youth and their families,” said Glenn. The first programme, Learning Hub, will offer a level two NZQA qualification Certificate in Foundation Skills for people aged 16-19. Springboard is working with groups in Otorohanga, Helensville, Te Awamutu and now Dargaville, all with separate identities but working together. The Motivate Community Trust is now open for enrolments until April 13. Contact motivate.darg@gmail.com. ¢
Funding for lakes facilities Kai Iwi Lakes will be seeing some new facilities thanks to funding from the Ministry of Business Innovation and Employment. The successful funding application means Kaipara District Council can progress its planned project for additional toilet facilities and a campervan dump station at Lake Waikare. The funding will top up KDC funds allowing the $140,500 project to commence in September. Campsites at Promenade Point and Pine Beach provide the visitors with shower and toilet blocks, however, the Domain is currently without a dump station, which can limit how long a campervan stays. Acting chief executive, Peter Tynan, says Lake Waikare is becoming an increasingly popular location for events. “Well-frequented by motorhomes and campervans, along with its swimming pontoon and newly installed picnic tables, Lake Waikare is an ideal location for additional toilets and campervan facilities.

“Over the last two years Kaipara District Council have invested in walking and cycling tracks around the lakes, with ongoing improvements planned, thus giving visitors and locals even more reason to enjoy this beautiful part of Kaipara.” ¢

The “Just think - Does it look right?” campaign is designed to make people aware of their surroundings when they are near powerlines and be alert to hidden dangers like underground cables and electricity cables in waterways. The campaign is due to serious concerns around the amount of ‘near misses’ around their electricity networks. There have been numerous incidents of people hitting underground cables, making contact with overhead power lines and de-stabilising power poles by digging too close. However both companies believe many more incidents occur each year that are not reported. Northpower Network General Manager Josie Boyd says she wants to prevent anyone being hurt.

“The fact is electricity kills. We want people to keep safe and are asking them to stop and assess their surroundings when going about DIY activity, contracting work, farming, forestry and even recreational activities like boating or flying kites,” says Mrs Boyd. “If they have doubts about whether they should continue, or whether cables are underground, please phone us for advice because we can help by locating underground cables and offering free safety disconnects in most situations for people doing DIY work at home. “We also want people to know that they should not dig within 5m of a power pole and that they must always be at least 4m away from powerlines. This is for their safety. “We ask that everyone in the community is aware of the dangers of electricity, to look out for others and let us know of anything that looks dangerous.” No change to Northpower electricity delivery pricing

Cowboy Challenge lassoes positive interest u by Jill Dickie
Northland horse enthusiasts looking for a new sport have been tempted over to the ‘dark side’ with a Have-A-Go weekend advancing their equestrian skills at Omamari last weekend. The event was held by the newly established Northland Cowboy Challenge Club, and gave riders the opportunity to try their horses over, around, under, and through many obstacles provided on the course, with experienced tutoring and assistance. LETTERS TO THE EDITOR Dear Sir We are constantly informed by the media of the pollution worldwide by plastic bags and containers. It is agreed by most this is a very damaging pollutant, but the biggest criminal of all is the manufacturer of
this material. Why can this material not be redesigned to compost and break down into a more acceptable form with today’s knowledge and technology? This must be possible, there has to be a sensible answer. J C Boyle
Te Kopuru ratepayers would like a meeting, with the time put in the Lifestyler, asap to explain why our targeted wastewater rates have continued to rise as well as council costs, after it was found to be revenue gathering, and the return of $80,000
to our waste water scheme taken over two years. Since then the rate has continued to rise and cost also, yet the service has deteriorated. Our waste water system is not a revenue source for Council. Keith Ladbrook
Council response: Council has, a number of times previously, met with interested members of the Te Kopuru community to discuss the scheme’s accounts, history and issues in detail. The service has not deteriorated. In an effort to be open and transparent the Te Kopuru Wastewater Scheme’s accounts are available to anyone on request. Council has recently held a
Long Term Plan open day session in Te Kopuru. Council is taking feedback on its proposed plan until April 5, 2018 at 4.30pm, and there are number of avenues people can offer that feedback, including signaling they would like to talk to council at a public hearing in support of a submission to the Long Term Plan. A new school-based throat swabbing programme aims to stop cases of strep throat and rheumatic fever from slipping through the gaps.

