Dargaville accountant Kathryn de Bruin and Okaihau civil contractor and businessman, Ken Rintoul, join Dover Samuels and chair Murray McCully on the trust. The project will have the capacity to store as much as 20 million cubic metres of water, enough to fill 8,000 Olympic-sized swimming pools. Two or three reservoirs are planned for the northern Pouto Peninsula in Kaipara and up to four reservoirs constructed in the Mid-North “I am very excited to be involved in the water project,” Ms De Bruin said. “There has been substantial investment by the government into Northland with this scheme. As the chair of the Audit and Risk Committee, I understand our job as trustees is to ensure these funds are well spent. “The opportunities and benefits the project will bring to our community are diverse, from providing jobs to securing further water supply for the Dargaville and Kaikohe townships.” Ms de Bruin owns a horticultural operation in partnership with her husband and is a director at Horticulture NZ. She adds that the development of the schemes will be transformational. “I am a vocal advocate for rural-based businesses, and these storage schemes will help to strengthen the potential and growth of our rural communities. We have some of the best horticultural soils in the country, but without a reliable supply of water, it’s hard to realise that potential. By creating the ability

The Matawii reservoir near Kaikohe is the first in the trust’s plan, and it is hoped construction will start before the end of the year, providing up to 70 jobs. Ken Rintoul said the trust hoped the first phase of the scheme could be operational in the Mid-North by late 2021. “While everyone will probably agree we’ve had more than enough rain lately, it’s perhaps easy to forget that just a matter of months ago we were in the grips of yet another serious drought. This is an opportunity we need to grab hold of and make happen.” The project also aims to address disparities in Maori access to water for land development and the scheme is expected to lift employment by 12% in the Mid-North and 5% in Kaipara each year. ¢

Construction work for the new Dargaville pontoon is set to begin next month, with a start date dependent on any Covid-19 developments and restrictions, and the work is expected to take two to three weeks. “A traffic management plan will be in place, details of which will be available on our website towards the end of this month,” said Kaipara Wharves project manager, Jody Kelly. “During the construction period, a portion of the car park will be used for materials and equipment. With Auckland now back to level three Covid preparedness and our own part of the nation at level two, the government and health care service providers have moved swiftly to take measures protecting the public. Dargaville’s Covid testing centre is open again to check those with symptoms of the respiratory disease; these include a prolonged or harsh, dry cough, fever and high temperature. The testing centre is located behind the Dargaville Hospital; patients should follow the signs to find the trailer-based clinic, and then comply with the requests of testing facility staff. The clinic will be open from 9am to 4pm, seven days a week for the duration. At the same time, elder care facilities across the region have been put into a pre-emptive and preventative lockdown, with family and friends of residents asked to please stay away. Retirement villages and hospital care facilities for the elderly are among the most vulnerable locations to Covid. Thus

the move to a self-imposed level four is the best way to prevent sickness and potential loss of life. As Kaipara communities readjust to level three conditions, a renewed plea from retailers has gone out to curb panic buying and hoarding. That proved unnecessary and disruptive during the more serious initial lockdown period earlier this year. The management of our local supermarkets, pharmacies and convenience stores have once again joined in appealing for calm, civility and kindness while we navigate this current Covid outbreak. Official information is available from health.govt.nz. People are warned not to take social media rumours or alarmism at face value, but to pay attention to official sources.

