The government is investing $76 million to upgrade water services across the country as a result of the fatal Havelock North campylobacter outbreak in 2016. The three waters, drinking water, stormwater and wastewater, review aims to cut New Zealand's 67 water providers to just half a dozen or fewer. The proposal in Northland would join Kaipara District Council, Far North District Council and Whangarei District Council with Auckland Council. However, Northland's councils are against the proposal although Wellington has offered $28.26 million, subject to them opting into negotiations. The government money announced last week would give the FNDC $5.90 million, WDC $5.89 million and KDC $2.35 million. There's also $14.13 million for the councils to work together to amalgamate drinking water, wastewater and stormwater infrastructure and provision in the region. They have until September 30 to decide among themselves where that money would be allocated. Kaipara Mayor Jason Smith chairs the Northland Mayors Forum and says preference was instead for a regional Tai Tokerau approach. He added that suggested options to the water review also included an entity adding Waikato and Bay of Plenty to the northern blend, therefore amalgamating at least a dozen councils' water sector responsibilities. "Under these super-regional entities water management will not be locally run," Dr Smith said. "Local people won't have any way of having their voice heard." Northland was particularly at risk because it was distant from much of the more centralised decision-making that would result. "Local voices will just disappear as localism is diminished. Northland will be off the table for discussion. People live locally; they don't live regionally. If we turn around and do a super-regional level water management body, places like Mitimiti and Pouto will disappear. There will be a general blanket approach that doesn't have local sensitivity, understanding, identity and values.” Dr Smith said Northlanders would face paying bigger costs and greater regulation from the changes.

p The children at Tangiteroria School are working to help ensure the country’s special plants are given a chance to survive. “We planted a kakabeak/ngutukaka last week in the school grounds after discovering that the plant is nationally critical and an endangered species,” says environmental teacher Eden Hakaraia. “As part of our studies, the students found that the plants have beautiful red flowers. They are shaped like a kaka’s beak and provide a great habitat for birds. There are only approximately 150 plants known in the wild and we are looking forward to watching this one grow and flourish. As part of their environmental studies, the children are discovering the importance of preserving our native plants, encouraging growth of various species and why they are important to wildlife such as providing food for the native birds in the area.”

Covid-19 relief grants to businesses, community and sporting groups in Kaipara have amounted to $85,000 so far. Of this, $46,000 has been used to offset the costs of council food and health and alcohol licences. Kaipara District Council also has applications for a further $53,000 for professional services, which are in progress, from a total grants pool of $675,000 available for those affected. KDC officer Jenny Rooney, who has been processing the grants applications, says the process has drawn out a community spirit. “People said they were managing okay and they would rather the grants went to those that really needed them. Upgrading Kaipara’s wharf facilities has come a step closer with construction work for the new Dargaville pontoon set to begin next month, and geotechnical work underway for a wharf and pontoon project at Pahi. The next round of Creative Communities Scheme funding is currently open for applications and closes 4.30pm 31 August 2020. The Creative Communities Scheme provides funding for communities to be involved in local arts activities. The funding supports a wide range of arts projects.
The next round of the Sport NZ/KiwiSport Rural Travel Fund is currently open and has been extended until 4.30pm 24 August 2020. A total of approximately $10,000 is available for distribution for winter sports. The Rural Travel Fund is designed to help subsidise travel for junior sports teams (5 to 19 year olds) participating in their local competition. The linking of the KiwiSport Fund to the Rural Travel Fund will address an identified barrier to increased numbers and opportunities for children in playing or gaining skills in sport.

