The project by Waste Management awaits a government go-ahead after the Overseas Investment Office approved the sale of 1,000 hectares of Dome Valley land for the landfill, in a catchment for the Hoteo River that flows into the harbour. Prime Minister Jacinda Ardern has announced Kaipara will get a ‘share’ of $12 million as the first stage of its planned $229 million restoration of the nation’s waterways. Fight The Tip spokesperson Michelle Carmichael has emailed the prime minister, saying: “The single most effective action you can take in support of this announcement is to please stop the proposed huge landfill being developed in the Dome Valley. “The proposed landfill site sits on a tributary to the Hoteo River, and this area is recognised, even by Waste Management’s own environmental engineering consultants, as having the highest rainfall in the Auckland region. Our own group’s ecologist knows that within 10 hours, floodwaters from this catchment will be in the Kaipara. If that water is ever contaminated — you will not have the time to stop it. “You must be aware of the huge ecological importance to the species that rely on this harbour and catchment: snapper, fairy terns, whitebait, black stilt, longfin eels, etc. “Landfill siting criteria via the Ministry for Environment and Waste Institute NZ

The Dargaville fire chief was pleased to receive a boost to the brigade’s coffers, which he says will be utilised to provide a new item of kit to rescue service people; tough, powerful torches for every firefighter, which can stand up to the rigours of emergency service work. Mangawhai community groups promoting recreation, history, education and public safety are the big winners as the Kaipara District Council announces the recipients of grants from this year’s Mangawhai Endowment Lands Account disbursement.

Local government election candidates Nominations have closed for local government positions in the upcoming elections, and campaigning will be underway with voting documents sent to all eligible electors from Friday, September 20. The election date is Saturday, October 12. The single transferable voting (STV) electoral system will be used for the Kaipara District Council and the Northland District Health Board. For the Northland Regional Council the first past the post (FPP) electoral system will be used. “MELA was created on the dissolution of the Mangawhai Harbour Board, which had significant assets in the Mangawhai area,” says council spokesperson Benjamin Hope. “The cash and income from land assets not transferred to the Northland Harbour Board for port purposes were invested to provide grant funding for community groups in the Mangawhai area.” It means a total fiscal injection of more than $118,000 spread between a total of eight community groups. The Mangawhai Activity Zone gains full shade sails and retaining walls while the Mangawhai Domain gains

plumbed amenities such as shower facilities. Mangawhai Tracks Charitable Trust will receive timber and posts to construct boardwalks. There’s also a raft of funded bonuses for groups such as the Mangawhai Heads Volunteer Lifeguard Service, Mangawhai Historic Village Trust, Mangawhai Museum and Historical Society, Mangawhai Public Library and Mangawhai Tennis Club. From folding tables to turf refurbishment to computer equipment, it’s a selection of the vital parts, which allow community groups to operate and provide their services and benefits to local people. ¢

The government’s failure to step up to the mark on a bewildering range of important issues entered a disquieting new phase last week. Seemingly they are no longer content even to acknowledge their failings (perhaps the growing public discontent has seen to that), they have now let someone else take the blame for them. That is one take we can take from the resignation of the country’s chief statistician Liz MacPherson over the 2018 Census debacle. There is no doubt the census was a debacle. Only 83% of us responded to it, and Maori responses dropped by 20%, which makes the veracity of any consequential data questionable at best. There is no doubt that Ms MacPherson must shoulder some blame for that. As my colleague and National Party spokesperson for statistics Dr Jian Yang points out, the current statistics minister James Shaw who has oversight over the census, is missing in action on this issue — as he was when the census took place. Jiang says this: “[Shaw] needed to be more involved in his department. He should have asked more questions of his Statistics NZ leadership

team and demanded better results from them. “However, he chose to be a handsoff minister instead. He was missing in action when things were going wrong — off on a Pacific Island junket while his officials were left to clean things up. “He let things spiral out of control to the point where much of the data may no longer be useful. That creates enormous problems for the billions of dollars in funding for health, education, police and other vital services that depend on reliable census numbers.” Jiang goes on to say that James Shaw was too relaxed about the problem, brushing off any criticism as ‘scaremongering’. So, Liz McPherson falls on her sword, takes responsibility and acts appropriately, while a government minister walks away from his own role and lack of leadership on yet another government bungle. In my view, it is happening too often and with escalating frequency these days. Moreover, who’s counting?

