Wharf work begins u by Andy Bryenton Poutō wharf’s delays are over, and the blessing for work on the beachfront site will be enacted this week, clearing the path for construction. Wharf building will be undertaken by STF Limited, specialists in marine infrastructure and has a track record of successful projects behind them. The timber structure will sit just to the south of local landmark Fisherman’s Rock, and is designed to cater for tourist, fishing and recreational craft no matter the tide. Steel pilings will ensure the wharf can withstand the mercurial moods of the harbour and winter storms.

At four years, between 2012 and 2016, the Kaipara Commission was the longest in New Zealand’s history and was required to establish the course of actions to fix the extraordinarily large debt challenge for our ratepayers of the Mangawhai Community Wastewater scheme. Around that time “trust in Council” was badly damaged. That needed to be fixed. Trustworthiness and confidence in the Council has been slowly restored since 2016, and since I’ve been Mayor of Kaipara District we’ve actively sought the trust of Kaipara people in Council. Trustworthiness and the ongoing restoration of trust in Council is a particular feature of Kaipara District, and it is not a feature of neighbouring councils because their histories don’t demand this.

We now have “Being A Trusted Council” as a stated goal for this Council in the Long Term Plan 2021-31, for without that we’re building badly on what’s gone before and risk missing what the people of Kaipara want and deserve. I’m happy to report that in the recent Residents’ Perception Survey of the Council the overall satisfaction with Council has increased from 57% last year to 61% this year. In the same survey the level of Council reputation has also increased from 65% to 66%, and the satisfaction with core services has increased from 61% to 64%. “There is a lot for Kaipara voters and potential electoral candidates to consider before this year’s election,” says KDC chief executive Louise Miller in her official pre-election report. “Looking to the future, we must also keep in mind a number of significant government reforms in progress or on the near horizon, which will affect the way council operates and change the services we provide to our community.” For this reason, elected representatives, including the current mayor and deputy mayor, have indicated the need for a strong council to take up governance of Kaipara. For voters, knowing exactly what happens at a council meeting may be educational and help inform their choices. Four of the current incumbent councillors are standing for reelection, with two in the race for the mayoralty. Watching them in action as serious issues are debated, including Three Waters reforms and a potential new sporting complex for Mangawhai, may provide insight into their platform and views. While a council meeting is slated for the end of September, this will fall after voting papers have been disbursed and many postal ballots have already been cast. “I entered online, and sent three photos and a video and then patiently waited. It was nerve-wracking because you don’t know what they are looking for. When I got the call, I thought, this is an epic opportunity,” Janelle says. “I’m one of the more colourful girls, and I have been told I am eccentric. If there are any boundaries to be pushed — I will be pushing them.” Janelle immersed herself in the pinup scene as a confidence boost and has been involved for five years. The interest is followed by her two girls, and Janelle and her eldest are representing an Australian brand.
“This year, 30 designers and artists will be vying for top honours with their colourful and crazy creations,“ says artistic director Debi Walters-Brown. “The main prize is the Alison Turner Memorial awarded to the supreme winner. Unlike the MMP system used for national elections, the Single Transferable Vote or STV system used for council and mayoral elections lets voters provide more information about their choices. It works like this. Instead of putting a tick next to the name of your favourite candidate and hoping they get enough ticks to win the seat, under STV, you will be asked to rank all candidates with a number. Placing a tick next to your choice for mayor or council will invalidate your vote, so be careful to use numbers only. The interesting part of this voting method is the ‘transferable’ component. What this means is that electors can clearly see your preferences. You can rank as few or as many candidates as you wish. If a candidate gains enough ‘number one’ votes to meet a quota based on the size of the constituency, they secure the seat. In a tight race, those number two and three choices could make the difference. Additionally, if your number one choice proves unpopular with others, your second and third choices will still get a boost from your vote. That means it’s important not just to pick a winner, but to assess the platform and policies of all comers so that as a voter, you can assign them a ranking at polling time. By comparison, voting in the Northland Regional Council race between Penny Smart and John Blackwell is a simple matter. Pick one or the other candidate with a tick, and a simple majority wins the seat. ¢ p How you vote, under the local body election STV system, can have a strategic impact, and means it pays to get to know all candidates

The Kaipara District Council’s new water and wastewater management system is online, just in time to handle the massive downpours of late August. The council’s digital services and infrastructure teams recently upgraded the district’s Supervisory Control and Data Acquisition (SCADA) system, a combination of software and hardware that helps manage and control the whole region’s waterWithreticulation.waterassets across Kaipara, it’s important to be able to monitor flow and faults in real-time, while the pipes are in use. SCADA helps the experts identify issues quickly and efficiently, keeping water safe to drink and preventing floods, leaks and“Theoverflows.previous system worked well for its operational life but had come to the end of its lifecycle and was prone to failures. Upgrading the system offered greater reliability and increased capabilities,” said KDC spokesperson Ruby Mitchell. With approval in the Long Term Plan, the SCADA project was brought forward, and came in well under budget. Council staff were able to install the whole new system for $155,000, when estimates ran as high as $275,000. Upkeep for the system is budgeted for in the comingDonnickyears.Mugutso, infrastructure services operations manager says upgrading SCADA has been a gamechanger for the team, allowing them to identify issues faster and operate equipment off-site. ¢

