a community-wide fundraising effort, which saw just $300,00 more needed. The government came to town with a Provincial Growth Fund contribution of $1.75m that gave final certainty to overall trust plans. It’s estimated the build and fit-out will take about 10 months. The unit is the first in a planned four-stage development, including a rest home renovation and extension and ultimately a hospital operating 24/7. “Again, the MCCT would like to thank the community for ongoing support with this project,” said Mr Slatter. “The Den and funding organiser Albie Paton, the Op Shop, the ladies who organised the

Dahlias for Dementia garden tour, the town breakfasts, the Rapid Relief Team and many, many more supporters — the friends of the dementia unit. We still require further funds to see this project to fruition, so their support is paramount.” The unit will mean patients are cared for in their community rather than being sent to Auckland and other places as is currently the case. However, health ministry figures indicate that by 2026, it is estimated that more than 78,000 New Zealanders will have dementia leading to a quantum increase in costs across the country. ¢

Submissions on the proposed major landfill for Auckland refuse in the Dome Valley have now closed. Hearings of the Waste Management Ltd plan will begin before commissioners on Monday, November 9 in the Warkworth Town Hall.

“There are more than 1,000 submissions that have been made,” says Fight the Tip movement iwi liaison Makaera Miru, with a large number wanting to speak to the hearing. The closing date follows a 500-strong Kaipara hikoi protest march and petition to Auckland Council. “It is the beginning of a long process. We are in for the long haul and will fight this proposed landfill to the end,” Mr Miru added. FTT co-organiser, Sue Crockett says: “there are documents that have to be prepared by everyone, submitters, council, commissioners and also Waste

Management before the hearings take place. “It is a long and convoluted process and dare I say, quite daunting for many people. “Fight the Tip executive and Te Runanga o Ngati Whatua will be very busy collating evidence from expert witnesses and legal advisors as well as supporting the many submitters.” The landfill area proposed for Dome Valley is considered a vital catchment for the Hoteo River feeding the Kaipara Harbour, with a possible tip breach devastating for the marine environment. ¢

ENVIRONMENTAL INFORMATION AND UPDATES FROM KAIPARA WARD NORTHLAND REGIONAL COUNCILLOR PENNY SMART DROUGHT AND THEN FLOOD Most of Kaipara did not receive significant rainfall like other areas of Northland, the weekend of the 17th and 18th July. River Flows throughout the region for June were in a much healthier state compared with May. All rivers are currently flowing above Mean Annual Low Flows and have been for most of the month, since the weather event at the end of May and beginning of June. Despite the recent good rain please be aware that the Long Range Weather Forecast for August and September is to be unusually dry and there is a chance the dry conditions will extend into October. UNWANTED WEEDS FOUND IN SOME OF OUR POUTO LAKES The NRC Annual Lakes Survey was completed in July. Jointly funded by the Department of Conservation (DOC), an aerial survey of Poutō lakes was undertaken to look for any lakes with submerged weeds. This followed the discovery of a remote lake infested with hornwort and egeria. A second lake was identified from the air with possible hornwort and has since been confirmed by a snorkel survey. NRC and DOC are now planning to undertake control operations in both lakes. An iwi representative accompanied the team on the aerial survey. Hornwort and Egeria are very invasive exotic weeds and will smother indigenous plants if not eradicated. Please take extra care in and around our precious lakes. Always wash down your boats and gear when moving between lakes.

The Lakes Annual submerged weed surveillance at Kai Iwi Lakes, which was delayed by COVID-19 has been undertaken. No weeds were detected. GREAT NEWS FOR THE KAIPARA MOANA The $100 million grant contribution from the Government for remediation of the Kaipara Harbour, will provide the catalyst for the harbour to recover from the many years that it has endured tonnes of sediment flowing into it from the hill sides and stream banks. The Kaipara Uri collective of Iwi, Northland Regional Council (NRC) and Auckland Unitary Council are gearing up to begin the 10-year program of remediation. The work while providing jobs and training opportunities, is a real win win for Northland. A considerable amount of work went into the business case that was presented to Central Government funders in 2019, with the beginning of that work starting in 2014. The project will be a collaboration between Kaipara Uri, Councils, Community groups, marae and hapū, agricultural sector organisations and numerous landowners throughout the Kaipara catchment - many of whom have already been taking action to help improve water quality where they can. Micawber got it right — but who’s listening?

