p Dargaville welcomed Santa and Mrs Claus this weekend, as a parade of festive floats and decorated vehicles took to the streets, heralding the beginning of the holiday season. The jolly gent from the North Pole declined to comment on the volume or quantity of presents he will deliver to local ‘nice list’ members later this month, stating only that pre-flight sleigh checks are positive, and that his team of aerial reindeer have been in training since September for the big night. Parade patrons enjoyed not just the arrival of the man and lady in red, but also a marching band, a huge festive tractor and great representation by local schools and community groups.

Mixed reaction to AG’s report u by Paul Campbell
Support for legal action against former Kaipara District councillors, sympathy for those criticised, a threat of legal action and — just silence — are conflicting reactions in the fallout from Attorney General Lyn Provost’s report into the Mangawhai wastewater debacle.
TK Leles strumming our support for the Philippines P5
Mismanagement by council was blamed for an $86 million debt which led to its replacement by the appointment of commissioners to run the Kaipara District. In her 400-plus page report, Mrs Provost apologised for ‘substandard’ Audit Office work monitoring the council books and also cited ‘poor
governance, poor decision-making and inadequate management’ by the council, but also said her office did not accept liability. The report released last week preceded the decision in parliament some hours later, which confirmed ratepayers will pick up the tab for the wastewater disaster.
Former Kaipara councillor, Bill Guest, says he’s “extremely sorry. I am embarrassed but I also feel vindicated for questioning council actions. But if commissioners find they can take legal action against former councillors — including myself, then I support that. continued on page 3 …

The Hobbit — The Desolation Of Smaug The epic tale continues, as Bilbo Baggins and his comrades the dwarves travel deeper into the wilds of Middle Earth, on a quest to defeat an ancient dragon and reclaim a kingdom. Peter Jackson works his magic yet again, bringing the legendary saga by JRR Tolkien to life. The Hunger Games — Catching Fire Sequel to the gladiatorial blockbuster, this next instalment of the trilogy sees heroes Katniss and Peeta thrown into rebellion, civil warfare and a new, more deadly contest of champions. All action, with a dystopian sci-fi twist.

Almost 100 teens from Dargaville Intermediate, St Joseph’s, Te Kopuru, Tangowahine, Tangiteroria and Aranga schools supported by their teachers and parents came to Dargaville High last week to learn about life at secondary school. Principal David Bargh welcomed the youngsters to Dargaville High and told them they would be in for an exciting journey. “Make the most of every opportunity,” he told them. The students then learned about NCEA, subject choices and sporting and other activities on offer. Pictured is a group of Dargaville High students performing a waiata as the new students arrive.

The Butler The true story of one man’s life as butler to eight US presidents — from the tragedy of Kennedy’s assassination to the scandalous Nixon administration and through the upheaval of Vietnam and the civil rights movement. Outstanding historical drama. One Chance A comedy with its roots in the reality-TV phenomenon ‘Britain’s got Talent’. The tale of ‘everyman’ Paul Potts, and his rise to stardom, along with his search for true love. A heartfelt and humorous story with great music too! Filth From ‘Trainspotting’ author Irvine Welsh, another tale of the seedy side of Britain, this time from the perspective of a lecherous, crooked, drug addicted policeman. Detective Bruce Robertson is the worst kind of crimefighter, but his eyes are on a big promotion, and he’ll do whatever it takes to get it! Captain Phillips The true story of a dramatic hijacking by Somali pirates, and one man’s stand to save the lives of his crew. This one features a landmark performance by Oscar winner Tom Hanks.
p The rain cleared and the sun came out just in time for Dargaville’s 2013 Christmas Parade on Saturday. Young and old thronged to the centre of town to watch the assembled floats do a return journey along Victoria St. The parade was led by a Tongan brass band from Auckland, whose members downed their instruments on several occasions and showed off some stunning dance moves. They were followed by a wide-ranging collection of floats from schools and community groups, including one from Norfolk Court Rest Home that featured Santa Claus. Te Kopuru School won the competition for best float. Everyone had a great time, in no small part because of superb organisation from Dargaville and Northern Wairoa Lions.

