A key player in the parade, which was attended by a sizeable crowd ahead of Silver Fern Farms’ Community Whanau Day at Selwyn Park, was a float commemorating a century since the flight of pioneer aviator Captain George Bolt. u The Kaipara District Council has confirmed that the second of a planned series of bridge closures to carry out upgrade work on the Tomarata — Insley Street bridge will take place from 5am on December 10. This second set of works will involve concrete being poured and set for half of the steel beams being replaced. Detours will be clearly signposted, and be in effect until 5am on Friday, December 13. Motorists are advised to please divert to State Highway One and the KaiwakaMangawhai Road for the duration of the repair project.

Water restrictions are not in place, but ahead of what is forecast to be a long and dry summer, the Kaipara District Council has issued a call for conservation. In an advisor y message disseminated via social media, the council advise: “Think before you turn on the tap this spring/summer. Start being water conscious now, and it may save us later from a stronger restriction.” It has also been revealed that during the last week of November, levels of water stored at the Dargaville water treatment reservoir reached critical levels. However, with the Rotubased pumping station in the town’s hinterland now fully operational — the storage facility is filling adequately. “There are no water restrictions at this stage, but the council is continuing to monitor our supplies closely. We have had lower rainfall than usual for this time of year, so
residents and businesses are asked to conserve water now.” NIWA, New Zealand’s institute for weather science, predicts higher than normal air pressure over the north this summer, and hotter than average temperatures to match. Persistent westerly winds during December and January will also have a drying effect, so the call to conserve water is a timely one. A simple first step is to check all water-based appliances such as dishwashers, hot water heaters, toilets and taps for leaks, as those drips add up. A call to the plumbers or a simple washer could save litres of water during the course of a month, reducing the strain on infrastructure.

Schools’ windfall welcomed u by Paul Campbell
Principals across the Kaipara are eyeing their new bank balances and making plans for some school improvements, although the surprise $400 million cash injection from the government nationally has not made such a huge impact on overall local budgets. The money was announced by Prime Minister Jacinda Ardern at Labour’s annual conference. It was designed to modernise classrooms, fix roofs and gutters and improve heating and lighting. Nearly every state school was expected to receive between $50,000 and $400,000 depending on enrolment, decile and location. While a straw poll reveals Kaipara schools are hugely appreciative of the windfall, Kaipara Mayor Jason Smith says almost half of the schools in Kaipara receive the minimum amount available. “By my calculation, 22 schools in Kaipara District got money in the announcement last week. Ten of them got the minimum amount of $50,000 because their rolls are small. Six of these schools have fewer than 30 pupils,” Dr Smith said.
“The grants were allocated based on school roll sizes. The largest amount went to Mangawhai Beach School with $332,640, while the combined schools of Dargaville received nearly $800,000. “These grants will be used for maintenance, and I hope they’ll make our schools better for Kaipara students. It’s a particularly nice Christmas present for the smaller schools, which are the core of our rural communities.” Tinopai school is among those receiving $50,000, and principal, Sonia Kaihe, says ”we just love the news — it’s going to make a huge difference to maintenance.” The school hosts the annual Tinopai Fishing Contest each year. “Funds raised here can then go to other areas of need, like our digital technology course and devices.”

Paparoa A&P Show will have an added attraction to its line-up of activities by hosting the Northern Regional Final of the FMG Young Farmer of the Year on show day, February 1 next year.
Swimmers from all across the north will be hosted by the Dargaville Swimming Club on December 14, as the region’s annual open water swimming championships take place at Kai Iwi Lakes.

