A year of major projects Mayor questions Covid checkpoints u by Andy Bryenton

The final report summing up a year of progress for the Kaipara District Council’s externally funded projects committee reveals that a massive investment in infrastructure has been made in the region.

p External funding helped instigate $40 million worth of infrastructure across the Kaipara, a report to Kaipara District Council states — upgrades paid for include this new wharf in Dargaville

More than $40 million worth of projects are underway thanks to funding from the government and its many development agencies. These include upgrades to the Kaipara’s unpaved roading network, stopbanks and sluice gates to combat future sea-level rise, the Kaihu Valley Rail Trail for eco-tourism, a series of wharves spanning Tinopai, Dargaville, Pahi and Poutō, and pedestrian access and safety upgrades for Kaiwaka and Mangawhai. To accomplish this schedule of works, the KDC has pledged $1,062,000. The rest of the cost has been topped up by $16,330,000 from the Provincial Growth Fund, $18,060,000 from the government’s Infrastructure Reference Group, and $4,588,000 from transport agency Waka Kotahi and other, smaller

funding sources. The report, tabled last week, also reveals $12,680,765 in Ministry of Business, Innovation and Employment subsidies claimed. In all, it’s fiscal proof that the branches of the government are willing to invest in the Kaipara, and ratepayers are receiving a substantial return on the amount the council invests into these large projects. While some of these projects have been completed or near completion in 2021, others are projected to span next year or even extend to 2023. Their budgets are divided across a timescale reflecting the speed, complexity or technical nature of the work, or accounting for operations that can only proceed seasonally or in optimum conditions. ¢

It will include hatchery production, on-water farming, seaweed processing, and training programmes for seaweed farmers.” Auckland Council is investing $1.2 million in the three-year project, with EnviroStrat and additional investors making up the balance. The project has been supported by grants from Foundation North and The Tindall Foundation during its establishment phase. The project will provide the proofof-concept for farming New Zealand seaweed on a commercial scale. Positive findings will give confidence to new entrants and co-investors. “Markets exist for locally produced seaweed-based products, and establishing commercial seaweed farming across the country will also provide new jobs in coastal communities where employment opportunities are more limited,” says Mr Penno. ¢

New voices in iwi relations

The Kaipara District Council has appointed a new iwi relations team to help maintain and strengthen the bonds between the civic authority and local Māori.

Māori Health provider Te Hā Oranga has helped roll out a powerful response to the Delta variant of Covid, with a twelve-hour marathon vaccination event at Dargaville’s Sportsville recreation centre.

The team behind Kaipara’s Kaihu Valley Rail Trail (KVT) cycleway is pushing through, working laterally to outflank delays caused by a landowner dispute.

A sum of money left in the operating budget of Awakino Road’s Lions Hall has been donated to good causes around Dargaville.

“The Department Of Conservation (DOC) has advised they are not able to endorse the project at this time due to a landowner dispute,” said delivery manager Joanne Reid’s report to elected councillors last week. “To mitigate this issue, the KVT project team has altered the consent application to exclude DOC sections and enable the p Positive figures from a neighbouring cycle trail provide an indication that Kaipara’s own, forthcoming Kaihu Valley Rail earthworks consent process Trail will be a hit with cyclists, boosting tourism to resume.” Meanwhile, evidence from a Additionally, the project is currently waiting for Waka Kotahi funding for State neighbouring project of similar Highway crossings; the roading authority is proportions supports the case for working on consent to fund safe crossings economic value and tourism appeal for of these often busy roads. Survey underway to understand community energy needs

Northpower is hitting the streets this summer to better understand the needs of its customers in the Whangārei and Kaipara districts. The survey is in response to the significant changes taking place in the energy market, with energy hardship becoming a growing issue in the region and the increasing adoption of alternative energies such as electric vehicles and solar power changing the way Northpower’s customers consume energy.