I’m sorry it happened but as I said I warned against the financial discrepancies as they occurred.” Former deputy mayor, Julie Geange said: “The hardest part of the AG’s report is that council is a collective. I feel for those councillors who came on in the last term — and then asked for help — they made no decisions on the scheme — but tried to fix it. It’s been the work of several successive councils — so the accusation of incompetence — was that the last council? The AG’s report goes back to 2000.” Former councillor Jonathan Larsen says he’s seeking legal advice on
possible action against Mrs Provost for ‘lumping him in with inept and incompetent’ former councillors. Mr Larsen set up the WorkBoot Councillor Internet website to question council decisions and said the Audit office did not take any notice when he ’raised issues with them’. Former Kaipara mayor, Neil Tiller, said he had not read the report and would not comment. Former council CEO, Jack McKercher, did not return calls from The Lifestyler. Northland MP Mike Sabin meanwhile has called for the Auditor General’s office and their insurer to negotiate settlement over ‘the cost of the failure stemming from the council auditor who has been shown to have departed from the minimum professional standards and expectation required’. ¢

Beach speed limit call u by Colin Patterson
Kaipara District Council is setting up a working party to consider new beach speed limits amid concerns that irresponsible drivers are putting public safety at risk. The council covers Ripiro Beach which at 100km is the country’s longest beach and a legal road. Dargaville Police senior sergeant Robert Nordstrom says unless specific regulations apply, there is an automatic 100km/h speed limit — even in areas frequented by swimmers and other beach users. “That’s dangerous in highly populated areas of the beach. It’s like having a road through the middle of a shopping mall.” Police believe speed restrictions would help educate drivers, as well as providing more enforcement tools for police. “I’d like to see that areas from 200 to 300 metres from the main entrance to any beach be gazetted as a speed restriction area,” Sgt Nordstrom said. The current speed rule means police get lots of complaints over summer. Often there is little they can do. “It’s mainly nuisance offences. But they rark up the local community. It’s an increasing problem.” A report considered by council commissioners noted there had been deaths at Ripiro Beach in January 2007 and December 2008. It said that in 2007 the Northland Regional Council talked with beach
users and asked them what they thought should be done about the issue. “Whilst there was very little support for the concept of a total ban of vehicles from the beach, there was unanimous support for the concept of bringing into force some means to restrict vehicle movement in areas of the beach, to regulate the use of vehicles and particularly driver behaviour whilst in the vicinity of other beach users.” However, because of uncertainty over which body had jurisdiction, no new measures were put in place. However, law changes in 2011 means the district council ‘now has both the jurisdiction and authority to put enforceable management of the beaches in place’. Mr Nordstrom says police are likely to take up the opportunity to be on the working party which will also have representation from Northland Regional Council, local iwi, the Department of Conservation and the Kaipara District Council. If the working party recommends any changes to existing limits, they will be subject to consultation with anyone affected, plus the New Zealand Transport Agency and the Commissioner of Police before they can be approved.

The one-time doctors’ rooms are now shared with Te Uri o Hau, Kaipara Abuse Prevention (KAP), Strengthening Families, SAGES, SKIP, Nga Ripo, Stand Children’s Services and Te Korowai Aroha Pumau. Visibility and accessibility are among the many advantages of having a syndicate of community and social service providers based in one place. It is also really good for networking and relationship building says Nga Ripo’s Jenny Huriwai and Big River FM’s Anaru Tana. KAPS administrator, Daff Adams agrees, “We look after each other and offer a range of services that whanau may need.
“We share ideas but confidentiality is always respected.” “There is a greater emphasis on collaboration these days and it is easier to collaborate with people and organisations that have a good working relationship. Previously it was common for services to operate in isolation but this way, there is more support — it’s a collegial environment.” “Together we all exist and interrelate on a formal and non-formal basis — the emphasis is on community.” Big Rivers Anaru Tana and Kauri Computer Company Ian Gilchrist are thrilled that once empty rooms are now filled with positive driven people, and organisations, that help and support the community. ¢

