Kaipara Mayor Jason Smith is setting up a task force to focus on the economic support and post lockdown recovery of Kaipara businesses and residents, both in the face of the Covid-19 emergency and the continuing drought. “We are all in uncertain and challenging times with the current Covid-19 pandemic. Everyone’s doing really well with the emergency health measures and the community lockdown, added to the drought we’ve been in for months,” Dr Smith said. “Many agencies are doing extraordinary work at this difficult time. The Kaipara Mayor’s Task Force for Economic Support and Recovery will meet a quickly-emerging need across the Kaipara as people start asking hard questions about the future, working closely with Kaipara businesses and residents and the agencies, which can support them. “The scene for everyone is rapidly changing, sometimes several times a day, and the task force will need to work closely with many partners, be light on its feet, and have its ear to the ground in Kaipara. It will not function as a committee but instead be a dynamic arrangement that’s small, agile and nocost — but high value to Kaipara people. “There’s a constant stream of valuable information crossing my desk that will be of interest across Kaipara. I also want to make certain Kaipara people are aware of and can benefit from the stimulus and support tools available to them. We have the tools; let’s use them wisely. This task force will help sharpen our focus here in a Kaipara way.” Dr Smith said he would be making further announcements as the task
force is established. Council CEO Louise Miller says: “most are able to continue working from home, processing resource and building consents so projects are not held up, responding to phone enquiries or issues, responding to dog attacks and keeping the lines of communication open.” Full details of KDC lockdown operations and mayoral comment are on pages 12 and 13 of this edition. Nor thland Regional Council Chair Penny Smart says: ”in these unprecedented and constantly evolving times, the regional council is doing its utmost to provide Northlanders with what certainty and support it can in the weeks and months ahead.” The council’s crucial functions continue despite the pandemic, including environmental monitoring deemed critical to ensuring the health and wellbeing of Northland communities, ensuring maritime navigational safety, flood and drought monitoring and management and supporting critical civil defence work. “A core team of essential Northland Civil Defence staff, jointly funded and supported by the region’s four local authorities, is still working to support our regional response to Covid-19. “That work includes ensuring support is available to assist our communities in a welfare capacity, for example making sure that there are water and food accessible to our vulnerable people and working regionally and

nationally to ensure key infrastructure like telecommunications, electricity, fuel supply, food distribution, etc is maintained and kept running.” As with many other local authorities, a formal period for public consultation on the regional council’s Annual Plan was drawing to a close just as the nation went into lockdown late last month. Chair Smart says while the world had changed unexpectedly and rapidly in recent days, councils still had to plan to provide a number of services essential to keeping people and communities healthy and safe. Not just through the level four lockdown but in the tough months to come. ¢

Now a new app makes it easy to post where you’ve found a bear, and where you’ve placed one in your window if you’re taking part. The bear hunt concept was inspired by two things; the need to create a social outreach for kids and parents that didn’t involve social contact and the classic children’s book from 1989 We’re Going on a Bear Hunt by Michael Rosen and Helen Oxenbury. Many families, especially those with small sections, have taken to embarking on short neighbourhood walks with just parents and kids who are self-isolating together, or taking a drive around the close-by streets to spot bears from the isolated safety of the family car. It’s good, free fun, and it’s also a chance to get creative with your own family’s window display of a bear, including painted speech bubbles with messages of friendship, whole cardboard backgrounds, and even bears in dress-up, on motorbikes or in scuba gear.
Now there’s a free New Zealand focussed app for that. Go to BearHunt. co, and you’ll find an interactive map of the whole country. Zoom in to Dargaville, Mangawhai, Ruawai, Maungaturoto or any local town and start tagging houses with bears; either your own, or ones you’ve spotted. There’s even a ‘wall’ for photos of bears ‘captured in the wild’. Organise a challenge between you and your mates as to who can make the most outrageous bear-themed display window or yard ornament to join in the fun. Kids, remember to only go out ‘hunting’ with mum, dad or an adult and stick to the rules of the lockdown to help beat the coronavirus. Mangawhai’s health and wellbeing professionals have wasted no time in joining forces to coordinate a support network for citizens dealing with the coronavirus lockdown and its implications.