As a young fella, I was taught from an early age that getting into debt is to be treated as a last resort and, if all else fails, is ideally used to buy something tangible that gives a return on investment. It is not particularly original advice, but Sara and I have passed that on to our kids, I imagine you have said something of that sort to yours. How then are you and I going to also pass on, or even explain, to our kids, a crippling $50 billion debt with no clear plan how to pay it off? That, to me, is appalling. It would be (slightly) more palatable if they were to spend it on major infrastructure projects that brought jobs and income into the economy. That doesn’t appear to be the case. They have announced a few new infrastructure projects, with the vague promise to announce some more in the lead-up to the elections. It appears to me that most of the debt so far has been spent on cash handouts that longterm, provide no financial return and are going to cripple the country for generations to come. Look, it is a no-brainer: spend the money on projects that are going to

benefit the country by providing jobs and assets for the country. That is what National is doing with its Whangarei to Tauranga highway programme and other infrastructure projects. It makes sense. However, all that seems to be beyond the comprehension of a government that can’t see beyond its next press conference. Charles Dickens’ Mr Micawber got it right when he said: “Annual income twenty pounds, annual expenditure nineteen pounds nineteen and six, result happiness. “Annual income twenty pounds, annual expenditure twenty pounds nought and six, result misery.” By placing that debt on our next generation, I have no great expectations that unless we change the government, we and our kids are in for anything other than a tough time.

Dargaville High School is helping entertain and educate a greater audience than its students and faculty on August 14. The school’s Pasifika cultural club is hard at work rehearsing for their third annual Fia Fia Night, a festival of music, dance and artistic expression.

Following on from the success of last year’s event, this will be Northland’s only such Pasifika cultural festival for 2020. Guests can expect to be entertained with traditional dance and cultural performance from our Pacific neighbour nations, with examples including Tonga, Samoa and the Cook Islands. “It’s a family event, and something new to experience here in Dargaville,” says Semisi, a year 12 student, part of the group of 16 who are helping present Fia Fia Night in collaboration with their educators. There will be 12 distinct segments to the festival, this year also encompassing

duos to complement the large ensemble performances. When asked about highlights of the forthcoming Fia Fia Night, both Semisi and fellow Pasifika club leader Sela agreed that the sasa, a traditional Samoan group dance, was a favourite. This year, it’s a $5 donation to attend Fia Fia Night, making it an affordable and fun experience for the whole family. “Enjoy some refreshments, learn about the culture of our closest neighbours in the Pacific, and enjoy the show,” said the student and teacher organisers. Doors open at 6pm, at the Dargaville High School auditorium. ¢

Post-Covid emergency funding is adding to growing job opportunities across Kaipara. The Te Roroa community recently employed 11 people to undertake weed management work at Kai Iwi Lakes for up to five months.

Kaipara community groups can join others across the country to apply to a new $36 million fund established this week to encourage locally-led solutions to rebuild and recover from Covid-19. “The Community Capability and Resilience Fund (CCRF) builds on the success of grant funding provided by the government to support communities,” said Minister for Social Development Carmel Sepuloni, joined by Minister for Community and Voluntary Sector Poto Williams. “We saw communities step up to support each other in innovative ways, using locally-led solutions during the lockdown. We want to continue to back them with their work as we rebuild and recover from Covid. “Community-led initiatives might include helping people to work remotely, health and safety measures for whanau, building financial capability, or developing and implementing Covid-19 recovery plans. “We know that our smaller community groups, and individuals in our community, are well placed to provide essential and critical services quickly for local community members who need them. The CCRF will focus on allowing this kind of valuable work to continue,” said Ms Sepuloni. Mr Williams says CCRF funding will be targeted towards communityled initiatives that support priority groups, which include Maori and Pacific