$3.8m returned to Northpower consumers For the second year running, Northpower consumers will receive a pre-Christmas gift from the Northpower Electric Power Trust. All electricity consumers connected to the Northpower lines network in Kaipara and Whangarei will find a $70 tax free credit on their December power accounts. The distribution totals $3.8 million and is allocated to the 55,605 power installation control points (ICPs) connected to the Northpower network at 6am, December 4, 2013. Pre-pay customers can expect the credit to appear next time they top up their account – although this can sometimes take up to a week. Mr Macmillan says over the past 20 years, Northpower consumers have received more than $182 million through the NEPT distributions and Northpower line holidays. “This is the second distribution from the NEPT in 12 months and it is always satisfying for the Trust to be able to pass on profits from Northpower, as this is a sign of a successful and growing company,” says Mr Macmillan. “2013 has been a strong year for Northpower after reporting a group net profit after tax of $11.3 million for the 2012/1013 financial year. It was voted New Zealand’s ‘Lines Company of The Year”, made great progress on the Northpower Fibre ultra-fast broadband build in Whangarei and received the 2013 Calix Innovation award for ‘Fibre Transformation’. “West Coast Energy is performing well in Australia, Northpower’s New Zealand Contracting business remains strong and the company continues to secure project work in the Pacific Islands,” he says. The NEPT owns Northpower on behalf of the electricity consumers of the Kaipara and Whangarei Districts and this 2013 distribution is the customer’s share of Northpower’s profits paid to the Trust by Northpower. The $70 credit will appear on December power accounts regardless of which electricity retailer consumers are with. Magazine Review: The New Zealand Artist
u by Joanne Speechly
Set in the heart of Waipoua Forest, Waipoua Visitors Centre is a one-stop hub for information, refreshments, accommodation and entertainment.
u by Joanne Speechly
The New Zealand Artist is a refreshing new publication, which presents an interesting read alongside practical tips and advice. Surprisingly, the magazine is printed in Whangarei and has a wonderfully local flavour. The bi-monthly magazine is brimming with colour and showcases artists from around New Zealand. Alongside these articles are plenty of tips, how-to guides and a glossary. I don’t claim to know a lot about art but I do appreciate a good read and great photography and the New Zealand Artist provides both. For a second opinion, I decided to share the New Zealand Artist with my mother, Annette, who describes herself as a ‘newcomer to art’. She loved the brush tips and the guide on how to read oil and acrylic paint labels. In fact, she enjoyed the magazine so much, she is now subscribing to it! The article about Lottie added a nice Kaipara connection. Lottie is a Paradise sandstone sculpture, by Kap Pothan, nestled between Reyburn House and the Hatea River in Whangarei. It was interesting to
read that this artist uses stone from Ruawai in his work. Founders of the New Zealand Artist, Megan Lavin and Linda Hodnette say they have created this magazine to fill a gap in the market, “for veteran artists who have been in the industry for a long time and artists who are just finding their feet in the art community.” I believe they have been successful. The New Zealand Artist is a readerfriendly, informative and beautifully presented magazine and is available at the Muddy Waters Gallery in Dargaville.

