“The Three Waters Reforms are taking shape and revealing some new details for Kaipara District Council and the people of Kaipara District, only 25% of whom are connected to town drinking water supplies, one of the lowest percentages in New Zealand,” says Mayor Jason Smith. ”If the reforms proceed, then indications are that council would have $52 million of debt removed from its books associated with Three Waters infrastructure. After it is removed, the remaining debt is estimated to be around $4 million for work done on the last District Plan. “It would also surrender to a very large new entity, assets valued at $133 million, approximately 20% of our balance sheet and waters’ staff would also transfer. ”The government has offered $16.7 million of grant money to KDC for projects of choice to improve the wellbeing of Kaipara people if KDC decides to surrender its assets and ‘opt-in’ to the reforms. The grant is not available if we were to opt-out. ”If the government proposals proceed, then Kaipara’s waters assets will be added to those of Entity A, a new grouping of the three Northland councils plus Auckland with the city having 94% of the assets and Kaipara less than one per cent.” Dr Smith adds that a Representative Governance Group is proposed to help appoint the commercial board of Entity A. “Based on current numbers and government’s intentions for a group of 10–12 people, there may be one person from a Northland council in this group

with Kaipara unlikely to be represented due to our small size. It’s expected under the proposal that, in Entity A, 90% of Māori and council reps combined would be from Auckland.” Cabinet papers show the Minister of Finance will be responsible for the four proposed new water entities across New Zealand. ”For now, Whangārei District Council has opted-out of the proposed reforms. Far North District Council is leaning away from the proposed Entity A model, and so is Auckland Council. Both are considering new approaches to the proposed model to retain council autonomy and ownership of assets. As the smallest council of the four, we’re watching closely what our neighbours do as this affects us too. “It is expected there will be public consultation on any decisions later in the year. In the meantime, KDC currently has many unanswered questions and is proceeding with caution until matters p Mayor Jason Smith — still unanswered questions are clearer. A laboratory of emerging talent and a showcase for veteran actors at once, this yearly tradition once again delivered a long list of winners. The Emerging Talent award went to Danae Kitione for This Is My Story by Ruawai College. The Excellence in Directing award was won by Eryn Wilson-Collins for Strangers Like Us, by Dargaville Little Theatre. Thomas Koloi and Deborah Steele both took home Excellence in Acting: awards for their roles in Strangers Like Us, and the coveted Best Overall Production award was conferred on Lawn Clippings by Dargaville Little Theatre, directed by David Mitchell.

The Kaipara Kai project financed through a grant from the Provincial Growth Fund last year has quietly faded away with the closure of the Ruawai Hub office.

The Kauri Museum at Matakohe is experiencing a surge in visitor numbers as New Zealand turns to domestic travel destinations and attractions with the restricted opportunities for overseas holidays in the Covid-regulated era.

After the office closure, the Hub team worked from other spaces until the end of June, when they finished up. The project was launched to facilitate Kaipara’s agricultural expansion and versatility to boost food production. While it has apparently shut down, moves may be underway to resurrect its work in the future. Kaipara District Council has confirmed that the project lasted only as long as funding had been allocated. The fourth instalment of the popular cultural festival brings together the traditions of Samoa, Tonga, Fiji, Tuvalu and the Cook Islands. A group of 17 students, their parents and educators, have been working hard since term two to make it a special event. Those who attend will be treated to cultural performances celebrating the heritage of our nearest neighbours in the Pacific. Nations which the recent Covid-19 pandemic has made it difficult or impossible to visit in person. Fia Fia Night also serves as a fundraiser for the DHS Pasifika Group, raising money for the end of year awards acknowledging leadership and contributions to the

school by Pasifika students. More than this, the crowds who have attended previous events can attest that it’s a true celebration, with plenty to see and a menu bringing the diverse flavours of south Pacific cuisine to the table. Students and parents have worked together to make this an authentic selection of dishes from across the region, including crab salad, Tongan-style pork, classic chop suey and many more. Fia Fia Night will take place this year on August 13, at the DHS hall, from 6.30pm. Tickets, which include dinner, are $15 with children under five years free. Tickets are available by calling or visiting Dargaville High School’s front office. ¢