Thomas Brugman died in Dargaville Hospital on July 14, 2017 and his body was moved to a funeral home, however, no family could be found even after a Netherlands embassy search of the Netherlands. Har t’s Funeral Home was approached by Perpetual Guardian who offered to apply to the High Court to execute Brugman’s estate and put him to rest at its own cost. Perpetual Guardian’s general manager of personal client services, John McFetridge, said: “Given our line of service to New Zealanders, we could not just watch from the sideline when Thomas Brugman’s case came to light. “Upon hearing about his case and the funeral director’s struggle to find a solution to lay him to rest in the absence of a Will, we stepped in to resolve the issue, and support FDANZ’s submission for a legislation change to ensure this case is not repeated. “The service was attended by local friends of Thomas and one of our local representatives to ensure he had the send-off he deserved.” Hart Funerals general manager, Gary Taylor, said

Mr Brugman had touched a number of people’s lives. “He was quite social, but on his terms. It was good they were able to say goodbye. Tree-mendous grant u by Jill Dickie
The Otamatea HarbourCare Committee has announced an assistance programme for local landowners to plant trees, after receiving a substantial grant from Foundation North.
p Locals, friends and family joining in to help with planting at the Lupton property, Marohemo
The $12,000 grant has been approved to meet nursery costs, and the 20,000 free trees will be provided to properties within the Maungaturoto free calling area and Kaipara Harbour catchment. The planting is to be alongside waterways or erosion-prone areas, and landowners must collect a minimum of 300 trees. Community planting days are expected to start at the end of May for local groups of volunteers wanting to
help. Contact Otamatea HarbourCare Society secretary, Mark Vincent on 021 0829 8037. Hill slope erosion is a major problem in the Kaipara area, resulting in continuing sedimentation of the harbour, and landowners may also contact a land management adviser at the Northland Regional Council on 0800 002 004 for more information on their free poplar and willow poles for soil conservation programmes. ¢

WHO IS YOUR CHIROPRACTOR? Our new highly qualified Chiropractor Dr Jens Duehr stepped in to the role with the departure — and the wholehearted recommendation of Dargaville's previous chiropractic specialist Dr Cam Allan. “It’s my 4th week now in Dargaville having taken over from the previous owner Dr Cam Allan at Dargaville Chiropractic. And I am thoroughly enjoying every moment, getting to know the locals and helping them function, move and feel better naturally has been a delight. Many of those I have had the pleasure to meet and work with so far have asked whether or not I was planning to up and go, in times to come as well. My answer is that, I’m here to stay and I look forward to having my wife Jenna join the practice next year as well when she has finished her Chiropractic training.” Why would a chiropractic adjustment be a useful thing to add to your health and wellbeing habits? Chiropractic is all about making sure that your brain and body talk to each other well without any interference or dysfunction. By ensuring that the communication pathways are functioning well, the body can perform and function better, which often results in less aches and pains, therefore enabling us to live better and happier lives. Dr Jens is very pleased and looking forward to talking to all those who want to function better, enjoy a better quality of life and live optimally.

An investment property should be just that - an investment. Not a liability which keeps you awake at nights. Maintenance, tenancy issues, collecting rent, new government requirements... it would take nerves of steel and the patience of a saint, one would assume, to jump into the world of property management without some solid experience behind you. And yet that’s what some landlords do, falsely believing that they can save both time and money by handling the details themselves. Experience shows that it’s false economy at best, and many of those who have tried to strike out on their own in the investment and rental market later turn to us for help. We’re happy to assist - because a large part of our business involves making things easy, transparent and straightforward for investors and for those who rent through us. That means we know all the right tradespeople to swiftly repair breakages or undertake maintenance. We know all the regulations and rules. We know how to match the right tenants to your home to ensure a long and happy relationship, in which your valued asset is looked after and grows in value. ARE YOU PREPARED FOR WINTER? Prep beyond daylight savings u by Andy Bryenton
The clocks have been turned back, the equinox has come and gone, and with luck the Easter Bunny has paid a visit too. It’s seriously time to consider what winter has in store for you and your home. The message from local professionals across the various industries, which bring us warmth and weathertightness is the same — act now and get the ball rolling before the snowball of winter rolls right over you! The first place to being prepared is with securing your home against heat loss. In fact, the same can be said for you yourself — it might not be time to break out the thermals and long johns yet, but a fresh set is a good standby in the wardrobe. Any draughts, cracks, gaps and ill fitting windows need to be
fixed; so when it’s time to batten down the hatches they all batten correctly. Then consider insulation — a hot topic considering the incoming laws for landlords. These have given even private homeowners pause for thought, as we often neglect the insulation up above and some have not yet installed

