The project was officially launched last week by the Maungaturoto Community Charitable Trust and Health Minister Dr Jonathan Coleman. The trustees are confident that construction will be underway as soon as the required consents are finalised. Further stages include more beds and updating the dining and lounge facilities. This is expected to cost an additional $3 million with the trust seeking local support to help fund the development. “The existing facility is the product of the past generosity of people of whom Maungaturoto can be proud. It is this spirit that has built our town and district. “At present, the nearest dementia units are at Waipu, Whangarei and Dargaville. The development of a secure and stable dementia unit in Maungaturoto will allow local families to stay together for longer and provide welcome respite care to relieve caring families.” Mr Coleman said the government has a ‘preventative focus’ to keep people healthy and able to stay in their own home for longer. He also commended the trust “for their vision, drive to deliver

and community spirit. It’s something we need in communities right across the country.” Chair of the Northland District Health board Sally Macauley highlighted the importance of “keeping our old folks and loved ones in the community they have lived in.” The general manager of Alzheimers Northland, Kevin Salmon, said that within a 25km radius of the village, they know of 42 people living with dementia. The launch began with a welcome from Maungaturoto Primary School kapa haka group and ended with a tour of the village and a blessing from local clergy.

Ruawai College recently acknowledged students who excelled in their NCEA endeavours last year. The formal assembly, attended by peers and families, saw 19 students awarded with certificates for completing their NCEA level one and two qualifications with merit, excellence or a subject endorsement. The awards were followed by a piano item by year 12 student Harriet Spoelstra, who along with year 13 student Zara Marychurch, achieved an excellence endorsement, which in previous years has been awarded to less than ten percent of students nationwide. Movies turn three

Keeping on with Kumarani

The Kaiwaka movie theatre run by local volunteers has celebrated its third birthday.

As well as planning for its upcoming spirit of Matariki show and a open day, Circus Kumarani is calling for new board members and keen people to get involved.

Operating out of the Kaiwaka Memorial Hall, the volunteers are passionate about bringing the community together through the love of film. “We try and create a nice warm atmosphere to make the experience as enjoyable as possible. It’s about bringing the community together and using our community asset — the Kaiwaka Memorial Hall,” said volunteer Ad Clarijs. The movies generate enough income to help towards hall maintenance and upkeep. Ad says that a number of local groups had successfully used

the movies as a way of fundraising for upcoming events. In celebration of their three-year anniversary, the team of volunteers revealed new polo shirts designed to identify staff members. The team has also introduced some giant cushions that are designed and made by a few members of the Kaiwaka community, which are brought out for children’s matinees and have so far received positive feedback. Coming up, the Kaiwaka Movies will be running ‘Hacksaw Ridge’ as a special ANZAC Day movie with all proceeds going to the Hakaru RSA. 

Currently there’s three on the board, with one standing down soon. Three is the minimum needed at monthly meetings to approve motions. Being a board member involves a monthly meeting, with attending and helping out at productions and Thursday jam sessions optional. An open day and kids’ easter egg hunt is also coming up at the centre on Saturday, April 15, 3–7pm. “It will be a good opportunity for anyone who’s ever thought they might want to be involved to come along and check out the centre,” said chairman Olly Knox. Matariki show preparations are also underway and weekly fire dancing classes have started up for it. They are open to all abilities, and performing in the show is optional. They are on Wednesday nights, 7.30pm, at the centre on 15 Onslow street. Classes cost $15. Olly has been involved with the circus for more than seven years and says that “I love what the organisation brings to the community. It’s the creativity, the colour and the different types of art that are brought together — music, theatre, making props and costumes. It’s not just for the creative people, it’s also for those who want to be more creative as well. “People in the community love what we do, but sometimes they don’t take that next step to be part of it. Kaipara’s kauri connection Kaipara has been revealed as a major repository of swamp kauri in a report from the Ministry for Primary Industries that’s designed to increase regulatory oversight of the resource, some of which has been extracted, with some exported to China. The report said the largest amounts could be found in Mangawhai, Hikurangi, Awanui, Ruakaka and pockets along the coast from Kaihu to Pouto. New regulations state that swamp kauri must be processed in New Zealand, before export, and the new report says MPI will continue to maintain a high level of regulatory oversight of swamp kauri. ‘This includes working with Northland Regional Council and their resource consent process. Mayor’s Message Council needs to approve its Annual Plan (budget) for the 2017/18 year (the Plan). The Plan, by law, has to be set in context with the Long Term Plan (LTP). Our draft for consultation meets that test. I would encourage you to have a look at the Plan and provide your feedback to us or attend one of the meetings we are holding throughout the district. Key changes include a lower debt level than projected in the LTP, driven by a number of factors including the settlement with the Auditor-General and greater income from resource consents as a result of a larger than predicated amount of activity in this area. As we continue to move more of these functions “inhouse” rather than pay contractors or consultants, staff numbers are projected to increase by seven. Like those of you who operate a business, KDC is also faced with more and more compliance requirements, which in part also put upward pressure on staff numbers; health and safety requirements, food outlet monitoring and alcohol regulations are some examples. Your Councillors are proposing a rates increase of 2.65%, 1% less than the LTP but more in line with CPI for the local government sector. Debt is projected to drop by another $3 million in the year as we continue to push this down to manageable levels. The Uniform Annual General Charge (a fixed amount charged for each property in the district) will increase by $20 per rating unit but still be below the maximum allowable. We aim to spend $1.3 million more on roading than provided for in the LTP.