“This weed management work will have positive environmental outcomes for a world-class dune lake in the Kaipara, and significant social outcomes for those undertaking the work,” said Te Roroa Environs manager, Courtney Davis. communities, as well as culturally and language-diverse populations. The new fund will be administered through the Ministry of Social Development, and funding will be available in waves. They’re designed as machines of war, though often used for the purpose of saving lives via search and rescue. This week New Zealand Defence Force helicopters will take to the skies for a different cause, flying missions to help the endangered fairy tern.

New Zealand’s rarest shorebird nests on exposed shelly sandbanks on the Mangawhai, Te Arai and Papakanui coasts. The biggest threat to their existence is the disturbance and destruction of these rudimentary nests by both human action and predators. The defence force choppers will fly their missions of mercy thanks to The Shorebirds Trust, building up shell and sand areas, which will help protect the tiny terns against inclement weather and encourage another good season of nesting and breeding. Ironically, the Papakanui nesting sites, near the south head of the

Kaipara Harbour, are near the ‘natural habitat’ of the helicopters themselves. The defence force’s air weapons range, a no-go zone for humans where military personnel are trained in combat techniques. Missions will be flown Monday through Wednesday this week in Te Arai, Mangawhai; then operations switch to Papakanui Wednesday to Friday. This time of the year has been chosen so as to provide the least disruption to the terns themselves. However defence force officers ask the public to please stay clear while the operation is underway. ¢

KidsCan responds to need u by Ann van Engelen

In response to Kiwi families facing hardship and a tough winter, KidsCan charity is distributing 211 tonnes of food to 787 schools and 57 early childhood centres this term as it supports children in need. “That includes schools in the Kaipara region and is a record delivery. It is a 40 per cent increase on term two. Teachers are telling us that vulnerable children living in hardship are facing their toughest winter yet,” says KidsCan CEO Julie Chapman. “The economic impact of the Covid-19 pandemic is really hitting home. More students are arriving without enough food or warm clothes. They are bracing for further hardship, with economists warning the second wave of job cuts is starting to hit. “Some families have lost their homes as they can’t keep up with rent. Some are spending days without power as they can’t afford to top up the meter and are sacrificing food. Children are arriving at school hungry and cold, and that is deeply concerning.” KidsCan supports children with breakfast, snacks, lunch, raincoats, shoes and health items and is providing hot lunches being 486,000 servings of food — 170,000 more meals than term two. “We need to do all we can to support vulnerable families through

The trust’s founder, Janet Te Rore, is looking for driver mentors to support student drivers. “Sadly, we are now down to one mentor where we had five, with people retiring from the job or moving. We desperately need to find new people to offer their time,” she said. “We are seeking drivers with a clean licence held for a minimum of two years for just two hours a week. Paparoa projects underway Projects to enhance the quality of life in Paparoa are getting underway again after the Covid-19 hiatus. The Paparoa Connections group coordinating efforts, met last Sunday afternoon to progress the activities. “It involved different working groups and coordinating shared ideas and activities with the wider group,” said convenor, Libby Jones. “The mountain bike track group was pleased to report that the track at the back of the showgrounds has held up in the heavy rain. It will be getting some further improvements once the weather settles. “The village shared path around Paparoa is determining where it will go to link the (under construction) lifestyle village, school, medical centre, showgrounds and village shops.” Ms Jones added the Sense of Place group looking at art, culture and history in the ‘Village in the Valley’ is working on an integrated concept of murals throughout the village. It will begin consultation with the community about themes and designs.