Important election deserves better
Dargaville’s spring renaissance

There is no doubt in my mind that the right thing for the people of New Zealand was for the government to delay the general election.
Art returns to the walls of Dargaville’s Muddy Waters Gallery this week, following a prolonged closure due to coronavirus safety concerns.
To do anything else, for whatever motive, would deprive us of the right to have a fair and informed vote. However, there are still concerns. The first is the question of whether a delay of four weeks gives us sufficient time for us to campaign in a fair, free and safe environment. After all, we are not yet in a covid-free environment. There will be, for some time to come, an understandable reluctance to attend public meetings. Social distancing means that meaningful meet and greets with you are virtually impossible. My second concern is that the prime minister has said that the election will take place on October 17 — regardless. Really? Regardless of what? The safety of our electoral workers at polling stations? Regardless of the safety of those queuing up to vote? It seems to me, as stated by Judith Collins, that it would be much more sensible, and safer, to delay the vote until next year when we are more
likely to get ‘clear air’ for better, safer campaigning and, more importantly, safer voting. Under current conditions and even by October 17, I don’t think the country as a whole can have a fair election. There are significant issues, not just Covid, facing the country that need to be considered, including the mounting debt, the lack of infrastructure and increased crime. There are also other voices that need to be heard, including those who are not yet in parliament, if each of us is going to have a true and democratic choice as to who is best able to navigate us through the recovery period. However, you are not going to get the opportunity or the time to hear about those in detail. Not at least until we can get back to some semblance of normality and return to a campaign in which all voices, views and policies are available to us. Let’s delay the election until such time as that can happen.

Every council in New Zealand is expected to have a significance and engagement policy, and the Kaipara District Council is no exception. What is this important document, and why should you know about proposed changes to its wording? A significance and engagement policy is all about identifying which issues in the community are truly significant, and when the council should engage with its constituents to receive feedback. Some issues are, of course, of only minor significance, and don’t require the full scope of public input to rectify. Others affect us all in different ways, from socially and culturally to fiscally and environmentally. On those, citizens expect to be able to provide evidence and opinions to help steer debate and find suitable outcomes. Currently, the KDC is in the process of changing its significance and engagement policy, and they’d like to hear your views. “We want to know the things you like and would like to see retained in the proposed amendments, as well as the things you would like to see changed, either back to the existing policy or something new,” said council representatives working
on this project. The closing date for submissions is September 3, and you can tell us your views in person on September 29.” It is the first change to the policy since 2017, and it’s an area with potentially big implications. Deeming just what is significant and determining what level of public engagement is warranted in the local government decision-making processes is a cornerstone of local democracy. Broadly, the changes proposed will streamline the process for determining major significance, bring the policy into line with section 82 of the Local Government Act, redefine some strategic assets and finetune how to respond to matters of lesser significance. Water plan: ‘How not to do it’ u Opinion: by Richard Alspach
There is a community joke in Huntly, ‘flush the loo twice, Auckland needs the water’. We can all smile at that, but I stopped when I read last week’s headline article, in the Lifestyler, about the government’s plan to make us part of the joke.
Mayor’s Memo Kia ora Lockdown#2 is literally at the doorstep of Kaipara District right now. While we have freedom of movement our neighbour Auckland is restricted in Covid Alert Level 3. Reaching across the porous border, we send best wishes for Auckland as the health emergency develops there; we’re all closely connected and everyone’s sharing in this together. It’s more complicated than the March Lockdown. The border between us is effectively closed to stop community transmission from Auckland to Northland. This is particularly challenging for Kaipara people, many of whom normally cross the regional boundary daily for work or to access services or schooling. It’s the same for people who work here but live further south. Good luck with the challenges of the current moment. Freight and essential workers will continue to pass; it’s business as usual. Milk tankers are still running milk down to Takanini in Auckland for town milk supplies, stock trucks are rolling, we keep growing the kai in Kaipara. For the peninsula region of Northland right now the Auckland border closure means we’re also isolated from all other parts of New Zealand – an historic first. The old phrase “The Roadless North” takes on a whole new level of meaning. For the present travel between Northland and Auckland is restricted but this situation will change and we should all expect further developments in coming days. By the time this article goes to print it’s likely the story will have changed again.