The Kaipara Vintage Machinery Club, situated in Harding Park, has a very interesting collection of items reflecting the heritage of the Kaipara. One of the most curious is a fully functional 102-year-old 1917 Clydesdale Truck. Its story begins during the first world war, when it was manufactured by the Clydesdale Motor Truck Company in Ohio, USA. Destined for service in France, the truck eventually came as war reparations to New Zealand, where it worked on the Auckland docks until the 1940s. A Dargaville resident concerned at the closure of the self-funded Kaipara Visitor’s Centre and Kaipara District Council’s refusal to allocate any funding towards tourism promotion for the foreseeable future has launched a public petition calling on the council to change its stance. “Hopefully enough numbers will rattle the dry, indebted bones of the council into some forwardthinking and regional pride,” says Taiawhio Wati, known as Tai. “KDC threw in the towel on promoting tourism in the area 10 years ago, and now the only voluntary and self-funded visitor centre is set to close its doors at the end of this month,” Tai said. “Then we are no longer on the map.” “This is shocking. Dear Sir, We have lived in Pahi for over four years and love this area with a passion. We have been following the articles in the Kaipara Lifestyler reporting the pros and cons of these eyesores of trees; the Norfolk pines, which dominate a small area of the camping grounds and have become a danger to campers and the children’s playground, which is still closed — due to what? Let’s cover the playground with a canopy. Gee that will stop branches

and debris falling on children — not. It is a full-time job of constantly clearing debris for the bed and breakfast business, which is dwarfed below these trees. I’m sure this causes a lot of worry when bad weather happens for the camping ground caretaker as well as the B&B. We love and treasure this area. The only things that are not so beautiful are the ugliest Norfolk pines. Trees of Note? Come on. Please add my letter to help support the people concerned. (Name and address supplied.)

Editor’s reply: The Kaipara Lifestyler has made repeated requests to Kaipara District Council staff for details of what plans are in progress, following council closing the playground beneath the trees as a safety measure. Since the closure, council staff and contractors have visited the site on several occasions, and contractors have appeared twice to undertake extensive tree branch removals.

However, Pahi Beach Holiday Park management report that at no time have they been consulted on what work is being done, and council staff and contractors have not advised of their presence or ‘signed in’ (an apparent breach of health and safety requirements). As at press time last Monday, there had been no communication or clarification forthcoming from KDC on tree work details, or on the future of the closed playground.

Recent fears of plastic pollution from the breakdown of disasterprevention sandbagging work exposed by storm action on Baylys beach are unfounded, according to the man who had them produced and helped pay for their installation.

When the sandy bluff at the entrance to the popular west coast beach was threatened by slips and visible cracking in 2014, Maurice Weatherall was chair of the Baylys Beach Society. He recalled seeing flood abatement bagging projects overseas and worked to bring the technology here. The bags were manufactured from similar ‘oxy-photo-degradable’ materials to those used in biodegradable shopping bags, specifically because they were to be used in a beachfront context, he says. It means that when exposed to sun and oxygen, the fibres the bags are made of, break right down to a molecular level, leaving no microplastics behind as PVC bags would. Professional

reports by companies Opus and GHD have been produced for the Kaipara District Council to discuss options for a permanent solution, supporting Mr Weatherall’s position that the initial sandbagging work was of an emergency and temporary nature. In one of the more recent of these reports, experts agree that if nothing had been done in 2015, there would have been losses of road access and land. Options, including the replacement of the existing bags with more advanced and robust versions of the same or even a breakwater out at sea in front of the beach access, have all been presented to council and await further action to secure a long-term solution. ¢