Chess players at a competitive level gathered in Whangārei last week for the inaugural Northland Open Tournament, and Dargaville ‘generals of the chequered field’ were in amongst the action. Players travelled from as far afield as Kerikeri, the Hibiscus Coast and Auckland to contest the title of king of the north, in a field that included members of the New Zealand Chess Federation, the group which allows top-flight players a ranking alongside global masters of the game. “There were some well-seasoned players, not just your novices,” says local chess player and tournament competitor Steve Guthrie. “In all, 17 players entered, and as there were donations from the players, it was decided there would be prize money options.” This added impetus to win, and the time-honoured rules of competitive chess, led to some frayed nerves, says Steve. “Being a tournament, there were strict time codes and different rules and regulations which amps up the pressure, and a tournament almost becomes a room full of nervous wrecks,” he reported after coming back from the miniature battlefront with three points. Fellow Dargaville players also scored a respectable three and 2.5, representing a mix of wins and losses. However, it was young player Tahir Teo who once again showed his prowess on the board, coming second overall in the junior division with three wins and a draw; a total of 3.5 points. Six points are the highest score achievable and represents a clean sweep

Until then, those who wish to test their wits in the ancient game of kings can drop into the Dargaville Chess Club on Wednesdays from 6pm, at the Catholic Church Hall on Hokianga Road, adjacent to Saint Joseph’s School. ¢

The follow-up to last year’s successful first series is once again presented by dancer, choreographer and dance educator Rina Chae. It follows teams of dancers and singers through from a rigorous boot camp to performances in front of demanding judges. K-pop refers to a genre of upbeat, energetic pop music and dance developed in South Korea, which has gained worldwide appeal. “We all personally liked K-pop, the music, the lyrics and the fashion,” says Dargaville team member Mikayla Mckenzie. “Many of the other teams had up to 10 performers, and we had five. Also, none of us had any formal training in dance or singing, so I think we did very well, competing at that level.”

Fellow Dargaville K-pop team members Measina Raeli, Te Rau Aroha Chase-Amoroa, Mereana Kahui and Waimarie TokoMikahere agreed. It was an intensive and exciting time filming the show, in which they worked with a professional choreographer to develop their own unique performance. The overwhelming feeling from the competition was not one of rivalry, say the Dargaville team, who were the only regional town representatives taking part. All agreed that the warm welcome received from the other teams, the staff and crew made the whole exercise easier and less anxious than they had anticipated. ¢

Pahi wharf upgrade to start

Renovation work and a pontoon for the Pahi wharf, which was scheduled to begin earlier in the year, will get underway later this month, with a revised plan to keep costs down.

This week’s Kaipara District Council briefing included a discussion on the future of Kaipara libraries, setting out options for the next 10 years of service in the community’s information and learning hubs.

A pontoon will now angle off the wharf further into the channel in a second choice plan. “After adaptations to the design by the project team, two contracts have now been awarded,” a Kaipara District Council spokesman says. “The carpentry contract has been awarded to Huband Contractors, a local team based in Paparoa. They will begin repairing and replacing parts of the timber structure of the wharf.” Bellingham Marine, who constructed the Dargaville pontoon last year, will build the gangway and new pontoon. Much of the work for this will be completed

off-site at their Auckland base, with parts like the precast concrete pontoon travelling north via boat and assembled on-site. “We’re happy to have successfully worked through the delays to the procurement and have two contractors on board now,” said the project manager for Kaipara Wharves Jagdeep Singh. “The wharf improvements will allow the wharf to better cater for a wider range of boats at all tide levels, including passenger ferries, oyster boats and charter operations, as well as recreational vehicles. ¢