Expect to see rapid progress with these projects as spring comes on. Springing into the next season, there is much going on. The new update for the Antenno app which sends alerts to your phone from KDC about water, roads or other services (www. kaipara.govt.nz/antenno) is something special; it allows anyone to take a picture of a pothole, a blocked culvert or broken water pipe and then upload it directly to Council for a service request. As a small Council that’s light on its feet we’re using new technologies and literally putting them in the hands of the people, to grow a better Kaipara. While other changes may be going on around us, we’re continuing to lead the way. It will pay to keep up, keep alert, keep safe and keep washing your hands as we go forward!
Auckland Water is an unresponsive behemoth. Its chief executive gets paid twice the prime minister’s salary. The system is under-maintained and under-delivers. What would they gain from us, beyond another cash cow, and more importantly, what could we possibly gain from them, save only an example of ‘how not to do it’? Combining the three waters is problematic in itself, but then to combine the whole region, and include that with Auckland is bordering on insanity. Even basing the region on just Northland stretches the bounds of possibility. Probably half of the ratepayers in Northland look after their own water. Farmers and small rural communities rely on tank water for domestic use and septic tanks for wastewater. Are these people now going to be used as a source of revenue for the municipalities? There is no question that a combination of ageing and undermaintained systems is building up a bow wave of heavy expenditure and this is further compounded by the government’s clean water legislation (an initiative started by the previous
government by the way). Most people thought that this legislation was aimed at dairy farmers, but in fact, it was also designed to force municipal systems into line. At the time of introduction, I opined that it would push most wastewater rates up by at least 50%, probably more. It seems the government recognises this fact. Clean rivers and streams are, of course, important. However, I don’t know of a dairy farmer who hasn’t spent at least six figures on upgrading their systems. It has always been the urban areas lagging behind. Now, this latest central government initiative seems designed, among other things, to capture the rural communities to pay twice. Even offering subsidies from the tax-paying public will see rural communities paying twice. However, at least, that would be a one-off. The proposed amalgamations would see rural communities paying for urban waters forever. So Mr Mayor, more power to your arm and that of your council. Given what’s at stake, it’s worth making a stand. Clubs, groups and societies around the Kaipara have found themselves better off as the Kaipara District Council announced their 2020 round of funding.

Plunket in Dargaville has scheduled a series of drop-in clinics to make it easier to access their services. It’s all part of the long-standing charitable organisation’s mission to help parents on their pathway. Something that hasn’t changed since the days when Plunket began in the small coastal town of Karitane. What started with Dr Truby King and Maori midwives, Mere Harper and Ria Tikini, at the turn of the twentieth century has gone on to become part of most New Zealanders’ lives. Many of us will remember the Plunket nurse visiting younger brothers and sisters to check on their health and development. “In the first 1,000 days we make the difference of a lifetime,” say spokespeople for the organisation.
“Evidence shows getting things right in the first 1,000 days of a child’s life will set them up for better outcomes later in life. We’re proud to visit over 85% of all newborn babies in Aotearoa and support whanau and their tamariki.” To make that happen in Dargaville, the Plunket office will now be open for drop-in from 9am to 1pm each Monday. If your child is in any of the following age brackets and has not had a plunket check-up while in that age group, they’re eligible. Those age ranges are 5–7 months, 9–12 months, 15–18 months and 2–3 years old. Due to the current and ongoing Covid level three restrictions in place, those with cold and flu-like symptoms are asked not to visit the clinic but wait until they have recovered. ¢