Nominations close at the end of this month for the very prestigious New Zealander of the Year Awards, and organisers are calling for more nominations from regional and hometown heroes.
Dargaville High School Year 12 students Tegan Zappelli and Brodie Munn have won a sailing experience on the R Tucker Thompson, after winning a place through the Te Tai Tokerau Tall Ship Challenge poster competition.
With six categories honouring volunteers, community groups and positive leaders, there are ample examples in the Kaipara of those worthy of having their names put forward. With previous winners including sporting greats, professors, cultural leaders, charity fundraisers and entrepreneurial innovators, the awards now span six categories. Any member of the public can nominate an individual or community organisation in the awards programme. Nominations for the 2020 Kiwibank New Zealander of the Year Awards close on August 30. Organisers urge all Kiwis to think about the people in their part of the country who have made a difference. It could be one person or a whole organisation who have risen up to help locals, through education, services, caring for the sick and elderly during Covid, funding new facilities for sports, the arts or pensioners, or finding ways to create jobs and innovate environmentally. “These are people we know and those we discover. Those special kiwis whose passion and determination have seen them inspire, innovate, and work for the betterment of Aotearoa and its people,” said the awards’ patron, journalist

NRC Chair Penny Smart says the council is starting to develop its plans now and the community pop-up events offer people a great chance to participate. “Like all councils, we have to work out what the priorities are, what services we can deliver and, of course, how it’s all paid for. Planning for the next three, 10 and even 30 years is always a real balancing act, but that’s especially true in these challenging times.” She says public input about the things most important to them will help steer early development of the plan. However, she points out there will be another chance for feedback when council formally consults on the plan in March/April next year. The council’s Strategy, Policy and Planning manager, Kyla Carlier, says the link offers people the chance to join an online conversation and share the things that matter most to them, as well as a ‘sign-up’ option to keep abreast of the latest LTP developments.

A worldwide campaign to help boost safety for both dogs and their owners in public spaces has reached New Zealand, with a clever and simple idea to assist sick, injured, rehabilitated or rescued dogs reintegrating into canine and human society.
The $17 billion a year tourism and hospitality industry has received a huge shakeup with the advent of Covid. However, plans are afoot to bring back our second biggest sector stronger than ever.
The Yellow Dog Project is one of those concepts that’s pure genius in its simplicity. Many dogs, whether due to vet’s orders, an animal shelter background, previous trauma or lack of early socialisation, are in the process of learning how to behave with their owners, around other dogs, or in an open environment. They’re not bad dogs, they may just be frightened or overwhelmed with new smells and sights, or hurting from surgery or injuries. Kaiwaka Can came about six years ago to combat speeding traffic in Kaiwaka. It now acts as a link between the community and Kaipara District Council.

arly New Zealand Banknotes dated before 1932 are currently fetching big money! This is according to Mr Tony Grant, author of the John Bertrand New Zealand Coin & Banknote Catalogue. Mr Grant is in Dargaville next week on a buying trip for John Bertrand (Collectables) Ltd and would be very keen to see any of these issues. “We will pay at least $300 for any undamaged Ten Shilling or One Pound banknote from a
New Zealand trading bank dated 1932 or before. Denominations of five pounds and higher would be worth from $700. “Any banknote dated prior to 1900 would be worth at least $1000” said Mr Grant. Also purchased are any Reserve Bank of New Zealand pre-decimal issues, especially 50 Pound notes. All overseas banknotes are also wanted, especially early Pacific Island issues.