KAIPARA LIFESTYLER December 10 - 2013
To All Kaipara District Council residents and ratepayers Last week was an important one for the Kaipara District. The long-awaited report from the Auditor-General into the Mangawhai community wastewater scheme was released. Kaipara District Council accepts full responsibility for the role previous councils played in the failings outlined in the report. Commissioners, on behalf of the organisation, have also apologised unreservedly to the people and ratepayers of the district for the multitude and extent of those failures during the years 2006 to 2012. We are amazed that successive Councils simply failed to ask the common sense questions that might have stopped the widespread failings that occurred over a prolonged period of time. Previous Councils have failed their community at the most basic level. We are particularly disappointed about the year-on-year failings of Audit New Zealand between 2006 and 2009 which the OAG report itself describes as “sub-standard” and “inadequate”. If Audit New Zealand had been doing its job, significant issues would have been found. We have made it clear that we are now seeking legal advice on potential options to hold those responsible to account. That advice will cover the role of Audit NZ as well as others who share responsibility for this costly period in Kaipara’s history. We hope that legal advice will be available by early 2014 and we will be
reporting back to you on the possible options open to us. On a positive note, Kaipara District Council is now a fundamentally different and vastly improved organisation. This was formally noted by the AuditorGeneral in her report. We have already addressed many of the issues outlined in the report, including boosting in-house expertise in community engagement, finance, engineering and project management. We have robust financial and other policies in place, have established an Audit and Risk Committee and have improved all record-keeping. We also have a work programme in place to systematically work through the remaining issues raised in the OAG report. Commissioners are relieved that the report is now out. The strong message we are getting from most parts of the Kaipara community is simply to “get on with it” and ensure Kaipara remains on track to recovery. That is what we intend to do and we thank you for your ongoing support.
John Robertson Chair of Commissioners
Some questions answered 1. Does KDC accept the findings of the report? Yes, KDC absolutely accepts the findings of the report including the findings about the failures at Kaipara District Council. 2. Will Kaipara District Council be holding anyone to account for the failings outlined in the report? We will be seeking legal advice on what options exist for holding those responsible to account. That will include advice on the failings of Audit NZ. 3. What is your view of those people who tried to point out what was going wrong at Kaipara? They played a key role in bringing this issue to light. It has taken energy and commitment. We would now dearly love to see that same energy and commitment used to help take Kaipara forward. 4. Did the report uncover any criminal behaviour? No. The Office of the Auditor-General found no evidence suggesting criminal activity. 5. Can ratepayers now have confidence in Kaipara District Council? Absolutely. Kaipara District Council now is a fundamentally different and vastly improved organisation with new management and governance in place. 6. Do you believe building the Mangawhai wastewater scheme was the right thing to do? Yes. The OAG report found it was the right thing to do. But the way it was done was flawed on a multitude of levels.
Key conclusions of the OAG report
What we can learn from the wastewater project
Summaries of the Auditor General’s report are available from Council’s offices in Dargaville and Mangawhai and a full copy of the report can be viewed at either Council office or the Dargaville Library. The report is also available on-line at www.oag.govt.nz/2013/ mangawhai
The Auditor-General has noted a number of ‘lessons’ to be learned from the enquiry into the Mangawhai wastewater scheme. They include:
financial management capacity and stick to their sphere of competence (that is, not get involved in things they don’t understand).
Accountability Public entities (like councils) must be meticulous about legality; that good record-keeping is essential; that workshops can supplement but not replace formal council meetings, and that contractors need to be tied into public sector accountability mechanisms.
PPP (Public Private Partnership) arrangements Don’t underestimate what’s involved in a PPP; do not enter into a PPP based on accounting; that the transfer of risk is not an end in itself, and that PPPs are unlikely to succeed fully if the contract is not for “the complete package”.
Governance Governors (like councillors) must understand their role and stick to it; that common sense is important; that it’s important to understand what assurance is needed and where it will come from, and that audit committees can provide useful support.
Lessons for auditors They must understand the entity as a whole, assess the strength of the management control environment, and that good and open communication between the auditor and entity is vital.
Below is a summary of the key conclusions of the report. • Kaipara District Council (KDC) was correct when it decided Mangawhai needed a reticulated sewerage system. • The sewerage system is functioning well and has capacity for growth. • There were deficiencies in the way KDC managed the overall project, contracted with various parties, financed the scheme, took ownership of the assets and more. There was an inadequate focus on its public sector obligations and accountability, including an informal approach to decision-making, the use of Council workshops, poor compliance
with internal policies and poor record-keeping. • KDC, as a whole, had weak systems in many areas and lacked in-house capacity. • The audit work from Audit NZ during the period 2006 – 2009 was “substandard” and “inadequate”. • The Office of the Auditor-General found no evidence suggesting criminal activity. The Auditor-General also made comment in her report about what needs to change. Her report says: “Many things that we might have commented on as needing to change have already changed in the intervening years. …. it is worth specifically noting that KDC has changed. It has been restructured and has new senior management, the elected members have been replaced by Commissioners, it has a new auditor, and it has instituted many internal reviews and implemented new systems.” (page 46, Summary Report).
Management There are limits to contracting out; that project governance and management is important, and public entities must have
Lessons for accountability agencies That agencies need to talk to one another; that it’s important to keep an eye on the big picture and that you cannot assume people know an agency’s role and how it works.

With more than a century of production behind them, the folks at Ford must be used to celebrating some ‘vintage’ years. From the launch of the Model T, through to back-to-back victories at Le Mans with the GT40, and the rise of the Mustang in the 1960s, the blue oval brand is used to chalking up big wins.

That being said, even by Ford standards 2013 has been a special year, both globally and for our local Ford dealership, Dargaville Ford. Lindsay West and his team have firmly cemented the Ranger ute as the Kaipara’s favourite vehicle, backing up a nationwide sweep for the widely acclaimed ‘car of the year’ which saw it overtake the long-enthroned Hilux for many months. With the excellently appointed new Focus reigning as the world’s top selling car, and the introduction of the new Fiesta making waves, it’s been a year of challenges and exceeded expectations for the dealership and the brand. A big win at Bathurst was just the icing on the cake for Ford.