ARE YOU PREPARED FOR WINTER?
Beat the rush and be ready when that cold snap hits! Another couple of industries with a lead-in time who should be contacted soon for winter satisfaction are those who install and produce flooring, and those who design and fit thermal drapes. Flooring is both a stylistic and personal choice, as well as a practical means of making your home warm and cosy. The process can take some time, from consulting with the experts through to choosing swatches and samples, matching to your furnishings and colour scheme, and of course a professional neat installation. Curtains, too, are often made to measure, and for a perfect fit one should allow at least a couple of weeks for the custom craftspeople to work their magic. There are a few outdoor chores to consider as well when planning for
winter. A tidy up around the garden could stop problems of overgrowth before they happen, and a judicious pruning here and there may prevent branches or whole trees falling in storms — or worse yet, disabling your power lines. The garden is also where many folks will be firing up their chainsaws to lay in a stock of dry timber for the fireplace. After a long summer packed away in the shed, it’s a good idea to give your saw the once over and a much needed service, oil change and sharpen. Finally, it’s the season to look at your guttering — and the nasties which can get into both your water tank and your home if this vital system is left unprotected. Best advice — don’t even get on a ladder this autumn. Gutter solutions installers can clean your gutters out for you and then install alimesh to stop all the bad stuff getting in ever again. Their Kiwi made product has been tried and tested, so beat the
rush and call them soon! Across all the trades, from electrical to construction and all points in between, the message is simple — talk to your locals now to ensure everything is in place before winter. Waiting for that first cold snap is a bad idea when the trades are so busy, and nobody likes to be disappointed. At the very least have a talk, make a plan, know your budgets and pricing, and get things started as soon as possible for a warmer winter. ¢

Dining & ENTERTAINMENT ADVERTORIAL
Fine fare at the Thirsty Tui The weather may be turning cooler; but the Thirsty Tui Paparoa Hotel is extending its summer hours for a little while yet. This April, our bistro style restaurant is open from noon Tuesday to Sunday and Mondays from 3pm. With the change of seasons comes our new all-day menu, which brings back local favourites: like our freshly made quiche, homemade soup of the day and the hugely popular warm winter salad — pumpkin roasted in a mix of spices and fresh green beans served warm with honey toasted walnuts, pumpkin seeds, feta, balsamic
figs and our special Mediterranean yoghurt dressing. New on the menu are our delicious Louisiana Po Boy sandwiches, made famous in New Orleans in 1929 when restaurateurs, Clovis and Bennie Martin, offered free hot food in rolls to striking streetcar workers they jokingly referred

to as ‘those poor boys’. Po Boys have been a southern staple ever since. At the Thirsty Tui Paparoa Hotel we now offer four delicious flavours: pork belly and bacon, Asian pork belly, popcorn prawn and smoky baked beans and halloumi — served with baguette rolls baked locally by D’Artisan Bakers in Maungaturoto. Groups: Garden clubs, writers’ clubs, etc, can also book in classic lunch platters of club (no pun intended!) sandwiches or we can tailor a menu to suit. The evening menu has a few new additions too. Of course, we have kept the fabulous baked Kaipara flounder. We have kept our beloved beef cheeks slow cooked in red wine, because we are told by our out-of-town regulars that they drive for miles just for the beef cheeks and