The KDC’s community grant programme helps out many small organisations in communities around the district each year, contributing to everything from coats of paint to vital equipment and electrical bills. This year, tens of thousands of dollars were approved in funding to 21 community-minded groups, spanning the Kaipara from Kai iwi lakes and Kelly’s Bay in the west, to Hakaru and Maungaturoto in the east. “These grants are intended to make a contribution to an organisation to support the council’s community outcomes,” according to KDC’s media liaison. “They are intended to support events, services or activities that are of benefit to the community, and can demonstrate those benefits.” Recipients’ projects for 2020 include the Taipuha Hall, set to receive a fresh coat of paint, the gabion wall at Kelly’s Bay, a new shade sail for Maungaturoto Playcentre, and new water tanks and plumbing for the Hakaru community hall. Initially, the pantry was located at the Arty Fartys’ site on State Highway 12, until the organisation donated it to the school. “As part of the school’s Community Ser vices and Enviroschools programme, Paparoa Primar y School has relaunched the Paparoa Community Pataka Kai located at the school,” said Paparoa Primary School principal, Simon Schuster. “George Reid, the husband of one of our staff members, rebuilt the pantry and it now has pride of place on the fence line. “The school’s Enviroclub, led by teacher Ann-marie Wilkinson, tends an excellent vegetable garden and is now
using this produce to stock the pataka kai. A sign on the pantry reads: ‘Please feel free to take what you need and leave what you can’. “In addition to this fantastic community asset, Northland artist and Whangarei City Councillor Carol Peters has donated a large painting that now sits on the back of the pataka kai. The kokopa (wood pigeon) painting reflects the garden surroundings of the pantry, where kowhai trees are host to these large and majestic native birds. “We are thrilled to have this up and running to help support the community and live our school values of Respect, Responsibility and Resilience,” Mr Schuster said. ¢
A pest cull this week cracked down on species, which can destroy native plants and deprive native fauna of vital spring food. “The target pest for the Taharoa Domain pest cull is primarily rabbits,” says KDC spokesperson Ruby Mitchell. “Our contractors have gone out to Taharoa Domain over two nights this week and culled almost 60 rabbits, as well as a number of possums and hare. Some designs are game-changers, ripped from the pages of the future to make heads turn and rivals quake in their boots. It was like that when a world of boxy postwar automobiles came face to face with the Lamborghini Miura, or the old mobile ‘brick’ met the smartphone. Now, something similar has come to the back yard. Stihl has been quietly amassing an arsenal of battery-powered outdoor power equipment for a while now, and each one that comes along proves that whatever petrol can do, the right amount of voltage and amps can do better. Small chainsaws, line trimmers, hedge clippers and the like all lost the cord and gained lightness, autonomy and power. Shuttling the same battery between them meant less waste and fuss, too. Now Stihl has thrown down the gauntlet to the makers of conventional lawnmowers. Their new RMA765V doesn’t just shape up to the petrol drinking competition; it humiliates it. When asked to witness a test of this new electric beast, we were sceptics at
first; electric mowers have long been the stuff of postcard lawns and nibbly short grass. The site chosen was a ruggedly overgrown orchard, three months unmowed, on a hill so steep it would have caught the attention of Sir Ed. Firing up the Stihl, local mower specialist Trevor got to work, in eerie silence. There was only a whirr from the twin blades, which crossover in the middle of the 63cm wide cutting deck like the rotors of a chinook helicopter. Silence, too, at the controls; there was no sound of effort from the man behind the mower. Turning a dial to select the RMA’s speed and power, the operator clamps two handles tight, one for the blades and the other for the knobbly, all-terrain back wheels. Then it’s just a stroll behind the bright orange beast as it ascends the hillside like a mountain goat, slashing knee-high greenery down to a short stubble. There’s even the option to adjust all four wheels to

different heights to tackle any terrain. Best yet, the battery pack chosen for the test takes two standard Stihl cells, meaning the mower shares with saws and trimmers from the standard range. Before long, vast swathes of ground were cropped back, doing a job which would have been precarious on a ride-
on, and torture with a conventional push mower. A full 63cm cut is about eight times the width of your brush cutter, too. So there you have it. Technology just made one of those jumps forward. An iPod, flat-screen, turbocharger moment. Best to take a look, before your current mower ends up in a museum. ¢

