Organising committee chairman Graham Taylor says the show attracted 21 entries and a total audience of 560, with the two Saturday shows near capacity. Mark Stacey from Waipu won the overall prize with a creation called the Master Mechanic made from beaten copper from old hot-water cylinders. He won an all-expenses trip to Wellington for the World of Wearable Arts next month. Council rejects Mangawhai rates payments u by Colin Patterson

Kaipara District Council has rejected more than $550,000 in rates payments from disgruntled Mangawhai ratepayers because the money came with strings attached.

The Mangawhai Ratepayers and Residents Association said it delivered the money to the council in the form of cheques from individual members. “The money was tendered on the basis that all penalties would be cancelled. The fact that at very short notice such a large sum was assembled shows not only the goodwill of the ratepayers

but also their united opposition to the unjust imposition of penalties on rates that were acknowledged to be illegal for years until they were retrospectively validated by Parliament.” However, chief commissioner John Robertson says council officers rejected the cheques. “They say ‘in full and final settlement’. But council does not accept

cheques for rates that have conditions because that is unacceptable, as it would be for any business.” Association chairman Bruce Rogan says a condition of passing last year’s Validation Act is there should be no penalties on illegal rates. Appeal exceeds target

p Westmount School students raised a staggering $28,060 for the NEST rescue helicopter because “you never know when you might need their help.”

The school’s student executive, led by Brad Boakes and assisted by Caleb Smith, Jeannie Simpkin and Natalya Wearmouth, had hoped to raise $25,000 but managed to exceed their target. “We chose to raise funds for the NEST rescue helicopter, as we know the day-to-day running costs are extremely expensive and all funds needed to maintain and operate the helicopters are obtained from sponsors,” said a student executive representative. “Many people in our community have used this service and we feel it was a worthy appeal. Our school community supports giving and has a generous attitude to those in need.”

Students organised a flyer drop to highlight their fundraising efforts and personally contacted every house and business in their community to rally support. “As a school, we are pleased to have exceeded our target and have been rewarded with helicopter flights and simulator rides. The helicopter rides were an awesome experience and the student executive wish to convey their thanks to NEST.” When arranging the fundraising drive with NEST, Brad negotiated a helicopter ride and simulator training as an extra incentive to help motivate the group to reach their target. ¢

Accountability decision due Kaipara District Council commissioners will decide today, Tuesday August 26, what action to take against third parties involved in the unlawful decisions and transactions in the Mangawhai sewerage scheme fiasco. This saga created a crippling debt for the council and huge rates increases for residents. It also led to the the resignation of a democratically elected council, the appointment of commissioners, a scathing report from the AuditorGeneral and a legal fight that will go

The bus travels to 25 sites throughout the North and South Island and is funded by a Ministry of Health contract. “The bus is basically a hospital on wheels — maintaining a service we lost many years ago and one that we never thought we’d have back,” said Dargaville Hospital operations manager, Jen Thomas. Every six to 10 weeks, the mobile surgical bus treats patients who are on Northland District Health Board waiting lists. Last week’s surgery was focussed on dental health problems in children. KCHT trustee Brenda Jackson is one

of four local nurses who assist on the bus. “I’ve worked on the bus since 2007, when it began, and as a local nurse, I feel its a huge privilege. We look forward to the visits from the surgical bus, as it enables us to utilise our skills in a theatre environment right here in Dargaville. Our team of local nurses is basically the same as it has been since the beginning, that’s how much we enjoy it,” said Brenda. The surgical bus, which also provides training for rural nurses up to four times a year, performs lower risk, day surgery. Mobile surgical staff members say they enjoy visiting Dargaville and the ‘local team is fantastic’. ¢

Dargaville’s new Countdown supermarket has been a raging success in its first week. “It’s been fantastic. That sums it up in one word,” says store manager Craig Unsworth. While declining to give sales figures, Mr Unsworth says turnover is well up on what the old store had achieved. We sent letters saying penalties will come in after June. For those wanting to go into business buying an existing enterprise can be an option. However, you should receive expert advice before signing an agreement. Firstly, the purchase price needs to be analysed correctly. Goodwill, plant, and stock will normally make up the purchase price. It is important that the purchase price is broken down into these components in the sale and purchase agreement, with a value attributed to each one. You should take advice on whether these values are correct. It is common for sale and purchase agreements to include a warranty by the seller that the turnover details in the agreement correctly state the average weekly turnover (including GST) of the business. If a turnover figure has been affected by a one-off increase in business activity, it may be misrepresentation if the seller fails to bring this to your attention. Other issues that require attention include patents, trademarks or other

intellectual property included in the goodwill; consent of the landlord to the lease being assigned to you; what plant is to be included in the sale; value of the stock; the business’ existing contracts; any employment details; and the entity of the buyer. All these issues should be discussed with your lawyer before you sign the agreement. It can be a daunting experience to buy a business. But it is common for the agreement to include a requirement that the seller help the buyer for a period, so that the buyer can get the benefit of the seller’s knowledge and experience. The buyer also has the right to restrain the seller from competing in a similar type of business for a certain period and within a certain distance from the premises. p Hospice Kaipara general manager Marie Breed is seeking public support to buy a vehicle for the hospice