“Te Whai Community Trust Mangawhai is collaborating with Civil Defence and St John Mangawhai, who have established a Mangawhai Community Response Group that will be available to provide comprehensive and coordinated local assistance for anyone who needs it,” says Kiri Eriwata, projects manager of the Te Whai Community Trust, operators of the successful Sages elder care programme among other communitybased initiatives. The three-party collaboration supports the push to stay socially isolated to save lives while acknowledging that for individuals who live alone, the mental burden and logistical problems of being without close support at this time are hard to overcome. While each individual organisation in the group may have a list of locals who are in need of extra help but teaming up they are better able to reach all those who may be affected. It provides a balanced approach and ensures we avoid large queues that two days closure may cause. “Supermarkets will be able to open on Easter Sunday during our Covid-19 lockdown in order to ensure we are able to buy essential food, drink and household goods. “The government recognises that communities are concerned about getting essential items, and there are few alternatives to supermarkets at this time,” says Minister of Workplace Relations and Safety, Iain Lees-Galloway. “It is also important that workers are able to take a break during this busy period after doing an incredible job during such difficult times, so supermarkets will stay closed on Good Friday. “Given most supermarkets are normally closed on Easter Sunday, it is important that employees know they still have the right to refuse to work that day. I am sure that employers will
act fairly to those who don’t want to work and want a well-earned break. I encourage everyone to consider the strain on supermarkets at present and to only shop for what you need as usual, and keep using the distancing rule when shopping.” The government has asked the Labour Inspectorate not to penalise supermarkets that remain open but will still assist workers who have been coerced into working on Easter Sunday as usual. “Supermarkets, unions and community agencies were consulted before a decision was made on opening over Easter. There is a range of views on this issue, and we also acknowledge the religious significance of Easter Sunday for many people.“ Staying open on Easter Sunday is permissible under the existing provisions of the Shop Trading Hours Act 1990 and does not require a law change.

The implications for society in terms of Covid-19 are massive, starting with a fresh perspective on the value of working together as a community. On the economic frontlines right now are the staff of the Ministry of Social Development, and their message is clear ‘we are here to help your family get through this.’ Work and Income’s mahi is carrying on as an essential service during the alert level four Covid-19 restrictions, says Eru Lyndon, Northland Regional Public Service Lead and Regional Commissioner for the Ministry of Social Development. Despite the office doors remaining closed to prevent the spread of Covid-19, Work and Income staff are continuing to support Northland communities. “We understand that some of our whanau will be concerned about the assistance they or other whanau members receive. We’d like to let them know that their payments will continue as normal.” All benefit payments and superannuation payments will continue as normal despite Work and Income offices being closed. The Ministry of Social Development is making it easier for new and existing Work and Income clients by making changes to the way they work — such as deferring reviews and medical certificates. Lyndon says this means Northland whanau can focus on their health, wellbeing and families during this time. Anyone who has been negatively affected by the virus and the necessary lockdown is encouraged to make an application. “From Tuesday to Friday last week (March 24–27) our call centres responded to more than 75,000 phone