A Kaipara Libraries Strategic Plan is being developed. Part of making that plan, says library manager Lisa Salter, is recognising the changing uses and purpose of libraries in the modern age. As the documents prepared to brief the councillors on the subject emphasise: ‘The role of public libraries has changed as the look and dynamics of communities have changed, and the role of technology in everyday life evolves. Libraries are no longer just a place to get books out or do research. They are now also a community space where the community can gather for social or educational reasons, and access or use technology.’ To understand the new uses of libraries and thus prepare for the next decade, the KDC has enlisted the aid of library development and use consultants Sue Sutherland and John Truesdale. input from extensive careers in library system analysis will inform the 10year plan. KDC says the time is right to plan ahead, with the currency of the $58 million New Zealand Library Partnership Project and the Long Term Plan proposals to expand and restructure the Mangawhai library and to build a new Dargaville library under a trust that would administer a new civic precinct in Hokianga Road. It’s also likely, the councillors noted, that changes proposed for local government nationwide could result in an increase in the importance of social, environmental, and cultural infrastructure and services, of which libraries are a core component. Consultation with stakeholders and the wider community is expected to be undertaken before the year’s end. ¢

After its decision earlier this year to establish Māori constituencies, the Northland Regional Council is undertaking a representation review to ensure new arrangements are in place for next year’s local body elections. Kaipara and wider Northlanders’ views are sought on the number of regional councillors, the areas they’re elected from, and the names of the constituencies they’ll represent. NRC chair Penny Smart says among the issues the council is looking at include the total number of councillors, the number and boundaries of general and Māori constituencies and the names of the general and Māori constituencies. The council is recommending a new model that would still have nine councillors. Seven elected from seven general constituencies, and two councillors elected from one regionwide Māori constituency, to be called Te Raki, and with an electoral population of approximately 48,000. The general constituencies would be Far North (with an electoral population of 21,500 people), Coastal Central (20,800), Coastal South (21,000), Kaipara (19,900), Mid North (20,300), Whangārei Central (22,300) and Bay of Islands—Whangaroa (21,100). Submissions can be made from Tuesday, August 10 until Friday,

It’s a big question, and more often than not, unattainable. Perfection is different for us all and most likely something that we are all striving for. For some, that tends to lead to unhealthy and sometimes lifethreatening problems. What does it matter that you have cellulite, or that your lips are not the perfect pucker, or your butt or bust is not as perky as it once was. Women are often their own worst enemies. We backstab those that look different or are not meeting our idea of perfection. Where do we get this idea of perfection from? Generally magazines, social media or ridiculous TV shows. We as women need to stop buying into what some in society deem as perfect or beautiful, an ideal that is generally adopted to sell some product. Do that, and we might be able to stop some of the other issues that arise for us, like bulimia, anorexia, anxiety, selfharming, self-esteem issues, and an extensive and tragic list, all from trying to achieve the impossible.

In a perfect world, there would be no wars, poverty, starvation, murders (and another list too long to go through), but we don't live in a perfect world because there is no real perfection. What I see as perfect would not be the same as someone else’s perception, so how can one ever achieve perfection? Listening to the commentary on the Olympics the other day, one commenter said, “she ran a perfect race”, the other replied with, “no, she didn't, she didn't win”. In actual fact she did run her perfect race; it was her best time ever. “Therefore two very different ideas of perfection exist. How, when there are such very different opinions on what constitutes perfection, are you expected to reach it? As a wife and mother, perfection to me is having a happy and healthy family. I don't always get that right, but what the hey; I’m not perfect, and that's OK.

Plans are in place to establish an improved animal welfare centre in Dargaville, which has no such facility despite its size and density of pet ownership.

Following news that the Northland Regional Council has adopted a strategy to combat climate change, the Kaipara District Council also met last week to discuss and inspect a draft of its strategic action plan against rising temperatures and tides.