‘Big Good Wolf’ visits Dargaville

Last Friday, students of Dargaville Primary School gathered in ‘mufti’ for a good cause, raising $706 for the SPCA. The funding drive came to the attention of Northland radio station More FM, who arranged a visit to the school to pick up the donation. However, the children were in for a surprise when More FM DJ Toast arrived wearing a black wolf-themed onesie. The radio personality had been challenged to don the novelty pyjama suit as part of an in-studio dare. Co-hosts John and Flash also attended a special assembly where the donations from the mufti day were handed over, ready to help animals in need. The trio of presenters are no strangers to helping out with charity drives in Dargaville. They are regulars at the annual Northland Rescue Helicopter appeal. Currently, they are running a competition in which community groups and those in need post-Covid can win a weekly prize of 45kg of fresh Kaipara kumara. Toast’s impression of the ‘Big Good Wolf’ was a great recognition of the young students’ successful plan to help the SPCA, according to educators. Proving that the old Kiwi tradition of a school mufti day for charity is still alive and well in the 21st century. The term ‘mufti’ derives from the practice of British soldiers in India and Egypt wearing the loose, cool robes of the indigenous population. ¢

It’s a jam-packed schedule, which club president Richard Anderson says wouldn’t be possible without the generosity and support of their sponsors. “That’s why our sponsors day is such a big event,” he says. “August 8 is all about saying thanks to the people who have supported our club to keep achieving.” These include big names in local business and agriculture, like Spreading Northland, Kaipara Herefords, Dunsmore Gardens, Harrison Contracting and Williamson Contracting. Others help on the farm, with more than 50 farmers

taking part in the club’s annual stock scheme, which sees calves reared to full weight and size on behalf of the grateful Sharks’ management. Sponsorship pays for uniforms and gear, costs and overheads, enabling grass roots sport to flourish. On Saturday, the Western Sharks (assisted by their mates at Kaihu Rugby Club) will host a barbecue, alongside four big rugby matches, with the juniors facing Whangarei opponents and the Premieres and Premiere Reserves tackling a formidable Wellsford side. “It’s going to be a great family day, and everyone’s invited,” says Richard. The action begins at 10.30am, with the premier match kicking off at 2.15pm. ¢

While getting someone to do work on your property at ‘mate’s rates’ may seem like a good idea at the time, it can create problems later on.

May this year saw the proposal of radical changes for building consents, opening up more scope for easier construction without ‘red tape’.

In the old days, selling a home without a permit was not a big deal. However, that is no longer the case today, as both banks and buyers are a lot more risk-averse. If you have unconsented or unpermitted work on your property the ability to sell it, and the price you may get can be seriously affected. Councils will not retrospectively grant Building Consents or Code Compliance Certificates, so problems can be difficult to rectify. In addition, your insurance company may refuse to pay out if unpermitted work on your property contributed to the loss you are trying to claim. If you’re planning certain types of work on your property, be aware you may need a permit and a code compliance certificate for the work to be considered signed off. As part of the process, certain tradespeople need to provide a Producer Statement to council. Only registered tradespeople can do this. Without the Producer Statement, council will not issue the Compliance Certificate. As the person applying, it is your job to ensure you employ people who are suitably qualified or licensed. Landlords should also beware. If your rental property has unpermitted work, it

The big winners alongside landowners looking to upgrade were Licensed Building Practitioners. They can now proceed with many kinds of mid-scale work with added costs and paperwork swept away. The changes take effect this month. “Single-storey detached buildings up to 30 square metres (such as sleep-outs, sheds and greenhouses, carports, awnings and water storage bladders) will now not require a council-approved building consent,” said Jenny Salesa, the government’s Building and Construction Minister in May. “Some of the new exemptions will utilise the Licensed Builder Practitioners scheme, which recognises the competence of these building practitioners and allows them to join chartered professional engineers and certifying plumbers in having their own suite of exemptions.” The new exemptions will save building owners time and money, by not having to access their local council for consent for what is classified as low-risk building work. Cutting back building consents is also intended to allow council to