Mangawhai bridge repairs begin Kaipara District Council has awarded a $2.3 million contract for the repair and remediation of Mangawhai’s Tomarata Bridge on Insley Street to civil engineering firm, Freyssinet NZ Ltd. “Work will start on the bridge in mid-August, with the works to be completed by Christmas to minimise disturbance to peak summertime traffic,” said council spokesman Benjamin Hope. “The bridge will remain under restricted single lane closure throughout the duration — that is the current traffic management plan. However, we’ll proactively communicate to the public and affected parties any changes to the projected work plans and timetables. “Across the duration of the repair, there may be instances when the

bridge will be closed completely, but we will work to minimise this disruption, and notify residents well in advance.” General manager infrastructure for KDC, Jim Sephton said: “The repairs needed are to remedy the damage caused by saltwater. As the bridge crosses the Mangawhai estuary, it is constantly exposed to a marine environment, which over time has caused severe corrosion and concrete spalling to the bridges bearers and beams. This work will address those concerns, and prepare the bridge for future and continued use.”

Call for entries in art awards The annual Mangawhai Printmakers Exhibition opens a new season at Mangawhai Artists Gallery of 21 exhibitions running from August 2019 until June 2020, and the launch coincides with a call for entries into the Kaipara Art Awards.

The awards are open to all artists in Kaipara who are members of a Kaipara art group. Dr Carole Shepheard, a former Professor of Fine Arts at the University of Auckland, will be judging and awarding prizes in painting, mixed media, print media, sculpture and three dimensions and for an emerging artist, with entries closing on September 20. At Mangawhai, exhibitions will change every two weeks,” says committee member, Chris den Hartogh.

“There’s always new artwork to see.” Seven Impressions from seven printmakers will launch the new season, and spokeswoman Rosina Kamphuis said each artist has explored and experimented technically so there will be conventional two-dimensional works along with printed papers presented three dimensions. “The conceptual stories from the seven artists add up to a rich and fascinating show.” ¢

Kai Iwi Lakes have been included in a Northland Regional Council protection programme for much-needed new fencing and provision of stock water supplies as well as watercare measures. The Northland Dune Lakes Strategic Water Quality Improvement project aims to invest almost $1.6 million during a five-year period to improve more than two dozen of the region’s fragile dune lakes in the Far North’s Aupouri and Kaipara’s Pouto/ Kai Iwi Lakes areas. The project is co-funded by the Ministry for the Environment’s Freshwater Improvement Fund and NRC, each contributing $782,697. “The most recently-completed work has occurred at Lake Shag and privately owned Midgley’s Lake in the Kai Iwi Lakes area. Lake Shag has now also been fully fenced and reticulated,” said NRC’s manager for environmental services, Bruce Howse. “We’re also considering adding this lake to our quarterly water monitoring schedule to track future water quality improvements, and Te Roroa is also investigating the potential of planting out a large area between the fence and the lake, which if it goes ahead

would also contribute to improved water quality.” Midgley’s Lake has been reticulated with intentions of fencing it through separate regional council funding later this year. “This is a lake where council is also targeting grass carp removal during the next three years, so these three actions collectively should help improve water quality.” The ministry’s fund is for water bodies in vulnerable catchments that are showing signs of stress, but which crucially have not yet reached a ‘tipping point’ when it becomes more expensive and more difficult to restore them to good health. “These all involve a strong degree of collaboration between our council, central government, local iwi and our primary sector with a shared goal of improving freshwater quality.” Fur ther infor mation is available online via nrc.govt.nz/ dunelakesproject.

