The proposed catch reduction in the east coast’s Snapper Fishery 1, which runs from East Cape to Cape Reinga, could mean the catch limit of nine could be reduced to as few as three. Former fisheries inspector, Doug Carter, says east coast recreational fishers could simply come into Snapper Fishery 8, which runs from Cape Reinga to Taranaki, where the daily bag limit will remain at nine. There has been an outcry over the proposed cuts from recreational fishers and the recreational marine industry including retailers, service agents and tourism operators. Only days remain for their voices to be heard. Submissions on the cuts close next week — on August 23. Other options in the government proposal include lifting the size limit for snapper from 27cm to up to 36cm. “These changes could happen as soon as October and it will see a major increase in people fishing the Kaipara Harbour and coast. p Around 60 people enjoyed the smells and sights of spring at the Ruawai Garden Club camellia display held at the memorial hall. Te Kopuru residents, Mary and Graeme Kidd are regulars and club secretary Noeleen Gatehouse said, “they support us every year.” The displays were originally set up by the late Betty Wallace, and the garden club paid tribute to her by showcasing camellias which still bloom in her garden. Twenty members of the club will travel to Auckland on August 10 to attend a camellia show at the Alexandra Racecourse as well as Palmers Planet in Albany with some members from other garden clubs coming along for the ride.

Ruawai is 100 years old. Well 105 to be exact. In 1908 a small settlement by the name of Shag Creek was renamed Ruawai and the event’s anniversary will be celebrated on the weekend of March 21, 22 next year.

Kaipara hearings announced Commission has called meetings in the Kaipara seeking feedback and testing ideas about the best shape for local authorities in the wider Northland region, to be announced later this year. Three meetings will be held on Monday and Tuesday, August 19 and 20. The Kaipara District Council commission chair, John Robertson, says despite the short notice from the government, he urges local residents to make their views known. ”The Local Government Commission has already consulted widely with

stakeholders in the north, including the four councils, as well as iwi, business groups, farmers and employers. However it also wants to hear the voices of ratepayers, residents and ordinary members of the public. “Now the views of Kaipara people are crucial as the LGC determines the best options and prepares its draft proposal for public release later in the year.” The meeting schedule is: Monday August 19, 4–6pm, Mangawhai Golf Club. Tuesday August 20, 11–1pm, Maungaturoto Centennial Hall. Tuesday August 20, 4–6pm the Lighthouse, Dargaville.

The town’s anniversary segment of the Ruawai Promotions and Development Committee says the event will kick off with a get together on the Friday for a light supper and a chance to catch up with old friends and family. “The Ruawai Hall will be decorated with photos from locals and the extensive collection held by the Ruawai High School,” says committee chair, Peter Flood. “We want people from Ruawai and further afield to be able to reminisce with old friends over a cup of tea, a beer or a glass of wine. Ruawai might be a small community but there are plenty of other people with connections back to Ruawai and we’re inviting them to join us. “Our theme is about old and new. Celebrating where we have come from is just as important as where we have come to and what we have today.” Saturday March 22 will start with a parade of community and sponsored business floats led by a horse team and some of the oldest cars, tractors and machinery in the district. A gala at the sports ground will follow. “Ruawai would not be Ruawai without

the early involvement of the river and the importance boating has played in the development of our little town,” says Mr Flood, “so we are working with the Ruawai Boating Club to jointly put on a display and perhaps boat rides on the river that will be fitting for our event. There will be something for everyone.” The Centenary will culminate with a dinner dance on the Saturday night. Kewpie Too returning Those wondering whether the popular Kaipara Harbour boat cruises aboard the Kewpie Too will happen again — there is good news.