General Manager Network, Josie Boyd, says energy hardship is a reality for many Northpower consumers and the company is keen to better understand how to support its community with these challenges. “At the same time, we have consumers who are wanting to make their homes warmer and drier, and other consumers who want to better understand alternative energies like solar and electric vehicles, or make energy choices that are better for the environment.

We see it as part of our role to support our community in ways that are meaningful to them. “There are a lot of assumptions in the market about what customers do and don’t understand, and also what’s important to them, so we want to hear from our Whangārei and Kaipara consumers directly, and find out what matters most to them.” The feedback will be collected by community activators out in the community and online over the next three months and will then be analysed to help drive Northpower’s customer engagement and support strategies. The survey only takes five minutes, with participants invited to go in the draw for a weekly $200 grocery voucher. The survey will run alongside a consumer outreach programme aimed at helping Northlanders with practical energy saving advice and assistance to help them reduce their total electricity costs. Northpower was recently successful in winning $55,000 funding from the Support for Energy Education in Communities (SEEC) programme to support this work. The SEEC programme is part of a suite of new government initiatives focused on lifting people out of energy hardship. Northpower will work with community partners to reach households in need with personalised electricity advice and support across the Whangārei and Kaipara districts. This includes practical help through home energy assessments, providing free LED lightbulbs and draught stoppers, and help regarding electricity safety in the home.

Seeking ‘silent invaders’

Storage sale opportunity

u by Paul Campbell

u by Paul Campbell

Pest plants infesting the region’s forest and bush areas are being targeted in a call for the general public to report weeds when they are out and about in Northland’s bush and forested areas this summer.

In what could be an item from TV’s Storage Wars, but with a difference, will take place in Paparoa on Saturday, December 18, when something extra for Christmas might be picked up, as long-term stored and unclaimed items go under the auctioneer’s hammer.

Northland Regional council biosecurity chair Jack Craw says animal pest control efforts have been very successful at protecting native wildlife. However, an unintended consequence of that was that “birds spread seeds and that equals more weeds”. In places, weeds are carpeting the forest floor, crowding out and preventing new replacement trees from surviving. “This is the ‘slow kill’, and we need more people engaged in protecting the forest from this silent invasion,” Cr Craw says. “The irony is that when native forests suffer, so too does the native bird life that relies upon it. Native birds need native forest to survive. No forest equals no birds.” Parliamentary Commissioner for the Environment Simon Upton recently raised the issue at a national level, calling for the government to lift its game in protecting native ecosystems from the thousands of exotic plants spreading throughout New Zealand. Sporting codes Three Waters plan delayed support vaccine choice

Nine major local sporting groups have benefitted from a programme to encourage vaccination and, in doing so, make sporting engagements safer. The Take Two for the Team initiative sees $10 donated for every dose of vaccine administered. The donations go to a local sporting club of the vaccinated person’s choice. The Southern rugby club, based in Te Kopuru, views the measure as a win-win scenario for sports. “As a sports club with years of history, we are proud to share a strong community bond with generations of our local residents,” said p Kaipara Waka Ama is one of nine local teams and clubs the Southern Rugby Football getting a financial boost when citizens get vaccinated Club’s media liaison. A government delay in the projected date for the Three Waters Reform legislation being introduced to parliament from now to March 2022, is to provide time to fix “obviously flawed proposals,” says Kaipara Mayor Jason Smith, the sole Northland representative on the Three Waters Working Group.