can render your tenancy unlawful. That was the case for a Dunedin couple who purchased a property unaware there were unpermitted alterations. The Tenancy Tribunal ordered them to give back $10,000 to the tenant because she had been living in the property with unpermitted alterations for 29 weeks. It was a full refund of all rent paid. pay closer attention to larger, more complex building projects with deeper environmental ramifications. What does this mean for you, the home or farm owner? Single storey detached buildings exempt from building consent increase in size from 10 square metres to 20 square meters, incorporating sleep-outs, garages, greenhouses, sheds and carports. However, a Licensed Building Practitioner will have to supervise the construction unless the building is an approved kitset, or made of only ‘lightweight building materials’. Exemptions also exist for groundbased solar arrays, flexible water storage systems for farms, porches and decks on the ground floor, awnings, and outdoor fireplaces and ovens. Any plumbing or electrical work must still, of course, be completed by a qualified professional. In most of these cases, consent is exempted most easily by retaining the services of a qualified builder of good repute. Those who thought they could not afford to build, or that the process was too complex are now free to launch their projects and improve the value of their properties.

Ask any tradesperson or professional about the post-Covid work environment, and you’ll hear the same thing. Busy is the ‘new normal’ as our economy rides out global turmoil, with New Zealand, one of the few nations able to claim zero cases daily. With spring just around the corner, that means it’s time to seriously think about booking now to get those big projects finished by summer and the holidays. Curtains, car restorations, flooring, painting or refurbishing, are all exercises in choice and precision. The pros in these and many other fields caution that trying to rush through at the last minute is a recipe for disappointment. Then there’s the fact that with the rest of the world destabilised by coronavirus, it may be harder to get certain parts, materials or fittings needed to make your job picture perfect. Book now, and avoid missing the good weather ahead, is the message as renovations, building and associated trades record a buoyant end to winter. That means great support for our local businesses, who are relying on friends and neighbours to keep the wheels of commerce turning. Every boom comes with its own challenges, and the fact that many professionals can’t immediately fill orders or attend

to new projects means that one of the nasty companions of free enterprise is back in town; the unqualified or ‘cowboy’ operator. At worst, these are confidence tricksters who promise great work at low rates, but cut corners or leave town without finishing the job. More likely, however, it’s a good intentioned mate or acquaintance with a little skill who’s happy to assist with a project but is out of their depth. That used to be nothing but a bit of a comedy, as the professionals came around later to repair what the amateurs had ‘fixed up’. Modern rules and regulations across trades from plumbing to building and beyond mean that it’s illegal to complete many kinds of work yourself. That without the sign-off of a qualified builder, electrician, plumber or roofer, for example, it may be hard or impossible to rent or sell a modified home. It just doesn’t make sense to risk voiding warranties and insurance by having good material installed by an

The skid steer concept is not a new one. It arose from the need to handle heavy loads in a tight and confined space, as typified by construction sites and barnyards worldwide. Give a small, hydraulically enhanced machine the steering system of a battle tank, and it can turn literally in its own footprint. Kubota is no stranger to improving small-format working machines, from diggers to tractors. So the move into the skid steer market was a natural one for the big orange brand. Their SSV series comes in two power levels, with the more potent SSV75 packing a little more punch to deal with arduous Kiwi conditions. It’s got a whole arsenal of heads and attachments to snap onto those hydraulic arms, making it a versatile little module for busy farmers seeking a mate for their big tractor. Kubota has armed their flagship skid steer with a 64hp engine they’re calling the best in its class, in terms of performance and reliability. The engine’s common rail system electronically controls the timing and amount of fuel that is injected in stages, ensuring optimal combustion for greater gas efficiency, better fuel economy and less engine noise. Emissions have also been tackled, with the SSV series meeting Tier 4 requirements, largely thanks to the adoption of advanced exhaust gas recirculation tech downstream of its cylinders. Diesel particles are trapped in the muffler and automatically burned away in a controlled fashion to keep the little skid steer breathing easy. Clever thinking doesn’t stop at the engine bay.