Collectors Need War Medals
urrently, throughout NZ and the world there is a big demand by collectors for war medals. These cover all wars right through from the New Zealand Land Wars and the Boer War, to the First and Second World Wars and the later Korea and Vietnam conflicts. New Zealand Servicemen and Women first served overseas in the Boer War in South Africa around 1900 and the war medals awarded for this service are needed by the buyers, as are any other Medals from early New Zealand and the New Zealand Wars. General service medals from both the First and Second World Wars will also be purchased, but as can be imagined these were awarded in fairly large numbers. “If a group of medals has any special award for bravery such as the Military Medal, Military or Flying Cross or other medals for Distinguished Conduct or Meritorious Service, these can add great value to a group” stated Mr Tony Grant, buyer for John Bertrand (Collectables) Ltd. “Many families have old medals, some dating back to early Imperial days, that they are not sure what to do with. The daffodil is the symbol for one of our nation’s most well-known charitable fundraisers, the annual drive for the Cancer Society of New Zealand. To carry on their good work in Kiwi communities, looking after the families of people battling cancer and the wellbeing of patients themselves, this hard-working not-for-profit organisation hits the streets to raise money and awareness. Why the daffodil, though? How has this yellow bloom come to signify the push for research into one of the modern world’s most pervasive illnesses? Moreover, why was it chosen to represent Friday, August 28, Daffodil Day? The cheerful yellow bloom of the daffodil comes out at the turning of the seasons, as winter’s cold and rain turn to spring. Thus, several cultures held the flower sacred in ancient times, from the Egyptians to the Hebrews and, of course, the Greeks, who associated the flower with the demigod Narcissus. In their legends, the yellow daffodils grew
on the earthly side of the river Styx, beyond which lay the afterlife. Daffodils were significant as a flower associated with returning from illness or injury. Therefore, it’s said they reminded spirits of the joys of the living world and made them turn back, returning to their friends and family. In Wales, the daffodil is the symbol of the nation’s patron saint, St David. A real-life sixth-century holy man who founded peaceful monasteries during a time of almost constant warfare, preserving literacy and knowledge of healing. The daffodil was also sacred to Eostre, the fertility Goddess of Rome from whom we take the name of the Easter holiday. In China, the daffodil is a symbol of hope and new life and is associated with the celebration of the new year.

With all of these worldwide traditions supporting the impression of the daffodil as a flower of regeneration after winter, it’s no surprise that the Cancer Society chose it as an emblem for their own works. Their mission is centred on fostering hope, both in individuals fighting cancer and in society as a whole that a cure can be found through science and research. When
you see the collectors out there this year with their bright yellow flowers, think of all the people through history who have also waited for the daffodil to herald the coming of spring. Year after year, the flowers never let them down; just as the Cancer Society continues to honour its pledge and support those in our communities fighting this illness today. ¢

Construction work for the new Dargaville pontoon is set to begin next month. The work is part of Kaipara KickStart, an umbrella programme led by Kaipara District Council and funded by the Provincial Growth Fund, to grow the district’s economy and increase community wellbeing. Work onsite is expected to take two to three weeks. A traffic management plan will be in place, with further details available on our website towards the end of this month. During the construction period a portion of the carpark nearest to the pontoon will be used. The carpark will be fully operational again after the pontoon is completed. Other work as part of the Kaipara Wharves project includes; further consultation and design for a new wharf at Pouto, Pahi wharf upgrade, and further consultation, design, and implementation of a beach landing at either Otamatea, Waihaua, or Oruawharo marae.

Mangawhai community park work You may have seen our team and contractors hard at work around the Mangawhai Community Park area. We’re removing the wilding pines and gum trees (areas where you will see the action are between the Mangawhai Club and Fire Station, and between the Skate Bowl and Pioneer Village). This work is funded by the Te Tai Tokerau Redeployment Package from central government, and will take another four weeks or so to complete. Activities involve tree felling and the use of heavy machinery; safety observers and cordons are in place. Trees felled are used for park mulch or sold for firewood to help pay for maintenance of our parks. Once this mahi has finished and the weather allows we will be replanting the area with native plants.

With the Targa NZ road race coming soon to Mangawhai, it was revelatory indeed to take a look at who’s leading the field in this nationwide event. An eventful Hawke’s Bay Targa is already completed, and the classic 2WD division is led out by a pair of rival machines, which have been trading punches since the early 1980s. At the 1982 Berlin motor show, both Mercedes and BMW came out swinging, with new, angular styled, crisp, modern small cars for a new type of urban sophisticate. Bruno Sacco penned the W201 for Benz; commonly referred to as the 190E, this body shape, in fact, spanned many different engine configurations, notably a coveted collaboration with Cosworth, the British tuning gurus who turned latter-day Fords into fire-breathing monsters.