“please, don’t ever, ever, take it off the menu”. Now that winter is coming, we have brought back the best-selling Southern pulled pork dinner and the Paparoa Pub sausage and also introduced Southern BBQ pork ribs slow-cooked in apple juice and ten different herbs and spices. Yum! Don’t like meat? That’s ok, we have vegetarian options and also provide for gluten free diets. Like desserts? Don’t get me started! For more information, please visit paparoahotel.nz or call 09 431 7359. P.S. Tuesday is pie and pint day! Order our lamb pie or beef and dark ale pie with a side of salad, mash, fries or Ruawai kumara wedges, and get a pint for free. Available for lunch and dinner! AUTO
HVS LIMITED
Rise of the red contender Kymco is one of the biggest names in global scooter, ATV and motorbike manufacturing — but many of us here in New Zealand have only just heard the name of this massive industrial powerhouse. With customers all throughout the challenging Asian market Kymco actually produce more units than several other big names combined. It all began back in 1963, when even the Japanese auto industry was in its infancy. The whole nation of Taiwan was only founded a decade or so earlier, and helping build a transport infrastructure for a brand new state gave Kymco a steep learning curve. They’ve relished a challenge ever since, taking on the Thai jungles, Cambodian hill country, Burmese river lowlands and even more. After that gruelling testing ground, Kiwi farms should be a walk in the park, right? Well, the engineers at Kymco know that the answer is both yes and no. Harsh terrain comes in different varieties, and the rocky, muddy conditions in our back country may not contain so many poisonous spiders and snakes, but they are a rugged test for a quad. Hence the hours of research and development poured into their MXU 500 ATV — a workhorse designed to keep going and going on the farm, season after season. It begins with a high-torque 36 horsepower engine mounted low and central for intuitive balance and control. A tried and tested double overhead cam, four-stroke, liquid cooled 499cc mill provides the get up and go, sitting in that sweet spot between raw power and fuel
efficiency. Everything here is designed with ease of use in mind, and some oldfashioned rugged sensibilities are still present for emergencies. Here’s one feature which says it all — there is a modern electric starter, as one would expect. But if you’re out in the field and suffer damage there’s a backup pull starter just in case. This might be a convenience here, but overseas where being stuck in the hinterland is far more dangerous, it’s a life saver. This emphasis on simple and multiplebacked-up systems goes on throughout. The four disc brakes are designed not to pick up muck and stones. The chassis is made to be easy to water blast clean. The CVT auto gearbox adjusts itself to the towed load and onboard weight so there’s no need to wrangle a gear stick. And when it comes to servicing and basic maintenance, everything is right

there. Kymco have made a reputation out of building easy-to-use, hard to break machines for people who don’t have the benefit of a first world infrastructure. It’s the right kind of thinking for the Kiwi farm, another place where self-reliance and clever thinking have triumphed over the adversity of nature. ¢

New from top to tyres u by Andy Bryenton
There used to be two meanings of the word ‘avatar’ — before James Cameron’s sci-fi blockbuster gave us a new one. The first was ‘the manifestation of a super-human god’, and the second was ‘an idealized version of your own potential’. Both of these are good comparisons to the Avatar range of UTV off-road machines, as they deliver superhuman power and the ability to boost your productivity. It’s also pretty certain that one of these handy 800cc v-twin petrol powered machines would fare well on the fictional planet Pandora with its trackless rainforests. That’s because the Avatar 800 side by side has been constructed with toughness in mind, with visibly stronger components and a beefier chassis than some competitors in the market. This comes from knowing exactly how hard Kiwi farming is on an off roader — this is no quick rumble down the trails to bag a trophy buck, it’s day after day of hard slog in winter mud, summer dust and our traditional lumpy terrain. Avatar have pumped close to 1,000 hours of testing into improving their product, including a new CVT automatic transmission with full engine braking capabilities, modified fully adjustable A-arm suspension front and back, which has been widened and strengthened for ease of lubrication and better travel, and electrically locking front and rear differentials. The addition of comforts like a true safety glass windscreen, clever tie-down

points for cargo, a higher mounted air filter to reduce dust and a host of custom options to tailor the Avatar to any farm — well, those are just the icing on the cake. Avatar’s range is steadily growing, and is available in the Kaipara now via Marcel Motors in Dargaville, who are famous for bringing the locals another big, tough brand on the land — the
Toyota Land Cruiser and Hilux. Lining up against such a big name means Avatar’s offering just has to deliver, and with recent upgrades from top to tyres you can bet they’re up to the challenge. Come and take a look soon, and see the difference — not just in the 800cc v-twin petrol, but across a whole variety of models including diesel power for those even tougher jobs. ¢

Dairy cows are responsible for about a quarter of New Zealand’s greenhouse gas emissions. That’s the cost of supplying the world with dairy products. But it doesn’t have to be. Planting forests is an easy way to offset greenhouse gas emissions from livestock. An average dairy farmer could plant nearly two hectares a year in radiata pine to totally offset the gases their cows make. It wouldn’t even have to be on their own land. The farmers profit from the trees at harvest – and then replant.