Victoria del la Varis-Woodcock has introduced the notice, which asks for public input on whether or not to accept both the $16 million ‘better off’ package and the joint transitional package offered as part of Three Waters infrastructure reforms. “It was a massive effort by our two boys today, Glenn Orford and Jono Geraghty, who tackled the Sky Tower challenge in Auckland,” said Maungatũroto chief fire officer Paddy Thornton. “I was elated when I got to the top,” says Glenn. “This is a good cause, because leukaemia can affect anyone at any age, and not only can we raise money and awareness, there’s good comradeship between the different brigades on the day.” Glenn has reason to be exceptionally proud of his own time; he managed to best the tower in 12 minutes 11 seconds in the grand master’s section, for firefighters over the age of 50. Jono managed a very respectable 17-minute climb on his first-ever attempt. While that may give some of us pause to think of our own fitness, they were not the only ones setting incredible times.

Still, Molly says they are flexible with times and dates for those interested in attending to suit availability. It’s been said that music is the food of love, and while this means odds with the adage that the best way to a person’s heart is through their stomach. Food is a love language all its own, and many people say they care by cooking up delicious meals. While some food is comforting, other dishes are thought of as spicy and romantic aphrodisiacs. “My wife bought me a birthday present we could both enjoy,” joked Bob Hope. “A new fishing rod means I’m spending more time out of the house and out of her sight than ever.” While the famous comedian was joking, there’s a whole industry devoted to figuring out which gifts really do keep on giving in a long-term relationship. The agency pulled back from its initial goal of ‘saturation’ camera coverage of the whole country. What it described in a recent business case report as ‘maximum investment, saturation of the network with cameras, with all technology turned on and business intelligence driven in real-time.’Theuse of the words like ‘business’ and ‘investment’ is telling. It has angered many opponents of speed cameras, who say they are less a safety measure than a revenue-gathering tool. Currently one million infringement notices are enforced each year, most often for minor infractions and breaches of the speed limit. Cameras are regularly placed at the end of passing lanes on flat, clear highways, and not on dangerous corners where accidents are prone to happen.
The business case report suggests that work on a network of cameras was asked to be hurried through by the government and the minister of transport. These so-called Halo cameras will take speed camera ticketing away from the police and hand it to Waka Kotahi, which now also has the power to set speed limits taken from regional councils. They are designed to crack down not just on speed, but on drivers using mobile phones or not wearing seatbelts. To help make this network profitable, a new regime of infringement processing is also set to be introduced, which may remove the necessity for a police officer to witness or even suspect that an offence has occurred. Defending oneself against the machine’s allegations would be time-consuming and frustrating, if not impossible. The entire process is designed to be automated and impersonal — even fines issued in error will be tough to rescind. Imagine the wait times on that phone line. They will probably have ‘larger than anticipated call volumes’. Another aspect of saturation camera coverage is the introduction of ‘average speed’ cameras, widely criticised everywhere they are commonplace. Opponents of these devices say they force a driver to watch the speedometer, not the road. They have evidence to prove that this is less safe than drifting one or two kilometres an hour above the stated limit on the kind of motorways where these p New Zealand is set to roll out a level of road camera coverage never before seen, but Waka Kotahi and the government will insist it’s not about revenue gathering cameras are used. A neat, compact 150-horsepower unit, which heads up the next-generation range from the Japanese manufacturer. Incorporated into this piece of high-tech machinery are several systems familiar to automotive fans, starting with a Honda trademark — VTEC.Legendarily, Honda has never had a warranty claim against its VTEC systems, which allow for variable valve timing and lift. In a road or track car, this means that a whole new profile comes on line as the revs build, leading to that ‘magic VTEC moment’ so beloved of Honda drivers with their foot planted deep in the floor matting. As one could imagine, this system has come a long way during the past three decades or more. It sits atop the BF 150 and its slightly lower horsepower stablemates like a wellearned laurel wreath. That is not to say that the Honda Marine team cribs all of their successful ideas from the mega-corporation’s very busy road, track and off-road divisions.
The BF150’s drive-by-wire tech, high input alternator and programmed fuel injection are made for this new generation of outboards. While they share scientific underpinnings with the systems packed into the NSX or CB1100, they were made for marine performance.

Kaipara’s July roading report Wild, wet and windy weather kept Kaipara’s roading crews busy in July, with a total of 3,358 individual work items completed throughout the month. Across the district, potholes were repaired, drainage was maintained and renewed, and signs were straightened, replaced and reinstated. Mechanised tree pruning was undertaken, and dangerous trees were removed. Bridge markers were cleaned and replaced, bridge decks and waterways were cleared and roadside cyclic spraying was completed. High intensity rain events saw slips removed and repaired.

As part of the work around the wharf construction, Council’s roading team will first widen the access to the beach, addressing community concerns around safety and visibility in a busy area. This work is planned to occur this week, and following this, STF Limited will transport the steel piling down to the Point. Physical works for the wharf are then planned to kick off later in September.

Council’s Digital Services team and Infrastructure team recently upgraded Kaipara District Council’s Supervisory Control and Data Acquisition, a central operating system that helps to manage and control water and wastewater networks. The previous system performed as designed but had come to the end of its lifecycle and was prone to failures. Upgrading the system offered greater reliability and increased capabilities. The work was completed under budget at $155,000 of its original $275,000 projected cost. There are ongoing costs including additional improvements and equipment upgrades, already included in Council budgets.