BMW’s second-generation three series were more compact and shared the sharp-edged, ruled-line elegance of the Merc. Claus Luthe and Boyke Boyer took design credit for the now iconic shape with its twin headlamps and pugnacious stance. In April this year, the motorsport world lost one of its most famous drivers, a man who was often called ‘the greatest driver never to win the world championship’. Enzo Ferrari would tell it differently during the career of the late, great Sir Stirling Moss. The Italian carmaker always maintained that if Moss swapped British patriotism for pragmatism (and an Italian F1 drive), he’d have won the lot. Stirling was the son of a dentist, and in a weird hint at his later associations with New Zealand, his boyhood home was called Long White Cloud House. His family were all involved in motor racing, even his mother, a hill climb racing champion in her own right. It was only natural that Stirling developed a ‘taste for petrol’, and went on to set some incredible records. Between 1948 and 1962 he won 212 of the 529 races he entered, a staggering calendar behind the wheel equating to 62 races a year in rallies, road races and track races. He drove 84 different kinds of cars during this time, with a fondness for British makes that verged on the single-mindedly patriotic. “Better to lose honourably in a British car than win in a foreign one,” he was known to say, as he broke the Italian domination of Formula 1 alongside Jack Brabham in the so-called golden era. His crown as top British F1 driver endured until 1991. In 1954 Moss outraced the two top drivers of the age on their home
turf at Monza, Italy. Juan Fangio and Alberto Ascari both praised his skill and his determination at the event; when his car’s engine gave out, losing him the race, he still pushed the machine over the finishing line. The next year saw his most significant drive ever, and what some sports commentators call the single greatest driving feat of all time. Stirling Moss finished the 1,000 mile Italian Mille Miglia road race, thought to be the most gruelling in motorsport, in 10 hours 7 minutes. On those roads, with 1950s technology, it should have been impossible, but not only did he pull it off, he then turned around and drove his girlfriend from Italy to Munich for a late breakfast. Moss visited New Zealand and raced at Pukekohe, teaming up with Denny Hulme, and entered the Bathurst 1000 in a Holden Torana. He was a pioneer of land speed racing at the Bonneville Salt Flats where Kiwi Burt Munro would find fame. His favourite accomplishment,

The Dargaville High School Building Academy is seeking to appoint an additional building tutor to help meet forecast growth. The Academy – which normally enrols 10 or more senior (Yr 12 & 13) students per school year – builds and sells full-sized 2 and 3 bedroom transportable houses for a variety of clients. With expansion to both student numbers and the programme itself underway, an additional building tutor is required. • A key requirement will be a demonstrated ability to engage well with, and pass on essential knowledge to students in an appropriate manner. • It is preferred the applicant holds an LBP qualification, but this is not essential. • The successful applicant will need to go through the standard police vetting procedure, as the position involves school students and the Academy is situated on school property. • Duties would include, assisting the Tutor in Charge, supervising and tutoring students on building sites within the Academy, while overseeing health and safety requirements, ensuring best trade practices and skills are always observed and generally preparing students for the workforce.

2nd February 1946 – 29th July 2020 Passed away peacefully at Whangarei Hospital, aged 74 years old. Originally from Mt Albert, Auckland and Waiheke Island, where he raised his family with Maria. More recently living in Pahi on the Kaipara Harbour. A loving, strong and supportive Dad always to Aaron, Todd and Angie. Gubby will be missed by his 11 grandchildren and 3 great grandchildren. Loved brother of sister Joy and late brother Ron. Special Uncle to many of his nieces and nephews. An avid Petrol Head, Gardener and Fisherman. A memorable funeral service took place at Pahi Hall on Tuesday, 4th August 2020, followed by a trip down memory lane around Waiheke Island and then the final farewell at Onetangi Lawn Cemetery on Wednesday, 5th August 2020. Go floundering now Dad, with Beebar and have a game of cards with Narnie and Ron. Rest in peace now Dad. You are so loved and missed. You will stay in our hearts forever.