Dargaville’s Citizens Advice Bureau turns 40 years old this month, as volunteers and staff look back on a track record of service to their community, which has seen many, many vital questions answered.

p Twenty years ago, at the 20th anniversary of the Citizens Advice Bureau, lifetime members Mary Fannon, John McEwing, Margaret McNamara and Edna McCraith hold long-service awards

It all began with a council meeting presided over by Mayor LH Rowland in October of 1978. The need for a bureau to help steer citizens in the right directions had grown with the modernisation of the town, and a steering committee was formed, headed up by John Fickling. Less than a year later they were ready to go, with premises kindly donated by Mrs J Vodanovich in the main street. Down the years, more than 100 staff and volunteers have taken part in helping local citizens resolve

their sometimes knotty issues and questions. Current president Richard Faulkner and manager Wendy Koloi say that while times progress, the need to find simple answers in a complicated world remains. A gala birthday luncheon is planned for past affiliates, volunteers and staff on September 5 at the Kaihu Tavern, starting at 1pm. Those who have taken part in helping via CAB during the years are warmly invited to RSVP this week and attend to celebrate this milestone. ¢

The Hospice Kaipara Shop is no longer able to have donated items dropped off at the back of the shop outside of trading hours after changes were required to stop illegal dumping of rubbish in the donations area, and incidences of individuals stealing from donated goods. The management of the local charity store, which exists to support people and their families dealing with lifelimiting and terminal illnesses, say they are most grateful for the donations that have swelled their stores of second-hand items and keep them going. However, abuse of the system had led to the need for change. Dargaville Intermediate School’s music class and band have put on a concert with just three days practice; a feat made possible thanks to the help of visiting musician, audio engineer and creative inspiration Laughton Kora.

While many readers will recognise this famous figure from the band synonymous with his surname, it’s the talent and enthusiasm of the four young musicians he’s visited Dargaville to nurture which takes centre stage. That’s all part of the programme formulated by the New Zealand Music Commission, who organise placements of passionate professionals into schools nationwide, specifically for this goal. Vocalist and bassist Waimarie, lead guitarist Ushahn, drummer Taj and fellow vocalist and percussionist Isaiah (along with two other music students who were unable to attend the final concert due to other commitments or illness) have spent time with Laughton,

describing him as ‘more of a friend than a formal teacher’. The group picked songs they all enjoy and have forged ahead with selfconfidence under the mentorship of their temporary tutor. The programme, which has seen similar visits to Moerewa, Whangarei and Taipa in previous years, has given an insight into the profession and professionalism of being a musician in the modern era. As Taj says from behind the drum kit: “it’s all about working together. If you’re all friends in a band, it’s fun.” Fun that could well be the basis of a rewarding career in entertainment for these talented young people. ¢

p Kaipara’s newest citizens came to the Dargaville Town Hall on August 2 from many nations, but all left as freshly-minted New Zealanders. The gathering was opened with a traditional waiata, as families and individuals from all over the world gathered in Dargaville last Friday for the first new citizenship ceremony of 2019. Seventeen new Kiwis swore allegiance to our monarch, Queen Elizabeth II, and were warmly welcomed by Kaipara Mayor Jason Smith in a ceremony with echoes back to the very earliest of settlers and immigrants. A video address from the Governor-General and the singing of the national anthem in both English and Te Reo Maori completed formalities. Afterwards, our newest citizens enjoyed mixing and mingling at a catered afternoon tea.

The great annual Pouto Pig Hunt is on again, with stormy late-winter weather no deterrent to the hunters who come from far and wide to bag trophies and prizes amid the forests and hills of the peninsula. From midnight on Thursday, August 29 through to the 1–3pm weigh-in on Sunday the hunt is on for the biggest hogs, with big prizes up for grabs. Also part of this yearly contest is a multispecies hunt for younger outdoors enthusiasts. There will be prizes to be had for the biggest eels caught, as well as for the heftiest turkeys, possums and goats. With pigs joining these last two on the list of pest species wreaking damage on our forests (and pig activity implicated in the threat of kauri dieback), the hunt not only cuts back on numbers of these imported animals but also gives a gauge as to their populations. It’s also a weekend of fun and camaraderie for those who love the outdoors, right on the doorstep of spring, which dawns on September 1 in time for Father’s Day. For dads and kids who hunt together, it could not have come together any better! Those fathers of an outdoors state of mind might want to make hints about top hunting and hiking gear that might give them the edge on the hunt and would also make a great gift.