Next year looks more than promising as well, with exciting new models set to roll out at both ends of the scale. The new EcoSport is ready to bring off-road adventure a new level of fuel economy and a very affordable new buy-in price. The Ranger, still in hot demand, will receive a new ‘big brother’, in the form of the SUV-spec Everest. And most exciting of all, the sixth generation Mustang is set to roar onto the road, with a scorching new look, 420 horsepower under the hood and a whole new drive and suspension setup, banishing the old live rear axle which has been a Mustang standard for decades. In fact, the new car is so exciting that the first order has already been taken by Dargaville Ford, mere hours after the world wide release. “Despite the slow start to 2013, with better availability of our most popular models we’ve been able to achieve our increased objectives throughout the year,” says Lindsay. “2014 is looking extremely bright for the rural sector, so we expect another great year.” ¢

ADVERTORIAL
The diesel doctor is in Rodney Wilson of Dargaville Diesel Specialists is happy to be back at work and back issuing Warrants of Fitness — even if it does cut into his time on the water! The passionate boatie and angler is equally enthused about the trade which has been his domain for decades — keeping the Kaipara’s diesel fleet on the road and in good shape. Which is not to say that this skilled local isn’t equally at home issuing warrants for petrol vehicles; it’s just that he has a definite wealth of knowledge about the ‘big blocks’ which drive modern SUVs and even some small cars. Diesel is the motive power behind a whole new generation of machines, down to the tiny three-cylinder Volkswagen Polo BlueMotion, and it makes sense to talk to a specialist for the best results. As part of his service, Rodney is committed to helping out the older
members of the community, offering a generous discount on warrants of fitness to those who carry a Super Gold Card. And with the holiday season on its way (with all the long distance road trips, caravan towing and boat-ramp visits that entails), Rodney is keen to point out that now is the best time to service your diesel engine for a summer of hassle-free travel. Rodney’s super-sized garage on Beach Road is open for business now, with spaces still available to book in before the holidays. If you own a diesel powered car, ute, off-roader or truck he assures you that you’ll be in good hands — after all, with a trusted reputation maintaining some of the biggest machines on the road, there’s no job too large for Dargaville Diesel!

Christmas is a season of magic — and this year, we don’t just mean the mystery of how Santa Claus can deliver presents to a house with no chimney! A little bit of festive magic and fun is being delivered to Maungaturoto this holiday season, wrapped up in comedy and tucked under the tree at the grand old Maungaturoto Hotel. The historic pub has seen its share of Christmas celebrations, but this is something special. Local magician, illusionist and comedian Mike Lindsay has put together a show which combines the kind of tricks made famous by the likes of Dynamo and Criss Angel with ‘family friendly’ humour and a big dose of audience participation. It’s all served up with a cracking good Christmas dinner, and features a festive theme. Mike has been honing his craft for over five years, and he says that once he got in touch with other magicians and mentors to teach him the craft, it was easy to pick up the basic skills. Constant practice has been the key to

his success, which has led up to a full card of engagements both here and in Auckland, culminating in a planned stage-show tour next year. The Ruawai resident will be teaming up with another top Kiwi illusionist to take magic to the next level, and there was no way that he was going to leave out his home town fans — Dargaville town hall is set to be one venue for the roadshow. “It’s lots of fun to play to a rural crowd,” he says. “They’re more fun than a city crowd — more keen to banter and not embarrassed to take part.” Patrons of Mike’s last booking at the Maungaturoto Hotel were wowed by his ‘cup close and personal’ tricks, baffling sleight of hand and prestidigitation. There are certainly no camera tricks and CGI in his repertoire — this is magic in the style of the ‘old school’ masters, spiced up with a generous helping of laughter.

The team at Carters Mangawhai, are on the lookout for a true multi-tasker to join our team in the role of Inwards Goods/CSR. In this busy position, you will play a key role in our drive to deliver an exceptional and consistently reliable level of service to our customers across a variety of duties. Amongst others, your responsibilities will include: Receipting all stock delivered to the branch, liaising with customers and suppliers regarding stock availability and arrival, providing general customer service in our showroom carrying out stock checks; and providing back-up support with banking, management of inventory requirements and administrative tasks. A current F endorsement (forklift) licence and/or a HT licence would be an advantage but not essential. We’re looking for a motivated and conscientious team player who takes pride in exceeding customer expectations. This busy role calls for a skilled administrator who is adept at managing their time and demonstrates an ability to work well under pressure. You’ll need a true knack for detail, great communication skills and a flexible approach to your work. You will have previous experience in a customer service role and will ideally have experience in inwards goods or stock control – but more essentially you’ll have the right attitude towards learning and providing a service that really sets us apart from the rest. If successful, you’ll gain the opportunity to work alongside a great team and be rewarded with a competitive salary plus benefits, such as superannuation and health insurance and staff buying privileges. For more information or to apply, please contact Richard Knowles on 027 453 6312 or richard.knowles@carters.co.nz. Application close: 18 December 2013.