Nearly every country on earth has a Father’s Day tradition, honouring the important role of dads in all its forms. However, the German Father’s Day is a bit different from ours, as it emphasises giving dad a day off. It is an idea from long, long ago (some say the middle ages), which has stuck around because it’s just so darn popular. Dads in Germany and some of its neighbouring countries in Europe don’t just get breakfast in bed, a card or a gift when it’s their special day. Instead, mums and kids have long agreed that what dads want most is to feel young again. To help turn back the clock on bald patches, grey beards and wobbly muscles, the German concept of Vatertag (that’s literally ‘father’s day’) allows groups of otherwise serious and sensible dads to act like they are teenagers again for a day. As we’re talking about a celebration in the beer capital of the world, this often involves some pints enjoyed with mates. The traditional way to do it is to hit the streets on a bicycle, carrying along some supplies on a wooden cart called a bollerwagen.
That dates back to the times when the father with the most children in a medieval German village was carted to the town square and awarded a prize for his virility; usually a huge side of bacon. It might be where the term ‘bring home the bacon’ originates. In modern times, packing bacon, sausages, steaks and beer on to a cart and heading out to the park or a scenic spot for an all-blokes picnic is the order of the day. Lawn games like bowls are played, dads let their hair down and tell risque jokes, sing naughty songs and indulge in both beer and schnapps long into the night. Many groups of dads move festivities to a traditional beer hall as the sun sets, but not after making a large barbecue dinner that’s heavy on the roasted meat. The big Vatertag gift is the four-day weekend, which the German government allows dads to give them time to recover.

Now that ties are only for the most formal of events, and we can all agree that it’s best to dispose of anything you blow your nose on right away, there are a few traditional (but boring) gifts for dad that have to be ruled out of the running for Father’s Day. No, what dads really want, at least according to UK researchers, is a hobby. A way to define their spare time, something that can channel their inner big kid, and that gives them a purposeful pastime that isn’t work. Hobby-related gifts for dads regularly track highest in polls of most-favoured presents, with things like fishing gear, power tools, model kits and sporting equipment topping the charts. The thing to do, then, is to find out what kind of dad you have and buy accordingly. If he’s a fix-it dad with a love for restoring cars or bikes, or just tinkering with DIY projects around the home or shed, tools are a great go-to. Check out what’s on the shelf (if dad’s tools are all over the floor, a tool chest is a top pick), and see what’s rusty or missing. Last Saturday was a ‘red-letter day’ for members of the Maungaturoto Community Charitable Trust as they met for a walk-through of the newly-raised timber framing of the 14-bed dementia unit at the Riverview Retirement Village.

The almost $4 million project has been beset by delays since its inception four years ago, first by compliance matters and funding. However, a bank loan and widespread community funding saw it become a reality that was finally sealed by a Provincial Growth Fund allocation last month of $1.75 million. The recently elected chair of the MCCT, Graham Slatter, led his fellow trustees through the emerging building where the framing had been pre-nailed off-site and erected in just a week. “We should see the roof trusses on next and once the whole roof is on we will begin the fit-out, which should see completion in 10 months,” he said.
District-wide fundraising has involved a garden tour, town breakfasts, sale of donated goods among many other activities as well as outright donations. The unit is the first in a planned four-stage development, including a rest home renovation and extension and ultimately, a hospital operating 24/7. Health Ministry figures indicate that by 2026 more than 78,000 New Zealanders will have dementia with the costs of care increasing to $4.6 billion by 2050. A report on care says significant numbers of additional staff will be needed as the numbers increase. ¢

Initially set up to help readers get their literary ‘fix’ during Covid, Kaipara District Libraries’ My Book Bag service has continued due to its popularity. Now, with the return to a medium level of coronavirus alert, library staff want to promote this limited-contact way to explore new authors and titles. Lisa Salter and her team at the Dargaville Library say that the My Book Bag system has not just made it possible to safely disburse reading material to the elderly or immunocompromised during a challenging time, it’s also proved a good way to get readers in touch with new series and writers. That is because the system works using an intuitive website, which doesn’t book specific titles unless specifically asked. Instead, by answering broad questions about your reading tastes and favourite writers, it helps librarians build a bag of books you should dip into and try. As an example, when researching this article, I asked about fantasy fiction series featuring Viking mythology and magic, but set in a post-apocalyptic future. Even with such a narrow focus, it turns out there are three in Dargaville library alone. Of course, you