Father’s Day might seem to be one of those holidays, which can be brushed off as ‘made up’ by greeting card companies, breweries, and the manufacturers of novelty ties and socks. However, there’s a long, long history of celebrating papas, pops, fathers, dads and ‘old men’ worldwide. Even our modern holiday has some unexpected twists and turns. Modern Father’s Day has an unusual father in itself. It was made an official holiday in the United States by a character in politics more well known for the Watergate scandal than family fun; Richard M Nixon. His predecessor Lyndon Johnson put it on the calendar in 1966, and part of the popularity of the day is said to be down to the number of young fathers who served in Vietnam during this era. Of course, an unofficial Father’s Day had prevailed in the USA and elsewhere since the early 20th century, with the first Father’s Day dedicated to fathers who had lost their lives in a mining disaster in 1907. From remembrance to celebration, the day soon took on a happier tone. Along the way, Father’s Day has picked up bits and pieces of holidays from other nations and cultures respecting and praising dads. In Germany, Father’s

Day is a very old tradition indeed, and some local dads would love to copy their Teutonic brothers in celebrating by dressing in silly clothes and hiking into the forest to drink beer with their mates. It’s an accepted day off for dads to behave like lads and is called Herrenstag or Vaderstag, with this second monicker bearing an uncanny resemblance to the most famous ‘I am your father’ in movie history. Brazil celebrates the father of the Christian Saint Mary, himself a saint as well. Joachim was traditionally depicted as a simple farmer, so the pragmatic Brazilians celebrate his day by barbecuing all kinds of meats and thus covering, perhaps, all the types of barnyard animals he might have herded. Meanwhile, the Russians take national pride in not just fathers themselves, but the ‘fatherland’ with a celebration

Saturday, August 31 is the next start-up tour at the Packard Motor Museum. An interesting aspect of the museum is the variety of engines displayed either in a vehicle or on an engine stand. The first engine to confront the visitor is the V12 Packard Merlin, with its twostage supercharger out of a second world war mustang aircraft. The first car started on the tour is the V12 (twin-six) Packard Opera Coupe. This engine was first produced in 1915 and became the

basis of the V12 Liberty aircraft engine designed in 1917 by Jesse Vincent and Elbert Hall. Another interesting engine is the sleeve-valve engine in the 1927 Falcon Knight automobile. The design has two cast-iron sleeves per cylinder, one sliding inside the other, with the piston inside the inner sleeve. However, the engine was more expensive to manufacture than the poppet valve engine and ceased production in the 1930s. Interestingly, the Bristol Freighter aircraft was fitted with sleeve-valve radial engines. Of our 65 classic motorcycles, the Ariel Square-Four presents an interesting engine. The four cylinders of 1,000cc are arranged vertically in a square pattern. The pistons are paired off and drive two separate crankshafts geared together

operating overhead valves through a chain-driven camshaft. This motor produces a lovely distinctive burble when running. A particularly rare engine is the Napier Lion W12, three banks of four cylinders in a W configuration similar to the Bugatti Veyron’s 16. This motor came from a second world war English Channel rescue boat. The engine was built from 1917 until the late 1930s, and a number of advanced

features made it the most powerful engine type of its day. To start our Aveling Barford Calf Dozer, our director needs to crank it, which gives him his daily workout. The Calf Dozer is fitted with a singlecylinder Ruston diesel engine and is the world’s first skidsteer loader.