Fifteen-year-old golfer, Jodi Macalister, is a name to remember. She is one of the eight leading Northland juniors with a bright future ahead of her. The Dargaville High School student recently won the Top of the Harbour junior title at Waipu Golf Club and finished runner up at the Northland Under 23 Classic for the third year straight. Association spokesperson Pauline Gough says while the display is now paintings only, there are still nearly forty pieces on show. “The original showing was highly successful, and we wanted to ensure that anyone who may have missed it could still see a lot of the work our members displayed.” The Funky Fish is a keen supporter

Tina Portanger who farms near Dargaville with her husband, says they have used untreated water from the Kaihu River for several years to water stock, but says in all the time they have been there, they and several neighbours have maintained the lines from the source to their property. “We always understood that we maintain the line from the meter into our property — that’s normal — but whenever it breaks or needs work from the meter back to the source, we have done it, as the council has not really wanted to know.” On top of this, Tina says the rates are going up which she feels is a bit unfair. “It’s untreated water, we are doing the upkeep and yet we are being charged the same as town residents, but with none of the benefits such line maintenance.” Tina says in the past, the council have told her they can’t maintain rural lines like theirs, as in many cases,

they are so old they simply do not know where they are. “The rate increase also seems unfair, as in major urban areas like Auckland, the rates are not only considerably less, but have not increased for the past two years. I also wonder if Dargaville residents even know their water charges are going up.” The Kaipara District Council says while they will be reviewing untreated water rates, those using it should contribute to the cost. Community engagement manager Barbara Ware says because the water is “raw” or untreated it is subject to weather which can leave it discoloured, which is why it is not for human consumption. “All users connected to a council water supply are responsible for the pipework from the meter to their property. All pipework from the meter back to the water source is council’s responsibility and we are able to locate breaks when they occur.”

Biannually the Dargaville quilters raffle off their wares and raise money for organisations. This year’s show is in the Fosters arcade, August 13 to 17. The money raised will be split across four organisations and the Dargaville Volunteer Fire Brigade, Kaipara Hospice, and the Northland Rescue Helicopter will also receive a funding boost. Telehealth, a big ticket item on the wish list, which enables patients to have a video conference with a specialist, recently secured funding. Kaipara Community Health Trust executive, Deb Evans, says there is also

smaller items on the list and wanted to use the money on a targeted project. “We want to brighten up the room with furniture, plants and artwork.” Dargaville Hospital operations manager, Jen Thomas, says the room is a space away from the hospital, located in the community health building, where mental health clients and their families meet with health workers. “We want to make it a pleasant room where clients feel comfortable.” It’s not the first time the Dargaville Quilters have supported the wish list. The last quilt show in 2011 raised around $1,800, with a percentage going towards the list. ¢

Paparoa Lions member, Jim Rowlands, was baiting and trapping for pests along the Paparoa bush walkway when he came across an unusual broken egg.

There was a time when rural districts had little or no local radio, but now, even the smallest towns can — and do — have their own radio stations and Dargaville is no exception, with the area sporting around four.

“It was quite distinctive in size and colouring and was bigger than a sparrow’s egg.” It belonged to a banded rail bird, or moho-pereru, known to be shy and reclusive, and is on the threatened species list. He found the egg halfway along the bush walk and suspected it to belong to the banded rail, spotting one a few months month earlier. It can only be issued in advance of any work taking place. You may also need a resource consent if your project has an impact on the environment. You can access details information from the websites of your local council. New rules came into effect in 2012 which apply to projects containing restricted building work critical to the integrity of a building by ensuring that it is structurally sound and weather-tight. Most building projects require a building consent before any work is started. The consent includes not only the building work but also any work related to site preparation, plumbing or drainage. If you do not obtain a building consent before starting work, it will cause problems later in the project and may also lead to anybody involved as property owners or tradespersons facing prosecution.

You do not need to apply for a building consent if your project is covered by an exemption. However all building work undertaken must comply with the New Zealand Building Code. Examples of exempt building works include decks less than 1.5 metres above ground level, a garden shed less than 10sq metres and at least its height from the boundary, fencing less than 2.5 metres high, car ports not exceeding 20sq metres and even playground equipment, used by a single household, that is less than three metres above the ground. For detailed information, consult your local or regional council. There are other areas council can assist with including building warrants off fitness, fencing of swimming pools, dangerous and insanitary buildings, earthquake prone buildings, and undertaking enforcement action in connection with illegal building works. ¢

By the time many people reach 87, they are often content to take life a little easier and smell that coffee they have heard so much about, but not so Jean Wrigley.