This sum will allow some capital works catch up while returning to historic maintenance levels. Open Fire Season

Pursuant to Section 22(2) of the Forest and Rural Fires Act 1977, effective from 11 March 17, Kaipara District Council and Whangarei District Council declare an Open Fire Season in force.

After the hearing the Commissioners will make their recommendations to Council to issue a decision on the proposed plan change. On receiving notice of a decision on their submission or further submission, any person may appeal the decision to the Environment Court for further consideration if they disagree with or are dissatisfied with the decision made by the Council.

The “Open” status applies to all Kaipara District Council areas but does not apply to any areas administered by the Department of Conservation.

As part of their ‘loving our community’ campaign, members of ZEAL came up with the idea to host a family-friendly community event at the Dargaville Kauri Coast Swimming Pool. “ZEAL approached the pool management who were more than happy to be involved,” said youth leader Chris Fulop. The pool will only charge a koha entry fee for the day as well as supplying all staff. The Big Splash will combine family fun with games and sports activities with many prizes up for grabs as well as a free sausage sizzle. “Sport Northland

was the catalyst for putting this together and we are hoping to bring many of our ZEAL games along to the day. We will mix the events with water and the surrounding grounds — it may even include a water race with parents having to tow kids behind them,” he said. ZEAL youth group currently has 35 young members and 10 adults who will all be helping to make the day a success along with a number of local sponsors. The event will kick off 11am–5pm and following the day’s activities a night-time event called ‘Zeal Explode’ will be held for youngsters. 

A sold-out show saw a packed Lighthouse Function Centre on Sunday afternoon to see the tenth Kevin Friedrich and Friends annual show, A Trip Down Memory Lane. The audience was treated to music from the Auckland Accordion Symphonietta, 11-year-old vocalist Kate Cotching, local pianist Nolene Osbaldiston, former local Deborah Orr on the pipes and Garth Mackay on the drums, vocalist, accordionist and conductor Lionel Reekie, The Eccentric Ukes from Matakohe, Ben Emmett Accordions Reunion Ensemble, flautist Pippa Howes and pianist Matt Watson. Then came Sax ’n Sister Act Two, vocalist Alanah Jones and The Starlight Duo, The Dargaville Tamburica Orchestra, The Martin Family Strings, The River Town Singers and Take Five. Towards the end of the show Kevin along with Lionel, Alanah, the Martin family, The River Town Singers and Take Five played a series of accordion, vocal and string pieces with various dancers. Ken Cashin also added nostalgia with a video that looked back over the last ten years of concerts, keeping in with the ‘trip down memory lane’ theme. Overall the crowd seemed to enjoy the afternoon, and were certainly left in awe of the wonderful talent of Kevin Friedrich and his friends once again. 

The extension of Northpower Fibre’s ultrafast broadband fibre network throughout Whangarei and Kaipara Districts will begin in a matter of weeks thanks to the Government’s UFB2 initiative. Northpower has secured contracts to build UFB networks in 12 Kaipara and Whangarei towns – Kaiwaka, Mangawhai Village, Mangawhai Heads, Maungaturoto, Paparoa, Ruawai, Dargaville, Waipu, Ruakaka, One Tree Point, Waikaraka and Hikurangi. The four year project will cost around $30 million.

The first town to benefit from UFB will be Hikurangi. The build starts in April. This will be followed by Waipu in June – with residents of theese towns able to connect to the UFB fibre before Christmas. One Tree Point’s UFB network build begins in July, Dargaville West will be underway in January 2018, Ruakaka in March 2018 and Mangawhai Village in September 2018. Dargaville East will begin to receive fibre from February 2019, followed by Mangawhai Heads South in March 2019 and Mangawhai Heads North in August 2019.