Hospice fundraiser and administrator Pamela Barton says nurses sometimes use their own vehicles to travel to Tinopai, Pahi and Tutamoe. “Hospice nurses check on patients, how they are feeling and how they are coping.” Ms Barton says the service is also important to families who bear much of the burden of caring for seriously-ill loved ones. Patient volunteers also help by taking patients to medical appointments in Whangarei or Auckland. She says

hospice nurses have used DHB cars when no other vehicles are available. But the DHB says it can no longer spare its vehicles for hospice purposes. Ms Barton says the Hospice board has decided to seek public support to buy its own dedicated vehicle. “It has to be robust and reliable. We’d love to get an ex-demo vehicle if we could. It doesn’t have to be brand new.” A suitable vehicle could cost between $15,000 and $20,000. She says Hospice Kaipara will be seeking grants from funding bodies. ¢

because people were looking to their community broadcaster for advice and updates, concerning weather conditions and road closures. Getting the paper work right A Project Information Memorandum, or PIM, is a memorandum issued by your local council and sets out information relevant to your building work. This includes any potential for things like erosion, falling debris, subsidence and slippage, the presence of hazardous contaminants and details of stormwater or wastewater utility systems which may relate to your project or site. The device however does not give any form of approval under the District Plan or Building Act. You need to contact the council planner, or your own planning adviser, to determine whether your proposal complies with the District Plan. If it does not, and resource consent is required, you are strongly advised to obtain this before seeking building consent to avoid possible expensive changes to your proposal. Obtaining a PIM is voluntary. However information provided within it may be useful when designing your project and most councils will recommend you apply separately or in conjunction with your building consent.

An application must be made on the PIM/BC application form which is available from council offices or websites with the form completed in full, signed and dated before being submitted. All applications must be accompanied by one copy of the site plan, floor plan, building elevations and working drawings including foundations and cross sections. Councils are required to issue the PIM within 20 working days of an application being received, and depending on workloads, this may be earlier. Providing all fees are paid, the PIM will be posted to the applicant when it is issued. If the PIM is applied for with the building consent the timeframe for the issue of both is 20 working days. Sometimes it may be necessary for council to obtain further information and if so a representative will contact you with a formal request. ¢

A classic car attraction People from across the globe are making their way to the small township of Maungatapere, drawn by appeal of the Packard & Pioneer Museum, home to the world’s largest collection of Packard automobiles. Packard was a highly sought-after American luxury automobile brand that was manufactured between 1899 and 1958, and is often referred to as the Rolls-Royce of American cars. The museum is a treasure, right here in the heart of Northland. With over 280 classic vehicles, it is reportedly the world’s largest Packard car collection and by far Northland’s largest collection of classic cars, with 65 motorbikes, vintage trucks, early buses,

traction engines, tractors, fire engines, a Dubs 0-4-0 steam loco plus heaps more. This collection encompasses almost anything that moves — wheeled or not! It is a fascinating slice of our automotive and engineering heritage. The museum is run almost entirely by a small group of dedicated volunteers. Packard was a highly sought-after American luxury automobile brand manufactured between 1899 and 1958, and is often referred to as the RollsRoyce of American cars. The collection was amassed by the late Graeme Craw, who was intrigued and fascinated by the tough conditions of early colonial New Zealand. Craw recognised that the Packard automobile

Kaipara Abuse Prevention is providing an opportunity for kids to give their Dad’s a gift this Father’s Day.

Spring means two things for schoolchildren in the Kaipara – firstly, the start of our region’s famously sunny weather. And secondly, the annual tradition of calf club day. The first calf club day was held in Otago in 1911, as an opportunity for local rural families to pass on traditions of stock rearing and husbandry, as well as values such as determination and commitment. From such humble beginnings, calf club day has become a nationwide institution. This year is sure to be no exception, as children par ticipate not only in raising fine calves and lambs, but also a menagerie of p Amy Weber and pet lamb Sooty are preparing for Calf Club at Matakohe School other animals. Focus on policies! The general election, over the last week, has turned into a fiasco since the release of the book Dirty Politics by Nicky Hager. Prior to this it looked as if the National government would sleep walk back into power. We remember the fortunes changing for the Rt. Hon Helen Clark when such a book was released prior to those elections. Forty years ago the Watergate affair toppled President Richard Nixon or tricky Dicky as he was referred to by his critics. The smugness of the smiling Minister of Justice Judith Collins has certainly not helped National in this election in expanding and publicising their policies. While this sorry saga has clouded the election, it is important that the farming community focus on the policies that are being expanded by all political parties, because they are going to affect the ongoing viability of the majority of farms in New Zealand. The campaign by the Greens against ‘dirty dairy farmers’ is not helping the New Zealand dairy industry, in spite of spending

millions of dollars in reducing carbon footprints at Fonterra manufacturing sites and dairy farmers making a huge effort in complying with new effluent standards and bringing milking dairies up to Fonterra’s management standards which will include the introduction of water filtration where necessary for the washing of milking plants. The National government in July 2014, released its National Policy Statement for Freshwater Management. It is accepted by the overwhelming majority of New Zealanders that freshwater is essential to New Zealand’s economic, cultural and social well being. Fresh water is essential to our primary production, maintaining its competitive advantage in the global economy. New Zealand has 420,000 kilometres of waterways. The overwhelming majority are regarded as not being problematic and problem areas have been identified.

Local thespians on stage

Dargaville’s Little Theatre performed with distinction at the Upper North Island regional competition for the nationwide Theatre Fest. The team from Dargaville performed The Memoirs, a one-act-play, written and directed by Deborah Steele (far right). Brenda Polwart who played the main character of Ruth won an Excellence in Acting award. The competition was held in Maungaturoto and attracted four theatre groups, with Otamatea Repertory among them. Dargaville Little Theatre were successful in making the national

finals to be held in Wellington. However, Ms Steele says they will be held in the same weekend as the All BlacksSpringboks rugby test, so flights and accommodation will be expensive and hard to find. To raise money Dargaville Little Theatre will be hosting a special public performance of Memoirs on Friday September 5 at 8pm. Tickets are $20 and are available from the Dargaville Sewing Centre. ¢