The shape of the district in the future is the subject of an online draft spatial plan consultation by Kaipara District Council that closes on Monday, April 13. The council’s district-wide Spatial Plan development is looking at the smaller sized communities across Kaipara. Initially, staff were having faceto-face meetings, but these were stopped by the arrival of Covid-19, and the survey was moved online to kaipara.govt.nz/spatial. It seeks input on Baylys Beach, Glinks Gully, Kaihu, Kellys Bay, Matakohe, Pahi, Paparoa, Pouto, Ruawai, Tangowahine,
Te Kopuru, Tinopai and Whakapirau. The survey page contains three maps each for all the communities included, providing a basic overview, a look at what is currently in place in terms of housing, services and other amenities. The Fight the Tip protest group opposed to a planned landfill in the Dome Valley that’s seen as a threat to the environment and the Kaipara Harbour is still awaiting word from Auckland Council on whether it is democratic to call for public submissions in the current lockdown.
Facilities to test patients for Covid-19 coronavirus have been established at Dargaville Hospital for more than a week now as part of a coordinated push to eradicate the disease from our population.
The council wants submissions on Waste Management’s application for the dump to take Auckland’s rubbish to take place online during the Covid-19 emergency. The landfill would be on a 1,000-hectare site, which is in the catchment area of the Hoteo River that feeds into the harbour. Of huge concern, is the possibility of a breach polluting marine life, including the snapper hatchery for most of the west coast of the North Island and beyond. FTT executive secretary, Sue Crockett, says Fight the Tip is “very concerned at the effect of the current lockdown on the democratic process. “Council’s decision is illtimed with the Covid-19 lockdown depriving many people of the right to be heard. The testing unit, situated outside the outpatients’ entrance to the hospital, has been open since Wednesday, March 25, and has seen a steady stream of patients seeking assurances about their condition. A deliberate distance between the ‘Portacom’ outbuilding used for tests and the hospital proper helps ensure a safe gap between those who may be infected and those hospitalised for other reasons. Front line staff who are working at the testing facility were pleased to note that there was no panic or rush as soon as they opened, with people heeding official advice to only present to the clinic if symptoms met specific criteria. This advice still holds true as the testing clinic continues its work. People are advised to come to be tested if they have the following symptoms: fever, shortness of breath, a cough and a sore throat, and if they have been overseas within the past two weeks or work in healthcare. At the clinic itself, those who arrive to be tested are asked to remain in their cars until approached by medical staff, in order to minimise the risk of transfer. Northland District Health Board say that the main reason for testing only those who fit within the current criteria is twofold — well people should not expose themselves to the outdoors or the presence of those who may be ill if at all unnecessary. Secondly, the use of test kits on people who are unlikely to have Covid-19 means fewer kits available to test those who are at high risk. Like countless other businesses, Aotearoa Surf School has been heavily impacted by the current crisis so they have come up with creative solutions to support their customers and other community members interested in surfing.
In support of the Northland Rescue Helicopter, six friends recently cycled from Cape Reinga to Bluff to raise funds for the much-needed service. Whangarei’s Rob Meadows set out to ride the length of New Zealand along with five friends to raise money for the service. “The tour was self-funded by each rider. Animal Control Our Animal Management Officers will continue to respond to dog attacks.
Council Meetings The Council has established an effective governance system to operate during the pandemic to enable continuous decision making. Committee meetings (including funding applications and briefings) are paused while we set up virtual meetings. Once established, you’ll be able to view these meetings on the KDC Facebook page. A recording of the meeting will also be made available after the meeting. You will not need a Facebook account to view the KDC page or video. We’ll update you soon on new arrangements.
Customer Services Our front desks at Dargaville and Mangawhai are closed but our people are still working behind the scenes to continue to connect you with essential services. You can lodge a request via kaipara.govt.nz, email us at council@kaipara.govt.nz, or contact us by phone.
Public Parks and Toilets Our parks are open for you to enjoy but all events have been cancelled. Please keep your distance from other people who are not in your family or ‘bubble’ group. Do not use playgrounds, gym equipment and skateparks as anything people touch may be a way to spread the virus. Most public toilets remain open, with increased cleaning. Recycling is on hold for now so please hold on to it or put it out with your general rubbish. It’s a good time to think about what you can do to reduce, reuse, recycle and rot your waste. Transfer stations at Hakaru and Dargaville Transfer Station are closed to the public.
Libraries All Kaipara Libraries, and their after-hours return slots are closed until further notice. Please keep all items at home. Water Supply, Wastewater and Stormwater The water supply, wastewater and stormwater are essential services and our people are out maintaining them throughout the lockdown. While you are home, please remember we are still in a drought and use water sensibly.
Rubbish Collections General blue bag rubbish kerbside collection will continue on your normal day except those on Friday collections. Those have now changed to Thursday instead (this includes Mako St, Dargaville - Tangiteroria - Tangowahine Valley, Avoca Road and Waihue). If anyone in your household is sick or in isolation please double bag and seal your rubbish and hold it for 72 hours before putting it out. This will help keep our contractors safe while handling it.
Our Water Meter Readers won’t be able to read your meter, so we’ll use estimates for now and adjust accounts after the next reading.