Wendy Cocurrullo has been the face of compassionate care for cats in recent years. Her TLC Rescue operation runs from the lower floor of her residential home in Logan Street. The KDC laid out its vision for climate change mitigation in the recent Long Term Plan. It received a mandate to develop a strategy that balances the local economy with a cautious approach to the changing climate. Staff and councillors saw the need for a document that explained the strategy succinctly. At last week’s meeting, elected members took their first look at the draft Kaipara Ki Tua Climate Smart Strategic Framework, a plan for the next four years. ‘Growing a better Kaipara means safeguarding the future for our children and grandchildren,’ says Mayor Jason Smith in the preface to the document. ‘Kaipara is an important part of Aotearoa New Zealand. The actions we may take now can mean the world for Kaipara’s future generations. While there are many things that are still uncertain with climate change, we know enough to act. Now is the time to start.’ In this introduction, the mayor acknowledged that ocean temperatures and acidity are already changing, drier summers are affecting some areas of the Kaipara, and that storms and

heavy rainfall events are becoming more powerful and less predictable. These facts are supported throughout the document and the measures which the KDC may adopt to both mitigate climate change and adapt to its effects. When Toyota and BMW collaborated on the new Supra and new Z4, the deal seemed simple enough. Combine the might of Japan and Germany’s heavy industry to develop a great new straight-six, for a coupe and drop-top, respectively. While the Supra was obsessively tuned and fettled to feel and perform like its movie-star predecessor, some complained that it was ‘too BMW’. Sort of like claiming that a bottle of pure vodka is ‘too Russian’. However, things get interesting when it’s time to pick an application of the new jointly-built six with its top down. There’s a lot to like when it comes to the BMW Z4 M40i. From its angular looks to its soulful exhaust note, it delivers what the Supra promised, and all with the wind in your hair. The BMW lads have even gone retro, ditching the previous Z-car’s folding metal top for old-school canvas. Then again, if you like things a bit vintage, and you thought that the only way to get convertible thrills with the so-called B58 TwinPower turbo inline-six engine was via Bavaria, you should think again. Morgan, the English sports car company, famously used to build its cars like first world war fighter planes out of wood. The oaken chassis has gone, replaced by aluminium and other hightech materials. The latest top of the range Morgan, called the Plus 6, is equipped with the same engine as the Supra and Z4. With the help of an eight-speed automatic gearbox, that means 335hp and 500Nm of torque, all in a car that weighs about 500 kilograms less than

the Z4. That’s the weight of a mediumsized basketball team, pared away in the pursuit of speed. Thanks to the extensive diet, the Morgan will hit 100km/h from a standing start in just 4.2 seconds, and top out at 267km/h. Not bad for a car whose grandad was made out of the same stuff as furniture. It’s a driver’s car for those who drive for fun, and it’s also a thing of artistic beauty. The only issue is that, in this case, less is definitely more. The mass-produced BMW comes with a considerably lower price tag than the Morgan, which is still finished by hand by people who probably think that the shape of a 1960s Jaguar is ‘a bit too futuristic’.

Today’s preparation determines tomorrow’s achievement.

Nevertheless, we’re now in the very interesting position of being able to say that the very best iteration of the latest Supra is actually a British convertible that takes its design cues from before the Spitfire existed. Doesn’t that make the world seem like a much more harmonious place? ¢

His finest hour, though, came when the Adam West television version of Batman was green-lit, and the studio needed a Batmobile as cool as the one in the comic books. The deadline was only three weeks away. Barris delivered with a stroke of good luck. He owned a wild custom Ford prototype that he could remake into the iconic twin-bubble topped, finned Batmobile. It instantly became a bestselling toy and a favourite part of the show for fans; the addition of a fake jet engine is part of the Batmobile template to this day.