“It’s a significant boost for the Paparoa A&P Show’s profile to be hosting such a prestigious event. We are looking forward to welcoming the NZYF contestants on show day. It’s going to be an exciting and nail-biting contest,” said show publicity coordinator Liz Clark. “In total eight contestants will be vying for the ultimate top place to represent the region in the FMG Young Farmer of the Year grand final later in 2020.” Contestants will be put through a diverse range of practical, theoretical and technical farming challenges. Each level of the competition combines practical hands-on agriculture skills and general knowledge. The level of complexity and difficulty increases as the contestants progress from districts to regionals and finally at the grand final. “Next year’s show will be actionpacked with family entertainment,” said Ms Clark. “Circus Kumarani will be providing community workshops for the younger showgoers. Adults won’t be missing out either. A full range of live entertainment will be on throughout the day, including bands, sheep shearing competition, team roping, and the everpopular woodchop events.
“Equine lovers will be able to enjoy everything horse-related with miniature, led, ridden and harness classes expecting a strong turnout. Our livestock sections continue to grow, and cattle classes remain a feature with a new section introduced for dairy breeds. “The indoor competitions are a great chance for people of all ages to show off their gardening, baking and photographic skills or another in the show classes available. “The show also has the largest dahlia competition in Northland. Change is coming for the 1.5 million people currently renting their home in New Zealand. Amendments proposed to the Residential Tenancies Act (RTA) will put more power in the hands of tenants. Currently, when a landlord wishes to end a non-fixed-term (periodic) tenancy agreement, they must provide 90 days’ notice to the tenant. They do not need to give a reason or explain why they wish to end the tenancy. The notice period is only 42 days if the landlord needs to use the property for themselves, their family or their employee, or the property has been sold and must be vacated. Under the proposed changes to the RTA, landlords will no longer be able to do this. They MUST provide a reason to validly terminate the agreement. The permissible reasons are listed in the act and include: • The landlord intends to sell or alter the property • The tenant has had to be issued with notices of anti-social behaviour on three separate occasions within a 90-day period AND, the landlord has applied to the tenancy tribunal to end the tenancy, or • The tenant has been at least five
days late on rent payments on three separate occasions within a 90-day period AND the landlord has applied to the tenancy tribunal to end the tenancy. Extensions are also proposed to the standard notice periods for ending a tenancy if a landlord requires the property for themselves, their family or employee (63 days), or if the property has been sold (90 days). The revised RTA would also give more power to tenants when it comes to ending fixed-term tenancies, and loosen the rules around installing fixtures and safety equipment into rented accommodation, to allow tenants to feel more at home in their properties. The proposed changes to the RTA will have a significant impact on both tenants and landlords — but it is not too late to have your say. The deadline for handing in newly-prohibited classifications of firearm for compensation is drawing near, with mere weeks now standing between gun owners and the threat of being in breach of the law. “Everyone with a prohibited firearm or part needs to hand them in, or they will be breaking the law after the amnesty ends on December 20 2019,” says Deputy Police Commissioner Mike Clement. “Anyone prosecuted will lose their firearms licence and face a penalty of up to five years’ imprisonment. Don’t risk it. Please get organised now and take the opportunity to hand in at one of our events, whether you are in Waipu or Wanaka.” Police have already held more than 330 collection events throughout New Zealand so far and have talked to nearly 20,000 firearms owners. The law change and an amnesty period during which guns could be exchanged for financial compensation have been the sometimes controversial reactions by the central government to the tragic shooting massacre, which rocked Christchurch on March 15 this year. Semi-automatic firearms, parts such as extended magazines, certain
shotguns with a large ammunition capacity and other specific arms have been reclassified, making many illegal to own. Modern and ‘heirloom’ firearms may be affected, with no restriction placed on the year of manufacture. The deputy commissioner has an unequivocal final statement for those still in possession of firearms now prohibited. “Police thank all firearm owners that have taken part in the scheme so far and advise others not to delay their handins any longer. Kai Iwi Lakes ready for visitors The Taharoa Domain (Kai Iwi Lakes) is the crown jewel of the Kaipara District, and a popular spot for camping or a summer dip. Some campsites are already booked through to Waitangi Day so you need to get in quickly to secure your site. However, if you’re visiting for the day, you’ll always find a nice picnic spot. Tanya Wilson, the Kai Iwi campground coordinator and Jordan Soole Domain Manager, have been putting in the hours through the winter to get the Lakes visitor-ready. They continued restoring the bush that surrounds the lake, planting cabbage trees, flax, manuka and kanuka. In years to come this will encourage birds to return to the domain. Now the team is putting the finishing touches to the camping ground and domain. “We’re finishing off some sun shades over the playground so the children can keep playing during the day, when it’s hot,” Tanya says. “We expect to have that done by Christmas.” They’ve also installed some new solar lights that should make the area safer after dark. “If there’s no moon the place can get pretty dark. This will make it easier for campers to get to the toilets without tripping.” Last week new picnic tables were installed on the grass area in front of Pine Beach, just in time for holiday-makers. Campers heading up State Highway 14 to Waipoua Forest will also benefit from a newly installed dump station, which is available to use for free.

And for the gourmet campers, Tanya has planted a small herb garden. While still in its infancy, there will be free picking for those who want to make their meal a bit more tasty. It’s not just the Taharoa Domain that has benefitted from the spruce-up. New toilet facilities have been installed at Lake Waikare so visitors will no longer be caught short if visiting there for the day. So if you’re looking for a place to enjoy a some summer sun and a swim, Kai Iwi is ready. You’re welcome.

Festivities were in full swing last weekend as families took advantage of the fine weather to visit Dargaville’s Christmas Parade, followed by Silver Fern Farms’ Community Whanau Day, back to back. With floats from local schools, clubs and businesses, fire engines and ambulances, and even a roaring V8 Holden race car in the mix, the man in red took a sunny seasonal break from the North Pole to cruise the main street in a friend’s BMW convertible. Afterwards, it was time for swimming togs and barbecue goodies, horse rides
and bouncy slides, among all the other action at the big Community Whanau Day brought to the community by Silver Fern Farms, with the assistance of the many civic-minded folks from the Tamariki Collective. Fun in the sun was the first big present of Christmas for all attendees. ¢

There’s a tradition in New Zealand that Christmas hasn’t really begun until you hear the song Snoopy’s Christmas by the Royal Guardsmen played in public. The song has been a hit here on many non-consecutive Yuletides, but the story behind it is not well known. Voted both New Zealand’s favourite and most annoying Christmas song, at the same time, the catchy tune at first appears to make only a passing mention of the holidays. It’s more about the rivalry between Charles Schulz’s beloved beagle character Snoopy and Baron Manfred Von Richthofen, who was a real baron, owning vast tracts of the German province of Silesia. The end of the song, however, when the baron toasts Snoopy and wishes him a Merry Christmas instead of shooting down his plane, is a reference to the real Christmas ceasefire, which happened in the first world war, on December 25, 1914. On this day German and Allied soldiers shared their rations, played football and sang carols together.
The recording of the song is even more bizarre. The band who created it, the Royal Guardsmen, deliberately tried to look and sound English, and took an English name, to emulate the wildly popular Beatles. However, they all came from Florida and had never been to Britain. They had read a 1965 comic strip in which Snoopy battled the baron, and used it as inspiration for a song in 1966. However, they didn’t ask Charles Schulz for permission, and the creator of Snoopy got all the royalties from what became a hit. Schulz generously told the Royal Guardsmen that they could use Snoopy in further songs with his blessing. Now, here’s the irony. This first song was not about Christmas at all! Snoopy v The Red