KAIPARA SPOTLIGHT Kaipara District Council is supporting those who need it. Kaipara District Business Operations Kaipara District Council has been continuing its work to help support residents through the COVID-19 pandemic. Mayor Dr Jason Smith says he has heard from many people who are finding it tough and that the Council is going the extra mile to provide support. “One of the most important things Council can do is to continue to provide lifeline services that are essential for people in their daily lives. Our people are out there helping to keep people healthy and safe throughout the Level 4 Lockdown and beyond,” says Mayor Smith. These services include ensuring households have safe drinking water, that the wastewater system keeps operating, rubbish is collected, burials can take place, essential roading and safety repairs are made, emergency services (Civil Defence) are on hand, and continuing to monitor the ongoing drought situation. While those are ‘business as usual’ services for Council staff, they are having to take additional precautions to stay safe as they are out and about in the community during the pandemic. Chief Executive Louise Miller says Council staff are really committed and are working harder than ever to keep other services functioning. “Most of our staff are able to continue working from home, processing Resource Consents and Building Consents so projects are not held up, responding to phone enquiries or issues, responding to dog attacks and keeping the lines of communication open.” says Ms Miller. “Last week our skeleton team in the Contact Centre was fielding the usual volume of enquiries.” Council staff currently not needed to keep essential services operating are being deployed to back-up and support these services or to support the Civil Defence response.
“We have a team of 10 who are working with our Civil Defence partners, developing plans to help our most vulnerable people, with more staff ready to swing into action if needed,”. The Council is also looking to the future and how they lead the economic bounceback once we drop to Level 3. Officers are working on securing additional Crown funding for new infrastructure projects that will provide employment opportunities and benefit the district. The Council will need staff and other resources to manage the projects’ delivery. “All these services, and the staff that provide them, are paid for by rates and we need those who can to continue paying them as normal,” says Ms Miller. Without them our recovery will be much slower, more painful and more expensive next year. Our key focus is to support those in our community who are facing hardship; if you are worried then please contact our rates team, they can be contacted via 0800 727 059 or council@kaipara.govt.nz The Council is doing some economic modelling to enable Elected Members to make future decisions based on sound evidence, once the impacts of the pandemic lockdown become clearer. They’re following guidance from Local Government New Zealand and have started a conversation with Elected Members to review rates penalties, possible rates postponement options and arrangements for paying rates for those who normally pay by EFTPOS or cash. Elected members will be making decisions in a measured and careful way so they don’t hamstring recovery, especially the provision of vital infrastructure. “We’re mindful it is really tough and we’re already working with a number of people to set up payment plans. If people are suffering hardship we urge them to contact us early so we can provide help and support,” says Ms Miller.

Advance payments will be made to transport construction industry contractors to retain the workforce and ensure it is ready to quickly gear up to build projects, which will be vital to New Zealand’s Covid-19 economic recovery.
For information, entertainment, connectivity and social contact despite the need to be physically isolated, the internet has proven invaluable during the coronavirus lockdown.
“Keeping the workforce required to build the pipeline of infrastructure projects is critical to our recovery,” says Transport Minister Phil Twyford. “The decision to bring payments forward will provide financial relief through the four-week lockdown period to enable suppliers to retain their workforces, ensuring they can quickly restart work and be in a strong position to respond to any future government infrastructure packages. “While we have put the health and wellbeing of New Zealanders first by going hard and early with our response to the pandemic, we are also planning for the postlockdown economy. “Making sure we can build more critical infrastructure as soon as possible will help stimulate the economy and help New Zealand make up its infrastructure deficit. p Phil Twyford, Transport Minister The Transport Agency is also continuing planning and design work move to construction as soon as works so that more projects are ready to can resume.” ¢

Kaipara Libraries are proud to partner with Skinny Jump and Stepping Up to help get broadband into households without internet,” said library staff. “If you need help setting up once you receive your modem, you can call us at the library on 0800 532 542. It is also the number to call if
you can’t access the net, even on a mobile phone, to apply for the Skinny jump package.” The delivered modem comes with easy to follow instructions to get your phone, tablet, laptop or PC onto the net to access entertainment, health advice, community news and more during the lockdown. Those who wish to keep up with the service after the lockdown will be able to top up their modem with prepay. The Jump system will work anywhere with sufficient coverage; main civic areas and towns are mostly covered, but some rural areas are not. The only way to be sure is online, so if it’s possible to get a friend or relative to check for you, call them and ask them to visit skinny.co.nz/ jump/home/#availability. This site will ask for the address where you want to install internet. You may be able to do this using data on your existing phone.