Opened last week in McKay’s Arcade in Victoria Street, Jeni Gorrie is already doing a brisk trade with a large range of natural remedies, organic food, friendly expert advice plus reading material on all sorts of health issues. Elf Organics and Wellness is perhaps not typical, in that alongside the stock of natural remedies, medicines and homeopathic medicines, she has a wide selection of organic foods. Fonterra needs to save face We farmers over the last two weeks, have witnessed our cooperative Fonterra under siege. What started as a policy of being up-front and forthright with our customers here in New Zealand and internationally, has resulted in claims that Fonterra is too big and should not be controlled by farmers. As a Fonterra supplier, I have to say that some of Fonterra’s media spin masters have made matters worse by sounding very unconvincing, not looking the TV camera straight in the eye and the spectacle of watching Fonterra’s Chief Executive Theo Spierings trying to defend Fonterra’s position on TV1 Q&A programme and TV3’s The Nation, was embarrassing to say the least. On TV3 The Nation programme, he looked perplexed when the commentator’s panel stated that regardless of the outcome, he should resign and fall on his sword. Some proprietary dairy companies have suggested in the media that Fonterra is too big and being run by farmers, is not in the interests of the country, even a suggestion that Fonterra should be broken up and that its current management style demonstrates arrogancy.

I believe the one commentator who has come out on top in all of this media fiasco is the government’s Minister of Trade Tim Groser. His commonsense and the confidence that he has demonstrated in his plain English statements, have been very clear. It is a pity he wasn’t working for Fonterra. The Chairman of Fonterra John Wilson appearing on TV has really been a non-event. He claims that he has been keeping New Zealand dairy farmers informed. At this stage it is not New Zealand dairy farmers that he should be worried about, but the issue of Fonterra’s national and international reputation. He has not demonstrated the same demeanour as the Minister. In short, the Fonterra media campaign has been poorly conducted and has left a feeling that it is camouflaging a multitude of sins, including incompetence.

Tim Groser made a statement on TV that New Zealand has enemies, who when given the opportunity like to attack New Zealand’s claim of being 100% Clean and Green. These include New Zealand and worldwide dairy competitors. Watching the Chinese Embassy’s representative on TV state that in China the three strike rule applies, three strikes and you are out, I find a little ironical. China has a history that where they think it is warranted, they have executed individuals representing large companies. Maybe with Fonterra’s history in China over food quality issues, our dairy leaders should be pleased they are not Chinese citizens. Farmers of New Zealand supports the government holding a full inquiry into the events that have caused Fonterra to face a major public backlash, but regardless of the outcome, farmers will want to see decisive action being taken where incompetence is found. Fonterra’s Chief Executive Theo Spierings has stated on TV that while it is only a small amount of product involved of some 38 tonnes, the fallout cost to New Zealand dairy farmers will be in the tens of millions of dollars. Fonterra is a farmer co-operative owned and controlled by its 10,000 dairy farmers. Any action that threatens Find

the structure and the future wellbeing of our co-operative, must be defended. Our reputation and objective of producing the world’s best dairy products is uncompromising. The Chinese have a saying, one must not lose face. If that means that Fonterra’s Chief Executive and the Chairman must step aside for New Zealand dairy farmers to save face, it would be a small price to pay for the greater good of our 10,000 co-operative dairy farmers. ¢

The chairman of the Kaipara Citizens and Ratepayers Association has resigned, citing apathy and continuing frustration with the Kaipara District Council at many levels. Ron Manderson told last Saturday’s meeting he was not only frustrated with the council, but had found he no longer had the personal time to commit to the association which he said was ‘suffering from ratepayer inertia.’ He welcomed incoming chair, Bill Guest, Operations Director for Farmers of New Zealand, and a former KDC councillor who said he had every confidence he could inject some much needed impetus into the organisation.

Mr Guest said he was looking forward to the many challenges the KCRA faced going forward. Ruawai resident John Edwards was appointed deputy chair. Mr Guest said the association’s focus would continue to be on rating legislation and the validation of the current rate structure, while they would also be maintaining a strong focus on the role of the Audit Office in relation to the former operations of KDC.

Meanwhile Mangawhai ratepayers who have been withholding rate payments will have their case heard in the Whangarei High Court on Friday. The Mangawhai Residents and Ratepayers Association is claiming the Kaipara District Council borrowed money to cover cost overruns without

ratepayers’ knowledge, that these were hidden from public scrutiny and that the Auditor General’s office also failed to detect them. While the case against the council has been bought by the MRRA, Mr Guest says it is of key concern to all KCRA members. ¢