Barris built custom cars for other television shows; for full-costume children’s entertainers, the Banana Splits, and screen favourites like The Beverly Hillbillies and The Munsters, for whom he created both the hearse coach and the coffin-based Drag-U-La. This second car was built around an ornate casket and featured a supercharged V8 engine so it really could drag race. Barris also built KITT for the show Knight Rider, causing Pontiac to redesign its Trans-Am for a limited run replicating the talking supercar.

Statistics received from CoreLogic show that the average value of a home in Kaipara is up a hefty 27% during the past year, and that figure has grown by 10% during the past three months. It outperforms every area of Auckland. A look at regions posting other big gains points to a continued flight from the city, even before the suggestion of changes to the Official Cash Rate. “The exceptional rate of growth witnessed following the economic recovery after the pandemic-induced lockdown was not sustainable,” says Nick Goodall, CoreLogic NZ’s Head of Research. “However, with an asset class the size of the residential property market, which now exceeds $1.54 trillion, and remains attractive due to still-low interest rates, any slowdown was destined to be gradual. Despite some investors unable

or unwilling to remain active in the market, a strong pipeline of equity-rich investors, previously unsuccessful first home buyers and other owner-occupiers who remained patient are now taking this opportunity to seize on low interest rates before they lift any further,” says Mr Goodall. Other high performing areas include Coromandel, where the average house price now tops $1 million for the first time, Buller, Clutha and the Grey region in the south, and the Hauraki Plains towns of Ngatea and Paeroa. The average house price in the Kaipara has reached $732,000, while the three-monthly gain in nearby neighbours, Whangārei and Rodney districts, is only approximately half that of the Kaipara, showing that in the broader picture, country and small-town living continues to enjoy broad appeal. ¢

There has been a lot of discussion regarding new legislation, national policy and standards that will be introduced, progressed and or implemented prior to the next general elections Here is an update from my point of view and a regional council perspective National Policy Statement and National Standards on Fresh Water NRC are currently working through the process of a change to our Regional Plan regarding rules on the management of fresh water to align with the National Policy Statement for Fresh Water. NRC are currently receiving advice regarding the plan change from an agricultural liaison group and a tangata whenua fresh water advisory group. NRC will consult publicly on the plan change in 2022. Central Government have recently published updates on revised and more practical Freshwater Farm Plan regulations and changes to low slope maps regarding stock exclusion. Both documents are open for submission until midAugust and can be found on the following website: www.mfe.govt.nz/fresh-water The Future of Local Government This reform is one that it will be important for all in the community to have input into. The panel that has been appointed by Minister Mahuta (Minister for Local Government) are planning to consult with communities

before the end of this year. They will be very keen to hear from communities.

RMA rewrite Central Government plans to repeal the Resource Management Act 1991 and replace it with three new pieces of legislation; the Natural and Built Environments Act, the Strategic Planning Act and the Climate Adaptation Act. The intention is for the RMA to use an Outcomes based rather than Effects based model. There is still a large amount of detail that is missing from the recently released Exposure Draft for the Natural and Built Environment Act. Drafts of the Strategic Planning, and Adaptation and Climate Adaptation Acts are still to come. All three Acts are coming at speed and will certainly be ones that NRC will take every opportunity to submit on. Submissions on the first exposure draft have closed, however there will be a further submission period in the first half of

Councils are eager to receive the National Policy Statement for Biodiversity which has been postponed until the end of 2021. The NPS will clarify for Regional Councils and District Councils, the new criteria for Significant Natural Areas. The intention of the new Policy Statement is for the continued and in some cases further protection of indigenous species and habitats of high value and at risk. It is not the intention of the NPS to value all land where there is indigenous biodiversity as high value and it is also not the intention to render land unusable. Uncertainty comes with all change. Please be assured that the Regional Council will be working tirelessly on behalf of and collaboratively with Tai Tokerau’s communities to ensure practical and logical outcomes for all of the above changes that are coming from Central Government