Local Government Minister Nanaia Mahuta wants to amalgamate the water services of 67 councils into four regional water entitles. The proposal is controversial because it is compulsory, effectively forcing those councils to part with their water pipes and reservoirs. Legislation creating the new entities was set to be introduced to parliament by the end of the year, but the government was forced to concede last week it would be delayed. “During the time between now and then various government-assembled working groups are trying to fix the obviously flawed proposals,” says Dr Smith. “Without the delay, working groups would have been engaged to fix something which had already moved ahead within a predetermined process. That would have made a nonsense of the working group process. As a member of one of those groups, I would be trying to make something workable that’s unworkable. “It was also revealed last week that earlier in the year, the cabinet had signed off the mandating of the Three Waters Reforms before Minister Mahuta

p Nanaia Mahuta, Local Government Minister

was telling councils they could still opt-out of the process. “There was no opt-out process; it now turns out. I feel misled and disappointed. Right now, the main thing that’s certain among all this uncertainty is the determination of the government to drive these reforms no matter what.” ¢

u by Andy Bryenton

In September, Dargaville teacher Judy Harding flew to the Canary Islands to join the volunteer crew of the Mercy Ship, Africa Mercy, for two years. She is part of the teaching team on board as the cruise-liner sized ship delivers aid and medicine to developing nations.

p “Our school trip to the beach at Las Palmas near where the hospital ship is docked has been one of the school year highlights so far,” says Mrs Harding. “We played Frisbee and made sand sculptures. We made a huge hole and buried kids up their necks,” she laughs. “Although the ship children live on board, this trip was a treat for everyone because ports don’t have beaches.”

p “Visiting the captain for a session on magnetics and compasses was fantastic. He is a great teacher who had us all enthralled,” says Dargaville’s travelling teacher. “Sailing on a ‘normal’ school day was far from normal. Spending time watching dolphins, watching the pilot jump from the tugboat onto the ship, watching the tugboat push us into place against the dock at Puerto de Granadilla, these are the sights out the classroom window!”

Rice paper rolls u by Jessica Keesing

If you’re into something, a little different, here’s the thing for you. They’re not much on their own, but once you put them in the dipping sauce, it’s a taste sensation. If you don’t want to put all the ingredients into a rice paper wrapper, this just as a salad, works a treat. You can use any meat you want or make them vegetarian. INGREDIENTS 500g chicken thigh/prawn/pork ½ cucumber cut into battens 1 capsicum cut into battens 1 carrot cut into battens Mint Basil Rice paper skins 1 packet vermicelli noodles 2 cups chicken broth 2 tbsp soy sauce 2 cloves garlic 1 onion 1 tsp coriander seeds 1 tsp whole peppercorns 1 chilli Dipping sauce: ¼ cup soy sauce ¼ cup fish sauce ¼ cup rice wine vinegar 1 tsp chilli and garlic paste 1 tsp sesame oil

METHOD In a pot, add coriander and peppercorns and toast until aromatic. Once aromatic, add chicken broth, onion, soy, chilli and garlic and allow to simmer until flavours have combined. Once combined, add the chicken and allow to poach until cooked through. While the chicken is poaching, prepare capsicum, cucumber, pick mint and basil leaves and prepare vermicelli noodles following the instructions on the packet. Set aside. Combine all dipping sauce ingredients and set aside. Once the chicken has poached, pull apart and start the assembling process. Dip the rice paper roll into water (make sure you don’t make it completely sodden, otherwise it will be hard to roll), add vermicelli noodles, chicken, cucumber, capsicum and then the mint and basil leaves, then roll. Then enjoy. The sauce is easy enough to tweak where you need to, I like it a bit tart and salty; however, do whatever works for you. ¢

“It was a welcome sight to see the club coming back to life after all the uncertainty of Covid causing delays. There was a small gathering from as far as Herekino that turned out for a weekend of social events and catch up,” said North Kaipara Agricultural Association publicity coordinator Liz Clark. “The roping club’s activities are always one of the most popular attractions at the annual A&P show held in the first weekend of February, with next year’s event still to be confirmed under the new traffic light pandemic system. “While the gathering was small, there were enough people there to make up three teams, which competed for a jackpot team roping competition, where two riders combined to rope a small cattle beast with appropriate care,” Ms Clark said. “The club president Dean Wickman is actively encouraging young and old alike to come along and join the club. Christmas Messages Museum offer ‘free for kids’ u by Paul Campell