After the assault on Arras, the German high command fell back to the heavily defended Hindenburg Line, a massively fortified tench network bristling with machine gun posts and tank traps. Desperate to strike a hammer blow before reinforcements came from the east, the Allies planned an assault deep into Belgium. The first strike came at Messines, beginning with a massive explosion of underground mines at 3am, June 7. Anzac II Corps were ordered to push forward to take the village of Messines itself, as it was known that the hardened Kiwi and Aussie troops excelled at house-to-house fighting. Part of the plan was to employ a ‘creeping barrage’ to shield the advance. This meant that gunners far to the rear would fire a curtain of shells over the heads of the marching Anzacs. The Germans knew that if the only means of communication — a cable telephone system — was cut, those gunners might mistime the precise barrage, shelling their own men. It was up to the men of the Anzac Cyclist Battalion to ride into no man’s land on bicycles and keep the cable connected, often under sniper fire. These same men laid wooden ‘duckboards’ across the churned up morass of wire and mud to aid the advance. Kiwi rifleman Samuel Frickleton was presented with the Victoria Cross for his

 Marching to the front — Morale was high after the victory at Arras, but the battle of Passchendaele was to be the ANZACs’ toughest

role in the fighting — single handedly taking out enemy machine gun nests to save his unit from crossfire. He would not be the last to be awarded this ultimate accolade as the battles of 1917 raged on. Leslie Andrew and Henry Nicholas both displayed heroism under fire as the German retreat stalled at La Basseville and counterattacks were repelled. The final stage of the campaign to break the Hindenburg Line is a name which still resounds with tragedy. The assault on Passchendaele is known as the

Anzacs ‘blackest day’, October 12 1917. Hampered by mud and battered by enemy machine gun fire, more than 3,700 New Zealand casualties were recorded on this one day alone. As the war entered its final year in 1918, the men of Anzac I and II Corps had faced the very worst which the Western Front could throw at them. Their experiences would change the way we viewed warfare, revealing the grim truth beyond the tales of valour and glory. But their sacrifice will never be forgotten.

World War One Centennary The tunnels of Arras  by Andy Bryenton

By 1917 the New Zealand Expeditionary force had a new name and a new mission. Now part of Anzac Corps, the veterans of Gallipoli were entrenched on the Western Front, preparing for a spring offensive aimed to turn the tide. Time was running out for a speedy resolution to the war, as Russia’s communist revolution had seen the old Tsarist empire collapse, providing thousands of German reinforcements to come west and face the Allies. Field Marshall Haig wanted to break the line decisively, and it was at Arras, on April 9 100 years ago that the blow was struck. Arras was unique because the old French town was built on top of chalk and limestone caverns. These had been excavated in ancient times and used as everything from quarries to sewers to dungeons. Now a special company of soldiers would turn them into a secret base, a forward command post, and finally a means of sneak attack. The men of the New Zealand Tunnelling Company were drawn from coal and gold miners, foresters and gum diggers. They

came under the command of the army’s engineers, and they worked in impossible conditions, under German shelling, to turn the underside of Arras into a warren of caves concealing tens of thousands of Allied troops. The Germans were aware of underground action and sent their own miners to disrupt the work. A bitter war of counter-diggings and sabotage claimed the lives of 41 Anzac tunnellers, with 151 badly wounded. By April 9 1917 the tunnels of Arras contained telephone switchboards, medical facilities and long assault shafts leading under no man’s land to the enemy trenches. Heavy bombardment smashed the town above, but below, the men of the Tunnelling Company completed a series of galleries which are still named after their home towns — Wellington, Christchurch,

As the nights draw in and the temperature drops for autumn, there’s a whole lot of fun on the way — in the form of holidays, big events and new season’s flavours to enjoy. Ball season comes early this year for Dargaville High School, with the big night slated for late April. Preparations are in full swing as all the necessary pieces of an enchanted evening fall into place — new tailored suits and elegant dresses, classic cars to arrive in and stylish hair and nails are as much a part of this long-standing tradition as learning the steps of some classic ballroom dances. Easter is just around the corner too, with a long weekend to boot — and this means it’s time to stock up on seasonal chocolate treats for the kids. The Aratapu Tavern is pulling out all the stops this year again to host an Easter party for young and old — in fact two big parties in one day. First it’s games, prizes, face painting and lots of chocolate eggs to find for the little

ones, then a second Easter shindig for grown-ups that night. Elsewhere around the region the tastes of summer are turning to those of autumn. Pumpkins and squash, capsicums and chillies, fresh kumara and fresh seafood from the harbour make up the flavour palette of the season. Try for yourself a true local delicacy — take a fresh fillet of gurnard and place it on an oiled sheet of foil about the size of a piece of A4 paper. Sprinkle with coarse sea salt, then rub with a teaspoon of crushed ginger and two of garlic. Slice chillies or capsicum thinly on top along with red onions, heat the oven to 190°C and wrap the whole parcel up inside for 15 minutes. Serve on a bed of fresh kumara mash for a zesty early autumn treat. 