The Kauri Museum at Matakohe is dropping its admission charges for children under 12 in the coming holidays and hopes that the expected influx of visitors will see the offer taken up after border closures have cut visitor numbers. “Usually $8 for children, there will be no charge for children with a paying adult after it was launched for the last school holidays, but the Covid outbreak in Auckland meant few families were able to take up the opportunity,” says museum spokesman Grant O’Neill. “Hopefully, over the long summer break, in between swims at the beach, of course, there will be many more people in the area who can have a look around the museum.” “There is a lot to see. The sawmill is always popular, as is the ‘find the special object’ treasure hunt. Christmas Messages Decoding the top toys for Christmas

Christmas treat for lucky winner

u by Andy Bryenton

The Kaipara Lifestyler’s big Shop and Win competition for 2021 has come to an end, and that means one lucky local shopper has gone home with a sensational seasonal prize in addition to their festive fare.

A generation who wished for GI Joe, Masters of the Universe, Transformers and Ninja Turtles toys as children are now having to make sense of the cartoon worlds of their own youngsters. Like the animated heroes and actionfigure villains of the 1980s, today’s hottest Christmas presents often come with their own movies, computer games and television shows. While some of the names have changed, famous toy lines such as Hot Wheels, Thomas the Tank Engine, Marvel heroes and Transformers remain on the shelves. What’s new this year appears to be the battle of several adorable cartoon dogs. Fresh from a popular movie and with several seasons streaming on demand, Paw Patrol is a hot item, with a new, large playset listed as one of the toys likely to sell out quickly. Rival canines Bluey and his family come from a different show, animated in Australia. Plush toys of him and his mates are in hot demand, as is a playset complete with a holiday caravan, miniature action figures and accessories. Many parents will have heard requests for a real dog this year but know that their youngest might not be ready for the responsibility or live in places where there’s no room for a real pup. Advanced

robotics come to their aid in the form of the almost frighteningly realistic Moji, a plush labradoodle with an animated communicator collar. Making the robot dogs of the last decade look positively clockwork, in comparison, Moji can ask to be fed, patted, taken for a walk, and displays visible emotions while interacting with children. Alternatively, there’s a simpler smart pet called a Purrble, which has been hailed as one of 2021’s best inventions. The soft toy resembling a hamster, has a heartbeat and purrs when it’s happy. Pick it up, and you can soothe it with pats to make it purr, an action that is also calming for Purrble’s handler. In great news for mums and dads who find all this confusing, one of the evergreen, still-popular toy lines for 2021 is Pokémon. The Japanese game sensation remains top of the charts, allowing 80s youngsters who have grown up to have families of their own a chance to bond over cards, collectibles and toys that will be familiar to both generations. ¢

Christmas Messages Maungaturoto lights up for Christmas u by Andy Bryenton

Christmas parades and large gatherings may have been impossible this year, but lateral thinking has turned on the holiday cheer in Maungaturoto. Residents have had to abandon the usual festive parade. Still, there’s been a clever replacement, in the form of a competition to dress up windows and letterboxes in a Yuletide fashion. C o-organiser Terri Donaldson took to social media to encourage people to join in the fun, creating a seasonal wonderland people can drive through at night with their families. It’s also a way to make the main street look jolly for Christmas shoppers and visitors. “Let’s all get in and spread the Chrissy spirit,” says Terri. “Christmas isn’t cancelled. We are just celebrating on a more grassroots level by putting the Christmas spirit back in the hands of the local community.

“We’re giving them a chance to create and inspire from their own homes and businesses. We have just provided a few tools, ideas and great prizes for their efforts.” Residents are challenged to create the best, brightest Christmas themed letterbox or a single window. It was felt that a whole house contest might be a tall order at short notice. There are big cash prizes up for grabs. There will also be prizes for the best shop Christmas tree and best shop window, as well as a Christmas trail of festive sights to see. Christmas Messages Red sleigh cleared for launch u by our North Pole correspondent

Santa Claus has confirmed further upgrades to his signature ‘red sledge’ as the countdown to his biggest night of the year commences. “The technical elves have been working on some very interesting new combinations of Christmas magic and racing technology,” said Claus. “The new sleigh is 75% carbon fibre, with an afterburner that can run on the excess glasses of brandy and slices of pudding that I can’t finish during the delivery run.”

Alongside the main sleigh, which now augments the traditional team of reindeer with a 7,000 horsepower Yuletide Hyperdrive, Santa’s elves will pilot a trio of gigantic cargo lifters, holding 1.8 billion presents. It will be the third year when Santa’s sack is restocked in mid-flight, courtesy

of an elite group of acrobatic elves. “We’ve been running this operation without a hitch for more than 1,000 years,” says Mr Claus. “For us, here at the North Pole, Covid-19 is not an obstacle, though just to be super safe, I’ve had a full medical check-up.” “The doctors told me that I’m in excellent condition for an immortal, supersonic spirit of holiday cheer, but that I should lay off the fruit pies a little,” he reports. “The old red and white suit isn’t fitting like it used to back in Victorian times!” Santa is expected to hit Kiwi radar screens on December 24 as the sun sets. As the first nation to greet the new day, we will be the first of many to be visited by the generous Christmas icon. ¢

All I want for Christmas u by Andy Bryenton

Toyota’s Yaris went up for no less than three Kiwi car of the year awards in 2021, with the performance-based GR Yaris hot hatch this writer’s personal pick. However, before any of us rush off to the local Toyota dealership to experience the lateral G-forces and crackerjack madness of their spiciest supermini since the KP Starlet, there’s a small issue. The GR Yaris is sold out until 2023. What’s a petrolhead to ask Santa for, then? Here are five soothing balms for GR Yaris envy this Yuletide. 1 and 2. The Mini Cooper S. The cute, BMW built retro-mobile would look a bit long in the tooth, but it’s deliberately retrochic, so it’s still fresh. A supercharged 1.6 under the hood delivers the same kind of fizz as Toyota’s supercharged 4AGE of yesteryear, all in a lightweight body that’s a joy to pilot through the corners. Alternatively, there’s a hot Peugeot with the same engine; the 207 GT Turbo eschews the supercharger for the dark side of forced induction. 3. Mitsubishi Colt RalliArt. Never before or since has a shopping-trolley town car been force-fed so many steroids. The little Colt appears to have Evo Lancer parts growing out through its skin, including a whacking great intercooler for a whacking great turbocharger. RalliArt gave us pure lunacy with the Evo series, and their take on a sensible urban car is a hoot, like a rocket-powered mobility scooter.

4. Mercedes Benz A45 S AMG. Not for the faint of wallet, but if price is not a factor, then this might just be the king of hot hatches. The masterminds from Grossaspach have managed to fit 415 horsepower and 400Nm of torque into something the size of a Corolla. Wizardry, carbon and the sound of snarling chainsaws on wheels. 5. Alfa Romeo Giulietta Quadrifoglio Verde. With a mere 275 horsepower, this little Italian number may seem soft compared to the aforementioned AMG, but it’s all about poise and style. For a hatch that makes every grocery run feel special, you can’t beat it. Also, you get to say that awesome name while making Italian hand gestures. Bellissima! Honourable mention goes to the p Not on the list for a GR Yaris? Don’t settle for a lump of coal in your stocking; grab a second hand supermini bargain while you wait Nissan Pulsar GTIR, fast becoming a collector’s classic and hence commands silly prices. The sublime Ford Fiesta ST only loses out due to resale values remaining high. Finally, the daddy of hothatchery, the VW Golf GTi, was just such an obvious choice that you had already thought of it and watch-listed several Inspections online before reading this article. ¢

Highlights of the T6.2 vehicle’s release include a gruelling process of tests and fettling that has turned customer feedback into practical gains, making the 2022 Ranger bigger, wider, longer and tougher. Ford says that before it turns a wheel with a customer aboard, the Ranger has put in six million kilometres of realworld testing, plus four million kilometres off-road. Then there’s the exciting news of a new V6 engine under the hood. “Certainly, we listened to customers, and I’m hoping that when you get around to driving the vehicle closer to launch, you can make your own mind up about the improvements we’ve made,” said Ford’s Ranger project T6 chief engineer, Ian Foston. “We focussed a lot on the durability of the powertrain, how customers are using trucks and the feedback they get from that in terms of how smooth it is, so clearly, these are things we have listened to and taken on board.” There will still be the option for a twolitre Biturbo engine or a new single turbo diesel in the middle of the range. However, gone is the venerable big inline-five with its common rail tech, replaced by a top-ofthe-line V6 derived from Ford’s lion series of engines. This one has done duty in the

Territory and the F150. Still, it’s a whole new beast after Ford’s engineers lavished some care and attention on it and hooked it up to a smooth 10-speed transmission. There are also new and clever ways to deploy power to the ground, 190 kilowatts of power and more than 600 Newtonmetres of torque, calculated from the same engine’s performance in the F150. Towing will prove no problem, then. Outside, the Ranger is bigger and bolder, with room on the back tray for a

full-sized pallet and an aggressive new look up front that’s in line with its flatnosed F150 cousins. Inside, the dials have gone digital, and the dash is dominated by a big, tall tablet screen to rival the size of the one you’ll find in a Tesla. For many years, the Ford Ranger has been the best selling, most popular vehicle in New Zealand. This new reinvention has done something that’s difficult, then, it has followed up a class act with something better. ¢

KAIPARA LIFESTYLER December 14 2021

Making the cut

25

u by Liz Clark

As the year draws to a close, the mad rush of Christmas shopping and end-of-year preparations for the family meal wouldn’t be complete without some flowers on the table.

I’ve always loved the idea of having a cutting garden. We all have the usual ornamental trees and shrubs planted here and there or displayed in a decorative pot or two. Garden trends during the past few years have moved away from the starkness of architectural plants — more than a few yucca plants have received the chop. One of the most glorious to display in a vase is the hydrangea. These can be easily grown in a large pot or planted in groups around the garden. One bloom alone makes up for a complete floral arrangement. Using a few simple jars

set out on the table with a hydrangea bloom in each makes for an elegant touch. Try varieties such as Raspberry Crush, Bridal Bouquet, Fuji Waterfall and Blue Diamond. Roses can never be ignored. They make a timeless touch to the home on their own as a single bloom or massed into a favourite vase with various colours. You can never have enough roses. With so many forms to choose from, the sky is the limit where favourites go. Choose plants with long stems and a strong, upright growing habit. Some of my favourites are Double Delight, Deep Secret, Blackberry

Nip, Friesia, Candalla, Charles de Mills and Iceberg. You can never have enough lilies. Now is the season for the many cultivars and forms available to bloom. Calla is a firm favourite of mine. It comes up year after year the colour range is vast. Some of my picks are Lady Marmalade, Landed Eagle, Candyfloss and Swan Lake. Also, try out the oriental and Asiatic lily species and others in this vast family of flowering plants. Then we come to the fragrant sweet pea — a must-have for a cutting garden. These need support, such as netting on

a frame or other structure in a sunny location. Sweet peas can be grown throughout the year. However, always check the information on the seed packet before sowing to make the right choice for this part of the growing season. Gladioli are another cannot-miss flower to add to the garden. The corms can be sown from spring to the end of December. For ongoing blooms, plant corms weekly to keep the flower supply for the vase. Add in dahlias, lavender, hellebores, rudbeckia, snapdragons, cosmos, zinnias and many more. Look online or talk to your local nursery. ¢
